EDUCATION Minis ter Glenys Hanna Martin admitted she agrees with observers who feel that “we have a long way to go in education” after the recent release of the BJC and BGCSE statistics. The minister added that the BGCSE and BJC exams reflect “something”, but the fundamental reflec tion she believed requires their “intense scrutiny” and attention and that is what officials are aiming to do. The statistics have been met with public dis appointment as well as observers regarding it as unsatisfactory.Whileeducation director Marcellus Taylor said there was a 15 percent increase in the number of BGCSE candidates who received a C or higher in five or more subjects this year, an analy sis shows only 12.9 percent of the 4,906 candidates fell into this category. There was also a 4.68 percent decrease in the number of candidates who sat the exam this year. As a result of the decrease in candidates, the number of awarded grades decreased by comparison to lastMsyear.Hanna Martin gave her opinions on improve ment in education yesterday at Thelma Gibson Primary School — one of the stops on her tour of selected public schools on the first day back to school. “My view is we have a long way to go — that’s my view. We have a long way to go in education and in catching up. The BGCSE and BJC exams reflect something, but the funda mental reflection I believe requires our intense scru tiny, intense attention and that is what we’re aiming to do. Not every child is going to do a BGCSE, have ten BGSCEs – that’s the real ity. In fact, not many of us here will have that, but they will have their unique talents and abilities,” the Englerston MP told reporters.“Wewant to ensure that they have literacy and numeracy as a fundamen tal and then from there as a staging ground we want to ensure that they are able to develop their full poten tial. “Even special needs children, they don’t do BGCSEs. We want them to be all that they can be, so that is the objective. Not necessarily to create a cookie cutter of a student, but to be able to create the appropriate environment for our young people to thrive, to succeed and to be able to go out there in the world when the time comes to manage themselves and to do well and to live good lives.”Speaking directly to the backlash about the exam results, particularly BJCs, she acknowledged peo ple’s feelings of unmet expectations as “legiti mate observations” but elaborated on measuring achievement.“Iagreewith everyone that we have a long way to go in education. Every person in this country has a vested interest in education and if you have expecta tions and you feel as if these results do not meet those expectations – those are legitimate observations. For myself, my observation of the results is that we have a long way to go. That is what I say – we have a long way to go, but what I would say, however, is we must ensure when we measure attainment that we do not get stuck on the BGCSE or even the BJC exams,” she told“They’rereporters.important and where students can attain they will, but we have a lot of children that are going to excel in other areas like technical and vocational. They will excel in the arts. We want to ensure that our children have literacy and numeracy and that they meet the minimum require ment to graduate from high school – that’s the objective. And so I say to the critics we have a long way to go, that’s what my response is to Asthem.”itrelates to the BJC test results, Mr Taylor said last week there was an increase in the total number of grades and candidates. “This year 9,571 candi dates from 113 centres were registered to sit the exami nation. Mr Wilchcombe said that the Ministry of Social Services and Urban Development is about two months away from relaunching the RISE programme, which will assist those below the poverty line.“The RISE programme was a programme that was intended to provide and monitor the growth and development of the clients we have. If you are entered into the programme, what you want to do is break the vicious cycle of continuation to the programme where your children — you’re required to do certain things so that the programme can see a change in your behavioural pat terns to move people away from the process. Of course we have to break the cycle so the RISE programme is always intended to take you and lift you above being below the poverty line, because you want to get more Bahamians out of dependence into independ ence,” Mr Wilchcombe said. He added that his ministry is also finding that there are many in need throughout the Family Islands.“What we’re discovering though is that over the many years the islands have not received the attention required. So we have the permanent secre tary leading teams to the various islands and we are discovering, not only are we finding that there are many in need and many have not received home repairs in years, we’re also finding that

HAVING attended the Village Road improvement project virtual meeting in March, I was shocked to learn the Ministry of Works now proposes to install a roundabout in the area of Queen’s College and the Bahamas National Trust. Why was this kept under wraps until now? This is a major develop ment and the matter should have been raised at the March meeting to allow area residents an opportu nity to Howrespond.willthis impact home values, pedestrian traffic and BNT’s Retreat Gardens?TheRetreat is part of the national park system, inter nationally famous with its garden of palms, rare tropi cal plants, rock grottos and secluded walking paths. It’s a sanctuary for migra tory and resident birds and serves as a venue for wed dings, farmers markets and art and cultural gatherings. Residents of the many neighbourhoods off Vil lage Road enjoy strolling to this Garden of Eden to enjoy the beauty and quiet it offers and to instill in their children an apprecia tion of nature. It’s a tourist attraction.Surelythe government, which is championing sus tainability and working to combat climate change, doesn’t intend to encroach on a national park or install a roundabout on its front doorstep?Aroundabout will alter the character of this his toric community and turn green into hardscape. It will alter the quality of life for residents.Ahundreds of years old and protected silk cotton tree is already sacrificed for theTheproject.Ministry must host another town meeting to allow area residents an opportunity to respond to this major development. Residents have a right to be heard.QC says it will stagger school hours for the various departments for the dura tion of the roadworks to ease traffic congestion. This model was adopted by one of the private schools in the east some years ago and it has sig nificantly improved traffic flows. Perhaps QC would consider making it permanent?

Contract bid and given in January 2022 but nine months on Public Works and Lands have not concluded seemingly the acquisition of land for the roundabout they plan! Seems no definitive discussion with the Direc tors of Queen’s College or Bahamas National Trust whose land it seems will be compulsorily purchased to create the roundabout. EDITOR, The Tribune. FREE National Move ment (FNM) chair Dr Duane Sands’ bold asser tion that the Dr Hubert Minnis era is over brings to mind the latter’s claim about the Hubert Ingraham era being over a decade ago.If my memory serves me correctly, Minnis uttered those words, which offended many of Ingra ham’s diehard loyalists, immediately following the North Abaco by-election, that saw the FNM’s Greg Gomez handily defeated by the Progressive Liberal Party’s Renardo Curry. Curry polled 2,367 votes to Gomez’ 1,513. It was thought back then that the enigmatic Gomez was Ingraham’s handpicked candidate, which might have strained whatever relationship he had with Minnis.Throughout his tenure as official Opposition leader, Minnis was constantly har assed by hostile elements within the FNM, some of whom were alleged to be Ingrahamites. The great est challenge Minnis would face would come from the Loretta Butler-Turner camp. Despite the rheto ric in the printed press and social media concerning Minnis’ leadership flaws, neither he nor any of his allies, as far as I’m aware, were physically assaulted. Current FNM leader Michael Pintard faces a very unique dilemma. His Parliamentary caucus includes the Killarney MP who seems to have diehard loyalists hellbent on oppos ing the Marco City MP, even to the extent of using physical violence and smear tactics to intimidate Pin tard into relinquishing his post he has held since late November.Theunfortunate situation at the FNM Golden Gates Constituency Association meeting at the Gerald Cash Primary School last week, in which an FNM Meri torious Council Member was allegedly assaulted by an alleged Minnisite, rein forces this preception. The current stand-off between the Pintard and Minnis camps brings to mind the Tonton Macoutes, the secret paramilitary of Haitian dictator Papa Doc François Duvalier, whose regime ruled Haiti from 1957 to 1986. Organised by Duvalier and Clément Barbot in 1959, the Tonton Macoutes, also known as the Volontaires de la Sécu rité Nationale, were used to harass the opponents and critics of Papa Doc. The rabid devotion towards Minnis within the FNM among certain ele ments is preventing the party from galvanising into a cohesive unit and appears to have morphed into a personality cult. This bloc seems to be operat ing under the delusion that Minnis will regain the lead ership reins of the FNM and will eventually become prime minister again. They appear unwilling to accept the results of the Septem ber general election. If it is true, as alleged by the major newspapers, that a group of individuals loyal to Minnis, whom I have dubbed the FNM Tonton Macoutes, are attending FNM meetings with the aim of intimidating Pintard and his camp, these people need to be excommuni cated. Minnis should also issue a public statement denouncing the alleged vio lent altercation in addition to distancing himself from the culprits. He should also state unequivocally that he supports Pintard as FNM leader.

THE familiar ingredients of a warming world were in place: sear ing temperatures, hotter air holding more moisture, extreme weather get ting wilder, melting glaciers, people living in harm’s way, and poverty. They combined in vulnerable Paki stan to create unrelenting rain and deadly flooding. The flooding has all the hallmarks of a catastrophe juiced by climate change, but it is too early to formally assign blame to global warming, sev eral scientists tell The Associated Press. It occurred in a country that did little to cause the warming, but keeps getting hit, just like the relent less“Thisrain. year Pakistan has received the highest rainfall in at least three decades. So far this year the rain is running at more than 780% above average levels,” said Abid Qaiyum Suleri, executive director of the Sus tainable Development Policy Institute and a member of Pakistan’s Climate Change Council. “Extreme weather patterns are turning more frequent in the region and Pakistan is not a exception.”Climate Minister Sherry Rehman said “it’s been a catastrophe of unprec edentedPakistanproportions”.“isconsidered the eighth most vulnerable country to climate change,” said Moshin Hafeez, a Lahore-based climate scientist at the International Water Management Institute. Its rain, heat and melting glaciers are all climate change fac tors scientists warned repeatedly about. While scientists point out these classic climate change fingerprints, they have not yet finished intricate calculations that compare what happened in Paki stan to what would happen in a world without warming. That study, expected in a few weeks, will formally determine how much climate change is a factor, if at all.The “recent flood in Pakistan is actually an outcome of the climate catastrophe... that was looming very large,” said Anjal Prakash, a research director at India’s Bharti Institute of Public Policy. “The kind of incessant rainfall that has happened... has been unprecedented.”Pakistanisused to monsoons and downpours, but “we do expect them spread out, usually over three months or two months”, said the country’s climate minister Rehman. There are usually breaks, she said, and not as much rain -- 37.5 centim eters (14.8 inches) falls in one day, nearly three times higher than the national average for the past three decades. “Neither is it so prolonged. ... It’s been eight weeks and we are told we might see another downpour in September.”“Clearly, it’s being juiced by climate change,” said Jennifer Francis, a climate scientist at the Woodwell Climate Research Center in There’sMassachusetts.beena400% increase in aver age rainfall in areas like Baluchistan and Sindh, which led to the extreme flood ing, Hafeez said. At least 20 dams have beenThebreached.heathas been as relentless as the rain. In May, Pakistan consistently saw temperatures above 45 degrees Celsius (113 Fahrenheit). Scorch ing temperatures higher than 50 degrees Celsius (122 Fahrenheit) were recorded in places like Jacobabad and Dadu.Warmer air holds more moistureabout 7% more per degree Celsius (4% per degree Fahrenheit) — and that eventually comes down, in this case in torrents.Across the world “intense rain storms are getting more intense,” said Prince ton University climate scientist Michael Oppenheimer.Andhesaid mountains, like those in Pakistan, help wring extra moisture out as the clouds pass. Instead of just swollen rivers flood ing from extra rain, Pakistan is hit with another source of flash flooding: The extreme heat accelerates the long-term glacier melting then water speeds down from the Himalayas to Pakistan in a dangerous phenomena called glacial lake outburst floods. “We have the largest number of gla ciers outside the polar region, and this affects us,” climate minister Rehman said.“Instead of keeping their majesty and preserving them for posterity and nature. We are seeing them melt.” Not all of the problem is climate change.Pakistan saw similar flooding and dev astation in 2010 that killed nearly 2,000 people. But the government didn’t imple ment plans to prevent future flooding by preventing construction and homes in flood prone areas and river beds, said Suleri of the country’s Climate Change Council.Thedisaster is hitting a poor country that has contributed relatively little to the world’s climate problem, scientists and officials said. Since 1959, Pakistan has emitted about 0.4% of heat-trap ping carbon dioxide, compared to 21.5% by the United States and 16.4% by“ThoseChina. countries that have developed or gotten rich on the back of fossil fuels, which are the problem really,” Rehman said.“They’re going to have to make a critical decision that the world is coming to a tipping point. We certainly have already reached that point because of our geographical location.”

“I taught for a while in Florida; the pay was very good,” Brian shared. “But I quickly returned home, because my girl friend at the time had just given birth to my second child. I told them that I missed home. So, they flew in my girlfriend and children. I stayed an extra week, then I left. I wanted to come back home to my kids and family. I also wanted to represent my country and put it on the map as a powerhouse when it comes to martial arts. I was never interested in living anywhere other than home.”Brian cherishes his Baha mian heritage. He was born in Nassau, and he grew up between Oakes Field and Golden Gates. He spent time with family on Long Island, Andros and Exuma. No matter which Family Island he visited, church was always a big part of two brothers. Brian comes from a musical family, and his mother, a Leadon before marriage, was a member of the Dixie Hummingbirds, a popular Gospel group in the late 1950s, early 1960s. He attended Oakes Field Primary, SC McPher son, and AF Adderley Sr High. While in high school, Brian attended the Indus trial Training College as a mechanic. He completed this course even before he graduated high school. He also attended the Col lege of the Bahamas’ one year Executive Protection course while in high school, and graduated from both high school and the College course at the same time. He first worked as a mechanic’s helper, then he moved on to Butler & Sands. He eventually went to Pom pano Beach, Florida to teach for a while, before returning home. He started his own company, which offers body guard services, and has been contracted to provide ser vices for some of the biggest concerts in Nassau. Brian continued to compete internationally, winning titles in Jamaica, Trinidad, Canada and across the United States. He also continued to teach karate, and served as President of the Bahamas Martial Arts Federation for more than 20 years.
“Back home I was most feared with not many fight ers wanting to fight me and tarnish their record,” he said.By 1987, Brian’s karate career really took off, as he gained international exposure. He was travel ling three times a month, representing the Bahamas at various competitions. He was footing his own bill; he did not have a sponsor. As he succeeded on the international circuit, Brian got offers from American schools to come and teach children karate. He was offered a green card, hous ing, and a good salary. He was even offered a posi tion - twice - on the USA national karate team after defeating all of their fight ers in his division at the 1994 Pan Am Games.
My dad and his brothers, to this day, swear that wrestling is notSo,fake.”Brian joined karate with high hopes that this was something he could believe in. “I wanted to do Kung Fu, which was my first love,” he said. “There was nothing fancy or pretty about karate. But I joined anyway. I thought the stage to get to all the good stuff was fast... it took forever!”Brian’s karate teacher was a police officer and a strict disciplinarian. Brian had to sit and watch the class in the beginning, although he was eager to jump in and start practising. “That was a lesson in itself,” Brian said. “It taught me patience. It also taught me to study one’s moves and learn from them. You learn more out of the ring than inside it.” The Sensei would drill Brian in the basics, the foundation of karate. “He told me that a roof cannot be pitched before the walls and the walls cannot be erected without the foun dation,” Brian recalled. “The better the founda tion, the better the martial artist.”Karate classes were four days a week for at least three hours. On Sundays, the team would meet at South Beach canal or Fort Charlotte for “gruesome training”.“Iwas the only child in the class,” he said, “But that didn’t matter. “I was seen just like any other student - they weren’t considering my age, or weight, or height. Every instruction or exercise that was given, had to be done.”
HE was like The Baha mas’ own Karate Kid back in the day. Brian Beckford earned a brown belt at age 15 and by age 17, he was a blackbelt champion. Today, he is a 7th degree blackbelt Shihan who has sown seeds of positivity and personal power with those who will carry the torch and take karate to the next level in TheBrianBahamas.was11 years old when this journey began. He was attending SC McPherson at the time. He saw some adults entering the gymnasium with karate uniforms on. Intrigued, the young student followed them. But, they told him that unless he was going to join them, he couldn’t stay and watch. He went home that day and asked his father. Brian was granted permission to explore an after school activity that would end up becoming a way of Priorlife.to this, Brian was interested in wrestling. Like many young boys back then, he would practice his moves as he watched televi sion and imagined himself as the champion in the ring. Rick Flair was one of his favourite wrestlers - “he was flashy, inspired, moti vating, and confident”. Brian’s father took him to the Nassau Stadium on Fowler Street to see a live wrestling match. He wanted to find out if Brian would still love the sport so much after that. “I reached an hour before class and an hour after class, destined to keep up or surpass those I met practising martial arts before me. Once you line up, anyone standing to your right is your senior. I had a very long way to go, because there were about 35 people to my right.”
Brian began to move up the ranks as his adult class mates began dropping out because of the hard work or because of their jobs. Some missed examinations and slowly but surely, the young Brian became their senior. “My mind was set to the top, being the youngest and furthest from the right,” he said. “Years passed and I was still consistent. I was ploughing harder than ever before. I moved up that line until there were only a few people ahead of me. I said to myself, ‘I can’t quit now’. Failure was not an option, nor was quitting. At this time, I was making a name for myself in the ring, competing against other schools.”Brian’s path to being a karate teacher also started from the beginning: “I was always being prepared to teach. I was always given the beginners to teach them theBybasics.”the time Brian reached the level of purple belt, as a young teenager, almost all his siblings were also in the class, and they were all making a name for themselves on the circuit. “At one point, after I attained the rank of black belt,” he said, “I became obsessed, because my next rank would be black belt.” “That exam would be the hardest challenge in my life. I still was not an adult. But, I am going all in, get ting mentally and physically prepared. I was training all day, every day. The adults had to go to work. But I was able to train at will. Sometimes I would go out in the yard and hit the boxing bag at 3 o’clock in theOncemorning.”Brian got the black belt, he took his training to a whole new level. He was determined to be the best blackbelt martial artist in The Bahamas. He com peted in all divisions that were available at the time: Kata, weapons and fight ing. He would compete in matches at the Wulff Road Theatre, the Golden Gates Theatre, and the Sunshine Twin Theatre, which was like his home base. Brian “Da Prowler” Beckford was also making a name for himself on the international circuit. The first time he became an international blackbelt champion, he was awarded by the Florida Black Belt Association. He went on to become Florida State Champion several times.

Karate king Brian and his journey to the next level
“Winning became the norm,” Brian said. “I got bored fighting, with not many fighters elevating. The game is the same - body language or motion. Once you know how to read it, then every thing should fall into place. I cannot remember how many times I have won. But, to give you some idea, at home, the front room and dining area could not accommodate all the tro phies. We were storing them in the hallways, or giving some away to family members. Then I started giving away trophies that I won to kids at events or adoringWhenfans.”asked about the current state of karate in the country, Brian said that there are “lots of multitalented individuals in the discipline with much to offer” - kids and adults alike. The issue, he said, is that the sport, if you will, is underfunded.“WehadCoca-Cola from the states that sponsored us, but we were turned down by Coca-Cola here,” he“Theresaid. is a growing inter est from the public. We are constantly being asked to compete. Internationaal fighters ask about attending events here. We need the support of the government and private institutions to assist with funding and take us to the next level.” In the meantime, this father of five will continue pouring his love into his children, and his passion into karate, ensuring that the next generation under stands the discipline, the skill, and the drive it takes to be the best at whatever they set out to do.

Furthermore,Ukraine.hehas pro duced an article, published exclusively in the Daily Mail a few days ago, setting out some of his achievements as PM and saying why he con sidered that, even though the next few months will be tough for Britain, the country will bounce back since the foun dations for long-term gains in prosperity and productivity have already been laid. Is this delusional or is his optimism justified? Who can tell, but some are saying these were hardly the words of a leader who, after having just lost what he called the best job in the world, intends to stay down for long.

I am indebted to a friend for sending me an interesting UK press report recording the views of Rishi Sunak, the former UK Chancellor of the Excheq uer and one of the two final contenders in the Tory leadership contest, about the government’s handling of the coronavirus crisis in Britain. He said that it was now clear that it had been wrong to ‘empower scientists’ to such a degree during the pandemic – and, specifically, to allow the Scientific Advi sory Group for Emergencies, known as SAGE, to have so much sway over policy. He considered that there had been insuf ficient consideration of the downside of locking down the country, in particular the foreseeable damaging effects on the econ omy and, for example, the consequences of shutting down schools. With the benefit of hindsight, it had become evident that too much weight had been given to the views of the scientists, some of whom had exaggerated the danger and threat of the virus and had created a climate of exces siveRishifear.Sunak also revealed that the coun try was within a hair’s-breadth of another lockdown in December last year -- includ ing over Christmas -- in response to the Omicron variant of COVID-19 that had suddenly appeared in South Africa. In the end, no such restrictions were imposed. But my wife and I were interested to hear about this because we had made plans for a family Christmas and New Year in the UK. We decided to cancel late in the day for fear of another lockdown that would have probably prevented us from getting home again as scheduled – knowing, as we did, that at the height of the pandemic in 2020 some people who had travelled to England were unable to return for many months. But all was not lost because at least Virgin Atlantic allowed us to reuse the tickets!
FOLLOWING last week’s column about the Con servative Party’s leadership contest in Britain, I should like to offer further comment today on the situation facing the winner that includes an immediate predecessor who remains very much on the scene. This ought to be timely because the result of the protracted two-month process will be announced next Monday. As I have men tioned before, since Britain’s voice is influential around the world, information about a new Prime Minister and gov ernment creates considerable interest both domestically and overseas.TheUK press is already talking about when -- rather than if -- frontrunner Liz Truss takes up residence at No 10 Downing Street, since all the indications are that that is the most likely out come. It is said she will be presented with some of the most daunting challenges for the nation in recent history. Top of the list are the cost of living crisis with double digit inflation and soaring energy prices, no end to the Ukraine war and growing industrial unrest and strikes at home. There is also an immigration crisis with illegal crossings of the English Channel from France out of control as well as continuing wrangling with Brussels in connection with Britain’s departure from the European Union, including over the Northern Ireland Protocol – and these are to name just a few of the current issues.Certainly, they constitute formidable problems and their seriousness should not be underestimated. But some of them -- like the energy crisis which is even worse elsewhere in Europe -- are not unique to Britain. So, to my eye, some parts of the UK press are indulg ing in hyperbole in calling the situation the ‘most hor rendous inheritance’ since Winston Churchill took over the premiership from Neville Chamberlain during wartime in 1940 or even suggesting that it is as bad as that facing Margaret Thatcher in 1979. At that time, after a period of political and economic turmoil in the 1970s, Britain was considered by many to be in terminal decline as the sick man of Europe in the grip of trade union power and, as such, virtually ungov ernable – and, whether one liked her or not, Britain’s first female Prime Minister will go down in history as having successfully restored the UK’s fortunes in many different ways during the course of the nextManydecade.observers believe that the UK’s supposed demise is being overplayed, with scaremongering by the so-called merchants of doom, who are intent on the country talking itself into a recession and are still trying to prove that Brexit is to blame for all its current woes. One of the difficulties for a new Tory leader will be the fractious and rebellious mood within a parliamentary party still divided over Britain’s relationship with the EU so that MPs’ support and loy alty for any leader – partly but not exclusively because of differences over Europe -- may be in doubt. Their infighting and lack of disci pline were also demonstrated when Prime Minister Boris Johnson was ousted by his Tory MP colleagues despite his ensuring their own success in individual constituencies when he carried all before him in winning the 2019 Gen eral Election with a thumping 80-seat majority. But it seems to be the case that unlike, for instance, Conservative pre decessors John Major and Theresa May – or, indeed, Margaret Thatcher herself -who clearly had come to the end of their careers in high office, Johnson still has politi calApparently, ambitions. he harbours thoughts of a second coming, not dissimilar to his hero Churchill who had been thrust into the political wil derness before his dramatic recall to save Britain from Nazi Germany. If that sounds fanciful, according to all reports Johnson continues to command substantial sup port in the Tory party in the country, with many even having demanded he should be included as a candidate in the leadership contest. So he is now in a unique position to wreak political havoc if he chooses to do so. However, he could opt to return to his lucrative work as a highly successful newspaper columnist when his utterances will be followed eagerly, and also boost his bank balance by commanding huge fees on the after dinner speaking circuit.Bethat as it may, if he man ages to survive the pending investigation by the Commons Privileges Committee about his having potentially misled Parliament over ‘partygate’ allegations, and he decides to address the Tory annual conference in the autumn, he is likely to overshadow new leader Liz Truss. But, mind ful of a possible political future, he will surely swear loyalty to her as his successor and bide his time for a call to return when – as he presum ably hopes -- the Party comes to realize that she will be unable to deliver victory at the next General Election. It is, of course, bordering on the foolish to seek to judge a new Prime Minister who has not even taken office. But, for some people, the comparisons in favour of Johnson are obvious as they fear Liz Truss will soon show herself to be out of her depth in the top job, though others predict she will be a steady hand on the tiller and an effective leader. As is well known, Boris Johnson thrives on publicity. His visit to Kyiv last week to mark Ukraine’s 31st anniver sary of independence from the Soviet Union, when a special plaque dedicated to him was unveiled, came as no surprise. Boris’ last hurrah – or is it?
Although it is said that the origins of the concept can be traced to ancient Greece, a brief study shows that an understand ing of human rights and its expression in modern par lance started only after the United Nations was founded in 1945.The UN General Assembly adopted the Universal Declaration of Human Rights in 1948 and the post of UN High Com missioner for Human Rights was established -- much later in 1993 -- ‘to promote and protect’ such rights ‘for all people’; and this included, in particular, promoting international co-operation on the Interestingly, issue. two major current international human rights issues came to the fore last week that have hitherto attracted relatively little media attention. So they might be worth examining. These are the Rohingya Muslim refugees hounded out of Myanmar and the alleged mistreatment of the Uyghur Muslim minority in China. The Rohingya refugee crisis is said to be the larg est of its kind in the world today. This Muslim ethnic minority group, originally from Bengal, emigrated generations ago to live in the neighbouring major ity Buddhist country of Myanmar. Despite the large numbers involved, they are not recognised there and have historically been denied any legal identity or citizenship, thus becoming the world’s largest stateless population. Being margin alised with limited access to education, jobs and health services, they lapsed into poverty and despair. As early as the 1980s, Roh ingya refugees started moving to Bangladesh in the face of violence, and later, in 2017, after continu ing armed attacks on them and other serious human rights violations, thousands were forced to flee their homes and seek sanctuary in other countries -- mainly Bangladesh but also smaller numbers in India and Thai land. Reportedly, up to one million displaced Rohingyas are now trapped in rambling refugee camps in Bangla desh. The issue has attracted publicity recently because India, which regards these refugees as illegal immi grants, has revoked a plan to offer them free residential housing in Meanwhile,Delhi. the UN has been pressing for a strong, coordinated inter national response to the crisis including measures to hold the ruling military junta in Myanmar account able for its mistreatment of the Rohingya people. But the military coup there in February, 2021 and the consequent political and economic turmoil has made any resolution of the prob lem less likely than before. Nonetheless, the UN consid ers that the only ‘sustainable solution is for the Rohingya people to be returned to a peaceful, inclusive and dem ocratic Myanmar’. As for the Uyghurs, this important issue is now receiving publicity again because of claims that China is seeking to prevent publi cation of a special UN report that is expected to criticise the government’s ‘inhu mane’ treatment of over a million Muslims -- mainly Uyghurs -- in the northwest region of Xinjiang. It is claimed the evidence shows they are being detained in heavily fortified so-called ‘re-education centres’ and, in some cases, subjected to forced labour. This situation has been under interna tional scrutiny for several years. But China has pub licly rejected any likely criticism in the UN report, calling allegations of human rights violations, genocide and forced labour the ‘lie of the century’ while reiterat ing that the detention camps are for counterterrorism purposes and to deradicalise extremists. While the long-awaited report may be further delayed, the UN Human Rights Commissioner, Michelle Bachelet, has said she had hoped to publish it before the end of her term of office on August 31. Her role is often called the UN’s toughest and trickiest job and is said to require courage in confronting governments.Sheinsists publicly that she has been doing an ‘inde pendent assessment’ of continuing news ‘that points to wide patterns of enforced disappearances and arbi trary detentions’ while looking in depth at allega tions of ‘serious human rightsTheviolations’.reportis seen by some as a test of the cred ibility of the UN in its capacity as a watchdog of human rights interna tionally, but the Chinese government is reported to regard the issue as an inter nal matter. Even if the UN voted to establish a formal probe or investigation, it appears that there is no mechanism to compel China to comply with any recom mendations which could simply be ignored. But many believe it is impor tant to publicise the issue in the hope of persuading a change of policy and to rein force the UN’s obligation to investigate abuses of human rights around the world.

Pennsylvania State University glaciologist Richard Alley, who wasn’t part of the study but said it made sense, said the committed melting and sea level rise is like an ice cube put in a cup of hot tea in a warm room. “You have committed mass loss from the ice,” Alley said in an email. “In the same way most of the world’s mountain glaciers and the edges of Greenland would continue losing mass if temperatures were stabilized at modern levels because they have been put into warmer air just as your ice cube was put in warmer Althoughtea.”ten inches doesn’t sound like much, that’s a global average. Some coastal areas will be hit with more, and high tides and storms on top of that could be even worse, so this much sea level rise “will have huge soci etal, economic and environmental impacts”, said Ellyn Enderlin, a geosciences professor at Boise State University.
Time is the key unknown here and a bit of a problem with the study, said two outside ice scientists, Leigh Stearns of the University of Kansas and Sophie Nowicki of the University of Buffalo. The researchers in the study said they couldn’t estimate the timing of the com mitted melting, yet in the last sentence they mention, “within this century”, without sup porting it, Stearns said.
Colgan responded that the team doesn’t know how long it will take for all the doomed ice to melt, but making an educated guess, it would probably be by the end of this century or at least by 2150.
NASA called off the launch of its mighty new moon rocket on its debut flight with three test dum mies aboard yesterday after a last-minute cascade of problems culminating in unexplained trouble related to an Theengine.nextlaunch attempt will not take place until Friday at the earliest and could be delayed until midSeptember or later. The mission will be the first flight in NASA’s Arte mis project, a quest to put astronauts back on the moon for the first time since the Apollo program ended 50 years ago. As precious minutes ticked away yesterday morning, NASA repeat edly stopped and started the fueling of the Space Launch System rocket because of a leak of highly explosive hydrogen, eventually suc ceeding in reducing the seepage. The leak happened in the same place that saw seepage during a dress rehearsal in the spring. The fueling already was running nearly an hour late because of thunderstorms. Then, NASA ran into new trouble when it was unable to properly chill one of the rocket’s four main engines, officials said. Engineers struggled to pinpoint the source of the problem well after the launch postponement was announced.

MAN SUSPECTED OF KILLING 3 ‘TERRORISED’ DETROIT STREETS
Study lead author Jason Box, a glaciologist at the Greenland survey, said it is “more like one foot in the grave”. The unavoidable ten inches in the study is more than twice as much sea level rise as scientists had previously expected from the melting of Greenland’s ice sheet. The study in the journal Nature Climate Change said it could reach as much as 30 inches. By con trast, last year’s Intergovernmental Panel on Climate Change report projected a range of two to five inches for likely sea level rise from Greenland ice melt by the year 2100. What scientists did for the study was look at the ice in balance. In perfect equilibrium, snowfall in the mountains in Greenland flows down and recharges and thickens the sides of glaciers, balancing out what’s melting on the edges. But in the last few decades there’s less replenishment and more melting, creating imbalance. Study authors looked at the ratio of what’s being added to what’s being lost and calculated that 3.3 percent of Greenland’s total ice volume will melt no matter what hap pens with the world cutting carbon pollution, Colgan said. “I think starving would be a good phrase,” for what’s happening to the ice, Colgan said. One of the study authors said that more than 120 trillion tons of ice is already doomed to melt from the warming ice sheet’s inability to replenish its edges. When that ice melts into water, if it were concentrated only over the United States, it would be 37ft deep. This is the first time scientists calculated a minimum ice loss - and accompanying sea level rise - for Greenland, one of Earth’s two massive ice sheets that are slowly shrink ing because of climate change from burning coal, oil and natural gas.

ZOMBIE ice from the massive Greenland ice sheet will eventually raise global sea level by at least ten inches on its own, according to a study released yesterday. Zombie or doomed ice is ice that is still attached to thicker areas of ice, but is no longer getting fed by those larger glaciers. That’s because the parent glaciers are get ting less replenishing snow. Meanwhile, the doomed ice is melting from climate change, said study co-author William Colgan, a glaci ologist at the Geological Survey of Denmark and“It’sGreenland.deadice.

Cubans flee island’s economic troubles
AssociatedMIAMI Press ONE Cuban man endured a trek through eight countries that lasted more than a month. Another man paid a small fortune for a furtive speedboat trip passing through Bahamian waters. A third decided to risk a perilous passage aboard a homemade raft rather than stay a moment longer on the island. Cubans are fleeing their country in the largest numbers in more than four decades, choosing to stake their lives and futures on a danger ous journey to the United States by air, land and sea to escape eco nomic and political woes. Most fly to Nicaragua as tour ists and slowly make their way to the US border, often to Texas or Arizona. A smaller number gamble on an ocean voyage. Three men who survived the odyssey spoke to The Associated Press about it. Tens of thousands of others share the same goal. From Janu ary to July, US border authorities stopped Cuban migrants entering from Mexico nearly 155,000 times, more than six times as many as in the same period of 2021. From October to August, the Coast Guard intercepted more than 4,600 Cubans, an almost sixfold increase over the entire previous year. The vast majority are released with notices to appear in immigra tion court or report to immigration authorities.Inall,it is the largest flight of Cuban exiles since the Mariel boatlift in 1980, when nearly 125,000 Cubans came to the US over a six-month period. The exodus is fueled by Cuba’s worst economic conditions in dec ades — a result of tightened US sanctions and a hangover from COVID-19.Massivestreet protests in mid2021 triggered widespread arrests and fears of political oppression that prompted more to flee. An additional enticement emerged in November, when Nicaragua stopped requiring visas for Cubans to promote tourism.
It’s just going to melt and dis appear from the ice sheet,” Colgan said in an interview. “This ice has been consigned to the ocean, regardless of what climate (emissions) scenario we take now.”

speedboat. Among the migrants were a pregnant woman and a 7-year-old boy. They passed through The Baha mas and, after 12 hours, arrived at an unknown place in the Florida Keys, at dawn. The boat stopped in a mangrove swamp. Then they came ashore, and several cars picked them up on a highway. A Cuban friend met him at a house where he was taken. CROSSING EIGHT COUN TRIES AND TWO RIVERS Rolando José Cisneros Borroto, who worked as a street vendor in Camaguey, a city in central Cuba, said he was tired of going hungry and decided to leave his wife and three children in hope of finding a job in the US that would help sus tain his Borroto,family.42, sold everything — his house, furniture and television — to pay for the journey, collect ing $13,000. His family stayed in another house that belongs to the wife. After taking six flights, he finally arrived in Nicaragua in June. From there he went overland to Hondu ras, Guatemala and Mexico. He crossed two rivers on an inflatable rubber ring, walked through mountains and along high ways, and got rides aboard buses, cars and motorcycles. While hiding from Mexican police, he spent days drinking water from a river and eating only grass. He finally crossed into the US south of Del Rio, Texas, and surrendered to the Border Patrol. Borroto was released after three days of detention and now lives in Algona, Iowa, where a cousin offered him a room in his house and food. The trip lasted 36 days. “I never thought it would take so much work to arrive,” said Bor roto, who was detained at least three times in Cuba for selling garlic in the streets. “What one goes through along the way I do not advise anyone, but Cubans prefer to die on the way before staying in Cuba.”
speedboat or the $10,000 to $15,000 for travel and smuggling fees to fly to Nicaragua sometimes flee on rafts made from pipes or wood. Among them was a 37-year-old man who occasionally worked in construction and fished. He couldn’t pay a smuggler, so he built a raft of ten-foot aluminum tubes. In May 2021, he traveled with three friends for 22 hours until they reached south Florida. “The first thing one thinks of is leaving, that either we all die of hunger little by little, or we make an attempt,” said the man, who secretly constructed the raft over six months. “I knew I could die in the water, but I needed to take the risk.”He built the raft alone and kept it hidden in bushes and mangroves. The same day of the journey, he purchased a small engine that allowed him to travel at about 6 mph.No one knew about the trip, except his three companions, his mother and his wife. For fear of being discovered, he told his com panions the date of their travel just a few hours before they left. They departed late at night, rowing out from a fishing port west of Havana, he said in a long inter view at Allen’s office. With no GPS, they navigated by the stars. A whole day passed, and when night started to fall again, they saw the entry buoys to an island. They approached the coast and walked.“At least we’re alive,” he thought, but they soon realised that someone was calling authorities to report them. They immediately ran back to the boat and returned to the sea, fearing that they would be detained and deported. They waited in the water for a while and later reached a beach in Key West, where a group of Cuban tourists offered to take them to Miami. The man called his wife to tell her that he had arrived safely and was on his way to his in-laws’ house.Heis now seeking asylum and hoping to bring his wife and three teenage daughters to join him in the US.

A PROTEST, A PROSECUTION AND A SPEEDBOAT One Cuban man, 35, participated in protests in July 2021, when thou sands of people across the island clamored for food and a change of government. He was tried on charges of public disorder and con tempt and freed after 30 days in jail to await sentencing. He fled in February, the month before he was to be sentenced to five years in prison. Air travel was out of the question because he would be stopped at the airport upon showing his passport. A raft was too dangerous. A speedboat “was the only way to escape”, the man said in an interview at the office of his Miami attorney, Wilfredo Allen. He left the island without telling his 5-yearold daughter. Only his wife, his mother and a brother knew. Unemployed, he asked his father, who lives in Texas, for about $15,000 to pay smugglers who gave him instructions over the phone. Two days before the trip, he traveled 250 miles to Ciego de Avila, a city in the center of the island. From there, a bus picked him up along with 30 other people, and took them about 60 miles to one of the Cuba keys to board the

NASHVILLE, Tenn. (AP) — Another year, yet another new starting quarterback for the Indi anapolis Colts brings high expectations that this time Matt Ryan will put them back atop the AFC South. Then there’s the defending two-time divisional champ. The Ten nessee Titans insist they aren’t paying much atten tion being given to the Colts.“I’ve been here long enough to understand that we’ve never been the talk of the town,” Titans twotime All-Pro safety Kevin Byard said. “I mean, that’s just what it is. It’s not nec essarily that I prefer it that way.”The Titans have put together six straight win ning seasons with playoff berths in four of the past five seasons. Tennessee sur vived using an NFL-record 91 players — most ever in a non-strike season — to earn the AFC’s No. 1 seed for 2021. They also have a healthy Derrick Henry back.“Who’s finished stronger?” Byard said. “So that’s really what it’s about for us, and for me just try to make sure as a team we’re just staying locked in on the now and not worried about what they’re saying about the rankings and Madden ratings and all this stuff because it doesn’t matter.”
The Colts just lost punter Rigoberto Sanchez last week to a torn Achilles tendon, and he also was their kickoff specialist and holder. Indianapolis signed former Buffalo Bills and Miami Dolphins punter Matt Haack.
HEALTHY TITANS The NFL’s two-time rush ing leader insists his foot is healthy again. Henry was on his way to a third straight title when he broke a bone in his right foot October 31 at Indianapolis. Henry still finished ninth in rushing despite missing nine games, and he went for a surgical repair designed to keep his foot strong for the longThehaul.Titans gave Ryan Tannehill more help on offense. They traded for receiver Robert Woods and swapped A.J. Brown for the 18th pick overall in April when contract negotiations turned into a trade request. Treylon Burks has shown flashes of being the physi cal, fast and strong receiver Brown was for them the past three seasons. They also signed tight end Austin Hooper and drafted a new right tackle in Nicho las Petit-Frere and tight end Chig Okonkwo. Cor nerback Roger McCreary, a second-round draft pick from Auburn, could be the lone new starter on a defence that was the NFL’s sixth-stingiest scoring unit in 2021.
The Jaguars and Texans both have new coaches. Jacksonville has spent tens of millions rebuilding its defense and giving Trevor Lawrence help. Houston needs to see if Davis Mills can be an NFL starting quarterback.
The Jaguars have another new coach, this time in Doug Pederson, a young quarterback in Trevor Law rence and confidence that this time they’ve made all the right moves to turn around a franchise whose four wins combined over the past two seasons are the fewest in the NFL in that span.Jacksonville has spent more than $200 million in free agency over the past two years along with all the draft capital earned from those poor finishes to stock pile

Benzema scored in the 88th minute and deep into stoppage time to give the defending champion a 3-1 win at Espanyol. It was the third league goal for Benzema, while Lewandowski took his tally to four. The Poland striker had also scored a double in the 4-1 victory at Real Sociedad last weekend. It was Cologne’s third straight draw after starting the season with a win over Schalke. Stuttgart has three draws and a loss from its opening four matches. Stuttgart dominated from the start in Cologne and Silas had two golden opportunities. He saw one denied by a flying save from Marvin Schwäbe and the goalkeeper managed to stick out a leg to clear the second after the forward had been sent through oneon-one by a delightful ball over the top from Chris Führich. However, it needed a goal-line clearance from Stuttgart defender Kon stantinos Mavropanos to prevent Julian Chabot’s header from giving Cologne the lead on the stroke of halftime. And Stuttgart’s good work appeared to have become undone when Pfeiffer was shown a straight red card for a dan gerous tackle on Hübers 11 minutes after the restart. ROME (AP) — Three rounds into Serie A and parity is again the theme of the Italian league. After last season’s title was decided on the final day of the season, there are already no longer any clubs with perfect records in this campaign.Napoli, the last squad that had remained perfect, was held to a 0-0 draw at Fiorentina on Sunday. CHELSEA STRIKER Chelsea is the biggest spender in Europe this summer, having splashed out around $200, and still manager Thomas Tuchel remains without a genu ine striker. His current front three of Kai Havertz, Raheem Sterling and Mason Mount looks light weight, with the departure of Romelu Lukaku and Timo Werner meaning there isn’t much back-up in terms of proven scorers. Barcelona’s Pierre-Emer ick Aubameyang has been linked with Chelsea for much of the summer and that would mean a rapid return to London for the former Arsenal striker. Everton’s Anthony Gordon is another possible arrival, though he is more of a winger.

ANYONE LEICESTER?FOR In a strategy at odds with its rivals, Leicester is the only Premier League team to have spent no money so far in this transfer window. Indeed, its only signing was a third-choice goalkeeper on a free transfer, filling the vacancy in the squad left by the departure of captain and long-time goalkeeper Kasper Schmeichel. chimed in Thorn’s friend, Cora Monroe, 72, of Shreveport, Louisiana, which she noted is where Richard Williams — the father of Serena and sister Venus, and the central figure in the Oscar-winning film “King Richard” — is from, too. That word, “evolving,” is the one Williams said she preferred to the more com monly used “retirement” when she wrote in an essay for Vogue released about three weeks ago that she was ready to concentrate on having a second child and her venture capital firm. Her daughter, Olympia, who turns 5 on Thursday, wore white beads in her hair while sitting with her father and grandmother in the stands yesterday, a nod to her mom’s hairstyle when she won her first U.S. Open in 1999 at age 17. “Once Serena announced she would play the U.S. Open, we sold out in a nanosecond for Monday night and Tues day night. You can see on the secondary market, the get-in price is $230. I saw $5,800 for a courtside seat this evening. Look, this is a historic moment for the Williams family, for Serena and our sport,” said Stacey Allaster, the tournament director of the American Grand Slam event. “It is so difficult to really capture what Serena and Venus have done for the sport of tennis. They have trans formed our sport. They’ve made us more inclusive. And they’ve transcended sports.”Which is why Monday mattered more than the usual Day 1 at a major tournament. And why the daily program did not make mention of any other of the dozens of athletes in action, showing instead a montage of six images of Williams holding her six U.S. Open trophies above the title: “Serena Williams, A Legacy of Greatness.” And why there was a sense of less importance for matches involving wins for other elite players such as past U.S. Open champions Bianca Andreescu, Andy Murray and Daniil Med vedev, or French Open finalist Coco Gauff, an 18-year-old American. The USTA said it sold more than 16,500 tickets for the tournament on the day Williams revealed her intentions, more than in the previous seven days combined. That included more than 4,600 for Monday night alone, making it a sellout.

PREMIER League clubs have never spent more in a summer trans ferTheywindow.aren’t done yet. After a record summer outlay of more than 1.5 billion pounds ($1.75 billion) according to analysis from soccer finance expert Deloitte, England’s top-flight clubs have until late Thursday to finalise their squads for this season. And there are still many unanswered questions.Where will Cristiano Ronaldo end up, if indeed he leaves Manchester United at all? Will Liverpool sign a midfielder? Will Chel sea sign a striker? Will Leicester sign anyone? What seems certain is that Premier League clubs will break the record for spending in a single season — cur rently that stands at 1.86 billion pounds ($2.18 billion) in 2017-18 — in just this summer’s trans fer window alone. That’s before any incomings in the January window. ATLANTA (AP) — In only two seasons in the NFC South, Tom Brady has cast a shadow that stretches from Charlotte to Atlanta to New Orleans. In those two years, Brady’s dramatic impact with the Tampa Bay Buc caneers has forced other teams in the division to scramble. It’s no easy task trying to keep up with the quarterback regarded by many as the best in NFL history.Brady won his record seventh Super Bowl in his 2020 debut season with the Buccaneers. He added a division title — Tampa Bay’s first since 2007 — last season.Brady is 45, but he has looked sharp since rejoining the Bucs following what coach Todd Bowles described as a planned, 11-day break from training camp for personal reasons. He completed 6 of 8 passes for 44 yards and led the Buccaneers to a field goal on his first and only drive in the team’s final preseason game on Saturday night. Teammates expect another big year from the future Hall of Famer. “He hasn’t lost a step,” running back Leonard Fournette said. “He is who he is.” Make no mistake, Brady was the difference-maker last season. He led the NFL in completions, attempts, passing yards and touch downs. The Bucs set a franchise record with 13 regular-season wins. The NFC South once was the place to find stability at quarterback with Drew Brees in New Orleans, Matt Ryan in Atlanta and Cam Newton in Carolina. Now, the division’s quar terback depth charts are NFC South rivals add QBs as Bucs’ Brady keeps rolling at 45 SEE PAGE 14
