GOV’T, CHR SHOULD BUILD CASE VS. RODY—EX-IBP HEAD

SAYS DUTERTE’S ADMISSION DURING SENATE HEARING ‘VERY CLEAR’

THE Department of Justice, the National Bureau of Investigation and the Philippine National Police should partner with the Commission on Human Rights to build a case against former President Rodrigo Duterte over the extrajudicial killings during his administration’s bloody war on drugs, a former head of the Integrated Bar of the Philippines said.

“His (Duterte’s) admission was very clear,” former IBP president Domingo Cayosa told Teleradyo Serbisyo in an interview.

Duterte earlier told the Senate Blue Ribbon Committee that he claims full legal responsibility for his campaign against illegal drugs as he also admitted maintaining a death squad in Davao City.

Senate President Francis Escudero earlier called on families of alleged EJKs to file cases against Duterte based on the latter’s admission during the Senate hearing.

The former President also confirmed he instructed police to “encourage” drug suspects to resist arrest, thus allowing officers to kill them and avoid the long process of prosecution.

Manila Rep. Bienvenido Abante Jr. and Laguna Rep. Dan Fernandez said the DOJ should leverage the Quad Comm’s findings to build strong cases against those who orchestrated the summary executions of drug suspects, among others.

“If the DOJ asks that we could turn over documents [on the EJK probe], we will do it,” Abante.

OMBUDSMAN EXPLAINS RULING ON ERC’S DIMALANTA DECISION

THE Office of the Ombudsman on Saturday explained its decision  to lift the sixmonth preventive suspension it imposed against  Energy Regulatory Commission (ERC) chairperson Monalisa Dimalanta.

In an order dated October 22, 2024, the Ombudsman on its own volition lifted the August 20, 2024 order of preventive suspension issued against Dimalanta who was denounced for her agency’s failure to recalculate Manila Electric Com-

pany (Meralco)’s distribution rate.

Dimalanta filed a motion for reconsideration against the preventive suspension order, the Ombudsman stated.

In her appeal, Dimalanta questioned why she was the only one

charged when the ERC being  the regulator is a collegial body and that the chairman cannot make decisions for the agency alone.

In explaining its move to lift the suspension order, the Ombudsman said that on October 1, 2024 it denied Dimalanta’s motion for reconsideration “considering that there was sufficient basis for the issuance of the preventive suspension.”

“For clarity, a distinction must be made between the Resolution denying the MR (motion for reconsideration) and the Order lifting the preventive suspension,” the Ombudsman stated, notint that

“preventive suspension is merely a preventive measure, a preliminary step in an administrative investigation.”

“The purpose of the suspension order is to prevent the accused from using his position and the powers and prerogatives of his office to influence potential witnesses or tamper with records which may be vital in the prosecution of the case against him.”

The Ombudsman explained that pursuant to law and jurisprudence, it is explicitly authorized to issue a preventive suspension order under Section 24 of RA 6770 when two conditions are met.

THE National Capital Region Police Office (NCRPO) reported that the observance of All Saints’ and All Souls’ Day in Metro Manila was generally peaceful and orderly.

MMDA SIGNS ACADEMIC PARTNERSHIP

THE Metropolitan Manila Development Authority (MMDA) has signed an agreement with Manuel L. Quezon University (MLQU) to offer academic degree programs for its staff.

The agreement was signed by MMDA Chairman Don Artes, Assistant General Manager for Finance and Administration Maria Carolina Salgado, MLQU Executive Vice President Mary Antoinette Lucille Ortile, and Vice President for Academic Affairs John Joseph Fernandez at the MMDA Head Office in Pasig City. Artes said the partnership between MMDA and MLQU provides a valuable opportunity for the agency’s staff to pursue professional development and career advancement.

Under this agreement, 15 MMDA personnel will be enrolled in a Bachelor of Science in Business Administration with a major in Financial Management, while another 15 employees will begin studies in the Bachelor of Science in Criminology program at the start of the Academic Year 2024-2025.

HEALTH EXPERTS RAISE ALARM ON RISING OBESITY IN PH

HEALTH experts in a discussion held last October 26 raised alarm over obesity, which may cause a silent disease called Metabolic-Associated Fatty Liver Disease (MAFLD). Angelo Lozada, president of the Hepatology Society of the Philippines, said individuals who have risk factors, such as hypertension, diabetes, and obesity, may develop a fatty liver.

Moreover, he noted that people in their 30s are more at risk of MAFLD as these individuals are already suffering from high cholesterol, sugar, and triglycerides.

People tend to focus on, for example, their hypertension or their cholesterol, but they tend to forget that these things can actually have an effect on the liver, which is making it fatty,” Lozada said. PAOCC EXPLAINS PARTICIPATION IN RAID VS. ALLEGED MALATE POGO

THE Presidential Anti-Organized Crime Commission (PAOCC) clarified its noninvolvement in a recent raid on a Philippine offshore gaming operator (POGO) in Malate, distancing itself from reports linking the commission to the operation.

In a statement,  PAOCC  said it was neither consulted nor informed about the raid, which was led by the Philippine National Police-National Capital Region Police Office (PNPNCRPO) and the Philippine National Police-Anti-Cybercrime Group (PNP-ACG).

The commission also took issue with descriptions of the raided site as the “Mother of All POGOs,” underscoring that it had no involvement in the investigation and would not issue further statements about the matter.

“We never release any foreign nationals caught in POGOs because all our operations are always properly coordinated with the DOJ IACAT (Department of Justice’s Inter-Agency Council Against Trafficking) and the Bureau of Immigration,” it added.

The Bureau of Immigration (BI) on Saturday meanwhile denied receiving 69 foreign nationals for custody who were reportedly arrested by PNP in the Malate raid.

In a statement, BI Commissioner Joel Anthony Viado said that at this time, the BI has not yet received official custody of these individuals.

AFAB ISSUES STATEMENT ON RAID AGAINST ALLEGED ‘BLACK MARKET BANKING’

THE Authority of the Freeport Area of Bataan (AFAB) has released a  statement on Central One Bataan Ph Inc., a company registered in the Freeport Area of Bataan (FAB) in Bagac, Bataan.

The AFAB said that they regularly conduct inspections of businesses within the area in collaboration with other government agencies, to ensure compliance with established guidelines and conditions.

The AFAB also confirmed that it is aware of the coverage of news outlets indicating that Central One was the subject of a search warrant

issued by the court and executed by the Presidential Anti-Organized Crime Commission. However, AFAB said it has not yet received official copies of the warrant or any related documents regarding the incident.

The AFAB stated that they will issue an official statement once they receive the necessary documents or after consulting with relevant government agencies.

Earlier, the Presidential Anti-Organized Crime Commission (PAOCC) that the agency raided facility in the Bataan freeport zone might be involved in “black market banking,” calling its operations “unusual.”

In a radio interview, PAOCC Director Winston Casio made the comments while discussing the CentroPark site in Bagac, operated by Central One Bataan PH Incorporated, which raised alarms about potential engagement in illicit financial activities.

“We may be witnessing indications of underground banking practices here, which is not typical for a legitimate business,” he remarked on Radyo 630, referring to the discovery of numerous mobile phones allegedly used for processing payments.

Moreover, Casio shared that authorities conducting the raid were

able to apprehend three Chinese nationals, who allegedly served as the owners of POGOs in the facility.

Casio also stated that five other foreigners remained at large and authorities were already on the lookout.

“We have requested to the Bureau of Immigration, where we sent a letter asking for an alert status for the foreign nationals who were not apprehended,” Casio said in Filipino.

The raid, conducted on Thursday with support from various law enforcement agencies, was executed under the authority of a search warrant issued by a Bulacan court.

LAWMAKERS SAY HIGH-PERFORMANCE RATINGS OF SPEAKER ROMUALDEZ ‘EXPECTED’

LAWMAKERS on Saturday said the high trust and performance ratings Speaker Ferdinand Martin G. Romualdez received in the most recent OCTA Research survey were expected, emphasizing that they have a “very hard-working Congress.”

House Assistant Majority Leaders Amparo Maria Zamora of Taguig City, Paolo Ortega of La Union, and Jay Khonghun of Zambales all agreed that the latest survey reflects Speaker Romualdez’s well-deserved high trust and performance ratings, attributing them to his work ethic, commitment, and effective leadership.

Zamora stated that Speaker Romualdez’s dedication to his role and diligent approach have been vital in driving the House of Representatives productivity and in earning the Filipino people’s trust.

“Speaker Romualdez is a true workaholic who never stops striving to improve the legislative process,” Zamora remarked.

People trust him because they see how much he invests in understanding and addressing their needs,” Ortega said.

The recent survey by OCTA Research revealed that Speaker Romualdez has an overall trust rating of 61 percent and a performance rating of 62 percent.

Khonghun added that these ratings reflect the Speaker’s success in establishing an efficient legislative process and empowering his colleagues.

“We are led by someone who values hard work and leads by example...The people see this, and that’s why they trust him,” Khonghun stated.

AIR FORCE PROBING TRANSPORT AIRCRAFT MISHAP IN BATANES

THE Philippine Air Force (PAF) said it is investigating the incident involving a C-295 transport aircraft that skidded off the runway after its nose landing gear detached while landing at the Basco Airport in Batanes province on Friday afternoon.

“On or about 3 p.m., Nov. 1, 2024, a C-295 aircraft of the PAF on an HADR (humanitarian assistance disaster relief) mission carrying essential relief supplies encountered an incident while landing in Basco Airport, Basco, Batanes,” PAF spokesperson Col. Ma. Consuelo Castillo said in a statement late Friday. An investigation is ongoing and nothing is conclusive as to the cause of the incident, Castillo said, noting that the aircraft’s pilots and crew are safe. She assured that despite the mishap, the Air Force will continue its relief operations in Batanes and other areas severely affected by recent weather disturbances.

“The PAF assures the public that despite this incident, our commitment and selfless duty to conduct rescue and relief operations in Batanes and all other typhoonaffected areas will continue by all other means,” Castillo said. The Armed Forces of the Philippines (AFP) likewise assured that essential supplies would be transported to affected communities despite the incident.

BI: 12% SPIKE IN INTERNATIONAL TRAVEL ON ALL SAINTS’ DAY

THE Bureau of Immigration (BI) recorded a 12 percent increase in international travel amid the observation of All Saints’ and All Souls’ Days.

In a statement, the BI reported that it processed 167,538 passengers on Oct. 31 and Nov. 1, higher than the 149,257 recorded during the same period in 2023. It noted that the influx, fueled by the “Undas” season, brought high passenger volumes to major Philippine airports, particularly on those two days.

On Oct. 31, BI recorded 41,078 arrivals and 43,341 departures across the country.

The Ninoy Aquino International Airport (NAIA) Terminal 1 processed 14,010 arrivals and 15,666 departures, while Terminal 3 saw the highest volume with 19,223 arrivals and 20,495 departures. On Nov. 1, the BI recorded similar international traffic with 42,858 arrivals and 40,261 departures. NAIA Terminal 1 saw 14,931 arrivals and 13,381 departures, and Terminal 3 handled 19,136 arrivals and 19,431 departures.

Earlier, the BI deployed 58 newly appointed immigration officers across key airports, as well as its rapid response and augmentation teams, to provide more manpower during the peak season.

CEBU PACIFIC ANNOUNCES TRANSFER OF CEBGO FLIGHTS TO TERMINAL 2

CEBU Pacific (CEB) announced on Saturday that starting November 7, 2024, all flights of its sister airline Cebgo (DG) to and from Manila will move from Ninoy Aquino International Airport - Terminal 4 to Terminal 2.

The affected routes include flights to and from Busuanga, Caticlan, Cebu, Legazpi, Masbate, Naga, San Jose, Siargao, and Surigao. CEB management stated that all CEB (5J) flights will continue to operate out of NAIA Terminal 3. Terminal 4, also known as the Manila Domestic Passenger Terminal, will temporarily close for renovations starting November 6. This is part of an ongoing terminal rehabilitation and reshuffling initiative led by the private airport management company, New NAIA Infrastructure Corp. (NNIC).

CEB advises all passengers to check their itinerary receipts and boarding passes to confirm their flight numbers and terminal assignments. Passengers should also allocate extra time when traveling to the airport to ensure a smooth check-in and boarding process. TRUMP, HARRIS CLASH OVER RHETORIC AS THEY BATTLE FOR SWING STATE VOTES

MILWAUKEE — US Vice President Kamala Harris and election rival Donald Trump traded barbs across battleground states Friday before converging on Wisconsin’s biggest city for competing rallies, a dramatic split-screen image in the final days of a volatile presidential race.

With political heat reaching a boil ahead of Election Day November 5, Trump faced criticism for violent rhetoric targeting a high-profile Republican supporter of Harris, who lambasted him for the provocative attack.

More than 70 million Americans have already cast their ballots — 45 percent of the 2020 total — ahead of Election Day on Tuesday. Opinion polls show Trump and Harris running dead even, with victory depending on who prevails across the seven swing states.

Both held a full day of campaign events, with Harris attending rallies and visiting a union hall in Wisconsin while Trump stumped for votes in neighboring battleground Michigan.

PARIS — A French court sentenced a graphic artist who worked on beloved animated feature films for Pixar and Disney to 25 years in jail for ordering the livestreamed rape of preteen girls in the Philippines.

The Paris court found Bouhalem Bouchiba guilty of complicity in the rape of hundreds of girls and in human trafficking and of viewing child pornography online.

Bouchiba, 59, had confessed to the charges during the four-day trial.

“I am aware of everything I did. I ask the victims’forgiveness,”he told the court.

Bouchiba worked at the Pixar and Disney animation studios, contributing to blockbusters like 2004 hit “The Incredibles” and “Ratatouille,” released in 2007.

“On the one hand you have a graphic artist who delighted children,” said state prosecutor Philippe Courroye.

“On the other, Bouhalem Bouchiba was a pedophile filmmaker who staged his own horror movies.”

He was convicted of paying women in the Philippines between 2012 and 2021 to rape and sexually assault girls aged between five and 10 in front of a camera while he watched via livestream and issued instructions.

Bouchiba admitted during his testimony that the violence resembled “torture.”

Each show cost between 50 and 100 euros ($54-$108), with the total Bouchiba spent on the performances coming to just over 50,000 euros.

JERUSALEM — A missile strike in Israel’s Sharon area wounded 19 people, police said early Saturday, after the army reported three projectiles were fired from Lebanon into central Israel.

FARMER Ligaya Mira owns a modest yet vibrant 5,000-square-meter plot where she cultivates iceberg, red and romaine lettuce, tomatoes, spring onions and finger peppers.

Since starting her farm in 2006 on just 2,500 square meters, Mira has grown her business with dedication and support from the Lamac Multi-Purpose Cooperative and the Jollibee Group Foundation’s Farmer Entrepreneurship Program (FEP).

“Through the Lamac Cooperative, I have access to low-interest loans, technical training and insurance. Most loans are distributed as farm inputs, from which I learned to plan, budget, and focus on sustainable farming practices,” she said.

As a third-generation farmer, Mira proudly carries on her family’s legacy with the help of her husband and three children, one of whom has already established her own small farm.

As part of the FEP, Mira and her fellow farmers benefit from a stable market for their produce, where their production goes straight to Jollibee Foods through the partnership between the JGP and the LMPC.

About 80 percent of Mira’s harvest goes to the cooperative which are delivered to Jollibee Foods Corp.’s stores through the FEP program. The remaining 20 percent are sold in the local market.

The FEP program has empowered her to expand the farm, build a family home and purchase farm vehicles as well as invest in small businesses such as carwash joints and a telco load outlet.

“Thanks to the cooperative, I can confidently say that my farm

will continue to grow, and I can provide for my family. I’m proud to carry on my parents’ legacy and help my children build their futures in farming,” Mira said as she reflected on her journey.

STORY OF DETERMINATION

Catalino “Tal” Panaginip manages a 2,500-square-meter farm. He grew up in a farm, despite the early demise of his parents when he was five years old.

A cooperative member for 17 years, Tal cultivates chilies, tomatoes, cabbage, lettuce and spring onions.

Panaginip emphasized how vital the co-op’s financial assistance is, along with technical training, particularly weather forecasts that guide his planting schedule and protect his crops.

“With the Jollibee Group’s Weather Information Notification System, I can now make better decisions about when to plant and harvest. This technology helps me protect my crops and ensure a successful yield,” he said. Through his hard work and the support of the Lamac Cooperative, Panaginip has built a better life for his five children, buying a house and a vehicle for his farm.

PIMS drew a record-breaking 42,000 attendees, yet the World Trade Center proved inadequate for such a large crowd. Attendees faced significant challenges, including a lack of sufficient parking.

Many were forced to leave their vehicles in a knee-deep flooded lot on the first day as tropical storm Kristine struck Metro Manila. In contrast, the SMX Convention Center boasted superior facilities, with efficient air conditioning, nearby parking options, and sheltered walkways that protected visitors from the elements. The stark difference in experience drew criticism from both motoring media and attendees alike. Fortunately, many media representatives opted to cover SMX first, where a full day of parking costs only P150, while nearby buildings offered even lower rates—just P50 for the entire day at the NU Building.

Our international motoring shows fall short when compared to major cities like Tokyo, Beijing, and New York. While the quality of car presentations has significantly improved, the venues themselves remain disappointing. This year’s PIMS showcased 17 car brands, featuring everything from electric vehicles to high-performance machines, drawing thousands excited to explore the latest in the automotive industry. However, arriving at the venue turned into a challenge, with exorbitant parking fees and an oppressive indoor climate due to outdated air conditioning. The trek back to the car was fraught with difficulties, navigating a dark, muddy parking lot—a nightmare for those caught off guard by the sudden downpour. When will these issues be addressed? Are we on the verge of seeing a new, world-class exhibition center in the Philippines?

SM FOUNDATION CREATES CAREER PATHWAYS FOR SCHOLAR-ALUMNI

IN AN effort to support the success of its scholars, the SM Foundation is opening career pathways within the SM Group for its alumni.

The foundation hosts dedicated job fairs during annual graduation ceremonies and actively recruits through digital platforms, allowing SM scholars to explore employment opportunities across the organization’s diverse portfolio

Allen Bermejo, a cum laude Accountancy graduate from Pamantasan ng Lungsod ng Maynila, expressed

gratitude for her scholarship, which helped her complete her studies. After graduating, she applied for a job at the SM Foundation.

“In my first week, I started processing tuition fees and allowances for the scholars. It was a lot of work, but I knew how important this role was in ensuring that the scholars could focus on their studies without financial worries,” she said. “It felt fulfilling to know that someone had done this for me before— and now, I get to support the next generation of scholars.”

Cherry Antonio, who earned a Bachelor of Science in Management Accounting from Batangas State University, views her job at SM Foundation as a chance to give back.

“I am happy and enjoy my work, knowing that many future scholars will benefit from what we do,” she said.

Roma Hierro, a program supervisor and

Mathematics graduate from the University of the Philippines, has been with SM Foundation for seven years. She initially volunteered before applying for a job.

“I’m happy that the company that gave me a brighter future through the SM scholarship is now my employer,” she said, adding that she leads the digitization program for the Health & Medical team.

Michael Lumahan, who recently graduated in Business Administration from the Polytechnic University of the Philippines, works with Hierro on the foundation’s medical missions.

“Working directly in the field and collaborating with various stakeholders brings a unique sense of fulfillment,” he said, emphasizing that every program they implement can change lives.

Through its initiatives, the SM Foundation continues to empower scholars, fostering a new generation of changemakers within the organization.

RONALD McDonald House Charities (RMHC) and McDonald’s Philippines have launched two new Bahay Bulilit Learning Centers, one in Purok Matinabangun, Barangay Labangal in General Santos City, and another in Gingoog City, Misamis Oriental.

The facilities represent the first Bahay Bulilit centers in each city, bringing the nationwide total to 45, underscoring RMHC’s ongoing commitment to early childhood education and care across the Philippines.

The Bahay Bulilit Learning Centers, developed in partnership with local government units (LGUs), aim

to foster safe, nurturing spaces where children can access education and essential life skills.

McDonald’s Philippines Assistant Vice President for Corporate Relations and Impact, Adi Timbol-Hernandez, highlighted the program’s role in “supporting early childhood care and development as a foundation for lifelong learning,” noting that each center offers a Learner’s Area for foundational lessons, a Reading Corner, and a Play Corner, alongside facilities promoting basic hygiene.

Hernandez said, “Through Bahay Bulilit, McDonald’s Philippines and RMHC are

committed to ensuring that Filipino children, particularly in underserved communities, have access to quality education and the resources to thrive.”

Each Bahay Bulilit center supports around 90 to 100 children annually, offering spaces designed to nurture creativity, social interaction, and personal hygiene habits. Daily operations, including staffing with trained daycare teachers, are managed by the City Social Welfare and Development (CSWD) in partnership with the LGUs, who also provide the sites.

Established in 1995, RMHC Philippines has served more than 11,000 Filipino children

as a safe space for children to access education and important life skills

through programs aimed at promoting early childhood development. The Bahay Bulilit initiative has set a target to establish 100 learning centers nationwide by 2028. McDonald’s Philippines has also engaged in other educationfocused projects, such as Brigada Eskwela, supporting school preparedness efforts, the Night Classroom initiative, providing evening study spaces, and the ReClassified program, which repurposes decommissioned furniture for public school use. RUSTAN Marketing Corporation has introduced the Lacoste Original Eau de Parfum, marking the first collaboration between Lacoste and the global fragrance company Interparfums. The new scent aims to celebrate the brand’s iconic elements while introducing a modern twist to its fragrance lineup.

THE Province of Quirino recently showcased its tourism offerings at the 25th Panagdadapun Festival, one of Cagayan Valley’s premier cultural events. Celebrating the festival’s silver edition, Quirino emphasized its rich heritage and diverse attractions through the theme “Quirino: Mahusay, Matatag at Nagkakaisa sa Bagong Pilipinas.”

Introduced in 1999, Panagdadapun means “gathering” or “convergence” and coincides with the provincial founding anniversary on Sept. 10. After two years of virtual celebrations during the COVID-19 pandemic, the festival returned in person, introducing the “Basket of Happiness” rebranding to highlight its touristready spots.

Governor Dakila Carlo Cua noted that the weeklong festivities reaffirmed Quirino’s growing status in the tourism sector, drawing attention to must-see locations like the 100-foot Ganano Falls in Diffun and the Aglipay Caves and Campsite. The festival also featured the return of the Quirino Motorismo, a significant motorcycle sports tourism event that achieved a “zero casualty” record, enhancing road safety awareness.
