THE United States has exempted $336 million for the modernization of Philippine security forces in its foreign aid freeze, Philippine Ambassador to the US Jose Manuel Romualdez said on Monday.

THE Criminal Investigation and Detection Group-National Capital Region has formed a tracker team dedicated to monitoring POGOs, which continue their guerilla operations despite the total ban that was supposed to take effect by the start of 2025.
In a press briefing at Camp Crame in Quezon City on Monday, CIDG-NCR chief Col. Marlon Quimno said POGOs continue their covert operations with about 15 to 20 employees.
“One of the challenges is that as of now, the POGOs are on guerilla mode. Before they were 300, 400, 500...Now they have about 20 employees,” Quimno said.
On Feb. 20, authorities raided a POGO facility in Parañaque City, resulting in the arrest of 453, including 307 Filipinos and 137 Chinese nationals.
Quimno said 18 Chinese nationals and two Filipinos have been charged for violating trafficking laws while the rest are subject to case buildup.
He also said the arrested foreigners are subject to verification with the Bureau of Immigration.
The building owner may face a human trafficking case for knowingly renting out his facility to POGO operations for the past several months, he said.

BI reminds foreigners on annual report
THE Bureau of Immigration (BI) on Monday reminded foreign nationals in the country that the deadline for their annual report is on March 3, 2025. With barely five days left before the deadline on Monday next week, BI Commissioner Joel Anthony Viado said that there will be no extension of the annual registration. The annual report is in compliance with the Alien Registration Act of 1950, which requires all foreign nationals with immigrant and non-immigrant visas to report to the bureau within the first 60 days of every calendar year. Under the law, aliens holding immigrant and non-immigrant visas, and were issued an alien certificate of registration identity card (ACR I-Card) are required to present themselves to the bureau for the annual report. Also required to report are refugees and stateless aliens. Foreigners who will report to the BI offices are required to register with the BI’s online registration system. Exempted from physically reporting to the BI are foreign nationals who are below 14 years old, those 60 years old and above, those mentally or physically incapacitated, pregnant women, and foreigners with medical conditions.

COA ags cash issues in Negros LGU
THE Commission on Audit (COA) has flagged financial issues in the municipality of Hinoba-an, Negros Occidental, raising concerns about the town’s financial management and transparency.
A 2024 COA report highlighted ongoing problems despite previous recommendations to address them.
As of the end of 2023, the COA found that the local government had yet to fully implement 22 recommendations made following an audit in 2022. These issues included violations of the Local Government Code (RA 7160), improper procurement practices, unauthorized travel, and irregularities in land titling and cash advances. The 2023 audit revealed a new set of problems, including a P46.988 million discrepancy in the town’s financial statement, as well as a cash deficit of P21.129 million. FORMER senator Antonio Trillanes IV on Monday submitted a supplemental affidavit to the National Prosecution Service at the Department of Justice (DOJ), targeting Davao City 1st District Representative Paolo Duterte and nine others.
Trillanes had previously filed complaints in July of last year in connection to the controversial P6.4 billion shabu shipment seized
in Valenzuela City in 2017.

nounced on Monday that five individuals have been charged in connection with the kidnapping for ransom and homicide of Korean national Ji Won Lee in March 2014.
The victim was forcibly abducted by the accused, using threats and intimidation, and was held captive with the intent of extorting ransom from her family before being killed.

TERRORISM and criminality remain significant challenges in the Philippines, and Filipinos must remain vigilant in the fight against insurgency, Vice President Sara Duterte said.
Her statement came after the neutralization of high-ranking New People’s Army (NPA) leader Myrna Sularte, alias Ka Maria, during a military encounter in Butuan City on February 12, as reported by the Armed Forces of the Philippines (AFP).

A TILAPIA hatchery project worth P1 million will be set up in Barangay Cawayan, Asipulo, Ifugao to boost local fish production and provide sustainable livelihood opportunities for the villagers, the Bureau of Fisheries and Aquatic Resources (BFAR) announced on Monday.
The BFAR, through its Special Area for Agricultural Development (SAAD) Program Phase 2, approved the project in recognition of the Cawayan Fisherfolk Association’s (CFA) efforts to improve the local fishing industry.

THE Commission on Elections (Comelec) plans to have pictures of candidates on the election ballots for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) parliamentary polls.
Comelec chairman George Erwin Garcia said the poll body mulls on the idea even before poll watchdog Legal Network for Truthful Elections’ (Lente) suggested that the ballots should feature candidate photos and party logos.
“I would like to inform you that prior to the proposal by several groups, the Commission on Elections had already planned that the ballots for the Bangsamoro parliamentary elections will feature the photographs of the candidates, along with the logos of their respective political parties. Additionally, we will include the option for ‘none of the above’,” Garcia said in an interview.
Earlier, President Marcos signed Republic Act (RA) No. 12123, resetting the first regular elections in the BARMM to Oct. 13, 2025. The law, enacted on Feb. 19, states that future elections in the BARMM will be synchronized with national elections and will take place every three years thereafter, scheduling the next polls to 2028. Candidates who have already filed their certificates of candidacy for parliamentary seats in the BARMM will automatically be considered for the October 2025 elections.
However, new candidacy filings and changes to nominees will not be allowed, except in cases of death or disqualification.
Garcia also said the poll body stopped the printing of ballots for the BARMM parliamentary polls following the approval of the bicameral conference committee to move the election to October 2025.

One of the significant changes included the inclusion of casinos under the AMLA’s coverage, following FATF recommendations to curb illicit financial flows linked to gambling operations.

While I was born in Dolores town in Abra, now part of the Cordillera Autonomous Region, I have always considered myself, considering my roots, as a native of Ilocos Sur: Magsingal where my parents were from -- my father Emiliano Cortes Jurado Sr. and my mother Margarita Pacis Jurado.
I have a faint recollection of receiving that award that Governor Singson mentioned, the “Father Burgos Award” but I have always considered it as a very precious
award among the many awards I have received in my over seven decades as a journalist. Again, my eternal thanks to Governor Singson. Although I have lived in Metro Manila for the best part of my life, I have always been proud of my roots in Magsingal, and of being a Jurado.

Most USAID workers fired or placed on leave
WASHINGTON, DC – Most employees at USAID will be placed on leave or fired by midnight on Sunday, the aid agency said, as President Donald Trump’s administration plows ahead in slashing government spending. Around 1,600 workers based in the United States will be laid off in a “reduction-in-force” effort, according to a notice on the US Agency for International Development’s website.
All other staff directly hired by USAID will be placed on administrative leave globally, except those responsible for “mission-critical functions, core leadership and/or specially designated programs.”
The move is a step forward in Trump’s effort to dismantle USAID, which has more than 10,000 employees and operates an array of humanitarian and development programs around the world.

Trump sent shock waves around Europe when he declared his readiness to resume diplomacy with Russian President Vladimir Putin and to hold talks without the involvement of European nations or Kyiv.
He has repeated Russian talking points about Ukraine’s supposed responsibility in starting the war, raising concern in Europe that he would agree to Moscow’s terms.
Macron has tried to coordinate a European response to Washington’s sudden policy shift, hosting two meetings with key leaders last week. Russia is “an existential threat to Europeans,” he said at the time.
“You have a power that has overly armed itself... and continues to arm itself,” Macron said, before departing for Washington.
“We don’t know where it will stop today. So we must all act to contain it.”

BERLIN – Germany’s conservative election winner Friedrich Merz vowed to get to work Monday on the arduous task of building a new coalition government, warning “the world isn’t waiting for us.”
Merz has warned against more paralysis in Berlin at a time US President Donald Trump is driving head-spinning change, the German economy is in recession, and society split after a polarizing campaign.
Speaking late Sunday, his victory dampened by a far-right surge, Merz said a united Europe must build up its own defenses as he had “no illusions at all about what is coming out of America”.
With over 28 percent of the vote, his CDU/CSU bloc handily defeated Chancellor Olaf Scholz’s Social Democrats (SPD) and the Greens, as the anti-immigration Alternative for Germany (AfD) celebrated a record of over 20 percent.
Following a heated campaign -- dominated by the flashpoint issue of immigration after a spate of deadly attacks blamed on migrants -- Merz will now have to reach out to his former campaign-trail SPD foes.
The conservatives will first enter talks without Scholz, who apologised for a “bitter” defeat at 16 percent, while his popular defense minister, Boris Pistorius, was expected to play a more central role.
In a TV debate late Sunday, Merz said he had been right to fight a “very tough election campaign” in which, on the eve of the vote, he had fumed about undefined “left-wing crazies”.
“But now we will talk to each other,” Merz said, striking a far more conciliatory tone. “We have to form a stable government as quickly as possible, with a good, stable majority.” AFP

New York – Defying Kyiv and its European allies, Washington plans on Monday (Tuesday in Manila) to submit to the UN Security Council and General Assembly a draft text that calls for a “swift end” to the Ukraine conflict but makes no reference to its territorial integrity, in an early test of Donald Trump’s muscular approach to the crisis.
Since Russian forces invaded Ukraine three years ago, the balance of power at the United Nations has been clear: the General Assembly, representing all members, has clearly and overwhelmingly supported Ukrainian sovereignty, while the 15-member Security Council has been paralyzed by Russia’s veto power.
But Trump’s return to the White House last month has brought a dramatic reshuffling of the diplomatic cards, as he undertakes a clear rapprochement with the Kremlin while dismissing his Ukrainian counterpart, the severely pressured Volodymyr Zelenskyy, as a “dictator.” Against this tense diplomatic backdrop, Ukraine and more than 50 other states are planning on Monday -- the third anniversary of the Russian invasion -- to introduce a text before the General Assembly saying it is “urgent” to end the war “this year” and clearly repeating the Assembly’s previous demands: an immediate cessation of Russian hostilities against Ukraine and an immediate withdrawal of Russian troops.

JERUSALEM – Prime Minister Benjamin Netanyahu has said Israel is prepared to resume fighting against Hamas after the Palestinian group accused it of endangering a five-week-old Gaza truce by suspending prisoner releases. The first phase of the truce, which has largely halted more than 15 months of devastating war in the Gaza Strip, is due to expire in early March, and details of a planned subsequent phase have not been agreed. With tensions again surging over the deal, Israel on Sunday announced an expansion of military operations against militants in the occupied West Bank, a separate Palestinian territory where violence has soared throughout the Gaza war. Netanyahu, speaking at a military ceremony a day after Israel halted the release of hundreds of Palestinian prisoners in exchange for six hostages freed from Gaza, vowed to achieve the war’s objectives in negotiations “or by other means”.

Since the ceasefire began on January 19, Gaza militants have released 25 living Israeli hostages in staged ceremonies, often flanked by masked gunmen and forced to speak. PHILIPPINE national athletes Merry Joy Trupa, Kim Mangrobang and Franklin Yee secured World Games’ slots this August in Chengdu, China after finishing in the Top 10 of the 2025 Asia Triathlon Duathlon Championships in Manama, Bahrain, held over the weekend.
Trupa clocked 1:29:16 to claim the silver medal in the women’s elite division, while Marion Kim Mangrobang took bronze with a total time of 1:33:14.
Joining them at the World Games is Franklin Yee, who secured a fifth-place finish in the men’s elite category with a time of 1:17:15.

THE Red Team galloped to victory in the High Goal match of the Journal Cup, fending off a late-game surge from the White Team to seal a 6-4 victory at the Enrique Zobel Field of the Manila Polo Club on Sunday afternoon.
With the clock ticking down in the fifth and final chucker, White Team’s Tommy Bitong ignited hopes of a comeback, drilling in a goal to cut the deficit to 6-4. However, the Red Team’s defense held firm, shutting down further attacks and riding out the clock for the win.
Juan Zubiaurre led the triumphant Red Team, with 3 goals, delivering the pivotal one in the final chucker to cement their lead. Adrian Garcia chipped in two key goals, while team captain Marty Romualdez added one to round out the Red Team’s total.
Bitong led the White Team’s charge with two goals in the fifth chucker, while Simon Prado and team skipper Andrew Romualdez each contributed one goal. Despite the late push, the White Team fell short of a comeback.
In the Low Goal game, the Blue Team stormed past the Green Team with a convincing 6-3 win.
Locked at 2-2 in the second chucker, the Blue Team broke away in the third, firing in three unanswered goals to take control.
Both squads tallied one more goal each in the final chucker, sealing the Blue Team’s triumph.

THE Philippine girls’ tennis team started strong with three straight wins, just enough to secure an impressive Top 4 finish despite falling short in the semifinals of the ITF World Juniors Tennis Competition in Isah Town, Bahrain.
Under the guidance of coach Czarina Arevalo and with 12-year-old Maristella Torrecampo leading the team, the Filipina girls strung up elimination-round victories over Syria, Kyrgyzstan, and Turkmenistan. However, they stumbled in the latter stages, losing to Sri Lanka in the semifinals and then to Lebanon in the battle for third place.
Competing in the Girls’ U14 category, the Philippines started strong with a commanding 3-0 sweep of Syria in Group E.
They continued their winning streak against Kyrgyzstan with a 2-1 victory. Torrecampo set the
tone by shutting out Leila Iliasova in singles, before teaming up with Ayl Zyza Gonzaga to defeat Aliana Shadybekova and Saara Myzaeva, 6-2, 6-2, in the doubles.
Ella Mhae Paglalunan put up a fight, but fell to Myzaeva in the other singles’ match.
Against Turkmenistan, the Filipinas faced an early setback when Paglalunan lost to Aylar Kakabayeva.
However, Torrecampo levelled the score with a 6-1, 7-5 win over Nazli Hudaygulyyeva, before sealing the victory alongside Gonzaga in the doubles’ match.
The duo outplayed Kakabayeva and Hudaygulyyeva, 6-4, 6-4, to complete the sweep.
The semifinals proved challenging as Sri Lanka overpowered the young Filipinas with a decisive 3-0 sweep.
In the placement match against Lebanon, Torrecampo prevented a shutout with a hard-fought 6-4, 7-6 (7-4) win over Leana El Samad.

Uy’s round was a mix of precision and resilience. Amid swirling winds and ever-changing course conditions, she emerged from a tightly contested leaderboard, where at least eight players briefly shared a piece of the lead, to surge ahead with a string of three consecutive birdies from No. 12. The former Junior World champion could have extended her lead further if not for a closing bogey, settling for a 36-32 card on the par 37-35 layout hosting its first professional tournament.
“I shortened my swing for better accuracy and timing,” said Uy, who captured the Bacolod leg of last year’s 10-leg circuit organized by Pilipinas Golf Tournaments, Inc.. “I also worked a lot on my putting inside three feet, which had been a weakness in the past.” Lee, who has faced challenges with consistency since winning her first professional tournament at Splendido Taal, showcased her potential with a solid three-under 34 on the front nine. However, a delay in her tee-off on No. 10 disrupted her rhythm, leading to a costly double bogey that stalled her momentum.
Despite settling for a one-under 71, she remains confident in her ability to bounce back and contend for the title in the 54-hole, P1 million tournament sponsored by ICTSI.
LUBAO, Pampanga—Angelo Que stormed ahead in the ICTSI Pradera Verde Championship with a masterfully executed 68 at the newly introduced Pinatubo course, seizing a three-shot advantage over Keanu Jahns, Jaehyun Jung, Carl Corpus and Christopher Popp here on Monday.
This latest addition to the 36-hole Pradera Verde golf complex is hosting a tournament of this scale for the first time since its unveiling late last year, immediately setting itself apart as a true test of skill and strategy.
Que, a seasoned competitor and three-time Asian Tour winner, relied on meticulous planning to navigate the demanding course.
“It’s all about strategy,” said Que, who flourished on a hot, windy day with five birdies against a bogey. “When I played the pro-am on Sunday, I focused on identifying the right spots to miss on tough holes. If you miss it in the right place, you can still manage to save par.”
Que not only liked how the course suited his eye but executed well, making clutch putts and reading the greens with precision.

TOTAL registered investments surged past the 2023 level by over 29 percent, reaching P1.9 trillion in 2024, the Board of Investments (BOI) said Monday.
Domestic investment approvals more than doubled from P578 billion to P1.35 trillion, while foreign investments accounted for P544 billion, making up 29 percent of the total.
Special Assistant to the President for Investment and Economic Affairs (SAPIEA) Secretary Frederick Go said the new investments are expected to generate over 130,000 jobs. He attributed the figures to

Association of the Philippines, Inc. (CeMAP) lauded the decision of the Department of Trade and Industry (DTI) to impose a provisional safeguard measure on imported cement.
The DTI’s preliminary safeguard investigation found prima facie evidence of increased cement imports causing serious injury to the domestic industry, CeMAP said.
Citing data from the Bureau of Customs (BOC), CeMAP noted showed a sharp rise in cement imports, reaching an all-time high of 7.6 million tons in 2024, a 10-percent increase from 2023. Despite the domestic industry’s capacity to produce at least 50 million tons annually, cement demand in 2024 is estimated at 35 million tons, with imports making up 7.6 million tons.
Increasing imports, the group said, pushed domestic capacity utilization down to 55 percent, impacting the industry’s financial health.
CeMAP said the safeguard measure not only helps manufacturers but also secures jobs and strengthens the Philippine economy.
While CeMAP supports fair competition, the continuous influx of imported cement, especially from Vietnam, threatens the country’s economic recovery.
Unchecked imports undermine local manufacturers’ ability to drive job creation, tax revenue, investments, and economic growth, it noted.

These are priority areas championed by Secretary Go and Secretary Roque,” said BOI managing head Ceferino Rodolfo. The renewable energy sector led all investment categories, attracting P1.3 trillion, followed by manufacturing at P144 billion, real estate at P138 billion, transportation and storage at P131 billion, and electricity, gas, steam and air conditioning supply at P79 billion.

(SGP) disclosed to the Philippine Stock Exchange Monday that the Arbitral Tribunal, in its final award on Feb. 19, 2025, declared that the transmission firm did not breach the nationality restrictions in the Philippine Constitution and the AntiDummy Law.
The court also rejected PSALM and TransCo’s defense that this rendered NGCP’s claim to the validity of the prepayment or its other claims inadmissible or unenforceable.
“Under the UNCITRAL [United Nations Commission on International Trade Law] rules, the tribunal’s award is final and binding on the parties and the parties undertake to carry out the award without delay,” SGP said.
NGCP filed for arbitration against TransCo and PSALM in 2018 after a dispute resolution in August 2017 failed to settle concerns over the grid operator’s concession agreement with the said agencies.
SGP said the arbitral tribunal declared that NGCP did not breach its obligations under the concession
agreement in relation to permitted indebtedness or insurance.
It said the tribunal also declared that NGCP validly exercised its right to make the prepayment of P57.88 billion that it made on July 15, 2013, there then being “no amount due to PSALM or TransCo under this [concession] agreement [including the deferred payments] and other transaction documents that are in arrears.”
PSALM president Dennis de la Serna said the tribunal’s ruling was referred to the Office of the Government Counsel (OGCC) as counsel for PSALM and TransCo for appropriate action.
“We want to assure the public that both PSALM and TRANSCO are fully committed to protecting the interests of the Filipino people and that we will act in accordance with law,” de la Serna said.

A groundbreaking ceremony on Feb. 21, 2025 in Barangay Ingore, La Paz, Iloilo City marked the commencement of the P5.5-billion Metro Iloilo Desalination Facility.
The project is set to transform the region’s water infrastructure and address the growing demand for clean drinking water.
The plant will have a capacity to produce 66,500 cubic meters of potable water daily, benefiting over 400,000 residents and businesses in Iloilo City and beyond.
The desalination facility will employ cutting-edge reverse osmosis technology to convert seawater into potable
water while ensuring an uninterrupted supply even in times of drought or low rainfall.
Metro Pacific Water president Cristopher Andrew Pangilinan emphasized the importance of the project in strengthening Iloilo’s water security.

developer SM Prime Holdings Inc. (SMPH) earmarked P100 billion for 2025 capital expenditures to support the expansion of its mall and residential businesses.
SMPH said it budgeted P67 billion to fund residential and integrated property developments and
P33 billion for malls, hotels and office units.
“We expect election-related spending, easing interest rates, and higher tourism spending to fuel our growth in 2025,” said SMPH president Jeffrey Lim in a statement to the stock exchange.
“Our growth will be driven by the mall business, while our robust project pipeline will enhance the expansion of strategic initiatives across our diversified portfolio,” Lim said.
SMPH’s capital expenditure this year will prioritize malls,
residences and integrated property developments. A key component of the investment is the P21 billion earmarked for the expansion of its malls’ gross floor area (GFA).
The company plans to add 205,400 square meters of GFA in new developments and redevelop 124,488 square meters of existing mall space. By the end of the year, SMPH’s total mall GFA will exceed 8 million square meters.

TWO of the most important promises made by Ferdinand Marcos Jr. in the course of the 2022 presidential campaign related to two most basic needs of Filipinos, namely, food and shelter. Candidate BBM said that if elected, he would see to it that the price of rice would be brought down to P20 per kilogram and that 1,000,000 low-cost houses would be built in every year of his term. Regretfully, both promises have yet to be fulfilled.
President BBM’s administration has in the past 31 months used all the tools at its disposal – including reducing the tariff on rice from 35 percent to 15 percent, unloading the National Food Authority (NFA) rice stock on Kadiwa stores and the local government units (LGUs) and setting a suggested minimum rice price (SMRP)— to bring down prices of the nation’s staple food, but to insufficient effect. Rice prices have tenaciously stayed in the P35.55 per kilo range. A stable trend toward P20 per kilo is nowhere in sight. The size of the housing backlog in this —repeatedly said to be 6 million units but arguably much higher than that – was sufficient reason for candidate BBM to make the backlog’s eradication a major campaign promise. A dismayingly high number
of Filipino families continue to live as informal settlers—the new politically correct term for squatters—in substandard shelter facilities. Some of the worst informalsettler communities are found in National Capital Region (NCR) cities, often in the shadows of gleaning high-rise buildings. The situation in provincial localities usually is even worse.
What has been the Marcos administration’s achievement record in the domain of low-cost housing? I am not in possession of official data, but based on the construction industry and financial sector information that I track, I would guess that a total of at most 300,000 low-cost housing units have been constructed in this country in each of the last three years. Needless to say, that is a far cry from one million low-cost housing units per year.
Without condoning its low-cost housing performance, it bears pointing out that the Marcos II administration is not the only non-performer in this area of the economy. The fact is that administration after administration has not come within striking distance of the target it set for construction of low-cost housing units. The last administration and the ones before that all set targets and then failed to meet them.

What is the problem here?
The basic explanation is that a serious low-cost housing program has not been considered a top priority of successive administrations.

“Our objective is simple: speed up and fix our transportation systems to make them safe,” Dizon said.
“We have to fast-track all the ongoing projects of the past administrations and also start the projects that are in the pipeline,” he said.

“The year 2024 saw double-digit consolidated core net income [CCNI] growth—with generation, RES and distribution as well as non-power subsidiaries contributing to the year’s gratifying results. Total share of unregulated businesses now accounts for 38 percent of CCNI. We previously put together a strategy to maintain a balanced mix of regulated and unregulated businesses to accelerate growth and enhance profitability and we are actively executing this strategy,” said Meralco chairman and chief executive Manuel Pangilinan.
Pangilinan said if the company achieves a core income growth of 10 percent, the company is looking at a P49.6-billion CCNI for 2025.
“So of course, I’m encouraging the management to achieve something… to P50 billion round off, you know,” he said.
Meralco’s reported net income, adjusted to exclude the effect of foreign exchange gains or losses and other one-time, exception transactions, also went up 21 percent to P45.859 billion last year from P38 billion a year earlier.
Consolidated revenues grew 6 percent to P470.4 billion from P443.6 billion in 2023, mainly due to the 6-percent rise in volume sold by the DU, and the increase in pass-through transmission charge.
“Beyond the strong financial performance, Meralco also moved ahead with critical activities, including securing legislative approval of our franchise renewal and application for our distribution rate reset, which would allow us to better serve and empower our customers in the next four years and beyond,” said Pangilinan.
Dizon said that while there are hurdles to achieving this objective such as right-of-way issues, a whole-of-nation approach should be implemented to harmonize solutions to complete big-ticket projects.
“With all the infrastructure projects
that have been done, those problems are already there. Right-of-way first.
The right-of-way, the solution to that will not only come from the DOTr,” Dizon said.
“We have to work together. What is really needed here is a wholeof-government, whole-of-society approach. All our partners need to understand that they need to contribute to the projects we need to make,” he said.

THE Bangko Sentral ng Pilipinas (BSP) said Monday it exclusively manages the country’s gross international reserves (GIR), including gold, to ensure the stability and convertibility of the peso and meet potential foreign currency demands.
It made the statement after former President Rodrigo Duterte alleged during a political rally in Mandaue City on Saturday that incumbent President Ferdinand Marcos Jr. stole the country’s gold reserves. “They have been selling our gold until now, and there’s very little left. So how will the economy stand in the future?” Duterte said.
The BSP said, however, the country’s gross international reserved could not used for any other purpose other than meeting the country’s foreign exchange requirements.
Tasked to manage the country’s external accounts, the BSP said it has been buying and selling gold over the years as part of its core functions.
When the BSP sells gold, the proceeds revert to and stay within the GIR. Last year, the GIR rose to $106.3 billion from $103.8 billion in 2023.
Similar to other central banks, the BSP said it maintains a portion of its reserves in gold as part of the country’s GIR mostly to hedge against/offset
movements in the market price of other assets.
“The BSP buys or sells gold to maintain an optimum level for this purpose, not too much, not too little. This follows basic portfoliomanagement principles,” it said.
“Gold prices tend to move in the opposite direction of other assets. Therefore, central banks hold some gold as a hedge against price declines in other assets in the reserves,” the BSP said.
“However gold prices can be volatile, earns little interest, and has storage costs, so central banks don’t want to hold too much,” it said.

MANILA Water Company on Monday reported an 88-percent increase in net income to P10.5 billion in 2024. The company attributed the performance to strong revenue growth in its east zone concession and contributions from its non-east zone Philippines (NEZ PH) businesses. Cost management and operational efficiency initiatives also contributed to the profitability.
Manila Water reported a recordhigh EBITDA of P25.9 billion, with an EBITDA margin of 71 percent, up four percentage points from the previous year. EBITDA refers to earnings before interest, taxes, depreciation and amortization. Excluding non-recurring items such as business divestments and impairment
provisions, core net income rose 48 percent to P14.2 billion, with a
income margin of 39 percent, up eight percentage points. Consolidated revenues increased 19 percent to P36.6 billion, driven by increased billed volume and tariff adjustments in the east zone concession and several NEZ PH businesses. Total costs and expenses were P11.8 billion. The east zone concession reported a 20-percent increase in revenues to P28.8 billion, primarily due to the second tranche of the rate rebasing tariff adjustment in January 2024 and consumption growth. EBITDA increased 22 percent to P20.7 billion, with an EBITDA margin of 72 percent.

Over the past years, DHSUD has made significant strides in making affordable and inclusive housing accessible to Filipinos.
“Nagsimula na ang turnover natin ng housing units sa mga 4ph projects sa Palayan at Bacolod. Tuloy-tuloy na po ito sa mga susunod pang mga araw… habang tuluy-tuloy din ang construction at development ng iba pang 4ph projects all over the country,” shared the Secretary.
Apart from taking the lead in the administration’s flagship housing
program, the Department also plays a crucial role in urban development and disaster resilience as evidenced by the ongoing developments in the Pasig River Esplanade through its Pasig Bigyang Buhay Muli (PBBM) Project and its continuous granting of aid to disaster-affected families through the Integrated Disaster Shelter Assistance Program (IDSAP).

GMA Integrated News’ weekend newscast 24 Oras Weekend marks its 15th anniversary this month, maintaining its position as a leading source of news and information for Filipinos in the country and abroad.
Airing Saturdays and Sundays at 5:30 p.m., the program is anchored by broadcast journalists Pia Arcangel and Ivan Mayrina, with Nelson Canlas handling its entertainment segment “Chika Minute.”

For those with a dark sense of humor, this movie promises to be a knee-slapper in absurdity. It is like watching Looney Tunes cartoons in terms of violence but with deadly consequences. If you are curious about what happens to a body after a stampede, this movie offers such answers with generous help. Watch this for the hilarious-shocking violence. It’s too bad that Osgood Perkins did not write and direct a memorable story. This movie will be praised and remembered for the abandoned wanton of human suffering amidst cartoon-like contraptions and series of events. Even the wind-up toy monkey’s crazed eyes are not as menacing as the final stare into the audience his father did at the end of Psycho.

MIKHAIL Red , the director behind the top-grossing Filipino horror film Deleter , returns with Lilim , a psychological horror that takes audiences into the unsettling world of a seemingly safe orphanage harboring dark secrets.
The film, starring Heaven Peralejo, National Winner for Best Actress at the 2023 Asian Academy Creative Awards, is set to hit Philippine cinemas on March 12. GABBI Garcia revealed that she once dreamt of becoming a housemate in the hit reality show Pinoy Big Brother years ago.
“That’s true!” she admitted. “For those who don’t know yet, I auditioned for PBB in 2012. I didn’t think that after thirteen years, I’d be one of its hosts in its latest installment.”
GMA and ABS-CBN recently signed a contract to collaborate on Pinoy Big Brother Celebrity Edition Collab , which will air on the Kapuso network this year.

In a recent television interview, Mark Herras revealed that he still hasn’t fully moved on from the challenges brought about by the deaths of his adoptive parents, Claudio Herras Jr. and Hermenegildo Santos, in 2014 and 2016, respectively.
“I really feel that until now, I haven’t overcome it yet,” he stated. “That’s why I have depression and anxiety. When I celebrate their death anniversaries, sometimes I really break down, especially when I’m alone.
“I remember one time, I stopped driving on an expressway. I was asking them, ‘Did I ever say thank you to you guys?’ I was crying heavily. I realized that I wasn’t able to grieve enough.”
Despite this, the actor-dancer said he needed to move forward for his family.
“That’s right! I have a growing family to feed. There’s my child and my future children. And then, there’s my wife. It’s good that my in-laws supported me. They took good care of me. I’m lucky to have them by my side.”
Even though he doesn’t visit their graves often, Mark said he will never forget his adoptive parents.
“They will always be in my heart. Instead of grieving, feeling sad and depressed, and neglecting myself, I chose to fight and go on with life—mainly because there are people who depend on me,” he concluded.
