NORTH Abaco MP Kirk Cornish wants government to create a special task force to deal with unregulated shanty towns on Abaco due to an increasing number of illegal communities springing up on the island. Speaking to The Trib une yesterday, Mr Cornish said the number of reports he has received about growing shanty town com munities on the island were alarming.Hesaid some people were just squatting on prop erties illegally, while others were renting it from Baha mians granted Crown land by the government. AN American woman died after a shark attack while snorkelling with family near Green Cay yesterday.The woman was brought to Montagu Beach after the attack, but was pronounced dead at the scene. At Montagu Beach, press liaison officer Chief Superintendent Chrislyn Skippings told reporters that shortly after 2pm police received reports of a shark attack near Green“InformationCay. is that a family from Pennsylvania came in this morning via cruise ship, they booked a tour with a local com pany that took them to Green Cay, about a half mile just northwest of Rose Island,” she said at the Montagu docking rampAccordingyesterday.to CSP Skippings, Green Cay is known for snorkelling excursions, however the beach has been tempo rarily closed by officials for such operations. A source said the victim and their family were passengers on board the Harmony of the Seas cruise ship. NEW Providence police are searching for six men in connection with three separate armed robberies that occurred on Monday. In the first incident, preliminary reports indi cate that two men were visiting a woman in the Soldier Road area when they were approached by two men, one of whom was allegedly armed with a handgun.“Itisreported that the culprits robbed the vic tims of cash, a Samsung cell phone, and their gold Toyota Vitz, and fled the area followed by a black Honda Fit vehicle,” police said.The second incident reportedly occurred shortly before 6pm at a business in the area of Mount Royal Avenue.Twomasked men, both allegedly armed with handguns, entered the establishment, approached the cashier, and demanded cash. They robbed the establishment of an unde termined amount of cash and escaped on foot. The third incident report edly occurred shortly after 10pm in the area of Arawak Cay.According to reports, a man was in the area of Long Wharf Beach when he was approached and subse quently robbed of his black Honda Fit by two men who wore black ski masks. One of the males pro duced a handgun which resulted in a struggle between the victim and the culprits resulting in the victim receiving minor inju ries to his upper body. “Police are once again appealing to members of the public to be extremely cautious when approach ing armed suspects. THE local real estate community is mourning the death of well known Grand Bahama resident and busi nessman Mike Mosko, who died in Greece on Monday. He was 72. Mr Mosko was vacation ing in his native Greece when he died. His wife, Mary, is also there. Neko Grant, former FNM MP, said Mr Mosko was a pleasant individual who supported and contrib uted to his five consecutive victories in the Lucaya and the Central Grand Bahama constituency.MrGrantsaid Mr Mosko was a man who loved his family, particularly, his wife, Mary, and two children, Andrew, and Deann. “Mike was a decent human being,” he said. “I saw him almost every day even though I am not in politics anymore because we were neighbours - he will be missed by the resi dents of Sea Hawk Cay.” In 1924, James Mosko was the first Mosko to arrive in Nassau from Greece where he estab lished the Bahamian branch of the family.
EDUCATION Direc tor Marcellus Taylor said the Department of Labour upheld officials’ decision regarding the reassignments of a handful of teachers at public schools. The decision comes after Bahamas Union of Teachers president Belinda Wilson accused Mr Taylor of being in breach of the union’s industrial agree ment over the matter. Giving an update yester day, Mr Taylor indicated: “The Department of Labour made a decision on that –they upheld our decision to (redeploy) six teachers - five from Stephen Dillet and one from Yellow Elder. So protocol was put in placewe follow the protocol.” He added: “The letters were sent to the lawyer who represents the BUT so they can issue the letters and as far as we (were) aware, they’ve received them. And, you know, in the pre scribed time, because they give a certain period of time to make the transition, we would expect them to be at their stations and executing theirAskedduties.”when the ministry hoped the teachers would start their new assignment, the director explained: “I think because based on our industrial agreement, you gotta give them a certain number of days. I think it’s like seven days or some thing like that. I don’t know the exact date, but I would imagine by the end of this week, or whatever, their time will be up and cer tainly by next week they should report to work. (I don’t have) the specifics.” Mr Taylor previously said officials had followed the union’s agreement. Accord ing to him, that was eventually determined as well. “The judgement was based on their review of the case and their review of the case, they would have to look at what we did, and what industrial agree ment provides. So it’s not a matter of what they feel, it’s a matter of we follow the industrial agreement and so they said, yes, ‘you did follow the industrial agree ment’ and so parties need to follow the decision,” he explained.

PAGE 4, Wednesday, September 7, 2022 THE TRIBUNE DESPITE the recent decrease in the number of active cases, Health and Wellness Minister Dr Michael Darville said there won’t be any further relaxations of COVID-19 restrictions.Between Friday and Sunday, the Ministry of Health reported that the number of active COVID-19 cases decreased by 17, going from a reported 156 on Friday to 139 on OnlySunday.12new cases were reported during that time period.“There has been sig nificant relaxation of COVID-19 restrictions,” Dr Darville said when contacted. “The ones that remain reflect the bare mini mum that are required to remind persons that we are still in a pandemic and that we are still vulnerable to increased numbers of cases because of our number one industry with source markets with decreased restrictions and testing rates.” While remembering the surge of COVID-19 infec tions brought on by the Delta variant of the virus last year, Dr Darville said though the more recent Omicron variant is less deadly, that is still not cause for further relaxation of COVID-19“COVID-19restrictions.remains a global pandemic. While we are happy that this ver sion of the virus seems to cause a milder disease, we can never forget the chal lenges we have faced with the Delta variant. We do not know when the next variant will arise, nor if it will be mild like Omicron or deadly like Delta,” Dr Darville said.

Asked yesterday to respond to the criticisms that little to nothing has been done by government to assist residents over the last three years, Mrs Coleby-Davis replied: “I think that’s really unfortu nate that the time it’s taken to rebuild Abaco.” She added, “And I’m doing my part in the Min istry of Housing to try and get as many homes built and to bring some sort of normalcy back to those families and to ensure that they have a safe place to call their home so I’m trying my best. “My team is working really hard. We’ve been at it from I took office in the ministry and I think we’re going to be able to help them. Next year, we should see a lot more coming out of Abaco in terms of housing.”Recently, Prime Minis ter Phillip “Brave” Davis admitted that progress to have the island restored to normal has been slow and not enough has been done to assist Abaco. The Davis administration took office a yearHeago.pledged to do more to help residents there and also said he wouldn’t be pleased with the island’s progress until more homes have been built. “I can say that since taking office, we have accelerated our plans,” Prime Minister Davis told reporters Monday. “We have set up a homeowners assistance relief programme to help them immediately. As you well know, for at least two and a half years, there was nothing done, but we have now been giving people homes. “We gave at least two homes. Other homes are now being constructed and we are now stepping up the pace to ensure that the challenges of housing in Abaco are answered.”

The North Abaco MP said he believes the task force should be stationed on the island for at least a year just to get a handle on the vexing situation. “There should be a task force assigned only to deal with this issue so deal with it one time, end it and move on,” he added. “There are some persons who are born here and just need status and there are some who are ille gally occupying this country who can be deported. We just have to deal with. “It’s one thing to talk about something, but it’s next to just do some thing about it and I think that’s where this country is. We are at the point now where we just need to do less talking and do what you have to do.” He also explained that the issue of dealing with illegal shantytowns was not just a government problem, but a “Bahamas problem,” adding “this has been around for a long time”. “It is my hope and prayer that this government does have what it takes to finally address it and not just address it but bring it to some sort of closure,” he continued.BeforeHurricane Dorian decimated them in 2019, shanty towns across Abaco had more than 1,000 homes and an estimated popula tion size of 3,500, according to government reports. However, after the storm hit the island, the govern ment issued an immediate ban on the construction of any new buildings in the four major shanty towns on Abaco and later began demolition exercises of newly built structures there. Those exercises were stopped after Supreme Court Justice Cheryl GrantThompson ordered the government to cease and desist further interference with those communities until the judicial review of the matter was completed. She also ordered that officials must get approval from the court before demolishing any further structures.Whenasked to give an estimate of how many shanty towns are currently housed in Abaco, Mr Cor nish said it was too difficult to say as the reported num bers were However,“alarming”.hegave an assurance that the matter would be addressed by the government.Hesaid: “I’ve spoken to the minister and it was indicated to me that they are doing their legal frame works, but it is something that is on the radar of our government.”“Wewill address the matter; however, we have pledged to address it in a humane (way) and legally rather than harshly. “We would like to actu ally have a strategic legal approach to it,” he also said. “Persons who occupy these properties, they are well aware of the fact that they are breaking the law.” Mr Cornish continued: “It is only a matter of time when they will be faced with the consequences of breaking those laws. I have spoken with the minister as indicated earlier and I’ve learned that we actually have Bahamians who would have been granted Crown land that are leasing their properties to non-Bahami ans and persons who are constructing these unregu lated“Allhomes.ofthose matters are being looked at and the legality of it has been con sidered and whenever the government does make an approach, it will be within the laws. It will be inten tional. It will be calculated. It will be decisive and it will give us the result that is much needed to finally bring some sense to this vexing issue that’s been going on for the history of this country.”

TRANSPORT and Housing Minister JoBeth Coleby-Davis said her min istry intends to construct some 300 homes in Abaco over the next year to help alleviate the housing crisis on the Aboutisland.50of those homes should be nearing com pletion by year’s end, she added.“Right now, we are doing about 30 homes,” Mrs Coleby-Davis said when asked about her ministry’s housing plans for the island yesterday.“Thefirst PPP (public private partnership) that we had engaged, they already started the first 10 of the homes. We were able to issue assignment letters for two (out) of those ten and we’re getting ready to start the other 18 lots. I think they have 18 lots on one side, and then another few lots elsewhere so that’s in the Central Pines area.” Regarding their housing plans for the Spring City community, Mrs ColebyDavis said work is currently underway to develop sev eral housing plots. “Spring City is where we’re doing some infra structure work on a portion that has 21 lots surveyed already,” she added. “So, we will be seeking to start construction on that as soon as the infrastructure is done and then, of course, we have I think it’s Pine Tree project that I announced during my budget contribu tion that we’re reviewing the landmass of that area to see what’s still available for us to begin seeking to do some homes there. “And that’s a large plot of land. That’s my assessment (and) I think that was over 1,000 acres. So how much of that is available for us to use - we’re hoping to start that like how we’re doing with Renaissance (so) about 200 (homes) in the first“Sophase.that’s in the early stages though, and we’re hoping to speed it up in the next few months.” Abaco has been facing a housing shortage since September 2019 when Hur ricane Dorian laid waste to hundreds of homes and major infrastructure there. Three years later, some residents are still living in government domes and other temporary housing structures as many stormtorn buildings on the island have yet to be rebuilt.

In fact, there is probably no Supreme Court Justice more personally attuned to the Act and to the human consequences of being a victim of what the Act fails to nail down. While I applaud Her Ladyship’s bold decision to speak on the controversial and emotional topic of non-con sensual sexual intercourse during the subsistence of a marriage, especially when the ruling did not in the end turn on it, the ruling was a missed opportunity.

Were changes implemented after last fatal shark attack?

IF THE 31st August, 2022, report of the the Supreme Court’s ruling in a recent divorce matter is true, the Ruling is a missed opportunity of epic and catastrophic proportions. It is a dog whistle to every abusive spouse in this coun try that has set us back decades in our mission to preserve basic human rights and the rights of women in particular.Ialmost feel the help lessness in the sentiments attributed to Her Ladyship in this article that “In this place, we interpret exist ing laws and apply them. We cannot and must not succumb to the tempta tion to reform laws.” It is clear to me that if she had the power to determine the legality of a spouse ignoring the other’s “feeling of not being a willing participant in sexual intercourse” she would have done soweth the full weight of the law. Her Ladyship has earned her stripes as an advocate for women’s equality and rights having volunteered along with Dr. Sandra Dean Patterson, myself and other human rights advocates with the Crisis Centre.

THE news of a fatal shark attack spread quickly yesterday. It is a rarity in The Bahamas – thank fully – but not unknown. Its rarity makes it no less tragic. From what we understand, a family from Pennsylvania arrived in The Baha mas yesterday morning on board the Harmony of the Seas cruise ship, and booked a tour that took them to Green Cay. That’s about half a mile north-west of Rose Island. While the victim – the mother of the family - was snorkelling, police press liaison officer Chief Superintendent Chrislyn Skippings said her family saw a bull shark attacking her. The boat company operators and the family brought the victim back on board and travelled to the nearest dock at Montagu ramp. However, the victim was pronounced dead. The incident brings back memories of 2019, when a 21-year-old Califor nian woman, Jordan Lindsey, was killed while snorkelling with her family in waters near Rose Island. At the time, concerns were raised about chumming. Chumming is when bloody meat or other material is thrown into the water to feed sharks. That attracts sharks – which makes a great sight for visitors, perhaps, but sharks drawn to an area by blood can include more dangerous predators from the spe cies, that might do serious damage to a swimmer by mistake. In another incident in 2019, an Ameri can man survived a shark bite in Abaco, a few days before the death of Jordan Lindsey.Thatman, Jonathan Hernandez, told US television reporters that he blamed shark-feeding for the attack. He said: “They’re associating humans with getting food, and it’s making it very dangerous to be in the water, whether you’re spearing or you just happen to be snorkelling near where they’re feeding them.”Thegovernment had received reports of chum dumping in the area at the time of the 2019 death – and it will be one aspect to look into during the investiga tion into this latest death. It isn’t the only area that will need to be examined, however. After that 2019 death, the CEO of the Tourism Devel opment Corporation, Janet Johnson, said that several safeguards were being considered to prevent further incidents. That would include a requirement to have someone standing watch as a sentry to warn people and make sure they are safe. She also said: “There is improved technology that we can use now such as drones, you can have life guards posted at beaches, you can have game wardens monitoring and patrol ling areas. So there are things that we can do but maybe we need to step up ourTherevisibility.”were also concerns about access to medical supplies and efforts to save Ms Lindsey’s life by staff in 2019. It is too soon to know what the full circumstances of this latest are, but video footage circulating on social media yesterday showed efforts to save the victim’s life – while at the same time a woman called for an intravenous drip and fluids and demanded to know why everyone was standing around and not getting what was needed. It should be spelled out what changes have taken place following that 2019 incident – and whether all of those measures were in place this time around. The practice of chumming should also beAsexamined.environmentalist Joe Darville said back in 2019, if chumming is done, people should not be in the water. It only takes a shark snapping at the chum and making contact with a diver and tragedy can ensue. At the time of that incident, we wrote in this column: “We would hope that starting with the larger operators, they work to ensure that chumming is not used as a means of attracting sharks, and especially not when people are in the water. And if they don’t, then regu lators should lay down the rules to be enforced. A tragedy has happened already. We must work to ensure there is not Sadly,another.”therehas been another – and we must take a very clear look at what lessons we have learned in the past, and whether everything was done to ensure safety this time. None of these lessons will be of conso lation to the family involved in this latest tragedy of course. For those mourning the loss of a loved one, we say a prayer, and offer our condolences. We have said it before about prevent ing another tragedy – we clearly have not done enough.

This is not a game.Itis regrettable that as a society we have trifled with an individual’s basic human right not to be assaulted sexually. Our male and female leaders have paid lip service to support for these rights and when they involve female victims they have shown a shocking and shameful disdain and mocking indifference which shows no sign of waning. We should all cry a col lective national shame for the way we have allowed our consciousness to be seduced away from moral ity and human decency in the name of religion and politics.HerLadyship rightly said that “rape is a most heinous act of cruelty and a mali cious violation of a person.” Is there anyone in our soci ety who would disagree that what this spouse endured in her marriage was a heinous act of cruelty and a mali cious violation? It would appear that the court was satisfied “from his evidence that he lacked concern and did not appreciate how his actions impacted the petitioner.” I suspect the matter was sealed at the request of the Petitioner, still trying to protect her abusive former spouse or herself when she should have nothing to fear. On that note, I will close with the hardest reality check in this matter. The Sexual Offences and Domes tic Violence Act only goes so far to protect spouses who are victims of sexual and other violence. Typically this protection requires some form of judicial intervention in the marriage before it can apply.This means that until our laws and mindsets evolve, victims of domestic vio lence must report abuse perpetrated against them and make their personal safety an absolute prior ity, above financial needs, above loyalty, above fidelity and above commitment, all of which the court appar ently found it important to assure the parties that the abusive husband had met.

How, we must ask our selves, can sexual assault by a spouse be punishable by imprisonment of up to 15 years, but rape by a spouse notTheexist?Act does not allow for a spouse to have sexual intercourse with their spouse against their will without any criminal con sequences whatsoever. It is unfortunate that the ruling or report of this ruling did not make that resoundingly clear, especially after taking the bold decision to address the Act in the first place. Further, it is unfortunate that the case was permit ted to be sealed so that we could get the full context of Her Ladyship’s deci sion. We are left to wonder whether certain words and statements were slips or mistakes in the judgment or error in the reporting. It was reported that “accord ing to Lewis-Johnson the husband is “correct” in noting that Bahamian law provides for sex in a mar riage. She said there is a “right for consummation.” It is not disputed that marriages require consum mation for legitimacy and that this requirement is fulfilled after the first act of intercourse. However, consummation is a require ment for the marriage to be legal not a right given under the law. Consumma tion still requires consent for the act of intercourse for it to be lawful under the Constitution which guaran tees security of the person and the protection of the law.The view attributed to Her Ladyship that there is a “right” for consumma tion according to Bahamian Laws is not one that I can in good conscience sup port. I am not aware of any law which makes sexual intercourse a “right” in a marriage. According to the report, Her Ladyship opines that this “right” “ought not to be taken by force”. This must certainly have been or intended to have been expressed in more absolute and manda tory terms, as opposed to the casual and discretion ary ones contained in the report.The unfortunate reports of this ruling have resulted in a deafening high-pitched whistle to those who share the views of the male respondent in this case that a “wife’s obligation is to have sex with her husband”. To the extent that this ruling has emboldened the men and women in our society who think that put ting lives in danger for the sake of one-sided sexual

Section 15 of the Sexual Offences and Domestic Violence Act cre ates the offence of Sexual Assault By a Spouse in certain circumstances pun ishable by imprisonment up to 15 years.

A MAN was remanded to the Bahamas Department of Correctional Services yesterday after admitting to having an unlicenced shot gun and ammunition. He is accused of threat ening a father and son with thisHenryweapon.Rolle, 23, repre sented by attorney Lennox Coleby, faced Senior Mag istrate Derence A Rolle Davis on four charges. These include possession of an unlicenced shotgun, possession of ammunition, possession of a firearm with intent to put another in fear of life and attempted murder.OnAugust 31, Rolle was arrested after he was found with a black Mossberg Maverick 12-gauge model 88 shotgun with the serial number erased. Rolle was also found with four unfired rounds of 12-gauge ammunition.Rolleis also accused of threatening George Beckford Sr with this shotgun and faced a charge of attempted murder against George Beckford, Jr. In court, Rolle pleaded guilty to possessing the shotgun and ammunition, but was not required to enter a plea on the remain ingWhencharges.asked by the mag istrate how he came into possession of the shotgun, Rolle said he was holding on to it for a friend who was facing separate court charges.The prosecution also revealed to the court that the accused has other offences with previous pos session of ammunition and drugDuringcharges.Mr Coleby’s miti gation plea, he said his young client is an aspiring entrepreneur who is capa ble of rehabilitation. A MAN was placed on a year’s probation yesterday after admitting to stealing $2,378.79 worth of a wom an’s property, which he later admitted to returning to the owner.Jamel Parker, 45, appeared before Magistrate Algernon Allen Jr on charges of stealing and receiving.OnSeptember 3, Parker was arrested for stealing $2,378.79 worth of items from Denise Russell. These included a Tommy Hilfiger duffle bag, a black wallet, ten cigars, a black cap, wrap skirt, hair braiding wrap, two hair combs and $2,000 in cash. In court, Parker pleaded guilty to the stealing charge resulting in the receiving charge being withdrawn.Heexpressed remorse for his actions and explained that he had returned the stolen items to their rightful owner.Inview of this, the magis trate placed the accused on probation.
Partnerships are can sometimes be unbalanced with one entity invest ing more time and other resources into the work they undertake. No one wants to be on the “losing” end of a partnership. Everyone wants to gain something, and that does not necessar ily mean simply reaching a goal together. Transparency about intentions and pur pose is critical from early on. Another common issue within partnerships that was raised is ego or prior itisation of image. Some organisations want to be known for certain areas of work, some individuals want to be personally and specifically credited for achievements, and some contributors are left out of the public narrative because they are smaller, have less resources, or are working to the exclusion of (self-) promotion. When progress and credit for the progress as misrepresented, it is insulting to those that are overlooked. The relation ship further deteriorates when one entity benefits significantly from a false narrative while another’s contribution is obscured from public view. It is often assumed that everyone wants the same thing— achievement of the same goal — and that is enough, but people and organisa tions appreciate having their contributions appro priatelyConsideringacknowledged.thesefactors, it is clear that complemen tarity is key. There needs to be an assessment for poten tial partners to identify their capacity and how much they can commit to the work. Having a staff of 100 people does not automatically translate to 100 people con tributing the shared goal. How many of those people will be a part of the project? How many hours will they spend on it? What are the skills that they will bring to it? How can we make the most of the skills we have and what do we need to do to strengthen the identified weaknesses? This spurred debate, not only about the Sexual Offences Act itself, but also about the ways that laws are made and applied and what was and was not appropri ate to say (and how) in the judgment. Asked about it, the Prime Minister said: “It’s curious that a judge can say that a woman who claims that she was raped by her husband cannot use that as a ground for divorce when the physical abuse could be and rape is physi calTheabuse.”Prime Minister also said: “I think marital rape is descriptive, that this detracts from the substance of what rape is all about. Rape is a violation of some one’s body without their consent in circumstance where consent is necessary.” After saying all of this, the same Prime Minister, when asked if his adminis tration will criminalise it, said it is not included in the Progressive Liberal Party’s Blueprint for Change. This is to suggest that it is not a priority, that the party — and its leader and the now administration — did not commit to it, and that this administration will not commit to it. As people say, “the math ain’ mathin’.” You say vio lence is violence. You say consent is necessary. You say rape is a violation. You say rape is a ground for divorce for this reason. How, then, do you deflect when asked if you will take a specific action — one that you have the power to take — to address the issue? What government offi cials say is, obviously, not indicative of what they are prepared to do. They are consistent in disappointing us. They fail, repeatedly, to use their positions to address the issues they pre tend to care about. The only things that matter to the Prime Minister are those listed in the Blueprint for Change — a document created by the PLP for the PLP, without input from the general public. This admin istration came with its own agenda and refuses to adapt it to respond to even the most pressing issues. The consultation on the amendments to the Sexual Offences Act is coming up and, given the comments from government officials on marital rape, we have to wonder what Alongtainplacateseekingprocess,rightsingtheydebate?expectered?trulyfeedbackback?toopportunityandwithbestakeholdersthethere.intendsgovernmentthetodoWhatisgoal?WillpresentedadraftgiventhegivefeedWillbeconsidDotheytohaveAreprioritishumaninthisortocergroups.withthis, of course, is the question on next steps. What will happen after the consultation, and what is the timeline? Marital rape needs to be criminalised. This week, I am attending a training on partnerships for the achievement of the Sustainable Development Goals (SDGs). This month marks seven years since the SDGs were adopted by Member States at the United Nations General Assembly. The 17 goals form the 2030 agenda and include ending poverty, ending hunger, good health and wellbeing, quality edu cation, gender equality, climate action, and partner ships for the goals. Mickelson has a right to feel somewhat vindi cated by the bold and rapid changes coming to the PGA Tour. The idea — his idea, he can argue — is for the top players to compete against each other as often as 17 times, maybe more, for an average purse of $20 million.Soin that respect, Mick elson won a big part of his battle.The question now is whether he lost the war. Mickelson won’t be part of a PGA Tour model he always wanted. His tour membership is not being renewed for this season. His name is the first one listed on an antitrust law suit against the PGA Tour that has created so much animosity. Expectations have been high in Buffalo since 2020, when the Bills won their first AFC East title in 25 years and reached the conference championship before losing to Kansas City. Miller’s addition raises the temperature further by muscling up what had been a middling pass rush. “Von Miller, there’s only one in the league. NEW YORK (AP) — Caroline Garcia never really let Coco Gauff — or the crowd — get fully involved in their US Open quarterfinal last night.From early on, Garcia played high-stakes tennis and put strokes where she wanted, sometimes right at Gauff’s feet, sometimes well out of reach. In contrast to the early success Gauff, still just 18, has experienced, it’s been a long journey for Garcia, who now gets to play in the first Grand Slam semifinal of her career at age 28. The 17th-seeded Garcia took charge at the start and never relented in a 6-3, 6-4 victory over the 12th-seeded Gauff at Arthur Ashe Stadium. She had lost both of her two previous matches against Gauff, who was the runner-up at the French Open in June, but was by far the better player this time. Clarke, who closed out her sopho more year in May by being named to the Conference USA All-Conference Singles Second Team, is set to begin playing for the Blazers September 16-18 in the Austin Peay Hidden Duals in Clarkesville, Tennessee. “Things are looking good, prepara tion wise,” said Clarke, a right-handed player. “Pre-season has been going very well. Now the lobsters are able to replenish, and if the Govern ment can continue this the future will be bright for fishing. “Some guys reported that there were signs of poaching out there this summer, but it was not as bad as it used to be. There were signs they were out there. The Government can never give up. Once they give up, it’s a chance for the poach ers. The Government has to continue what they’re doing non-stop.“It’sour business. They’re [poachers] watching the Defence Force boats every day. It’s like a job for them. Even though Dominicans are not allowed to go on our fish ing boats, a lot of them have been applying for citizenship papers. A lot of them know what’s going on in the coun try, and are telling people back home what is going on because they are still here,” he added. “The Government has to take this seriously. The fish ing community throughout The Bahamas can see what has happened in the last four years. All we’ve got to do is keep doing what we’re doing.” Besides success in combating illegal poaching, Mr Carroll also voiced cautious optimism that fuel price pressures are starting to ease for the fishing industry.“The price of fuel is start ing to drop, so we hope that continues,” he added. “From August it’s down about 60-70 cents so it’s coming down slowly. It ain’t much because it went up so high. The last time I paid for fuel it was $6.48 per gallon, and it might be even less now. I haven’t bought fuel for three weeks. “Once the price of oil gets back to normal, and the lobster market gets back to normal, the future looks good. We can’t do nothing about the price. I guess it’s supply and demand. All we’re doing is hoping for thePaulbest.”Maillis, the National Fisheries Association’s (NFA) secretary, previously told Trib une Business that Bahamian fishermen are facing “an end less battle with criminals” poaching and stealing. It’s outrageous. There’s a need for our country to have a cultural switch. Another fish erman stole my fish pot from under my face. I was a quarter of a mile away. “They anchored above our fish pot, my boat was too slow and they outran me. They knew it was our fish pot. They saw the buoy, knew we were working the area, and stole it from under our face. “There’s a lot of fishermen that take advantage of the sea. There’s no law enforcement out here, and they don’t place value on other people’s hard work. They see opportunities and they take them. That’s what we deal with in the fishing industry; a lot of dishonour ableMrpeople.”Maillis said he was far from alone in having his live lihood impacted by rogue operators and poachers. “It’s very evident listening to the testimony from fishermen down south, like myself who set condos and expect to get a good catch from August 1, that many of their traps have been speared,” he revealed. “I had a report from a Long Island fisherman, and it looked like all their traps have been speared by poachers. The reefs and cracks [in the rocks] as well looked like poaches had recently been through the area. And, further up north, it looked like a lot of lobster spearing had taken place over the summer. Mr Myers was named as the partner who will manage the construction, and the NEC paper added: “It is therefore anticipated that a full Bahamian workforce comprising some 150-200 Bahamians be employed during the construction phase. The first year of opera tions will generate about 30 jobs, and that will rise steadily through the completion of the various phases of development to about 250-300 permanent jobs within the complex. No work permits are required.” The total $68m investment was broken down by phases, with just over one-third or $23.872m earmarked for development of the mini-storage facility. Over $6.5m was earmarked for commercial site development works. “It is the intention of the developers to provide the start-up capital for phase one and then continue to roll profits from the sale of each phase into the next phase, thus reduc ing the total capital required per phase,” the Bahamas Investment Authority (BIA) brief ing for the NEC said. “The construction of this development will have a significant positive economic impact to the national economy through its local and foreign direct investment inflows that will result in considerable government Customs duties, VAT revenues and US dollar inflows. “The ongoing impact to the national economy will be felt in terms of ongoing construction of single family homes...and commercial businesses whose impacts are not presented or budgeted above. These addi tional third party endeavours will all improve employment and contribute Customs duties, VAT, utility use, NIB contributions, property taxes, Business Licence fees, maintenance service fees and other taxes to the national economy.’Financial references had been provided on the developers’ behalf by Julius Baer, while a due diligence check on the Huffmans by the BIA had turned up nothing untoward. A document signed by the Cabinet secretary confirmed that the NEC considered the Ade laide Pines project at its January 25, 2022, meeting with the project introduced by Phyl icia Woods-Hanna, director of investments, and supported by a paper from Chester Cooper, deputy prime minister. Approval was granted, but not without concerns being raised. “Another concern was raised regarding the menial jobs offered to Bahamians in the proposed development,” the note on the meeting said. “It was pointed out that the Bahamas Investment Authority is in pre liminary discussions with the departments of Immigration and Labour in the creation of skill sets databases both domestically and internationally.”Thenotealso revealed that unspeci fied “concerns” were aired “relative to the interest of the Bahamian shareholder in the project”, meaning Mr Myers, although these were not detailed. “It was noted that Coun cil will require a full understanding of the economic impact of the project on the local economy. Council requested that the Baha mas Investment Authority complete the information and advise of its findings,” the note said.

The Davis administration’s National Economic Council (NEC), which is really the Cabinet or a Cabinet sub-committee, approved Adelaide Pines’ acquisition of the 64-acre parcel that will comprise the devel opment on February 7, 2022. The necessary Investments Board permit, as required by the International Persons Landholding Act, was issued for the $4.809m purchase of the site from Terry White, the US businessman who owns New Providence Development Company.Theproject was also given the go-ahead subject to meeting all the environmental and planning permitting requirements. It’s where one of the biggest fresh water lenses is. It’s the biggest fresh water lens in New Providence; the whole south-west portion almost up to the north is a massive water lens. That’s a concern.“Wekeep talking about sea level rise and climate change, and keep ploughing trees and filling in natural spaces where the water drain. If that [Adelaide Pines] gets developed, and the other plot east of it gets developed, that’s going to seriously affect Adelaide Village. Mrs Duncombe voiced fears that the loss of pine forest, and development on top of the water lens, would both remove a natural storm surge barrier and expose the Adelaide area to increased flooding during hurricanes and heavy rainstorms.

“The density of the project is high density. They have 180 homes in 30 acres. They’re going to have some retail there, some light industry, whatever that is. The Air port Industrial Park is down the road. Is this just another one? We have no idea what light industry is going to be there, and that raises its own issues,” she added. “When I submitted my comments on the Environ mental Impact Assessment (EIA), I said it has to be drastically reduced in size and density... There’s a finite amount of land left in New Providence, but at what point are we going to say no more here? At what point do we say this is not a good idea for this island? Until every green space is developed to death by developers? We are our own worst enemies.” Ray Stuart, another Ade laide Village resident, told Tribune Business his main concern after reviewing the Adelaide Pines proposal at the Department of Physical Planning was the potential impact on the wetlands. “My concern is the wetlands. A lot of the wetlands have been destroyed in Nassau. I think they might need to scale that down and leave some of the wetlands,” he added. “As far as land to build homes, there’s no problem if it’s dry land, but leave the wetlands. That’s my main concern.“Iplan to go to the meet ing to see what they’re really talking about. I’m also anx ious to see the exact spot where they’re putting that. I don’t understand the plans too well in terms of location.” Mr Myers, in response, said the concerns being raised were clearly addressed in the EIA. He explained that Ade laide Pines would create and feature its own wetland area, and added: “All of that is addressed in the EIA. Every bit of it is addressed in the EIA. We spent a lot of time, and are going to put a lot of effort in, to making sure that’s right because we want to do the right thing.” While the Water & Sew erage Corporation will be responsible for supply ing Adelaide Pines with water, Mr Myers said rather than going into deep wells, the developers planned to treat the waste water and return it to the water table after undergoing “a special process”. He added: “We are absolutely 100 percent pre serving the water table and redirecting where we drain into a constructed wetland as opposed to muddy marshes. “We’re maintaining the wetlands, just relocating them so all the run-off can benefit the water table and the larger area. They’ve done a very good job, the environmental and engineer ing teams, of creating an environmentally sensitive community. They’ve met the requirements. I think we’ve gone above and beyond to make sure we’re environ mentally sensitive, and that costs.”MrMyers pointed to the proposed Adelaide Pines lake, which he described as a “sunk cost” for the devel opers. He added that the project’s light industrial com ponent will not be “massively noise”, because if it is “inva sive and intrusive it’s going to cannibalise” real estate sales.However, notes on the Government’s National Economic Council (NEC) meeting from January 25, 2022, when Adelaide Pines was approved subject to get ting the necessary planning and other permits, reveal that environmental and other concerns were raised. These included sugges tions that Mr Myers and his partners should be warned “not to disturb or destroy the said land” given Adelaide’s rich archaeological history. “Reservations were raised regarding granting approval for developers to tamper with historically sensitive areas such as Adelaide that was once a settlement for emancipated African slaves,” the notes said. “In light of the rich archaeological history of key sites throughout The Baha mas conjoined with foreign direct interests, the Council noted that studies should be conducted throughout the country” to help identify the “common good” for Bahami ans and other stakeholders, and to help develop a plan for each island when it came to future investment projects. The NEC members also suggested that recent meas ures introduced by the Turks & Caicos Islands to prevent developers unneces sarily removing vegetation could also be adopted in The Bahamas.“Council concluded that the Office of the Attorney General and Ministry of Legal Affairs should include a provision in the Heads of Agreement which requires the developer to preserve the natural vegetation of the property,” the notes said. A BAHAMIAN restau rant entrepreneur has been granted a 30-day extension to convert almost 60 percent of received “pledges” into actual equity investments by Bahamians in his business. ArawakX, in a statement, said the Securities Commis sion has provided Tropical Gyros with extra time to col lect $268,000 still outstanding from the total $448,000 pledged by investors in its recent crowdfunding capital raise. To-date, just $180,000 of that sum has been collected.ArawakX, the crowdfund ing platform that facilitated Tropical Gyros’ offering, said investors are required to fill out an application online and load up documents - such as their passports - while also declaring the amount they intend to pay. After their account is approved, they are then sent payment options. The Bahamas Taxi Cab Union’s president yesterday hit out at the appearance of “out dated” rate cards that hotels are allegedly being encouraged to issue to their guests to ensure they are not Wesleyover-charged.Ferguson told Tribune Business he believes the Ministry of Housing and Trans port has encouraged this after he threatened that the industry - feeling the Government was neglect ing the issue - would implement its own rate increase to help offset high gas prices and other inflationary pressures. While that asser tion was unproven, he blasted: “All of a sudden these rate cards have resurfaced.“When people were asking for them months ago, they were nowhere to be found. This is Minister Coleby-Davis’ response. She is grasp ing at straws. This is a response to the fact that I promised that I was going to give the taxi drivers their own increase.” Mr Ferguson said the rate cards are outdated because they “don’t reflect all of the intan gibles that come with a taxi ride, like multiple stops, excess baggage and excess passengers”. But Jobeth ColebyDavis, minister for housing and transport, speaking ahead of yes terday’s weekly Cabinet meeting, responded: “As it relates to the fares, the legislation speaks to how fares are increased. That is not a task I can take on my own. Jobeth Coleby-Davis, minister for housing and transport, speaking ahead of the weekly Cabinet meet ing said planning for the long-awaited Carmichael Village housing project, which is being financed by $20m from Jamaica-based Proven Wealth Manage ment, is “going really well”. “That’s in the early stages and we’re hoping to speed it up in the next few months,” she added. Car michael Village is intended to provide 365 residen tial and commercial lots over four phases using a private-public partnership (PPP) model, where hous ing is constructed by private developers and financed by privateTurningcapital.to Abaco, Mrs Coleby-Davis said: “Right now we are doing about 30 homes. The first PPP that we had engaged, they already started the first ten of the homes. We were able to issue assignment letters for two of those ten, and we’re getting ready to start the other 18 lots on one side, and then another few lots elsewhere. So that’s in the Central Pines area. “Spring City is where we’re doing some infra structure work on a portion that has 21 lots surveyed already. So we’ll be seek ing to start construction on that as soon as the infra structure is done and then, of course, we have... I think it’s the Pine Tree project that I announced during my budget“We’recontribution.reviewing the land mass of that area to see what’s still available for us to begin seeking to do some homes there, and that’s a large plot of land.” The Pine Tree project is over 1,000 acres, and the Ministry of Housing and Transport aims to have 50 homes built by yearend in Abaco and 300 by end-2023.Construction will be “financed by the contractor”. However, sources familiar with developments, speaking on condition of anonym ity because they were not authorised to speak pub licly, said that while the Symonette Group chief executive and Mr Baker were “hugely disappointed” in the Gov ernment’s decision they are not ready to give up on their limestone aggregate mining and land reclama tion ambitions just yet. It is understood they plan to ask the Govern ment to set out the reasons for why the project was rejected, which will enable them to address any con cerns or outstanding questions that the NEC and BIA officials have in a bid to remove any approv als obstacles that remain. Mrs Hanna-Woods’ letter, short and to the point, gives no explanation at all. “Nobody has commu nicated a reason to them, and there are thousands of people in North Andros this creates opportuni ties for. They don’t see any competing opportuni ties,” one source familiar with the situation told this newspaper.TheBahamas Materials Company and Morgan’s Bluff Development Group principals have invested significant time and resources in building sup port for their proposal in the North Andros communities that would benefit most from it. Mr Symonette and his rep resentatives held a Town Meeting on the project in Lowe Sound on August 23, just one week before the Government’s rejection, during which they voiced disappointment at the “misinformation” on their plans.

A Bahamian busi nessman is teaming with Albany’s developer and two UK investors for a $62.788m “mixed-use” residential and light industrial development in south-west New Provi dence that will create up to 300 full-time jobs. Robert Myers, who is the Organisation for Respon sible Governance’s (ORG) principal, has partnered with Lyford Cay-based billion aire Joe Lewis and his fellow Albany investors to help solve what he yesterday told Tribune Business is “a desperate need” for quality middle income housing in that part of the island. Adelaide Pines will fea ture “about 180” single family lots, together with 19-25 lots for commercial and light industry in a bid to attract businesses to the area and provide employ ment for residents. Located on the southern side of Adelaide Road, opposite the eastern entrance to the high-end Albany develop ment, the project has already obtained its Certificate of Environmental Clear ance (CEC) and now just awaits the relevant planning approvals.Speaking ahead of the public consultation sched uled for September 21, Mr Myers told this newspaper that rejecting the proposal would “send a terrible mes sage.. because we’ve done everything we should and then some” in developing a sustainable community that is “very environmentally sensitive”.
