PRESIDENT Ferdinand R. Marcos Jr. has appointed Henry Rhoel R. Aguda, former president and CEO of UnionDigital Bank, as the new secretary of the Department of Information and Communications Technology (DICT).

He replaces Ivan John Uy, who resigned earlier this month. Aguda previously served as the Digital Infrastructure Lead at the Private Sector Advisory Council (PSAC), a council created by President Marcos to assist his administration in fostering innovative synergies between the private and public sectors. PCO, cybercrime agency sign pact

THE Presidential Communications Office (PCO) and the Cybercrime Investigation Coordinating Center (CICC) have formalized a memorandum of agreement (MOA) to strengthen the government’s efforts against fake news and scam activities.

The agreement designates the Inter-Agency Response Center (I-ARC) Hotline 1326 as the national anti-scam hotline and promotes the eGOVPH application’s e-Report function for scam reporting.

The collaboration will also focus on antiscam and deepfake education campaigns, and integrate vital news information into the eGOVPH application. A national task force will be established, and an artificial intelligence (AI) application will be utilized to combat misinformation and disinformation, particularly deepfakes.

THE Philippine National Police (PNP) on Thursday reported that the number of validated election-related incidents (ERIs) has already reached 11. The PNP said nine of the validated ERIs were “violent” and two were “non-violent.”

Most of the validated ERIs were reported in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) with five and followed by Western Visayas with two.

879 DSWD partners help feed ‘Walang Gutom’ beneficiaries

THE Department of Social Welfare and Development (DSWD) currently has 879 partnerretailers nationwide that offer affordable and nutritious food items to beneficiaries of the agency’s Walang Gutom Program (WGP), formerly known as the Food Stamp Program.

DSWD assistant secretary Irene Dumlao said on Thursday that 530 partner-retailers are women-led and owned enterprises, highlighting the DSWD’s commitment to women empowerment and economic inclusion.

“As the nation celebrates National Women’s Month this March, we extend our gratitude to all these women-led enterprises. Their participation in the Walang Gutom Program helps ensure that families have access to nutritious food while also promoting women’s leadership in business,” said Dumlao, who is also DSWD spokesperson.

Women-owned and -led enterprises are cooperatives with at least 50 percent female board members.

“By partnering with women-owned businesses, we are not only addressing hunger but also empowering women and broadening their part in nation building,” Dumlao noted. She also underscored the importance of partnerships in making the program more accessible to the beneficiaries.

“Through the support of our 879 partnerretailers, we can ensure that families under the Walang Gutom Program have access to healthy and affordable food options. This collaboration is crucial in contributing to the Marcos administration’s goal of addressing involuntary hunger and improving nutrition among vulnerable sectors,” Dumlao said.

Among the responsibilities of the partnerretailers is to provide high-quality, safe, and affordable food and non-food items to the intended beneficiaries and ensure that all products are delivered to beneficiaries on time, according to the scheduled distribution plans, and in compliance with the logistical framework established by the DSWD’s Walang Gutom Program.

Partner-retailers also agreed to ensure that only items included in the approved food baskets prescribed by the WGP will be offered to beneficiaries.

Under the WGP, Php3,000 food credits loaded into the electronic benefit transfer (EBT) cards are granted to the beneficiaries.

Double whammy for Dutertes

FIRST there was the filing of an impeachment complaint by the House of Representatives against Vice President Sara Duterte in December last year that was sent in February to the Senate for trial. Then, early this month, the International Criminal Court issued a warrant of arrest for former president Rodrigo Duterte for crimes against humanity, leading to his hurried extradition to The Hague to stand trial.

How will this double whammy against the Duterte political clan affect their political fortunes? Will the first lead to the removal from the vice presidency of Sara Duterte and put an end to her fond wish to take over Malacañang in 2028?

And will the second result in the conviction of the elder Duterte to a long prison term in an ICC member-country and an ignominious end to his long political career marked by controversy and hammer blows on democratic processes?

In both instances, supporters of the Duterte clan claim the current administration has been persecuting the father and daughter to prevent them from further occupying any public office and eliminate them completely from the political landscape. But the administration insists that the legal moves against father-and-daughter team are intended solely to make them accountable for high crimes.

The Senate impeachment trial of VP Sara and the ICC trial of Rodrigo Duterte are firsts in the nation’s history. Sara will be the first sitting VP to be impeached or sought to be removed from office. If convicted, she can no longer run to any public office during her lifetime.

In the case of Mr. Duterte, he could be the first ex-president of the Philippines to be convicted to a long prison in a foreign land and spend his twilight years alone and forlorn as well as beyond the reach of Philippine courts nor the solace of his frothing-in-the mouth supporters.

In other words, these are two important steps toward accountability in the Philippine political and legal systems that should go a long way in combating the culture of impunity that has allowed wrongdoing by high public officials to go unpunished.

At this point, with the integrity and character of the Duterte dynasty under close scrutiny not only here but also

abroad, is it the end of the road for his political clan? That remains to be seen, but the handwriting is already on the wall.

Six years of murder and mayhem under Rodrigo Duterte and three years of Sara as Vice-President and Education Secretary have shown that they have failed to live up to their oaths of office and to uphold transparency and accountability in public office. The father must be held accountable for ordering the mass murder of drug users and street-level drug dealers. The daughter must face the music for culpable violation of the Constitution, graft and corruption, and betrayal of public trust.

In the six years of the Rodrigo Duterte regime from mid-2016 to mid2022, the police followed his marching order to the hilt: ‘kill, kill, kill.’

When the dust had settled, some 6,400 had died, the Philippine National Police officially reported, while human rights groups here and abroad estimated that between 25,000and 30,000 had actually died in his bloody war on illegal drugs.

Never, we clearly recall, did he tell the cops to respect human rights, nor follow due process. Instead, as he admitted before lawmakers, he even cajoled them to put guns in the hands of drug suspects so the police can claim that the persons they accosted fought back or ‘nanlaban.’

Duterte told human rights groups who had expressed utter disgust over the thousands killed by the police and vigilante groups: “My concern is not human rights, but human lives.” It’s a spurious analogy, even out-and-out balderdash, for what’s clearly coldblooded murder by those whose basic mission is “to serve and protect.”

Now that Mr. Duterte has been hauled off to The Hague to face trial for crimes against humanity, we keep hearing boisterous calls for him to be given due process, and that his human rights be respected.

Where were they and why did they keep eerily silent when he unleashed murder and mayhem for six long years?

“We want to assure that proper officiating will be imposed during the matches with 32 of the world’s best teams competing in two venues,” said PNVF president Ramon “Tats” Suzara, who also immersed himself in the course. “This is the world championship that’s why we have to make it the best.”

“We would like to express our gratitude to the FIVB for having Guillermo Paredes as our instructor,” Suzara said. “He is providing our referees advanced knowledge on how to officiate the matches properly.”

The quality of the opposing teams will be top notch. It is also a good follow up on the national camp held recently. But then again, logistics may come in various forms and essence. None of which can be used to buy even a single ticket or pay for a hotel room. So are we going to continue to gnash our teeth and bash people on this matter? I hope not. But this doesn’t mean that we will let the PFF get a pass at the expense of our beloved Filipinas.

I N a battle that saw drama and heroics, the University of Santo Tomas graduating Cubs Koji Buenaflor, Charles Esteban, and Carl Manding refused to let their high school UAAP careers end without a fight. Leaning on the combined efforts of the trio, the Tiger Cubs secured an 89-85 triumph over the National University Nazareth School Bullpups to force a winnertake-all Game 3 in the UAAP Season 87 Boys’ Basketball Tournament Finals on Thursday afternoon at the Filoil EcoOil Centre in San Juan.

UST held a 72-61 lead, but NUNS clawed back with a crucial 16-6 run, led by Nigerian center Collins Akowe, Migs Palanca, and Mot Matias, cutting the deficit to 78-77. However, Manding and Esteban responded with clutch shooting at the perfect moment.

Manding drilled two consecutive corner triples, followed by Esteban’s three-pointer, extending UST’s lead to a comfortable 87-77 cushion with 2:35 remaining. Her clutch performance, marked by remarkable poise, propelled UST to a dramatic 63-57 comeback victory over National University Nazareth School to complete their perfect season at the Filoil EcoOil Centre in San Juan.

PH creative economy expanded 8.7% in 2024

THE Philippines’ creative economy expanded by 8.7 percent to P1.94 trillion in 2024 from P1.78 trillion in 2023, preliminary data from the Philippine Statistics Authority (PSA) showed.

The sector accounted for 7.3 percent of the country’s gross domestic product (GDP) at current prices in 2024, the PSA said.

The creative economy encompasses industries including audio and audiovisual media, digital interactive goods and services, advertising, research and development, media publishing, music, visual arts and traditional cultural expressions.

Symbols and images, and related activities, comprised the largest share

of the creative economy, accounting for 33.0 percent, or P640.29 billion, in 2024. Advertising, research and development, and other artistic services, made up 21.4 percent, while digital interactive goods and services accounted for 20.6 percent.

Employment in creative industries rose 3.9 percent to 7.51 million in 2024 from 7.23 million in 2023. The sector’s share of total employment in the country was 15.4 percent in 2024.

Traditional cultural expression activities accounted for the largest share of employment within creative industries, at 36.6 percent. Symbols and images and related activities accounted for 29.5 percent, while advertising, research and development and other artistic services comprised 17.9 percent.

The PSA said the figures are preliminary, based on a pilot study, and the methodology is still being refined.

The agency said it intends to institutionalize the compilation of the Philippine Creative Economy Satellite Account, subject to board approval and government budgetary support.

Lower fuel surcharges to boost travel in April

PASSENGERS will benefit from cheaper airline tickets next month, following the Civil Aeronautics Board’s (CAB) approval of reduced fuel surcharges, due to lower jet fuel prices.

The CAB announced in an advisory that passenger and cargo fuel surcharges for domestic and international flights would be reduced to level 4 from April 1 to 30 from level 5 in March.

Under level 4, the fuel surcharge for domestic flights ranges from P117 to P342, depending on the distance, while for international flights, the fuel surcharge may range from P385.70 to P2,867.82.

The CAB said for the cargo fuel surcharge, airlines are allowed to

charge P0.60 to P1.76 per kilogram for domestic flights under level 4 and P1.98 to P14.74 per kg. for international flights.

“Airlines wishing to impose or collect fuel surcharge must file its application with CAB on or before the effectivity period, with fuel surcharge rates not exceeding the above-stated level,” the CAB said.

Airline fuel surcharge is an optional fee, imposed and collected by airlines to recover fuel costs and stem losses caused by upward spikes in fuel cost.

New “Prestige Class Garden Lounges” will be built in both the east and west wings, areas added during the airport’s Phase 4 expansion. FOR the longest time, Hollywood dominated the global animation scene, setting the standard for high-quality visuals and compelling storytelling. But China has been steadily catching up, producing films that are now on par with the competition on the world stage.

Ne Zha 2 is a prime example of this, a record-breaking animated epic that has cemented China’s place in international cinema.

The film had its exclusive Philippine media premiere on March 15 at Fisher Mall’s VIP Premiere Theater.

Hosted by the Federation of FilipinoChinese Chambers of Commerce and Industry, Inc. (FFCCCII), the event showcased not just the film’s storytelling but also its cutting-edge animation technology.

P3,000,000 grants for full-length entries, and P150,000 grants for student shorts. The festival was also supported in large part by its partner organizationsTerminal Six Post, CMB Film Services Inc., Gateway Cineplex 18, MFP Rentals, the MTRCB, and the Mowelfund Film Institute.

“This is a way to highlight the technology available in China and what they are bringing to cinema and movie production. We will watch and see what kind of technology is involved in making this supposedly one of the biggest, best-selling movies today,” Pedro said.

The film, a sequel to the 2019 hit Ne Zha, continues the story of the rebellious deity while raising the bar for digital animation.

Packed with high-end rendering and AI-driven animation techniques, the film earned recognition as one of

the most technologically advanced animated productions from China. Ne Zha 2 has also shattered box office records. The film has passed the $2 billion box office mark—the first animated and non-American film to achieve this milestone. This rapid rise in the quality of Chinese animated films has been fueled by innovations in visual effects, 3D modeling, and digital storytelling. This is largely thanks to China’s heavy investment in animation technology that is now pushing the industry forward. Pedro believes that the Philippines

should pay close attention to these advancements.

“Filipinos are good, but we are behind in technology. What we need is to work together with China,” he said.

He also pointed out that innovation in various sectors, including animation, could contribute to economic growth.

“The key is to move the economy forward and create jobs,” he added. While Ne Zha 2 dazzles with its action-packed sequences and stunning animation, its impact extends beyond the screen.

The film serves as an example of how major investments in animation technology can elevate a country’s film industry.

Pedro stressed the importance of Filipino creativity and how the local industry could benefit from learning from China’s advancements.

“Filipinos are good. When you go abroad, people look for Filipinos because we are hardworking, creative, and skilled. But why don’t we bring that same drive and talent together here in the Philippines?” he said.

He also reiterated that collaboration, not competition, is the key to progress.

“Togetherness and partnership are the way to move forward. We should partner with one another, we should help one another, and we can do it,” he said.

Miss Universe PH candidates break pageant stereotypes

BEAUTY pageants have long been associated with glamour, but the BingoPlus Grand Media Event for Miss Universe Philippines candidates showed that today’s beauty queens are moving beyond traditional expectations.

No longer just about striking poses in evening gowns, this year’s batch of candidates is redefining what it means to wear a crown—leveraging their platforms to advocate for social issues, stand firm in their beliefs, and champion causes that matter.

From political awareness to women’s health, and education reform, the event revealed that the next Miss Universe Philippines won’t just be a symbol of beauty, she will be a force for change.

For decades, pageantry has often encouraged contestants to remain neutral on polarizing topics. But for Iloilo’s Karen Nicole Piccio, that is no longer the case.

“I feel like us beauty queens are often taught to stay neutral because it’s always the safer route to take,” Piccio said. “I feel like life is too short to do that. I feel like we have this powerful voice in order to influence people for the better, for the good. For me, I often take a chance. That’s what I do.”

Her sentiment echoes a growing movement within the pageant scene, a kind that values authenticity over diplomacy.

Fellow candidate Ahtisa Manalo of Quezon agrees, saying that beauty queens should be seen as individuals with their own perspectives, not just figureheads for the industry.

“I think it really depends on the situation,” Manalo said. “And most of the time, I believe that us women, not just beauty queens, should be able to speak our minds and should be able to say our stance on certain issues because we’re not, as beauty queens, just beautiful faces— we’re also living, thinking individuals.” Their confidence in speaking out reflects how modern beauty pageants have evolved. MISTER Pilipinas Worldwide 2025, which chooses the country’s representatives in Mister Supranational, Mister International, Mister Global, Manhunt International, Mister Cosmopolitan, and Man of the Year pageants, kicked off with the press presentation of its 26 official candidates, held at Okada Manila on Saturday.

Prior to the press event, all 26 aspirants signed their contracts and completed their legal orientation with the DivinaLaw office, a first for local male pageants. The move reinforces the MPW organization’s commitment to building a brotherhood rooted in fairness and respect—championing a world where dignity and equal opportunity are for all.

“When I was a kid, I experienced a lot of things when it comes to education,” Hoco said. “I experienced going to school, and there’s nothing there. There’s no food or even money in my pocket. But my mom, she always made me realize that education is something that I need for me to be able to get the things that I want in the future.”

Their stories serve as reminders that pageantry is no longer just a showcase of beauty, it’s a launchpad for social impact.

Breaking stereotypes Inclusivity in beauty pageants has long been a topic of discussion, and Chanel Olive of Nueva Ecija is challenging one of its oldest norms—the issue of age. As the eldest candidate in this year’s competition, she refuses to let the industry’s unspoken age bias dictate her worth.

“I actually took a stand kahapon because I am the oldest contestant,” Olive said.

“And there’s nothing wrong with that because this universe accepts me, so why not everyone else, right? I honestly believe that anyone can dream, anyone can flourish at any stage of life.”

Cebu City’s Gabriella Carballo a doctor of medicine, shared how her experience in healthcare has given her a new perspective on what it means to lead.

“I’ve seen people’s struggles at the very end of their life,” Carballo said.

“I’ve had to deal with people losing loved ones. And so one thing that has made me develop is both perseverance and a genuine heart for our people.”

“And so I hope that the Filipinos can trust that my heart is in the right place, and therefore every step that I move forward is from that same place,” she continued.

From medical professionals to engineers, modern beauty queens bring more than just poise to the table—they bring expertise, lived experiences, and a drive that dares to make a difference.

With pageants shifting away from traditional expectations, it’s clear that Miss Universe Philippines is embracing an era of inclusivity and substance.

Yllana Aduana of Siniloan, Laguna summed it up best by saying, “The crown is more than just the gems that are in it.”

This year’s Miss Universe Philippines candidates aren’t just vying for a title, they’re redefining what it means to be a queen.

IF there’s someone who epitomizes discipline and personifies efficient time management, that would be my graduate school groupmate, Evgeniya Evans. To Zhenya, time seems like a bag of valuable gold coins. While she allots enough to share with others, she mindfully spends the rest and invests them wisely. The inspiring action woman’s journey began in Russia.

Zhenya’s path to becoming a dietitian and positive psychology practitioner in Chicago was a mix of trials, personal growth, and determination over a decade ago.

“I came to the U.S. at 21, full of hope but without a clear plan, strong English skills, or financial savings, just a strong desire to receive a quality education and discover my true passion,” she explains. “In many ways, this was my American dream. I knew I wanted to do something meaningful and felt stuck in the Russian educational system, but finding my calling took time, trial, and error.”

“Through perseverance, I built my English skills to a college level, met the love of my life, and found my passion for helping people live healthier, more fulfilling lives,” Zhenya continued to narrate her story. Her journey was deeply transformative, and everything she learned along the way, both personally and professionally, became the foundation for her work as a dietitian and positive psychology practitioner

The commitment to health and well-being led Zhenya to design the Zesty Life 365 Planner, a tool that blends productivity and self-care in a way few planners do. The idea sparked when her husband Marty noticed how picky she was about planners and suggested she create her own.

At first, Zhenya laughed at the idea, but after completing her Master’s in Positive Psychology at the University of Pennsylvania, the inspiration for something unique began to crystallize.

The Zesty Life 365 Planner is deeply rooted in the principles of positive psychology, focusing on the PERMA model by Dr. Martin Seligman or the Father of Positive Psychology, signature strengths, and self-reflection.

“I developed the Zesty Life 365 Model as a life evaluation system I’ve used for years to maintain my balance across various life domains, especially as someone who left home at a young age and had to build a life from scratch,” Zhenya shared.

This model is evidence-based and incorporates well-known concepts in positive psychology to help users maintain a sense of balance while focusing on personal growth.

MICHELLE Mariposa, a rising Filipina mezzo-soprano, has achieved a milestone that many young opera singers only dream of—winning the 2025 Laffont Competition at the Metropolitan Opera in New York on March 16.

She was one of five winners among nine finalists, earning a $20,000 grant. But more importantly, this victory opens doors to the world’s most prestigious opera stages.

Emerging from a field of over 1,500 applicants across the U.S., Michelle advanced through rigorous rounds to become one of 20 semifinalists, then one of the nine fi nalists who performed at the Met.

At 30—the maximum age for the competition—she seized her fi nal opportunity to compete, delivering two contrasting arias: a dazzling bel canto showcase from Rossini’s “Semiramide,” which required breathtaking agility and precision, and a deeply expressive aria from Massenet’s “Werther,” where she revealed her dramatic depth. Performing in both Italian and French, she demonstrated not only linguistic versatility but also mastery of diverse vocal styles.

A rising star with a story to tell Michelle’s journey to opera was not a conventional one. She initially

pursued a career in medicine, earning a summa cum laude degree in Psychology at the University of the Philippines in 2016. However, the emotional toll of the field led her to reconsider, and she followed her true calling—music. In 2021, she earned her second summa cum laude degree, this time in Music, also from UP.

Even during her psychology studies, music had been part of her life. She used singing as a way to connect with and uplift children in psychiatric facilities, blending both her passions in a way that would eventually define her career.

Michelle went on to earn a full scholarship at Northwestern University’s Bienen School of Music, where she completed her Master’s in Voice and Opera Performance in 2023. She is currently a resident young artist at the Washington National Opera. A career on the rise

Before this triumph, Michelle had already been steadily building an impressive career. She was part of the Washington National Opera’s Cafritz Young Artist program and won the Richard Gaddis Career Award. She made her debuts with Opera Theatre of Saint Louis, Haymarket Opera, and Chicago Opera Theater, and also became a young artist with Santa Fe Opera.

In 2024, she received the Lynne Cooper Harvey Foundation Award from the Musicians Club of Women Vocal Competition. She was also named a 2023 Sullivan Award winner by the Sullivan Foundation and earned an Encouragement

Award in the Met Opera’s Central Region Laffont Competition.

“She’s a dream to work with— easygoing, friendly, and professional, with no diva attitude. She always comes prepared for rehearsals, listens intently, and knows how to discern good advice,” said her coach, Christopher Arceo. Carrying the legacy of Filipino opera Opera aficionados in the Philippines are beaming with pride. With this victory, Michelle Mariposa stands on the brink of global recognition, poised to become only the second Filipina—after soprano Evelyn Mandac —to make a mark on the world’s most prestigious opera stages. Mandac made history in 1966, paving the way for Filipino talent in international opera.

In 2005, Filipino tenor Rodell Rosel, originally from Manila, won the Laffont Competition (formerly known as the Met Opera National Council Auditions). Since then, he has graced opera stages worldwide and was even nominated for a Grammy Award in 2018 for Best Opera Recording.

Now, nearly six decades after Mandac’s breakthrough and two decades after Rosel’s triumph, Michelle Mariposa— this time, a mezzo-soprano—is ready to take flight.

From soprano Mandac to tenor Rosel, and now mezzo-soprano Mariposa, Filipino voices continue to resonate on the world’s greatest opera stages— proving that the Philippines is a force to be reckoned with in the world of classical music.
