Committee Corner ARC and Landscape Committee Review By Linda Furgerson
Requesting approval for any type of exterior improvement projects has just gotten much easier for everyone. The members of the both the Architectural Review Committee and the Landscape Committee are proud to announce the implementation of a single, multi-purpose form to request approval for any type of exterior improvement. This new form, the Exterior Improvement Request Form, is now in place and ready for use. It can be found on the Cresswind website under Resources>E FORMS.
Previously, if a homeowner wanted to do improvements that involved both hardscape and landscape materials they had to complete and submit separate forms for each type. Not only was this confusing and seemed repetitive for the homeowner, it was also potentially a logistical nightmare for everyone involved in processing, reviewing, and approving the requests. About a year ago representatives from both groups began working together to develop a multi-purpose form for exterior improvements. Their goal was to make things easier for all involved in this process, starting with the homeowner.
The resulting form provides additional clarity and information regarding the Architecture and/or Landscape application process and its requirements. This additional clarification helps ensure that the initial requests are more complete and include all the required supporting documents and descriptions. The Exterior Improvement form can be used for, Architectural requests, Landscape requests, or “crossover” requests that include aspects of both.
Architectural requests (hardscape) can include, but are not limited to: • Exterior painting and/or deck staining • Fencing • Roof replacement • Stone or paved walkways • Installation of porches/awnings
Landscape requests can include, but are not limited to: • Tree and shrub installation and/or removal • Redesign of existing landscape • Addition or expansion of new flower beds Examples of “crossover” requests include changes to landscape materials that also include installation of/ changes to: • Pavers • Rocks • Edging • Dry creek beds • Sidewalks • Drainage or erosion control “Crossover” requests could also be installation of, or changes to, hardscape but also include the installation of plant materials.

The following Sections of the Cresswind Rules & Regulations have been revised.
MAILBOX MAINTENANCE
All residences shall properly maintain a uniform mailbox conforming to those used throughout Cresswind and conforming to postal rules and regulations. Proper maintenance includes maintaining the mailbox in good working order, free from debris and bird droppings, keeping numbers intact, maintaining the mailbox and post finish, and repainting periodically. The original color of the mailboxes is powder coat satin black. The approved color for repainting is
Rust Oleum Black Semi-Gloss 2x UltraCover Paint + Primer.
The area where your mailbox is located is part of the Cresswind common areas and no plantings or borders of any type may be used around the base of the mailbox.
DRIVEWAY RESURFACING
Two important points to remember: all work must be approved by the ARC before and after the resurfacing process, and
sidewalks are common property and cannot be resurfaced or colored.
This change allows for competitive pricing among providers, addressing residents’ concerns of cost, while maintaining standards.
Driveway resurfacing must be done by a professional contractor. Stardek I Spray Texture is the only resurfacing material to be used to maintain the quality, color, and consistency throughout the community.

Let’s be good neighbors and follow the approved Cresswind Rules & Regulations when developing our home projects.
Here is a great, recent example of how the Rules & Regulations process can work in a supportive way within our community.
Rule 5-2.3 [Page 49 in Rules & Regs] essentially states no change in elevation from the Kolter model’s package is allowed. For models like the Ashford, Cypress, Elmwood, Maple and Redwood, the Kolter package did not include a pergola over the garage as an option.
A fellow resident wanted to add a pergola to their Cypress home and filed an ARC request. It was denied due to rule 5-2.3. The resident filed an appeal with the CRRC. We reviewed the appeal via the CRRC Appeal Process and determined it was something that should be considered. The CRRC recommended to the Board to review in favor of the appeal. CRRC does not have appeal approval jurisdiction. In the end, the Board voted to approve a like pergola that is allowed on other elevations! From this scenario the CRRC is now reviewing rule 5-2.3 for possible revision considerations to present to the Board for approval.

2-1.6. Guest Policy (Page 16) (a) General (1) Each household is allowed four non-resident guests except for events that are open to “Friends and Family.” An increase may be approved by the Management Company, if warranted. (2) Residents are responsible for their guests’ actions and for informing them of these Rules and Regulations. (3) Guests, accompanied by a resident, are permitted in all public areas of the Amenity Complex with certain age or hour restrictions as posted. (4) Guests must be accompanied by a resident and remain in proximity of the resident at all times.
(b) Guest Registration Policy (1) Sign in at front desk. (2) Sign a CLL-12 Guest Informed Consent Waiver and Release Agreement (one time only). (3) Obtain a wristband or name tag.
6-1.1. Rules
Chapter 6-1 Traffic (a) The Cresswind Community will follow the same traffic rules as those in effect for the City of Gainesville. Cresswind residents are expected to obey posted speed limits, traffic signs, give the right of way in a traffic circle (round-a-bout), and be both courteous and cautious when operating a motor vehicle in our community. (b) If upon arrival at the entry gate, the gate is in an up position as the result of another resident having just proceeded through the gate, the second resident if they have a RFID windshield transponder, may immediately proceed through the gate with caution without waiting for the gate to close first. This only applies for those residents with a RFID windshield transponder. Vendors, non-residents, and residents without a RFID windshield transponder must stop and wait for the gate to close and reopen prior to entering. (Revised 02/01/2021) (c) Except as noted in section 6-1.1. (b), only one vehicle should enter or/and exit through the community gates at a time. Attempting to improperly tailgate through the gates can result in the gate dropping down and damaging the car and/or gate. The cost of repairs, if needed, to the gate as a result of attempting to tailgate through the gates will be chargeable to the home-owner. The HOA will not be responsible for any damage to the car as a result of improper gate entering or/and exiting.
Driver safety, Tech Help programs coming this fall
The AARP and your Cresswind Education Committee are teaming up to present a safety course this fall designed specifically for drivers over 50. The class, tentatively scheduled for Sept. 28th, includes research-based information on safe driving strategies, plus ways to reduce distractions while on the road; effects of medication on driving; proper use of common technology in newer vehicles; techniques for handling roundabouts; and rules of the road pertaining to cell phone usage, among other topics. A whopping 97 percent of participants have reported changing at least one driving habit as a result of completing the course, according to AARP officials. Watch for more in the Daily Update. Other upcoming programs include the Cresswind Volunteer Fair on Oct. 9th; a digital book-borrowing tutorial presented by the Hall County Library System on Oct. 21th; a series of workshops on how to detect tech-related scams (dates/times TBA); and a first-responders appreciation event in December. Education Committee programs this year have covered a variety of topics, from fall prevention to self-defense and estate planning. Programs are open to all Cresswind residents; presentations are typically free but occasionally offered at a nominal cost.
Welcome Committee News By Sue Joninas
The Cresswind Welcome Committee is still reaching out to new residents with all being resales. Our members are sending cards, calling, and offering their support. We let the residents know they can call us and we will help them in any way we can. We also find that neighbors on their street are reaching out to make them feel welcome. The Welcome Committee has taken over doing tours for new residents in the clubhouse as well as outside of the clubhouse. We will be holding a New Resident Orientation on November 10, 2021 for all new residents since April, 2021. If you do not hear from a Welcome Committee Member within four to six weeks of closing, please contact me at sjoninas@gmail.com. We do not want to miss any new residents. Welcome to Cresswind!
