Colorado Skies Academy students launch balloon with science experiments BY FREDA MIKLIN STAFF WRITER

hen Colorado Skies Academy (CSA) opened in August on the grounds of Centennial Airport, it became the first middle school in the United States that is fully contained in an operating airport. The Cherry Creek School District (CCSD) charter school’s focus is on aviation and aerospace. On Nov. 6, the sixth-grade class and their teachers launched a high-altitude scientific balloon carrying student science experiments, GPS trackers, weather sensors, and video cameras. Students had to get permission from the Federal Aviation Authority to launch the balloon.

Before the launch, as 6th graders milled around the Blue Sky Gallery at Wings Over the Rockies at Centennial Airport, waiting for the wind to blow favorably, we talked to several students who were wearing placards around their necks that invited visitors to get information about the project from them. Zeke Jenkins explained to us that meteorology only sounded like it had to do with meteors, but was really

about weather. He also described the instrumentation involved with the balloon. Micah Fleming told us that his group had to decide what to use to answer the question, “How does altitude affect the soil and plant growth?” They voted on lettuce seeds, so that’s what was being sent up in the balloon. Kirl Kapantso’s placard said, “Ask me about Visualization Strategy.” We did. He explained that it was a process in which students used their imagination and Continued on page 2

creativity to come up with ideas. His group worked on deciding what types of experiments to conduct. Tyler Coryell explained how the latex that the balloon was made of was created, starting with the polymer particles. Suzanne Acheson, school

director, told The Villager that there are currently 116 students enrolled at CSA, 50 of whom are in the sixth grade, which is full. The other 66 are split between the seventh and eighth grades. She said that 40 percent of the students come from CCSD. The other 60 percent come to CSA each day from as far away as Brighton and Westminster.

The student body is comprised of 65 percent boys and 35 percent girls. Although the students are presently in trailers, CSA has received sufficient private donations to allow it to start construction on its permanent building very soon. Its completion date is not yet known. Fmiklin.villager@gmail. com

Proposition CC to keep extra tax money goes down hard BY FREDA MIKLIN GOVERNMENTAL REPORTER

When the numbers were all tallied, 1,484,523 Coloradans voted on the question, “Without raising taxes and to better fund public schools, higher education, and roads, bridges, and transit, within a balanced budget, may the state keep and spend all the revenue it annually collects after June 30, 2019, but is not currently allowed to keep and spend under Colorado law, with an annual independent audit to show how the retained revenues are spent?” 54 percent of those who cast a vote said no, compared to 46 percent who approved. That is the opposite of what Magellan Strategies, a highly respected local Republican pollster, reported after conducting a scientific poll in August. Back then, they said that 54 percent of those polled planned to vote yes, 30 percent were no’s, and 15 percent were undecided. That means that all the undecideds in August voted no and one-sixth of those who planned to vote yes changed to no’s. According to published reports, Referendum CC proponents raised $4.45 million in contributions (all private) and spent $4.12 million. Opponents reported donations of $1.75 million and expenditures of $1.68 million. One never knows what affects voters, but there was a very clever cartoon television ad by opponents of the plan, that ran frequently in the days leading up to the election. It had a dog representing “pet projects” portrayed as eating up the unrefunded extra tax money instead of using it for education and transportation, as promised. Magellan’s David Flaherty points out that the key to the loss lies with unaffiliated voters, who are unpredictable, compared to major party members who gener-

ally follow their party’s lead. Like many issues, this one found most Democrats on one side (yes) and most Republicans on the other (no). As of Nov. 1, active Colorado voters affiliated with the two major parties combined, comprised only 58 percent of the electorate (28 percent are Republicans, 30 percent are Democrats), while 40 percent of all active voters were unaffiliated with either of the two major parties. Historically, unaffiliated voters have been less apt to participate in off-year elections like this one. Compared to the off-year election held in 2015, fewer Republicans and fewer Democrats voted this year, while 4 percent more unaffiliated voters participated. The actual number of unaffiliated voters who made themselves heard in this year’s election was 502,011. In Colorado, the older someone is, the more likely they are to vote, and the less likely they are to approve a tax increase. Of the nearly one-third of all the people who voted in the Nov. 5 election and were unaffiliated, nearly half of them were over age 55. It is easy to see how that contributed to the defeat of Proposition CC. The measure had been passed by the Democrat-controlled state legislature with some Republican support. The continuing struggle to pay for education and transportation is shared by state legislators of both parties. Colorado’s strong economy is inconsistent with its low ranking for state spending on education, especially higher education, and the $9 billion backlog of road projects. In the aftermath of the election loss, coupled with the losses in 2018 of two competing ballot issues to fund roads and transportation, the legislature is going to have to take a fresh look at how these needs can be addressed. Who knows? Maybe the Democrats and the Republicans will even look together. Fmiklin.villager@gmail.com

Centennial has been recognized as not only the safest city in Colorado, but also the 43rd safest in the entire United States by 24/7 Wall Street. No other Colorado cities made the list. The 50 safest U.S. cities were identified by violent crime rates in cities with at least 100,000 people from the Federal Bureau of Investigation’s (FBI) 2018 Uniform Crime Report. Centennial has approximately 120,000 to 125,000 residents. The total number and the rates of murder, rape, manslaughter, robbery, and aggravated assault, which are included in the violent crime rate, as well as burglaries, larceny, and motor vehicle theft (property crimes), also came from an FBI report. According to 24/7 Wall Street, there were only 181 violent crimes for every 100,000 people in Centennial. Non-violent crimes such

as motor vehicle theft and burglary are also not especially common in Centennial. There were 1,754 property crimes for every 100,000 people in 2018, well below the national property crime rate of 2,200 crimes per 100,000 residents. “Being a safe community has remained a priority for Centennial since it was incorporated in 200001,” said Councilwoman Candace Moon. “The City is especially appreciative of the continued partnership it has with the Arapahoe County Sheriff’s Office. We thank the men and women of that office who risk their lives on a daily basis to keep our city safe.” Wealthier cities tend to be relatively safe and Centennial is one of the wealthiest in the nation. More than one-half of all Centennial households have incomes of more than $100,000 a year, well above the median household income of $57,652 nationwide.

New GV city council to have 4 men, 4 women BY FREDA MIKLIN GOVERNMENTAL REPORTER

This year’s Greenwood Village city council campaign was a quiet affair compared to the last one. In 2017, no one on city council was term-limited, but five members out of eight total were replaced following a difficult and divisive election that no one likely wanted to see repeated. The only changes in the new city council this year, which will serve until Nov. 2021, will be in district 3, where George Lantz gave up his seat to become mayor (he was unopposed) and Steve Moran chose not to run again. Everyone running for re-election in the other three districts was successful. Four candidates ran for the two positions in district 3. Donna Johnston and Libby Barnacle were elected. Brian Strandes, current chair of the planning and zoning commission, made a strong run, but came up just short. Johnston told The Villager, “I am honored District 3 voters put their trust in me to make good decisions that will preserve and protect our quality of life in Greenwood Village. I knocked on hundreds of doors during my campaign and it is clear residents love Greenwood Village as much as I do. They are concerned about traffic, high-density development and safety, and they want their council people to listen to them and represent their interests. I promise to do that.” Barnacle touted her vote total, saying, “I want to thank the nearly 900 voters for their confidence in and support of my candidacy. I believe I know what residents want and what they expect, and I will work to make them proud.” Strandes told The Villager that he planned to remain on the planning and zoning commission. He also shared the message he sent to the winners of the election: “Libby and Donna, Congratulations on joining the city council. You will be great additions to the current council and are excellent representatives of district 3. You both have a pulse on the wants and needs of the constituents, are accessible, and have the best interest of Greenwood Village in your hearts. Work together to make our awesome city even better.” On November 18, George Lantz will be sworn in as mayor, taking over from outgoing Mayor Ron Rakowsky, who was term-limited. Johnston and Barnacle will take the oath of office for the first time, while Anne Ingebretsen, Jerry Presley, and Dave Kerber will each be sworn in to begin their eleventh year on GV’s city council. Dave Bullock begins

his fifth year, and Tom Dougherty and Judy Hilton will start their third. The meeting will be focused on the ceremonial activities. Most other official city business will be deferred until the next city council meeting on December 2. Hilton and Barnacle are the first mother-daughter team to ever

serve together on GV city council. They could serve together for the next six years if both continue to be re-elected. Fmiklin.villager@gmail.com Newly elected to their positions in GV are City Council Members Donna Johnston (left) and Libby Barnacle (right), along with Mayor-elect George Lantz (center).

We forge ahead: Villager Newspaper anniversary memories

The Villager is about to celebrate our 38th year of publication in Arapahoe County. Started in Cherry Hills Village almost four decades ago, the newspaper vaulted to Greenwood Village in early years for office space, growing readership, and the growing advertising base of George Wallace’s DTC development. He wanted residents to live close to where they worked and to the nearby airport facility, in its infancy at that time, where George would fly his twin wing acrobatic plane doing loops in the sky. The DTC had one policeman and Wallace and British investors assisting in his masterpiece business development. Today the DTC area does over one-third of all of Colorado’s GNP. Greenwood Village has a police force of around 64 officers and the population is approximately 15,801 residents with thousands of DTC area employees coming and going throughout the week. The Centennial Airport is one of the busiest private airports in the world with charter flights and aviation services. Traffic is the number one concern of residents as the highways swell at busy times in the early mornings and late afternoon. But the good news is that the traffic means business and related jobs. Without the commerce and industry, we wouldn’t have the tax dollars to support the Cherry Creek School District, one of the best public schools in America, with outstanding teachers and administrators. The many career jobs enable the wonderful nearby residential neighborhoods. Life is good in the South Metro

CSU has formed a partnership with the National Western Stock Show folks to expand the campus to that location and will break ground next year to construct a new Colorado Water Center building, complete with water research programs. The Denver Water Board has signed onto the new center and this is a great touchdown for CSU that has deep agriculture roots going back to their historic Colorado Land Grant roots as Colorado A&M. Prop CC defeat means some fiscal sanity remains in Colorado

Election day is over, with a one-year respite until the mother of all elections in November 2016. In my last column, I offered my opinion on two Colorado ballot propositions, CC and DD, recommending a no vote for both. I got my wish on one of the two propositions, the more important one in my humble opinion. Proposition CC lost by a 12-point margin, 56-44 percent. CC would have allowed the state to keep excess tax revenue, rather than returning it to taxpayers as required under TABOR. The extra funds were prom-

ised to go to education and transportation. Who can oppose more money for children and roads? This assumes the money is needed and actually goes BY BRIAN C. where it is supposed JOONDEPH to. If you trust the government on those two counts, I have a bridge to sell you. Anyone in Colorado who is feeling undertaxed is free to take fewer deductions or voluntarily make a contribution to the state treasury. The original intent of TABOR was to limit how much tax revenue the state could keep, using a formula based on population and inflation. Taxes collected above the cap must be

returned to taxpayers. TABOR originally passed in 1992 by a 54-46 percent margin, slightly smaller than Prop CC, meaning that almost 30 years later, fiscal sanity has increased slightly in Colorado despite the state turning an electoral shade of blue during the same time period. Proposition DD eked out a small win, 51-49 percent, in favor of legalized sports betting. I was against it as it will create another bureaucracy to administer the taxes and regulations, absorbing much of the revenue raised, leaving little for purported water projects and ironically for “gambling addiction services” which the proposition

facilitates. Still it’s a tax only on those who gamble, not the general population, which I am happy with. Those who don’t bet on sports won’t have the state treasury reaching into their wallets. Overall these two proposition results show that some fiscal sanity still remains within the Centennial State, a message from voters to the state to live within its means. For those who want to gamble, they can pay extra for the privilege, leaving the rest of us alone. Lastly, at the time of this writing, Mike Coffman is probably the new mayor of Aurora. Coffman leads by 273 votes out of over 50,000 votes cast. With

ballots still being counted and signatures discrepancies to be corrected, this race is far from over. Despite the technology of smart phones and self-driving cars, its mind boggling how a simple election can be so complicated with results lagging for weeks beyond election day. Losing candidates frequently “find” uncounted ballots days after the election, overturning the election day results as we saw in numerous House races in Southern California in 2016. Millions vote for “American Idol” and “Dancing with the Stars” with immediate results. Too bad we can’t do the same for elections.

Their sacrifice has earned our lasting gratitude and a promise kept “America will leave no soldier behind; especially not at the time they leave the battlefield and enter a hospital or a doctor’s office,” Steve House As we celebrate the 101st anniversary of when “the war to end all wars” was ended on the eleventh hour of the eleventh day of the eleventh month, we remember those who fought for our country. Even before our first days as a country, colonial America recognized the high value of those who defended its citizens and property; providing for the health and future wellbeing of its wounded citizen soldiers and their families. In this new bright American experiment, a covenant was clearly understood between governments and those who fought and bled for the common good. Over time, America’s promise to care for her wounded heroic fighting men and women has often been muddled in political infighting, governmental cost-cutting and the whims of cultural indifference. Frankly, a grateful nation – led by both Democrat and Republican administrations – continues to bear the responsibility of repaying the overdue debt due to America’s tested veterans. As the United States nears the 20th anniversary of its invasion of Afghanistan and our longest war rages on, there are nearly 1.5 million active duty and reserve forces defending the interests of the U.S. around the world. Combined with our more than 18 million veterans, America has a responsibility to take care of these veterans as was originally intended and is the right thing to do. While our veterans and their families are provided access to VA Hospitals, clinics and pharmacies -- many still incur extremely high costs as part of their care. I believe our military heroes are owed better and addressing the cost, quality and access of their care is long past due. As the United States significantly overhauls our na-

tion’s healthcare system, we must not forget our veterans; many of whom are on fixed budgets. I propose we begin by providing veterans with more freedom and choices

by allowing all of their out of pocket healthcare expenses to be paid for with pretax dollars. This alone is a tremendous savings for most American families.

I propose allowing veterans to use a healthcare savings accounts (HSA) with more flexible rules that allow them to be funded by health insurance, a qualifying gov-

ernment option or through self-funding at levels high enough to cover their actual costs. Again, putting

Ryan Finnegan named Executive Chef of Ocean Prime DTC Ocean Prime, Cameron Mitchell Restaurants’ nationally-acclaimed modern American restaurant and lounge, announces the promotion of Ryan Finnegan to Executive Chef of its Denver Tech Center (DTC) location, which will celebrate its one year anniversary mid-November. “Ryan’s promotion from Executive Sous Chef to Executive Chef is extremely well-deserved,” says Aaron Wesley, General Manager of Ocean Prime DTC. “With his depth of experience and passion for people, I firmly believe that he will soon be one of the most celebrated chefs in South Metro Denver.” Finnegan brings more than 18 years of industry experience to the team. He and his wife moved to Denver several years ago, and he spent time working at a prominent local steakhouse before joining the team as Executive Sous Chef of Ocean Prime DTC. “When the opportunity presented itself, I jumped at the chance to join the Ocean Prime team,” says Finnegan. “The company’s people-first culture creates a unique atmosphere where quality permeates everything we do, especially the food we create from scratch every day.” With his passion for the finest ingredients and attention to detail, Finnegan’s philosophy in the kitchen is sure to resonate with Ocean Prime DTC’s growing clientele, and anyone who appreciates a first-class culinary experience.

Don Sheehan was the winner in District 4, the eastern-most district of Centennial and also one with a considerable amount of land that constitutes “holes in the city,” that is, areas that have not been annexed to Centennial. Sheehan

said he was grateful to the voters for giving him the nod to serve. Additionally, Sheehan said the votes in favor of him, fairly lopsided (with a 388-vote margin) for a Centennial council election, were "exciting" and that he is looking forward to serving on the council. He said he knows there is “a steep learning curve,” including getting up-to-date on the status of the

Sheehan noted that there are numerous committees, including several that are not Centennial committees, such as the Centennial Airport Noise Roundtable and also the Denver Regional Council of Governments. Five Centura Health hospitals recognized with ‘A’ for patient safety Centura Health, the region’s health care leader, is excited to announce that five hospitals across Colorado were awarded an ‘A’ from The Leapfrog Group’s fall 2019 Leapfrog Hospital Safety Grade, a national distinction recognizing Centura Health’s achievements protecting patients from harm and providing safer health care. The Leapfrog Group is an independent national watchdog organization driven by employers and other purchasers of health care committed to improving health care quality and safety for consumers and purchasers. The Safety Grade assigns an ‘A’, ‘B’, ‘C’, ‘D’ or ‘F’ grade to all general hospitals across the country based on their performance in preventing medical errors, injuries, accidents, infections and other harms to patients in their care. The Hospitals which received an ‘A’ rating include: • Centura Health - Avista Adventist Hospital • Centura Health – Castle Rock Adventist Hospital • Centura Health - Littleton Adventist Hospital • Centura Health – St. Anthony North Health Campus • Centura Health - St. Francis

With safety at the forefront of all we do, Centura’s care providers deliver health care in a different way – compassionate, top-quality, and safety focused.” “‘A’ hospitals show us their leadership is protecting patients from preventable medical harm and error,” said Leah Binder, president and CEO of The Leapfrog Group. “It takes genuine commitment at every level – from clinicians to administrators to the board of directors – and we congratulate the teams who have worked so hard to earn this A.” Developed under the guidance of a national Expert Panel, the Leapfrog Hospital Safety Grade uses 28 measures of publicly available hospital safety data to assign grades to more than 2,600 U.S. acute-care hospitals twice per year. The Hospital Safety Grade’s methodology is peer-reviewed and fully transparent, and the results are free to the public.

Economic development: hemp, CBD, and marijuana BY FREDA MIKLIN GOVERNMENTAL REPORTER

On Nov. 8, the South Metro Denver Chamber of Commerce hosted a program at the Greenwood Village headquarters of

reporter now serving as communications director of Terrapin Care Station (TCS), a ten-year old cannabis company owned solely by Chris Woods, talked about TCS’s evolution as an important business organization whose product happens to be cannabis. The company now operates in Pennsylvania and will soon be in Michigan, New Jersey, and Missouri, in addition to its six vertically-integrated dispensaries in Colorado. TCS has 270 employees and is a member of local chambers of commerce and the Better Business Bureau. It won the Boulder Chamber’s Innovative Business of the Year award in 2017. The company recently announced that it will pay all its employees a minimum of $15/hour. Said Marcus, “We don’t need the government to force us.” TPS prides itself on being socially responsible, having contributed $500,000 to non-profits in the areas of justice, human needs, political advocacy and education, arts and culture, and veteran’s services.

Monthly state revenue has been at least $20 million since July 2017. A law to allow the marijuana industry to openly and legally use banks in the same way as other businesses passed the U.S. House of Representatives 321103 in Sept. 2019, with the help of U.S. Rep. Ed Perlmutter. It is being championed by U.S. Sen. Cory Gardner in the U.S. Senate, but is presently bogged down by the activity around the possible impeachment of the President. It is believed that about 35 banks in Colorado are currently quietly accepting licensed marijuana businesses’ receipts. Marcus sees new products coming that contain both THC and CBD “for health and wellness.” He believes that more front range Colorado cities, such as Lakewood and Broomfield, may start to allow marijuana businesses in the next few years. He said there are 113 different cannabinoids, and that CBD and THC (the active ingredient in marijuana) are just two of them. He explained that if a plant has less than 0.3 percent THC, it is considered an industrial hemp plant. If it has more than 0.3 percent THC, it is considered a cannabis plant. CBD has many known medicinal qualities, including as an antiinflammatory, pain reliever, and treatment for insomnia. (Lackner said he was aware of a mattress company that was selling it alongside its mattresses as a sleep aid.) It does not have the intoxicating effect that is found in products with the higher level of THC, though those also possess several recognized medicinal qualities. Continued on page 24

Great Giving – Wills, Trusts, and Beneficiaries (oh my!) “Carve your names on hearts, not tombstones. A legacy is etched into the minds of others and the stories they share about you.” – Shannon Adler

What’s your legacy? And how do you want to be remembered? Givers choose to leave a legacy because they want to feel their lives mattered. Leaving a legacy means putting a stamp on the future and making contributions to future generations. At Prosperion, we partner with and serve great givers. We research and implement specialized options that maximize charitable giving, minimize estate taxes, and support important people and causes. Because great giving is a strategic process, think beyond cash donations. Today, let’s focus on the features and benefits of wills, trusts, and the importance of beneficiary designations. Wills – a well planned will is the center piece of an effective and thoughtful estate plan. In

aspects of wealth transfer strategy, charitable giving, and tax efficient estate planning. Beneficiary designations – in the broadest sense, a beneficiary is a natural personal or other entity who receives money or other benefits from a benefactor (the giver = you). Most beneficiary designations are designed to designate where assets will go when you die. So if you own contractual assets that include beneficiary designation (Qualified plans, annuities, life insurance policies), it’s important to name your own beneficiary, otherwise your asset(s) transfer according to the contract’s default provision. While spouses and other family members are the usual beneficiaries, assets can also go to your favorite non-profit. This can bring favorable tax benefits and help the charities you choose. Making and maintaining beneficiary designations is an essential part of planning. Do the maintenance, and keep your beneficiary designations current. Before you choose a way to

Election wrap - up for Aurora, Englewood, and Littleton BY FREDA MIKLIN GOVERNMENTAL REPORTER

Positions for city council and mayor in Colorado are non-partisan. While voters may know the political affiliations of the candidates, they do not run with a political party designation next to their name.

Aurora

As of Nov. 12, Mike Coffman had bested Omar Montgomery in the Aurora mayoral election by 281 votes, or 0.38 percent, out of 74,056 cast for the five candidates on the ballot. Overseas, military and signature-cure ballots will accepted until Nov. 13. The next step in the process is the official canvas which happens Nov. 29. It consists of each county clerk

from around the state, along with a representative from the two major political parties, certifying the vote totals from their respective counties according to Caleb Thornton of the legal division of the Secretary of State’s office. Once completed, the Secretary of State certifies the election results. Curtis Gardner, who, thus far, got the highest number of votes of the six candidates for two at-large seats on the city council, will likely take the place of incumbent Johnny Watson, who came in third. Angela Lawson came in second out of the six candidates, so she was re-elected to her at-large position. In Ward IV, challenger Juan Marcano has likely bested incumbent Charlie Richardson by 230 votes out of 13,162 cast. In another very close race, challenger Allison Coombs is beating incumbent Bob

Roth by 261 votes out of 14,991 cast in Ward V. Francoise Bergan was re-elected in Ward VI, beating challenger Bryan Lindstron, 57 percent to 43 percent. A story in the Denver Post on November 9 said that 664 replacement ballots meant for Aurora voters that arrived on November 1 mistakenly “sat in a U.S. Postal Service warehouse until Election Day,” when they were discovered and hurriedly delivered by special handling. 141 of those were cast by the 7:00 p.m. cutoff, meaning 523 were not. According to the Post, “That’s 21 percent turnout…versus 43 percent for Arapahoe County as a whole in the election.” The difference doesn’t appear as though it would have changed the outcome in the race for mayor, using mathematical assumptions, but that

is not how elections are supposed to work. Secretary of State Jena Griswold criticized the U.S. Postal Service for its mishandling of the ballots and more so, for its failure to notify her office of the problem until three days after the election. She did not accuse them of any intentional bad acts.

Englewood

In southeast Englewood District three, challenger Joe Anderson beat incumbent Laurett Barrentine decisively, garnering 70 percent of the 2,325 votes cast. Barrentine beat back a recall effort last year, but it left a mark. In District one in north Englewood, voters decided to stick with incumbent Othoniel Sierra, who got 57 percent of the vote, which was more than his two challengers, Monica Johnson and Bobby

Jennings, combined. Incumbent Rita Russell will be joined by newcomer to city council John Stone in the two at-large seats that were up in this election.

Littleton

In District II, incumbent Jerry Valdes won another term, holding off challengers Kate Eckel and Jane Ozga with 44 percent of the 2,054 votes cast. He has been a city council member since 2011. In District IV, Kelly Milliman will take over from Mayor Debbie Brinkman, who had served since 2007. Milliman bested interesting and knowledgeable challenger Iftin Abshir by 2 percent of the votes cast. The two at-large positions will be filled by new city council members Pam Grove and Scott Melin. Incumbent Kyle Schlachter came in third in a five-person race. Fmiklin.villager@gmail.com

Cherry Creek grad gets spot on 2019 All-Ohio Athletic Conference team

A trio of Otterbein University volleyball players from Westerville, Ohio garnered spots on the 2019 All-Ohio Athletic Conference team for the first time in their careers Monday morning, including a pair of special-award winners, as announced by the league office. Headlining the entire list was junior middle hitter Tate Eppard from Greenwood Village who emerged to claim OAC Player of the Year honors following a vote from the league coaches. Her selection makes Otterbein the first school in volleyball league history

to claim three-straight Player of the Year honors, as Eppard now joins a list that includes former All-Americans Morgan Lowenkamp (2017) and Hadley Sterett (2018). They are the only three Cardinals to ever receive the highest honor. Eppard is from Greenwood Village and attended Cherry Creek High School. She led the OAC in total kills (383) and kills per set (3.61) this season while also ranking fourth in hitting percentage (.333), fifth in total blocking (80) and seventh in blocks per set, compiling 15 solo and 65 assisted

for a 0.75 average. She erupted for a career-high 27 kills and .571 hitting percentage against Heidelberg, blasted 19 in the recent OAC Tournament Championship, and also delivered 15 in a win over nationally-ranked Carnegie Mellon. “We are so happy for Tate,” head coach Monica Wright said. “She has been our rock offensively and I can’t think of one bad match

she’s had all year. I haven’t seen a more motivated player in terms of their approach to practice and each offseason, getting from where she was to where she is now. She barely saw the floor as a freshman because she was sitting behind Morgan, but always continued to learn and improve. This is a testament to her work ethic and focus.” Otterbein currently boasts a

25-6 overall record, including a 7-2 mark within the OAC, to finish third in the regular-season standings. The Cards then narrowly fell in the tournament final at ONU, seeing four matchpoint opportunities in one of the most competitive battles all season. Five of Otterbein’s losses were to nationally-ranked teams.

Cooks in crisis BY DOROTHY ROSBY

Every year, while I prepare our Thanksgiving meal, such as it is, I tune into The Splendid Table’s annual live call-in show, Turkey Confidential, on National Public Radio. Food experts talk turkey about all sorts of dishes I’d love to gobble up. (Don’t worry. I’ve now used up all my turkey puns.) And on the biggest cooking day of the year, Turkey Confidential guests come to the rescue of cooks in crisis. I’ve always appreciated how they don’t shame their callers for forgetting to thaw the turkey or using instant mashed potatoes. But I’ve never had the nerve to call them myself, though I have had some cooking crises, and not just on Thanksgiving. It may be called Turkey Confidential but it’s on the radio, so how confidential can it be. If I had overcome my embarrassment, there are a few calls I would have made over the many years I’ve listened to the show. I trust you to keep these in confidence. 1) Help! My goose is cooked but my turkey isn’t. I told my guests we’d eat at noon. Then I told them 1. It’s now 2. The relish tray is empty and someone sampled the pumpkin pie, but the turkey juices are far from clear and the little pop-up thingie shows no sign of popping up. Opening the oven every five minutes to check probably isn’t helping. I should have seen this coming. Our turkey wasn’t quite thawed even after it sat in our fridge for four days, maybe because our refrigerator runs a little cold. That usually isn’t a problem, since I mostly use it just to keep drinking water cold. If that weren’t bad enough, our oven has been running a little cold too. This isn’t as big of a problem as you’d think because I rarely use it. And a

CE

NT

RA

repairman told me that if I added 30 degrees to whatever temperature setting the recipe called for, I could get by for a long time, especially as little as I use my oven. But I’m beginning to wonder now if 30 degrees is enough. My question is, should I go ahead and serve my guests leftover tuna casserole now and have the turkey as a bedtime snack? A lot of people sleep after Thanksgiving dinner anyway. 2) How do you get rid of those little lumps in the gravy and is it absolutely necessary that you do so? In the past, I’ve always told my guests that my gravy recipe includes little dumplings. 3) Does the five-second rule apply if you drop the turkey as you’re moving it from the oven to the counter? Asking for a friend. In case you’re not familiar with it, the five-second rule is the theory that it’s safe to pick up and eat food that has fallen on the floor as long as you do it within five seconds of dropping it. It’s silly, of course. I base my judgment about whether to eat what has fallen entirely on what was dropped, where it was dropped and who saw me drop it. And I’ve never yet dropped a turkey. But I’ve lived in fear of it ever since what my family kindly refers to as the Swiss steak incident. We went out to dinner after that. But have you ever tried to find an open restaurant on Thanksgiving Day? 4) I have a little problem. Actually it’s a big problem. My overly-enthusiastic husband bought a turkey so big it barely fits in our refrigerator. I’m not exaggerating. We had to remove the shelf above it to make room for it and that leaves very little space for anything else. We’ll probably have to serve our turkey with no sides. My question is, can we come to your house for Thanksgiving dinner?

Colorado UpLift Guild Fashion Show & Membership Luncheon at Glenmoor Always uplifting! There are 65,000 atrisk youth in Denver. Over 36 years ago the late Dr. Kent Hutcheson founded Colorado UpLift to develop character, leadership FLEURISH and life skills for urban kids. The most beautiful part of this extraordinary opportunity is that the kids pay it forward as a thank you. The older students mentor the younger ones and teams actually travel to Tijuana, Mexico to assist others in need such as literally building homes. The Colorado UpLift Guild presented its annual membership luncheon and fashion show featuring Colorado UpLift Advanced Leadership students as models at Glenmoor Country Club. Fashions were provided by Denver’s own AnnaFesta. Anne Fanganello is owner/designer and spent nearly two decades in NYC with prominent fashion houses before coming back home. “I love this job,” said Margie Hunter who will serve another term as president of the guild. In honoring her late husband, Dr. Kent Hutchson, Diane said of the founder: “My husband was a valiant warrior!” Kudos also went to Inez Robnson, laision for the staff and guild. The Guild’s Holiday Boutique will be open December 2 where students will earn an opportunity to shop for gifts for family members and caregivers. Members were encouraged to contribute almost new or new items such as jewelry, hats, gloves, scarves and other clothing as well as wallets, games, makeup or pampering items.

Invisible No More. That’s the goal of Invisible Disabilities Association (IDA) founded by Wayne and Sherri Connell, because of her invisible illness, to provide encouragement, education and connection to people touched by illness, pain and disability. Even though their appearance may not reveal their illness and pain, their battles are very real. Costumes and masks were de rigueur at IDA’s annual gala held at Marriott Denver South and featured a fast-moving, entertainment-filled evening with silent and live auctions, entertainment by Biff Gore of The Voice fame, intriguing slight-of-hand and elevated illusions by internationally recognized illusionist David Laflin with participants from the audience and awards to seven outstanding individuals. Not pictured in the coverage were first ever Media Impact Award winner Jennifer Brea and Inspiration Award winner John O’Leary whose message via video was “Live it Up and Live Inspired!” Young Professional Cochairs were Amber Adams-Schul and Drew Barnes. Brittani Sievers was auction chair. IDA high school intern Rebecca Zickerman was a guest speaker.

Two former Colorado mayors touched by pancreatic cancer unite to raise awareness World Pancreatic Cancer Awareness Day is Thursday, Nov. 21

A few years ago, the routine of municipal government was the main conversation between Maureen Shul and Cathy Noon. As mayors of new cities who were variously involved in their respective incorporation efforts, the two women had seemingly much to talk about. Shul, the founding mayor of Castle Pines, and Noon, the second mayor of Centennial and the first woman to hold the post, had the shared distinction of running the two newest municipalities in the Denver metro region. But it was the plight of pancreatic cancer that truly brought the two mayors together. In 2010, Shul tragically—and suddenly—lost both her mother and brother to the disease within months of each other, prompting her to found Wings of Hope for Pancreatic Cancer Research. “Having two immediate family members diagnosed with pancreatic cancer brings home how prevalent this particular cancer has become,” she said. “The horrific reality of this cancer is compounded by friends who have been diagnosed and are undergoing treatment.” Eight years later, Noon was diagnosed, herself, with the disease, prompting the two former mayors to join forces in ways they would not have imagined. Noon was recently one of several survival stories featured at An Evening of Hope, the main annual fundraiser for Wings of Hope.

“Raising awareness is vital to helping find early diagnosis and treatment options for those who have pancreatic cancer,” said Noon, a 19-month, stage-3 survivor. “Like me, most people don’t know they have pancreatic cancer until it is in advanced stages and face dismal survival rate statistics. More advocacy, research and successful treatment options must happen so pancreatic cancer isn’t considered a death sentence.” On World Pancreatic Cancer Day, Thursday, Nov. 21, Shul, Noon and advocates from around the world will unite to spread the word on the common risks and symptoms of the often-deadly disease. The annual campaign is an initiative of the World Pancreatic Cancer Coalition, composed of more than 80 organizations from more than 30 countries on six continents, including Wings of Hope. November is Pancreatic Cancer Awareness Month. Pancreatic cancer—its research well behind that of other cancers—has the lowest survival rate, in large part because few people know the warning signs, and too often patients are diagnosed at an advanced stage when treatment options are few. Working to change that is Wings of Hope, which raises funds to support groundbreaking studies and trials at the University of Colorado Cancer Center. “As the least funded cancer when it comes to research, the greatest hope in combating this relentless disease lies in funding research projects that will find early diagnostic methods, more effective treatments and ultimately a cure,” Shul said.

According to the American Cancer Society, about 56,000 people will be diagnosed with pancreatic cancer in the United States in 2019, and approximately 45,000 will die from the disease. Less than seven percent of patients survive five years after diagnosis, giving pancreatic cancer one of the worst survival rates of all the common cancers. Better progress starts with early detection. The common often vaguely described and misdiagnosed symptoms include mid-back pain, unexplained weight loss, jaundice and stomach pain. Evidence suggests smoking, excessive weight and chronic pancreatitis may increase the risk. Family history is also a factor. Because there is no screening test—unlike many other cancers—anyone experiencing one or more persistent symptoms should ask their doctor about the disease. Patients diagnosed at an earlier stage, when surgery is an option, are more likely to live five years or longer. “World Pancreatic Cancer Day provides the opportunity for all of us to unite globally to advocate for early-detection methods, more effective treatments and especially more funding for research,” Shul said. “It is only by raising awareness to the symptoms and risks that we increase the chance of survival and change the course of this relentless disease.” For more information about World Pancreatic Cancer Day, visit worldpancreaticcancer day.org. After talking with friends, the client made an initial investment of $70,000.00, relying on the salesperson’s personal promise of huge returns within six months or less. After six months had elapsed, the client contacted the company for the anticipated payout, but was advised that the best way to maximize the return was for the client to double the investment on the breakout stock pick as soon as possible, because the opportunity for the most gain would soon be lost, when the limited quantity of shares had been sold. Eager to increase the payout from the “huge upside” stock, the client invested $80,000.00 more. Sadly, the salesperson was a fraudulent con artist, with faked credibility, operating under a company that was not registered with the Financial Industry Regulatory Authority (FINRA), the Securities Exchange Commission (SEC) or any state regulator. I assisted the client in turning the matter over to the

Colorado office of the SEC, which conducted an investigation and brought a lawsuit against the unscrupulous salesperson and his company. All sales have stopped per Court Order and the case is pending at this time. What are the risk factors of investment fraud? Surprisingly, 2/3rds of victims are male, 55-65 years old, more financially literate, college-educated, had recent changes in financial or health status, with higher income and were risk-takers. Key risk factors for all victims include ownership of high-risk (non-registered) investments, open to new investment information, relying on friends, family and co-workers for advice, failing to check background and registration of financial professionals and their products, and an inability to spot persuasion tactics used by fraudsters. What are the five most common types of persuasion tactics? 1. Phantom Riches: Dangling the prospect of wealth, guarantees, or great returns, at

“almost no risk”; 2. Source Credibility: It is better to deal with credible people or individuals in positions of authority. Because credibility can be faked, it is critical to determine if the claims can be independently verified; 3. Social Consensus: If everybody wants it, it must be good. Are YOU really interested in the investment? Does the pitch focus on how many others are interested? 4. Reciprocity: Doing a small favor in return for a big favor. Was the pitch preceded by a free meal, book or video? Do you feel obligated to do the salesperson a favor? Did the salesperson offer to cut their commission as an incentive? 5. Scarcity: If something is rare or scarce, it must be more valuable. Is the offer good for only a limited time, or in a limited quantity? If you suspect investment fraud involving brokers or investment advisers, you should contact the following: • The Denver Office of

the Securities and Exchange Commission: 303-844-1000, Denver@sec.gov; • Financial Industry Regulatory Authority (FINRA) Seniors Helpline: 844-574-3577; • State securities regulators: ServeOurSeniors.org In Part 2, I will provide useful tips on preventing investment fraud. It is best to have an experienced attorney assist with the preparation of appropriate, custom-tailored estate plan documents, including financial power of attorney documents needed to accomplish your goals and avoid unnecessary consequences and expense.

The wisdom of going upstream

with their students. Even ambulance-chaser lawyer commercials are riddled with connection language of, “You are known to us and we care about you.” There is robust evidence that healthy relationships play a vital role in healing trauma, building resilience, increasing academic performance, creating protective factors in multiple areas of human capital development and flourishing which increases pro-social behaviors. There is a disconnection between data, programming and funding. We say relationships are key, but do not make them a priority in our families, friendships, schools, neighborhoods, the workplace or in prevention initiatives. We do we not teach etiquette, grooming, social pleasantries, kindness, effective conflict

resolution strategies, the art of conversation or operationalize healthy relationship skills to children in school as an essential part of the curriculum in every class. We do not invest in this foundational human experience. There is a lot of money being allocated to the prevention of suicide, substance abuse, addictions, poverty, dropout rates, violence, sexual assault, teen pregnancy, gangs and other risk behaviors. All humans yearn for authentic, meaningful and satisfying relationships and positive social connections. Perhaps we need to start teaching relationship development skills to combat disconnectedness and mis-connectedness. Let’s become “Upstreamers”! The time is now! joneen@myrelationshipcenter.org; www. myrelationshipcenter.org

ABOU

THE LAW

BY DONALD PETERSON

Dear Readers, What if you are the victim of investment fraud? Here is a case example (Part 1 of 2): A client went to a recent free lunch, sponsored by a persuasive, seemingly nice investment salesperson, who made an offer of a one-time, limited financial opportunity that was guaranteed to return the client’s funds with almost no risk. In fact, the salesperson touted that the investment would have incredible gains, including a return of money sufficient to allow the client to take that anniversary cruise the client had dreamed of for so long.

Going upstream is the story of village inhabitants regularly saving people drowning in a river; those apparently thrown in somewhere upstream. Rather than figuring out what was happening upstream, the “Downstreamers” were perfectly content to keep saving those drowning, rather than finding out the upstream root cause of the drowning. This has been the standard of practice with many health and social issues that are being treated in a silo. We, as a nation, should honor the robust and plentiful science regarding root cause issues. The Center for Relationship Education team has done the

due diligence regarding the research and have isolated a root cause issue to address. Disconnection or misconnection (being involved in unhealthy relationships) is a root cause for many types of deleterious life outcomes especially for adolescents. Research journals are filled with studies that outline risk behaviors such as alcohol or drug use, skipping school, academic underachievement, increased dropout rates, violence, crime, teen pregnancy, depression and suicide ideation, including childhood obesity as one of the many behavioral risk factors stemming from being disconnected or

misconnected. Colorado, especially, needs to take note as the rate of teen suicide in Colorado has increased by 58% in 3 years, making it the cause of 1 in 5 adolescent deaths. How do we, as a country, address this root cause of many health and social issues? It has been oft repeated in leadership and sales programs, “It’s all about relationships.” Building relationships has been used to sell real estate, cars, and other high-ticket items. Doctors and nurses are trained to improve their bedside manners. Relationship training has been utilized to call center operators to calm down and “relate” to irate, unhappy customers. Educators are trained to motivate and inspire with skills to make a connection

2019 Toyota RAV4 is marketplace leader BY H. THROTTLE AUTOMOTIVE COLUMNIST

The Toyota 2019 RAV4 “Adventure” all-wheel drive four-door SUV is spectacular in every aspect. This is one of Toyota’s stellar models and many older RAV4s still on the highway with that distinctive rear tire molding in the rear deck panel. The 202 horsepower 2019 version has plenty of spunk and the sixspeed sequential transmission works well. Toyota transmissions are the best in the business. Final assembly of this model is in Woodstock, Ontario, Canada and could be subject to any future tariff considerations. The RAV4 has risen in price considerably over the years and this test model has every bell and whistle that can be added to a RAV4. The initial suggested retail price is $32,900, but the factory has added a long

list of desirable options amounting to over $7000 making a final sticker price of $39,948. The options include an Adventure Grade weather package at $1,185 that includes heated wipers with deicer function, along with heated seats

and steering wheel. Most of the other options deal with navigation and a technology package of additional safety and communication features. The RAV4 is a fine drive with excellent handling, performance, comfort and easy center console controls. There are three drive modes of Eco, Normal and Sport and fuel economy averaged 28

Our lasting gratitude the freedom of choice back in the hands of patients and at a significantly reduced cost. Our veterans should be given the opportunity to pay less because they have given so much to defend our freedom and opportunity of America. We should also allow family members and friends to use their HSA accounts to pay costs for veterans if they choose to – serving those who served us. This proposal would decrease tax revenue into the U.S. Treasury but cost reductions in healthcare will offset the revenue reduction by ten-fold. Our veterans can’t wait online for bureaucrats; they need innovative bold solutions that will fundamentally change the quality of their lives, the lives of their children and positively impact

The Colorado Civil Air Patrol (CAP) often engages in search and rescues in the Colorado mountains, according to Col. Gary H. Tobey, Governmental Relations Advisor for the Colorado Wing of the CAP. He spoke recently at a meeting of the Southeast Metropolitan Law Club at Benedict’s Restaurant. Tobey, a member of the CAP for many years, described the work of the organization, which is nationwide with branches in every state, including Colorado. The CAP reaches out to young people

at even the elementary school level, with an active recruiting program for high school students. “The organization is a United States Air Force Auxiliary, and was formed 70 years ago,” Tobey said. The group stresses academics, mentoring and service projects. Its high school members generally are good students (B’s or better), strongly believe in community service, are interested in military service, and many high school members would like to pursue aviation careers. “The organization also stresses a Youth Fitness Program, with a lifelong habit of regular exercise and commitment to remain drugfree”, Tobey said. Total enroll-

ment is about 25,000 nationwide, with 80 percent white members and 20 percent non-white or minority. “Cost of participation, the first year out-of-pocket expense, averages between $300 and $600 for the year,” Tobey said. CAP also is a congressionally chartered nonprofit organization that conducts missions for the federal government, as well as for local communities and states. communities across America. This kind of inventive disruption of norms requires government to partner with the private and nonprofit sector to provide veterans and their families the level of care they deserve. We will never know all of their names, though many will be etched in stone memorializing their sacrifice to secure our freedom and liberty. But for those brave soldiers who return home to us broken or wounded, we must not forget the promises made to them. America will leave no soldier behind; especially not at the time they leave the battlefield and enter a hospital or a doctor’s office. Economic impacts of hemp, cbd and marijuana Continued from Page 8

According to Lackner, CBD will be a $24 billion industry by 2023, and it will “bring in a lot of opportunity and a lot of opportunists.” MHL has established manufacturing controls and standards, but many others who manufacture and sell CBD do not have them because there are no Food and Drug Administration regulations for it. He said, “Lots of companies out there (who sell products advertised as having CBD in them) are closer to bathtub gin than they are to our pharmaceutical facility.” He strongly encouraged consumers of CBD to be cautious about the product’s source. When MHL ships its product, it inserts a sensor that tracks temperature, light, g-force, and location, so that it knows where the product is at all times, whether it’s been opened, subjected to extreme temperatures, or even accidentally dropped. MHL takes its responsibility to deliver the product safely and intact very seriously. Shannon Gray, marijuana communications specialist with the Colorado Department of Revenue Marijuana Enforcement Division, explained that her department is focused on making sure that legal marijuana businesses and their employees obey state rules.

Peter Marcus is always engaging, whether as a political reporter or the communications director for a large marijuana business.

Chris Lackner knows all about CBD and its business potential. Photos by Freda Miklin

Jessica Cloeter knows a lot about how CBD will be marketed in the near future.

She said that every marijuana business in Colorado must hold a state and local license and that the state rule book alone is 1,000 pages long. Her division’s goal is to make sure that all legal marijuana is tracked, taxed, and tested. New to the industry are recently legal social consumption clubs which can sell marijuana or allow it to be brought in, as well as delivery of the product, starting in 2020 for medical marijuana and 2021 for recreational. Republicans discuss voter rejection of new jail Continued from Page 6

I don’t support eliminating TABOR (the Taxpayers Bill of Rights) and I don’t like raising taxes, but (now) we are going to have to cut services like necessary road improvements, because it costs us nearly $10 million a year to keep not just inmates, but jail employees safe. There are also countless hours of lost time by local police officers not able to perform their regular patrol duties because of the inefficiencies of the jail booking center they all must use. We will look at where we failed to communicate effectively. This is not an issue that is going to go away.” Baker stepped in, saying “We heard the message loud and

clear. The majority heard the need (for a new jail) but didn’t agree with how we wanted to fix the problem. The five of us (county commissioners) will sit down and try to figure out where we go from here.” They explained that counties are an arm of the state and how almost everything done at the county level is based on mandates by the state and federal government. For example, they said that they are already hearing that the cost of full-day kindergarten is much higher than what was anticipated, and that the excess is going to be passed onto counties by cutting state funding of other county programs. Arapahoe County commissioner, Kathleen Conti, are not re-elected in 2020, she believes that human services workers in Arapahoe County will very soon vote to become unionized, as did human services workers in Adams County recently. When several questions were asked of Sharpe and Baker that indicated that some voters rejected ballot measure 1A because they believed that the county could afford to build a new jail with its regular revenues and didn’t need a tax increase to accomplish it, Baker talked about the regular budget process. He said that departments across the county had requested funding for a total of 58 new employees in 2020 and many were well-justified, but that only eight were approved. He went on to explain that the eight positions were all mandated by SB 191 of 2019 that requires that “the custodian of a jail has to release a defendant within 4 hours after the defendant has posted bond and is physically present in the jail.” Sharpe further clarified that it is sometimes very difficult to meet that standard, owing to the overcrowded and undersized booking facility at the Arapahoe County Jail. For that reason, the county had to add eight additional employees to meet the fourhour release requirement, while rejecting every other request for additional staff for any reason. Greg Lopez, former Parker mayor and former candidate for governor, who lost to Walker Stapleton in the 2018 Republican primary, announced that he is a candidate for Colorado governor in 2022. There is a Lopez for Governor 2022 Facebook page already up and running. Fmiklin.villager@gmail.com
