(DA) announced it would further reduce by as much as P3 per kilo the retail prices of rice sold under the KADIWA ng Pangulo’s Rice-for-All (RFA) program.
In a statement on Wednesday, Agriculture Secretary Francisco Tiu Laurel, Jr. said the price reduction “reflects both a drop in global rice prices and an increase in domestic supply as the local harvest season gets underway.”
The DA chief said henceforth, RFA5 rice will be priced at P43 per kilo, RFA25 at P35, and RFA100 at P33.

Fores found dead in HK hotel
By Angelica Villanueva
RENOWNED Filipino chef Margarita Fores, named Asia’s Best Female Chef in 2016, has died in Hong Kong. She was 65.
Fores was found unresponsive in her hotel room after missing a scheduled lunch meeting. Authorities have not disclosed the cause of death.
A pioneer in the culinary industry, Fores was known for elevating Filipino cuisine on the global stage. She owned several restaurants, including the Cibo chain, Lusso, Grace Park, and Alta. Her advocacy for organic ingredients and commitment to highquality Italian and Filipino cuisine earned her recognition in international circles.
Born in 1959 into the prominent Araneta family, Fores developed a passion for Italian food while living in New York. She trained in Italy in 1986 under three chefs, immersing herself in traditional Italian cooking. She started as a caterer before launching Cibo in 1997, offering Italian dishes at accessible prices.
Her restaurant Grace Park ranked 12th on Opinionated About Dining’s Top Casual Restaurants in Asia list in 2024. She also collaborated with Japanese chef Hiroyuki Tamura on "Batchoy Ramen," blending Ilonggo flavors with Japanese techniques.
Beyond her restaurants, Fores appeared on international television shows, including Inspired with Anna Olson and CNN’s Culinary Journeys. Fores was a two-time cancer survivor. She overcame thyroid cancer in 2006.

All 12 Alyansa senatorial bets were present during the proclamation, including presidential sister, Senator Imee Marcos, who earlier said would “stand alone” instead of joining the administration ticket.
The administration slate also includes former Interior Secretary Benhur Abalos, Makati City Mayor Abby Binay, Senator Pia Cayetano, Senator Lito Lapid, former Senators Panfilo Lacson and Manny Pacquiao, Senator Ramon Revilla Jr., former Senate President Vicente Sotto III, Senator Francis Tolentino, ACTCIS Rep. Erwin Tulfo, and Deputy Speaker Camille Villar.
Aside from Ilocos Norte, Alyansa will also hold kickoff rallies in Iloilo City; Carmen in Davao del Norte; and Pasay City – representing three other major regions in the country.
The WPS issue figured prominently during a press conference of the administration bets ahead of the proclamation rally.
"Our approach to this problem should be multilateral, not just between the Philippines and China,"
said Tolentino, who authored the Philippine Maritime Zones Law and the Philippine Archipelagic Sea Lanes Law.
Abalos emphasized the country’s 2016 arbitral victory which invalidated Beijing's sweeping claims in the South China Sea. "That victory is ours. We cannot give it away. From there, our government must take a multilateral approach,” he said.
Survey frontrunner ACT-CIS party-list Rep. Erwin Tulfo added: "Not an inch. We will not give up even a single inch. Thousands of Katipuneros died defending this country—why shouldn’t we?"
Former Senate President Vicente Sotto III raised the possibility of coming up with its own equivalent of China's nine-dash-line to clearly mark its Exclusive Economic Zone, especially in the West Philippine Sea.
"China has its nine-dash line— maybe we need our own nine-dash line. We cannot rely solely on UNCLOS [United Nations Convention on the Law of the Sea] interpretations. We need to declare our position clearly," Sotto said.
House-to-house campaign
The Makabayan coalition, on the other hand, vowed to do house-tohouse visits across the country for a grassroots campaign.
The coalition, which is fielding 11 senatorial bets, launched its campaign at the Kartilya ng Katipunan in Manila.
“Makabayan vows to focus on the issues that matter most: soaring prices, low wages, rampant corruption, lack of sovereignty and the absence of genuine democracy,” the coalition said in a statement.
Makabayan bet and ACT Teachers Party-list Rep. France Castro said they will work for the conviction of impeached Vice President Sara Duterte if they are successful in their senatorial bid.
“Sara Duterte symbolizes corruption. So it’s important that Makabayan will be present at the next Congress if ever the impeachment trial will push through as we seek to fight corruption,” she said.
Fight not over
In vote-rich Cavite province, Liberal Party bets and former senators Francis Pangilinan and Bam Aquino kicked off their bid to return to the Upper Chamber.
“If we look at the headlines now, the problems are the same: corruption, abuse of power, illegal acts and high prices of food,” Pangilinan said.
“Before, if you ate pork, you would get high blood pressure. Now, you can get high blood pressure just from seeing the price of pork. That is what we were fighting for in 2022 – affordable food and honest government. To this day, the fight is still not over,” he added.

Meanwhile, the Agriculture Secretary assured that the KADIWA ng Pangulo program will continue to provide rice at P29 per kilo for vulnerable groups such as senior citizens, persons with disabilities, solo parents, and individuals from indigent sectors.
Additionally, Tiu Laurel said that the National Food Authority (NFA) will continue to procure palay from local farms at a price of P21–P23 per kilo despite the decline of rice prices in the international market.
He explained that the government is willing to pay farmers the premium to ensure “fair compensation for their harvests.”
Tiu Laurel also assured that the NFA has sufficient funding to support farmers and uphold its mandated rice buffer stock, now equivalent to 15 days of national consumption under the revised Rice Tariffication Law.

kilo and reduced further to P49 by March 1.
This gradual approach aims to mitigate potential market disruptions, he explained.
“The price reductions align with global trends in the rice market, as well as President Ferdinand Marcos Jr.’s decision in July to slash rice tariffs from 35 percent to 15 percent,” he noted.
Tiu Laurel also disclosed that economic managers of the Marcos administration will soon review Executive Order 62 to assess whether current rice tariff rates need to be adjusted again.
He said, however, that he is only inclined to recommend a revision of the current tariff level if retail prices of imported rice ease to the P42-P45 per kilo range.
On Monday, Tiu Laurel the impending arrival of fresh rice imports will further ease supply pressures, paving the way for a reduction in domestic retail prices.
"Hopefully, they have already purchased new stocks from Vietnam, Myanmar, or Cambodia at lower prices... That's why the MSRP by March 1 is P49," Tiu Laurel said during a briefing in Malacañang.
Earlier, a separate survey done by Pulse Asia showed that ten out of twelve candidates from the Alyansa Para Sa Bagong Pilipinas senatorial slate are likely to secure seats if the 2025 midterm elections were held today. of Taguig City, a key member of the Impeachment Secretariat, assured the public that the House prosecution team has already gathered substantial evidence across multiple Articles of Impeachment.
However, she said that financial records, if secured, would serve as further proof of the money trail.
“The prosecution team is ready to present a strong case, even without the bank records. The evidence we have right now is compelling and backed by documents, testimonies, and official records,” Zamora stressed.
“But if we can secure the Vice President’s financial records, it will be the icing on the cake—a definitive, undeniable piece of evidence that will speak for itself, supporting several of the Articles of Impeachment,” she added.
She emphasized that the impeachment case against the Vice President is built on hard evidence and investigating her was never a “fishing expedition.”
Zamora pointed out that the House prosecutors have already secured official documents exposing alleged irregularities in the OVP and DepEd’s confidential funds, and collected testimonies linking questionable transactions to improper fund disbursements.

These five groups are on track to secure the maximum three-seat allocation in the House according to the partylist system act. Seven other party-list groups are poised to win two seats each: Ako Bicol (3.32 percent), PPP (2.52 percent), Malasakit@Bayanihan (2.46 percent), Asenso Pinoy (2.44 percent), Duterte Youth (2.38 percent), Agimat (2.06 percent), and Gabriela (2.06 percent).
jority Leader and Zambales Rep. Jay Khonghun urged the House Committee on Good Government and Public Accountability to include the COA's latest findings on P12.3 billion in alleged unsettled financial transactions at the Department of Education (DepEd) in its ongoing investigation.
He pointed out that this would strengthen the impeachment case against Duterte.
COA’s 2023 annual audit report flagged DepEd’s alleged failure to settle massive notices of suspension, disallowance, and charge, which reached P12.3 billion by the end of Duterte’s term as education secretary.
The amount increased from P11.4 billion in 2022, indicating little to no progress in resolving the flagged transactions.
“The red flags keep piling up. First, it was P125 million in confidential funds spent in just 11 days at the Office of the Vice President (OVP). Now, COA has flagged over P12 billion in unresolved transactions at DepEd under Duterte’s leadership. This isn’t just an oversight—it’s a pattern of seemingly financial mismanagement,” Khonghun said.
Further scrutiny revealed that 1,322 of 1,992 listed recipients of these funds lacked birth records, raising concerns about possible fabrication of acknowledgment receipts.
Santos was processed and served the arrest warrant before being released after posting bail of P200,000. Santos and 28 other active and former police officers face arrest warrants for alleged violations of the Comprehensive Dangerous Drugs Act of 2002, including reportedly planting evidence and mishandling the drug case prosecution.
The case stems from a 2022 police operation where PNP Drug Enforcement Group (PDEG) operatives arrested a suspected drug pusher. The suspect led them to a Manila establishment where 990 kilos of shabu were seized. The establishment was owned by PMSgt. Rodolfo Mayo Jr., an intelligence officer for the PNP Drug Enforcement Group.

Foreign ships here to support PH amid China incursions—Navy
THE deployment of vessels from foreign countries to the Philippines signals their unwavering support to international rules-based order, a Philippine Navy official said on Tuesday.
“The presence of the ships, whether frigates, cruisers, submarines or aircraft carriers or even aircraft as what recently we had, is only an expression of their support for the international rules-based order. It is a meeting of interest,” Navy Spokesperson for West Philippine Sea (WPS) Rear Admiral Roy Vincent Trinidad said in the latest briefing in Camp Aguinaldo.
“All the maritime cooperative activities (MCA) are a meeting of mutual interest for countries who would like to uphold international rulesbased order,” he added.
The said deployment in MCA and Multilateral Maritime Cooperative Activity (MMCA) also brings significant change to the aggressive behavior of China assets on WPS, according to Trinidad.
“Suffice it to say, for the previous years each time we have a multilateral maritime activity, there has been a noted change in the aggressive behavior of the PLA Navy, the Chinese Coast Guard, and the maritime militia,” Trinidad said.
Chinese Foreign Ministry spokesperson Guo Jiakun defended China’s presence in the Philippines’ Exclusive Economic Zone (EEZ), claiming China’s sovereignty in the South China Sea is backed by history, law, and international practice.
He stated that the China Coast Guard’s activities in the area are lawful and justified. Guo urged the Philippines to stop its actions that complicate the situation and jeopardize regional peace.

‘Unverifiable ID no reason to deny PWD discounts’
By Maricel V. Cruz
A BICOLANO congressman on Tuesday said establishments and government agencies cannot deny the discounts due persons with disabilities (PWD) even if the authenticity of their identification cards (IDs) cannot be ascertained or confirmed at the time these are presented. Camarines Sur Rep. Luis Raymund Villafuerte invoked a new legal opinion by the Department of Justice (DOJ) stating that refusal to extend the 20-percent discount to PWDs simply because the person’s ID could not be verified would constitute violation of Republic Act 10754.
The DOJ has informed the National Council on Disability Affairs (NCDA) about this matter, Villafuerte said.
“Based on the five-page legal opinion issued by the DOJ in January, establishments cannot deny the PWDs their 20 percent discount and 12- percent VAT-free privileges on the ground that the authenticity of the PWDs’ ID cards presented to agencies, restaurants, shops or stores are doubtful because these cannot be ascertained at the time of their presentation by the supposed beneficiaries,” said Villafuerte, who is in his third three-year term as congressman and is running for governor of his province. In the opinion conveyed to the NCDA, DOJ Undersecretary and officer-in-charge Raul Vasquez stressed that “the denial and withholding of PWD benefits and privileges by reason of unverified PWD card constitutes a violation of the rights of PWDs to avail of the said benefits and privileges as provided for in RA 10754, or the Act Expanding the Benefits and Privileges of PWDs and this law’s IRR (implementing rules and regulations,” Villafuerte said.

THE Supreme Court (SC) has reaffirmed its commitment to uphold gender justice, highlighting the importance of resisting various forms of oppression such as patriarchal cultures, economic inequality, religious suppression, militarization, and environmental exploitation.
Acting Chief Justice Marvic Leonen called on SC personnel to uphold the highest standards of integrity and equality in the judiciary.
He urged them to “work towards a judiciary free from sexual harassment, corruption, and fear... one that treats everyone equally, whether you are wealthy, a tycoon, a farmer, or a worker.”
The High Tribunal reiterated its longstanding support for the “One Billion Rising” campaign, a worldwide movement to end violence against women and girls. Pot Chave
“When the government prioritizes better health and education, our citizens become more productive. By removing taxes on overtime pay and the 13th month, we can stimulate economic growth by increasing our workers’ purchasing power,” Binay said. On her first day campaigning, Binay proposed a comprehensive healthcare program that would provide free medicines and pharmaceutical products for conditions such as hypertension, diabetes, cancer, car-
diovascular diseases, and other illnesses. She also suggested free and unlimited dialysis and chemotherapy, emphasized preventive care, and eyed improved health facilities, especially in rural areas.
“Quality healthcare should be accessible to anyone in need. Healthcare must be 100 percent better,” Binay stressed.
In addition to healthcare, Binay highlighted the necessity of education reforms and improving school
This initiative can be implemented alongside addressing the urgent basic needs of students and teachers, including classrooms—particularly in remote areas—updating learning materials, and improving the curriculum, she noted.
“In a rapidly changing world, it is the government’s responsibility to ensure that every child, regardless of economic background, has the opportunity to learn, grow, and contribute positively to society,” she said.

CAAP eyeing trained birds as ‘guardians of the skies’
THE Civil Aviation Authority of the Philippines (CAAP) eyes trained birds to address their problems about illegal drones and bird strikes near domestic airports.
During a public hearing by the Senate Committee on Public Services on Tuesday, Capt. Ian Michael del Castillo, head of the CAAP Aerialworks Certification and Inspection Division, tackled the agency’s efforts to promote aviation safety in the country.
“The Civil Aviation Authority of the Philippines has no expertise in the matter, but we would definitely look into that possibility. The CAAP is still actively looking into ways and means to safeguard our skies, not only our airports,” Del Castillo told the senators.
He noted that countries such as Ireland, France, and The Netherlands have already deployed trained birds
to neutralize illicit drones. Trained birds could help divert other birds that may cause dangerous strikes near airports, he added.
The Senate panel mulls tighter regulation of drone operations alongside other public safety concerns including loose utility wires.
Senator Raffy Tulfo, chairman of the panel, aired his anxieties over the vulnerability of the country’s airports and military installations to drone attacks.
“Drones had been used in the Russian-Ukraine war, and there is a possibility that terrorists will use drones here for a specific target. So, nobody is safe. Do we have anti-drone measures in our airports installed for 24/7?” Tulfo asked. Del Castillo said local airports have no anti-drone measures at present because the technology is quite expensive.
DOJ, private partners promote digital safety
By Pot Chavez
THE Department of Justice (DOJ) announced on Tuesday the government’s collaboration with non-government organizations (NGOs) and the private sector to raise awareness on digital safety and responsible internet use.
With the theme “Digital Bayanihan, Para sa Kabataang Ligtas at Protektado Online”, the DOJ-National Coordination Center against Online Sexual Abuse or Exploitation of Children and Child Sexual Abuse or Exploitation Materials (NCC-OSAEC- CSAEM) is also celebrating this year’s Safer Internet Day.
“We want to build a safe, significant, and responsible internet space for the youth. This serves as a call to action, a reminder that safeguarding our children online is an ongoing effort that requires continuous collaboration, innovation, and vigilance,” said Barbara Mae Pagdilao-Flores, acting executive director of the NCC-OSAEC-CSAEM.
She encouraged partner-agencies and organizations to “work together in the spirit of digital bayanihan to ensure a protected online environment for the younger generation.”
For his part, Justice Undersecretary Nicholas Felix Ty said this initiative is important to promote awareness among the youth who are potential victims of unsafe online platforms due to fear and lack of access to justice.
“It usually happens among children who are not aware that they are already victims; they do not know their rights, and their relatives are the primary violators,” he said.

OPINION
Justice and rule of law are paramount
IF THE House of Representatives took two months to come up with the fourth impeachment complaint against Vice President Sara Duterte before transmitting it to the Senate, why would they now want the Senate to immediately convene as the impeachment court?
That was the question asked by Senate President Francis ’Chiz’ Escudero the day after the fourth impeachment complaint was received by the Senate Secretary.
It’s the wrong question to ask, from where we sit.
The correct question that should be asked by the Senate is: How can we help achieve the ends of justice and uphold the rule of law in the fastest way possible?
And our answer here is this: Right now, not after the May midterm polls. Immediately, not on June 2, when the 20th Congress opens its first session. And forthwith, not after four to six months, as our 1987 Constitution clearly states.
We are convinced that President Marcos Jr. must call a special session of the Senate to allow it to convene as an impeachment court to try Vice President Sara Duterte and reach a decision before the midterm elections in May.
Former Senate President Franklin Drilon is right.
President Marcos Jr. should convene a special session of the Senate because this is necessary to start the process.
The impeachment court can only be convened upon the referral by the Senate of the impeachment complaint in a plenary session. After the impeachment court is convened, he said, “it will have its own life.”
We agree with Drilon that starting the impeachment trial proceedings at once would avoid legal complications that may arise if the 19th Congress fails to decide on Duterte’s fate before it adjourned sine die, or without setting the date for convening again.
Drilon is a former Senate President and served as a senator-judge during the impeachment trials of then President Joseph Estrada in 2000 and the late Chief Justice Renato Corona in 2011, and therefore knows whereof he speaks.
He warned that this might be the first time that the trial of an impeached official would be carried over to the next Congress and therefore prolong the process. He believes the impeachment trial should be finished before the term of this Congress expires to provide stability to our political system.
Escudero, however, insists there is no reason to expedite the trial as efforts to unseat Duterte as the country’s second highest public official should be treated as an “ordinary” process.
“We will not listen to those who want to immediately start the trial because they are angry at Duterte. We will not also (sic) listen to those who don’t want to hold the trial because they are in favor of the Vice President. They are all partisan,” he said.
We disagree that the impeachment trial should be treated as an “ordinary process”.
We concur with Drilon that exacting accountability should be treated with exigency: “If the Constitution allows a special session to be called for ordinary legislation, how much more with a process required under the Constitution to make our officials accountable?”
The gravity of the charges against the second highest elective official requires that she should face the Senate acting as the impeachment court at the soonest possible time
Senate Minority Leader Aquilino “Koko” Pimentel III also agrees with the view that a special session is necessary to be convened at once. If the process is started only in June, or even after the President’s State of the Nation Address on July 21, more than three months would be wasted, he said.
“Letting three and a half months go by without doing any action is not ‘forthwith.’ That’s why we need to start the process early,” he said.
The Vice President is accused of culpable violation of the Constitution, bribery, graft and corruption, betrayal of public trust, and other high crimes.
The charges against her include misuse of up to P612.5 million in confidential funds and her threat to have Mr. Marcos, first lady Liza Araneta-Marcos and Speaker Martin Romualdez assassinated in case an alleged plot to kill her succeeds.
We agree completely with the three House Assistant Majority Leaders— Pammy Zamora, Zia Alonto Adiong and Jay Khonghun—who have called out the Vice President for lying and denying any wrongdoing as “ a desperate and clumsy attempt to erase her own reckless statements from public memory.”
“VP Sara Duterte cannot lie her way out of this,” Zamora said.
For Adiong, Sara Duterte was “trying to play the victim, but she is the one who put herself in this mess.”
For Khonghun, ‘the Filipino people deserve answers…VP Sara Duterte must not be allowed to get away with lying to the public and evading responsibility.”
The gravity of the charges against the second highest elective official requires that she should face the Senate acting as the impeachment court at the soonest possible time.
HONG KONG – A deluge of disinformation about a flu-like virus called HMPV is stoking anti-China sentiment across Asia and spurring unfounded concerns of renewed lockdowns, despite experts dismissing comparisons with the COVID-19 pandemic five years ago. AFP’s fact-checkers have debunked a slew of social media posts about the usually non-fatal respiratory disease human metapneumovirus after cases rose in China. Many of these posts claimed that people were dying and that a national emergency had been declared.
Garnering tens of thousands of views, some posts recycled old footage from China’s draconian lockdowns during the COVID-19 pandemic, which originated in the country in late 2019, as well as of crowded hospitals and medics in hazmat suits. The falsehoods and fearmongering, which researchers warn could jeopardize the public response to a future pandemic, surged even as the World Health Organization said China’s HMPV outbreak was “within the expected range” for this season.
Philip Mai, co-director of the Social Media Lab at Toronto Metropolitan Uni-
versity, told AFP that the authors of some of these posts were “trying to scare people”.
Mai said there was “an uptick in antiChinese rhetoric”, with many on online platforms unfairly trying to blame HMPV cases “on an entire community or culture.”

THE official campaign period for the May 2025 elections, at least as it concerns national positions, began Tuesday. This means that candidates could start actively asking their constituents to vote for them.
Everyone knows, however, that candidates have been working to make themselves known and remembered by the public long before Feb.11.
For months and weeks before the start of the campaign period, the public has been treated to billboards, posters, media appearances and mentions, social media posts, activities in the guise of public service, among others, featuring the candidates’ names and faces.
Such brazen activity, done before campaigning should technically begin, could be easily interpreted by any person on the street as premature campaigning, defined in simple terms as electioneering prior to the period when campaigning is allowed. Premature campaigning is considered an election offense, prohibited under Section 80 the Omnibus Election Code of the Philippines.
According to the law, “election campaign or partisan political activity outside campaign period. – It shall
quence portrayed an unrelated altercation that occurred in 2022 in Shanghai.
Other posts claimed that HMPV and COVID-19 had “cross-mutated” into a more severe disease. But multiple virologists told AFP the viruses are from different families and impossible to merge.
Adding to the wave of disinformation were sensational, “clickbait” headlines in some mainstream media outlets that described HMPV as a “mystery illness” overpowering the Chinese healthcare system.
In reality, it is a known pathogen that has circulated for decades and generally causes only a mild infection of the upper respiratory tract.
“It’s an example of monetizing panic in an already bewildered public right on the heels of the Covid-19 pandemic,” Katrine Wallace, an epidemiologist at the University of Illinois Chicago, told AFP.
“The truth is that the HMPV is not a

Imagine technically not being in breach of election law while doing the exact opposite of what it intends!
Surprise, surprise. The flurry of premature activities we saw before Tuesday was not in violation of the law.
Jurisprudence is on their side. A 2009 Supreme Court decision, Penera versus COMELEC and Andanar, said a candidate is only liable for election offenses committed during the official campaign period. Before the campaign period, a person who has filed a certificate of candidacy is not yet
mystery illness.”
Such posts have led to a surge in antiChina commentary across Southeast Asia, with one Facebook user going as far as saying that Chinese people “shouldn’t be allowed to enter the Philippines anymore”.
One TikTok video shared an Indian TV news report on the virus but with an overlaid message: “China has done it again.”
“Because of the psychological trauma inflicted by Covid-19 -- and by draconian lockdown policies -- citizens around the world react anxiously to the possibility of another pandemic emerging from China,” Isaac Stone Fish, chief executive of the China-focused business intelligence firm Strategy Risks, told AFP.
“The right response is to distrust what Beijing says about public health, but not assume that means the (Chinese Communist) Party is covering up another pandemic, and certainly not to insult
a candidate -- hence cannot possibly commit an election offense. What refuge this must give to numerous candidates and groups who went out of their way – and their budgets – to boost their stock in the days before Tuesday. Imagine technically not being in breach of the law while doing the exact opposite of what it intends! The brazen ones were the first to do so, of course, but the others, who must have initially faced the dilemma of following suit or playing fair, must have realized that inaction would simply doom their candidacies.
All that seems pointless now, because the national campaign has started and the only violations that candidates must be careful to avoid have to do with the location and size of their materials. The Comelec’s Operation Baklas seeks to dismantle campaign paraphernalia that are outside of designated common poster areas, or are bigger than the dimensions specified – 2x3 feet.
On the contrary, not so pointless. It is an unfortunate fact that while some things may be legal, they may not be right.
If we could take a moment to remember those who brazenly and shamelessly exploited the legal loophole to gain an undue advantage in terms of the people’s memory and regard, then perhaps it could serve as an insight, a clue if you will, on the would-be public servant’s nature, tendencies, and integrity.
Chinese people,” he added.
Much of the disinformation about HMPV in early January came from social media accounts with an Indian focus, before spreading to others with audiences in Africa, Indonesia and Japan, Mai said. In an apparent bid to ramp up the antiChina sentiment, many of them peddled HMPV falsehoods alongside videos of people eating food that may seem strange or exotic to outsiders.
Others used spooky music and old images to sensationalize routine cautions issued by Chinese health authorities. Many such posts on X reached millions of viewers without a Community Note, a crowd-sourced tool to debunk false information.
“My concern is that all of the fearmongering about HMPV now will make it harder for public health officials to raise the alarm about future pandemics,” Mai said. AFP
World leaders seek elusive AI ground
PARIS—World leaders were set to hold formal talks in Paris on Tuesday on artificial intelligence (AI), seeking elusive common ground on a technology subject to a global race for promised economic benefits.
Hosted by French President Emmanuel Macron and Indian Prime Minister Narendra Modi, the gathering comes hours after Elon Musk reportedly put in a bid for star developer OpenAI, underscoring AI’s potential to gather power into a single pair of hands.
Attempts to reach global agreement may also frustrate major powers such as the United States and China, which have their own geopolitical tech priorities.
Media reports suggest that neither Britain nor the US—two leading countries for AI development -- will sign a planned joint declaration as it stands.
“Good AI governance” requires “clear rules that foster the acceptance of AI technologies,” German Chancellor Olaf Scholz was to tell counterparts, according to a draft of his speech seen by AFP.
Tech and political leaders are expected to arrive at the opulent Grand Palais from 8:45 am (0745 GMT) before the plenary session begins at 10:00 am.
Among them will be US Vice President JD Vance, Chinese Vice Premier Zhang Guoqing and European Com-
Musk heads group trying to buy control of OpenAI
SAN FRANCISCO—Elon Musk is leading an investment group offering $97.4 billion for the nonprofit that controls OpenAI, marking a new front in his war with the ChatGPTmaker, the Wall Street Journal reported Monday.
Musk attorney Marc Toberoff said he submitted the bid to OpenAI’s board of directors, according to the Journal.
“No thank you, but we will buy twitter for $9.74 billion if you want,” OpenAI chief Sam Altman wrote in a post on X, formerly Twitter, apparently responding to the offer.
Musk, who bought X under its former moniker for $44 billion in 2022, replied to the post by simply writing: “Swindler.”
Musk’s attorney did not immediately respond to a request for comment.
The Tesla boss and close ally of US President Donald Trump has been mired in an ongoing feud with Altman, with Musk filing repeated lawsuits against the San Francisco-based OpenAI.
Musk co-founded OpenAI in 2015, with the company becoming the world’s leading AI startup since he left in 2018. He launched his own generative AI startup, xAI, in 2023.
“We created a bespoke structure: a for-profit, controlled by the non-profit, with a capped profit share for investors and employees,” OpenAI said in a December blog post that outlined a plan to become a Delaware Public Benefit Corporation. AFP

Outside observers criticized an alleged leaked draft of the joint statement for failing to mention AI’s suspected threat to humanity’s future as a species.
The supposed draft “fails to even mention these risks” said Max Tegmark, head of the US-based Future of Life Institute, which has warned of AI’s “existential risk.”
In recent weeks, the United States’ $500 billion “Stargate” programme led by ChatGPT maker OpenAI, and the emergence of the high-performing, low-cost Chinese start-up DeepSeek, have brought into focus the technical challenges and price of entry for nations hoping to keep abreast on AI.
Meanwhile, the Musk-led $97.4-billion bid for OpenAI reported by the Wall Street Journal would compound the tech influence of the world’s richest man, already boss of X, Tesla, SpaceX and his own AI developer xAI as well as a confidant of US President Donald Trump.
Sam Altman, the OpenAI chief set to speak in Paris later Tuesday, responded to the reported offer with a dry “no thank you” on X. AFP
Venezuela sends 2 planes to fetch irregular migrants
CARACAS—Venezuela sent two planes Monday to bring nearly 200 undocumented migrants back from the United States, saying it hoped for a “new beginning” in ties with Washington, which does not recognize Nicolas Maduro as the legitimate president.
The planes were sent after Maduro —keen for an end to crippling US sanctions—agreed with a visiting envoy of US President Donald Trump on Jan. 31 to accept the return of deported migrants.
Maduro also offered to provide the transport. Trump has pledged to carry out the largest deportation campaign in US history, vowing to expel millions of undocumented immigrants, many from Latin American nations.
An AFP journalist was at the international airport in Caracas when the flights arrived late Monday. They included individuals with suspected ties to the Tren de Aragua gang who will be investigated further, officials said.
“Venezuela has always made it clear that any transfer of Venezuelans must be done with absolute respect for their dignity and human rights,” a foreign ministry statement said. It also stated the Venezuelan government’s hope for “a new beginning of relations between the two countries, based on respect.”
The White House posted a photo on social network X of cuffed and shackled people boarding a Venezuelan Conviasa plane, stating: “Repatriation flights to Venezuela have resumed, with Ambassador @RichardGrenell overseeing the first two flights. MAKE AMERICA SAFE AGAIN.” AFP

Expulsed boxing body to file lawsuit vs. IOC on gender row
LAUSANNE, Switzerland—
The International Boxing Association (IBA) said on Monday it is to take legal action against the International Olympic Committee (IOC) over the inclusion of Algeria’s Imane Khelif and Taiwan’s Lin Yu-ting at last year’s Olympic Games.
The two female boxers had been excluded from the IBA’s 2023 world championships after the fighters failed gender eligibility tests but the IOC cleared them to fight and both went on to win gold medals in Paris.
The IOC organized the boxing in Paris following the expulsion of the IBA from the Olympic movement after financial and ethical irregularities.
In its statement, which linked their action to US President Donald Trump’s executive order last week seeking to ban transgender athletes from participating in women’s sports, the IBA said that it is “filing an official complaint with the Attorney General of Switzerland... regarding the IOC’s actions”.
It added that it was filing similar complaints in France and the United States.
“President Trump’s order to ban transgender athletes from women’s sport validates IBA’s efforts to protect the integrity of female sports,” claimed IBA president Umar Kremlev, a Kremlin-linked Russian oligarch.
Neither Imane Khelif nor Lin Yu-ting are transgender women. Both were born and raised as women, which is how they are registered on their passports.
“This IBA statement is just another example of IBA’s campaign against the IOC which is ongoing since their recognition was withdrawn by the IOC for issues related to governance, judging and refereeing as well as questions
around their finances,” the IOC told AFP in response later on Monday.
“The two female athletes mentioned by IBA are not transgender athletes.

Rabe garnered 56.50 points in the first run, but committed a DNI (Does Not Improve) tag in her final two, pushing her down to sixth place in the tournament ruled by three Chinese freestyle skiers.
“I’m still happy with my runs even though I ended up last. But I’ve made progress and I did my best as I pushed myself, which I have never done before,” said the 15-year-old Rabe, whose father Ric is from Cotabato City and mother Aileen, a native of Malolos, Bulacan. China’s veteran freestyle skier 20-yearold Liu Mengting scored 94.0 points, highlighted by his gravity-defying stunts marked by spins and tricks, to take home the gold for the host country. Her compatriot Yang Ruyi, 19, and Han Linshan, 18, grabbed the silver and bronze medals with 90.50 and 87.00 points, respectively, leading to the all-out Chinese podium domination of the tournament that has FIS judges from Slovenia, Japan, two Chinese, South Korea and Austria.
both of them did not win a medal.

There’s no denying that Adiwang is one of the most electrifying 125-pounders under the promotion’s ba nner. The man is a walking highlight reel, a dynamo of fury and flair. But when you look at the rankings, his name is conspicuously absent from the Top Five.
That’s exactly what he aimed to change at ONE Fight Night 28 over the weekend. “Thunder Kid” marched into battle against No. 4-ranked Keito Yamakita, hoping to force his way into the conversation.
But just as he knocked, Yamakita slammed the door right in his face. As expected, Adiwang came out

The Japanese grappling ace dragged the bout to the mat, controlling the first round from the top position and peppering Adiwang with knees, submission threats, and relentless pressure. Yamakita kept his foot on the gas in the second stanza, nearly ending matters with a bulldog choke. But to Adiwang’s credit, he showed the grit of a true warrior, weathering the storm and even rocking the Japanese with a vicious body shot late in the frame.
In the third frame, Adiwang’s best moment came when he landed a crisp body shot-right hook combination that briefly stunned his counterpart. But his momentum was short-lived. Yamakita went back to his bread and butter for the remainder of the match to cruise to a clear-cut unanimous decision victory. And just like that, Adiwang’s impressive three-fight winning streak — on e he meticulously built after coming back from an

So now, the burning question is: Where does Lito Adiwang go from here?
The strawweight division is on the cusp of a shake-up. Lineal champion Joshua Pacio is set to unify the belts against interim titleholder Jarred Brooks at ONE 171 on February 20. Meanwhile, No. 5-rated Sanzhar Zakirov has expressed interest in moving up to flyweight, which could leave a vacant spot in the rankings.
Adiwang still has plenty of intriguing options. Mansur Malachiev and Bokang Masunyane are Top Five fixtures he has yet to test himself against. Outside of the rankings, there are former champions like Yosuke Saruta and Alex Silva, as well as ex-interim title challenger Gustavo Balart.
The opportunity to stand shoulderto-shoulder with his compatriot, Pacio, and his old rival, Brooks, isn’t out of reach — it just requires the right moves before 2025 is over.
But let’s address the elephant in the room: Many of these potential opponents thrive in the one area that has plagued Adiwang in the past — grappling. Yes, Yamakita outworked him on the ground at ONE Fight Night 28. But let’s not pretend this was the same
and we are excited to be part of a global event that brings together top competitors from around the world,” said Cruz during the Forum presented by San Miguel Corp., Philippine Sports Commission, Philippine Olympic Committee, PLDT/Smart, MILO, and the country’s 24/7 sports app ArenaPlus.
Set on March 2, the endurance race features 1.9 km open-water swim in the pristine waters off Puerto Princesa, 90 km bike ride through scenic coastal roads and city landscapes, and 21 km run leading athletes through the heart of the city and back towards the finish line.
The event will also serve as a qualifying race for the Ironman 70.3 World Championship, with 45 slots available for the prestigious event taking place on Nov. 8-9 in Marbella, Spain.
So far, organizers said 60 percent of the competitors are international athletes representing 64 countries, reinforcing the event’s global appeal.
Other key events on tap are the Princesa Run on Feb. 28, the IronKids SwimRun and Kids Run on March 1, and the Sunrise Sprint on March 2, a short distance triathlon event ideal for beginners and experienced racers alike.
Adiwang who fell to Brooks and Hiroba Minowa. The Filipino scrapper showed marked improvement in his defensive awareness, refusing to be overwhelmed and constantly searching for a way out. Yamakita showcased his elite wrestling, but Adiwang made him work for every inch. Ladies and gentlemen, MMA is a multi-faceted sport. It’s not boxing, where you only have to worry about two fists. It’s not even kickboxing, where your only concern is getting kicked in the ribs or punched in the face. This is the wild, unpredictable world of mixed martial arts — where a fight can change in the blink of an eye and where a single mistake can be the difference between victory and defeat. Adiwang’s defeat to Yamakita is not a death sentence. It’s a lesson — or a stepping stone. And if we know anything about “Thunder Kid,” it’s that he won’t go quietly into the night. So don’t be surprised when you hear that rumble again. Because when Lito Adiwang storms back, he won’t just be knocking on the door. He’ll be kicking it down.

Fil-Am standout boosts bid to make it to fencing team
By Peter Atencio
FILIPINO-AMERICAN standout Sean Patrick Lauron is
in the Philippine Fencing Association’s Senior Ranking Tournament 1st leg.
A counterattack in the final moments of the third round keyed the win for Lauron, who is from Apple Grove, California, when action ended at Gateway 2
Mall in Cubao, Quezon City.
“It was working. I tried going for the attack to earn the last point without hesitation,” said Lauron in earning his first men’s epee title on local soil. Lauron lived in Korea for several years after graduating from college. He is now working as an English teacher in California, when not into fencing. It was the second time that he has competed in the finals against Jose, who beat him in a championship encounter last year. Good results in the next four legs of the tournament will help Lauron earn the needed points, which will qualify the top four fencers to the Philippine
men’s team in the coming SEA Games. Lauron fought his way into the finals after completing a five-game sweep of the pool matches, before turning back Edan Ensamtan, 15-10, in the second round, and Lorenzo Malvar, 15-5, in the Round of 16. A 15-9 triumph over Jian Bautista saw Lauron taking on Ruzel Gallano in the semifinals and advancing to the final round off a 15-7 win. In other encounters, Nathaniel Perez prevailed over Samuel Tranquillan, 1510, in the battle for the men’s foil honors. Christian Concepcion grabbed the men’s sabre plum, following his 15-7 verdict over Eunice Villanueva.
Lakers rip Utah Jazz in Doncic’s LA debut
LOS ANGELES—Luka Doncic made a winning start to his Los Angeles Lakers career on Monday, returning from injury with 14 points for his new team in a 132113 drubbing of the Utah Jazz.
Slovenian superstar Doncic -- who was traded to the Lakers by the Dallas Mavericks earlier this month in one of the most jaw-dropping deals in NBA history -- was playing his first game since suffering a calf injury in December.
The 25-year-old saw his time on court limited to 24 minutes, with Lakers head coach J.J. Redick saying beforehand the club would be cautious as they managed Doncic’s fitness.
“I heard a lot of noise when I was introduced -- it was a special moment,” Doncic said afterwards of the reception by the Lakers home crowd. “The way they received me, it was amazing to see.
“I was a little bit nervous before the game but once I stepped onto the court it was fun. Just being out there again felt amazing.”
There was a fleeting scare in the first quarter when Doncic required treatment to his left calf before heading to the locker room early in the quarter.
But the five-time All-Star returned to the court before eventually leaving the game late in the third quarter with the Lakers in control leading 93-69. In his time on court Doncic showed plenty of glimpses of the class that the Lakers hope will lead the team into a new era.
He scored his first points as a Laker with a superb 26-foot three-pointer in the first quarter, and combined well throughout with LeBron James, who finished with 24 points.
Doncic drew one of the loudest roars of the night after unleashing a length-ofthe-court pass to James for a score in the first half.
He later said he believes his understanding with the 40-year-old icon could cause problems for the rest of the league.
“He sees the way game in a different way to a lot of people and his IQ is insane,” Doncic said. “To have two guys like that on the court is going to help the team.” AFP
Bacolod steals PAL Interclub golf spotlight
The Angels left nothing to chance against Capital1, capitalizing on their wealth of experience and firepower to dominate the match. Myla Pablo once again led the charge, delivering a relentless offensive performance and finishing with 14 points, earning her yet another Best Player of the Game honor.
“Since I am one of the players expected to perform, I needed to step up and also provide the leadership that my younger teammates and coaches expect to see from me,” said Pablo in Filipino, emphasizing her commitment to guiding the team with her veteran presence.
Despite their impressive winning streak and top-ranking status, the seasoned outside hitter remained focused on areas for improvement. She stressed the need for the Angels to cut down on costly mistakes, citing their alarming 32 unforced errors in their previous match against the ZUS Coffee Thunderbelles as a reminder that there’s still room for refinement.
a 10-point lead after an impressive 141-point performance at the Negros Occidental Golf and Country Club on Tuesday. This follows their solid 148-point showing at their home course on Monday, giving Bacolod 289 points. The competition in the championship flight remains tight, with Canlubang trailing at 279 points, just three points ahead of Manila Southwoods. Cebu Country Club and Luisita are tied at 274, while Del Monte is close behind at 273. With Bacolod set to join the championship flight at its home course on Wednesday, an intense battle among the six clubs is expected. Aguinaldo and Cebu Country Club have both claimed the overall title while competing in the men’s regular Founders Division.
Bacolod signaled its intent early on Monday, led by Julius Susarno’s 58 points. The four-point performance served as a clear warning that another similar effort from any of the players would push the club up to the championship division. However, that’s the least of Bacolod’s worries, as the club appears determined to go all the way.
Armando Eso spearheaded Bacolod’s charge with 50 points, receiving strong support from Calixto de Leon and Woo Sung Seo, who carded 47 and 44, respectively.

Nickel miners express concern over ore export ban proposal
By Othel V. Campos
THE Philippine Nickel Industry Association (PNIA), the country’s largest group of nickel mining companies, expressed concern on Tuesday over the renewed suggestion to impose an ore export ban as part of reforms to the mining fiscal regime.
“Now is not the right time for an ore export ban. This policy could undermine our competitiveness and fail to account for the fastmoving dynamics of global supply and demand. Instead of imposing restrictions prematurely, the focus should be on strengthening the country’s investment climate to ensure the long-term sustainability of the sector,” said PNIA president
Dante Bravo in a briefing Tuesday.
The proposal to ban the export of raw nickel ores aims to encourage value-added processing, but the PNIA said the challenges of establishing and maintaining value facilities in the Philippines should be addressed first.
The group said the proposal becomes more complex when considering shifting geopolitical dynamics and ongoing trade tensions.
“The growing uncertainty in global trade, particularly with the risk of trade tariffs, threatens the competitiveness of Philippine nickel exports. It’s crucial that we maintain our edge in the market, especially as geopolitical factors continue to evolve,” Bravo said.
Metro Pacific’s mWell signs deal to acquire Ayala’s KonsultaMD
By Jenniffer B. Austria
etro Pacific Health Tech Corp. (mWell), the digital healthcare arm of infrastructure conglomerate Metro Pacific Investments Corp. (MPIC), has acquired KonsultaMD, a leading telehealth platform under the Ayala Group.
The acquisition will significantly expand mWell’s capabilities and strengthen its position as the largest digital healthcare ecosystem in the Philippines, mWell said in a statement Tuesday.
KonsultaMD, originally launched by Globe’s 917Ventures as a health hotline in 2015, has grown into a comprehensive telehealth platform offering 24/7 doctor consultations, diagnostics, medicine delivery and homecare services. It has 2.7 million users and a network of expert doctors. MWell said the acquisition would complements its existing services, which include consultations and wellness resources for both physical and mental health. Mober founder and chief executive Dennis Ng announces that the company is hiring women to drive electric vans and trucks as part of its expansion.
Mober hiring women to drive electric delivery trucks
MOBER, a green logistics company, is looking for women to drive electric vans as it plans to add hundreds of vehicles to its fleet, buoyed by the opening of the largest EV charging complex in Pasay City.
“This year, we will be focusing on hiring more women drivers,” Dennis Ng, founder and chief executive of Mober, said in an interview with the Manila Standard in Makati City.
Ng said women drivers will find electric delivery vans and trucks easy to operate because they have much less vibration and carbon emissions.
He said EVs can handle flooded streets better than those equipped with
internal combustion engines.
“EVs have automatic drive and they do not have a clutch,” Ng said.
Mober now has more than 350 employees, including drivers, whom he calls green delivery specialists. This aligns with the vision of its customers, he said. “The reason we do this is because we want to maintain the service level. If you subcontract, there is no continuity, and it’s more expensive,” he said.
Mober is expanding as it secures more clients with net-zero pledges and after receiving funding from BDO Unibank Inc. and the Southeast Asia Clean Energy Facility II (SEACEF II), managed by Singapore-based fund
manager Clime Capital.
“We’re trying our best to reach 500 units by the end of this year. We are also eyeing Southeast Asia. In May, we will go live in Thailand,” Ng said.
Mober is deploying an initial 30 EVs in Thailand after securing a delivery deal with IKEA Thailand.
In the Philippines, one of its biggest clients is IKEA, a Swedish furniture maker and retailer that uses electric trucks for its last-mile delivery. IKEA has a target of halving its greenhouse gas emissions by 2030 and achieving net-zero by 2050. This represents its commitment to cut CO2 emissions in all stages of its value chain.

New tower to transform Makati skyline
THE Yuchengco Centre, rising along Sen. Gil J. Puyat Avenue, is set to transform one of Makati’s emerging commercial districts. The modern office landmark integrates sustainability, accessibility and convenience. It will provide much-needed premium office spaces while enhancing the area’s retail landscape as the only commercial building slated for completion in the first quarter of 2026.
The Yuchengco Centre, at the intersection of Sen. Gil J. Puyat Avenue and Nicanor Garcia Street, is strategically positioned near major transportation hubs. While this part of Makati is not as developed as the traditional business districts, its proximity to key roads and transit options — such as buses and jeepneys — makes it a highly accessible office address.
Unlike traditional office developments, The Yuchengco Centre redefines workplace convenience with an integrated retail hub. It will also feature The Yuchengco Park, a public art space with lush landscaping and sculptures honoring Jose Rizal. A three-story roof deck garden will provide exclusive amenities for tenants, while a grand lobby seamlessly connects to retail establishments extending to the second floor. This dynamic environment ensures that tenants and office workers have effortless access to everyday essentials, dining and lifestyle amenities — all within the building.

SMIC expects consumption to drive long-term growth
SM INVESTMENTS Corporation (SM Investments) remains confident in its long-term growth trajectory, driven by a resilient consumption-led economy, synergies across its business segments, and strong consumer fundamentals.
In a recent report on Philippine conglomerates, equity research firm CLSA said SM’s retail segment is poised to benefit from minimum wage increases, sustained remittances, and consumer spending resilience despite macroeconomic uncertainties.
“The Philippine economy remains consumption-driven, and SM Investments is well-positioned to support and capture this demand. Our strong ecosystem—spanning retail, banking, and property— enables us to navigate challenges while delivering long-term value,” said SM Investments president and chief executive Frederic DyBuncio.
CLSA noted that wage adjustments and higher remittances, aided by a weaker peso, are expected to support household spending, particularly in essential categories. While consumer spending patterns may evolve, CLSA maintains that overall consumption will remain a key economic driver.
“We would note SM Investments remains largely resilient and is worth a look given its valuation. SM Investments is a beneficiary of a consumption-driven economy,” Joyce Anne Ramos, equity analyst at CLSA wrote in a recent report.
“We anticipate spending behavior to continue to favor staples (essential items) over discretionary, with minimarts still driving growth,” CLSA said.
SM’s minimart chain Alfamart is expected to continue its expansion this year.
Alfamart has grown its footprint to 2,100 in the last 10 years mainly in Luzon and Metro Manila, From its first store in Trece Martires, Cavite in 2014.
“We continue to see strong demand for essentials, with minimarts playing an essential role in serving everyday consumer needs,” DyBuncio said.
Beyond retail, CLSA underscored SM Investments’ synergies across its portfolio, highlighting SM Prime’s record earnings and expanding mall network as well as BDO’s financial services as key growth drivers.
“We forecast that the retail segment will benefit from the widening presence of SM Prime, which in turn could boost BDO’s loan base and current account/ savings account. Likewise, we expect the indispensable nature of the retail business’ products to increase foot traffic in malls and cater to upscale lifestyle,” CLSA said. SM Prime Holdings opened two malls in North Caloocan and J Mall in Mandaue City, Cebu in 2024.

DOE reported record RE capacity additions in 2024
By Alena Mae S. Flores
The Department of Energy on Tuesday reported recordbreaking renewable energy capacity additions in 2024, surpassing the total capacity installed over the past three years combined.
The Philippines added 794.34 megawatts (MW) of new RE capacity in 2024, exceeding the combined 759.82 MW installed in 2021 (230.10 MW), 2022 (328.18 MW) and 2023
(201.54 MW).
The DOE said the net-metering program contributed around 141 MW from 2015 to 2024, while RE projects for own-use from 2009 to 2024 generated at least an additional 252 MW.
DOE Secretary Raphael Lotilla said “the unprecedented growth in renewable energy capacity last year is a testament to the effectiveness of the government’s renewable energy policies and the unwavering commitment of the administration of President Ferdinand Marcos Jr. to chart a more self-reliant energy future for the Philippines.”
The capacity additions helped strengthened grid reliability and resilience, providing a more stable and secure energy supply for Filipino consumers.
The agency attributed this record achievement to strong policy reforms, streamlined regulatory processes, and the government’s steadfast commitment to advancing clean energy.
It said investment-friendly mechanisms also played a critical role in attracting substantial private sector participation, further accelerating the country’s RE transition.
The agency said key policy and regulatory enhancements have contributed to this rapid capacity addition such as the integration of all applications and permitting processes for energy projects, including RE, in the Energy Virtual One-Stop Shop System has improved the efficiency of application processing, allowing investors to navigate approval procedures more seamlessly.
PSA integrates national ID to helpline for identity verification
THE PSAHelpline, the Philippine Statistics Authority’s (PSA) online portal for the online application of civil registry documents, is now integrated into the National ID system for identity verification.
The PSA, in partnership with Pilipinas Teleserv, the agency’s service provider for the PSA Helpline, signed a contract agreement to integrate the PSAHelpline’s Authorized Person to Receive (APR) to the National ID system. Through the integration, the authentication of individuals request-
ing civil registry documents such as birth, marriage, and death certificates can now be completed online as part of the identity verification process in requesting civil registry documents.
The PSAHelpline APR, through the National ID system, incorporates advanced verification technologies.
These include verifying the National ID through its Quick Response (QR) code and liveness checks, which ensure a high level of security and accuracy in the identity verification process.
“The National ID System serves as a foundational platform for driv-
ing digital transformation. It is designed to promote digitalization, streamline business processes and transactions, enhance the reliability of identity verification, and foster inclusivity,” said PSA assistant secretary Rosalinda Bautista, DNS of the PhilSys Registry Office. “With the integration of the PSAHelpline Authorized Person to Receive to the National ID System, we move closer to a future in modernizing stress-free acquisition of civil registry documents from the PSA.”

DA halts poultry importation from 2 US states over bird flu
By Othel V. Campos
THE Department of Agriculture (DA)
imposed a temporary ban on the importation of domestic and wild birds, as well as poultry products, from Maryland and Missouri following multiple outbreaks of bird flu in the United States.
Agriculture Secretary Franscio Tiu Laurel, Jr. explained that the rapid spread of H5N1 highly pathogenic avian influenza (HPAI) in the US necessitated broader trade restrictions to protect local poultry populations.
“The swift escalation of bird flu cases in the US since its first detection requires more extensive trade restrictions to prevent the virus from entering our country,” he said.
The outbreaks in Maryland and Missouri were officially reported on Jan. 23, 2025 by the deputy administrator and chief veterinary officer of the Animal and Plant Health Inspection Service. A total of 89 flocks were tested, and 13.2 million birds were found to be affected in the confirmed infected premises.
Tiu Laurel signed Memorandum Order 07 on Feb. 4, 2025,, which temporarily halts the importation of domestic and wild birds, as well as poultry products such as meat, eggs, day-old chicks, and semen from the affected states.
The order also suspended the is-

suance of sanitary and phytosanitary import clearances for these commodities.
However, shipments that are already in transit or have been accepted at the port will be allowed entry, provided the products were slaughtered or produced at least 14 days before the first reported outbreak. The first case in Maryland was detected on Jan, 14, 2025 while Missouri reported its outbreak on the same date.
Shipments that do not meet the DA’s conditions will either be returned to the country of origin or disposed of.

Globe, GoTyme agree to share data
GLOBE Telecom Inc. signed a data sharing agreement (DSA) with GoTyme Bank to support fraud investigations and protect consumers and businesses from rising cases of financial crimes. Under the DSA, Globe may share with digital bank GoTyme information about mobile numbers potentially used by fraudsters, including names, addresses and contact details. Without the agreement, a law enforcement agency or court would need to issue a warrant or subpoena to obtain information about a suspected scammer, a process that could take months.
GoTyme may share necessary information with each other to support investigations, in compliance with the Data Privacy Act and the terms of the DSA. This follows the guidance of the Bangko Sentral ng Pilipinas and the National Privacy Commission, urging collaboration among financial institutions, companies, and telecom entities in fraud investigations.

Young artist turns creativity into compassion
By Sasha Uy
IN a world that constantly seeks solutions to pressing social issues, 17-year-old Saisha Gupta has found a way to merge her artistic talent with a heart for service. A student at International School Manila (ISM), Saisha is the visionary behind “In Need?…Indeed,” an initiative that transforms discarded materials into meaningful art while raising funds for vulnerable children.
This February, Saisha hosted her second art auction, raising an impressive PHP 140,500 for the Reception and Study Center for Children (RSCC). The proceeds will help the RSCC, a 24-hour residential facility for children aged 0-6, purchase much-needed supplies such as food, clothing, toiletries, and essential equipment. The center provides temporary care and rehabilitation for children who have been
neglected, abused, or abandoned, ensuring they receive the protection and support they need to rebuild their lives.
For Saisha, this journey began over a year ago as a way to give back to the community while tackling issues of waste and sustainability. Her initiative is rooted in the belief that art has the power to change perspectives and create impact. “Every piece of discarded material holds a story waiting to be retold,” Saisha explains.
“Through art, I aim to give these materials a new purpose and, in the process, bring hope to those who need it most.”
Her first auction in January 2024 raised PHP 110,000 for Chosen Children Village, using 14 unique art pieces created from upcycled materials. Inspired by its success, Saisha expanded her efforts this
year, auctioning 19 artworks that blend creativity with purpose. From vibrant colors to intricate designs, each piece serves as a testament to her dedication to sustainability and her compassion for those in need.
The RSCC, the beneficiary of this year’s auction, plays a crucial role in providing care and a sense of stability to children at risk. The funds raised by Saisha’s initiative will help the center continue its mission, providing a safe environment and essential resources for children to thrive.
Beyond the numbers, Saisha’s work highlights the power of youth in driving meaningful change. By combining her skills in visual arts and higher-level design technology, she has not only raised funds but also
OJT Connect bridges education and employment
WITH the recent signing of the Enterprise-Based Education and Training (EBET) Framework Act, the Philippines has taken a significant step toward improving work-based learning and enhancing employability for Filipinos. This groundbreaking initiative focuses on structured, enterprise-based training programs designed to prepare the workforce of tomorrow.
As a digital platform dedicated to bridging education and employment, OJT Connect is uniquely positioned to support the implementation of this law. Through
its scalable solution, OJT Connect connects students and career shifters with meaningful on-the-job training (OJT) opportunities while helping businesses build a stronger talent pipeline.
The EBET Framework Act seeks to establish industry-aligned internships that cater especially to students in rural areas. OJT Connect’s platform supports this vision by streamlining access to structured training programs that meet the new standards, enabling companies to provide meaningful internships and students to apply seamlessly.
THE Technological Institute of the Philippines (T.I.P.) received a commemorative copy of the historic Murillo Velarde 1734 Map on January 30, 2025 in a turnover ceremony held at the Anniversary Hall of T.I.P. Manila.
In attendance at the ceremonial turnover were T.I.P. President Dr. Elizabeth Quirino-Lahoz, NOW Telecoms and Asian Institute of Journalism and Communication Chairman Mel V. Velarde, T.I.P. Executive Vice President Angel C. Lahoz and T.I.P. Senior Vice President Angelo Q. Lahoz.
The Murillo Velarde 1734 Map, also known as the “Mother of all Philippine maps”, is considered to be the first scientific map of the Philippines. The map was published in 1734 in
Manila by Father Pedro Murillo Velarde, a Spanish friar who charted the map.
The map was executed later by two Filipinos, Francisco Suarez, who drew the map, and Nicolas dela Cruz Bagay, who engraved the map.
The map shows the Philippine archipelago as well as six vignettes depicting people and places in the Philippines.
During the turnover ceremony, Mr. Velarde emphasized the map’s historical significance in affirming the Filipino identity.
“We have to build a country where there is equality, equality with freedom, equality under God,” he remarked, urging the younger generation to embrace their cultural heritage and contribute to a future rooted in fairness and unity.
Since its launch in March 2024, OJT Connect has made remarkable progress. The platform has partnered with seven colleges and universities, including four campuses of the Polytechnic University of the Philippines, Bicol University, Pangasinan State University, and Manila Times College. Over 1,500 students have participated in onsite and virtual workshops, gaining exposure to invaluable industry experiences.
“Our platform was built to address the very challenges that the EBET Framework Act aims to solve—ensuring acces-
sibility, industry relevance, and efficiency in work-based learning,” said Romel Romero, founder of OJT Connect. Romero, a proud Filipino based in San Diego, California, is set to visit the Philippines this March to meet with stakeholders who share his mission to improve workforce development. During a recent discussion with Philippine Consul General Neil Frank R. Ferrer in San Francisco, he emphasized the critical role of accessible, high-quality internships in building a globally competitive workforce.

THE Global Tourism Business Association (GTBA) officially ushered in a new era on Monday, welcoming a new set of leaders in its ranks.
The event—held at the Department of Tourism (DOT) headquarters in Makati—saw the induction of GTBA’s newly elected Board of Trustees and Officers, who pledged to continue moving the Philippines’ tourism industry forward.
As the newly elected leaders took their oath, GTBA President Michelle Taylan reaffirmed the organization’s commitment to strengthening Philippine tourism.
She vowed to support DOT initiatives and implement industry-driven programs
to further drive growth in the sector.
“Together with the new GTBA officers, [we] pledge to once again serve the travel and tourism industry through the association’s different projects and programs,” she said.
“With our goal as the voice of responsible tourism business, we affirm GTBA’s commitment to take an active role in participating in all the programs and projects of the Department of Tourism locally and internationally.” During her address, Taylan expressed gratitude to DOT Secretary Christina Garcia-Frasco for her unwavering support of the association.
“Our beloved Secretary Frasco has been there to support us in every way possible,” she said. “GTBA would not
be where it is today without this kind of help from her and the entire Department of Tourism.”
Recognizing this strong partnership, Frasco, in turn, commended GTBA for its contributions to expanding tourism opportunities in the Philippines.
“We are grateful for all the work that you have consistently done in partnering with the Department of Tourism in all of the programs and projects that we have instituted, not only to continue what has always been done but rather to innovate and to expand,” she said. She also emphasized the need for collaboration between the government and private sectors when it comes to tourism, particularly in developing and discovering new destinations and experiences.

‘Buffalo Kids’ saddles up in PH theaters today
NATHAN Studios makes history as the first Filipino family-owned production company to release an animated feature in Philippine cinemas. Expanding its diverse portfolio, the studio ventures into animation with Buffalo Kids , a heartwarming film that celebrates friendship and family.
Directed by Gabo Galdochi and produced by Pedro Solis , Buffalo Kids has gained international acclaim, winning over audiences since its premiere at the Annecy International Animation Film Festival in June 2024.
Featuring an all-star voice cast, including Alisha Weir, Conor MacNeill, Gemma Arterton, Sean Bean, and Stephen Graham, the film has become a favorite across Europe and Asia.
Nathan Studios, known for
producing high-quality films across action, comedy, and drama, continues to push creative boundaries with this latest project. The studio aims to elevate local cinema by bringing fresh, family-friendly stories to Filipino audiences.
Filipino families will soon have the chance to experience this heartwarming adventure when Buffalo Kids arrives in theaters on Feb. 12.
Teasing the release on social media, Nathan Studios described the film as a “wild adventure with heroes, villains, buffalos in the middle of nowhere, and special friends along the way.” With anticipation building, local audiences can look forward to an exciting cinematic experience as Buffalo Kids brings its uplifting story to the big screen.
POP megastar Ed Sheeran has denied that he unlawfully serenaded the Indian public after police said he lacked the necessary permission to play and abruptly terminated a street performance.
The British singer-songwriter and four-time Grammy winner is touring the world’s most populous country but took time out between concerts to busk to a surprised crowd in tech hub Bengaluru on Sunday.
Videos shared on social media show a police officer disconnecting his microphone midway through a rendition of his hit “Shape of You” on Church Street, a bustling retail hub.
Local authorities said that while Sheeran had a permit to play at concerts, that did not extend to impromptu outdoor performances.
“He is a very famous singer, and naturally there will be chaos. To prevent that, police had not given him permission,” Karnataka’s home minister G. Parameshwara said on Monday. “In spite of that, he has come and tried to perform, so police prevented him. Nothing beyond that.”
Sheeran denied he had broken the law, saying he had been granted permission to busk “in that exact spot.”
“It wasn’t just us randomly turning up,” he wrote on Instagram shortly after the incident, adding magnanimously that it was “all good though.”
Local lawmaker PC Mohan said on Sunday that “even global stars must follow local rules—no permit, no performance!”
Social media users were critical of the police yanking out Sheeran’s microphone cables, with one calling it “abysmal and embarrassing.”
Another criticized Indian police for failing to effectively prosecute crimes against women, but Sheeran “singing on the street is where they draw the line.”
Sheeran is currently on a six-city tour of India and also had a sold-out performance in Mumbai last year. AFP

“With Ogie, there’s never a dull moment,” Louie says with a laugh. “He’s quirky and has a huge heart. You learn so much just being around him.”
Ryan Cayabyab, National Artist for Music, also speaks highly of Ogie.
“I always look forward to working with him. He has a natural charm and diplomatic persona that makes him more than just a performer,” Ryan notes.
The concert will feature an array of classic OPM hits, including heartwarming love songs and timeless anthems. Ogie will lead the vocals, performing updated versions of iconic songs like “Nandito Ako,” “Tell Me,” and “Araw Gabi”—with the trio adding their personal touch to a few classics.
“Maybe we’ll sing a line or two,” Ryan jokes. “But this is really an Ogie showcase.”
Beyond the music, the concert will hold a personal meaning for the performers, who are all fathers and husbands. Ogie recalls a moment of clarity at Louie’s daughter’s wedding. “We’re fathers now, and that’s what connects us,” Ogie explains. “We understand love in different stages of life, and that’s a big part of this concert.”
During the press conference for the concert, the trio also shared their thoughts on the current landscape of OPM.
Ryan, who has composed numerous classics, expressed optimism for the future. “The taste of Filipino music consumers is changing. More people are embracing OPM now,” he says, citing the rise of groups like SB19 and BINI.
Louie agrees, acknowledging the industry’s rapid pace. “I’m happy to see the energy in OPM. It’s the soundtrack of the youth,” he says.
As for their individual projects, Ryan is focused on completing a piano concerto, while Louie dreams of writing a musical. Ogie, meanwhile, is working on a musical set to debut in 2026.
‘Buffalo Kids’ follows the story of two Irish orphans, Mary and Tom, as they journey across the U.S. to find their uncle, encountering heroes and villains along the way

Nature as your love letter
Primer Chong Ardivilla
THIS Friday is going to be nuts. Valentine’s Day is going to gridlock the roads. Malls will be fuller than usual. Restaurants will be abuzz. For the lurid ones, there will be off-color jokes about the motels making bank. Couples are going for their identical shirts, and red will be the color of the day.
Red may be the color of passion, but it is also the color of rage and stress. Have you considered green? Nature could be a better, more suitable way of expressing your affections.
To combat stress, negativity, and alienation, there is a saying: you should “touch grass.” Much academic research has shown how nature can be quite the salve. San Juan, Batangas, typically known for its beaches, is a few hours away from the congested mess of Metro Manila. Yet, a swathe of green paradise offers an escape from the hubbub. El Jardin de Zaida is where tropical lushness blends well with heritage architecture.
As part of the amenities of El Jardin de Zaida Resort is the beautiful Casa Molave, a reconstruction of a Spanish colonial bahay na bato. While it is not for occupation, visitors can explore the place, which is astounding in its details. You can couple cosplay as the lovers Crisostomo Ibarra and Maria Clara—without the tragedy—in this setting. A leisurely walk around the property allows you to marvel at the redolent flora.
The accommodations are iterations of the beautiful mestizo architecture from history. The resort features a spa where the masseuses are adept and firm, ensuring that the knots in your back melt away. For those looking to unwind together, couples’ rooms are available for joint massage sessions.
This place is not wasted on the forlorn, but for singletons, the food will be a joyous source of company. Sourced from distinguished markets, the cuisine is another reason to be grateful for nature’s bounty.
Heritage amidst such beauty should be an excellent present to show your love to your partner because, let’s face it, malls are a little jarringly usual and sad. Despite our massive cultural wealth and abundance of resources as a nation, we bring our guests and loved ones to the mall. The center for free airconditioning and blatant consumption is not usually stimulating for the senses. Going through nature would reveal how being urbanites has cost us our sensory delights.
IN CELEBRATION of National Arts Month, the Museum of Contemporary Art and Design (MCAD) at De La Salle-College of Saint Benilde (DLS-CSB) invites the public to a series of art and architecture discussions and sessions.
On Feb. 15, architect, sculptor, and musician Micaela Benedicto will headline the second edition of With Eyes Peeled, a slow art activity designed to help participants develop a deeper appreciation of art by observing it more intently and for a longer time. Benedicto, whose work explores the spatial dimensions of memory, loss, and temporality, will provide an architectural perspective on the themes of time, scale, and the occupation of space in the video works of internationally acclaimed visual artist Maria Taniguchi. This session will be held at 3:00 p.m. at MCAD.
Art experts headline February
lectures at MCAD
+ Arts Campus Cinema.
On Feb. 21, Marcos Calo-Medina and Architect Ning Encarnacion-Tan will explore the context of restoration work within the social and political history of the Medina house in Arayat, Pampanga.
The 180-year-old home, significant to the local community, has remained in the hands of one family from the colonial era through the agrarian revolution. Calo-Medina’s research focuses on the anthropology of the
house, architectural restoration, and social organization in Central Luzon.
Along with Encarnacion-Tan, a scholar of Philippine architecture and bamboo, they will discuss the dilemmas surrounding restoration, such as how much it should embrace modern lifestyle changes or adhere to past building techniques. This lecture will take place at 1:00 p.m. at the Benilde Design
On Feb. 22, Maria Taniguchi will guide the audience through her artistic journey and creative process. Taniguchi, whose first survey show is currently displayed at MCAD, will discuss her body of work, including her ongoing series of brick paintings that began in 2008. The collection, now consisting of over 200 canvases, has become central to her artistic practice, framing her sculptural drawings, video works, and objects. The lecture will be held at 3:00 p.m. at the Benilde Design + Arts Campus Cinema
All events are free and open to the public and will be held in person at the respective venues. MCAD is located at the Design + Arts Campus, 950 Pablo Ocampo Street, Malate, Manila.
Interested participants may email mcad@ benilde.edu.ph for more information.

TPamana: Honoring the masters of Philippine art
HIS month, drybrush Gallery brings together nine distinguished masters in Pamana (Heritage), an exhibition celebrating their legacy and artistic contributions spanning over half a century.
Nelson Castillo, Juno Galang, Romeo Gutierrez, Prudencio Lamarroza, Nemi Miranda, Rodolfo Samonte, Caesar Sario, Fernando Sena, and Turs Simsuangco, the exhibition is more than a showcase of talent— it is a passing of wisdom from one generation to the next.
The featured artists, all over 70, have shaped Philippine art through their distinctive styles, ranging from abstract interpretations to depictions of rural life, nature, and indigenous themes.
Each artist featured in Pamana has carved a name in Philippine art through their mastery and unique perspectives. Castillo’s vivid colors bring Filipino stories to life, while Galang’s powerful depictions of rural traditions transport viewers to simpler times. Gutierrez’s focus on flora and landscapes offers a serene connection to nature, and Lamarroza’s Amburayan Queen series continues to captivate art enthusiasts worldwide.
Miranda’s contemporary take on indigenous themes, Samonte’s abstract landscapes, and Sario’s modernist approach showcase the country’s artistic expression evolution. Meanwhile, Sena,
often hailed as the “Art Teacher of the Philippines,” has influenced generations of Filipino artists beyond his own work. Simsuangco, whose art is inspired by her early interactions with nature, brings an element of magic and mystery to the collection.
Beyond the artworks themselves, Pamana serves as a bridge between the past and the future of Philippine art.
The exhibition offers younger artists and enthusiasts a rare opportunity to connect with the traditions and techniques that have shaped the country’s artistic heritage. Each piece carries not just aesthetic value but also cultural and historical significance, showcasing the evolution of Philippine visual storytelling.
The diversity in the collection also emphasizes the depth of Filipino
Championing Filipino artists’ creative pursuits
SUPPORTING artists is a lifelong commitment to advocating for their creative freedom, financial stability, and visibility. It means ensuring they have space to create without commercial pressures and fair compensation for their work. Amplifying underrepresented voices and breaking down barriers for all artists is crucial.
Long-term relationships, mentorship, and consistent encouragement help sustain their careers. Advocating for public funding and preserving their legacies ensures their impact lasts. Ultimately, supporting artists is about creating a culture where art is valued and artists are empowered to thrive.
For the past 25 years, the Asian Cultural Council Philippines Foundation (ACC Philippines) has been true to its commitment to nurturing Filipino artists and fostering cultural exchange.
“For the past 25 years, we have championed the advancement of Filipino artists and their craft, alongside a community of like-minded individuals who believe in the transformative power of the arts,” said ACC chairman Ernest L. Escaler Since 1963, ACC has supported Filipino artists through grants for cultural exchange in the United States and Asia. Committed to fostering artistic growth, ACC continues to raise funds to provide financial assistance and opportunities for artists and scholars.
One of its key fundraising initiatives is the Asian Cultural Council Auction, set for Feb. 22 at 2:00 p.m. at León Gallery. Proceeds benefit the ACC Philippine Fellowship Program, which allows artists to engage in apprenticeships, research, international collaborations, and mentorships abroad.
“For the past 25 years, we have championed the advancement of Filipino artists and their craft,” said Escaler. Nearly 300 Filipino artists have received ACC fellowship grants, including National Artists Jose Joya, Lucresia Kasilag, Lamberto Avellana, Alejandro Roces, Francisco Feliciano, Jose Maceda, Kidlat Tahimik, Ramon Santos, and Alice Reyes

For the past decade, ACC Philippines has partnered with León Gallery to host its annual auction, raising funds to support Filipino artists in expanding their creative horizons.
“The past ten years have been fruitful; collaborating with ACC in its mission to provide Filipino artists opportunities abroad has always been our utmost privilege,” said León Gallery director Jaime Ponce de León
This year’s auction highlights works from ACC grantees, including Jose Joya’s Evening in Shanghai, a symbol of Philippine-Chinese friendship, Roberto Chabet’s 1978 work from the Pillow Series, and Riel Hilario’s mixed-media piece. It also features pieces by Anita Magsaysay-Ho, Vicente Manansala, Fernando Zóbel, Juan Luna, H.R.
