Temporary Remote Notarization of Documents/Wills Allowed The Colorado Secretary of State’s Office has implemented remote notarization of documents, including estate plan documents/Wills, in response to the COVID-19 pandemic. After working closely with the Governor’s office and the legal community, the Colorado Secretary of State’s Office has adopted

a temporary amendment to the Colorado Revised Uniform Law on Notarial Acts regarding notarization of documents. Governor Polis issued an Executive Order, which states in part: “Pursuant to the authority vested in the Governor of the State of Colorado, under the Colorado Constitution and the relevant portions of the Colorado Disaster Emergency Act,… I, Jared Polis, Governor of the State of Colorado, hereby issue this Executive Order ordering the temporary suspension of the personal appearance requirement before notarial officers to perform notarizations due to the presence of coronavirus disease 2019 (COVID-19) in Colorado”. Accordingly, the Colorado Secretary of State finds that temporary adoption of the amendment to the existing notary program is necessary to comply with federal and state law and to promote public interests. The new Notary Program Rules are immediately effective, as is necessary to provide clear guidance to interested par-

ties. The adoption of these Rules on a temporary basis is necessary to establish minimum standards for remote notarizations, while the personal appearance requirement is temporarily suspended due to health and safety precautions. Thus, if you have been putting off signing your critical estate plan documents, including Healthcare and General Power of Attorney documents, Medical Declaration and a Will, the new Rules will allow you to do so, without the requirement of a personal appearance before a Notary. Under the new Rules for remote notarizations, certain requirements must be met, summarized as follows: • A Notary Public may perform a remote notarization only for a remotely located individual who is located in the State of Colorado; • A Notary Public who performs a notarial act for a remotely located individual by means of audio-video communication must be currently commissioned in the State of Colorado and located in the State of Colorado at the time the notarial act is performed; • The remote notarization system must be sufficient to enable the Notary Public to verify the identity of the remotely located individual and any required witness by means of personal knowledge or satisfactory evidence of identity; • The Notary Public must be

able to verify that the remotely located individual and any required witnesses are viewing the same document and that all signatures are made in real time; The interaction must be recorded such that verifications may be clearly viewed at a later date; A Notary must determine that the remotely located individual appearing before the Notary by means of audio-video communication is the individual that he or she claims to be; The Notary must create an audio-video recording (and disclose to the remotely located individual the fact of the recording and the details of its intended storage, all with the consent of the remotely located individual); The Notary must securely store the recording for a period of 10 years; After the Notary performs the notarial act, the remotely located individual must transmit a legible copy of the document by fax, e-mail or other electronic means directly to the Notary on the same date that the act took place; The Notary must notarize the transmitted copy of the document as soon as received and transmit the same back to the person; If the document is a Will, the original signed Will must be presented to the Notary Public

within 15 calendar days of the date of the remote notarization, and within 3 calendar days of receiving the signed Will, the Notary must confirm that the same is identical to the Will remotely notarized and if so, affix the Notary’s signature and seal on the original signed Will, reflecting the date of the remote notarization; and • The Notary must record all remote notarizations in his or her Notary Journal. In my earlier articles, I advised that the four key medical/ estate plan documents you need now, particularly in view of the COVID-19 issues, are a Healthcare Power of Attorney, a General Financial Power of Attorney, an Advanced Directive for Medical/ Surgical Treatment (“Living Will”), and a Will (or a Will/ Trust). As a courtesy, there is no charge for my initial consultation with clients, and preparation of estate planning documents can now be completed and signed remotely.

vices, they are full visits with a health care provider who isn’t at your location using telephone or video technology device – i.e. smartphone, tablet or computer. Telehealth services allow Medicare beneficiaries to take care of ongoing medical problems as well as new concerns, while following public health advice to stay home during the coronavirus outbreak. Medicare patients with chronic health conditions now don’t have to postpone a regular follow-up visit with the doctor to keep safe. They can do it via Skype or FaceTime. And people concerned they may have the virus could see their doctor or nurse practitioner virtually to find out how to get tested. Nursing home residents will also be able to have telehealth consultations with their doctors. If your mom isn’t familiar or comfortable with technology, you or another relative or friend can assist her. You may need to go over to her house to help her do this. Bring your smartphone, tablet or laptop – but remember, don’t visit if you’re feeling sick. Risk of serious illness from the coronavirus is much greater for older people and those with underlying health problems such as lung conditions, diabetes or heart problems. Many seniors are also managing chronic health issues that put them at heightened risk. Continued on page 16

Littleton merchants denied sales tax delay BY FREDA MIKLIN GOVERNMENTAL REPORTER

On March 20, Pat Dunahay, co-president of the Littleton Business Chamber (LBC), wrote to the Littleton City Council and key city staff, on behalf of LBC and the Historic Downtown Littleton Merchants Association (HDLM) to ask for help to “ensure all possibilities to keep Littleton strong” during and following the

On April 6, Colorado Governor Jared Polis announced an extension of the statewide stay-at-home order to Sunday, April 26. He also announced that the measures being taken to “flatten the curve” appear to be having a positive effect on slowing the spread of COVID-19 in our state, but it is important that Coloradans keep their guard up and continue to be vigilant, frequently washing our hands, using social distancing and wearing face masks when we must leave home and are around other people. Said the governor, “Recovery from both the virus and the economic devastation is possible and we will get there.” As of April 6, there have been 5,172 reported positive cases of COVID-19 in our state. Of those, 994 have required hospitalization. Tests for the virus have been administered to 26,875 people (for which results have come back), reflecting a positive test rate of 19 percent of those tested. As many people have found out, it is extremely difficult to get a test, so one can imagine that all the people who actually took one had to have some symptoms. Another statistic that has drawn national attention to our state is the number of positive cases per 100,000 population, which The Villager has calculated as 86. It apparently puts us at number six among the states, per Dr. Deborah Birx of the White House Coronavirus Task Force at a news conference on April 5. The number of Coloradans who have been lost to this virus so far is 150, including 15 from Arapahoe County and three from Douglas County. While 52 percent of those afflicted with Coronavirus in our state are women, men account for 61 percent of those who have succumbed. There are outbreaks of the disease at 41 residential and non-hospital health care facilities, which is yet another cause for concern in the near future.As predicted, although residents over the age of 70 accounted for only 17 percent of the total positive cases, they accounted for 80 percent of the deaths in our state. The next oldest age group, 50 to 70 years of age, accounted for only 16 percent of the deaths from Coronavirus, although 26 percent of those diagnosed in the 50 to 70 age group have required hospitalization. retail shutdown occasioned by the Coronavirus pandemic. The subject of the email was “Timely Business Request.” Dunahay asked Littleton to consider deferring payment of the three percent city sales tax collected in March from its regular due date of April 20 for four months, until August 20, interest free. He also asked that local businesses be promoted in the city newsletter and that consideration be given to a temporary extension of dining and drinking boundaries onto sidewalks and parking lots when businesses resume, so as to allow for social distancing. Dunahay’s email noted that most local businesses planned to apply for relief under the Paycheck Protection Program and/ or the Economic Injury Disaster Loan program from the U.S. Small Business Administration under the CARES Act, but it was unknown who would qualify since banks were just beginning to receive information about the program. On April 2, Littleton City

Manager Mark Ralph responded. All the members of the city council were included in the email. After first questioning why Dunahay had sent a copy of his email to members of the media, Ralph said that the “request to defer city sales tax until August is not possible for three major reasons.” The first reason he cited was that state sales tax is “enforced by the state” and if unpaid, “the state will take action.” On April 3, Governor Polis announced that the state would allow all state sales tax collected in March and due April 20 to be paid one month late with zero penalties or interest owed. Ralph also said that Littleton “relies heavily on sales tax cash flows to pay our bills and compensate our employees,” and that the city “is no different than a private sector business: no revenue, no service.” He went on to claim that if Littleton agreed to the proposal to defer collection of one month’s city sales tax to the later date, it would “have to cut essential services such as police and

public works maintenance staff,” after asserting that “Even without your proposal, this city is going to have to make deep cuts in services across the organization.” He continued, “There are limitations with what local government can do in such instances. It is my belief that we must work together and look to our state and federal governments for aid.” He attached a memo from the city’s economic development director describing the features of the CARES Act and a survey that was sent to city businesses to gather information for the city’s communications department to promote delivery and pick-up opportunities for Littleton restaurants on social media. The city manager agreed that Littleton would use its “print and social media resources to promote shopping within the city.” He also said he would welcome a discussion on the subject of expanded outside dining once businesses are reopened. Greg Reinke, owner with his brother Chris of Reinke Brothers Costume Store at 5663 S. Prince Street, told The Villager on April 3, the day that applications under

the CARES Act were supposed to begin to be processed, that he “has been working with LBC, the Small Business Administration, Redstone Bank, and BOK Financial to take advantage of the CARES Act, but that every bank is waiting for guidance on the loan programs.” He continued, “I told Mayor (Jerry) Valdes we are asking that sales tax payments due be deferred until August because businesses are cash poor and they need to use it to buy food. If you don’t say yes, they are going to keep it anyway and go out of business and never pay it. If you allow us to do it, the ones that can survive will pay you in August after the CARES Act money comes through. I laid off my employees. The city has not laid off any of its employees.” Reinke summed up the challenges he and other Littleton businesses are facing with, “The Historic Downtown Littleton Merchants Association and the Littleton Business Chamber are trying to navigate a ship through an iceberg without becoming the Titanic.” Fmiklin.villager@gmail.com

Memories and history about Spanish Flu The world Pandemic virus continues, and the blame game increases. Certainly, it appears that the disease spread from China as the Communist nation still likes to eat dogs and wild animals in order to survive. My brother-inlaw once did business in China and related, on the way to the restroom, in the kitchen of the restaurant, he saw a little poodle tied up in the kitchen. That animal ended up on customer’s plates. Revolting to Americans. The Chinese are not the only nation or nationality accused of spreading an international virus. History reveals that in 1918-1919 the Spanish flu was

rampant. We published The Palisade Tribune, one of our newspapers for two decades. We are members of the Palisade Historical Society. This week we received their periodical April newsletter from Priscilla Walker, a longtime friend who runs the Society. Here’s what her report reveals: “Palisade residents lived through another pandemic in 1918-1919 when the Spanish flu was rampant. By searching issues of The Palisade Tribune in the Colorado Historic Newspaper Collection database, you can find articles about the Spanish Flu, even though President Wilson’s sedi-

tion act was applied to publishing information about the flu which was thought critical of the U.S. war efforts.” “In Palisade, the schools, picture show, churches, and the pool hall were all closed for a time beginning in October. The emergency hospital in Palisade closed in December 1918, reporting four deaths in 48 cases treated there. However, in February 1919, a member of the Clark family, who was a teacher in Collbran, died two weeks after she came to Palisade to attend a high school basketball game. A young man from Clifton who also attended the game was sick and several young people were also affected with

the flu.” You can read more articles about the Spanish flu from the CHNC database of 1.7 million digitized pages from 400 Colorado newspapers published from 1859 to 2019, including 2,650 issues of The Palisade Tribune. Under our ownership we published about 1040 of the editions when digitization commenced in the 1960s. (Clark’s are still one of the great peach families growing and selling famous Palisade peaches.) “One interesting feature from the November 1, 1918 issue of The Palisade Tribune was a poem by a local student, Ramel T. I heard a quote on TV from Winston Churchill, paraphrasing, “When you’re going through hell, don’t stop.” Another good saying out West in ranch country language, “Never say “Whoa” in a mud hole.” Doing some essential industry work this week, driving around parts of Arapahoe County looking for news, it seemed like Rod Sterling’s old TV series called the “Twilight Zone.” Littleton’s greatest cheerleader, Greg Reinke, and his consortium of business folks are always working to sustain and enhance Littleton commerce. The city is presently shut down and the business community has suggested some tax relief from the city that appears impossible, according to city officials. Greg has related to me that it would be great if a moratorium could be placed on taxes, for several months. “Just wipe out several months, and then start again,” he related. Not a bad idea, but not apt to happen. He also urges folks to visit Littleton, if and when, the stores reopen. That goes for all of the business firms that hopefully will open in May. We hear now that “The cure, may be worse than the disease.” But hindsight is easy, so far saving lives has been the state and nations’ top priority. We can’t argue with that so… it is, what it is, for now! Another thought about less commerce… isn’t this a great time to do some of these highway repair proj-

ects? Fix the potholes, do road resurfacing work over the next few months. Never a better time and construction workers are still working. The construction crew is still hard at work at the new Newmont Mining building that now has an attractive glass skin all around the building, and it really is starting to shine. Metal prices are going up and down like a yo-yo, first going down, then up. I’ve always thought that gold and silver flow with the price of oil. Oil has jumped up 25 percent in the last week because of President Trump working with the Russians and Saudi’s to end their oil dispute and limit oil production. The world oil market has a glut of oil, and with many people staying home, there is less demand for gasoline. The lowest price I spotted this week was $1.57 a gallon while most pumps were around $1.89. As the U.S. Treasury prints more dollars, that probably will lead to inflation, sooner or later. I would guess, that with inflation, prices will rise on many products, including the metals. In this issue read what some of the financial experts have to say. Newmont will be moving out of the John Madden building in Greenwood Village sometime next year and maybe another Fortune 500 business will be moving in. I’ve discovered how to sprinkle a small amount of fresh ground coffee over the already brewed grounds, stir up the mixture just a bit, add several cups of fresh water and brew again. The coffee comes out great. What I’ve observed is the hot water tends to make a hole through the portion of the coffee under the drip that leaves life in the rest of the grounds. Try it and let me know your results. Coffee lovers just can’t run out of coffee and we’ll do our part in sharing with others. How small business can get in on CARES Act BY FREDA MIKLIN GOVERNMENTAL REPORTER

In a series of webinars last week, Denver Metro Chamber of Commerce provided detailed information for Colorado small businesses to help them take advantage of the opportunities to obtain grants and loans offered through the $2.2 trillion CARES Act signed by President Trump on March 27 and made available to applicants beginning April 3. The CARES Act was the third bill passed to keep American businesses from failing as a result of the Coronavirus crisis. The others were the Coronavirus Preparedness and Response Supplemental Appropriations Act (March 6) and the Families First Coronavirus Response Act (March 18). In addition to the automatic payments for individuals of up to $1,200 per person and the increased unemployment insurance benefits in the CARES Act, there are two major programs aimed at small businesses: Paycheck Protection Program (PPP) and Economic Injury Disaster Loan (EIDL). The PPP is an extension of the U.S. Small Business Administration (SBA) 7(a) program. EIDL has existed in the SBA for 60 years, however it was retooled to address the current economic crisis. Under the PPP, small businesses (less than 500 employees), including independent contractors, sole proprietors, and non-profits, are eligible to borrow up to 2.5 times their average monthly payroll. The payroll amount that may be used for any single employee in the calculation is limited to $100,000 annualized. If the proceeds of the PPP loan are used for payroll, employee benefits, rent, mortgage interest, or utilities, those amounts can be converted

into a grant and will not need to be repaid, but the expenses must be paid “during the eight-week period beginning with the origination of the loan.” There could be a problem with that language if there is a significant delay between the origination of the loan and the receipt of the proceeds, but all borrowers will have the same problem, so it will get worked out. The Internal Revenue Service may limit future deductions for rent, utilities and other expenses for which employers receive loan forgiveness under this program. Although the PPP is administered by the SBA, the loans must be processed through a bank or similar institution. It is advised that borrowers go through the bank at which they regularly do business. All FDIC-insured lenders, including farm credit lenders and credit unions are eligible to participate. All applicants must certify in good faith that they are being negatively affected by the Coronavirus pandemic, but need not provide any numbers. Closed businesses are eligible, especially if they are still paying rent and payroll. If they have furloughed employees, they are still eligible as long as they bring them back or hire new ones to replace them before June 30. There is $349 billion available to fund PPP, however President Trump and other elected officials have said that if it isn’t sufficient, they will seek additional funding through the Congress. The Economic Injury Disaster Loan (EIDL) is designed to provide working capital loans to small business, including sole proprietorships with or without employees, independent contractors, and non-profit organizations Loans can be for up to $2 million, depending on your circumstances. Interest will be charged at a rate of 3.75 percent (2.75 percent for

non-profits) for up to 30 years and are made based on business’ credit scores. No tax returns are required and all payments can be deferred for up to one year. This program also includes a $10,000 emergency grant that is supposed to be received within three days of application and does not have to be repaid as long as the business is eligible for a loan under the program. Once the loan is approved, the $10,000 that has already been paid out will be deducted from the proceeds. Applicants must certify that they are not engaged in any illegal activity under federal guidelines (that would exclude marijuana businesses), are not in any legal gambling business, no principal is delinquent in child support obligations, and the applicant “does not present live performances of a prurient sexual nature.” The other parties excluded from participating are lobbyists and Members of Congress. There is some overlap between the PPP and EIDL. Businesses should consult their financial advisors to determine which program is the best fit. You may not “double-dip.” i.e., request or use a loan or grant for the same expense dollars. A message from the Rev. Dr. John H. Bell, Wellshire Presbyterian Church When I was in seminary, The Wounded Healer was required reading. In that book, the great, late Dutch theologian Henri Nouwen suggests that pastors should know their “wounds”—their fears and weaknesses—and care for them, but carefully “bandage”—hide or cover—them from the congregation. However, author and scholar Brene Brown, whom you may have seen in her Ted Talk, Netflix special, or on 60 Minutes last Sunday, has challenged such advice

and speaks of the importance of vulnerability in leadership and relationships. She’s right: you MUST be vulnerable to show courage. As John Wayne said “Courage is being scared to death but saddling up anyway.” For the past month, I, like many of you, have been gripped by almost paralyzing anxiety. First, within three days of our planned return from the Holy Land, we were ordered to leave immediately. Getting out of Amman proved challenging, but

through prayer and fast action, we caught the very last plane out of Amman, which took off only minutes before the airport closed and the city went under military siege. Upon return to Denver, I developed several symptoms consistent with COVID-19. I stayed in touch with my doctor but was never tested. In hindsight, it appears to have been a bad case of bronchitis. I am doing well now and am no longer under a mandatory quarantine order, just homebound, as is everybody else! Nevertheless, the “not knowing” for two-weeks has been—admittedly—frightening. Living in the age of a global pandemic is not something many of us were prepared to do. As the death toll rises and the economy grinds to a halt, fear and anxiety are constant companions. We are learning new things about how disease spreads and how to prevent it: we are learning how to wash our hands, how to remain socially distant from others, how to stay home unless we need food or medical care, when to seek medical attention. But those things, though vitality important, seem to give rise to more fear and anxiety as they are constant reminders that this invisible

Centennial Mayor Stephanie Piko has been spending lots of time talking to people in the federal, state, and local government. He has been busy with virtual meetings with the governor’s office, the county emergency task force, and the Metro Mayors’ Caucus. Although most GV employees are working remotely, everything is getting done. He told us, “If it weren’t, I’d be getting the phone calls, and I haven’t received any complaints.” GV’s building inspectors are working, as is its police department, including 911 operators and department commanders. Lantz told us that police presence is necessary around closed businesses to ensure that they remain secure. City park maintenance personnel are busy, using proper social distancing, keeping GV’s popular parks and trails in good condition. We checked up on GV’s former Mayor Ron Rakowsky to see how he was doing and get his

perspective on the current crisis, having had long experience in local government after a military career as a Judge Advocate General. Rakowsky told us that his health was the best it’s been in many years, but he is still working on stamina. On the current situation, the former mayor said, “By July 4, we will have a pretty good handle on how long the virus will be around in terms of its behavior. Greenwood Village is fortunate that it has two King Soopers stores (although only prepared food and non-food items are subject to sales tax) and a busy McDonald’s, as well as two large hardware stores on Arapahoe Road. When this (pandemic) is over, the economy will come back, but business will look different, using fewer employees and more artificial intelligence products, especially in the banking and computer industry. The social security system will save money. Senior living will look different. He was pleased to report that all the city’s police officers are healthy and things on CHV’s streets are quiet. Construction and inspections are continuing on schedule. At home, Mayor Stewart said he has “cleaned out all the drawers and finished the honey-do list.” Looking at the local economy, he

On Thursday, March 12, at the Denver Museum of Nature & Science, the Colorado community came together for one of the last social gatherings that may occur for a while. It was the third hosting of this event for the Denver based non-profit WINGS Foundation Inc. (WINGS), a leader in Colorado and the nation on addressing a very prevalent, but often ignored, public health issue: childhood sexual abuse recovery for adults. This year’s Wine Wishes & WINGS event was held at the Denver Museum of Nature & Science and guests were invited to explore the museum’s “Extreme Sports: Beyond Human Limits” exhibition, while being encouraged to help “move mountains” for childhood sexual abuse survivors and their loved ones. In spite of fewer attendees due to unfolding events, mountains were indeed moved for survivors and for WINGS. Thanks to generous sponsorship by Insperity, Kaiser Permanente, Plante Moran, the Denver Museum of Nature & Science and Lisa Levin Appel, all proceeds raised during the evening went directly to WINGS’ Services for Survivors & Loved Ones programming. Polis tells FEMA “We’re all on the same team here” BY FREDA MIKLIN GOVERNMENTAL REPORTER

At a press conference on April 3, Governor Jared Polis told all Coloradans that an additional step everyone should take to mitigate the spread of COVID-19 is to wear a cloth mask in public, including at grocery stores and while doing other necessary shopping. He recommended that upon returning home, masks should be washed before being re-used. Polis expressed hope that this behavior will lead to a shorter period that Coloradans will have to stay at home. Later that day, the Centers for Disease Control and Prevention issued a statement with the same recommendation. The most important behaviors to slow the spread of the virus are still social distancing and frequent hand-washing. Polis announced that state

government is “doing everything we can to provide relief to Colorado families and small businesses.” All penalties and interest on state income tax have been waived through July 15, he said, “leaving $1 billion in the pockets of families and small businesses across the state for three extra months.” He also announced a one-time 30-day extension for state and state-collected sales tax from 272 local jurisdictions. State and state-collected local sales taxes accumulated in March that would normally be due on April 20 will instead be due on May 20 with no penalty or interest due. Additionally, the governor announced that rules were being relaxed so that restaurants and bar staff can work as delivery drivers. Continued on page 16

Centennial’s Piko highlights COVID services BY DORIS B. TRUHLAR GOVERNMENTAL REPORTER

There are resources available related to the COVID-19 pandemic, including a service operated by the State of Colorado, which is accessed by dialing 211. These resources were highlighted recently by Centennial Mayor Stephanie Piko in an interview. Piko said the 211 service, which has been in existence for some time, is a resource to answer questions about COVID-19. She said residents may call the 211 resource with their COVID-19 inquiries. There also is a website at 211colorado.org. There also is much information available on the City of Centennial website, at centennialco.gov, the mayor said. This includes a list of

restaurants that provide delivery services, available at centennialco.gov/thinklocal. The Metro Mayors’ Caucus is meeting frequently (once or twice weekly) to work to bring the economy back when the immediate danger no longer exists, she said. The mayors have a weekly telephone call with mayors from around the metropolitan area. The call is initiated by Mayor Michael Hancock of Denver. City of Centennial employees currently are working from home, and Piko said that is working well, with employees getting their work done in a timely manner. Due to the pandemic, the mayor’s meetings with residents will be by telephone. The mayor is available for telephone calls on Tuesday mornings from 9:30 to 11:30 a.m. Anyone who wants to

have a telephone conference with the mayor should fill out a form that is available on the City of Centennial website, www.centennialco. gov. The request for a telephone call with the mayor must be made by noon on the Monday immediately prior to the meeting. In Denver, residents were specifically told not to visit mountain communities (COVID-19 cases around the state are consistent with county population size, except in Eagle County, where it is much higher relative to the size of the population). The TCHD order prohibited in-person public gatherings of any size or riding in a car with anyone outside of your residence. That same day, March 25, two state senators and four state representatives whose letterhead reads “State Legislative Delegation of Douglas County Colorado” penned a public letter to Douglas County Commissioners Lora

saying that it was “unacceptable that a contracted health agency could somehow ignore the will of a majority of our elected and accountable Douglas County Commissioners.” The letter was signed by Sen. Chris Holbert, Sen. Jim Smallwood, Rep. Kim Ransom, Rep. Patrick Neville, Rep. Kevin Van Winkle, and Rep. Mark Baisley, all Republicans. On the day before, March 24, Douglas County Commissioner Lora Thomas, expecting the action that was taken by TCHD the next day, tweeted “2-1 county commissioners are opposed to this. On March 25, Tri-County Health Department (TCHD), serving Adams, Arapahoe, and Douglas Counties, along with Boulder County and Jefferson County, together issued stayat-home public health orders, consistent with the one that had already been issued for Denver by Mayor Michael Hancock. It was to go into effect on March 26 and last through April 17 at midnight. The order instructed citizens to stay at home, except for going out to purchase necessities like groceries and hardware or see their doctors. Outdoor exercise

The nasty Chinese Coronavirus has taken a toll, not only in America, but around the world. While not as deadly as past flu epidemics, the final numbers are not yet known. Most of those who catch the virus have mild symptoms, but a small percentage are not so lucky. Those with severe disease may find themselves in an intensive

But this comes at an economic cost. 27,000 jobs were lost from February to March, better than expected, but only the tip of the iceberg as closed businesses are forced to lay off employees in the coming weeks. The stock market lost a third of its value over the past month, decimating savings and retirement accounts. Those who are healthy, willing and able to work, cannot until the stay-at-

home restrictions are lifted at the end of April. At least that’s the plan. What if it goes on longer? Economist Herbert Stein once said, “If something can’t go on forever, it won’t.” One could say that about a viral pandemic or an economic shut down. Viruses eventually burn themselves out, after more and more are infected, recovering with immunity, diminishing the number of potential hosts to infect.

After hearing national news reports about testing all 8,000 residents of San Miguel County, Coloradans are focused on the work being done there to get answers about the spread of COVID-19. It has been well publicized that the key to success in combatting the Coronavirus pandemic in South Korea, which is back in operation after apparently getting control of the spread of COVID-19, was widespread testing of its residents throughout the country. A married couple who are

part-time residents of Telluride and executives of United Biomedical, which has operations in New York, China, and Taiwan, got the company to donate tests for every resident of the county to determine how it could affect the efforts to control the spread of the disease. The test that is being used is a blood test that determines not only the presence of the virus, but also antibodies to it. According to an article in the Atlantic, Mei Hei Hu, who with her husband Lou Reese, are responsible for this gift to their Colorado community, said that “United Biomedical started working on an antibody test back in January,

as the outbreak got serious in China. The company had developed a very similar test for SARS in 2004. Its scientists could apply that expertise to COVID-19, but they needed blood samples from COVID-19 patients to confirm that the test indeed detects antibodies against the virus causing the disease.” Testing of all residents has begun.
