THE Metro Manila Disaster Risk
Reduction and Management Council (MMDRRMC) downgraded its alert status to “White” on Sunday, based on data from the Mines and Geosciences Bureau (MGB).
According to the MGB, no barangays in the National Capital Region (NCR) are at risk of flooding or landslides until November 1.
“Based on these conditions, it was recommended that the MMDRRMC alert level be downgraded to White, effective at 5:00 PM today,” stated the Office of Civil Defense (OCD) NCR. This decision followed a virtual pre-disaster risk assessment meeting aimed at providing weather updates to member agencies and the Local Disaster Risk Reduction and Management Offices (LDRRMOs) in NCR regarding Tropical Storm Leon and Severe Tropical Storm Kristine.
The meeting was chaired by Atty. Cris Saruca on behalf of MMDRRMC Chairman Atty. Romando Artes.
As of noon on October 27, 2024, the OCD reported that no areas in NCR have experienced flooding. However, a State of Calamity has been declared in Quezon City (Resolution No. SP9832, S-2024).
In Quezon City, 2,762 families comprising 12,622 individuals have been evacuated across 163 barangays, with 41 evacuation centers currently in use, including 38 schools. The distribution of evacuation centers includes: Caloocan City (1), Pasay City (13), Taguig City (1), San Juan City (4), Valenzuela City (2), and Marikina (20). Other cities such as Las Piñas, Navotas, Parañaque, Pasig, Pateros, and Quezon City have reported no active evacuation centers.
During the meeting, the Department of Social Welfare and Development (DSWD) NCR provided updates on the number of affected individuals and urged the City Social Welfare and Development Offices (CSWDOs) to maintain current records.
MMDRRMC Senior Deputy Chair George Keyser reminded local government units (LGUs) of a directive from the Secretary of National Defense to establish a Humanitarian Response Lane from NCR to Southern Luzon, particularly the Bicol Region, to prioritize humanitarian assistance.

THE Department of Agriculture (DA) is advising farmers and fisherfolk to take precautionary measures as Tropical Storm Kong-Rey, locally named “Leon,” enters the Philippine Area of Responsibility (PAR).
Farmers are advised to harvest mature crops and mobilize post-harvest equipment and facilities.
The DA had earlier reported that damage to agriculture has reached P1.69 billion, with rice crops accounting for 95.15 percent of the loss.
The DA told farmers to secure seed reserves, planting materials, and other farm inputs in safe and proper storage areas. In addition, farmers were expected to relocate farm machinery, equipment, and other farm tools to higher ground. Farmers were told to secure sufficient feed and water for relocated animals and clear drainage in irrigation and rice paddies to prevent flooding and promote fast water drainage. Fisherfolk were advised to perform early harvest and mobilize post-harvest equipment and facilities.

The public must take precautionary measures due to tropical storm “Leon,” it said.
In its Threat Advisory No. 1 on its Facebook account, the MGB said “it is advised that all Local Government Units (P/C/MLGUs), P/C/M/B Disaster Risk Reduction and Management Council as well as the communities to remain vigilant for possible occurrence of landslides, flood/flash flood and/or debris flow for their respective Areas of Responsibility.”
“We would like to emphasize to the public to be aware of the geohazards in you’re area, by checking out MGB published geohazards maps that are uploaded in online platforms, such as the GeoriskPH HazardHunterPH,” it added.
It noted the Philippine Atmospheric, Geophysical and Astronomical Services Administration bulletin citing that “‘Leon is expected to intensify into a severe tropical storm tomorrow (Monday) early morning and may further intensify into a typhoon on Monday evening or Tuesday early morning.”
The advisory covers the period between Oct. 27 and Nov. 1.

37% of adult Filipinos said their lives had improved while 38% felt that their quality of life remained the same over the past 12 months, according to the latest survey by the Social Weather Station (SWS).
Conducted between September 14 to September 23, the survey also found that 24% of adult Filipinos’ quality of life got worse.
The survey question on the respondents’ assessment of their change in quality of life in the past 12 months has been fielded 154 times since April 1983. The Net Gainer score was generally negative until 2015 when it rose to positive numbers until the sharp decline beginning with the COVID-19 pandemic lockdowns. It has since trended back upwards but has not fully recovered to pre-pandemic levels. The results resulted in a net gainer score (individuals who perceived their lives as improved) of +13, which SWS classified as ‘very high.’ The September 2024 net gainers score was 2 points lower than the high of +15 recorded in June 2024,” SWS stated in a media release. The survey further revealed that “gainers,” or those who perceived their quality of life had improved, scored highest in Balance Luzon at an excellent +22, followed by Mindanao at a very high +13, Metro Manila at a high +6, and the Visayas at a fair -2.
“Compared to June 2024, net gainers fell from very high to high in Metro Manila, decreasing by 10 points from +16 to +6,” the SWS said.

THE national government expects to collect only P8 billion in royalties this year from the aging offshore Malampaya natural gas project, according to Surigao del Sur Rep. Johnny Pimentel.
“The sum is P9.7 billion or 55 percent less than the P17.7 billion in Malampaya royalties that the government received in 2023,” Pimentel said.

Over the 10-year period from 2014 to 2023 alone, the government received an aggregate of P200 billion in Malampaya royalties or an average of P20 billion per year.
“However, Malampaya is not just about government royalties. It is, more importantly, about the country’s energy independence and security,” Pimentel noted.
“We need indigenous gas supplies to reduce import dependence, and to insulate the country from harmful global
fuel price shocks,” he pointed out. Malampaya’s gas supplies were used to run major power plants in Luzon over the years.
Pimentel credited Malampaya operator Prime Energy Resources Development B.V for its bold initiative to extract fresh gas supplies and prolong the project’s productive life by at least another 15 years through Phase 4. Under Phase 4, Prime Energy expects to spend up to $600 million or P35 billion to drill two new production wells, and then hook them up to the Malampaya shallow water platform. Drilling is set for the second quarter of 2025, with the aim to deliver new gas by 2026.

to print 71m ballots for 2025 midterm elections

THE Commission on Elections (Comelec) will not print more than 71 million ballots for the May 2025 midterm elections.
This was according to Comelec
chairman George Garcia who said there are about 68 million registered voters nationwide, but the number will slightly increase as other Comelec satellite offices still have to submit their final lists of new voters.
“I would like to confirm to you that we have more or less 68 million voters nationwide. We already received reports coming from 93 percent of the election officers nationwide,” Garcia said in a
viber message.
“If ever there are additional, there would be a modest number of voters,” Garcia added.
“The poll body will only print ballots depending on the total population of the registered voters, including the ballots to be used in the overseas voting and the first Bangsamoro Autonomous Region in Muslim Mindanao parliamentary elections,” he explained.
“We are going to print the ballot one is to one. Meaning, we are not going to overprint the ballots because this is an automated election, unlike what happened in the past when there were excess ballots. Now, we will not print excess ballots,” Garcia stressed.
The event was also attended by PCG deputy commandant Rear Admiral Edgar Ybañez, PCG weapons communications electronics and information system command chief Rear Admiral Joeven Fabul, and other senior PCG officers and enlisted personnel.
The Starlink devices will be used to strengthen the PCG’s communication network, especially in remote and disasterprone areas where traditional communication systems are wanting.
The enhanced connectivity is expected to improve coordination during rescue and relief operations and strengthen the overall effectiveness of the organization’s maritime safety and security functions.
Barbers pushes measure creating AI ‘superbody’
SURIGAO del Norte Rep. Robert Ace Barbers on Sunday reiterated his call for the creation of a superbody to serve as a “guardrail” in the development, usage, and implementation of artificial intelligence (AI).
Barbers, overall chairman of the Quad Committee, said the Philippines needed a multi-agency regulatory body that would deal with AI evolution to enhance the skills of Filipinos, increase productivity of enterprises, and enhance competitiveness of the economy.
“Almost all countries in the world are already implementing national policies or laws on the continuous development of knowledge about AI. We Filipinos need to embrace AI because we cannot avoid it. We should not be left behind in these matters because it would have a big impact on our society, particularly in education, business, and economy,” Barbers stressed.
“The Department of Science and Technology, the University of the Philippines, and the Department of Education have crafted or are currently crafting their respective policies on AI, but we still have no national agency yet that would regulate it in a strategic and/or systematic manner,” he noted Barbers filed in March 2023 House Bill No. 7396 seeking the creation of a multi-agency to be known as the Artificial Intelligence Development Authority. IT IS as if the heavens cried for us. Days after the Chiz-baked “reconciliation” in Bicol where PBbM exchanged perfunctory pleasantries with FVPLeni in Sorsogon, Kristine triggered massive floods which inundated most of the region. Kristine devastated many more provinces over two days and nights of intense rains, even as the President seemed dazed while presiding over a command conference. Did the typhoon’s local name trigger memories?
Days before, VPISZD rained epithets against her president-partner with many describing her conduct as that of one who has become “unhinged.”
She made a rejoinder two days after. She is “unforgiving, unyielding and unbowed.” Accent the “unforgiving.”
She has a long memory, unlike many of us who tend to forget too soon and forgive too easily.
The choir of detractors from members of the HoR and other officials of government had best take note, and pray she never becomes president of the land.
Was she caught in a moment of uncontrollable anger when she talked about throwing the corpse of a president into the contentious WPS, the same corpse her father buried in a plot reserved for heroes of the Republic? Was she temporarily blinded by hate towards the son when she imagined herself wringing his neck? Lapsus lingual or deliberate?
I reviewed her Friday press conference, and also the one before that, and noticed how calm and composed she was. Even complaining about the air-conditioning twice was deviously used to highlight her father’s damning accusation against her former political partner.
She knew that her diatribes would shock the nation and multiply her enemies who have just been waiting for a reason to come out of their closets, thinking the time has become ripe. Yet she would remain unbowed. After all, she remains the constitutionally designated successor, and there are more than three years to go in that role.
She would not yield to them, whether to the QuadCom or to threats of impeachment. Let them try their worst, for all she could care.
If they should impeach her in the HoR, which they easily could, the Senate will have to try her, and there she would have another chance to display her unyielding character.
With elections just around the corner, there would be a new set of senators in the 20th Congress. She can count who would be with her, and who would not, as well as those who would tarry and weigh their judgment well according to the shifting winds of Philippine politics.
Meanwhile, she could work to derail the candidacies of those she has penciled as adversarial. There are many skeletons in the closets of some who are running for that once-august body. She can always ask Janet Napoles in prison. And all she has to do is expose them to deny them their hoped-for election under the Alyansa banner.
Just see where the floods hit hardest, despite massive flood control and riverdredging projects funded by pork and more pork.
I noticed how calm and composed the Vice President was.
For the next three years and eight months, she will be a thorn in their necks, a pain in their asses, a boil they cannot lance.
She is likely to remind people about the 20-peso-per-kilo rice, and our addiction to food imports, while prices remain high and life becomes more miserable.
She is likely to detail the fat commissions pocketed by legislators, and let the people realize how picayune the accusations against her on her handling of presidentially-approved confidential funds are in contrast. She can always use Mayor Benjie Magalong’s studied analyses as reference.
She is likely to compare the extent of the drug menace these days compared to her father’s past, and paint a picture of chaos and mayhem in our urban warrens.
Pushed to the wall, she has no other recourse than to push back, and trust her to do just that.
Thus far, the resident Rasputins in the Palace have executed their demolition jobs well with plenty of help from public funds. In coffee shops and the watering holes of the “Marites,” there are whispers about some white-skinned Rasputin directing the planned destruction of her and her family image to the point of no repair. They have been pretty good at their assigned mission, with a little help from the pinklawans who pine for lost glory and ride on the coattails of the Rasputins, but the lady has calculated her survival chances, and now she has started to strike back.
Where was it said that “heaven hath no rage like love to hatred turn, nor hell a fury like a woman scorned?”
As for the unyielding and unbowed Vice President, she should take comfort in what Nietzsche said that “what cannot kill you, can only make you stronger.”
Women in peace and security

THE Philippines is pleased to host an International Conference on Women, Peace and Security this week, gathering representatives from over 80 countries and our national and local officials, and partners from civil society, the private sector, and the academe.
This is a conversation profoundly important to the country and the global community.
Fully harnessing the power of women’s leadership in building peaceful, inclusive, and resilient communities worldwide is not a policy option, but a strategic necessity. The Philippines knows this for a fact. We take pride in Filipino women who have brokered peace processes and rebuilt communities in conflict areas. Miriam Coronel-Ferrer is the first woman in the world to sign a final peace agreement. We deploy women amongst Filipino troops in UN peacekeeping missions. The Conference will reflect on the gains nations have achieved in pushing frontiers for women as integral actors in peace and security processes and governance. It can contribute to revitalizing global consensus on this agenda, especially since the UN Secretary-General Antonio Guterres has flagged in his 2024 report, a slackening in momentum if not the reversal of gains, especially amidst the rise of conflict, displacement, and humanitarian emergencies in parts of the world. The vulnerabilities of women are amplified in these settings, and the impact of conflicts in Ukraine, Gaza, and Sudan has gender dimensions we should not ignore.
The Conference will need to take stock of these realities and recommit to putting women at the center of action, approaching them not as victims to assist, but as agents of resilience, source of solutions,
stewards of common good, and builders and keepers of peace.
There are remarkable successes and innovations of policies, strategies, and partnerships that have embedded the women in peace and security agenda as a vital part of governance in nations and regions. To date, 110 UN member-states have adopted a National Action Plan on Women, Peace, and Security. Thirteen (13) regions and sub-regional organizations have launched plans and strategies. Each of them has precious lessons and visions to share.
The scope of this conversation is broad and its relevance is farreaching.
For example, the experience of climate-vulnerable countries like the Philippines underlines the critical connection of climate security, disaster resilience, and women empowerment. Africa demonstrates the wisdom of inclusion policies to engage more women in formal decision-making roles. ASEAN and the Asia-Pacific strongly leverage networks of women leaders. UN funds and programs have bridged resource gaps and mainstreamed gender in their work on the ground, including in humanitarian operations, despite shrinking funds.
Can Comelec dismantle private armies?
CAN the Commission on Elections (Comelec) by its lonesome do the seemingly impossible, which is to dismantle the private armies of politicians?
Not by a long shot.
The poll body will have to issue a resolution to place the Philippine National Police (PNP) under its supervision and control and at the same time deputize the Armed Forces of the Philippines to bolster security measures for the coming May 2025 polls.
The 1987 Constitution empowers the Comelec to “deputize, with the concurrence of the President, law enforcement agencies and instrumentalities of the Government, including the Armed Forces of the Philippines, for the exclusive purpose of ensuring free, orderly, honest, peaceful and credible
elections.”
For Comelec chairperson George Garcia, it is imperative for private armies to be dismantled as the election nears so that candidates cannot use them to advance their own political interests, including coercing or intimidating the electorate to vote for them.
“We really want to dismantle all private armies. Private armies cannot exist at the time of the elections or even at the time of the campaign period,” he pointed out.
The Comelec has long called for intensified campaigns against private armed groups or private armies supposedly on the payroll of some candidates.
In a previous resolution, the poll body also urged authorities to look into private security agencies that are essentially acting as private armies of politicians.

The majority or 57% of respondents emphasize the need for platforms centered around providing sustainable livelihoods. Economic growth fueled by investment, which 44% of Filipinos consider crucial, is another significant priority. This focus on investments signals a shared understanding that only a thriving economy can lay a solid foundation for the nation’s future stability and prosperity. Investment-led growth not only opens the door to innovation and competitiveness but also makes the Philippines resilient in the face of global economic shifts. This resilience is an essential shield against the increasingly volatile geopolitical and economic dynamics we are currently facing.
Meanwhile, the fight against corruption holds strong significance for Filipinos. A remarkable 91% of respondents believe that those involved in corrupt practices should be held accountable while 41% want anticorruption as a critical campaign platform in the 2025 elections. This level of concern reflects a deep-seated demand for transparency, integrity, and accountability in public service.

would not hesitate to use all resources available to ensure that the voters are able to exercise their right of suffrage, that nobody is disenfranchised, and the people are not threatened or terrorized during the campaign period, on election day itself, or during the post-election period.
The Comelec should exhaust all efforts to ensure the conduct of peaceful and honest elections in May 2025. President Marcos has given the constitutional body clear instructions to ensure the safety and security of candidates and the public in the upcoming polls.
“How can the voters reflect their true sentiments if they are voting out of fear or because they were forced? That shouldn’t be the case. Voting should be voluntary on the part of our countrymen,” the Comelec chief said recently. We agree completely. The right of suffrage is guaranteed by our fundamental law, and the government should see to it that voters can exercise this right free from any obstacles and hindrances, including the use of private armed groups by unscrupulous politicians to impose their will on the electorate.

At 70%, the resounding sentiment is that pro-China candidates could compromise the nation’s security and autonomy. With a mere 1% seeing China as a trustworthy or beneficial partner for national development, it’s clear that Filipinos favor alliances with nations that respect our sovereignty, uphold democratic principles, and the rules based international order. The trust in allies like the United States (79%), Japan (50%), Canada (43%), and Australia (42%) reflects a shared vision for a stable and cooperative Indo-Pacific region, rooted in mutual respect and common values.
In these findings, we see a public both aware and engaged, yearning for leaders who prioritize national interests and work toward a prosperous, equitable, and resilient Philippines. This moment of reflection, however, is not just a fleeting glimpse of electoral preferences; it represents a collective aspiration. It’s a reminder that through our vote, we have the power to shape our country’s trajectory and hold our leaders accountable. In resonance with the people’s aspirations reflected in these surveys, the annual Pilipinas Conference will again convene on November 6-7 with the theme “Navigating a Complex Geostrategic Landscape: Building Resilience Through Cohesive Cross-Sectoral Collaboration in 2025.” This year’s assembly of international thought leaders from the government, private sector, diplomatic allies, civil society, and the academe promises to yet another constructively sincere exchange of sage solutions that will hopefully spark positive actions to responsively address the nation’s multifaceted challenges.

Party-list launches relief, rescue operations in Bicol after ‘Kristine’

Romualdez, the Ako Bicol party-list has launched an extensive relief and rescue operation in Bicol during typhoon “Kristine.”
Representative Zaldy Co said Romualdez answered Ako Bicol’s call for aid by dispatching 20 rubber boats, outboard motors, and essential rescue equipment, which were delivered via a C130 military aircraft.
The shipment, which arrived at the height of search-and-rescue operations in Bicol, included life vests, life buoys, traction ropes, and rope-throwing bags to strengthen local rescue efforts.
“These tools were vital as we faced severe flooding that displaced thousands of our countrymen. We are deeply grateful for Speaker Romualdez’s prompt action,” Co said.
The rescue equipment had been distributed to the Camarines Sur local government, 9th Infantry Division, Philippine Coast Guard, and Philippine National Police-Maritime Group which significantly beefed up their capability in conducting rescue missions across heavily affected areas.
Co cited the party-list distributed over 18,000 food packs across the region with 12,218 provided in coordination with the Department of Social Welfare and Development and 5,793 sourced from Ako Bicol’s resources.
The distribution reached 19 barangays, mainly in Albay, Camarines Sur, and Sorsogon, benefiting families in critical need.
India warns social media after airline bomb threats
NEW DELHI—India has warned social media platforms of “consequential action” after hundreds of hoax bomb threats to Indian airlines this month triggered travel chaos and terror it said threatened national security.
Some threats led to planes being diverted to Canada and Germany, and fighter jets scrambled to escort aircraft in the skies above Britain and Singapore.
The government called the spread of the threats “dangerously unrestrained”.
It warned social media platforms of “consequential action as provided under any law” if they do not comply with the “prompt removal of misinformation”.
“The instances of malicious acts, in the form of hoax bomb threats to such airlines, lead to a potential threat to the public order and security of the state,” it said in a statement on Saturday.
“Such hoax bomb threats, while affecting a large number of citizens, also destabilises the economic security of the country.” At least 275 bomb threats were made since mid-October, all reported to have been false, according to the Press Trust of India (PTI) news agency. Other Indian media suggest it could be as high as nearly 400.
“The exemption from liability for any third party information... shall not apply if such intermediaries do not follow the due diligence obligations,” it added.
Civil aviation authorities have had to check every flight that has been threatened, many by messages posted on X, formerly Twitter.
The government warning did not mention any social media company by name, but cited an advisory notice from the information technology ministry. AFP
NHA orders moratorium on housing payments
THE. National Housing Authority (NHA) is now implementing a monthlong moratorium on housing amortization and lease payments to all of its beneficiaries nationwide amid the devastation of severe tropical storm “Kristine.”
NHA general manager Joeben Tai said the moratorium will be automatically applied to beneficiaries throughout the country from Nov 1-30, while payment of amortization and lease shall resume on Dec. 1.
Delinquency or additional interest charges during the moratorium period until Nov. 30 will not be imposed, he clarifi ed.
Any penalties and interest charges incurred before Nov. 1 shall resume on Dec. 1.
“This policy measure is intended to offer relief and ease affected families’ financial obligations for a month as typhoon ‘Kristine’ extensively ravaged different parts of the country,” Tai said in a statement.
Beneficiaries are no longer needed to apply for the moratorium. Aside from its commitment to provide shelter programs, the agency is also dedicated to ensuring that vulnerable communities can recover and improve their living conditions amid calamities. Rio N. Araja
Comprehensive plans needed against flooding

Nograles has offered his thoughts on how to ease the flooding problem in Davao City especially after Typhoon “Kristine” battered the country. Some areas like Camarines Sur, Batangas and Cavite were devastated by floods.
The former Civil Service Commission chief noted that Davao City has the same concern over flood control and stressed that this issue must be addressed urgently given the rising frequency of extreme weather events that has been affecting the country.
“Our prayers go out to our countrymen in Bicol and all the areas in the country adversely affected by the effects of Typhoon Kristine, kasama po dito Ang ating mga government front liners at private sector volunteers na tumutulong po sa mga nasalanta,” he stated.
Nograles also warned that typhoons and rains hitting all parts of the country have increased in intensity in recent years.
“It is not only likely that Davao City will experience these extremely weather events. It is an inevitability. Given this reality, we have to address the flooding issues of Davao sooner rather than later and doing so will involve urgent public infra solutions as well as eco or green initiatives,” Nograles explained adding:
“In short, comprehensive dapat ang approach natin. Hindi puedeng reactive at piecemeal ang diskarte. Buhay at kabuhayan kasi ang nakasalalay kapag nagbabaha sa Davao City.” Nograles who is running against former President Rodrigo Duterte, his former boss, noted that the rise in water levels even in urban areas in Davao City has already become a pattern in recent years with downpours forcing evacuations and disrupting power delivery and transportation.
Taiwan: China deployed jets, drones after latest US arms sales
TAIPEI—China deployed fighter jets and drones as part of a “joint combat readiness patrol” around Taiwan on Sunday, Taipei said, hours after Beijing slammed the latest round of US arms sales to the island.
The US State Department on Friday approved a $2 billion arms sale package for Taiwan, including advanced surface-to-air missile systems and radar. The deal awaits approval by Congress.
Taiwan’s defence ministry said it detected 19 Chinese aircraft on Sunday, including fighter jets and drones, near the island over a nearly four-hour period as part of Beijing’s “joint combat readiness patrol” with warships.
It was the third such patrol reported by Taiwan’s defence ministry this month.
“Taiwan’s military closely monitored the situation with joint intelligence, surveillance, and reconnaissance systems, deploying aircraft, naval vessels, and shore-based missile systems as an appropriate response,” the ministry said.
It came a day after Beijing’s foreign ministry said the latest arms package “seriously violates China’s sovereignty
and security interests, seriously damages China-US relations, and endangers peace and stability” in the strait.
“China strongly condemns and firmly opposes it, and has lodged solemn representations with the US,” a ministry spokesperson said in a statement late Saturday. It added that Beijing would “take all necessary measures to firmly defend national sovereignty, security and territorial integrity”.
Taipei’s defence ministry expressed its “sincere gratitude” for the sale on Saturday, saying it would “help the military continue to improve its defence resilience and jointly maintain peace and stability across the Taiwan Strait”.
China claims Taiwan as part of its own territory and has refused to rule out using force to bring the island under its control.
Beijing maintains a near-daily presence of fighter jets, drones and warships around the democratic island, and held large-scale war games in its vicinity this month.
Earlier this month, Taiwan detected a record 153 Chinese aircraft in one day. The US is Taipei’s key partner and provider of weapons despite having no official diplomatic ties with the democratic island.

JAPAN voted on Sunday in its tightest election in years, with new Prime Minister Shigeru Ishiba and his juggernaut Liberal Democratic Party facing potentially their worst result since 2009.
Opinion surveys suggest the conservative LDP and its junior coalition partner risk falling short of a majority, a result that could deal a knockout blow to Ishiba.
The 67-year-old former defence minister took office and called a snap election after being narrowly selected last month to lead the LDP, which has governed Japan for almost all of the past seven decades. But voters in the world’s fourthlargest economy have been rankled by rising prices and the fallout from a party slush fund scandal that helped sink previous premier Fumio Kishida.
“I made my decision fi rst and

Ohtani suffers shoulder injury in Dodgers’ win over Yankees

Japanese star Shohei Ohtani suffered a partial shoulder dislocation during the Los Angeles Dodgers’ World Series 4-2 win over the New York Yankees on Saturday, the team confirmed.
Dodgers manager Dave Roberts said Ohtani had been diagnosed with a “little left shoulder subluxation”—defined by the US National Institutes of Health as a partial or incomplete dislocation— after he attempted to steal second base in the seventh inning.
Ohtani will undergo MRI scans to determine the severity of the injury but Roberts said he was “encouraged” after an initial examination of the superstar leadoff man, adding that he expects Ohtani to feature in the rest of the series.
“He had a little left shoulder subluxation, so we’re going to get some tests at some point tonight, tomorrow, and then we’ll know more in the next couple days,” Roberts said.
“But the strength was great. The range of motion good. So we’re encouraged. But obviously I can’t speculate because we don’t get the scans yet. Once we get the scans, we’ll know more.
“Again, with the strength, the range of motion good, that’s certainly a positive.”
Ohtani was thrown out attempting to steal second base to end the bottom of the seventh.
He appeared to jar his left shoulder as he stretched to slide and stayed on the ground in pain, signalling for help from the team.

Tolentino expressed optimism about the Filipino athletes’ ability to prepare for the 33rd Southeast Asian Games, which Thailand will host late next year.
“We have ample time and plenty of opportunities,” Tolentino said on Sunday from Bangkok, where he attended the SEAG Council Federation meeting that finalized the official dates, sports, and events for the biennial regional games.
The opening ceremony is scheduled on December 9, and the closing ceremony will be on December 20. The games will take place in Bangkok, Chonburi, and Songkhla.
Some 581 events across 50 sports and three demonstra-
tion sports, including tug of war and ultimate (frisbee), are on the program.
The Philippines clinched the overall championship in the 2005 and 2019 editions, which it hosted. However, the country finished fourth and fifth in the recent editions held in Vietnam (2022) and Cambodia (2023), respectively.
“Coming off our Olympic success in Paris and with the growing enthusiasm of our national sports association to make their marks in the SEA Games, our national federations and athletes have enough time to prepare and contend in Thailand,” Tolentino said.
He also said that the goal is to participate in as many sports as possible in Thailand.
“If possible, all sports,” he said.
Tolentino is encouraging national sports associations to religiously adopt the tried and tested template that produced the country’s first Olympic gold medalist, weightlifter Hidilyn Diaz-Naranjo, in Tokyo 2020 and double gold medalist, gymnast Carlos Yulo, in Paris 2024.

THE Philippine national women’s football team showed that it has gotten better as it pulled off a 3-0 beating of Jordan on Saturday evening (Manila time) in the Pink Ladies Week tournament in Antalya, Türkiye. Goals from Sarina Bolden and Katrina Guillou made this happen and coach Mark Torcaso said better things are in store for the world no. 39thranked Filipinas.
It was the Philippines’ first win over Jordan since its 2-1 triumph in the 2018 AFC Women’s Asian Cup group stage, where Bolden scored the winning goal in the 76th minute. The Philippines will next face Kenya on Wednesday at 9 p.m. (Manila time).
“We have built on this for six to 12 months, to make sure that we’re really good at it. So, it’s really a good time and interesting,” said Torcaso, in toppling the world no. 74 ranked Jordan. Bolden, a Filipino-American forward now on her sixth year with the Filipinas, started the Filipinos’ bid with with a header with just two minutes in the game on an assist by Janae DeFazio.
The debuting DeFazio is a FilAmerican coming off a stint with the with the Kansas City Currents.
A second goal came from Bolden, this time off a penalty in the 68th minute. Guillou provided the third goal a nd sealed the win through another penalty in the 77th minute after Quinley Quezada got fouled.
“We’re getting better and better. We always have a winning mentality,” said Torcaso.
The Filipinas are playing their first international match since facing South Korea in Icheon last April.
“It’s going to take some time to build our playing style, but the most important thing is we got a win,” said Torcaso.

Edwin Bautista: Master storyteller and debater

DON’T even think of arguing with Edwin Bautista, president, chief executive and director of Union Bank of the Philippines.
Getting the upper hand in a verbal joust with him is next to impossible because he was a champion debater back in college days at the De La Salle University.
On graduation day, the DLSU conferred to him its very first Brother Gabriel Conon Award for being the Most Outstanding Graduate, on top of a leadership award.
Bautista completed his Mechanical Engineering course at DLSU, then obtained a Master of Business Administration from Harvard.
He has been at the helm of multiple companies. He is chairman of City Savings Bank Inc. and sits at the board of nine other companies.
The man is also a master storyteller, another asset in his arsenal of strengths that empowered him with the ability to “relate and connect with people from all walks of life.”
Bautista launched his corporate journey as a brand manager of Procter & Gamble, later president of the International Exchange Bank which eventually merged with Union Bank.
He joined UnionBank in 1997 as senior vice president, performing crucial roles in transaction banking, credit cards, retail banking, auto and mortgage, corporate product banking and digital banking.
UnionBank eventually embarked on a vigorous digitalization program, giving rise to UBX, a financial technology company offering open finance solutions.
Bautista explained that UBX was designed to explore “emerging technologies such as distributed ledger technologies or the token economy, engage fintechs to learn more about the financial landscape’s future direction, and make technology its core to deliver platforms where financial services can be embedded”.
In retrospect, UnionBank was initially jittery about the digital transformation endeavor and even hired a top management consultant group to help foresee what the immediate future holds for the company.
“Their conclusion and recommendations hit us like a bullet because they said the only way forward was to digitize or perish. What we expected to be a strategic plan overhaul became an existential threat,” Bautista told the CEO Magazine in an interview.
“In 2016, we started the biggest preparation for disruption via our digital transformation. Back then, we anticipated that customer behavior and needs would drastically change due to the rapid acceptance of mobile digital technology such as smartphones, smartpads, the
use of apps and so on,” he said.
It turned out that the digitalization move was a game changer—and a winner—for UnionBank, and this was made more pronounced during the COVID-19 pandemic.
While most Philippine banks reeled under the debilitating effects of the pandemic, UnionBank stayed the course on account of its digital transformation that powered its shift to online operations, defying the pandemic.
With the enhanced quarantine in effect, UnionBank quickly shifted to work-from-home arrangements. “In the beginning, 90 per cent of UnionBankers were working from home, including our operations team, marketing team and customer service team. Remarkably, all major bank operations continued to run very smoothly,” he said. Bautista shares some words of wisdom. “History is written by the victors. So we only write about our successes and never failures. But in reality, I think, I wouldn’t say failures in the negative sense, but failures that serve as stepping stones to success.”
TeaM Energy turns over Sual plant to gov’t

TEAM Energy Corp. turned over the 1,200-megawatt Sual Coal Fired Thermal Power Plant (CFTPP) to the government last week through state-run Power Sector Assets and Liabilities Management Corp. (PSALM).
The company said it completed the plant turnover on Oct. 25, 2024, with the expiration of the cooperation period of the Sual independent power producer contract dated May 20, 1994.
It said the plant was built under a build-operate-transfer (BOT) scheme with the national government, then represented by the National Power Corp. (NPC).
San Miguel Power Inc. (SPI), a subsidiary of San Miguel Global Power (SMGP), received the facility from PSALM on the same day of TeaM Energy’s transfer of the Sual CFTPP to NPC and PSALM.
“We completed last Oct. 25 the turn-over of the Sual Power Station to NPC and PSALM,” said Team Energy officer-in-charge Mitsuhiro Kojima in a statement.
“For the past year, there has been close coordination with NPC, PSALM and Sual Power Inc. (SPI) to ensure a seamless transition process.
The plant has been turned over in excellent condition, ready to continue
generating electricity for the Luzon grid,” he said.
SPI is the independent power producer administrator (IPPA) of the TeaM Energy-operated Sual facility, pursuant to the IPPA administration agreement between SPI and PSALM. SPI’s IPPA administration agreement with PSALM ended on the day of the transfer of the plant to PSALM from TeaM Energy, giving it the right to take ownership of the plant.
“For more than 25 years, the Sual Power Station has contributed to the development of the Philippines by generating reliable, cost-effective energy that has energized homes, factories, offices, schools and hospitals,” Kojima said.
“The TeaM Energy organization is especially proud to have done its share in helping the Philippines recover from the COVID-19 pandemic despite the challenges and obstacles we faced in running the plant during those days,” he said.

The company said it is excited about the introduction of the Outlander PHEV, a move that aligns with the global trend towards sustainable mobility.
“The Outlander represents a significant step forward for Mitsubishi in the Philippines. “We are now reevaluating our strategy and seeking approval from our headquarters to expedite the launch of the Outlander in the Philippines,” he said MMPC is also optimistic about its overall sales performance for 2024. The company aims to sell over 90,000 units, driven by the strong performance of its existing models and the potential for model introductions.
The company considers expanding the production of the Mirage model, depending on market demand and sales momentum. “The current momentum is positive, and we are seeing healthy growth in the overall market,” Imaeda said.

These funds are meant for the reconstruction, rehabilitation or repair of damaged roads, bridges and buildings, after every calamity.
The funds will also be used to deliver the immediate needs of affected communities through the provision of food packs, first aid and medicines, temporary shelters, emergency needs and other necessities.
The DOF said among the additional funds that the government could readily tap are unprogrammed funds; the $500-million standby credit line, a Rapid Response Option (RRO) facility and several contingent emergency response components from the World Bank; and a post-disaster standby financing from Japan.
These funds will be immediately withdrawn and released once the na-
tional government decides to access them.
As part of the country’s Disaster Risk Finance strategy, the Bureau of the Treasury (BTr) is also ready to file a claim under the National Indemnity Insurance Program (NIIP) for the repair and rehabilitation of public schools damaged by Typhoon Kristine.
The DOF said it would continue to capacitate LGUs’ disaster preparedness and response efforts as well as climate adaptation initiatives through the People’s Survival Fund (PSF).
Through the Bureau of Local Government Finance (BLGF), it will also push for more micro-insurance coverage for the vulnerable populations of the LGUs in the corridor of natural calamities year in and year out.
STATE-RUN Philippine Amusement and Gaming Corp. (PAGCOR’s) said it launched a massive relief drive for areas affected by Typhoon Kristine, sending out an initial 5,000 relief packs on Thursday from a total of 53,000 packs it prepared.
The relief packs will be dispatched to hard-hit communities in the Bicol Region, Northern Luzon and CALABARZON, said PAGCOR chairman and chief executive Alejandro Tengco.
“Since Oct. 24, our volunteer teams have been working tirelessly and preparing thousands of relief goods for distribution to
flooded communities,” he said.
“Many of the major roads to these areas were not passable at the height of Kristine’s onslaught so we had to wait a bit for the floods to subside, but were able to ship out the first batch of relief items even while the storm was still lashing out parts of the country,” he said.
Lipa City in Batangas was the first to receive relief aid from the state gaming agency on the night of Oct. 24, as roads there were already passable. The city government received 2,000 food and non-food packs for distribution to affected locals.
PAGCOR also donated on Friday 3,000 relief packs to former Vice President Leni Robredo’s Angat Buhay Foundation. The food and non-food items will be distributed in Naga City which suffered devastating flash floods after the Bicol River overflowed.
“This is just the start of our massive relief drive for Kristinehit areas,” Tengco said. “Coordination with various local government units and other government agencies like the Office of the Civil Defense is ongoing to ensure the safe and prompt delivery of PAGCOR’s aid to displaced communities.”
STATE-RUN Social Housing Finance Corp. (SHFC) announced a one-month moratorium on monthly payments for beneficiaries affected by Typhoon Kristine. It said the move aims to provide immediate relief to families who have been severely impacted by the storm’s devastation.
“We are monitoring the situation closely and are committed to extending the necessary support to help our beneficiaries recover from this calamity,” said SHFC president and chief executive Federico Laxa.
“We are hoping that this deferment of housing payments will alleviate the financial burden on affected communities,” he said.
The moratorium is in response to the directive of Department of Human Settlements and Urban Development Secretary Jose Rizalino Acuzar to provide immediate relief and recovery efforts for affected families,
PLDT deploys teams to restore telco services
PLDT Inc. and Smart Communications Inc. (Smart) said they are rapidly restoring fixed and wireless networks in areas where commercial power returned following the impact of Typhoon Kristine.
“Our network repair teams are continuing to restore connectivity to areas such as Batangas, Cavite, Laguna and Camarines Sur, where commercial power has come back,” said Cathy Yang, first vice president and group head of corporate communications at PLDT and Smart.
“While the extent of damage to the lines leading to individual homes affect the speed of network restoration, PLDT and Smart are committed to reconnecting affected communities as quickly as possible,” she said.
Through the Alagang Kapatid Foundation Inc (AKFI), the PLDT Group facilitated the delivery of relief supplies including food and medicine to employees directly affected by the typhoon.
Two batches of these supplies were delivered to Naga City Friday afternoon via chartered flights. AKFI trucks are en route to Naga City with more relief goods. To support the affected communities, individuals can contribute online donations through the QR code of AKFI and PLDT Group’s fintech unit Maya.

PH auto industry targets 500,000 sales this year

THE Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI) expects the local automotive industry to sell 500,000 vehicles this year.
The figure is higher than its initial target of 468,000 by end-2024.

US Department of Treasury vows to sustain support for PH

THE Department of Finance secured the US Treasury support to boost the Philippines’ tax and customs administration.
The commitment was conveyed by US Treasury senior officials led by Undersecretary Jay Shambaugh during a high-level meeting with Finance Secretary Ralph Recto on Oct. 24, 2024 in Washington D.C.
The US Department of the Treasury noted that since 2015, it had provided technical assistance to the Bureau of the Treasury (BTr) to help increase the Philippines’ domestic debt market liquidity and resilience.
It paved the way for an improved primary dealer system, new liability management instruments and a modern financial market infrastructure for
government securities.
Building on this success, both parties are exploring more potential partnerships to improve the country’s fiscal management. These include the possible collaboration for new debt-for-nature and debt-for-climate arrangements to finance the Philippines’ global climate commitments.
Since 2022, the Philippine and US governments concluded two debt-fornature swaps worth $40 million, allowing the redirection of Philippine debt payments owed to the US towards forest protection, biodiversity conservation and climate action.
Recto highlighted the Philippines’ robust economic outlook and the business-friendly reforms during the meeting. He identified key sectors ripe for
US investments, particularly defense and security, following the Philippine government’s enactment of the SelfReliant Defense Posture Revitalization Act which aims to boost local defense industries, enhance military modernization efforts and foster partnerships with allied nations.
Recto also underscored the Philippines’ strategic advantage as the US’ key security partner, citing both nations’ longstanding alliance and the Mutual Defense Treaty. He said the recent Trilateral Partnership between the US, the Philippines and Japan strengthens the country’s position as a premier hub for American businesses, particularly in high-value industries such as semiconductors, renewable energy, power grids, telecommunications, data centers and cybersecurity.

PEOPLE find comfort in lyrics and melodies, that is why, when it comes to heartaches and breakups, music often becomes a powerful ally. It’s for the same reason that many Filipinos turn to the soothing melodies of Original Pilipino Music (OPM), with its emotional yet relatable lyrics becoming soundtracks to countless heartaches.
In the world of OPM and its relatable lyrics, we could list a hundred names of local artists who have resonated with their listeners for decades. But for sure, “Asia’s Diamond Soul Siren” Nina’s name would definitely be there.
From her classic songs “Someday” and “Jealous” to her hit song covers of “Love Moves in Mysterious Ways” and “Through the Fire,” Nina has become the singer you hear on every radio station every day. A lot of OPM listeners might agree that on her long list of songs, there’s one track they can relate to and somehow feel like a warm hug on a cold night.
Hearing this, Nina felt touched that her hits have become someone’s go-to song during heartbreak and difficult times.
“It’s very heartwarming to know that every time they feel an emotion or experience something in their lives—happiness, sadness, thrill, excitement—I’m the first one they think of. WITH the recent hosting of the International Health and Wellness Tourism Congress (IHWTC) by our Department of Tourism (DOT), the country is positioning itself to become the premier health travel destination in the AsiaPacific region.
Held at the Grand Hyatt Manila in Bonifacio Global City, the event attracted delegates from 38 countries interested in exploring the potential of medical and wellness tourism in our country.

With the theme “Aruga,” which means care or nurture, the IHWTC showcased the country’s unique blend of advanced healthcare services and deeply rooted wellness traditions.
In her welcome remarks, Sec. Frasco stressed the Filipino spirit of malasakit, or compassionate care, as a defining characteristic of the country’s wellness tourism. She further highlighted that Filipinos are always willing to go the extra mile to put the needs of others above their own, the foundation of the country’s wellness practices and hospitality.

massage, focusing on the head, back, and feet, allowing them to feel the therapeutic touch of traditional Filipino wellness techniques for relaxation and overall well-being. Of course, I queued up for my 15-minute share of “heaven.” DOT Director for Product Development Paulo Tugbang declared the promising prospects of our share of Health and Wellness Tourism. In the Medical Tourism Index published by the Medical Tourism Association, we are number 24 globally and number 3 in the ASEAN region. This index ranks countries according to the quality of care patients receive and the attractiveness of the destination for medical tourism.
DOT recently partnered with the Department of Health and TIEZA to establish Tourist First Aid facilities in our country’s top destinations – Boracay, Panglao, Siargao, and El Nido. We also now have a Medical Tourism Concierge service at Manila’s international airports, to offer assistance to arriving medical tourists. Certainly, we’re now on our way to the top of the list! He pointed out that achieving this potential requires world-class infrastructure, accreditation and standards, talent development, holistic wellness experiences, and public-private partnerships. The exhibit area of the Congress gave guests a unique opportunity to experience the healing traditions of the country through interactive booths that engage the senses of taste, smell, and touch.
For the taste component, there was a tea bar that offered the flavors of traditional Filipino teas, including salabat (ginger tea), sambong tea, and pandan tea. At the Tea Blending Station, guests could create their own custom tea blends using a selection of Filipino herbs and spices. In addition to such experience, there were guided tea tasting sessions where participants learned about the unique flavors and health benefits of these local teas, deeply rooted in Filipino wellness traditions. Vegan and plant-based products were also offered at the exhibit.
I enjoyed the Aromatherapy Station which offered visitors the chance to indulge in the soothing scents of essential oils derived from native Filipino plants and flowers, covering the smell component. From the calming aroma of the Ylang-Ylang to the invigorating scent of calamansi, the station proved that the natural fragrance of our country’s rich flora can, indeed, provide a relaxing experience.

THE LEGO Group, in partnership with Ban Kee Trading, Inc., opened a new LEGO Certified Store at the Ayala Manila Bay on Oct. 26, offering a fresh destination for LEGO fans and families to experience interactive play and unique Filipino-inspired designs.
The grand opening featured elements that celebrate Filipino culture.
“We wanted to incorporate what makes our Filipino culture unique into the in-store experience,” said Justin Bautista, sales and marketing manager at Ban Kee Trading. “Filipinos value strong family bonds and a sense of community, so we’ve infused these elements into the store experience, creating an environment that feels welcoming and familiar.”
Among the store’s highlights is the Philippines’ first LEGO Passport, available exclusively at the Manila Bay location for two weeks following the opening. Fans can collect stamps by visiting LEGO stores and sharing photos online. A mural honoring Filipino heritage, including landmarks like Mt. Mayon and the Baguio Lion’s Head, also decorates the store.

This year, NUSTAR Resort and Casino in Cebu brought community members, local changemakers, and Sistema Pilipino scholars together for an event combining festivity with purpose. NUSTAR shows its commitment to meaningful celebration, standing as a community pillar in Cebu by bringing people together for a season of shared joy and warmth. Held on Oct. 25, NUSTAR’s Tree Illumination: The Installation of Stars is an annual event symbolizing values like love, hope, peace, and joy, represented through five symbolic stars. This year, Star Bearers—individuals who embody these virtues—were chosen to place the stars on the tree, honoring the deeper meaning of the season.
NUSTAR’s COO Alan Teo completed the ceremony by placing the fifth star, emphasizing unity and community, values that guide NUSTAR’s holiday programs.
The event highlighted NUSTAR’s commitment to community engagement. Inviting changemakers who represent each value, the property acknowledged individuals who impact their fields and embody the spirit of each star.
Joined by Sistema Pilipino scholars, these figures placed stars on the tree, a tradition that reinforces the purpose behind the festive season: connecting tradition, community, and shared values. The Atrium’s lighting symbolized NUSTAR’s commitment to fostering hope, joy, peace, and love for patrons and the community.
NUSTAR’s support for the local community runs deep, bolstered by its foundation, Universal Cultural Foundation Inc. (UCFI). This year, UCFI contributed to Sistema Pilipino, a nonprofit that nurtures young musical talent in Cebu and across the Philippines. Through scholarships, NUSTAR empowered young musicians to pursue their talents—a reminder of how the season can be about supporting others.
As NUSTAR’s Assistant Vice President for Business Development, Katrina Mae de Jesus, explained, “Sistema Pilipino is a local NGO that supports culture and the arts. All our performers are from that group. As a commitment, we are providing scholarships for the members.”
