OCTA Research, Inc. debunked on Monday unfounded claims circulating online that Vice President Sara Duterte received a higher public trust and performance rating than President Ferdinand Marcos Jr. allegedly based on its February 10 survey.
In fact, OCTA Research has not published any trust and performance rating of top government officials since January 14, 2025.
“We want to clarify that this claim and the alleged survey are entirely false. OCTA Research has not conducted any such survey,” OCTA Re -
search said in a statement on February 17, urging the public to beware of such misinformation.
The survey firm said every survey it conducts will be posted in its official Facebook page.
“We urge media organizations and the public to verify the authenticity
of any survey results attributed to OCTA Research by contacting us directly. We also ask for the public’s cooperation in preventing the spread of false or misleading information on social media,” OCTA Research said.
The false claims surfaced on February 13, the same day former President Rodrigo Duterte endorsed his senatorial candidates during their proclamation rally.
The Facebook and X posts claimed falsely that VP Duterte had a trust rating of 75% and a performance rating of 64%, significantly higher than President Marcos Jr.’s 33% trust rating and 29% performance rating.
One fake news post garnered 9,765 views as of writing, along with 155 likes, 51 shares, and 33 comments. Similarly, a post from the “Duterte Fans Club” on Facebook gained 3,700 reactions, 1,300 comments, and 906 shares.
OCTA Research’s last published survey on January 14 showed a decline in VP Duterte’s trust ratings from 59% in Q3 2024 to 49% in Q4 2024, while her performance rating dropped from 52% to 48%.
Meanwhile, President Marcos Jr. also saw a slight decline, with his trust rating falling from 69% to 65% and his performance rating dipping from 66% to 64%.

Brgy. Addition Hills chairperson Carlito Tolibas Cernal has since issued a statement clarifying that the initiative was only in addition to the barangay’s existing anti-dengue measures and not meant to replace these.
“Let me reiterate, this program has no bad intentions as it is an additional alternative to counter dengue,” Cernal said in Filipino on his Facebook page.
“And for those who fear that this may result in the breeding of mosquitoes, I can have this program halted once data from our city health shows dengue cases are on the decline. But if dengue cases go up again, we will implement this program again, so there is no reason to breed mosquitoes.”

combat the rising threat of dengue in the country, the Philippine Medical Association is set to officially launch the Empowering Networks to Defeat Dengue (EN.D. Dengue) Coalition today (February 18, Tuesday).
The event will take place at Crowne Plaza Manila Galleria, gathering key medical societies and organizations committed to eradicating dengue in the Philippines.
The formation of the EN.D. Dengue Coalition follows a meeting last month where the World Health Organization’s ambitious goal of reducing dengue cases by 50 percent and achieving zero dengue deaths by 2030 was discussed.
Dr. Erica Tania Davillo, chairperson of the PMA AdHoc Committee on Dengue Advocacy, is optimistic about the coalition’s role in addressing the dengue crisis.

THE Philippine Coast Guard (PCG) said Sunday it has deployed BRP Bagacay to monitor the unauthorized presence of Chinese ships off the coast of Zambales, as BRP Cabra returned to port for “logistical reasons after a week-long deployment at sea.”
This developed as the China Coast Guard (CCG) also rotated its vessels in the area with CCG-5303 replaced by CCG-3105, according to the PCG. The foreign ships were illegally patrolling the waters near Bajo de Masinloc, which is under the Philippines’ exclusive economic zone (EEZ).
“The BRP Bagacay, a 44-meter patrol vessel, has successfully pushed the CCG 3105 further away, establishing a distance of approximately 95 nautical miles off the coast of Zambales,” the PCG added in its report.
On February 12, the PCG observed an increase in Chinese vessels in the area, including four ships, one of which was the massive Chinese Coast Guard vessel 5901, often referred to as the “monster ship.”
Since January, the PCG has been tracking the movements of CCG vessels operating unlawfully within the Philippines’ EEZ and near Zambales.
Ray Powell, a US-based maritime security expert and director of the SeaLight project at Stanford University, noted that satellite imagery revealed up to 12 Chinese Coast Guard and militia ships near Panatag Shoal.
He described the BRP Cabra’s presence in the area as a “David vs. Goliath” situation, emphasizing the importance of asserting the Philippines’ sovereignty and its right to freedom of navigation within its EEZ.
Powell added that on Sunday, three of six CCG vessels moved south toward Palawan, conducting an “intrusive patrol” at a distance of just 64 kilometers (35 nautical miles) from the coast.

NINE members of the communist New People’s Army (NPA) surrendered in Eastern Visayas, marking a step forward in the government’s ongoing efforts to address insurgency in the region.
The surrenderees, identified by their aliases Amboy, Jhonry, Lenlen, Adi, Bobby, Ostoy, Boy, Nap, and Yutot, were members of the Sub-Regional Guerrilla Unit (SRGU), SRC Emporium. They presented themselves at the 19th Infantry Battalion (19IB) headquarters in Barangay Opong, Catubig, Northern Samar.
According to the former rebels, they
decided to lay down their arms, abandon armed struggle, and return to the fold of the law due to severe hunger and dwindling community support. Years of hardship and disillusionment also motivated their decision to seek a better life.
The group surrendered one R4 rifle, two M16 rifles, two improvised M14 rifles, one carbine rifle, an anti-personnel mine, and two bandoliers.

METRO Manila police have arrested 285 individuals and seized 293 firearms since the gun ban policy began on January 12, alongside other anticrime operations related to the midterm elections.
Brig. Gen. Anthony Aberin, the director of the National Capital Region Police Office (NCRPO), stated that they are actively collaborating with the Commission on Elections (Comelec) to ensure a peaceful and orderly election period.
“These intensified enforcement efforts have resulted in the confiscation of 293 firearms at various checkpoints across Metro Manila since the implementation of the Comelec gun ban,” Aberin explained. Furthermore, he noted that 285 individuals have been arrested and
charged with violations related to the election gun ban. Despite the increased activity during the election season, Aberin reported that there have been no election-related incidents in Metro Manila since January 12. He emphasized the effectiveness of their preventive and security measures.
Aberin commended all police district and station commanders across the five police districts—Manila, Quezon City, Southern, Northern, and Eastern Police Districts—for their commitment to public safety. He highlighted the NCRPO’s dedication to election security in coordination with Comelec and other stakeholders.
He urged the public to remain vigilant and report any violations, reaffirming the NCRPO’s focus on maintaining peace and ensuring a secure electoral process.

Gatchalian: Use tax amnesty extension
SENATOR Sherwin Gatchalian urged taxpayers to take advantage of the Estate Tax Amnesty program, which has been extended until June 14, 2025.
The extension, part of Republic Act 11956, provides heirs, transferees, or beneficiaries more time to settle excise taxes on inherited properties.
Under this amnesty, payments are made at a reduced rate, and there are no penalties or interest for late payments.
The coverage of the program has also been expanded to include individuals who passed away on or before May 31, 2022, replacing the previous cutoff date of December 31, 2017. Ram Superable 8 suspects nabbed over illegal LPG refilling
THE Philippine National Police – Criminal Investigation and Detection Group (PNP-CIDG) arrested on Friday eight individuals involved in the unauthorized crossrefilling of liquefied petroleum gas (LPG) products in Caloocan City. The suspects were arrested pursuant to a search warrant issued by a Caloocan court for the unauthorized sale and distribution of petroleum products.
Police seized 38 empty cylinders, 42 filled cylinders, four vehicles, weighing scales, component hoses, refilling pumps, compressors, and bullet tanks with an estimated value of P25 million.

CONSUELO Hermosura Lao, former RPN-9 sales executive, passed away on February 1, 2025. She was 81. Born November 25, 1943, Lao was married to the late Romulo “Molly” Lao and worked as a pillar during the then-thriving RPN-9 and as a consultant at Solar Entertainment.
She is survived by daughters Fredericka Patricia Amelida Aluquin and Jacqueline Imelda Castelo and grandchildren, Fatima Louise, Timothy Rex, Trixie Jamila, Jj, and Jerico. She was laid to rest last February 6, 2025, at Loyola Memorial Park in Marikina City.
LTO revokes driver’s license of Angkas leader

(LTO) has revoked the driver’s license of motor bike ride-hailing Angkas founder, George Royeca, over a traffic obstruction incident in Cainta, Rizal last Feb. 2.
LTO chief Vigor Mendoza II, in a TeleRadyo Serbisyo interview, said Royeca may file a motion for reconsideration to challenge the revocation.
“In the case of Angkas, Royeca’s license was revoked for admission of organizing the (motorcade of the) Angkas riders that had blocked traffic in Cainta,” he said.
“He admitted organizing the riders,” Mendoza added.
Royeca surrendered to the LTO after the traffic incident and took responsibility for the “mistake” of the riders.
“For now, it is ‘permanently’ revoked. He can file (a motion), and we will read that,” the LTO chief said.
The other organizers as well as those who joined the motorcade are not yet off the hook, he stressed.
“He took responsibility for the culpability of the riders. Instead of revoking the others’ licenses, we just revoked his. For now, there’s an investigation on those who took part (in the motorcade),” he said.
“We are also going after the organizers,” Mendoza said.
He cited Royeca’s willingness to take full responsibility when a group of Angkas motor taxi riders blocked an intersection and obstructed traffic in Cainta on Feb. 2.
BI halts two women with fake documents
BUREAU of Immigration (BI) officers at Ninoy Aquino International Airport (NAIA) prevented from leaving two Filipino women pretending to be officemates purportedly travelling as tourists.
Immigration Protection and Border Enforcement Section (I-PROBES) agents intercepted the women, aged 25 and 31, who tried to pass themselves off as co-workers on leave, bound for Bangkok, Thailand.
The women claimed they were working as call center agents in Quezon City, and are traveling as tourists.

Col. Malabed’s remains coming home next week
THE remains of Philippine National Police director for logistics, Col. Pergentino Malabed, will be repatriated this week.
Malabed was among the 64 passengers killed in a mid-air collision of an American Airlines jet and a US Army Black Hawk helicopter in Washington, D.C. last month.
His widow, Rio Malabed, said she will return to the United States with his personal belongings and uniform which will be used for his homecoming.

DSWD launches digital regulatory services
THE Department of Social Welfare and Development’s (DSWD) newest digital platform dubbed ‘Harmonized Electronic License and Permit System’ or HELPS will serve as a virtual one-stopshop for the agency’s regulatory services for social welfare and development agencies (SWDAs).
DSWD standards bureau chief Anna Maria Alexa Ledesma said the HELPS will harness the power of technology “to ease and modernize access to DSWD’s regulatory services.”
“This initiative is a product of the year-long commitment of the department. Dito po sa HELPS, there is no need for our SWDAs to fall in line, they can go online,” Ledesma said.

THE Commission on Elections (Comelec) on Monday refuted claims regarding the alleged hacking of its website and social media accounts.
Comelec chairman George Erwin Garcia issued the denial following allegations made by a hacker group identifying itself as “Philippine Cyber Mafia” and claiming it had compromised and released various data from
the electoral body . “We verified it, we counterchecked it earlier, negative,” Garcia said.
The poll chief also said that the Comelec verified its social media pages and websites to disprove the alleged
hacking. Garcia said that the poll body has already collaborated with the Department of Information and Communications Technology, which has also refuted the hacking allegations.
On its Facebook page, the hacker group asserted its assessment of the purported data breach from Comelec’s website on Monday.
The cybersecurity advocacy organization Deep Web Konek reported that the leak is said to include information about overseas Filipino voters, details regarding political parties, and other personally identifiable information.
The Commission on Elections on Monday said there was nothing illegal with candidates and their supporters criticizing other candidates during campaign activities.
“The Omnibus Election Code itself allows negative campaigning,” Comelec chairperson George Erwin Garcia said in an interview.
Section 79 of the Omnibus Election Code provides that an “election campaign” or “partisan political activity” refers to an act designed to promote the election or defeat of a particular candidate or candidates.
It includes “making speeches, announcements or commentaries, or holding interviews for or against the election of any candidate for public office.”
On the other hand, Garcia said such acts are without prejudice to other possible cases that may
be filed against any individual such as libel or cyberlibel.
Meanwhile, Manila Mayor Honey Lacuna reminded regular employees of the city government to be apolitical, especially during the election season.
“I want to remind everyone, especially those who hold permanent positions. The campaign period of the national elections has started and in a few weeks the campaign period of the local elections will also begin. We should always keep in mind that as permanent staff of the city of Manila or any other city, we are reminding you that we must be apolitical,” she said in a statement.

The post featured an image purporting to show leaked data files, including names, locations, and various other details. Furthermore, the post referred to a ‘review’ of the purported data leak, suggesting the possibility of additional revelations, according to the statement issued by the group. Garcia also gave assurance that the transmission of election results would be “hackproof.”

SENATOR Risa Hontiveros condemned a recent case involving a 10-month-old infant who allegedly became a victim of online sexual abuse and exploitation.
“As a mother, it breaks my heart to know that an innocent child was abused and mistreated in exchange for money,” Hontiveros said.
The National Bureau of Investigation Human Trafficking Division (NBI-HTRAD) arrested last Feb. 6 a woman, identified only as Marian, and three cohorts for sexually exploiting eight minors, including her four daughters, the youngest being a 10-month-old baby.
The raid stemmed from discovery that the suspects used Facebook and WhatsApp platforms to conduct live sexual shows and produce child sexual abuse materials in exchange for money.
Hontiveros commended the NBI for arresting the suspects and thanked the National Coordination Center Against Online Sexual Abuse and Exploitation of Children (OSAEC) for its commitment to deliver justice in the case.
Despite her role in authoring the Anti-OSAEC Law, the senator expressed disappointment that its implementation has not effectively prevented such crimes.
“The implementation of the measure does not seem to proactively protect children from this unspeakable violence. I cannot help but think that we are not doing enough,” she said. In response to the incident, the senator announced her intention to initiate a Senate inquiry into the case and examine new trends in online child exploitation.

IT IS now definite the Senate will try the impeachment case of Vice President Sara Duterte after the July 21 State of the Nation Address or SONA of President Marcos Jr., his fourth since he took his oath as president in 2022.

My gulay, as we all know, while the Senate will try the Vice President according to the Rules of Court, the final decision on whether or not to convict the VP will still be a political decision.
We all saw this when former President Erap Estrada was convicted by the Senate for graft and corruption constituting plunder. But, the succeeding President, Gloria Macapagal Arroyo, pardoned him. We all saw this when the Chief Justice of the Supreme Court, Renato Corona, was convicted by the majority of the Senate for not declaring his dollar accounts in his Statement of Assets and Liabilities!
Yes, like in a court of law, the prosecutors will try to show that indeed the VP committed culpable violations of the Constitution and betrayal of public trust.
In accordance with the impeachment cases of the VP, as submitted to the Senate by the House of Representatives, the prosecution will also try to prove that when Sara, the daughter of the former President, Rodrigo Duterte, was then Davao City Vice Mayor when the “Death Squad” operated in that city under her father, had participated in all the killings or was aware of them.
On the part of the defense, Sara’s lawyers will try to convince the Senate that the VP is not what the prosecution will picture her to be. Santa Banana, to me as a lawyer, the most damaging articles of the impeachment case of the VP is the alleged misuse of over 200 million pesos of confidential funds allocated to the office of the Vice President when she was former secretary of education as the findings of the Philippine Statistics Authority showed millions of pesos of confidential funds went to fictitious people who had no birth certificates, marriage certificates or even death certificates.
Just how will the VP’s lawyers explain to the Senate to disprove the VP’s alleged misuse of her confidential funds to me will be the key to the conviction or non-conviction
of Sara.
As I said from the start, while the Senate trial will follow the Rules of Court, the final decision will still be political, decided by no less than 16 of the newly elected senators and incumbent senators voting in accordance with their political beliefs and inclinations.
It appears BBM’s Alyansa will dominate the election of the winning candidates of the Senate as shown by poll surveys.

Meanwhile the National Bureau of Investigation has decided to sue Sara for grave threats and inciting to sedition as a result of her statement that if she were to be killed, she has already commissioned somebody to assassinate the President, First Lady and Speaker Martin Romualdez. The Department of Justice is now evaluating the evidence against the VP for her conviction or not.
All efforts are now seen to distract the public from the trial of the VP, like all the cases of graft and corruption in connection with the General Appropriations Act of 2025 against Speaker Romualdez and other leaders of the House of Representatives.
But, will that change the political decision of the Senate? Most likely, it will not.
So, that’s it. From where I sit, the Senate will convict the VP. Santa Banana, Sara may as well forget the presidential elections for 2028. Well, as I often say, that’s how the cookie crumbles.

French surgeon’s trial recalls Pelicot’s case
RENNES, France – A French surgeon accused of raping and assaulting hundreds of his patients is due to go on trial later in February just two months after Dominique Pelicot was jailed for drugging his then wife so that dozens of strangers could rape her. If convicted, former surgeon Joel Le Scouarnec will join Pelicot in being regarded as one of France’s worst sex offenders.
The trial of the 74-year-old retired surgeon is set to begin in the northwestern city of Vannes on Feb. 24 and will last until June. The trial of 72-year-old Pelicot and 50 co-defendants also lasted for four months -- from Sept. 2 to Dec. 20, 2024 -- after which he was jailed for 20 years. Le Scouarnec was convicted in 2020 of abusing four children and he is already in prison. At the heart of both cases is abuse of unconscious victims.

JERUSALEM – Israel’s security cabinet was set to discuss on Monday the next phase of the ceasefire in Gaza, after top US diplomat Marco Rubio and Israeli leader Benjamin Netanyahu presented a united front against Hamas and Iran. Rubio was in Israel on his first Middle East trip as President Donald Trump’s secretary of state, and was slated to leave for Saudi Arabia on Monday.
“Hamas cannot continue as a military or a government force... they must be eliminated,” Rubio said of the Palestinian Islamist group that fought Israel for more than 15 months in Gaza until a fragile ceasefire took effect on Jan. 19.
Standing beside him, Netanyahu said the two allies had “a common strategy,”
and that “the gates of hell will be opened” if all hostages still held by militants in Gaza are not freed.
The comments came a day after Hamas freed three Israeli hostages in exchange for 369 Palestinian prisoners -- the sixth such swap under the ceasefire deal, which the United States helped mediate along with Qatar and Egypt.

CASH remittances reached an all-time high of $34.49 billion in 2024, up by $1 billion, or 3 percent, from $33.49 billion registered in 2023, the Bangko Sentral ng Pilipinas (BSP) said Monday.
“Therefore, the US would appear to be the main source of OF remittances because banks attribute the origin of funds to the most immediate source. The countries are listed in order of their share of cash remittances, i.e., from highest to lowest,” the BSP said.

PH stocks fall below 6,000, peso

PHILIPPINE stocks opened the week in the red, with the benchmark index falling below the 6,000 level on worries over global market conditions and uncertainties on interest rates.
The benchmark Philippine Stock Exchange index (PSEi) closed at 5,993.48 Monday, down by 67.85 points, or 1.12 percent, while the broader all-shares index ended at 3,611.16, lower by 18.12 points, or 0.50 percent.
Regina Capital Development Corp. head of sales Luis Limlingan said investors remained cautious despite the higher-than-expected December cash remittances at $3.38 billion.

IN A MAGNIFICENT gesture of generosity, the government of Japan in the late 1960s offered to build in this country a highway that would be national in scope. Responding to the generous gesture, the Philippine government offered to name the highway, which would run from Northern Luzon to Southern Mindanao, the Philippines-Japan Friendship Highway. The highway’s name was later changed to Maharlika Highway. About one-third of the highway is accounted for by the portion running from Quezon to the southern tip of Luzon. That stretch starts from the Quezon town of Tiaong to the Sorsogon municipality of Matnog. Economic relations between QuezonBicol and the rest of Luzon are conducted mostly by land, and the Maharlika Highway is the only land link between those two parts of this country’s largest island. Economic traffic – people and goods – between Northern Luzon and Southern Luzon has no choice but to use the Maharlika Highway to get to destination.
The government and people of Japan should be basking in the glory of the major transportation facility that they gave to
the Philippines. And the Filipino people should be pleased that they have a highway that allows them to travel up and down the country safely, speedily and comfortably. Unfortunately, this is not the case in both instances.
“The Maharlika Highway is the worst highway in the Calabarzon region [Cavite, Laguna, Batangas, Rizal and Quezon],” said the Bishop of Gumaca, Quezon, Euginius Cañete, in a recent open letter to the people of his diocese.
“Every day complaints – accompanied by photos and videos of damaged roads, heavy traffic, spoiled goods and accidents – go viral on Facebook,” Bishop Cañete wrote.
Continuing his criticism, the bishop said: “The responses to these complaints have been temporary fixes. Potholes are covered with soil. Asphalt in laid over broken concrete. Occasionally concrete is dug up, but before the entire project is completed cracks appear in the earlier sections. These are short-term, piecemeal solutions; no long-term repairs are being made.”

Asia United Bank logged 36% income growth to P11.3b in 2024
ASIA United Bank (AUB), the financial arm of the Ng family, said Monday it posted a consolidated net income of P11.3 billion in 2024, up by 36 percent from P8.3 billion it booked in 2023. It said it achieved the strong growth on the back of a double-digit growth in loan portfolio and a steady decline in loan loss provisions.
The bank’s full-year performance translated into a return on equity of 21 percent, up from 18.6 percent. Return on assets also improved to 3 percent from 2.4 percent previously.
“We have managed to sustain the growth in our profitability since the pandemic, thanks to our robust core business and digital partnerships,” said AUB president Manuel Gomez in a stock exchange filing.

Tiu Laurel Jr. is set to meet with the Department of Public Works and Highways (DPWH) to discuss upgrading the country’s roads and bridges.
The goal is to ensure the smooth transport of agricultural goods, lower costs and enhance food security.
“A strong road and bridge network is essential for agriculture, especially in an archipelago like the Philippines. Efficient transport infrastructure directly impacts logistics, reducing costs and improving the movement of farm inputs and produce,” Tiu Laurel said. He said well-maintained roads and bridges could lower transportation expenses, minimize spoilage and help farmers bring their goods to market faster, leading to more stable consumer prices.
Tiu-Laurel pointed out during the Department of Agriculture’s (DA) recent multiyear budget planning session that Thailand and Vietnam benefit from lower transport costs due to superior road conditions.
“Better infrastructure strengthens the supply chain, reducing farm-to-market costs,” he said, noting that trucks there can carry 8 to 10 tons more than the 41ton limit in the Philippines.
In the Philippines, many farmers and traders overload trucks to cut costs, deteriorating road and bridge conditions, which has led to multiple collapses across Luzon and the Visayas in recent years, while weak enforcement of DPWH load limits has allowed the practice to persist.
The planned discussions between the DA and DPWH will identify priority areas for infrastructure upgrades, particularly in key agricultural regions.
Tiu Laurel said while improving transport networks is a long-term effort, it is critical for the agricultural sector. Better roads and bridges mean lower costs for farmers, higher profits and fewer losses due to delays or spoilage, he said.

Clark International Airport Corp.
said Monday the new Air Traffic Control (ATC) tower at Clark International Airport will enhance safety standards and improve air traffic management efficiency.
“We expect the tower to be operational by the second quarter of this year, and we also expect air traffic volume to escalate, so the safety of aircraft and passengers are our foremost concern,” CIAC president Jojit Alcazar said.
The tower infrastructure project was awarded to MSV Construction and Supplies, together with the Northern Builders Construction Corp.
The new 18-story air traffic control tower with panoramic views of the airfield will address the existing line-of-sight issue on the north-end approach area of the runway, create an optimal operational environment by providing maximum visibility during air traffic control operations, he added.
“Our country’s airports frequently face perennial challenges such as airspace congestion, equipment breakdown, weather disturbances, and the complexity of air traffic management,” Alcazar said.
“There will be a continued increase in global air traffic levels as they have reached, or in certain regions even surpassed, pre-pandemic numbers,” he said.

With the closing, Renova officially becomes a partner in RWEC and will contribute expertise and resources to the 50-megawatt Mabini Wind Energy Project, covered by Wind Energy Service Contract No. 2021-01-142 from the Department of Energy.
The service contract covers 4,860 hectares in the Mabini Peninsula, with a potential capacity of 50 MW.
Basic Energy said a reorganization of RWEC was undertaken, with representatives from both companies joining the board and a new management team established.
The partners will now focus on advancing the project to its next phase, following a successful wind resource assessment and a favorable System Impact Study from the National Grid Corporation of the Philippines (NGCP).

THE Philippine Economic Zone Authority (PEZA) is working with the Philippine National Oil Company (PNOC) to explore the development of self-generating industrial parks (SGIPs) in off-grid areas across the Visayas and Mindanao.
This is to provide cost-effective, sustainable energy solutions to geographically isolated and disadvantaged areas (GIDAs).
PEZA, in collaboration with the PNOC, the National Power Corp. (NPC) and the Department of Energy (DOE), said it supports this effort by establishing economic zones (ecozones) that are self-sufficient in essential utilities like power and water, both of which are critical in manufacturing processes.
The SGIP model, developed by PNOC, is similar to PEZA’s renewable energy park (REP) model, which generates its own energy within the zone.
The SGIP concept promotes ecozones that integrate renewable or alternative energy generation and distribution, emphasizing energy efficiency, low carbon systems, and micro-grids.
Both SGIPs and REPs aim to ensure reliable, affordable power for locator companies engaged in clean and green production.
An important objective of SGIPs is to transform the Philippines’ industrial landscape and attract energy-intensive industries, including agro-processing, semiconductor, and electric vehicle (EV) manufacturing.
PEZA and PNOC are assessing the government-initiated SGIP in TawiTawi, where full support from local governments, stakeholders and investors has been secured.
PEZA said the latest Philippine Statistics Authority (PSA) report showed that the richest provinces, mostly in Luzon (except Cebu), host ecozones.
PEZA oversees 427 economic zones nationwide including 300 in Luzon, 85 in Visayas and 42 in Mindanao.

Borje cited the Philippines National Adaptation Plan (NAP) and the Nationally Determined Contribution Implementation Plan (NDCIP) as prime examples of collaborative policymaking under President FerdinandMarcos Jr.’s administration.
He said under the current leadership, climate action has been prioritized through clear governance structures that encourage broad stakeholder participation.

The donations of solar panels and solar streetlights are part of Pueblo de Oro’s broader efforts to support community development and sustainability across its various residential projects.
Over time, the lagoon shrunk, species began to die off and algae–fed by pollution – proliferated, releasing a powerful odor as it decayed, Erath says. The lagoon’s decline threatened a host of industries, from fishing to tourism to salt mining.
Two years ago, that began to change thanks to the effort supported by UNEP, and funded by the Chilean government and the Global Environment Facility.
Engineers and the local government developed a plan to breach a sandbar that separated the lagoon from the sea, says Luis Araya, who coordinated the work in Cahuil under the Global Environment Facility.
After months of preparation, during an especially rainy week in June 2023, they removed a section of the sandbar, sending saltwater cascading into the lagoon.
“We helped the lagoon recover its natural dynamic through this intervention and we did it in a sustainable way,” says Araya. “We
hope that the wetland can continue functioning naturally for many more years.”
The return of the salt water has restored the salinity levels of the lagoon and reined in the algae blooms. Locals say tourism has
since rebounded, as has the fishing industry.
Part of the project’s goal has been to save wetlands by merging conservation with economic development, a process known as sustainable land management.
“Conservation cannot exist in a vacuum,” says UNEP’s Erath. “The reality is that people in developing nations, like Chile, often rely on natural resources for their survival.
The key to protecting fragile ecosystems, like wetlands, is to strike a balance between protection and economic development.”
Alongside the work with the sandbar, teams installed observation posts on the fringes of the lagoon for birdwatching, fenced off nesting areas and helped local officials develop a conservation protocol. That has made tourism less damaging to local wildlife and more sustainable over the long term.
The changes have sparked the rebound of several avian species, including the endangered pilpilen, says Lucia Zapata an environmental activist and member of the group Pichilemu Animal.
“It’s amazing to see how species are thriving,” Zapata adds, sitting on one of the observation platforms overlooking the lagoon. “It’s a model that can be replicated not only in Chile but worldwide.” UNEP News
THE world has just experienced the hottest January ever recorded, the World Meteorological Organization (WMO) said, citing data crunched by UN partner the Copernicus Climate Service Last month was 1.75 degrees Celsius above the pre-industrial level and 0.79°C above the 1991-2020 average, despite expectations that the La Niña weather phenomenon might bring cooler temperatures.
In 2015, the international community agreed to try to limit average global temperature rise to 1.5°C above preindustrial levels.
The January data was “surprising” even to climate change experts at Copernicus, the European climate change service, which noted that it was the 18th month in the last 19 where the global-average surface air temperature was more than 1.5°C above the pre-industrial level.
“January 2025 is another surprising month, continuing the record temperatures observed throughout the last two years, despite the development of La Niña conditions in the tropical Pacific and their temporary cooling effect on global temperatures,” said Samantha Burgess, Copernicus Strategic Lead for Climate. For many in the northern hemisphere, January 2025 will be remembered by “wetter-than-average conditions” over western Europe, as well as parts of Italy, Scandinavia and the Baltic countries, Copernicus said, highlighting “heavy precipitation” and flooding in some regions.

children’s lives MORE than 100 children under the age of five die every day in East Asia and the Pacific due to air pollution, the UN Children’s Fund (UNICEF) warned in a new analysis released recenty, calling for urgent action to tackle the crisis. The analysis underscores the devastating impact of toxic air on young lives, with air pollution now linked to nearly one in four deaths of under fives in the region. Exposure begins in the womb, increasing risks of premature birth and low birth weight, and continues throughout childhood, impairing lung development, reducing cognitive function, and contributing to chronic diseases such as asthma and cardiovascular conditions.
“Every breath matters but for too many children every breath can bring harm,” said June Kunugi, UNICEF Regional Director for East Asia and the Pacific.
“The air they breathe, at a time when their bodies and minds are still developing, too often contains unhealthy levels of pollution that can comprise their growth, harm their lungs and impair their cognitive development.”
