DR. WAYNE MURRAY, who was detained by police for the better part of the working day on Tuesday, was released on the same day without charge. According to Dr. Murray in a Facebook post on Wednesday: “Yesterday, I was arrested and detained for a day by the police and released without charge. I was visited by four CID officers who arrested me at my clinic whilst attending to patients and took me to the central
station.” He said the police officers, on executing their instructions, informed him that the Commissioner of Police wanted to speak with him at Police Headquarters, Kingstown. Murray, who is what some describe as an ‘unapologetic critic of the current administration (government)’, took the origin of Tuesday’s action by the police back to government’s recent move to acquire lands owned by his wife’s family. This after

DESPITE THE CRITICISM by some, Dwight Fitzgerald ‘Fitz’ Bramble, the New Democratic Party’s East Kingstown candidate in the upcoming General Elections, has again pitched his idea for the establishment of a water park here. He did so while speaking at the NDP’s virtual meeting on September 10, when he referred to existing water parks in St Lucia and Jamaica as example of successful economic and social initiatives. “In St Lucia, they have a water park known as ‘Splash Island Water Park’; in Jamaica, and I have been to this one, there is also a water park called
‘Kool Runnings Water Park’ in Negril. “So wha happen to St Vincent, we are de wuss (worse)? Why can’t we have a water park in the same way?” he questioned. According to Bramble, the park can be set up in the area of Sion Hill Bay which, he said, was under ongoing threat by erosion caused by natural wave movement and other factors related to climate change. The water park was a good way of mitigating the erosion issue, Bramble insisted.

The new partnership will allow Vincentians increased access to online programmes, including Executive Diplomas, Executive Masters, Masters, Doctorates and short courses. Vincentians will also be able to access via the SVGCC privileged pricing for selected SCHSBM programmes. Director of the SVGCC, Nigel Scott, on affixing his signature to the MOU, remarked that it was a pleasure “to partner with the Sagicor Cave Hill School of Business and Management to provide additional opportunities
for Vincentians. As we continue the task of providing training for all nationals, we look forward to a long and productive partnership with The UWI in general, and The Sagicor Cave Hill School of Business and Management in particular.” Vincentian Prof. C. A message to women beaters
Stories by HAYDN HUGGINS DESPITE HIS DESPERATE PLEAS for a non-custodial sentence, 43-year-old Simeon Matthews will spend the next three years behind bars, for beating his lover, Zamicha Haywood, 23. Senior Magistrate Rickie Burnett handed down the penalty at the Kingstown Magistrate’s Court on Monday, after Matthews pleaded guilty to unlawfully and maliciously wounding Haywood, by inflicting an injury to her right eye. He was unrepresented. “The Court has to send a message, not only to you, but to others who want to do like you,” the Senior Magistrate told the defendant, before handing down the penalty. The facts, as presented to the Court by Corporal Atnel Ash, revealed that Mathews and Haywood, both of Campden Park, were in a common law relationship for over a year, during which Mathews was in the habit of beating her. On September11, they went to a shop at Campden Park, and were drinking Sunset Strong Rum. While on their way home, Matthews took a cutlass and began beating Haywood about her body. According to a medical report, she sustained a deep, jagged injury to her right eye. After the facts were
read, Burnett wanted to hear from the victim herself, and she was summoned to the stand. She told the court, “Every time I talk to a man, he (Mathews) get jealous and beat me up, but when he talk to his child mother, I don’t say nothing.” When the Magistrate asked the woman to tell the court what Matthews did to her, she said, “When me and he going down the road, he sail a bottle after me, then drag me and start to beat me.” At this juncture, Mathews asked the Court to allow him to compensate the victim. But Senior Prosecutor Adolphus Delpleche, who was at the Bar Table, responded sharply, “You can’t pay for eye.” The medical report revealed that the victim’s right eye was swollen, and she told the Court that she was unable to see from it. “Put me on bond,” Matthews requested, as he continued to beg for leniency. But the Magistrate responded, “Without seeing your record, this is something I am going to put you on a bond for?” Burnett contended that violence against women was a topical issue, and women depend on him to do something about it. “Some of them (men), they treat their women
like dogs, and come to Court and talk about compensation and bond,” he vented. Prosecutor Delpleche then made a strong case for a custodial sentence. “My honour, what manner of a man can illtreat his woman until she cannot see from her eye?” the Prosecutor questioned. He noted that unlawful and malicious wounding carries a maximum penalty of seven years
imprisonment in the Magistrate’s Court. Turning to the defendant, Delpleche blurted, “You are a wicked man. My honour, I am recommending a custodial sentence…. It is barbaric to be treating a woman like that.” The defendant stared blankly, as it became evident that he would have to come to grips with a prison sentence. But the Prosecutor continued, “You think we
live in the Stone Age. You are a beast.” Matthews had three previous convictions for offences of a similar nature. When asked whether she wanted Mathews to go to prison, Haywood replied, “Well, yeah.” Burnett outlined the nature of abuse, the wide difference in ages of the defendant and the victim, Matthews’ record of a similar nature, the abuse of women by men,
and the fact that the court had to send a message to society at large. He found no mitigating factors in relation to the offence, but Matthews’ guilty plea at the first available opportunity earned him a one third discount on his sentence. After applying the sentencing guidelines, and doing the calculations, Burnett arrived at a three-year sentence.
Magistrate - “Straight up, I don’t believe.” TERRANCE TOBY ON Tuesday, failed to convince Senior Magistrate Rickie Burnett that he stole a quantity of mangoes valued at $200, because he was hungry. “I am telling you straight up that I don’t believe that,” Burnett told the 40-year-old man. However, when the Magistrate further questioned Toby about the mangoes, he told the Court, “I was going to put them up to rip, and sell them. Some were ripe, and some were green.” “You know, Mr. Toby, there is a serious problem where farmers and owners are competing with people like you,” the Magistrate told the defendant. Toby had pleaded guilty to stealing a quantity of mangoes valued at $200 from Donald Findlay of Kingstown. The court heard that Findlay was the caretaker of a property at Arnos Vale, owned by his brother Winston Findlay, who resides in the British Virgin Islands (BVI). The property is secured by a concrete fence and equipped with CCTV cameras. The virtual complainant, on several occasions, had warned Toby whom he knew, about picking the mangoes. On September 7 around 8pm, the complainant checked the CCTV footage for the day, and saw Toby picking the mangoes at about 6:18pm. The matter was reported to the police who visited the scene,
and viewed the footage. They carried out further investigations, resulting in Toby being arrested and charged. The Senior Magistrate ordered that Toby pay compensation in the sum of $200 by October 30, or go to prison for three months. He was also bonded for one year. In breach, he would have to pay the court $1,000 forthwith, with an alternative of six months behind bars. After handing down the penalty, Burnett warned the defendant sternly to ‘Stop thief!” Toby had no previous convictions.

Meanwhile, the Serious Offences Court presided over by Chief Magistrate Rechanne Browne, will resume sitting on Monday, September 21, after a one-week closure.

Miller, who is charged with recently entering a storeroom at Campden Park belonging to his sister, and stealing household items to the tune of thousands of dollars, had entered a guilty plea, but after hearing the facts, and from the defendant’s sister, Burnett concluded that the matter was a case for mental evaluation and did not record the plea.
“I am no doctor, but something seems to be wrong with you,” the Magistrate told the defendant before making the order, adding “For the time being, I am not going to record a plea from him.” A report from the Mental Health Centre must be submitted to the Court by September 30. The matter was adjourned to October 5.

Eighth ICODE 784 Competition launched

There is also a chance for an outstanding ‘startup’ to take part in an event called 4YFN (4 Years From Now), hosted by GSMA in Barcelona, Spain, in March 2021. The opportunities, as per the above, are afforded by this year’s National Telecommunications Regulatory Commission (NTRC) eighth Annual ICODE 784 Competition, which was launched on Tuesday at the NTRC Headquarters, Kingstown. Students/persons have until September 25 to register for the Competition. As has been the case in the past, the competition will unfold in various categories: an Open category, a Secondary Schools Mobile App Category and a Secondary Schools Ideas Category. Preliminary judging begins on October 13, and the final in each category is scheduled for November 10. Speaking at last Tuesday’s launch, NTRC’s Consumer and Public Relations Manager Rhea Lewis gave some details about what the Competition entails. “Participants are expected to conduct research at private or public sector agencies in which they are proposing the changes to be made, and explain what makes their project innovative,” she explained. Students are encouraged to work in teams of two to four persons. Those selected to the finals will show a working prototype or model of their mobile application. Are ‘Sympathy Votes an issue? THE VINCENTIAN, on decision of the Editor, did not carry a report of Prime Minister Dr. Ralph’s Gonsalves’ disclosure about the health of his wife Eloise and son Adam. We took the decision even in light of the ‘right’ of citizens to be informed about causes for celebration as well as causes for concern as they relate to, in essence, the first family’ of our state. Further, the decision was predicated on our not wanting to be a part of fueling something we knew was going to ignite mixed feelings and, given the current politically charged atmosphere in the country, one that would weigh heavily and fairly or unfairly against the Prime Minister, resulting in him being pronounced “guilty” of trying to woo sympathy votes. It is on that score, the question of sympathy votes, that we would like to point this discourse. Does grief really sway voters? Can a freak tragedy somehow make a candidate more appealing? Can word of the state of ill health of the spouse of a candidate work in that candidate’s favour? Absolutely, at least in the short term, but whether that can translate into support on the actual day of voting is another question. Reference to Pakistan’s 2008 general election is worthy of reflection. In that case, the act that attracted ‘sympathy’ was the worst that one could get. Benazir Bhutto, leader of the Pakistan People’s Party, was assassinated while campaigning in December 2007. News reports predicted that her death would determine the electoral outcome. And it seems so; her party won the election with her husband at the helm. But that reading was misleading. Data gleaned from a poll conducted in November 2007, just before her assassination, indicated that at that time her party was leading with 30% of the voters canvassed. In Bhutto’s case, her party won with the same 30% of the votes as per the pre-election poll. The conclusion therefore: sympathy or sympathy votes ultimately made no difference in the race. Pakistan reference or not, relying on sympathy votes to win an election, if any party is that gullible, demands a strategy that digs deep into the feelings of voters and takes advantage of those feelings. This, sadly, could come at the cost of misleading the electorate by painting a bad image of the government, or painting a bad picture of the opposition party. Analysts call that cheap popularity. In our situation, there has not been any public showing of support by those directly affected. The question in the circumstance becomes: Can the party who is branded as ‘sympathy votes catchers’ win over hearts with this disclosure? And while we are wont to continue to label such acts as bad acts on the state, those who do so and the public at large must open their eyes to realize that people are looking for fame and not meaningful policies and positions to win an election. The trend of bad mouthing using social media platform with all sorts of misleading misses about government on the one hand and those aspiring to government on the other, hinders the public from seeing, and from being better informed about the actual opportunities that exist in and the benefits to be derived from government. We should be able to identify those from both the incumbent and opposition, who use misinformation, propaganda, and selfvictimization tactics, as opportunity seekers who do not deserve to be our leaders. To be misled by what is perceived as an act entreating sympathy in an election, is to fall prey to distraction. No side gains in the long run.

Postal chaos & incompetence!
FOR SOME TIME NOW, the SVG Postal Service has refused to handle both incoming and outgoing international mail, citing the virus situation and the demise of LIAT for this situation. All of this was some weeks/months ago and when the Postal Service first made this declaration. I was prepared to accept this until they could make alternative arrangements to do their job! However, this situation has now been dragging on for months with, it appears, no incentive on behalf of the Postal Service to remedy the situation and offer a solution and overseas service.
When you approach the staff and ask when international services will be resumed, all you are met with is the LIAT excuse, blank looks and a shrug of the shoulders. I would have thought that whoever has overall control of the Postal Service would have the astuteness and intelligence to have resolved this problem in the past many months it has been suspended. But this seems to not be the case. This means that I, and I am sure many like me are greatly inconvenienced by awaiting the receipt of overseas mail, and also
not being able to send out overseas mail due to this total lack of customer care, negligence and a could-not-care-less attitude by the Postal Service. In my case I have had to resort to the services of both Fed. Exp. and DHL for these services, at a greatly increased cost. If, as it seems, the head of the Postal Service does not have the foresight to resolve this situation, I, as a layman, would offer the following solution. Why can’t the organisation arrange for one focal point to receive all international incoming mail destined for SVG (let’s say Barbados),

We start thinking that we want to do good for ourselves or others, or sometimes we just think that we can do “it” better so we should get involved. The process of involvement takes many forms, but the goal is usually the same, i.e. trying to make our lives and others around us better because you have lived. It is disappointing to listen to how we are attacking each other as we enter this election cycle. The venomous personal attacks launched at each other during the process of trying to convince the people to vote for us versus them, is unbecoming a turnoff. The low blows delivered by both political parties and their surrogates serve only to divide the country and
will make governing after the election difficult or near impossible. I am calling on the Christian Council of Churches, or some other National Social Organizations, to organize a summit as soon as possible, to bring together the leaders of all parties participating in the upcoming election to develop a set of standards and a code of ethics, for how they will behave during the election campaign. There is no room in our election process for ‘women shaming’ or baseless accusations of stealing. To the NDP surrogates: You might not like how the government allocated the resources of the country or which projects they choose to invest in, but we should not take a leap from that to insinuate that persons in government are stealing. If you have facts to prove such allegations, we have
a system of justice for that. Use it. As for the ULP: You are not showing the leadership and maturity you claim for yourself when you choose to list all of an opposition candidate’s legal names at a rally. That was totally uncalled for and can only further our continued general disrespect for women in our country. After all, if men were required to change their names after every marriage, we would have a similar situation in the ULP. Enough! Let’s compete for votes based on ideas. Analysing ULP’s narrow wins WE ARE AWARE that general elections will soon be held. The Unity Labour Party (ULP) is seeking a fifth term. While they are optimistic about ‘five in a row’, we know that elections are not won until the day of the elections. Only time will tell. It would serve the ULP well if they accept that they have been their biggest enemy. In the two Elections, the ULP managed victory by a one seat majority. This was so because many of their supporters stayed home, as evidenced by the seats that they lost by small margins. Many would have stayed home because they had unresolved issues, to which the representative or caretaker never gave attention. Many of the representatives or caretakers’ ears were not on the ground and for some, they
simply did not listen. In short, many supporters felt abandoned and neglected and as a result, they stayed home. I am afraid if supporters stay home once again because of unresolved issues, the ULP could be in for a rude awakening. It is a known fact that a large percentage of persons vote the ULP because of Ralph Gonsalves. Whenever the Comrade calls it quit, it is believed that the ULP will make a downward slide and the opposition party will have a very good chance of winning. Women in parliament WITH ALL THE TALK ABOUT how we need more women involved in politics and therefore more women in Parliament, I think the recent Jamaica elections gave us something to chew on. In the September 3, 2020 Jamaica elections, 18 women were elected Members of Parliament. That is 18 out of 63 members, an impressive 28.5 percent. I don’t have the statistics, but I want to
stick my head out and say this is the highest percentage of women members of parliament anywhere in the Englishspeaking Caribbean. By the way, 14 of those 18 are from the incumbent and victorious Jamaica Labour Party, and 4 from the opposition People’s National Party which, as a note of interest, gave Jamaica its first and only female prime minister to date - Portia Simpson-Miller.
Our situation in Vincy seems far from the Jamaica situation. From what I discerned from your front page article of last week, we will be lucky if we get one female elected to Parliament at the next general election. Vote for Black generational wealth I AM CALLING the black, poor powerless and disrespected population of SVG to vote for black power in the upcoming general elections. It is a proven truism that wealth, power and respect are linked together. Interestingly, the black population of SVG has none of these in their native land. In fact, across the world, black populations are poor, powerless and highly disrespected. Some even consider the black population as
a defective breed. Now, we see Black Americans rising up to demand their rights. SVG is a classic example of a black, poor, disrespected and powerless population, which is moving into deeper poverty while a minority of others dominate commerce and economic opportunities. Vincentians must embrace the reality that wealth is power and power commands respect. As a black people, we must demand political policies that guarantee
black generational wealth. We must vote out black traitors who sell themselves to the highest bidder. I’m saddened to witness the replica of the wrongs inflicted on our ancestors being driven by our current black parliamentarians. High unemployment, a lack of opportunities, poor investment choices, a failing economy and an increasing trend of young people leaving our shores to get a job but that is not real leadership. Real leadership means creating an environment here in St. Vincent and the Grenadines for our young people to build a brighter future for themselves; where every Vincentian has the same opportunities to succeed, no matter their age, gender or colour of their party card. This is a reality that can only be realized with a Dr Friday-led NDP government. Over the years, the ULP has promised a new hospital, a new arts facility, a new national stadium. None of these has been delivered. Ralph and the ULP have a history of broken promises. When they do, cast your mind over the past five years and ask yourself: Where have they been for last four and a half years. The ULP only appears when they want your vote. They will do and say anything to win, but won’t deliver after elections. We cannot afford another five years of broken promises and inactivity. It is time for change. It is time to give Dr Friday and the NDP a chance to provide real leadership and build a brighter future. The NDP has a plan to deliver for the people of St. Vincent and the Grenadines. A plan that will create jobs and opportunities for our people; everybody who wants to work will be given that opportunity. This means that more people will be able to pursue careers here in St. Vincent and the Grenadines and be able to build homes and provide for their family. We have a long-term vision for St. Vincent and the Grenadines that will bring new tax free, debt free investment into our country through a CBI programme, thus creating jobs and opportunities for the growth of our economy. Our regional neighbours in countries such as St. Kitts and Nevis, St. Lucia and Antigua have thrived with the implementation of CBI programmes. It is time we begin our development. This election, you will decide the future of St. Vincent and the Grenadines. You will choose between more of the same political inactivity, where unemployment is rife, or a brighter future where young people have the opportunity to build a career and thrive here in St. Vincent and the Grenadines. Make no mistake about it, this election is your one-time opportunity to secure lasting change that will have a real impact on your lives. Your vote is more important than ever. Plans for South Leeward My plan for South Leeward is focused on creating jobs in the constituency. We need more jobs so that everybody who wants to work can, so as to help them provide for their families. Along with other initiatives that will get people back to work, we will create jobs in the factories at Campden Park, build a food processing plant at Penniston for local fruits which often go to waste, and reinvigorate our fishing sector, especially at Clare Valley. Tourism will also play a major role in creating jobs and investment in South Leeward, to help provide growth to both existing and new local businesses. That is why we will launch a new campaign to attract more tourists to the area by building a boardwalk to the north of the beach at Questelles, and construct a cable car system at Vermont so everybody can enjoy the spectacular scenery we have to offer. With more tourists, there will be more opportunities for local vendors to sell goods and services, helping to create more jobs, as well as those that will be created in constructing these significant projects for South Leeward. Under the ULP’s leadership, our farmers have been neglected for nearly twenty years while the minister poses for photos. We will provide real support with assistance for mechanized equipment to increase productivity, and provide technical advice on producing high value crops. This will mean our farmers can improve their produce and sell these on bigger and better markets, that an NDP government will help establish. If we want to increase tourism and trade within South Leeward, we must also fix our roads. Our local roads are in an appalling condition and have been abandoned by the ULP. We will complete the roads which have been left abandoned since the last NDP government. We will definitely rehabilitate the Paradise mountain road to open up agriculture and tourism opportunities for the people of Vermont. With properly maintained roads, people can once again drive safely and prevent unnecessary damage to their vehicle, which causes more bills for drivers. Our local homes need protection from natural disaster and climatic conditions. That is why we will dam the Buccament River not just as a defence from flooding, but also to be used in an irrigation system for our farmers. We will build affordable and quality homes for South Leeward. Our plans include the construction of a complex of thirty affordable housing units at Chauncey. This will not only create jobs in construction but help build an environment for our young people to start a home of their own. With your support we can make our great country a much better place.

Justice and Humanity
Who offers comfort and hope wins

EACH ELECTION CYCLE brings out the best and worst in each of us. It is the time when the major parties and their supporters demonstrate love, care and concern towards the electorate, especially the poor. It is that period as well when the poor and needy capture the attention of those in power and those aspiring for power. If they are to get anything from politicians, the time is now. Sadly, the election season also brings out the worst in most of us. We can expect to hear whose mother slept with the devil as well as things we did which we know we have never done. Most often, the poor are the pawns and puppets. They, especially our women, are used to carrying the parties on their backs and in their bellies. During election time, our women are used, abused and exploited and then neglected and discarded. They benefit the least. All to often, divisions are taken to new heights, and people disregard their neighbours and family members all in the name of partisan politics. To paraphrase Peter Tosh, as we beat up and shoot down our black brothers and sisters, we tend to forget that most of us are from one race and came from the same place: Africa. Sadly, we neglect to hold strongly to the things that bind. One cannot be sure who is guiding the campaigns of the respective parties. One thing is certain, much of their propaganda is misdirected and misplaced. The NDP continues to direct its aim of fire at Ralph Gonsalves, while the ULP takes Vincentians back to the 17-year-old record of the NDP years of government. People know Ralph Gonsalves, and there is little else for the opposition to say about him. Vincentians either like him or hate him. Therefore, the scorched earth concentration on him will not bring the rewards the opposition is hoping for. As we saw in the previous elections here, or in the 2016 elections in the USA, the concentration on the leader rarely if ever gains the desired result. NDP, like the democrats in the US, maybe making the same error by their over-concentration on Gonsalves and Trump. People are won to your side through their heads, heart and or stomach. You give them bread, or you feed their soul. You make them happy or you give them hope. The ULP must remember that for about 25 percent of the population, those between 5 and 25, all they know is ULP governance. The party is directing its efforts at the youth, but will the youth be impressed with its record since the turn of the century? Young people were told to embrace education and thousands have done so. They now sit for and pass 7 to 10 CXC subjects. Thousands of them remain unemployed. The PRYME initiative is useful and benefits young people, but will it have the reach? Does the party believe that most young people think that they have an opportunity to access these funds? Further, PRYME is not new. It is the recycled policy from the ULP’s first term when the government offered up to $15,000 to young entrepreneurs, mainly women. It will make an interesting study to see how
CITIZENS ARE CONSTANTLY LOOKING toward the leaders in society (especially political leaders) for evidence that they are bastions of justice and humanity. This is especially true in relation to teenagers and young adults who always appear to be on the lookout for positive role models. These young minds are forever seeking statesmen and stateswomen that they can respect and look up to. They detest those who display arrogance and “wear their power on their sleeves”, anticipating that their constituents would worship them as they possess their hallowed thrones. They admire those whose utterances and actions are noble; those who demonstrate justice and humanity. The word justice is derived from the Latin word “jus”. It means right or law and is often considered to be synonymous with “fairness”. Throughout history, philosophers, theologians, sociologists, and members of the legal fraternity have defined justice as the proper ordering of people and things. Historians concur that all cultures, religions, and races have had relatively clear understanding of and appreciation for justice. They realise that justice is a critical component in creating and sustaining productive societies. Justice is akin to the glue that holds societies together; keeping societies strong. The absence of justice (and the perception that laws are for some and not for others) is likely to result in anarchy unless governed by a dictator or despot who convinces a people that right is wrong and wrong is right. However, healthy democracies make sure that true justice is enshrined throughout the fabric of society. All people, regardless of their political allegiance, race, or religion must be made to abide by the laws. Fairness must be evident in the leaders in the society and those privileged to ensure that the laws are adhered to. They should never be seen as being above the law. The society must never cower or cringe to hold all citizens accountable to the laws that govern behaviours. This includes those individuals in leadership and management positions as well as those who are categorised as “more lowly” (no offence meant). The laws must apply across all walks of life. The concept of justice must be built on a foundation of balance and equity. There must be an appreciation of what is deemed right, fair, and proper. The society must conclude that everyone deserves equal and impartial treatment. In the absence of this, society (or subsets of society) could easily sink into anarchy and/or vigilante-type justice. Such undesirable behaviours will dismantle the fabrics of society. Vocabulary.com notes that “Humanity is the human race, which includes everyone on Earth. It’s also a word for the qualities that make us human, such as the ability to love and have compassion, be creative, and not be a robot or alien.” The word
originates from the Latin humanitas and denotes “human nature, kindness”. Humanity is portrayed through our compassion, empathy, sympathies, politeness, benevolence, tolerance, and generosity. These demonstrate the quality of our being human and can amply be described as the flowers of our humanity. Such demonstrations of humanity should be displayed and encouraged by our citizens on a regular basis. We are assured that opportunities to do so confront each of us daily. Our talents, time, and material possessions can so often be used to lighten the load of those around us. These humanitarian acts build bonds of friendship and can often bridge the divide where differences would have created chasms. As Bishop Desmond Tutu (born 1931) reminds us, “My humanity is bound up in yours, for we can only be human together.” He would have known this to be true as he brokered the peace and reconciliation processes in the postapartheid South Africa. Civilised societies are expected to demonstrate justice and humanity. Today, our society is crying out for these. The print and electronic media provide ample evidence of jaundiced justice systems that appear to favour certain segments of the society based on nationality, ethnicity, skin colour, class, gender, sexual preference, social status, and so on. Many examples can be provided for each of the categories identified here. This is grossly unfair. All people should receive justice under the law. Justice must never be seen to be blind or “cokey-eyed”. It must be perceived to be fair. It takes moral courage to be an advocate for justice and humanity whenever these appear to be missing. It requires courage and selflessness to stand up and stand out for justice and humanity. Ralph Nader (born 1934), the American activist, says it well when he advocates that, “Moral courage is the highest expression of humanity.” However, within recent times many around the world have become familiar with the invitation to engage in “good trouble”; an expression made popular by John Robert Lewis (1940-2020). Lewis knew what it was like to be discriminated against and to be disenfranchised. He experienced injustice in an American society that boasts of creating opportunities for all. However, his commitment to justice and humanity never faltered. He remained steadfast to the principles of honesty, decency, and non-violent strategies for encouraging fairness and equity. Like Martin Luther King Jr. (1929-1968), Nelson Mandela (1918-2013), and Desmond Tutu, John Lewis will be forever remembered as that gentle giant that advocated justice and humanity. many of those recipients grew that loan into a thriving business. It is unlikely that the 2020 elections will be decided on what the NDP did between 1984 and 2001. PM Gonsalves is fond of telling supporters ‘if you think government hard, try opposition.’ It is a kind of reasoning that the party should abandon. Only the most diehard supporters will be swayed by it. Those who are unemployed, those who supported the party for one reason or the other, should and will frown on that kind of reasoning. A young unemployed person who left school at 18 and is now 27 years old will not buy that argument. What do they really have to lose? The best argument the ULP has going for it is that when all is said and done, people seem reluctant to dip their finger in the yellow ink. But the opposition has gained a lot of ground since 2001. It has moved from 23,000 to 32,000 votes since 2001, while the ULP moved from 30,000 to just over 30,000 votes. It moved from 3 constituencies to 7. The NDP continues to contend for power. Can it climb to the top of the hill this time around? The NDP argument that Labour is not working, if properly packaged and targeted, could resonate and tip the scale away from the ULP. Therefore, it may be tempting for the ULP to go after the youth vote at the expense of other sections of the voting public. However, this tactic could backfire since the Party’s biggest failing relates to youth employment. With more than 40 of young people, the largest section of the population unemployed, the party will need much more than rhetoric to win the youth vote. Add to this that youths are the most difficult section of the population to get to the voting booth. The neglect in constituencies especially North Leeward, South Leeward and North Windward may also negatively impact on the party’s chances to win more seats to parliament. It is however, a tribute to the party’s effort and achievements, or more so to the failings of the opposition that even in a 5th term, the ULP remains formidable and could even increase the number of constituencies it wins. These elections will be decided on bread and butter issues. Our attainment of a seat on the UN Security Council, the construction of the international airport at Argyle, the Rabacca bridge as well as the schools that the ULP built over the last 20 years,2 will have little or no effect on how the electorate, particularly independently minded people vote. NDP demands a ULP apology for vile act

what it said was a disgraceful act by the Unity Labour Party (ULP), to film an election advertisement in the Kingstown Cemetery. The short video, which was released on Facebook, featured Cultural Ambassador and expressed supporter of the ULP Rondy ‘Luta’ McIntosh, along with young volunteers of the ULP, going through the motions of filming a burial at a prepared gravesite. The NDP in its release said that the volunteers donning ULP red berets ‘ “are then seen stepping over recent graves for the filming.” The casket supposedly being readied for lowering into the grave was noticeable yellow. Given what they deem to be a despicable act, the NDP has demanded an apology from the ULP. ‘Focus on the NDP’, PM tells Christian Council PRIME MINISTER and Leader of the Unity Labour Party has told the St. Vincent and the Grenadines Christian Council (SVGCC), and by extension the National Monitoring and Consultative Mechanism (NMCM), that the opposition New Democratic Party (NDP) will not accept the general election as being free and fair, unless it is victorious. This and other advice, most related to the NDP, was contained in a letter penned by the Prime Minister and addressed to Monsignor Michael Stewart, Chairman of the SVGCC. The Prime Minister’s letter, it appears, was in response to a letter he had received from the SVGCC, the contents of which THE VINCENTIANAN is not privy, and to which the Prime Minister made no detailed reference. In reiterating his commitment to the “conduct of free and fair elections, democracy, and good govern,” the Prime Minister chided the
SVGCC for not recognising that “nothing has been done by the GOSVG to cause any reasonable, unbiased person to have any doubts about the integrity of any general elections under my watch.” And in acknowledging that in a world of “advanced science, technology, and the opportunity to garner a sufficiency of election resources in, among, and with, a small-sized electorate,” he posited to the SVGCC that “it is possible legally to have general elections other than “free and fair,” citing actions such as hacking, snooping, intercepting, or bugging one’s opponents’ telecommunications; threatening or carrying out acts of violence against political opponents; creating and disseminating locally, regionally, and globally fake news or defamatory material against political opponents and so forth, as means to this end. In that light, Prime Minister Gonsalves called upon the SVGCC to “direct its
attention not merely as “concerns” but as direct threats to free and fair elections, democracy, and civilised life and living, and urged the august body to reflect on the opposition New Democratic Party (NDP) since the 2015 general elections. Towards this end, he referenced: * The refusal to accept as legitimate, free and fair, the results of the 2015 general elections despite the judgment of Justice Stanley John in the High Court of Justice; * The public protest organised and led by the Leader of the Opposition, Dr. Lorraine Friday, on the very day of the High Court’s dismissal of the two NDP petitions. Antigua/Barbuda mourns for King Swallow
HE IS A BELOVED SON of Antigua and Barbuda but, in a broad sense, he also belongs to the Caribbean. Such was the reach of Sir Rupert ‘King Swallow’ Philo, calypsonian exrtraordinaire, who passed away in the company of his family at his home in Antigua and Barbuda, on Friday 11th September, 2020, after a prolonged battle with kidney disease. He was 78 at the time of his death. King Swallow’s death, according to one view, brings closure to an era when he, Short Shirt and Obstinate dominated the calypso scene in Antigua and Barbuda and the region.
And during Obstinate’s sojourn in the Virgin islands, the rivalry between King Swallow and Short Shirt is said to have elevated the standard of Antigua’ calypso to a level on par, if not higher than that of anything else in the region. As expected, tributes bored in from across the region and beyond. He was as loved and revered as a person as he was for his calypso recordings and live performances. Known the world-over as King Swallow, Rupert Philo was born on February 14, 1942, in a rural community known as Willikies. He is considered to be one of Antigua and Barbuda’s
greatest gifts. He made his formal entry into the competitive world of calypso in 1962 in his native Antigua and Barbuda. The records show that he placed second runner-up. Since then, he has won the National Calypso Monarch title in Antigua and Barbuda on four occasions (1973, 1977, 1978, 1985) and five Road March titles (1972, 1973, 1975, 1983, ’and 1984). Through what would have been effectively a journey of five decades, King Swallow is known to have created a frenzy wherever he performed with the spicy lyrics, and vibrant, fiery and
pulsating rhythms of his soca hits such as: ‘Don’t Stop the Party’, ‘Fire In The Back Seat’, ‘Party in Space’, ‘Subway Jam’, ‘Satan Coming Down’, ‘I Want To Wine On Something’ and ‘Soca Kingdom’. This, to some degree, might have overshadowed his equal mastery of social and political commentary as testified to by gems such as: ‘Dawn of a New Day’, ‘One Love One Destiny’, ‘Rise Antigua Rise’, ‘We Marching’ and the immortal ‘Man to Man’. But there was an even more telling side to his volume of work. Swallow was an apologetic supporter of Vere Cornwall Bird and the

The Antigua Observer Newspaper reported that King Swallow was visited in July by a party that included Prime Minister of Antigua and Barbuda Gaston Browne, Swallow’s arch rival in competition Sir King Short Shirt, popular radio personality Kenny Knibbs, steelpan musician, composer, and arranger Khan Cordice, and Sports and Community activist Luther Lee. The academy installed an off-grid photovoltaic system consisting of 72 photovoltaic panels producing a total of 18 kWh that can be stored in 120 batteries with a total capacity of 156 kWh. To be able to fully charge the batteries for longer, the energy system was upgraded to 48 more solar panels producing another 13 kWh.

RVA’s kitchen and most of the bathrooms have hot water sourced from solar energy. Room temperature water flows from the water tank to the solar collector where it is heated and then returned to the hot water tank. Hot water can then be drawn on demand from the tank to the showers and sinks in the kitchen. Stina Herberg, director of RVA, welcomed the award saying: “This project and the resulting award show what can be achieved when we approach climate change response with a long-term objective in mind. It is hoped that the success of the Richmond Vale Academy in the execution of this project and the prestige associated with the award will inspire other organisations and entities, locally, regionally and around the world to explore ways of reducing their impact on the natural environment.” Herberg expressed appreciation to the entities and individuals who assisted in the execution and upkeep of the project. A&E services resume at MMDC
THE ACCIDENT AND EMERGENCY DEPARTMENT (AED) of the Modern Medical and Diagnostic Centre (MMDC) located in Georgetown, was reopened for service at noon on Thursday, after the Centre was closed temporarily on Wednesday. A release carrying the letterhead National Emergency Management Organisation (NEMO) and dated September 16, had advised that the AED of the MMDC was to be closed to allow for the sanitization of the department, following the discovery in that area, of a person known to be COVID-19 positive. Farmers’ organisations building capacity THE INTER-AMERICAN INSTITUTE for Cooperation (IICA) has completed the first part of a capacity building training exercise with two farmers’ organisations in St. Vincent and the Grenadines, under a multi-country project that it is implementing. The two recipient groups were: the South Windward Farmers in Action Producers Cooperative Society (SOWAPCO) and the St. Vincent and the Grenadines Beekeepers Association (SVGBKA). In the first component of the project, both groups were engaged in training activities designed to build the internal structures of the organisations so as to improve their capacity to effectively represent and provide the services required for their members. The training activities were preceded by thorough organisational capacity assessment exercises to identify the areas of strengths and weaknesses in the organisations, within the parameters of governance, management, human resources, financial resource management, service delivery and external relations. A five-week training programme was then implemented to address the areas of weaknesses identified by the assessment exercises. These were implemented — within the context of the challenges posed by the COVID-19 Pandemic — through a mix of virtual and face-to-face forums. Mr. Checzley Scipio, Vice President of SOWAPCO in commenting on the training activities, commended the support organisations and facilitators for the training interventions,

POLICE ARE INVESTIGATING A MOTOR vehicle collision that occurred on Friday September 11, 2020 between 3:40pm and 3:42pm at Casson Hill, extending onto the Arnos Vale public road. According to investigations, motor
vehicle HD520, a Mitsubishi 26 seater school bus driven by Morton Neptune of Byrea was travelling from Kingstown to Georgetown with a number of students from various Secondary Schools in Kingstown. There was a buildup of traffic and upon reaching Casson Hill the traffic came to a standstill. As a result, the driver reportedly attempted to apply brakes but to no avail. In light of this, his futile attempt to stop the vehicle resulted in motor vehicle HD520 colliding with eleven (11) motor vehicles until it eventually stopped in the vicinity of the Sunrise Supermarket in Arnos Vale. Seven (7) persons sustained minor injuries. Some vehicles received slight damages while other vehicles were extensively damaged. The scene was visited by the police and the motor vehicle inspectorate. Motor vehicle HD520 was reported to have experience mechanical failure. The Royal St. Vincent and the Grenadines Police Force (RSVGPF) wishes to advise owners and drivers of motor vehicles to check and service their vehicles regularly to avoid any unforeseen accidents/incidents. Taiwanese motorcycles for RSVGPF THE ROYAL ST. On Thursday September 10, 2020, Resident Taiwanese Ambassador, His Excellency Calvin C.H. Ho, handed over the two (2) new, white Yamaha (900CC) motorcycles to Commissioner of Police Colin John at Police Headquarter. The motorcycles were manufactured in 2020. Butler stands in his first CPL Final VINCENTIAN DEIGHTON BUTLER achieved yet another milestone in his umpiring career when he stood in his first Caribbean Premier League (CPL) final. That 2020 final, involving St. Lucia Zouks and Trinbago Knight Riders, was played at the Brian Lara Cricket Academy, Trinidad, September 10. Butler made his debut in the CPL this year, following strong performances in West Indies regional tournaments. In 2019, he was selected by Cricket West Indies for an exchange programme that facilitated him officiating in first-class matches in Ireland. The former West Indies fast bowler, a member of the CWI Senior Umpires Panel, is also the holder of the Level 2 coaching certificate and has successfully coached St. Vincent and the Grenadines Under-19 and senior teams in Windward Islands tournaments.
Butler also serves as an executive member of the SVG Cricket Association (SVGCA). He expressed delight at being given the opportunity to officiate in the CPL finals. “I was elated to be appointed for the finals, and felt proud that I have flown the Vincy flag high in the tournament,” said Butler. He went on, “My goal coming into the tournament was to display a high standard of officiating and be an asset to the team, but to be appointed for the semifinals and finals is hugely humbling.” Butler also expressed gratitude to his supporters. “I am grateful for the overwhelming support I have received from my family, SVGCA, SVG Cricket Umpires Association, my CPL colleagues, and all other well wishers,” said the 46-year-old from South Rivers, St. Vincent. Miller pleased with rounded Breaking the norm achievement ---THESE ARE THE TIMES of the new normal, so things we once assumed as normal have come out of the way. That includes this version of the Vineyard. This a sport column, so I won’t be surprised if readers get lost. This is a tribute to Toots Hibbert, the founder of the group known internationally as Toots and the Maytals. He created that trio with two of his friends Raleigh Gordon and Jerry Mathias. Even after the others abandoned the journey, Toots persisted to the end. He died last week Friday aged 77. He may have been a sporting icon, but from the time one came attached to Toots and his music, there has been an indelible impression on me. His productivity was proficient. The list of songs which endeared him to the world is simply astounding. Toots lit the airwaves from early in the 70s. He became a favourite for there is something captivating about his voice and his compositions. Toots acknowledged his role as prophet and was never cocky about it. In fact, his humility has been a hallmark of his existence. He continued with his prolific creations and seemed to go from strength to strength. Perhaps the number 54-46 is one of his signature productions. ‘Bam Bam,’ may have kickstarted his career, but the number ‘Do the Reggae,’ is said to be the song which defined a musical genre. His hit songs are numerous embracing a wide area of philosophy and style. But there is something perennial about his compositions. Toots put his soul into his productivity, so no matter when they were made, the songs stand relevant, pertinent and real up to today. Like any Caribbean man, more so those gifted with extraordinary talent, Toots had to endure his share of oppression. But he never made any obstacles hinder his path to fulfilling a righteous agenda. He will have travelled the ‘Country Road,’ over an extended period, and even warned about some “Careless Ethiopians.’ Toots was one of the spontaneous kinds, and his performances reflected that type of agenda.
