(Comelec) called on voters to scrutinize the nominees of party-list organizations joining the 2025 midterm elections and file petitions against those with questionable qualifications.

The poll body made the call after publishing the list of all nominees of party-list groups in two newspapers yesterday.

"The Comelec cannot cancel nominations motu proprio. There must be a registered voter, who will question them," Comelec chairperson George Erwin Garcia said.

"Hopefully, the people will exercise the power and the right to question such nominees."

Garcia said all petitions to deny due course or cancelation of the nomination of party-list nominees must be filed within five days after the publication of the list of nominees.

All party-list organizations were required to submit the names of 10 nominees from which the party-list representatives shall be chosen.

Under Resolution 9366, a partylist nominee should be a natural-born citizen of the Philippines; a registered voter; a resident of the Philippines for not less than one year immediately preceding Election Day; able to read and write; a bona fide member of the party he seeks to represent for at least 90 days preceding Election Day; and at least 25 years of age.

On the other hand, a verified petition seeking to deny due course the nomination of nominees of partylist groups may be filed by any person exclusively on the ground that a material misrepresentation has been committed in the qualification of the nominees.

DBM approves P454m for DOH vehicles

DEPARTMENT of Budget and Management (DBM) Secretary Amenah F. Pangandaman approved the issuance of an Authority to Purchase Motor Vehicle (APMV) amounting to P454 million to the Department of Health (DOH).

The DBM stated that the approval of the APMV is intended for the procurement of 173 units of motor vehicles chargeable against the Health Facilities Enhancement Program (HFEP) of the DOH under the FY 2024 General Appropriations Act (GAA).

The APMV will fund the procurement of 161 units of Land Ambulance, two units of Mobile Primary Care Facility (Mobile Clinic), four units of Sea Ambulance, four units of Passenger Van, one Van (Patient Transport Vehicle), and one Mobile Blood Donation Van.

The HFEP aims to address healthcare delivery gaps and make the country’s facilities and services more accessible.

CHED, Australia sign transnational partnership

35 Indonesians nabbed in Cebu raid

THE Bureau of Immigration (BI) deported 35 Indonesians who were arrested for working in an illegal online gaming hub in Cebu.

BI Commissioner Joel Anthony Viado reported that the deportees, composed of 9 females and 26 males, boarded outbound flights at Ninoy Aquino International Airport (NAIA) Terminal 3 on October 22.

The individuals were mostly in their 20s and 30s and were part of the massive raid conducted in August 31 against

illegal online gambling and scamming operations in Lapu-Lapu City, Cebu.

The raid, which led to the arrest of more than 100 foreign nationals, including the said Indonesians, was carried out by the BI in coordination with the Presidential Anti-Organized Crime Commission (PAOCC), the National Bureau of Investigation (NBI),

the Armed Forces of the Philippines (AFP), the Philippine Center on Transnational Crime (PCTC), and the Inter-Agency Council Against Trafficking (IACAT).

During the raid, authorities discovered hundreds of foreign nationals engaged in illegal online gaming operations within a resort in Brgy. Agus.

Makeshift workstations were found inside the resort premises, which had been covertly used for these illegal activities.

“The arrest and subsequent deportation of these foreign nationals send a strong message that illegal online gambling operations will not be toler-

ated,” said Viado. “We remain committed to upholding the President’s directive to ban such activities, and we will continue to work closely with other government agencies to ensure that those involved in illegal operations are brought to justice.”

He also warned other foreigners involved in similar activities. “Anyone caught engaging in illegal work without proper documentation will face the full force of the law,” said Viado. “Our operations will be relentless,” he warned.

PNP Region 11 reports arrest of most wanted criminals in Davao

THE Philippine National Police Region 11 reported that it has successfully served 76 warrants against its top-of-the-list individuals and managed to arrest 24 most wanted criminals in Davao Region in just a week of operation. The Region 11 office headed by

Acting Director Gen. Leon Victor Rosete in a media statement stated that aside from 24 most wanted individuals, they also arrested 46 other individuals wanted for various offenses in an operation from October 14 to October 18.

Among the individuals arrested was a certain Antonio Teves Ungab alias “Buboy,” and was con -

sidered by police as the top most wanted drug suspect followed by Louie Amodia Deloso, second most wanted for rape charges and Dennis Mendicor Magallanes, fourth most wanted for dangerous firearm and ammunition charges. Meanwhile, the Davao City Police Office also conducted a drug operation on Thursday and arrested a top drug suspect in Davao City. A certain alias “Brad” was nabbed during a drug bust operation and a substantial amount of suspected shabu was seized in his possession. The seized illegal drug was valued at P836,000. Davao City Police is still investigating the incident and has yet to release a full report if the incident.

THE Department of Health (DOH) announced on Thursday that the Philippines has been nominated as president of the 78th World Health Assembly (WHA) to be held in Geneva, Switzerland in May 2025.

Member states nominated the Philippines during the 75th Regional Committee Meeting (RCM) of the World Health Organization (WHO) in the Western Pacific, WPRO Regional Director Saia Ma’u Piukala said.

The nomination could be the first time that the Philippines will be the president of the prestigious Health Assembly since the WHO was founded in 1948.

The WHA is the highest decisionmaking body of the WHO. It is attended by delegations from all 194 WHO member states, 37 countries, and areas in the Western Pacific.

The Philippines hosts the WHO Regional Office in the Western Pacific (WPRO), in addition to being a founding member of the WHO. According to DOH, nomination comes at a pivotal time for the Philippines, as the country is pursuing numerous health initiatives on the global stage.

The county is also aiming to strengthen the health workforce and address the gaps in healthcare delivery, and the implementation of the Universal Health Care (UHC) through Primary Health Care (PHC), and leadership in global tuberculosis, HIV/AIDS, and patient safety initiatives.

NCR cops must wear uniform at all times

POLICE officers in Metro Manila are now required to wear proper uniform at all times under pain of facing administrative charges.

National Capital Region Police chief Maj. Gen. Sidney Hernia ordered the strict implementation of the ‘Tamang Bihis’ policy whereby violators would be given 24-hours to explain their failure to follow rule.

Hernia stressed that wearing of proper uniform serves as a proactive strategy in their anti-criminality campaign and instils discipline and adherence to Philippine National Police standards.

He also strictly prohibited his personnel from wearing different kinds of jackets on top of their prescribed uniform when reporting for work, during tour of duty, or even going home.

The rule aims to ensure that all Metro Manila policemen are easily identifiable in public, he said.

A LEGISLATOR has urged the Supreme Court (SC) to immediately issue a temporary restraining order (TRO) to stop further transfers of PhilHealth funds to the national treasury and prevent dissipation of the money.

Cagayan de Oro City Rep. Rufus Rodriguez made the appeal after SC spokesperson Camille Sue Mae Ting said the tribunal might act on petitions questioning the constitutionality of the transfer of P89.9 billion in PhilHealth funds to the treasury earlier than the hearing it has scheduled for January 14 next year.

“We laud the High Court for this willingness, but this gesture will be more impactful if the tribunal issues a TRO now to prevent further transfers and the use of the money by executive agencies,” Rodriguez said. He said unless a TRO is issued immediately, PhilHealth might turn over the balance of almost P60 billion to the treasury as early as next weekend. He said PhilHealth transferred to the treasury P20 billion last May 10, with the balance of the P89.9 billion to be remitted between next month and December.

“Next week will already be November. So the window for the Supreme Court to prevent the handover of the balance is closing,” he added. At the same time, Rodriguez urged President Marcos to order the Department of Finance and the Department of Budget and Management to withhold the use of the transferred PhilHealth funds in deference to the SC.

Lawmaker hails return of English as teaching medium

A SENIOR congressman on Thursday welcomes the return of English as primary medium of instruction, saying it will enhance the youth’s employability here and abroad.

Camarines Sur Rep. Luis Raymund Villafuerte said the country’s labor force will boost further its reputation as Asia’s youngest and most sought-after workers because of their proficiency in the English language.

Villafuerte was referring to Republic Act 12027 that restores English, along with Filipino, as the primary media of instruction

from kindergarten to Grade 3, and made regional languages as optional and auxiliary media for teaching or learning in schools.

“For communication and instruction purposes, English and Filipino are back as the primary official languages in our schools, while the dialects shall be optional or auxiliary media of teaching in the regions where these dialects are spoken, following the lapse into law of RA [Republic Act] 12027 that discontinued the use of the mother tongue as the medium of instruction from

kindergarten to Grade 3 in our schools,” Villafuerte said. RA 12027 lapsed into law last Oct. 10, reverting to English and Filipino as the medium of instruction in the four grade levels. This new law effectively put off the mandatory use of regional dialects or languages as the primary media of instruction, or first language from kindergarten to Grade 3, as institutionalized 11 years ago under RA 10533, or the “Enhanced Basic Education Act of 2013.”

Customs eases release of balikbayan boxes

THE Bureau of Customs (BOC) has released over 11,000 balikbayan boxes to their rightful owners since 2022 even as it processed the donation of more than 4,000 others to the Department of Migrant Workers (DMW). The balikbayan boxes were turned over to their owners after OFW party-list Rep. Marissa Magsino called for an investigation into alleged irregular practices by unscrupulous freight forwarders, both foreign and local, in handling such packages. Magsino also filed a resolution seeking to address the unreasonable delays, loss, or theft of balikbayan boxes, as well as to examine the importation practices of manufacturers.

“The ultimate goal is to identify the erring parties and determine whether remedial legislation is necessary to prevent these illegal activities,” Magsino said.

Firewall dispute as subject of ejectment

IN a country like the Philippines where houses may be constructed beside each other without respecting boundary lines, we see constructions on top or abutting the firewall. These constructions may cause misunderstandings between neighbors that may lead to court intervention. In the case of Barbers v. Chua, “Rolando Chua [Chua] filed a complaint for ejectment of extended structures that partly occupied the portion of [his] firewall…” “He alleged that Diana Barber (Barber), his neighbor, built a portion of the second floor of her house on top of his firewall” (G.R. No. 205630, January 12, 2021).

“Barber [and the other defendants] … filed a motion to dismiss, claiming that the MTC had no jurisdiction over the subject matter of the case and Barber’s person.” “They [also] claimed that the complaint did not raise the issue of material or physical possession of a property but the removal of certain structures that encroached upon [Chua’s] property.”

According to them, “[t]he complaint referred to encroachment, not of a land or building, but of a firewall, which they claim cannot be a subject of an ejectment case. As such, the case is one for specific performance, which is within the RTC’s jurisdiction.”

“In an Order dated 04 August 2009, the MTC dismissed [Chua’s] complaint for lack of jurisdiction. It held that the complaint failed to allege stealth or tolerance, and that [Chua’s] prayer seeking removal of [Barber’s] permanent structures on top of his firewall falls short of what is required in an ejectment complaint” (G.R. No. 205630, January 12, 2021).

On appeal, the Regional Trial Court (RTC) “reversed the assailed Order and remanded the case to the MTC. It found that [Chua’s] complaint sufficiently alleged a cause of action for forcible entry. Further, the RTC ruled that a firewall can be the subject of an ejectment case since it is an immovable property under Article 415 of the Civil Code” (G.R. No. 205630, January 12, 2021).

On further appeal to the Court of Appeals (CA), the CA affirmed the decision of the RTC. “It ruled that [Barber’s and the other defendants’] act of taking full control of [Chua’s] firewall by constructing part of Barber’s second floor thereon without [Chua’s] consent constitutes unlawful dispossession of his property” (G.R. No. 205630, January 12, 2021).

The Supreme Court in affirming the decisions of the RTC and CA found “that [Chua’s] complaint sufficiently alleges a cause of action for forcible entry. [Chua] claimed that he is the owner of a house and lot with a firewall next to Barber’s property” (G.R. No. 205630, January 12, 2021).

In the same complaint examined by the Supreme Court, Chua “alleged that in building the second floor of Barber’s house, hollow blocks and iron grills were placed on top [of] his firewall and the dowels thereof removed without his consent.”

The Supreme Court held that “from the allegations of [Chua’s] complaint, it is clear that [Chua] merely allowed [Barber’s] construction workers to use the firewall so that they can properly lay the foundation for Barber’s second floor. He never consented to, and was surprised by the intrusion or extension of Barber’s property on top of his firewall” (G.R. No. 205630, January 12, 2021).

These happen in the Philippines where houses may be constructed beside each other without respecting boundary lines.

Further, “[t]hese allegations clearly qualify as dispossession by stealth, which is defined as any secret, sly, or clandestine act to avoid discovery and to gain entrance into, or to remain within residence of another without permission.”

“That [Chua’s] complaint did not refer to dispossession of a parcel of land or a building does not mean that the remedy of ejectment is unavailable. In Philippine Long Distance Telephone Company v. Citi Appliance M.C. Corporation, the Court upheld the remedy of ejectment for dispossession of the subterranean portion of a titled property, noting that rights over lands are indivisible.”

“The owner of a parcel of land has rights not only to the land’s surface, but also to everything underneath and the airspace above it up to a reasonable height. By parity of reasoning, an aggrieved owner/possessor of a property can properly resort to a case for ejectment in order to remove structures affecting his right to possess the entirety of his property, including his firewall” (G.R. No. 205630, January 12, 2021).

The findings of the Supreme Court can be capsulized as such: “A lawful owner has the right to fully enjoy possession over his entire property, not only over the land’s surface but also over the structures built thereon, including everything underneath and the airspace above it up to a reasonable height” (G.R. No. 205630, January 12, 2021).

‘THERE’S a sucker born every minute’ is a phrase often attributed to P.T. Barnum, the famous American showman and circus owner. However, there’s some debate over whether he actually used this exact wording. What he really wanted to say is that there are always people ready to be deceived or exploited.

As what we are now seeing with the proliferation of online scams of various kinds in this country.

Recent news reports indicate some of those who had worked for Philippine Offshore Gaming Operators (Pogo) raided by Presidential Anti-Organized Crime Commission (PAOCC) for illegal activities, including money laundering, online fraud, kidnapping and murder, among many others, have set up their own online scamming activities. It appears that those who had previously ran big Pogo hubs have turned to creating smaller companies to avoid getting the attention of law enforcement agencies.

Some of these newly minted facilities now employ about 200 workers and operate from ordinary commercial spaces, according to the PAOCC.

One such scam hub, identified by authorities as 3D Analyzer Information Technologies Inc., had an office located just several meters away from the Senate building in Pasay City.

“This is ‘technology transfer’ in an evil way. A criminal activity has been ‘transferred’ to the locals,” according to Sen. Sherwin Gatchalian. Pogos, which flourished during the Rodrigo Duterte administration, were mostly operated by Chinese nationals.

But in the case of 3D Analyzer, almost one-third of its nearly 300 employees were Filipinos.

The closure of Pogos announced by President Ferdinand Marcos Jr. during his third State of the Nation Address (SONA) in July is said to have given former Pogo workers the opportunity to start their own operations. Since Filipinos were usually better in speaking English than their Chinese bosses, local Pogo operators also do better in looking for potential victims. Each Pogo worker is supposed to recruit 20 to 40 individuals in carrying out their scamming activities.

Forewarned is forearmed.

Apart from Pogo scams, there are other forms of making the unsuspecting and the unwary part with their hard-earned money. Another new online scam involves the victim getting a phone call from someone claiming to be an “official” of the National Telecommunications Commission (NTC) who will tell you that your mobile number is involved in some illegal activities.

What to do? Hang up, because it’s a fraudster pretending to be from NTC but is only out to steal money from you. We should be wary of unsolicited calls, especially if these are not registered in our phone logs. We should also never share

HE frequency with which the Philippines is hit by natural disasters should have taught us precious lessons on desirable and unacceptable behavior at a time of national emergency. Apparently, we are still learning.

For example, calling on people to provide help in any form should always be welcome, especially if they are done without focus on any personality and if the donations are coursed through legitimate organizations. Transparency should be observed every step of the way, with total amounts gathered and spent accounted for.

Invoking privacy and confidentiality in the use of other people’s money should never be tolerated in any form.

The use of social media to amplify calls for help is a good way to use technology, especially now that money can change hands easily through electronic transfers. But using this same technology to deceive others and profit from the wave of bayanihan spirit is deplorable. It is incumbent upon those who wish to help to ensure that the sites are legitimate and the organizations trustworthy – lest their good intentions go to waste.

THE Philippines is bracing for a highstakes battle between two political titans: Leila de Lima and Senator Ronald “Bato” dela Rosa. Once imprisoned on charges she claimed were politically motivated, De Lima is now poised to seek justice against the very architect of Duterte’s bloody drug war. It’s a confrontation that goes beyond personal vendettas—it could reshape the nation’s political and legal landscape.

Kerwin Espinosa, a confessed drug lord, has set this battle in motion with explosive testimony before the House Quad Committee. He alleges that in 2016, Dela Rosa coerced him into implicating De Lima in the drug trade, using his father’s violent death as leverage. Espinosa’s father, a former mayor, was killed under suspicious circumstances in prison—a death that casts a dark shadow over Duterte’s administration and its alleged role in extrajudicial killings.

De Lima, a former Human Rights Commissioner and Justice Secretary, was one of Duterte’s fiercest critics, openly challenging his war on drugs. In response, the administration struck back. De Lima was accused of accepting bribes from drug lords, a narrative spun from testimonies of convicted criminals. Her imprisonment for six years and eight months became a symbol of Duterte’s ruthless political retribution. But now, with Espinosa’s revelations, the tables may be turning. The focus shifts away from De Lima’s alleged crimes to the actions of Dela Rosa, a key player in Duterte’s anti-drug crusade.

Dela Rosa, the police chief turned senator, was the enforcer of Duterte’s brutal campaign that left thousands dead under dubious circumstances. His loyalty to Duterte is unquestioned, and his political survival hinges on defending the former president’s legacy. But Espinosa’s claims could threaten not only Dela Rosa’s career but his personal freedom. As De Lima contemplates filing charges, Dela Rosa finds himself on the defensive.

Espinosa’s testimony is damning, but it’s not without its complications. Dela Rosa has been quick to discredit Espino-

A loss for Dela Rosa could signal the unraveling of Duterte’s drug war, a campaign already under fire from human rights advocates and international observers. The outcome of this case might fracture Duterte’s political coalition, potentially affecting the 2028 presidential race. The stakes go beyond individual reputations. This case will test the independence of the Philippine judiciary, as it grapples with accusations of political interference and institutional corruption. The government faces a critical decision: whether to ensure impartiality or risk further eroding public trust.

A SPECIALIST London bookstore is selling an original typescript of Antoine de Saint-Exupery’s children’s classic “The Little Prince”, complete with the author’s hand-written corrections and revisions. The battered book and Saint-Exupery’s passport, issued by the French culture ministry, will go on sale at the Abu Dhabi Art 2024 fair which opens on November 20, with an expected price of at least $1.25 million.

It was acquired earlier this year for an undisclosed sum by rare books specialist store Peter Harrington. SOUTH Korea “won’t sit idle” over the North’s deployment of thousands of troops to help Russia fight Ukraine, President Yoon Suk Yeol said Thursday, slamming it as a “provocation”.

Chinese vessels have occasionally entered Indonesia-claimed areas of the North Natuna Sea at the southern edge of the South China Sea, drawing protests from Jakarta.

“The China Coast Guard ship re-entered the Indonesian jurisdiction in the North Natuna Sea on Wednesday,” Indonesia’s Maritime Security Agency said in a statement Thursday.

The Indonesian coast guard intercepted the boat and drove it from the area, it said. The agency said the vessel first entered

contested waters on Monday and when an Indonesian ship tried to contact the Chinese boat by radio, the Chinese coast guard said the area was part of Beijing’s jurisdiction.

The ship was “disturbing the activity of a survey” being conducted by stateowned oil company Pertamina, it said.

The Indonesian coast guard shadowed the ship and drove it away.

Chinese foreign ministry spokesman Lin Jian told a regular press briefing Thursday that its coast guard vessels carried out “routine patrols in waters under China’s jurisdiction in accordance with international and domestic law”.

He said Beijing was “willing to strengthen communication and consultation with Indonesia” on maritime issues through their diplomatic channels. AFP

Constantino rallies, nails 4th LPGT win

Constantino ended a prolonged slump in spectacular fashion, rallying from three strokes down to edge out Sarah Ababa by one shot and claim the title at the weather-shortened ICTSI Negros Occidental Classic with a courageous 69 here on Thursday.

This victory not only marked the end of Constantino’s struggles, which began in June after a dominant run in the first four legs of the 2024 Ladies Philippine Golf Tour, but it also reasserted her standing as the country’s premier golfer with the harsh conditions further underscoring her resilience and skill.

“Honestly, it felt like luck,” Constantino admitted after her hard-fought win, though her mastery in adverse conditions proved otherwise.

“It didn’t feel like the victory was mine the entire day. I even had a shaky start,” she added, referring to her three-putt on No. 7 after the resumption of play in the rain-suspended second round.

Constantino assembled a 142 total, which earned her P117,000, edging Ababa (75) by one stroke. Florence Bisera shot a 73 to finish third at 145. Ababa and Bisera took home P82,000 and P65,000, respectively.

Heavy rains and fierce winds at mid-morning turned the event, presented by Negros Electric and Power Corp., into a battle for survival, with contenders struggling to stay on course amid the elements. Players were forced to constantly adjust their strategies as the gusts of wind wreaked havoc on

their shots, making each stroke a challenge.

Despite trailing by three strokes with six holes to play, Constantino held her nerve. She birdied the par-5 14th to force a three-way tie with Ababa and Bisera at five-over overall, setting up a potential playoff finish.

But a superb bunker shot on No. 16 led to a a crucial birdie that gave her the lead – and the victory.

“I played well despite the conditions, it was tough to maintain momentum,” said Constantino, who mixed in a series of scrambling pars throughout the final round. “The turning point was the birdie on No. 16 from the bunker.”

As Constantino finished her round, she held a one-stroke lead over the final flight of Ababa, Daniella Uy and Gretchen Villacencio. Not realizing she was ahead, Constantino focused on hitting the fairway and securing par on the closing hole, which she did.

Ababa, unable to capitalize on the par-5 18th, settled for a two-putt par, giving Constantino her fourth victory at the close of the 10-stage circuit organized by Pilipinas Golf Tournaments, Inc.

“At that point, I wasn’t aware that I had taken the lead until the 18th hole. I just thought I had to save par,” she recalled.

With previous wins at Palos Verdes, Caliraya Springs and the Philippine Masters, Constantino now heads to the Match Play Championship at The Country Club next month, brimming with confidence but still recognizing areas for improvement.

“I still have a lot to work on before the Match Play. My swing and irons need more attention – they’re not quite where I want them to be,” she said.

Mikha Fortuna carded a 72 to finish fourth at 146, while Uy faded with a 77 to take fifth place at 148. Chanelle Avaricio and Villacencio matched 149s after rounds of 75 and 77, respectively. Princess Superal finished eighth at 150, while Marvi Monsalve (75) and Jiwon Lee (79) shared ninth at 153.

Singson vows to look after welfare of Filipino athletes

SEASONED politician, businessman and sportsman Luis “Chavit” Singson on Thursday vowed to expand his support for Philippine sports if given the chance to serve in the Senate.

Singson, former governor, congressman and mayor in the province of Ilocos Sur, and chairman emeritus of the Philippine National Shooting Association, is eyeing one of the 12 senatorial slots in next year’s midterm elections.

Singson knows sports as much as he knows politics as he promised to look after the welfare of Filipino athletes, es -

pecially those who bring pride and honor to the Philippines in international competitions.

The current president emeritus of the League of Municipalities of the Philippines (LMP), cited gymnast Carlos Yulo and weightlifter Hidilyn Diaz as perfect examples of what Filipino athletes are made of.

“They are world class,” said Singson, who hailed Diaz for winning the country’s first Olympic gold in Tokyo in 2021, and Yulo, a double-gold medalist in the Paris Olympics last August.

Singson, however, is hoping that Yulo can iron out his

differences with his family including his parents.

“Mahalin niya ang mga magulang niya,” said Singson. “Magkasundo lang sila, may P5 million siya sa akin. And ‘yung parents niya may P1 million sa akin basta magkasundo sila.”

Also pitching in and declaring her willingness to help sports is Singson’s daughter, Party-List (Ako Ilocano Ako) Rep. Richelle Singson-Michael.

“Our athletes need all the support from government and we in Congress can help with the budget,” said Singson-Michael, who is seeking reelection next year.

Inoue set for Christmas cracker against Australian Goodman

TOKYO—Japan’s undisputed super-bantamweight world champion Naoya Inoue will defend his titles against Australia’s Sam Goodman in Tokyo on Christmas Eve, it was announced Thursday.

The fight at Ariake Arena will be the unbeaten Inoue’s third of the year and is likely to be his last in Japan before an expected bout in Las Vegas next year.

The 31-year-old, who has a 28-0 record with 25 wins by knockout, beat Ireland’s TJ Doheny in his most recent defence in Tokyo last month.

The 26-year-old Goodman, who has a 19-0 record with eight KOs, has never held a world title in any division.

“He has an unbeaten record so he must have something about him,” Inoue, known as “Monster”, told reporters in Tokyo.

“I will need to be careful and bear that in mind for this fight.”

Inoue will be defending his super-bantamweight titles for the third time since he became undisputed champion in December last year. He is just the second man to become

undisputed world champion at two different weights since the four-belt era began in 2004. American Terence Crawford was the first.

“This is the first time I’ve had three fights in a year since 2017,” said Inoue.

“It’s reminded me how good for my preparation and physical shape it is to have that number of fights.

“I’m confident I will have no problem being in shape for December.”

Inoue invited Goodman into the ring after the Japanese fighter beat Mexico’s Luis Nery in front of 55,000 fans at the Tokyo Dome in May.

The pair were scheduled to fight in September until negotiations broke down. Goodman said the fight was “the opportunity of a lifetime”.

DEFENDING champion TNT Tropang Giga’s returning head coach Chot Reyes looks forward to his first encounter with Barangay Ginebra San Miguel mentor Tim Cone in a championship setting.

Reyes was not around when the Tropang Giga took their first title under Jojo Lastimosa last year.

The 61-year-old Reyes feels that their best-of-seven finals’ series in the 49th Philippine Basketball Association (PBA) Governors’ Cup will go the long route and taking the lead early is important to Reyes, the former mentor of Gilas Pilipinas, now

coached by Cone.

“I think it will go to Game 6. In a long series, it’s important,” said Reyes, who talked about his outlook during Wednesday’s pre-finals’ presentation at the Atrium inside the Enderun Colleges in McKinley Hill, Taguig. Cone, on the other hand, felt that a tough journey still lies ahead for

the Gin Kings, going into Game 1 on Sunday at 7:30 p.m. at the Ynares Sports Center in Antipolo City.

“It was a tough road to get here. We go to go through the eliminations which was fast and it was tough with Meralco and San Miguel, two big rivals in the quarterfinals and semis. So, it’s been a tough road to get to this point,” said Cone.

“We’re excited to go into the finals against TNT. A lot of our guys have not been in the finals. And it’s really a big deal for them,” added Cone.

But one thing going for the Gin Kings is the presence of Justin Brownlee, who has reached six championships with the team.

Brownlee was first around when the Gin Kings won 2016 Governors’ Cup, and the following year in the same conference.

Then, Brownlee led Ginebra to titles in the 2018 Commissioner’s Cup, 2019 Governors’ Cup, 2021 Governors’ Cup, and in the 2022–23 Commissioner’s Cup.

Meanwhile, PBA officials said proceeds of the revenues earned in the game will be donated to the victims of tropical storm Kristine (Trami), the Philippines’ 11th tropical cyclone in 2024.

TWO of the Philippines’ most promising MMA fighters will be back in action this November.

Team Lakay’s Carlos Alvarez’s postponed bout is finally rescheduled, while T-Rex MMA’s Fritz Biagtan also gets to return to Lumpinee Stadium at ONE Friday Fights 86 on November 8 in Bangkok, Thailand.

Alvarez battles Mirza Aliev in a featherweight MMA match that was supposed to be scheduled for ONE Friday Fights 82. However, a minor injury forced the Russian out of the contest. Thankfully, Aliev recovered and got back on the saddle quickly.

While some people might lose their drive after a postponement, the Team Lakay stud in Alvarez insists that it gave him more time to prepare for his opponent.

Budget deficit widened to P273b in September

THE national government incurred a budget deficit of P273.3 billion in September 2024, up by 8.9 percent from the P250.9-billion shortfall recorded a year earlier, the Bureau of the Treasury said Thursday.

It said government expenditures grew 13.15 percent in September to P572.9 billion from a year ago, while revenue collection climbed 17.32 percent to P299.7 billion.

Budget deficit in the first nine months narrowed by 1.35 percent, or P13.3 billion, to P970.2 billion. This was 9.08 percent below the P1.1-trillion target for the nine-month period and accounted for 65.36 percent of the revised full-year target of P1.5 trillion.

Nine-month revenue collection rose 16.04 percent to P3.3 trillion from a year earlier and exceeded the program by 4.53 percent.

Taxes comprised 85.39 or P2.8 trillion of the nine-month collection, which grew 10.62 percent from a year earlier. The remaining 14.61 percent or P481.1 billion came from non-tax revenues, which increased by 62.54 percent year-on-year.

The Bureau of Internal Revenue’s (BIR) collection amounted to P174.7 billion in September, up by 14.79 percent from a year ago.

“This is attributed to higher personal income tax [PIT] particularly on withholding on wages due to the release of salary differentials of civilian government personnel pursuant to Executive Order No. 64, series of

2024, which updated from the Salary Standardization Law of 2019. This is followed by higher collections from documentary stamp tax,” the BTr said.

This pushed the BIR’s nine-month collection to P2.1 trillion, up by 12.73 percent year-on-year and just below the target by 0.98 percent.

Meanwhile, collection by the Bureau of Customs (BOC) slid by 3.31 percent to P76.3 billion in September, on double-digit contraction in import duties partly due to tariff reduction of some commodities.

“Also, the decline is due to an alarming increase in smuggling activities within the year, as the current amount of the BOCs’ seized goods already surpassed their total haul in 2023,” the BTr said. The BOCs’ cumulative revenue of P690.7 billion in nine months outperformed the P660.4 billion collected in the same period last year and was 0.46 percent short of the P693.9-billion goal for the period.

Survey cites private sector’s role in economy

MOST Filipinos believe that the private sector helps expand livelihood opportunities and make goods more affordable and accessible to Filipino consumers, according to a Pulse Asia survey commissioned by the Stratbase Group.

The survey, conducted on Sept. 6 to 13, 2024, asked 1,200 respondents and had a ± 3 margin of error. Respondents were asked for ways they believe the private sector and the government can help each other to attain economic growth and development. Respondents were given a list of choices and were asked to choose up to three answers.

Fifty-two percent of Filipinos said the private sector can help in expanding livelihood opportunities, while 51 percent said it can help in making goods that are more affordable and accessible to Filipino consumers.

Forty-eight percent said the private sector can help in creating higher quality jobs, while 43 percent said they improve health care services.

Other answers include developing the skills of the Filipino workforce (36 percent), improving the quality of digital services (33 percent) and developing public infrastructure (26 percent).

Stratbase Group founder and chief executive Victor Andres Manhit said the private sector plays a critical role in driving economic progress by creating livelihood opportunities, enhancing productivity and fostering innovation.

A WORLD Bank Group (WBG) executive lauded the Philippines for its progress in job creation and poverty reduction.

Anna Bjerde, managing director of operations at WBG, said the Philippines is one of the few nations achieving both strong economic growth and substantial improvements in people’s lives.

Finance Secretary Ralph Recto, in a meeting with World Bank officials on Oct. 22, 2024, highlighted the Philippines’ rapid economic growth

and vibrant labor force, with the unemployment rate continuing to drop to 4 percent as of August 2024. This translates to 49.2 million Filipinos employed to date, with 62.4 percent of them in formal and stable jobs.

PHILIPPINE stocks plunged below the 7,300 level Thursday, tracking the performance of Asian and US markets which were affected by soaring US Treasury yields.

The 30-company Philippine Stock Exchange index retreated for a second straight day, declining by 83.37 points or 1.14 percent to close at 7,283.79. The wider all-shares index also dropped 43.37 points, or 1.07 percent, to settle at 4,007.39. The peso also tumbled to 57.88 against the US dollar Thursday from 57.59 Wednesday.

DoubleDragon set to issue P5-b ‘Otso Buenas’

DOUBLEDRAGON Corp. said Thursday it plans to issue up to P5 billion worth of fixed-rate bonds in November 2024.

DoubleDragon said in a disclosure to the stock exchange it filed an application with the Securities and Exchange Commission for the issuance of the first tranche of retail bond offering from the company’s P30-billion bond shelf registration program.

The bonds will have a base offer of P5 billion and another P5 billion to cover oversubscription.

The bonds, named Year-End Otso Buenas will have a tenor of 5.5 years and an expected interest rate of 8 percent, with a minimum denomination of P50,000.

The issuance follows DoubleDragon’s successful P10-billion bond offering in the third quarter of 2024, which was oversubscribed by retail investors nationwide.

“We aim to end this 2024 Year of the Dragon with this offering to provide wider access for retail investors,” said DoubleDragon chairman Edgar Sia II.

“This offering also paves the way to accommodate the overflow of retail investors who was not able to participate in the recent DD OTSO-OTSO retail bonds. The wider the stakeholders of DoubleDragon, the more meaningful impact we create to our society,” he said.

PHINMA secures PSE, SEC approval on P1-b offering

CONGLOMERATE PHINMA Corp. said Thursday it secured approval for its planned P1-billion stock rights offering (SRO) to fund expansion projects.

PHINMA said in a disclosure to the stock exchange the Securities Exchange Commission (SEC) issued the notice confirming that the P1-billion transaction is exempt from the registration requirements under the Securities Regulation Code. The Philippine Stock Exchange (PSE) also approved the listing of the rights shares on the local bourse and the indicative timetable for the offering. Under plan, PHINMA shareholders

will be entitled to subscribe to 1 right share for every 5.56 to 6.17 common shares held at a price of P19.42 to P21.55. PHINMA shares closed at P20 each on Thursday.

Based on the approved timetable, offer period will run from Nov. 13 to 19, 2024, while the listing date will be on Nov. 27, 2024.

BIR seizes counterfeit cigarettes from Cebu factory

Commissioner Romeo D. Lumagui Jr. on Thursday reported another win in the fight against illicit trade with the recent raid of an illicit cigarette factory and warehouse in Cebu province on Oct. 3 and 5, 2024.

The BIR estimates around P107,756,900.45 in tax liability after seizing 32,545 counterfeit internal revenue stamps, 44, 310 packs of illicit cigarettes, 13 machines used for manufacturing cigarettes and raw materials for cigarettes.

“The BIR raided another largescale illicit cigarette factory and ware-

house. This raid in Cebu uncovered an estimate of P107 million in tax liability. The BIR will not stop raiding all illicit trade activities, wherever they may be located. We will protect the legitimate agricultural sector and the thousands of jobs it produces for our Filipino farmers,” Lumagui said.

Several violations of the National Internal Revenue Code (NIRC) were committed by the operators of this illicit cigarette factory and warehouse, he said.

Lumagui said these include Section 265(c) for possession of counterfeit internal revenue stamps, Section 263 for unlawful possession or removal of

articles subject to excise tax, Section 265-B for violations committed by manufacturers, importers, indentors and wholesalers of any apparatus or mechanical contrivance specially for the manufacture of articles subject to excise tax.

He said other violations the factory also violated Section 260 for unlawful possession of cigarette paper in bobbins or rolls, Section 236 for registration requirements of the NIRC, Section 254 for attempt to evade or defeat tax and Section 255 for failure to file return, supply correct and accurate information.

ACEN unit investing $18m to fund Bangladesh solar plant

ACEN Renewables International Pte. Ltd. (ACRI) plans to invest $18 million in IBV ACEN Renewables Asia Pte. Ltd., its joint venture company with German firm ib vogt (Singapore) Pte. Ltd. to fund the construction of a 70-megawatt solar project in Bangladesh.

“The infusion/investment will be used to acquire the relevant project holding company and funding for necessary capital expenditure,” ACEN said in a disclosure to the Philippine Stock Exchange Thursday.

ACEN said the investment is part of its expected contribution of up to $200-million equity investment as the platform targets a minimum operational capacity of 1,000 MW across Asia Pacific with potential for future expansion.

ACEN announced last year the shareholder’s agreement with ib vogt for the joint venture company became effective after securing regulatory approvals.

It said the joint venture would focus on shovel-ready projects in Bangladesh, Laos, Cambodia, Vietnam, Indonesia, Malaysia and other countries in the Asia Pacific region.

The majority of projects will stem from ib vogt Asia development pipeline of more than 5,000 MW.

SAN Miguel Corp. (SMC) said Thursday its toll roads across Luzon are operating normally and free of flooding despite the heavy rains brought by Tropical Storm Kristine.

SMC Infrastructure said it placed its quick response teams on heightened alert to provide assistance to motorists and ensure that any sudden downpour brought by Kristine does not impact any part of the carriageway along its toll network, which includes the South Luzon Expressway (SLEX), STAR Tollway, the Skyway System, and the Tarlac-Pangasinan-La Union Expressway (TPLEX).

“Since the onset of Tropical Storm Kristine, our teams have observed isolated rain along our expressway network at different times, and water immediately flowed out of the carriageway through our drainage system,” SMC chairman and chief executive Ramon Ang said.

“In the previous months, we have instructed our maintenance teams to ensure our outfalls are clear of any debris and garbage so that any amount of rainwater can drain fast,” he said, Aside from clearing drainage systems, Ang said the company’s larger river cleanup initiative also contributed to increasing the carrying capacity of the San Isidro River in San Pedro City, Laguna, where a significant portion of floodwaters from SLEX drains. The river cleanup program, called “Better Rivers Ph,” removed nearly 8 million cubic meters of garbage and silt from over 132 kilometers of waterways since 2020. This helps reduce flood risk in nearby cities and towns.

DOF Secretary Falph Recto said that in a meeting with regional vice president for East Asia and the Pacific Manuela Ferro on Oct. 22, 2024, the World Bank reaffirmed its commitment to supporting projects aimed at increasing productivity and incomes for Filipino farmers and modernizing the agriculture sector to make it more commercially viable and export-oriented.

Recto welcomed the bank’s assistance, noting that accelerating the expansion of the agriculture sector would help further reduce inflation and grow the economy faster.

The bank also reaffirmed its support for strengthening the Philippines’ human capital development, particularly in education, to help the country take advantage of its demographic sweet spot.

Recto emphasized the need to improve the quality and learning outcomes of the country’s education system, with a special focus on basic education.

A CITIZEN’S rights network asked state actors to focus on catching criminals rather than revising the SIM card registration law, as Filipinos’ financial losses continue to pile up with the continued prevalence of the text scams.

CitizenWatch Philippines said text scams are still rampant despite the passage of Republic Act 11934, or the SIM Registration Act, prompting the network to hold the law’s implementors to strengthen its fight against the criminals behind the scams.

This developed as the Global AntiScam Alliance (GASA) reported that around P460 billion was scammed from Filipinos in the past 12 months, where each Filipino lost an average of $275 or P16,000.

GASA noted a rising trend in scams in the past 12 months, of which 85 percent were delivered via text messages.

“CitizenWatch Philippines reminds consumers to remain vigilant as the incidents rise and as malicious actors continue to implement various modus operandi. We also call on our policymakers, law enforcement, and other key stakeholders to ensure the proper implementation of the SIM Registration Act to prevent these incidents,” the organization said on its Facebook page.

“Imposing all these fee adjustments while immediately failing customers just weeks after the takeover of the NAIA by NNIC is clearly not the best

way to win the confidence and support of the passengers and the travelling public. Sadly, this is yet another blow to the reputation of NAIA further worsening its notoriety,” said CitizenWatch co-convenor Kit Belmonte.

“The recent debacle regarding the luggage handling system in NAIA Terminal 3 on October 22 should not be overlooked after having inconvenienced hundreds, if not thousands, of passengers of the airport,” he said. Belmonte said the baggage problem justifies calls several groups earlier made about stopping the implementation of Administrative Order 1 (AO 1), which imposed the significant fee hikes at NAIA.

1. Check the airport terminal assignment of your flight. Before proceeding to the airport, passengers are strongly advised to check the details in their itineraries and boarding passes, especially the flight number and terminal assignment.

2. Be on time at the airport. Given expected heavier road traffic during peak travel season, passengers are

advised to allot more time for traffic going to the airport. Passengers are advised to arrive at the airport at least three hours before domestic flights and four hours before international flights. For travelers heading to Dubai, early check-in is available up to seven hours before departure. Check-in counters close 45 minutes before the scheduled time of departure for domestic flights and one hour for international flights to ensure there is ample time for all necessary preflight procedures. After checking in, passengers are encouraged to immediately go through immigration and final security to avoid delays. Boarding commences 45 minutes before the scheduled departure.

3. Check in online. Long lines may be avoided at the airport by checking in via the official mobile app or website of the airline. Both options are available from 48 hours up to one hour before scheduled time of departure for domestic flights, and up to four hours before scheduled departure for international fliers.

Airline tips for hassle-free journey

Passengers who checked in online and do not have check-in baggage may enter through NAIA Terminal 3 Gate 1 and go straight to the boarding gates. They only need to show their digital boarding pass to enter.

4. Accomplish eTravel forms.

For a smooth experience at the immigration counters, passengers traveling internationally are encouraged to register or update their eTravel forms within 72 hours or

three days before departure from and arrival to the Philippines, then save the QR code generated at the end of the form.

For roundtrip international flights, passengers are required to complete the eTravel form twice — once for the departure flight, and again for the arrival flight.

After generating the eTravel QR code, complete the Customs Declaration Form before arrival. eTravel forms can be accomplished by accessing www.etravel.gov.ph.

5. Baggage policy. Passengers may board the flight with one carryon bag that fits in the overhead bin and one personal item like a purse, small backpack, or laptop bag that fits under the seat in front. Both bags must not exceed 7kg in weight. Bags that are not within the allowable size or weight will be intercepted and charged at the boarding gate.

6. Plan your travels ahead. For international travel, consider taking red eye flights which are much cheaper than the usual. Also, adjust your travel schedule. Never fly out on the day of the holiday and return on the same schedule where everyone else is expected to fly back to Manila to avoid heavy traffic brought about by the exodus of travelers to Manila. movie starring Francine Diaz and Seth Fedelin , My Future You, is officially included in the upcoming 50th Metro Manila Film Festival (MMFF). The film is the first to be announced among the five completed films chosen for the much-awaited festival.

This movie also marks the return of Regal Films to the MMFF, with their last entry being The Missing in 2020. The movie’s producer, Roselle Monteverde, expressed her joy over Regal Films’ return to the festival.

“We’re very happy because this film is for Christmas. It’s a family movie, a beautiful film prepared for the holiday season,” Roselle when we chanced upon her right after the official announcement.

“I rushed here immediately when I heard that we made the cut. I’m happy that this is the one that was picked,” the Regal producer told Manila Standard Entertainment. “Christmas is really for the family, and this movie is a family film.”

When asked about the release of Untold, another movie from Regal, she smiled and said, “We’ll see.” Initially, the plan was to release the FranSeth movie next year if it wasn’t selected for the 50th MMFF, but due to its quality, it became one of the lucky films chosen. Initiative signed to boost morale of local police force

THE Philippine National Police (PNP) and a health insurance company have signed a memorandum of understanding (MOU) as part of efforts to boost the morale of uniformed police personnel who have served for many years, particularly those with over 20 years of service.

PNP chief Gen. Rommel Francisco Marbil, Public Safety Mutual Benefit Fund Inc. (PSMBFI) chairperson (Ret) Lt. Gen. Benjamin Santos, and Medicare Plus Inc. (MPI) chief executive officer Maria Jesusa Viray signed the agreement in a ceremony held in Quezon City.

The MOU aims to improve healthcare access for PNP members through a partnership with Medicare Plus Inc., which will provide comprehensive services, including in-patient and out-patient care, emergency services, dental care, consultations, and laboratory tests.

“Our personnel serve and protect the public, and in return, they deserve the best care and support,” Marbil said Manila Standard Life during the event.

He highlighted the importance of ensuring police officers receive essential healthcare, allowing them to perform their duties with

confidence.

“Our personnel are not adequately protected. While we are doing well, we can’t provide advances for funds, so we rely on reimbursements. Wealthy individuals have access to the best lawyers, but we depend on in-house legal assistance. Many policemen face danger but don’t receive the medical attention they deserve.”

“Healthcare costs us significantly, and we pay out of pocket unless it’s from our hospital. We pay first and then get reimbursed, which can take up to six months. Those who fall ill are limited to 300,000 pesos in coverage, making healthcare expensive. On average, each policeman incurs around 420,000 pesos in annual expenses, leading many to borrow money or turn to loan sharks. We

must protect them legally and in terms of health,” he added.

Santos, representing PSMBFI, stressed that the initiative is a way of showing gratitude and providing security to those who have served the nation for many years.

“This healthcare plan reflects our commitment to the well-being of our members,” Santos said.

The event concluded with the turnover of PSMBFI-MPI healthcare cards, marking the formal launch of the plan, which aims to address the healthcare needs of PNP personnel.

Marbil noted earlier that the health maintenance organization (HMO) cards would be particularly useful for officers in provinces without PNP-run hospitals.

How an entrepreneur’s love for luxury brands brought Italian craftsmanship to the Philippines

LUXURY brands often uniquely appeal to those who appreciate the quality and craftsmanship behind each piece they produce. For entrepreneur Imelda Menguito-Sciandra, this deep appreciation for such high-quality goods is not solely rooted in their aesthetic value but also in the passion that led to their creation.

Having lived in Italy for more than two decades, MenguitoSciandra has witnessed the impressive creations of Italian brands and their assurance of high caliber, inspiring her to share them with others.

This inspiration eventually led to the opening of her store, Corso Como 88, in 2022, which became an official and exclusive distributor of luxury brands from Europe. As president and CEO, Menguito-Sciandra was eager to bring these high-quality brands to the Philippines. Since then, she has continued to introduce more, with the latest additions being Italy’s Acqua dell’Elba and Buti Pelleterie.

In an interview with Manila Standard Life, Menguito-Sciandra shared that the two brands were well-made and crafted with passion, which motivated her to introduce them to Filipinos.

While she wishes there were more Hiligaynon phrases in the song, she appreciates the opportunity to showcase a part of Bacolod’s unique cultural identity to a global audience.

Performing at the Masskara Festival and doing a music video turned into an opportunity for Tiana to explore new parts of the Philippines.

“I’ve never been to Bacolod prior to filming the video, so it was also really cool to explore new parts of my home country and try new things,” she revealed.

It is this connection to her homeland that keeps Tiana grounded as she navigates her career. She said, “I’m so proud to be Filipino. I feel like the rest of the world forgets that the Philippines is made up of thousands of islands, and each island has its own culture, traditions, and dialects.”

One of the highlights of this big break for Tiana is her collaboration with Josh Cullen, one of the members of the highly popular and well-loved P-pop group SB19. The two collaborated on the Masskara Festival theme song.

Although they weren’t able to film together due to conflicting

schedules, Tiana is thrilled with the result.

“I really love how the video and the song came out. Josh is talented, and I love the flair and energy he brought into the song and video,” she said, expressing her admiration for the P-Pop icon’s contribution.

The collaboration with Josh inspires Tiana to work more with local talent. “I would love to have the opportunity to work with Josh again, whether it be working on a collaboration or writing with him and SB19,” she added.

For Josh, performing the Masskara theme song was a different experience from his usual work. “Performing the theme song for the festival is a new opportunity for me to explore a different side of my artistry outside of SB19 and as a solo artist,” Josh explained.

He sees this as a chance to infuse his personal touch into the performance while celebrating Bacolod’s traditions. “I hope to bring a fun and vibrant energy that reflects the spirit of the festival. I want to be able to share a piece of my identity while celebrating with the community and the beautiful traditions of Bacolod,” Josh added.

It is heartwarming to see that as Filipinos conquer the international music scene, many remain committed to sharing their Filipino roots with the world.
