EMPOWERMENT: THE PRIMARY GOAL by Vera Negri Zamagni The "Third World", and Africa in particular , has been considered for a long time as a lost area for economic growth. In these last twenty years, however, something has moved: huge countries like China, India and also Brazil have awakened and, although with great difficulty, have found their progressive way; but also small countries such as Botswana, Angola, Mozambique, Uganda, Tanzania have set off. Basically, the countries which present serious internal and external conflicts and high levels of corruption are still at a stop. What has changed? Globalization has spread information, has led companies to invest in the most remote places in the world, education is not ignored, the mistakes made in economic policy during the past have become clearer and more avoidable. But today there is a danger that is becoming bigger and bigger, and namely that the quickest and dynamic among these developing countries will benefit from the resources of the others and, even within the progressive countries, the division between those who get rich and those who stays poor accentuates. Today, it is therefore more essential the presence of NGOs working among the poorest layers of all developing countries to strengthen people’s capacities for a positive and constructive reaction. Today, the primary objective is empowerment.
What matters most is spreading the ability of self-maintaining of the poorest population and this through projects focused on agricultural education, processing of earth products in agro-industrial plants, crafts, management of water, energy distribution, export capacity on local and international markets in order to prevent an extreme dualism between those who succeed and those who are cut off, causing unbearable social tensions. On this basis we can start activities concerning education, hygiene and health, micro credit, because they harmonize with the productive capacity of the community. But without a manufacturing base, the dependency from assistance will continue and this will generate not only the precariousness of life, but also lack of dignity and passive attitudes. In fact, as the Franciscan monks had already underlined since the Middle Ages, charity helps to survive but, in order to live, it is necessary to produce. Work is the most important dimension of man, in which his likeness to God is best expressed: that creative God who made the world out of nothing. Pater meus agricola est, reminded us Jesus. With the work, also men contribute to the creation, as they effectively use those existing resources to support themselves and their families, getting always something new.

MISSION -THE HISTORY AND EFFICIENCY by Davide Conte The mission is the heart of the activity of CEFA and the point of reference of the social report with the objective of reporting the activity carried on by the organization, the verification of respect of the mission. There is although a risk of ‘freezing’ the mission in its own mode appropriate to the capacity of evolution and transformation, which characterizes a non-governmental organization. To avoid this risk CEFA as developed the theme of the mission as a work in progress. In each edition of the social report CEFA has added new slogans (which define values) to their mission, according to an increasing logic: Sustainability (2006); Social Support (2007); Unity (2008); Sobriety (2009); Pragmatism (2010). This year the social report highlights two key terms; “The History” and “Efficiency”. Terms that are apparently are not connected but in the true history of CEFA these two terms are closely related. Only an organization which knows how to use well and with efficiency its own resources can overtake the goal of working for 40 years and still having the ambition to grow more. Efficiency defines the red line of sobriety needed for the main strategic sources of investment, realised by CEFA in the course of its history.
Efficiency of the economic resources: knowing how to manage well the funds that the public administration, different businesses and the single citizen has given to CEFA in all these years These resources reached 6.073.391,76 euros only last year. Efficiency also in the use of the staff; not wasting skills and determination of the people that work at CEFA or just voluntaries wanting to help. Only last year employees and voluntaries at CEFA involved in the projects around the world reached 489; at least 700 were voluntaries that had participated at the initiative “TU DOVE SEI?”, organized in honour of the International Day of Alimentation, thread of the current social report. Social Efficiency: A good use of the relationships that have allowed CEFA to grow as a web, having an impact on different areas and not only on the ones that work on the theme of development. History and efficiency of the economy, human resources and social life represent elements of the CEFA mission and forward the experience gained from these elements, in a moment where all resources are increasingly scarce.

Defence and promotion of traditional agricultural products of Herzegovina (UCODEP/CEFA project)
The activity for planting new vineyards, Zilavka and Blatina varieties, continued, with rooted grafts specifically produced in local nurseries. Materials have been delivered with advance payment of expenses, such as poles and wires; 70% of the amount will have to be returned by the beneficiaries. The working capacity of the wine-making cellar was increased. This year 20 tons of grapes have been processed for a production of around 14,000 litres of white and red wine. The Daorson cooperative presented its production at trade shows in Bosnia-Herzegovina and took part in the Vinitaly in Verona, where the wines were presented at Arnaldo Caprai stand.

O.L.I.V.O. – Olivicoltura Local oil production by the local oil producers of Tadla-Azilal
The project was officially started on 1/10/2011. During the initial stage the situation of the regional and National oil sector was studied, with meetings with institutions and private entities. During the first stage, some staff members were selected, such as the agronomist, with whom the first version of the questionnaires for farmers was drawn up. With regard to training, a meeting with the National Delegation for Education was held in order to present the project. In collaboration with AIDECA association and educators an entrance test was produced to be taken by beneficiaries of literacy courses.

REMIDA - Re-insertion of migrants with difficulties. Areas involved: Bologna Modena Forlì-Cesena + Morocco the whole country
Information meetings were organized in provincial areas with social services, centres for foreigners, employment centres, trade unions, Italian and foreign volunteers’ associations, ASP and local institutions. Interviews were held with potential candidates, which led to the selection of 5 beneficiaries. At the same time in Morocco a search was conducted for employment possibilities.

Consolidation of institutions and integrated agricultural development in the rural municipalities of Afourer and Timoulilt
Support was given to cooperatives ATD and AIDECA that are taking part in the project, so that they can be a guide and a reference for the small local associations representing the civil society. Training was provided to these associations. Training continued to be provided to olive growers about olive growing techniques. The cooperative Viaggi e Miraggi organized workshops on the tourists’ management addressed to the managers of village associations.

Recovery and support to the victims of floods by carrying out flood prevention activities, cash for work and assistance to production in the area of Jowhar district, Middle Shabelle region
The criteria for the selection of beneficiaries were defined: project implementation committees were set up, consisting of members of the local community, members of the local authorities and CEFA staff. The project beneficiaries were selected by using PIC method (project implementation committees). Irrigation canals were regenerated, together with a voucher system for the payment of work done by the beneficiaries.

Committees were created for the new project formed by members of the local community, members of the local authorities and of CEFA staff. The beneficiaries of the project were chosen and registered in terms of the criteria identified by the FAO. Irrigation canals were rehabilitated and 5 groups of 35 farmers each were though the techniques of irrigation.

Deployment project of technical means for agriculture and supervision of the rehabilitation of productive infrastructure in the district of Jowhar, Middle Shabelle
The purpose and the goals of the project have already been presented to the communities of the concerning areas. Implementing committees have been created by local community members of institutions and CEFA. Final beneficiaries of the project have been selected following standards identified by FAO. Twenty kilos of mais seed and fifty kilos of urea have been delivered (each) to 5.500 farmers and six kilos of sesame to 1.500 farmers. Some tests have been carried out between the farmers to check the right employment of the seeds.

Food self-sufficiency support for the displaced people in Afgoye corridor
Almost 1.500 of displaced people have been identified for the �Cash for Work� programme to rehabilitate the drains, following fixed criteria. The farmers final beneficiaries of the project have already been identified. Fifteen kilos of mais and five kilos of beans have been delivered to 2000 farmers. In addition, the monitoring work to check the right use of the seeds has been carried out together with the supervision of the drain rehabilitation works. A payment system within voucher has been introduced for the work sperformed by the displaced people.

Improvement of the stage of after collecting and storage in Shabelle
The activity was aimed at searching for the best techniques of storage in order to use them in the area of the project. There were educational moments that involved farmers about the good methods to be used in the stage of after collecting of corn and craftsmen about the advanced welding techniques in order to build metallic silos. Demonstrations were carried out to show the farmers and the dealers the different kinds of storages above and below ground. 3.500 dam liners were bought and supplied (for belowground storage) and 4.500 metallic silos. Agricultural rihabilitation and diversification of irrigation system with high potentiality in South Somalia Five Channels and two basins for the collecting of water have been rehabilitated with the collaboration of the local community. This result made again 6.191 hectares fertile. 42 tons of corn seeds, 13 tons bean seeds and 27 tons sesame seeds and other sowing preparations for 1.700 hectares were suppied.

Consolidation of the development program of Puntland Oasis
Another step has been the recruitment of local human resources necessary for the project activities. Research of information and analysis of beneficiaries. Training sessions have been organized for farmers, on date palms, vegetables cultivation and post-harvest time best practices. Committees have been constituted for water management and for estimation of canals rehabilitation costs: two of the canals have been put back in function. Three nurseries have been created , and their managers have received an adequate training.

Sustainable management of irrigation systems in Lower Shabelle
Three irrigation infrastructures have been planned through topographic mapping, Liban, Fornari and Bakoro river basins, and it have been made the analysis of recent agriculture seasons. It has been bought and installed a machine for the automatic selection of sesame seeds and two machines have been installed for high quality sesame oil production through cold pressure system. Eight tones of chemical products have been imported to be used for cultures protection.

Preservation and sustainable management of Wire Hills forests
36,000 plants were planted, mostly indigenous and 80 hectares of forest were regenerated (planting and cleaning in order to allow the natural regeneration of plants which were already in the area). 8,000 plants were distributed in order to be planted in 35 schools in the area surrounding the forest. Training was organized in order to draw up a forest management plan, as well as training courses, related material and technical support for the management of 5 community nurseries. Beekeepers received technical training about beekeeping and 20 beehives were distributed.

Community protection network for minors in Nairobi
The system consisting of 3 sections: Consulting/support, Education and Reintegration for minor guests was finally made official. Particular attention was devoted to the promotion of physical and educational development of minor guests by holding recreational workshops. Educational and awareness-raising programmes were developed for the prevention and treatment of HIV/AIDS. Some premises of Nairobi Children’s Remand Home were restructured. Training courses on fostercare were organized in order to encourage potential parents to fostercare a child.

Integrated project for the support of agricultural activities. “Seminiamo per l’Africa” (Let’s seed for Africa)
The following activities were carried out: delivery of 76 saanen sheep and 27 2,000 l containers for the collection of rain water for the project beneficiaries; 45 animal shelters were built; in the field of beekeeping 108 beehives were delivered and a contribution was given to repair 20 already-existing beehives. With regard to horticulture, 12 containers were delivered, with a capacity of 5,000 l water each and seeds and other materials for irrigation were provided. kembro chickens were distributed and 240 kg of feed. Many training activities were organized, specific for each sector, namely 183 interventions divided into 40 groups.

K E N YA PROJECT
Activities
Set the foundations for an area free from minors’ labour in the urban and rural areas of Kenya
The project officially started in November 2011. Specific agreements were reached and the related authorizations were obtained from the local authorities. The work plans were planned, updated and completed. The local staff was selected and hired. A meeting was organized for the presentation of the project in the premises of the local authorities. Planning and implementation of a baseline survey consisting of interviews to children, adults, local authorities and stakeholders. This will allow to have a clear overview on minors’ labour.
Nairobi: minors in state of abandonment
On average we have assisted 250 minors a year. In 80% of the cases it was possible to bring them back to the family of origin or a larger family; in the other cases the minor is now living in assistance centres. These excellent results could be reached also thanks to government staff working together with CEFA staff, so that they could be trained and replace CEFA permanently at the end of the process. In 2011 the replacement was completed and CEFA could hand over the various initiatives to the local Administration, which is now able to continue the activities according to the proposed methods, successfully tested by CEFA on the field. Therefore the Child sponsorship programme is closed.

Regeneration, mitigation and prevention of conditions of environmental and food security in the Municipality of Chichicastenango
The project officially started on 13th June. Activities carried out include: increasing safety and prevention of natural disaster risk in the school of Paquixic; the “Puesto de salud” (medical dispensary) that had totally been destroyed by a landslide. An access road was built. A geological feasibility study was carried out in the school Oficial Rural Mixta of Paquixic. Training courses were held in the schools and communities on topics such as water, the forest, urban waste management and prevention of natural disasters.

The project aims at ensuring the attendance of 6 years of primary school and 3 years of middle school to Maya indigenous girls, in order to prevent them from having just a domestic future. Every year the project involves around 250 young girls, with a little grant and provision of a school kit. An after-school activity is carried out with supplementary courses in computer, typewriting and English.

The five kindergartens are well equipped, with water hygienic services, they are open to all the children of the village and they ensure a daily meal, sanitary, pre-educational and recreational assistance to the current 350 children. The objective is to increase the number of children and the quality of learning to the existing primary schools, where, thanks to the SAD, an efficient library was built. Taking into account the improvements that have taken place in the village thanks to the project of selfdevelopment in CEFA, we laid the groundwork for an exit strategy of three-year course of SAD who will need to bring to the takeover of local staff in the independent management of kindergartens. For this purpose, a mill was built for pressing sunflower seed whose products will go to support the costs of future management of kindergartens.

“Africa Milk Project” adopts a class at Njombe
CEFA ha implemented the programme of distribution of milk, at a reasonable price, in the primary schools of Njombe. The number of schools involved in the programme: “Milk in schools” was 57 and the beneficiaries students were 23.300. 204.892 cartons of milk of 250cl were distributed; this adds up to 51.223 litres of milk.

DSR-Disarm, demobilization and reintegration of 275 exfighters and women associated with the armed forces of Cueibet county
An extra 63 ex-fighters were registered and controlled. 275 letters were subscribed, for the choice of activity to do from each participant. The trainers for the duration of one week were identified and initiated. 186 trainings related to fishing, apiculture, goat and chicken herding, use of plow, family vegetable gardens and farming of cereals were organized for the beneficiaries. 466 supportive kits were distributed at the reintegration of the beneficiaries (seeds, plows, agricultural tools, and livestock).

All the schools and communities have been involved and have received a first training in the subject of basic hygiene prevention and cure of the diseases diffused in the area, for a total of 21 trainings to the communities and schools involving also the members of the association, parents and teachers. Agricultural trainings are now in progress for the communities and institution of family vegetable gardens while promoting a sensible use of water resources. 4 tanks have been installed for the collection of water.

A lavatory was built at the primary school of Mayath, and a library was inserted at the school of Abeyi Cok. In the school of Pancuai the alternated supply of nutritional food was initiated.

Support for the agricultural development and microbusiness for the youth, women and native population in the province of Scumbios
The project started in August 2011. The geological map of the territory has been implemented with the farmers of Cacao and other local farmers, the farming representatives have been identified for the important interlocutor which could bring success to the project. The project then went on to selecting and recruiting most of the local staff. Agreements have been made with the local partners and other agencies that will be involved in the project. The offices in the city of Lago Agrio have been prepared and the machinery necessary to start the job has been bought.

Lago Agrio clean city: Implementation support plan for the integral management of the urban solid waste in the city of Lago Agrio
A document has been prepared for analysing the state of things at that time and the legislation in act in the city. Meetings have been organised with the businesses, the markets and the boroughs since they are aspects which determine the sinificant mass of urban solid waste. A strategy has been developed, thanks to the businesses and markets, for the differentiated collection of the waste, while for the boroughs a method of participatory meeting was used. A campaign was implemented in large scale for the collection of differentiated urban waste for all citizens, this was done through posters and advertising on the radio and on public transport.

Four ecological houses for four families of the cooperative “Fraile Pintado” have been made out of straw. The production of hay and wheat has increased thanks to the purchase of appropriate machinery. For the social development the association has created laboratories of recreational sports and has organized events for the education and leisure especially for the children, teenagers and families of the cooperative “Fraile Pintado”. In the field of work meetings with the local farmers have been organised in order to discuss the agricultural themes and the maintenance of the machinery provided. Interventions of forestation, cleaning of wells and an initiative against the degrading of the environment have been carried out.

In the agro-food field a greenhouse has been built for the production of fruits and vegetables, most of these products are sold to the touristic centre of “Misky Suyay”, which is part of the community tourism group of Moreno. Groups of tourist guides and promoters have also been formed in the community of Moreno and in the one of Carisal. For the handicraft field, the production and marketing of clothing in wool produced by the women of the community has been developed. The renovation of the community centre of Moreno has also been initiated.

This project, lasting for two years, aims to offer teenagers the possibility of discovering volunteering and development outfits through a series of debates, with the objective of then actively engaging with the targeted teenagers. In particular, within the context of the International Year of Volunteers (2011), the project envisaged an interdisciplinary program with the objective of a reflexion on some core terms, such as “Key Word” (during 2010/2011: Individual, Community, Solidarity). A DVD (Key Word, by Blogos, Italy, 10 mins) was produced and distributed through participating NGOs and the internet.

A TRAVEL AMONG PEOPLE AND IDEAS by Francesco Tosi “Do not stop to rest when the road is straight and you can take only that one; keep walking as sooner or later it will split into several roads or it will even mix up with the ground. Only at that moment you would need to stop and take advantage to sit down and think about all the roads you have gone down, to see among the ones in front of you which one is yours”. This is what an African old man told me remembering what he heard from his father and the father of his father. But what is CEFA? Is there an identity behind this collective name? Is there a fil rouge over the time and in the variety of the geographical areas? At the very first beginning, CEFA, before starting fieldwork, focused on the elaboration of a thought and strategy of development aid through international volunteering; its contribution to the creation of the Italian and European law on this matter was important. Later on CEFA started the fieldwork, by trying to match the nobility of the ideal with the realism of the concrete situations in which CEFA worked. As time passed by, CEFA had the chance to get precious recommendations from the experience of “finished” projects, which actually passed to the self management of the local communities, by evaluating their concrete sustainability over time, after the Italian NGO left. And so, as time passed by, CEFA dimensions and interventions areas changed, while the sectors and the operational modes increased. Nevertheless, the mix of thoughts and action, ideal and realism, based on the idea that development is a matter of mankind, of considering mankind as a resource, the fundamental resource of a project, still remains. The right words, I believe, to think about CEFA 40 years of life. For us looking back means to start a new trip among people and ideas. It means starting from a small international volunteering organization born in a world way different from the current one. In that moment we started a path that nobody knew where it would have led us; the ideal which

was moving us was clear and the desire to work for more fairness among the populations was strong. Today this path hasn’t stopped yet and offers us the memory of a large amount of people and of entire communities involved in the actions that CEFA has rooted in three continents, from the farmers of the mountains in Tanzania to the Basaka fishers of the Kasai river in Congo, to the populations of Kenya and South Sudan, to the farmers of Somalia, Morocco, Albania, Bosnia, to the Maya families in Guatemala and more others. And together with these also the faces of hundreds of volunteers and development workers who created the plot of those stories, of those who have allowed to carry out the projects with their work within CEFA in Italy and finally of those people, many, who, with their contribution and their trust, have accompanied and made real these extraordinary feats of goodwill men and women. Hence the special attention to training, to the involvement of people and of the community, the priority to a gradual and sustainable over time development, to the global growth of a community, by putting the economical growth side by side with the development of a democratic consciousness, becoming real through organizational forms capable of guaranteeing participation and responsibility. Hence the constant connotation of development projects and not simply of emergency management; and wherever an emergency needs to be faced, CEFA’s challenge is to pass as soon as possible to rehabilitation, that is to conditions which allow to start development processes. Hence also the constant difficulty in communicating the reality of our interventions, realities which often reduce development aid to, though enthralling, slogans and images of pity. The challenge today is to match the continuity with the novelty and complexity of the present, in light of the old thematic and battles partially forgotten because of the insistent need to do something. The present is a result of the past and if lived in the responsibility, it can enrich the future that we cannot foresee but for sure address.

WHEN “SAD” (Sponsorship) CHANGES LIFE by Gianpietro Monfardini The Support at distance (SAD) represents that fine connection thread between us and the disadvantaged children. By its very nature it is an act destined to change our lives, first of all, because you are no longer the same after knowing the reality of those who suffer. SAD also aims at involving the communities who live around children, establishing better and permanent rules in favour of little kids. Like all works of CEFA, SAD is also thought to become, as soon as possible, a responsibility of the local community. In the light of an already fifteen-year-old experience, have our SAD projects achieved this goal? This question is intertwined with the same philosophy of CEFA, that, as known, has in self development and in self management its keywords. Its projects always aim at taking local people to assume their responsibility not only for the various “technical” interventions, but also for the social ones accompanying them, as in the case of SAD. If the general goal of self development is reached, with a subsequent improvement of the economic level of the population, it is also possible to create the conditions for a self-management of social initiatives. At this point it is to verify if the “SAD” interventions, that have been consolidated for a long time, embrace this premise. In Albania, where the intervention of CEFA ended some years ago, children care goes on thanks to a voluntary association led by CEFA. At Ikondo (Tanzania) 5 kindergartens are going to become self managed, and this is possible now through the fees that the families (with an increased family income due to the success of self-development projects implemented by

CEFA) have begun to pay for the attendance of their children in kindergarten. A similar perspective is presented for SAD milk in the Njombe schools (Tanzania), where the achievement of a balance between costs and benefits of the Kiwanda will enable the institution to provide independently the social role of a facilitated milk distribution in schools. Finally there remain the last two cases of SAD: the one in Somalia, which has been interrupted because of the armed conflict still ongoing, and the one in Kenya, where the intent was to bring water to schools. This has been achieved with the construction of a great aqueduct in the Meru Region, whose management has gone into local hands and which is working well. In the city of Nairobi, on the other hand, SAD has worked for the family reunification of abandoned minors. Today the project, taken over by state authorities, continues to reach about two out of three reinstatements against the continuous previous failures. And finally, here is Guatemala, where the ancestral customs, with their symbolic meaning, concerning the full submission of the female figure, have allowed continuous violence against women and girls themselves. With the SAD we have been involved for ten years in giving a school education, and in some cases a professional one to the Maya girls. This intervention has created a group of mothers and girls, about a thousand, now aware of children rights. There are frequent cases of arranged marriages, imposed by parents since the age of twelve. In conclusion the situation seems to us very positive and confirms the goodness of the undertaken path

L’ORGANIZZAZIONE DEL PERSONALE With regards to human resources and activities of guidance, selection, training and contracts, about 1,020 people have worked in various capacities with CEFA. Of this number, 276 people have directly benefitted from at least one of the above activities and 56 collaborative relationships of various types have been carried out during the year. During last year 5 group orientation meetings were organized, which involved 81 people out of a total of the 293
affected, and a series of 4 training sessions for a group of 14 aspiring international volunteers. We also collected and selected a total of 49 requests for “Servizio Civile” projects, 8 of which will be launched during 2012. CEFA received and handled 97 applications for internship and training at its facilities in Bologna and abroad, 40 of these individuals then sustained interviews that led to 8 internships of 3 months each, one in 5 in Italy and 1 abroad.

The added value, which is calculated by reclassifying data from the balance sheet, is used to further two aims: to calculate how much has been raised through public and private contributions and how these funds have been distributed to the various projects. The results show that 55.7% of the total contributions is directed to CEFA’s projects. 16.1% is used to pay and train local staff, which has an immediate and positive influence on the local economy. 21% is used to pay expatriate staff’s salaries and only 6.9% is used to cover management costs. The social balance is strongly linked to the economic balance, but also includes quantitative and qualitative information about the projects’ progress and about the various activities realized during the year.

We worked hard on the projects in the least developed countries, in particular in the newly born state of South Sudan, where we became a reference point for the communities of three counties in the Lake region to solve the food security problem which has been affecting them forever. After assigning the projects in Bosnia and Albania to local associations, we opened a fruitful dialogue with Turkey and a local association of migrants, fled from Ben Ali’s dictatorship and now willing to exploit the Italian experience to favour the democratic transition of their country. The same commitment and energy have been put on communication, fundraising and training activities on least developed countries in Italy, activities that we deem strategic now and for the future. These have been developed only thanks to private resources and were a good 20% of the 2011 social report. One of the most involving campaigns of the year was the event which took place on October 16th, the World Food Day, at Piazza Maggiore in Bologna, which on this occasion was set with 10.000 white plates. It has been a “subsidiarity” best practice: the private sector (funding providers) cooperated with the public sector ( sponsors: municipality, province,

region) and the civil society (about 500 volunteers) which CEFA represents. As far as human resources are concerned, we managed to involve 1.020 young people in activities of counseling, training and selection. These activities allowed us to get to know them, to support them first with internships in Italy and abroad and then with more long-term collaborations. What are the perspectives for 2012? There is an urgent need to create supporting groups, CEFA’s friends. A network of people who can anywhere in Italy support all the campaigns which start from Bologna in order to keep this economical independence which CEFA is so proud of. How were your beginnings at CEFA? It was back in the 80s: I met Senator Bersani during the university and I started volunteering in CEFA offices. After my graduation he offered me to work with him where there were already volunteering friends who are now advisers of the organization. In Bologna there were only few non- governmental organizations and CEFA was one of those. Working closely with the Senator has been a privilege. He is a synthesis of extraordinary operative, political and relational skills and his activities have always found inspiration from the Church’s social doctrine.
