Army holds land warfare, cyber defense readiness drills

THE Philippine Army (PA) recently held comprehensive exercises designed to sharpen both its land warfare and cyber defense readiness.

The land-based military unit conducted a large-scale live-fire exercise on Friday, March 7, at the Combat Readiness Training Area in Fort Magsaysay, Nueva Ecija, and the Crow Valley Gunnery Range in Capas, Tarlac.

The drills featured advanced weaponry, including ATMOS 2000 self-propelled 155mm howitzers, Sabrah light tanks, and newly acquired mortars, alongside infantry and specialized units.

The exercise simulated battlefield scenarios to test command-andcontrol strategies and validate the Army’s ability to project and sustain forces under its Land Defense Concept.

Army Chief Lieutenant General Roy Galido highlighted the importance of such training in enhancing operational readiness and interoperability with the Philippine Navy and Air Force.

The event also served as a preparation for upcoming joint exercises with US forces, including Salaknib and Balikatan, coinciding with the Philippine Army’s 128th founding anniversary.

Following the land-based drills, the Philippine Army launched Cyber Defense Exercise 2025 on March 8 at its headquarters in Fort Bonifacio, Taguig City.

SENATE President Francis Escudero lauded local officials of Sorsogon, led by Gov. Jose Edwin Hamor, for steering the province toward sustained growth for the last three years, outpacing all but one province in the entire Bicol Region.

According to Escudero, Sorsogon continued its upward trajectory to post a 6.2-percent growth in 2023, increasing its economy in terms of gross domestic products (GDP) P79.18 billion the previous year from P74.54 billion in 2022 and P66.44 billion in 2021, based on data from the Philippine Statistics Authority (PSA).

“We congratulate the good and industrious leaders of Sorsogon for the continuing the projects and programs we initiated toward the progress of our beloved province. We can now say Sorsogon has the fastest growth rate in the entire Bicol,” Escudero said in Filipino, himself a former governor of the province. PSA records showed that only Catanduanes grew at a faster rate than Sorsogon after the former registered a growth rate of 7.6 percent in 2023. The rest of Bicol had Albay growing by 5.9 percent; Camarines Sur, 3.2 percent; Camarines Norte, 3.7 percent; and Masbate, 3.5 percent.

THE Climate Change Commission (CCC) has cited the Pangasinan provincial government for its comprehensive climate resilience strategies and integrated approach to environmental sustainability, disaster preparedness, and risk reduction.

CCC vice chairman and executive director Robert Borje said Pangasinan’s 100 percent compliance with the Local Climate Change Action Plan enables all 48 of its local government units to implement initiatives tailored to address their specific needs.

“Pangasinan’s commitment to disaster risk preparedness is commendable, as reflected in its 100 percent LCCAP submission. When we talk about hazards, exposure, vulnerability, and capacity, we must see them not just as challenges but as part of a strategic game plan—an investment in community resilience. This is exactly what we witness here in Pangasinan,” Borje said.

Leading these efforts are Project PARAAN, (pioneering safety, assessing vulnerabilities, risk management, address-

ing hazards, achieving resilience, and navigating challenges) to increase preparedness specifically for a tsunami, as well as the Green Canopy Project, which has already planted 400,000 native and fruit-bearing trees as well as mangroves since its launch in 2023.

Pangasinan is also advancing ecological conservation through the planned Eztanza Native Tree Nursery and Project Kasilyas, further strengthening its climate resilience framework, Borje said.

Gov. Ramon Guico III thanked the CCC for the recognition, noting that Pangasinan’s climate adaptation and mitigation efforts will not only benefit the province but also have positive impact for the rest of Luzon given the interconnectedness of the ecosystem.

“We thank the Climate Change Commission for recognizing the consistent and collaborative work of all the LGUs of Pangasinan towards climate change adaptation, environmental protection, and socioeconomic sustainability,” Guico said.

SENIOR citizens of Manila, numbering about 200,000 will receive a 100-percent increase in their month allowance from the city government for the first quarter of the year.

Mayor Honey Lacuna announced that the distribution of the city’s senior citizens allowance amounting to a total of P3,000 each for the months of from January to March, will be made through a cash payout to be carried out by the barangays.

Unlike in the past administration where getting the allowances was a bit complicated for the elderlies, Lacuna said the payout process this time around will be a lot faster and hassle-free.

What if?

IT SEEMS quite predictable that the trial of Vice-President Inday Sara Duterte will be tossed to the senators of the 20th Congress to adjudicate. Neither the senators nor the Supreme Court will be pressured by the manufactured clamor from various quarters including the clerics who intend to gather a million signatures (bumenta na ‘yan!) to convene before June 2.

So the 64-dollar question by the time the elections will have “gifted” us with a new or recycled set of more of the same plus new misfits will be whether the vicepresident will be convicted and disqualified to run for public office in perpetuum. Truth is, it would have been better if the HoR impeached her in December, and the trial was started before the campaign period. She could have counted on four sure votes: Robinhood, Bong Go, Bato and Imee Marcos.

Plus the re-electionists, namely Cayetano, Tolentino, Lapid and Revilla who would need the huge Mindanao plus Bisaya vote, where the Dutertes, despite demolition efforts, still hold popular sway. That’s eight votes, and since Senadora Cynthia wants to bequeath her seat to daughter Camille who needs the Duterte loyalist votes, you have nine; 10 to include her son Mark. Enough to acquit.

There’s no use speculating on how the Estrada siblings or the other remaining senators would vote. They would be icing on Sara’s cake.

But now, the VP’s fate is dependent on two factors: the result of the May elections and the resolve of President Marcos Junior to rid himself of her unwanted presence in the corridors of power.

Senators are self-interest politicians first and foremost. They will vote according to the shifting winds of public opinion and/or the inducements of Malacanang and its cohorts. Blended together, it is a heady cocktail.

So by late August or September, maybe October this year, we would witness either conviction or acquittal.

If acquitted, remember that what can’t kill can make one stronger.

If convicted, the next question will be who will replace her in the Numero Dos position.

Under the Constitution, the president can choose any member of Congress who meets the prescribed qualifications for the presidency or vice-presidency: natural-born Filipino, at least 40 years of age, and knows how to read and write.

There is an important consideration for the current occupant of the palace beside the not-so-stinking river Pasig (thanks to San Miguel’s Ramon Ang), and that is, someone trusted who is non-threatening

and with little if any ambition to run for president in 2028.

So who is President Marcos Junior likely to choose?

My predictions: not anyone from the Senate. These 24 republics cannot hide their ambition, be it an SP Chiz, an Estrada, a Tulfo, a Cayetano, a Legarda, a Villanueva or even a Villar.

But acquittal is not a consummation to be countenanced by Malacanang

Once given the Numero Dos regalo, they will have a platform from which to ascend further, limiting whatever plans the president may have beyond his term .

So if it is a congressman, would he choose the current Speaker, a first cousin? He is too important to whip congressmen in line. But there is a cousin-in-law.

He is not likely to be publicly happy about this prospect, and I am not making this prediction as if I could in any way influence the current powers in Malacanang.

Think Toby Tiangco, the gentleman from the lone district of Navotas City.

He is the current campaign manager for the Alyansa ticket, an assignment given to one fully trusted. He is a relative by affinity, married to a Romualdez. He is low-key and well-respected by his peers for level-headedness and has served his constituents well both as mayor and congressman.

And he did not vote to impeach Sara, nor participated in the inquisition that preceded the impeachment. In 2016, when presidential candidate VP Binay was sinking in the surveys, Toby did not abandon ship.

Some rumors have been floating around that Tiangco could be the next Speaker, which is a possibility if the vicepresident is acquitted by the Senate in order to somehow douse cold water on the political heat thereafter.

But acquittal is not a consummation to be countenanced by Malacanang.

The genie has left the bottle in the House, and to let go will threaten Casas Marcos y Romualdez as well as their loyalists, for a stronger Inday Sara is not likely to forgive nor forget.

Argentina port city ‘destroyed’ by massive rains

The storm forced the evacuation of Jose Penna hospital, with news footage and video shared on social media showing nurses and other medical staff carrying babies to safety. They were later assisted by the army.

The downpour, which began Friday morning, dumped more than 400 millimeters (15.7 inches) of rain in the area in just eight hours, “practically what Bahia Blanca gets in an entire year,” provincial security minister Javier Alonso said.

Reyes sees tough finals ahead for TNT sans Castro

COACH Chot Reyes had a feeling in his gut that they will play the Barangay Ginebra San Miguel Gin Kings in the finals.

And he was right, after the Gin Kings bounced back and quickly pulled off to a 126-99 triumph over North Port Batang Pier on Friday in Game 5 of the 49th Philippine Basketball Association Commissioner’s Cup semifinals.

“I don’t think it’s any secret, we’re going to play Ginebra in the Finals. We all know how strong and how deep that team is,” said Reyes after Tropang Giga dispatched Rain or Shine by way of a 97-92 decision in Game 5 of their of their best-of-seven semis affair.

Tiger Cubs advance to cage finals for 1st time in 15 years

AFTER a 15year wait, the University of Santo Tomas (UST) Tiger Cubs have clinched a spot in the UAAP High School Boys’ Basketball Finals, their first appearance since Season 73 in 2010.

The No. 2 seed Tiger Cubs defeated the No. 3 seed Far Eastern University-Diliman Baby Tamaraws, 75-63, in their Final Four clash, held Sunday at the Filoil EcoOil Centre in San Juan City.

This victory sets up a highly anticipated championship series against the top-seeded National University Nazareth School Bullpups, who advanced by narrowly defeating the defending champion Adamson Baby Falcons, 64-62.

The last time the Tiger Cubs reached the finals, a squad led by Kevin Ferrer fell to Kiefer Ravena and Ateneo in a three-game series.

The España-based program last won a title in 2001.

UST and NUNS will tip off their best-of-three title series on Thursday at 12 noon at the same San Juan venue.

Coincidentally, the Junior Growling Tigresses and the Lady Bullpups will also battle for the girls’ basketball crown which tips off earlier in the day at 10 a.m.

GIR climbed to $106.7b in February

THE Philippines’ gross international reserves (GIR) climbed to $106.7 billion as of end-February 2025 from $103.3 billion in January, the Bangko Sentral ng Pilipinas (BSP) said over the weekend.

It was also higher than $102 billion in reserves registered a year ago. The BSP’s reserve assets consist of foreign investments, gold, foreign exchange, reserve position in the International Monetary Fund and special drawing rights. The BSP said the latest GIR level represented a more than adequate external liquidity buffer equivalent to 7.5 months’ worth of imports of goods and payments of services and primary income.

“By convention, GIR is viewed to be adequate if it can finance at least three-months’ worth of the country’s imports of goods and payments of services and primary income,” the BSP said. It was about 3.8 times the country’s short-term external debt based on residual maturity. Stock market seen moving sideways with upward bias

THE Philippine stock market is expected to move sideways with an upward bias this week amid improving economic conditions.

Analysts said the overall optimism improved, driven by prospects of monetary policy easing following the better-than-expected February inflation rate.

Analysts also said the appreciation of the peso against the dollar boosted investor sentiment.

“We expect optimism to remain driven by prospects on the BSP’s monetary policy easing following our latest inflation print, and our robust Q4/FY 2024 corporate results. The [eso’s appreciation, if it continues, is also expected to help,” Philstocks Financial Inc. research head Japhet Tantiangco said.

The local bourse could also move sideways as investors might take profits after the index rallied for five straight trading days last week.

Investors will also watch out for the release of data on foreign direct investments and dollar remittances this week.

Tantiangco said, however, the uncertainties with respect to the US’ trade policies woiuld continue to a key downside risk to the market.

The Philippine Stock Exchange index surged 5.01 percent to close at 6,298.29 last week, while the broader all-shares index advanced 2.55 percent to 1,691.46.

THE Toll Regulatory Board (TRB) said it expects to approve P328 billion worth of expressway projects from San Miguel Corp. within the first quarter of 2025.

“This quarter, the target of the TRB is to approve the final engineering design and issue the notice to proceed for the NALEX, SALEX and TR 5 Segment 1,” TRB executive director Alvin Carullo said.

Employers Confederation of the Philippines (ECOP) president Sergio Ortiz-Luis Jr. said that while these advisories from agencies like the Department of Labor and Employment (DOLE) and the Department of Health (DOH) should be observed, they should also be practical and not applied indiscriminately.

He said businesses and schools should have the flexibility to implement commonsense measures suited to their specific conditions.

Ortiz-Luis, speaking in an online interview on Feb. 27, 2025, noted that smaller companies, schools without air-conditioning and field workers are most vulnerable to extreme heat.

He cautioned against one-size-fits-all regulations, arguing that excessive restrictions—such as school and workplace closures— could lead to unnecessary disruptions.

“It’s easy to make broad recommendations, but we must be careful. Advisories should continue, but there’s no need to overreact,” he said, warning against measures that could negatively impact business operations and student learning.

Ortiz-Luis suggested issuing simple guidelines while allowing workplaces to take practical steps, such as ensuring proper ventilation and providing ample drinking water.

“No company wants heat-related accidents. Employers will naturally take precautions. Situations vary—some schools have airconditioning. A blanket policy would be a waste of learning hours due to overreaction,” he said.

Given the possible complications of romantic relationships in organizations, it is crucial to find a balance between protecting the company’s interests and respecting the rights and autonomy of employees. Human resource management practitioners, in particular, must take into account both the advantages and disadvantages of workplace romance so as to come up with appropriate policies.

Among the pros of workplace romance are the following: (a) if the relationship is healthy and consensual, it can lead to job satisfaction because employees will feel more connected and supported; (b) employees who establish personal connections at work might decide to stay with the company, thus reducing turnover; and (c) some employees might feel more loyal to a company that allows them to form personal relationships in a respectful environment.

Among the cons of workplace romance are the following: (a) if one partner supervises the other, this can lead to conflict of interest, with personal feelings possibly clouding one’s judgement; (b) the perception among co-workers of bias or favoritism can undermine team morale; (c) workplace relationships can create distractions or tension among employees especially if the romance becomes public and involves drama; (d) in cases where unequal power exists (e.g., supervisor-subordinate), there might be legal ramifications in the form of consent, harassment, or discrimination.

Setting appropriate workplace policies

Some companies might take the convenient route of simply banning workplace romance altogether just to avoid the legal and reputational risks. A non-fraternization policy serves the purpose of avoiding conflicts of interest and reducing the risk of favoritism

or unequal treatment. However, this might be considered an extreme position that could work against the company, which could lose valuable talent resulting from such an inflexible policy.

Given the sensitive nature of workplace romance, business owners and HR professionals must put into place clear and fair policies that will mitigate risks without trampling on the rights of employees both to decent work and potentially finding their lifelong partners. These could include the following:

Disclosure policy—Employees in romantic relationships must disclose to the HR Department their relationship with co-workers (especially if one reports directly to the other). This policy must also assure employees that details of their personal relationships will not be shared with the wider company so as to respect the employees’ privacy.

Conflict of interest policy—Employees involved in a romantic relationship must not work directly under one another or in positions where conflicts of interest could arise so as to avoid perceptions of unfairness.

Code of conduct and professionalism—This must be clearly communicated to employees so that they know that personal relationships must neither interfere with work performance nor create a disruptive environment.

Anti-harassment and anti-retaliation policy—To protect individuals from harassment or retaliation, there must be clear guidelines and confidential procedures for reporting grievances, particularly in the event of a problematic situation arising from a workplace romance.

Exit strategy—In case of a breakup, the company must provide clear guidelines on how to handle the transition to ensure that both employees remain professional and that their work relationships do not suffer.

Encounter, the Korean TV series, ended happily, but I wonder whether the same can be said for others who find themselves attracted to their work colleagues and want to pursue a romantic relationship with them. My sense is that we should not get in the way of people’s happiness and fulfillment. People do not just have ‘hands’ and ‘minds’ for work but also ‘hearts’ and ‘souls’ that need nourishment and love.

THE Department of Energy (DOE) plans to hold three more Green Energy Auctions (GEA) this year while issuing the notice of award for the third round (GEA-3) by April.

The planned new auctions include the GEA-4 involving ground-mounted solar, roof-mounted solar, floating solar, onshore wind and solar plus energy storage system, GEA-4.1 for waste-toenergy and biomass projects and GEA5 for offshore wind projects.

DOE assistant secretary Mylene Capongcol said they were waiting for the confirmation of the price offers from the Energy Regulatory Commission (ERC) that will pave the way for the award of contracts under GEA-3.

“Once the ERC confirmed the offered prices, that’s around 60 days. Most likely [April],” Capongcol said.

The DOE accepted 14 bids totaling 7,500 MW on Feb. 19, 2025 for GEA3 with committed delivery dates from 2025 to 2032. The bids were endorsed to the ERC for evaluation of the price offers. Pumped storage hydro (PSH) had the biggest offered capacity at 6,950 MW, followed by impounding hydro at 550 MW and geothermal at 30.887 MW. Capongcol said they were also waiting for the approval by Energy Secretary Raphael Lotilla for GEA4, but they were planning to issue the notice of auction (NOA) and terms of reference (TOR) within the month.

THE Cybercrime Investigation and Coordinating Center (CICC) teamed up with the US-based National White Collar Crime Center (NW3C) to conduct advanced digital forensics training for Philippine law enforcement to bolster the fight against cybercrime.

Around 30 participants from CICC and law enforcement agencies such as the Philippine National Police Anti-Cybercrime Group are expected to attend the week-long training from March 10 to 14, 2025 at the National Cybercrime Hub in Bonifacio Global City.

“This regional training will provide Philippine law enforcers and regulators a better understanding of cybercrimes and how to acquire digital evidence,” CICC executive director Alexander Ramos said.

Expert instructors from NW3C’s headquarters in the US will train participants on basic and advanced digital forensic analysis and new investigative techniques.

“This training will not only capacitate our agents and law enforcers but also boost our success rate in the prosecution of cybercriminals,” Ramos said.

The training program is in line with the CICC’s mandate to foster harmony in the suppression and prevention of cybercrimes.

The NW3C is a congressionally funded non-profit corporation which trains state and local law enforcement agencies to combat emerging economic and cybercrime problems. It also provides the general public with information and research on preventing economic and cybercrime.

What sets The Brutalist apart is how it puts the American Dream to the test for people like Thoth. Is this dream truly for everyone?

Felicity Jones plays his wife and answers this in a scene where she presents her credentials to their wealthy, powerful American patron, played with fierce atrocity by Guy Pearce. Her achievements shock the Americans, highlighting how lowly they perceive fresh immigrants. This is especially prescient given the current American disdain for immigrants. No matter that you designed Budapest’s library—you are just a

immigrant in America.

Adrien Brody’s character’s bedraggled face is a corrosive counter to his works, which are operatic arias in concrete. This is essentially the movie’s asymmetry: the solid monuments he designs versus his nervous, self-destructive unraveling. It is one of those infuriating biopics about a miserable, flawed genius—a tired trope held at bay by Brody’s acting mastery. He is exhilarating, from the way he folds like a soggy napkin upon seeing his wife for the first time since the Nazis separated them to his white-hot rage upon discovering his vision will be compromised.

The Brutalist is a beautiful film despite falling into the trope of the messy genius and his (and it is usually he) profoundly beautiful works. The movie is so long that it includes a 15-minute intermission. Frankly, the first half is serviceable, only to be scuppered by the second half. Indulgence is a filmmaker’s sin— however, one can let it pass because it reflects the artist’s doggedness.

The long runtime ultimately highlights the blending of the art and the artist. The movie is very much unlike the tenets of Brutalism, which is entrenched in massive forms and devoid of ornamentation. Yet, this film is filled with ornamentation, with scenes of brutality that push people over the edge. These moments offer opportunities for the actors to “act out,” as if horrible things must happen to produce performances of anger, rapacious suffocation, and despondence. In the end, the movie becomes flippant in its many flourishes—something Brutalism is not.

SOUTH Korean actor and singer Seo In Guk visited Boracay after being named the Philippines’ new celebrity tourism ambassador. During his trip, he explored the island’s attractions and sampled local cuisine. Seo, who recently signed a oneyear agreement with the Department of Tourism (DOT) arrived in Boracay two weekends ago for his first visit to the island. He was seen walking along the white sand beaches of Station 1, taking a yacht tour at sunset, and trying crystal kayaking, a popular activity in the area. He also played golf at Fairways and Bluewater Boracay and dined at Shangri-La Boracay, where he was served elevated Filipino cuisine.

The South Korean star also experienced local flavors, trying sisig and sinigang, two of the country’s most well-known dishes.

He interacted with fans during his visit, which is part of his role in promoting the Philippines as a travel destination to the South Korean market and his global audience. Seo’s appointment as the Philippines’ tourism ambassador was formalized through a memorandum of understanding (MOU) signed with DOT Secretary Christina Garcia Frasco on Feb. 21, with Tourism Promotions Board (TPB) Chief Operating Officer Maria Margarita Montemayor Nograles and Neocolors Production and Advertising Inc. President and CEO Dr. Christine May DagunoCanoy present as witnesses. Experts to discuss global hospitality, tourism at Phuket summit

ACADEMICS, industry professionals, and researchers in hospitality, tourism, management, and technology are set to gather for the 2nd Globe Summit: Global Leadership in Hospitality and Tourism Management from June 21 to 23 at the Radisson Resort and Suites in Phuket, Thailand.

The summit will feature discussions on challenges, best practices, and opportunities in the global hospitality and tourism sectors. Participants will have opportunities to engage with industry leaders, expand professional networks, and gain insights into emerging trends and research developments.

Sheryl “Sharima” R. Morales, an associate professor and campus director at the Polytechnic University of the Philippines (Parañaque City Campus), chairs the summit. Dr. Syed Mahmood Ahmed of the International College of Management in Sydney and Dr. Alejandro D. Magnaye of Parañaque City College serve as co-chairs. Pico De Loro is a world-class white-sand beach perfect for a serene getaway

IT HAS been a very stressful past few weeks for me, so I decided to take a much-needed breather. From among the many “nearby” destinations that I find conducive to a relaxing break, I chose to spend the weekend at Pico de Loro.

Only two and a half hours away from my residence are the lush landscapes of Hamilo Coast, and Pico Sands Hotel was my home for the weekend. Here, one can easily relax and unwind while soaking up the vibrant vibes of coastal life, far away from the noise and pollution of the metropolis.

From the time I set foot in the hotel, I was immediately impressed by the beautiful welcome I received from the staff.

Outside the door of the room assigned to me, two housekeeping ladies were waiting, offering a cold towel and serving me a refreshingly cold guayabano-passion fruit drink.

As the boat sailed toward the open sea, the stewards served a platter of hors d’oeuvres paired with my favorite Merlot. What better way to spend an afternoon than this! The golden sunset turned nature’s display from what was commonplace into the rare, while the stewards shared some trivia about the islands on the horizon, making the cruise even more relevant.

The following day, I spent it on the beach from breakfast until after lunch, basking in the glorious sunshine while enjoying the warm, crystal-clear waters of the bay. For city folks like me, swimming in the waters of Pico de Loro would be the ultimate therapy—the antidote to work-related stress that comes with having a career. Being immersed in the gifts of nature somehow wipes away the negative vibes that intrude into one’s persona.

Pico de Loro offers many more facilities designed to take your mind off the mental and emotional burdens that come with life in the metro. For those into sports, the Country Club has basketball, badminton, and pickleball courts, bowling alleys, and billiard tables. Of course, the fully equipped gym caters to fitness enthusiasts, while families will enjoy Club Pico, which has a play area featuring arts and crafts activities.

Emirates expands Asia network with new flights to Shenzhen, Da Nang, Siem Reap

DUBAI-BASED airline Emirates will expand its operations in Asia with new routes to Shenzhen in China, Da Nang in Vietnam, and Siem Reap in Cambodia.

Emirates will begin daily non-stop flights between Dubai and Shenzhen on July 1, making it the first Middle Eastern airline to operate daily services to the Chinese technology hub. The airline will also launch four weekly flights to Da Nang on June 2 and three weekly flights to Siem Reap on June 3, with both destinations linked via Bangkok. The expansion increases Emirates’ footprint in East Asia to 24 destinations, with 269 flights per week from Dubai. Shenzhen will

become the airline’s fourth gateway in mainland China, while Da Nang and Siem Reap will be its third and second destinations in Vietnam and Cambodia, respectively.

“Shenzhen opens new opportunities for business and trade, while our new services to Da Nang and Siem Reap enhance travel connectivity across Southeast Asia,” said Emirates Deputy President and Chief Commercial Officer Adnan Kazim The airline said it would deploy its retrofitted Boeing 777-300ER aircraft on the Shenzhen route, featuring upgraded business class and premium economy cabins.
