South Metro Fire is using ultrasound to aid diagnosis in the field

South Metro Fire Rescue (SMFR) covers 287 square miles and serves 540,000 residents of the southern metropolitan area of Denver. During 2021, SMFR responded to 44,760 in-district incidents and 29,422 or 66% of those were medical; 20,458 of the medical calls resulted in transport to the hospital. When safely possible, SMFR administers medical assistance in the field that assists and hastens patient care upon arrival at the hospital. When appropriate, SMFR will treat and resolve the medical issue without hospitalization, if that is in the patient’s best interests.

The Emergency Medical Services Division (EMS) of SMFR,

“continually searches for the most recent and applicable medical modalities to improve patient outcomes and the patient experience.” In 2018, SMFR EMS began to evaluate the potential use of Point of Care Ultrasound (POCUS) to assist its paramedics in confirming specific diagnoses in the field to forward their goal of improving patient outcomes.

Before putting this process into effect, EMS made certain that it could demonstrate “consistency of results and interpretation, fiscal responsibility, provider capacity, and applicability to the SMFR patient population.” EMS worked with local physicians, especially Dr. Amanda Toney, Pediatric Emergency Ultrasound Director at Denver Health and Rocky Vista University College of Osteopathic Medicine to make sure that

all necessary protocols were in place, including proper training of SMFR paramedics who would administer this important service.

The program is run by SMFR EMS Medical Services Director Captain Jodi Peterson under the overall supervision of SMFR EMS Operations Captain Susan Chesnick.

The POCUS system, now available in every SMFR medic unit, consists of a $2,400 probe that is placed on a patient’s heart, lungs, or abdomen, attached by a USB cord to an iPhone. The iPhone is loaded with a free ap that displays the ultrasound to help confirm the diagnosis EMS professionals suspect based on other administered medical protocols, specific to the area of the body that is being scanned. Examples of what the test can determine include whether shortness of breath is as a result of heart failure, COVID-19 or other specific lung issues.

SMFR has been notified by the Congressional Fire Services Institute (CFSI) that it will be receiving a national award for excellence for its Point of Care Ultrasound program at CFSI’s 2022 National Fire and Emergency Services Dinner & Symposium in Washington DC in April. CFSI is “a nonprofit, nonpartisan policy institute established in 1989 to educate Members of Congress about the needs and challenges of our nation’s fire and emergency services to help them understand how the federal government can support the needs of our local first responders.” It counts among its caucus Colorado U.S. Reps. Joe Neguse, Doug Lamborn and Ed Perlmutter.

So as to document the highly useful results of this program in the hopes of having it implemented throughout the country, EMS’s medical partners have already published over a dozen articles in medical journals and for presentation at medical conferences, including the Military Health Systems Research Symposium last August.

What is comfortable?

Renowned bioethicist Peter Singer once published an article entitled “The Singer Solution to World Poverty,” in which he spotlighted the increasingly dire need for basic necessities of food, water, clothing, shelter, and medicine in many parts of the world. Singer suggested that prosperous and affluent people in developed countries have a responsibility to provide those necessities to the less privileged.

“The formula is simple,” Singer writes. “Whatever money you’re spending on luxuries, not necessities, should be given away.”

Of course, nothing is ever simple, certainly not the challenge of solving world poverty.

The beginning point to addressing Singer’s plan would be to first establish a definition of luxury and necessity. And the subjective nature of our experiences makes that nearly impossible. In 2005 when the College Board put Singer’s idea on the AP English exam and asked students to defend or challenge his plan, one clever student asked that simple question with one key example – how necessary is toilet paper? In reality and across history, such a simple commodity is clearly not necessary. That said, few people in contemporary society would agree, unless they recently installed a bidet, which should actually be considered a luxury.

Another key component of Singer’s idea is determining if redistribution of wealth and assets can, in fact, end world poverty. The history of allegedly communist and certainly socialist countries seems to indicate the answer is no. Collectivism simply doesn’t work on any large scale, though small successful communities like a kibbutz suggest collaborative societies are certainly viable. Critics of redistribution are fond of referencing the “Ten Cannots” from Reverend William Boetcker who asserts “You cannot help the poor by destroying the rich.”

Incidentally, that platitude is often incorrectly aligned with Abraham Lincoln, a mistake made by Ronald Reagan in his speech at the 1992 Republican Convention.

Granted, Boetcker words are simple platitudes which don’t necessarily make them valid or true. On the other hand, the ideas of Peter Singer are not simple quips, but instead the summation of decades of research and investigation. And, as a professor of philosophy and ethics, Peter Singer is an advocate for practicing what he preaches, giving away a large amount of his earnings over his lifetime. In fact, following his winning of the 2021 Berggruen Prize, Singer quickly announced he will not keep the million dollar prize, instead distributing it among his charitable foundations. Thus, it’s not easy to dismiss Singer’s ideas when backed up by his actions, and it should make us question our ideas about luxury and neces-

sity.

As a middle-class wage earner living in contemporary suburban America, I try to remind myself that by nearly every measure, I am one of the wealthiest people in all of human history.

The relative comfort in which I live and the conveniences that I take for granted as basic necessities of life could be considered luxury and even a lavish lifestyle when compared to the majority of the world’s population. In fact, compared to the record of human history, I am in many ways more comfortable, if not actually wealthier, than kings and queens of yesteryear.

What does it really mean to be “comfortable?” In a world of increasing wage and wealth gaps, the concepts of comfort and middle class have become muddled. Wharton

Business School professor Nina Strohminger recently asked her students what they thought the average American worker makes annually. One-quarter of them thought it was more than six figures, and one student actually guessed $800K – the ac-

tual answer is $45K a year. The aloof nature of elite business students is unsettling to say the least, and it complicates talk of comfort. In fact, a Denver area realtor recently told the Denver Post, the measure of a “luxury home” is no longer a million dollars. In determining luxury and wealth, “it really starts at two million.”

Instead of calling themselves rich, affluent, or wealthy, many Americans tend to refer to themselves as simply “comfortable.” Such modesty is a rather significant understatement, though everything is, of course, relative. People can downplay affluence as mere comfort, but for Peter Singer and the world’s four billion people living on five dollars a day, that’s a bit hard to accept.

Brrr, the weather has gone from 65 degrees this past weekend to below freezing this week. Colorado has great diversity in weather and the best news of the week is large amounts of snow falling in the mountains so we can water lawns this summer.

The Olympics ended Sunday with an elaborate closing ceremony and it appears to have been a large success. Certainly a showcase for the Chinese hosts who spent billions on preparing the elaborate event.

If you watched the programs the Americans were very patriotic, and fought hard for medals in very tough competition. World athletes came to China to win and did, Norway sweeping the most medals, including gold.

While the Olympics were underway the Russians increased pressure on Ukraine, surrounding the country with troops and tanks.

Putin is putting great pressure on his old country; he wants it back.

While the United States sends military weapons, President Biden is still wise enough to stay out of the Russian/Ukraine civil war.

brave in their defense and perhaps diplomacy may bring some sort of alliance for the two countries with common racial heritage. Ukrainians have thrived on their independence and democratic freedoms for the past 30 years since the USSR dissolved under President Ronald Reagan’s presidency.

It is somewhat of a reminder of the great American Civil War tragedy with the North against the South with 700,000 dead Americans.

President Abraham Lincoln freed the slaves forever.

Sanctions won’t stop the Russians because they have everything that they need, they just want this fertile part of the old USSR back. The Ukraine is rich in agricultural products and minerals.

What may stop Putin is his own government and citizens who may not want to engage in another brutal war and lose many of their husbands, sons, and daughters and the high cost of warfare.

At this writing there is another meeting in the wind between Biden and Putin and only time will tell the outcome for war or peace. *** On the home front Den-

ver and Colorado bid adieu to Joe Blake who passed away February 15 at his home in Denver. He has the longest obituary I’ve ever read in The Denver Post.

He earned every word and he was a great ambassador being one of the early architects and developers of Highland’s Ranch four decades ago, then years with the Denver Metro Chamber of Commerce. He spent more years in higher education, becoming the Chancellor at CSU in 2009.

He was an Eagle Scout and graduated from East High School. He earned a law degree from CU in 1961.

I first met Joe back in his real estate career at Highland Ranch when we were first publishing The Villager. We both belonged and attended a “Rump Club” of rowdy middle-aged Republican men where we dined, drank, made speeches, and told jokes at The Denver Athletic Club during an evening of fellowship. The club was organized and operated by Dick Sargent, then Golden mayor and state Republican character, who believed in putting humor into politics that has been lost today.

Joe was simply Joe, always a smile and handshake from his warm personality,

brilliant mind and willingness to reach across the aisle serving on countless boards and always willing and eager to listen to everyone.

Joe should have been governor; he would have been great at the job and maybe he even surpassed that high office in his skill and devotion to Colorado. Others like Pat Grant, Bill Daniels, Bill Hybl, Steve Schuck and Dennis Gallagher all walk in shoes similar to Joe Blake. I can’t forget Nancy Sharpe, former mayor of Greenwood Village and now term limited as Arapahoe County Commissioner. Governor Sharpe would be a nice title for this outgoing dedicated public servant, or Lt. Governor.

Colorado has been blessed

by Joe’s life, his family, and he has written a large chapter in Colorado history and public service to this state.

A memorial service will be held Saturday, June 4 at 2:00 at Montview Presbyterian Church in Denver.

Gifts in Joe’s memory may be directed to Boy Scouts of America, Judi’s House, Montview Presbyterian Church, and best of all to the Blake Leadership Scholarship program at CSU that will instill Joe’s lasting leadership skills.

Centennial makes national news

My column this week is referencing a new report

by HireAHelper looking at which U.S. cities have the largest homes. According to a recent Pew survey, more potential and existing homeowners prefer larger houses with more rooms to accommodate specialized family tasks. Responses to additional survey questions suggest that this preference is due to an increasing number of families adapting to lifestyle changes imposed by pandemic-related restrictions—more employees working from home, parents managing online schooling for their children, and more family dinners prepared from the kitchen. To identify the cities with the largest homes, researchers calculated the percentage of existing homes in each city with four or more bedrooms and ranked them accordingly.

In Centennial, CO, 54.2% of homes have at least four bedrooms, compared to 21.6% of all U.S. homes.

Out of all small U.S. cities, Centennial has the 3rd largest share of homes with 4+ bedrooms.

In the wake of the COVID-19 pandemic, Americans are rethinking

whether their monthly mortgage payments should go towards obtaining bigger living spaces or securing the ease of nearby work and school proximity. Today, according to a recent Pew survey, more potential and existing homeowners prefer larger houses with more rooms to accommodate specialized family tasks, rather than smaller houses with shorter commutes to work, school, and consumer conveniences.

That survey conducted in the summer of 2021 is comparable to a similar survey conducted in 2019 before the pandemic hit.

The latest survey found that people are now more likely to prefer owning a home in a community where “houses are larger and farther apart, but schools, stores and restaurants are several miles away.” Further, fewer people are willing to own smaller homes that are “closer to each other, but schools, stores and restaurants are within walking distance.”

Responses to additional questions suggest that people’s preference for homes with greater elbow room is due to an increasing number of families adapting to

lifestyle changes imposed by pandemic-related restrictions. This includes more employees working from home, parents managing online schooling for their children, and more family dinners prepared from the kitchen.

While pandemic life has undoubtedly impacted home buyer preferences, data from the U.S. Census Bureau suggests that America’s appetite for larger homes had been growing for decades.

The average size of newly constructed, single-family homes has steadily increased from around 1,700 square feet in the mid-1970s to around 2,500 square feet today. This increase in house size corresponds with an increase in the average number of rooms per house, which also increased markedly during this period. Indeed, the percentage of newly constructed, single-family homes with at least four bedrooms climbed from 23% to 44% over the same time period.

The data used in this analysis is from the U.S. Census Bureau and Zillow.

To identify the U.S. cities with the largest homes, researchers at HireAHelper calculated the percentage of existing homes with four or more bedrooms. Researchers also included the percentage

our city council in the last election over these same issues. We all have also read the current opinions from the Denver Chief of Police Pasen and former District Attorney Bauchler that completely contradict these opinions and actions.

In trying to understand the reasons for the dramatic increases in local and national crime statistics I personally place much more faith in the opinion of officials who are working daily to reduce these draconian increases than legislative studies or opinions from a sociological study.

Ms. Frolich further states that “the legislature is deploying significant federal and state resources” when they in-fact have passed a half-million dollar unfunded mandate for Greenwood Village alone.

I, for one, am very thankful that Representative Froelich will no longer be able to represent Greenwood Village citizens.

Freda: I appreciate your comprehensive article that reports the presentation of the petition that we grass roots activists have drafted. Not only was it enlightening for those who did not attend the Council Meeting, but it informed of the potential for a Council study session for those of us who did attend.. This is very encouraging. Until the City Council is willing to honor its existent codes, we will pursue police inspection of the property. We are concerned that the guns that Tomcat has on hand are not secured and that the size of the magazines being sold exceed legal limits.

Undoubtedly, through public exposure, aided by your journalistic review, our efforts are made a lot easier. It also enables us to encourage the police to take a more active role in requiring Tomcat to follow ATF rules. Up to this point, with its limited staff, the federal inspectors have been either negligent in scheduling frequent inspections or simply do not have the resources to do

Froelich trying to justify anticity and anti-police actions

I have just read the continuing attempt by Representative Froelich to justify her and the current legislature’s attempt to explain or otherwise justify their anti-city and anti-police actions and must take serious exception to this attempt.

Her justification for all of the recent anti-police measures from our state government now seems to depend in a large part upon opinions based on research findings from DU Sociology Professor Lisa Pasko. This new news follows her failed attempt to “pack”

Denver and Aurora have different goals. The federal level as well as Denver only recognizes housing first, thinking that will change the metric for success. Aurora offers resources and programs.

Baseball’s owners, players not sweating yet

The questions began a couple weeks ago, things like: Will Spring Training start on time?

Do you think the start of the season will be delayed?

When will the lockout end?

Well, we already know the answer to the first one. Pitchers and catchers were supposed to have reported by now, but the camps are quiet.

Beyond that, let’s look at some of what’s happened so far.

The lockout began on December 2, as soon as the last contract between Major League Baseball and the MLB Players Association expired at 11:59 p.m. December 1. That’s 85 days ago, as of today.

In the first two-and-a-half

months, the sides met in six— that’s SIX—collective bargaining sessions, or one every 14— that’s FOURTEEN—days.

The Players Association submitted a proposal to MLB on February 1. The owners responded with a counterproposal 11 days later. And the players found it underwhelming, despite Baseball Commissioner Rob Manfred’s hype a few days earlier.

Since then, there’s been virtually no progress; the sides remain far apart on economic issues such as minimum salary, luxury tax, arbitration eligibility, and free agency and draft pick compensation—among others.

So, it’s hard to believe that either side is serious yet. And thus, it’s anybody’s guess when

intervened. In that instance, it was March 1997 before a new contract was agreed upon.

You would think the sides would have learned something from that bitter work stoppage. And maybe they did. Twenty-six years of relative labor peace followed.

But that was twoand-a-half decades ago. The parties have changed with the passage of time.

Only nine owners remain from then; control of the other 21 clubs—more than two-thirds—is in the hands of people who did not experience any of the consequences of the unwillingness of the sides to come together for the good of the game. If they are willing to take the same kind of hard-line approach prevalent in 1994-95, they’ll have to learn the hard way what that will do to baseball.

And the players? Not one, of course, is part of the current generation.

Max Scherzer, for example, who has been outspoken on behalf of the players, was two weeks past his 10th birthday when the players walked out in ’94. Yankees reliever Zach Britton, who took to Twitter recently to make the players’ case, was six years old. Tony Clark, executive director of the MLBPA, was 22 but not yet a big-league player. He’d get into 27 games for the

Detroit Tigers in the strike-shortened ’95 season.

The last baseball labor confrontation lasted 232 days.

During that ordeal, Rob Manfred, who succeeded Bud Selig in 2015, served as outside counsel for the owners. He joined MLB full-time three years later as Executive Vice President of Economics and League Affairs.

It would seem that he, if not others, would remember vividly what that last protracted bargaining did to baseball.

In a press conference at the conclusion of the quarterly owners meetings in Orlando two weeks ago, Manfred said that missing regular-season games because of the lockout would be “a disastrous outcome.” Still . . .

The sides seem to be getting more serious, with bargaining scheduled daily this week. But that doesn’t necessarily mean they’ll come together by the end of Friday’s session.

So, will the start of the 2022 Major League season be delayed?

My boss always told me the bargaining doesn’t really begin until the sweat starts to pop. Neither side seems to be sweating, just yet.

The Arapahoe County Sheriff’s deputies who were at the event to provide security for Judge Amico’s temporary courtroom agreed.

For every warrant that was cleared, the sheriff’s office estimated it would have cost them: • 2 hours for the deputy making the arrest • 4 hours for the booking process at the jail • $128 if the defendant spent the night in jail “The Second Chances warrant event displayed the collaborative efforts of community partners to allow individuals to navigate through their warrant and the criminal justice system without the fear of being held at the county jail,” said Arapahoe Sheriff Tyler Brown. “I commend Chief Judge Amico and District Attorney Kellner and all the community partners for their forward thinking and willingness to try new approaches to criminal justice accountability.”

One woman walked through the door hesitantly, not long before the event was scheduled to end.

“My friends told me this was a trap,” she told the volunteers at the front door. “But I told them I didn’t care, I wanted to get this cleared up.”

About 90 minutes later, she went out the same door and gave the volunteers a thumbs-up. They cheered as she left with a big smile on her face.

the bargaining stalemate will end (though labor law would allow the owners to end the lockout and proceed while continuing to bargain—highly unlikely.).

It should be noted that the players aren’t paid for spring games, so they don’t have anything to lose and might have some leverage if games aren’t played.

Only the owners have anything to lose—spring training gate receipts, which in many cases are significant. The first spring games were supposed to be played next Monday.

Now, MLB says the first spring games could be played March 5. That’s in line with a previous statement that camps would have to open by February 28 if regular season games are to begin on time. We’ll see.

With each passing day, this is looking more and more like the 1994 players strike, which ended that season on August 11. As you may recall, it also caused the cancellation of the post-season, including the World Series for the first time since 1904, when the New York Giants refused to play the winner of what they claimed was an inferior American League, in its second year of operation. And that strike delayed the start of the 1995 season (and the official opening of Coors Field) until April 26—ending then only because a federal judge

The Second Chances warrant clearance event in Arapahoe County on Feb. 13 was a great success: 101 warrants were cleared. (Some people had more than one warrant) These are people who for one reason or another fell out of compliance and a judge issued a warrant for their arrest. Whether it was because of a missed court date, an unpaid fine or unmet probation obligations, these people went about life knowing that any random contact with law enforcement could lead to an arrest, booking and jail.

“The criminal justice system can be complicated, and it’s not perfect,” said District Attorney John Kellner. “When my team proposed a way to get willing defendants back on track, I was all in. This event shows that collaboration can lead to results that make a meaningful difference in people’s lives.”

18th Judicial District Chief Judge Michelle Amico was an early supporter of the idea. The Office of the Public Defender and the Probation Department helped spread the word. Arapahoe County had the space, and community partners like AllHeath Network, Stride, Aurora Mental Health, Tri County Health and Arapahoe County Human Services signed up to offer services on a Saturday.

Translators were on hand, and the Collections office was open to

clear up any related fines.

The day arrived, and participants started lining up, some with family and supporters in tow.

Many had traffic cases, first-time DUI arrests or petty offenses.

There were 31 low-level felonies, such as drug possession.

Defendants told of flying in from Tennessee and Ohio, and driving in from Nebraska. There had been a glitch in transferring probation, they said, and they wanted to clear things up.

One man fell out of compliance on a juvenile case, and thus he had a 2013 warrant hanging over his head. He feared applying for jobs, government benefits or a drivers license; he worried he would be involved in a traffic accident or be a victim of a crime and taken to jail by responding officers.

He showed up to the event, checked in with the public defender, and his attorney worked with a prosecutor. He was able to appear before Judge Amico, enter into a plea agreement and resolve the case.

“We want every defendant to comply with court orders, but we understand that sometimes life gets in the way,” said Senior Chief Deputy District Attorney Vicki Klingensmith, the lead from the DA’s office in organizing the event. “And once you fall out of compliance, figuring out how to straighten things out can be daunt-

GV has preliminary surplus of $3.2 million for 2021

Although adjustments to revenues and expenditures applicable to 2021 that occur after year-end may impact final numbers, preliminary revenues for Greenwood Village for 2021 were $45.7 million compared to preliminary expenditures of $42.5 million. The revenue total includes $2 million that GV received from the American Rescue Plan Act (ARPA) that it added to its operating budget to make up for revenues lost in 2020 due to the pandemic. The city will receive another $2 million from ARPA in 2022 that it also plans to add to its current year operating budget.

According to the Government Finance Officers Association (GFOA), from which GV has received an award for its budget

presentation annually for many years, other allowable uses for that $4 million included assistance to small businesses, households, and hard-hit industries to address the negative economic impacts of COVID-19, premium pay for essential workers, and investments in broadband infrastructure. GFOA also advised that, “Adequate time should be taken to carefully consider all alternatives for the prudent use of ARPA funding prior to committing the resources to ensure the best use of the temporary funding.” The ARPA funding is required to be spent by December 31, 2024. GV adopted an ordinance to add the entire $4 million to its operating budgets for 2021 and 2022 on September 13, 2021. Any year-end surplus in GV, which is currently $3.2 million for 2021, is transferred to the city’s capital improvement fund by policy once the numbers are final, so

If you watch TV, read the newspaper, or talk to people, you’ve probably heard someone mention the most popular new web-based word game that’s come around in a long time. It’s called Wordle.

Wordle was originally developed by Josh Wardle and made public just four short months ago but millions are already playing it, mostly on their smart phones. The game started out and it still free to play, even though it was purchased by the New York Times in January for a reported seven figures and moved to their website this month.

The rumor is that they pledged to

keep it free.

Wordle is a game where you solve for a common five-letter word once each day by guessing letters that are in it.

You try to figure out the word by entering a word in the five spaces for the letters of the word of the day and getting feedback as to whether the letters in the word you entered are in the word of the day and whether they are in the correct spot. For instance, if the word of the day is grape and you guessed the word proud as your first attempt, Wordle would tell you by colors that light up when you enter your guess that the letter p is in the word but in a

Cherry Hills Village was allocated $1.67 million from ARPA based in its population of 6.442, compared to GV’s of 15,611.

CHV’s city council put that money into a segregated fund while they decide the best use for it. On February 15, 2022, at their regular meeting, the CHV city council voted to award discretionary bonuses of $4,000.00 each to all city employees who were on board prior to December 31, 2021, since they were essential workers. The cost of that bonus is just over $200,000. Since CHV’s largest source of revenue is property tax, followed by use tax on motor vehicles, it did not experience a significant loss of revenue in 2020 due to the pandemic. In our time zone, that happens at midnight and this reporter will admit to doing it in the middle of the night if I happen to wake up.

One more hint—the standard colors that Wordle uses to tell you if your letters are correct and/or in the right position are gold and green, but if you choose the brighter version in the settings, you’ll get Denver Bronco colors!

Once you feel like you’re ready for the next challenge, there’s now a math version of this game called Nerdle. The nice feature of these games is that there is only one word every 24 hours on Wordle and one equation every 24 hours on Nerdle, which changes at 5:00 p.m. in the mountain time zone, so it won’t keep you busy all day long like other games can. Anyone who plays the New York Times Spelling Bee has probably experienced that.

Regardless, this game fits in the category of exercises to keep aging brains agile so that’s reason enough to try it.

2022, for which she believes there has been an agreement reached between Democrats and Republicans that will result in it becoming law soon.

The congresswoman noted that U.S. Housing and Urban Development Secretary Marcia Fudge visited Denver this past fall and talked about, “creative ways that HUD can help do financing and construction for affordable housing for public workers like our teachers, our firefighters, our police officers, and the millions of Americans who are working on the front lines.”

Arapahoe County outlines allocation of $127.5 million in ARPA relief funds As Arapahoe County residents, businesses and other organizations continue to recover from the pandemic, the County has begun distributing the one-time infusion of federal funds it received in 2021, to help those who have been hit hardest by various COVID-related setbacks.

The American Rescue Plan Relief Act (ARPA) presents an opportunity to assist our post-pandemic economic recovery in multiple areas and for a wide variety of community stakeholders, including small businesses and nonprofits, as well as industries that were disproportionately affected by COVID. Arapahoe County will distribute its $127.5 million allotment over the next several years to qualified recipients and will also use a portion of the funds to help address pandemic-related financial impacts experienced by the County.

The federal legislation outlined that these one-time funds should be incurred before December 31 2024, and expended or completed by Dec. 31 2026. (Individual communities within the County have also received their own federal allotments.) To help inform the County’s funding approach, the Board of County Commissioners updated its Response & Recovery Plan goals and objectives. The Board also held 14 stakeholder outreach meetings to understand community needs and solicit funding proposals. Initial funding allocations focus on the people, particularly vulnerable populations, and economic sectors that were disproportionately impacted by the pandemic, in categories that include (with total amounts allocated to date): • Vulnerable Populations: $5,725,000 • Business Support: $12,806,500 • Homelessness/Housing: $20,000,000 • Mental Health: $8,572,060 • County Operations: $8,116,000 • Education: $11,000,000 • Physical Health: $1,590,000 • COVID Response: $5,200,000 “Arapahoe County will be the responsible steward for these funds by allocating them where they’re needed most across the community,” said Arapahoe County Board Chair Nancy Jackson. “We’ve already begun creating or expanding numerous programs and initiatives to address issues that fall outside of our normal budgetary limits and were exacerbated by COVID-related factors.”

The initial rollout of the County’s high-level plans for the ARPA funds also will help jumpstart our agency

and community partners’ individual projects and programs. In many cases, the funds the Board has tentatively allocated to these initiatives will cover only some of their costs, so these partners can now leverage our commitment to help raise whatever additional funds they need.

Over the last few months, the Board has held study sessions to review funding recommendations and make allocations to date, some of which are tentative subject to additional details and finalized federal regulations. While this money will not fully cover everything on the County’s economic and pro-

grammatic to-do list, the funds will help stabilize what has been a very uncertain situation over the past 20 months by helping us launch, continue and expand numerous initiatives across a variety of sectors. The County is currently reviewing initial allocations for consistency and will resume evaluating potential funding allocations in the coming weeks.

Robbery is a very serious crime that occurs when someone takes property from another person by force or the threat of force. GV data

indicates there were nine reported robberies in 2020 and 13 in 2021.

GV police issued 7,138 traffic citations in 2021, compared to 6,982 in 2020, an increase of 2%.

Traffic accidents in GV increased from 819 to 908 in that same period. In CHV, which doesn’t report the specific number of accidents, the total number of traffic citations increased 34% between 2020 and 2021, from 2,529 to 3,379. Celebrating Winter

People’s Choice winner King of Thrones

The 31st International Snow Sculpture Championships were held in Breckenridge January 24 - February 2. Teams from around the world and US descended on Breckenridge and carved works of art by hand on 12-foot high, 25-ton blocks of snow. Using only hand tools, these blocks came to life over a week.

This year’s winner was a team from Wisconsin. The team’s intricate sculpture, The Digital Divide, has two hands.

One hand is human, and the other is robotic. They interact with a wall of binary code.

Second place was awarded to a team from Germany for their sculpture Float, which was an abstract piece with five rectangular blocks stacked on each other in different directions. This piece also got the Artists’ Choice Award, receiving the most votes from fellow competitors.

Another Wisconsin team won third place with their sculpture, Bee Sustainability showing a scene of a bee visiting a flower.

The People’s Choice award went to Team Mexico with their sculpture King of Thrones.

This amazing contest and celebration of winter occurs in late January each year.

We asked DeGette what she thought about the redistricting process carried out by independent redistricting commissions for the first time in 2021. She said it resulted in “districts that turned out to be pretty reflective of our voter registration here in Colorado.” She added that she was disappointed to have lost the southern suburbs from

CD1 that she has represented for many years but, “I understand that it was because of population” that the boundaries were changed. DeGette pointed to the We the People Act that has passed the House, but, like many others, is held up in the Senate, noting that it would eliminate gerrymandering, no longer a problem in Colorado, but a huge problem with a longstanding tradition around the country.

We also asked DeGette about what solutions may have been offered at a hearing she held the previous day on the subject of behavioral and mental health issues, which all agree have increased significantly since the COVID-19 pandemic.

She suggested that the government help fund training for more behavioral health professionals, particularly for underserved communities.

She also pointed to the connection between addiction, particularly to methamphetamine, and mental health.

Lastly, the congresswoman noted that professionals in the field have suggested that physical health and mental health be treated as one complete field. Separating the two has been a significant contribution to the stigma and resultant inequity in treating mental health, according to experts in the field. fmiklin.villager@gmail. com

Crime statistics in GV and CHV in 2021 compared to 2020

It is constantly in the news that crime has gone up since the beginning of the pandemic nationally, statewide and locally. The Villager wanted to see what the actual data showed for two cities in our area, Greenwood Village and Cherry Hills Village.

The cities are different in that GV has a significant business component, whereas CHV does not.

That impacts the number of people in each city because many of the people who work in GV businesses come into the city and leave each day. According to the U.S. Census Bureau, CHV has a permanent population of 6,442, compared to GV’s of 15,611. Prior to the pandemic, it was estimated that as many as 40,000 people came into GV daily to work. It is not known how many of those people have returned and how many are still, permanently, or partly working from home. Lastly, cities report their crime statistics based on categories that they believe are meaningful. We report the data that is available.

Burglary is the act of entering a building illegally with the intent to commit a crime, often theft, but it is still burglary if nothing is actually stolen. In Greenwood Village, burglaries went down from 114 in 2020 to 84 in 2021, a decrease of 26%.

In Cherry Hills Village, burglaries increased in 2021 over 2020 from 15 to 25. Although that is a 67% increase, that statistic is an example

of how the use of percentages can be misleading instead of helpful when the numbers being compared are small. Of the 25 burglaries in CHV in 2021, three occurred in December and all are inactive cases, according to CHV police. In two cases, garages that were entered were left open and in the third, the victim declined to prosecute.

In Greenwood Village, the most significant increase in crime in 2021 from 2020 was in the category of auto theft, which went from 128 to 212. In this case, the rate of increase of 66% is significant. In an article in The Villager on February 3, we reported that the head of a statewide auto theft task force had reported earlier that 90% of cars stolen in Colorado are recovered by law enforcement.

GV is now tracking data on stolen cars recovered in the city, but they include vehicles that were stolen in other locations. What we do know is that, based on the fact that the Arapahoe County Jail was reticent to take in new inmates during the pandemic to avoid COVID in its population, as the pandemic took hold, GV turned its focus to preventing crime and began instituting significant new data-driven procedures to catch would-be perpetrators in the act. With those efforts, they have successfully prevented a large number of crimes including car theft that don’t show up in the data because they weren’t completed.

Other thefts in GV also rose from 429 in 2020 to 675 in 2021.
