R.C Deacon wounded in daylight shooting

by DAYLE DA SILVA AS OF WEDNESDAY AFTERNOON, shooting victim Rev. Ancel Knights, a recently ordained Deacon of the Roman Catholic Church, was said to be warded at the Milton Cato Memorial Hospital (MCMH), following surgery to locate and remove a bullet from his abdomen.

Police confirmed that Rev. Knights was shot some time on Tuesday, December 31 in the Golden Vale area, in

what appeared to be robbery attempt.

Unconfirmed reports said that four shots were fired.

Circumstances surrounding the shooting are not clear; however, THE VINCENTIAN has been informed that one of the bullets grazed his head, one went astray, one entered his abdomen but exited and the other remained lodged in his abdomen.

Rev. Knights was transported by privatelyowned vehicle from the

Criminal responsibility moves to age 12

MEMBERS on both sides of the House joined in support of a Bill that moves the age of criminal responsibility from 8 to 12 years of age, at the December 27 meeting of House of Assembly/ Parliament.

“Under the current law, it shall be conclusively presumed that no child under the age of 12 can be guilty of an offence,” Stephenson continued.

The CJC and Procedure Clause 6 of the Act refers to the setting up of a Child Justice Committee (CJC), comprised of a magistrate, minister of religion and two social workers, which will be responsible for exercising the powers and discharging the duties under the Act. And under Clauses 8 and 9, provision is made for the setting up of assessment centres, and a safe and secure residential facility for young offenders to be kept for evaluation or rehabilitation.

Once a child is notified to attend the initial inquiry, whether through apprehension, summons or written notice, he/she will then be assessed by a designated, trained officer, and a report completed and submitted to the DPP prior to the initial inquiry.

The information contained in this assessment will not be admissible in court.

With regard to the proceedings that follow, the Act allows for it to be informal, involving the child and parent, the officer who conducted the assessment, the DPP and a lawyer.

The CJC, though, is empowered to decide on diversions, i.e. where children accused of committing offences are removed from the court and taken to an informal hearing; or if the child will be referred to stand trial.

The New Act repeals corporal punishment for children and life sentences shall be imposed.

According to the Minister, the Child Justice Bill provides for all persons under the age of 18 who is

alleged to have committed a crime; includes anyone who attains the age of 18 before the proceedings that were instituted against him or her have been concluded; and for individuals over 18, but under 21 on the direction of the (DPP) in special circumstances outlined in the Act.

Financial Support Minister Stephenson did not shy away from informing parliament that there were financial arrangements that had to be in place in order to ensure smooth and effective implementation of the new law.

The Minister assured the Parliament that his staff and staff of the Ministry of Finance have been

in discussion with respect to this requirement.

Opposition Senator Kay Bacchus-Baptiste also spoke of the cost associated with the changes made to the legislation, referring to, inter alia, the provisions as per the setting up of assessment centres and residential areas for accused children, and training of persons.

“So unless the next thing that the government does is to create the policy for the Act to work, then this will all be in vain,” Bacchus-Baptiste said.

Back in June 2015, a girl, then 12-years-old, was arrested and charged for causing the death of a 15year-old.

She was found guilty and sentenced to 12 years in prison in December 2016. (DD)

Drivers more responsive STATION Sergeant Parnell Browne has attributed a fall in traffic-related accidents as the response by drivers to efforts of the RSVG Police Force Traffic Department.

He made the assessment yesterday, Thursday January 2.

There were 856 reports of vehicular accidents for 2019, compared to 988 in 2018.

There were four deaths on the road in 2019, a reduction by one over 2018.

“We are sensitising the public how to be better drivers and be safer on the road,” Browne stated.

“Drivers are more prudent and are using more common sense,” he asserted.

The Station Sergeant used the occasion to warn vehicle owners who play loud music. He noted that some motorists were “getting out of hand” in this regard, and cautioned, “We will continue the trend of clamping down on the music.”

Browne also emphasised that the Traffic Department will be “coming hard to combat a trend where persons are tinting the whole windscreen”, a trend that He contends is dangerous to road users.

Persons who affix extra lights to their vehicles can also expect closer attention from Traffic Officers.

Browne also warned vehicle owners to desist from putting designs on their registration plates, for which there is a prescribed format.

THE KENVILLE HORNE SPORTS ACADEMY (KHSA), a non-profit organization based in the North Leeward community of Rose Hall, partnered recently with the Staff/Crew of the MV Logos Hope to host a number of activities in that community.

Among the activities were a church service at the Rose Hall New Testament Church and a football match on Sunday 15th at the Rose Hall Playing Field between a KHSA 7 and a Logos 7.

The KHSA defeated the Logos Hope 7 and when that was accomplished, the opportunity was taken to present football shoes to young footballers in the community, a donation made possible through the kind support of Mrs. June Russell, a former teacher of the Academy Founder, Kenville Horne.

The MV Logos Hope team also distributed over 300 pieces of football clothing items from popular German soccer club Bayern Munich FC, to senior and junior members of the KHSA soccer teams.

On Thursday 19th December, a team from the Logos journeyed to the Rose Hall Community Library where they built shelves and presented three boxes of books, some of which will go towards kick starting a KHSA

Reading Club.

The final activity took place on Friday 20th December, when over 150 children and adults gathered at the Rose Hall Community Centre for the KHSA Christmas Concert/Party.

Those in attendance were entertained by members of the MV Logos, received free gifts and snacks, and heard a presentation from Kenville Horne (back) and members of the MV Logos Hope team that joined in a team from the assisting with the KHSA activities.

AT 31 YEARS OF AGE, Andre Davy — the grand prize winner of the National Lotteries Authority’s (NLA) ‘Set for Life’ promotion, is now thinking about what he needs to do next, in preparation for starting a family.

Davy, a Sion Hill resident, took a chance in the promotion almost nonchalantly, and

walked away the big winner.

“I passed the (Set for Life) trailer and said, ‘Wait I want to buy a ticket’,” he told THE VINCENTIAN, explaining that this was just days before the grand draw.

He purchased a ticket — the first time he had ever participated in any of the NLA’s games.

Lo and behold!!!! On the evening of December 20, 2019, the night of the grand draw, Davy’s single ticket was drawn, declaring him the winner of a house, a Toyota Rush and $50,000 in cash.

It was a calm Davy who thanked the NLA last Tuesday, December 31, at Victoria Park, when the prizes in the

Providence said Kennedy’s first “big year” in the calypso arena was in 1976, when he sang ‘Frustration’, which took him to the calypso monarch finals that year.

Soon after, Providence said Kennedy migrated to the US and served in the Armed Forces.

From 2001 to 2006, Providence said he and Kennedy competed in Caribbean calypso shows in Washington, D.C.; Baltimore, Maryland and Miami, Florida.

“I remember him placing third twice in Washington, D.C. and once in Baltimore,” Providence said.

“In the year 2001, we both founded the Dynamite Calypso Tent, and he made it to the national (calypso) semifinals on three occasions,” he added.

acted as Santa Claus, said, “It was a pleasure playing Santa Claus for the 6th year for Standard Shippers and Friends’ Annual Children’s Christmas Party.”

Byron, who hails from Calliaqua, told THE VINCENTIAN afterwards, “The joy of seeing the kids’ faces light up, when I entered the room, is enough to have me coming back year after year.

“It was not just Vincentian kids,” he stressed. “We had different nationalities, including Jamaica, Trinidad and Tobago, Grenada and St. Lucia.

“We’re open to everyone,” he added. “Once the kids register, they receive a gift from Santa.”

‘Transitioning into Womanhood’

New Year’s Day – not so significant ONCE AGAIN, just like clockwork, another New Year’s Day has come our way.

In a wave sweeping across time zones, Churcher-goers, revellers, passersby wished one another the best, and meant it, at least for as long as the cup of kindness ‘runneth over’.

An uncertain future was welcomed in with a ritual paradoxically rigid and comfortable.

Yet, have we ever stopped to consider that this Jan.1 holiday is no great landmark? Unlike Christmas, Good Friday, Emancipation Day, National Heroes Day, Independence Day, even Carnival Tuesday, it is the anniversary of no remarkable birth, death, battle, or achievement.

The cosmos is not arranged in any particularly auspicious way.

It is almost as if it is a date pulled out of a hat that if it is significant at all, it is because it marks the uncontested beginning of the journey, all over again, of that shattered old man who had been beaten down by 365 days of calamity, cruelty and chaos.

The truth is that after tinkering by Pope Gregory XIII, who woke up one morning in 1582 to find the planet was 10 days ahead of itself and proceeded to fix the problem, short term, by scratching a chunk of that October and long term by tinkering with the leap-year formula, who also ensured for us that the nuts and bolts of putting a year together were fairly in order, but we still don’t quite have a grip on how to observe its commencement.

That’s the truly peculiar nature of New Year’s Day. Other major holidays - Christmas, Easter (Good Friday), Independence Day, etc., - are based upon matters of deep spirituality and solemnity, and/or history and development, and in celebrating them, we constantly scold ourselves for fooling around.

New Year’s Day is the one holiday without a serious connotation; it simply does not have a single bone in its body.

If the truth be told, it is about nothing but making noise and staying up late. And, in our perversely human way, we decorate and pack it up with false promises to reform ourselves, to give up our sullen ways, to stop being like this and start being like that, to give up this and that.

Jan.1, in effect, is a guaranteed date to ‘depart on a guilt trip’.

The New Year, the new decade ushered in with 2020, bring with them a mix of hope, joy and uncertainty, as befits the approach of any new year.

Those who would prefer that this column finds support in some Caribbean reference would forgive the option in favour of American icon Mark Twain, who spoke to the issue of New Year’s Day, perhaps better that anyone else.

It was Twain who wrote: “Now is the accepted time to make your annual good resolutions. Next week you can begin paving hell with them.

Yesterday, everybody smoked his last cigar, took his last drink and swore his last oath. Today, we are a pious and exemplary community. Thirty days from now, we shall have cast our reformation to the winds and go on cutting our ancient shortcomings shorter than ever. We shall also reflect pleasantly upon how we did the same old thing last year about this time.

However, go in, community. New Year’s is a harmless annual institution, of no particular use to anybody save as a scapegoat for promiscuous drunks, and friendly calls, and humbug resolutions, and we wish you to enjoy it with a looseness suited to the greatness of the occasion.”

And for what it’s worth, as we embark into the uncertainty of a New Year, a Leap year, may your life’s journey surmount the challenges that might lie ahead and that in doing so, that you reap a bounty of success.

Oh My Papa (The following is a reprint with an added introduction).

THERE ARE TWO MAIN REASONS that I have published on my own father This Week.

First of all, they say that charity begins at home. Further, June this year marks the sixty-seventh anniversary of his death.

Secondly, I do think that my father’s story is important in two respects: he had been a good provider who raised a family of ten on the old and tested virtues of love, commitment and concern; and by his humility, honesty and devotion to duty he was truly an exemplar of the good policeman who remains today a fine role model for those cops who are in danger of losing their way.

I remember well when he died, around the time of the Queen’s coronation in 1953. I was then fifteen years old, in the fifth form at the Grammar School and had just made the First Eleven cricket team which was our joint love and passion.

I felt as if my world had crumbled. With the support and love of my mother (surely I have to write about her in her own right) family and friends, over time, I was able to gather the pieces and soldier on with the cherished memory of my parents as my guiding star.

“My father was born towards the end of the 19th century, a product of the Victorian era. There was the usual prudery. I was not permitted either to remain bareback or whistle at home, the peculiar preserve of the one man of the House!

His name, naturally, was “British” to the bone and demanded proper pronunciation: Frederick Consort Tuckfield John. Up to this day, my more confidential papers lie safely tucked away in an heirloom, an old and battered valise labelled “F.C.T.J”.

He had an imposing bearing: over six feet tall, about two hundred and fifty pounds in weight. Socially he dressed in a manner befitting a gentleman of the times threepiece suit, two toned shoes, walking stick and occasionally smoked a pipe.

In uniform he was resplendent whether leading a police parade with spurs and all, or more steadily attired in his work-a-day clothes outfitted with cork-hat, Sam Browne and the cane. Which reminds me that about age 5 I did also wear a cork hat for a brief period while in attendance at Miss Forde’s private school.

From all reports, Fred John was a fine policeman. In twenty years, he had risen up from the ranks to become a Sargeant Major.

In fact, it seems as if the totem pole had been deliberately stretched to frustrate the ambitions of aspiring Blacks. So the Laria became Sub-Inspector and my father Sargeant- Major from which he acted as Assistant-Superintendent in 1944, one removed from the head: some achievement in those benighted days.

My “Old Man” had listed his own police record which he framed and hung in our drawing-room: first policeman to move up from the ranks without ever serving on the beat; the most points in the rifle range, the highest break on the billiard-table; recipient of the most colonial police medals; first officer to make the St. Vincent cricket team, albeit an extra in 1923; even the first policeman to have been awarded spectacles at Government’s expense!

Clearly, Sargeant -Major Fred John had been a stern but understanding police officer. Surprisingly, he cut a “father figure” at an early age, having left the Service in 1945, aged fifty-two, embraced by his juniors as “Papa” - Phillip Charles, Marcus Thomas and Alfred Allen.

Ex-Commissioner Leonard Primus, on administrating “Holy Communion” would always address me as Papa. St. Clair Robinson always encouraged me to wear my father’s medals (all lost) on ceremonial occasions. And Robert O’Garro has always jealously regarded himself, not me, as my father’s son.

At home, my father was indulgent with his ten children, often to the annoyance of my mother who thought that he was too soft. My greatest punishment was to have him rub my neck against his unshaven face, an activity in which he delighted.

Nightly, after dinner which he ate late, he would divide the remains into eight to tenminute portions which he shared up among us. And he would, when tipsy, share amongst us whatever little money he had, only to have our mother regather same and return to him the next morning.

Our closest link was the game cricket.

Together we viewed cricket around Victoria Park seated on chairs placed outside the overhead boundary directly behind the bowler from the hospital end.

And when cricket was broadcasting during working hours, I had to listen every ball bowled (during my holidays) and present a scorebook with comments to him.

Heightened activity in 2020 ALLOW ME, Mr. Editor, to extend best wishes to you and your staff for the Christmas Season and for the New Year.

It has been a little while since last you heard from me.

Like for many other migrants here, the last three or so months have thrown up the usual openings to make the extra buck so, as you will imagine, as many of us as possible make good use of the opportunity. Mind you, as I said, this is the usual thing at this time of the year; it has nothing to do whatsoever with

Mr. Trump and his administration.

And talking about Trump, it is a pity that he would not be found guilty and thrown out of office. The majority of Republicans in the Senate will see to that.

That said, my ‘boys’ and I have not been getting together for our weekend discussions, but I notice that THE VINCENTIAN continues to hold its own in an otherwise sassy and saucy market.

I expect that the New Year

will be filled with activity.

Whether it turns out to be an election year or whether it is the year before the election year, government will heighten its activities, alongside heightened activity of the party.

The last three general elections have shown a certain trend which, from the results of those elections, has made it difficult to dislodge the incumbent.

Serving the nation well AT THIS special time of caring and giving, it is good to see that there are individuals who have been quietly and consistently assisting others without fanfare. I speak of the Class of ‘62 of the Girls’ High School, St. Vincent and the Grenadines.

Since our reunion in 2002, this group has been assisting GHS sisters to become better educated and make successful strides in the world. They are also very supportive of the accomplishments and achievements of their contemporaries.

Thanks, Class of ‘62, for the lovely reception for classmate H.E. Governor General’s Deputy (Ag.), Dawn Da Santos Smith, held at the home of Dr. Joyce Toney and Diplomat Joel Toney on December 10, 2019. Happy that I was able to attend and see Class of ‘62 sisters Margaret Allen, Helen Bowman Agard, Joye Browne, Irma Dougan, Ena Gibson John, Monica Huggins, Ercelle John Thomas, Lynette Norris Glasgow, Dawn Da Santos Smith, and GHS sisters Louise Allen, Joyce Providence Toney and Arlene Deare Kirton.

December, the month of cheating

THERE ARE two notable incidents that come to my mind during Christmas. The first one was reported locally, whereas the latter occurred overseas.

A gentleman who was a watchman died immediately after Christmas. It was rumoured in his community that he had eaten a large among of ham for Christmas which, it was alleged, led to his death. It was spoken about as a big joke. In the other case, an elderly lady was reported to have consumed large amounts of sugary foods at Christmas plenty sorrel and ginger beer coupled with black cake. Her relatives and friends, who knew of her Christmas spree, attributed her death to the high intake of sugar during the festive season.

It is commonly accepted that people toss caution to the wind during the festive season. This is done in regard to eating, drinking and spending. They knowingly do things that are wrong, in the fallacy of “having a good time”.

Caribbean crime unabated in 2019

CRIME, ESPECIALLY MURDERS, remained unabated in the Caribbean in 2019.

Jamaica, Trinidad and Tobago, Bermuda and even Barbados were among CARICOM countries where crime had become a major issue this year.

In Jamaica 1,326 murders were committed in Jamaica up to December 28, according to official police statistics. The number is 43 more than the similar period in 2018.

Prime Minister Andrew Holness said his government remained committed to fighting the crime situation in the country, as private sector groups called on it, as well as the opposition

People’s National Party (PNP), to end their combative utterances on crime and channel their efforts towards expediting the national consensus on crime.

In Trinidad and Tobago, as in Jamaica, the murder toll passed the 2018 figure of 517, despite the appointment a tear ago of a Commissioner of Police Gary Griffith, who promised to deal with the situation. But while the 54-year-old Griffith is being regarded as a “super hero” in some quarters, he has not hidden his disgust at the fact that the courts are releasing on bail criminals caught with high powered rifles.

grew to an unprecedented level in 2019. The island had recorded 49 murders as the year was coming to an end, the highest ever number recorded, almost doubling the 28 murders of 2018.

Being blessed while blessing others

we give.” When we pause to give, we enrich the lives of others … and our lives too.

The bible has numerous passages that remind us about the importance of giving/sharing. A passage that readily comes to mind is the Old Testament book of Ruth where the records confirm the kindness of Boaz who, having observed the plight of the widow Ruth, instructed his servants to make sure that she received some of their harvest. His selfless sharing reminds us of the value of helping others. However, the New Testament book of Acts (chapter 20 and verse 35) reinforces the importance of giving when it is recorded “I have shewed you all things, how that so laboring ye ought to support the weak, and to remember the words of the Lord Jesus, how he said, It is more blessed to give than to receive.” In addition, our Lord and Saviour Jesus Christ, in sharing the parable of the Good Samaritan (Luke 10:25-37) reminds us of the importance lending a helping hand to someone in need (even though they may not be a friend or acquaintance).

As we approach the beginning of a New Year, this is as good a time as any for us to contemplate how we can use some of our blessings to be a blessing to others — especially those who are perceived to be less fortunate than we are. We have many opportunities to do so. For example, we can commit to donating to the Salvation Army School Feeding Programme. We could also consider giving clothes and shoes to their thrift shop, knowing that the revenue generated will be used to support very worthwhile programmes. We could also contemplate donating to the Red Cross Society, Girl Guides, Scouts, the 4-H Clubs, and other programmes aimed at assisting young persons to develop useful skills and positive attitudes.

While the foregoing paragraphs have focused on encouraging the donation of money and/or material possessions to worthwhile causes, our sharing should not be limited to these.

We can also contribute valuable time to mentorship programmes, counselling, and providing other forms of voluntary service. However, our sharing of talents and time need not be limited to the youth. We could also look for those opportunities where we can provide services to the elderly. Many geriatrics complain of feeling lonely, neglected, and abandoned. Sometimes all they need is a pair of listening ears and patient hearers who will understand their forgetfulness and/or be patient with their “ramblings”. Donating time can be such a blessing. As we have been blessed, we should be prepared to be a blessing. We create and sustain stronger bonds of friendship and love when we pause to bless others with our treasure, talent, and time. And we are happiest when we use these to make others happy.

THE SALVATION ARMY in St. Vincent and the Grenadines periodically engages in “The Kettle Appeal” to encourage citizens to make financial contributions to their community outreach projects.

Over the years, volunteers “man the kettles” around Kingstown during the weeks leading up to Christmas. The members of the Rotary Club of St. Vincent traditionally volunteer to provide this service on the last Saturday before Christmas. Members would be seen and heard ringing the little bells as they invite shoppers to “help the Salvation Army to help others”.

It is always amazing to observe the number of children whose parents and/or guardians pause to take money from their purses or wallets, and encourage their “little ones” to place the money (usually coins) in the little slot at the top of the red kettles suspended from the makeshift tripod advertising the Salvation Army.

Passersby are encouraged to give whatever little they can afford to support a most worthy cause. And, in doing so, they receive very useful life lessons. They receive blessings as they pause to bless others through their giving. These “little ones” get an early life lesson of the value of giving and sharing. Their coins join forces with many other coins to provide food and clothes for the poor and/or indigent among us. Their contributions touch lives in so many positive ways.

We are all invited to be givers. We are encouraged by the great ancient Chinese philosopher Lao Tzu (born 601 BC) who reminded us that, “The wise man does not lay up his own treasure. The more he gives to others, the more he has for his own.”

We are blessed when we pause to share what we have been blessed with. This seems especially so when our resources are scarce. It may seem easy to give when we have plenty, but the joy of giving somehow appears to be magnified when we give even when there appears to be some form of scarcity (need) in our own lives.

Our giving can change lives for good. For example, when we give the Salvation Army School Feeding Programme, we provide opportunities for hundreds of primary and secondary school students to have a hot meal. Many of them are from low-income homes (often with a single parent — usually the mother) where the parent or guardian struggles to provide them with a hot meal at lunch time. Donations to such a worthwhile programme aid such students to perform better at school. Our contributions could therefore be considered an investment in a future scientist, teacher, medical doctor, nurse, pastor, priest, or civil servant.

We can impact lives for good through our giving. Court says LGBT people have rights IN A MAJOR victory for human rights, Court of Appeal of Belize confirms that non-discrimination based on sexual orientation is protected by Belizean Constitution. On December 30, The Court of Appeal delivered a judgment denying the Belize Government’s appeal of a 2016 ruling decriminalising adult consensual samesex relations.

The three-judge panel reaffirmed the decision of the Chief Justice in 2016 that Section 53 of the Belize Criminal Code — which criminalised ‘carnal intercourse against the order of nature’ and disproportionately discriminated against the lesbian, gay, bisexual and transgender (LGBT) community in Belize — contravened the constitutional rights to dignity, equality before the law, privacy, freedom of expression and nondiscrimination on the grounds of sex, and was therefore void.

The Belizean law is like sections 146 and 148 which have been challenged in our courts by Shaun Mc Leash and Javin ‘Lucky’ Johnson, two homosexual men. That case is on track for trial sometime during the second half of 2020.

Justice Samuel Lungole-Awich, writing for the Court of Appeal, ruled that the Constitutional prohibition on sex discrimination includes sexual orientation discrimination, and that this “gives the word sex in ss. 3 and 16 of the Constitution a purposive and generous meaning for protecting human rights. Accordingly, we hold that s. 53 of the Criminal Code is a law which discriminates on the basis of sex…and is void to that extent.”

The court further found that sexual expression is part of the Constitutional right to freedom of expression.

In applauding the decision, Téa Braun, Director of the Human Dignity Trust (HDT), which made key submissions before the court, said the ‘decision from the Court of Appeal is part of a growing international trend recognising that discrimination on the grounds of sexual orientation is fundamentally rooted in gender stereotyping. The court rightly applied international human rights law to its interpretation of the Constitution.’

‘We hope the government will accept the Court’s decision and focus its full attention now on eradicating discrimination against all marginalised groups in Belize.’

In August 2016, Kenneth Benjamin, the Chief Justice of Belize, ruled that Section 53 of the Criminal Code was unconstitutional, and ordered that it no longer apply to consensual sexual acts between adults in private.

The Belizean Government which is led by Prime Minister Dean Barrow, accepted the Court’s overall ruling of decriminalisation. However, in an apparent bow to the pressure of church groups, the government caused its Attorney General to appeal against the findings on freedom of expression and non-discrimination.

The Roman Catholic church, which argued for and was allowed interested party status in the litigation, filed an appeal against the entire 2016 ruling, but withdrew its appeal in March 2018, a few months before the Court of Appeal heard the case.

Caleb Orozco, the Respondent in the case, opposed both grounds of the appeal on the basis that they were academic in nature and would have no effect in practice, and that they were

in any event of no merit. The Human Dignity Trust, the Commonwealth Lawyers Association and the International Commission of Jurists jointly intervened in support of Mr. Orozco before both the Supreme Court and the Court of Appeal and made extensive successful legal submissions on the correct interpretation of sex discrimination and freedom of expression.

The October 2018 hearing at the Court of Appeal involved consideration of a range of decisions from the United Nations, the Caribbean Court of Justice, the Indian Supreme Court, and the appellate courts in the U.S., all of which support the view that the prohibition on sex discrimination encapsulates sexual orientation discrimination.

‘This ruling shows the strength of strategic approaches to communication and community mobilisation used across the Caribbean. We are proud that Belize is raising the bar of what is possible in advancing LGBT rights across the region’, Caleb Orosco said.

Orosco is correct. People must overcome dogma, stigma and fear. We must challenge and interrogate everything. No one or no institution gets a free ride regardless status.

The Belizean Court of Appeal’s decision is critically important because it comes on the heals of similar decisions by the Trinidadian High Court dealing with the criminalization of same sex intercourse and a decision by the Caribbean Court Justice (CCJ) out of Guyana which was labelled the CrossDressing case.

To date, three courts have addressed the matter. All have persuasively ruled, citing a treasure trove of international human rights law in finding that the prohibitions in the criminal code of the respective countries violate constitutionally protected fundamental rights to privacy, liberty, freedom of expression and discrimination.

Apart from St Vincent, there are challenges to these restrictive sexual provisions in Barbados, Dominica, Grenada and Jamaica. Here, a coalition of churches have received interested party status and is gearing up to support the government’s defense of section 146 and 148 of the nation’s criminal code. The code prohibits sexual relations between same sex couples. Violations of the code could land those convicted to up to 10 years in jail.

Both the Government and the coalition of churches are preparing to argue that the code prohibitions are reasonably construed to advance health and safety concerns of the nation. There is also a moral dimension to the argument of those opposed to the challenge which alleges that the ban against consensual sex between persons of the same sex constitutes a violation of their fundamentally protected constitutional rights.

Based on the rulings in the decided cases in our region, the government and the churches have a long and difficult road to hoe. It is virtually impossible for them to convince a court that these prohibitions are reasonably justified and necessary for the proper functioning and protection of a democratic society.

Violence against women and girls:

930 cases reported to SVG police in 4 years FIGURES SHOW that there have been 930 cases of violence against women and girls reported to the SVG Police in a four-year period. The fact that the ULP regime is unable to provide a safe environment for the women and girls of SVG is essentially a crime against humanity.

On a regular basis, stories are reported in the newspapers about sexual violence against women and girls in SVG. The problem of sexual violence against women and girls is very serious in SVG, and seemingly out of control. According to statistics cited by the United Nations Office on Drugs and Crime in a March 2007 report, SVG has the third highest rate of reported incidents of rape per capita in the world.

A number of women have said to Warrant Officer Ivan Bertie O‘Neal, BSc (Hons), MSc, MBA, that they do not report the sexual violence they

have suffered, for fear of violent repercussions from the perpetrator and cases not being taken seriously by law enforcement.

Clearly then, the actual number of incidents of sexual violence against women in SVG is much higher than the official figures indicate.

The ULP regime is not capable of solving this problem. Their approach has sometimes been to blame the victim, not the perpetrator. A case in point can be made with the comments

Unfortunately, we part company when in the succeeding sentences, CRM continues with their groundless and outlandish claims. It seems to me that CRM is probably a long serving member of the union’s leadership with a questionable agenda.

CRM’s missive comes to a dismal end in paragraph 5. They repeat their unwarranted attack on the current executive and inexplicably links their functioning to the state of CRM’s health. Apart from being confusing, the link is a tad unfair. They call for a drastic change! What the public should know is that since taking office, the current executive has already implemented significant positive changes, and more are underway as reflected in a menu of initiatives undertaken. This short list immediately comes to mind: 1. Providing training for all leaders and potential leaders of the union including stewards; 2. Reviving the 10 district branches that make up the organization 3. Re-organizing and expanding the number of standing committees 4. Reviving the once dormant General Council 5. Recruiting highly qualified and professional staff in the areas of administration and industrial relations 6. Assembling a committee to review and recommend changes to the union’s constitution 7. Conducting the first comprehensive forensic financial audit of the union 8. Devising new fiscal policies for the financial governance of the union 9. Re-engaging the government in negotiations for a new collective agreement 10. Reginald Quintyn is 100 years old

Reginald Quintin closed his eyes, listened to all the commendations and responded accordingly.

FORMER Arrowroot Association worker Reginald ‘Uncle Reggie’ Quintyn of Edinboro, West Kingstown, is this country’s latest centenarian.

Quintyn, born on December 28th 1919, fittingly marked his milestone on Saturday 28th December 2019, with a celebration at his home.

A prayer ceremony, including the administering of the Holy Communion, ushered in the joyous occasion. It was led by Rev Otis Nichols of the Anglican Church, assisted by Anglican Lay Preacher Jennifer Glasgow Browne.

This was followed by a period of gaiety and celebration with drinks, snacks and music.

Glasgow-Browne said it was an honour to be able “to minister to Quintyn as a member of the Anglican Church .. of

which he had been a faithful and devoted member for so many years.

“In my ministry to him, he has always kept the faith, he is always happy whenever I come to him. … I know he looks forward to my visit and he continues to keep the faith and trust in God,” the Anglican Lay Preacher said, adding, “He is a true person who believes in his God and his Father.”

Central Kingstown Member of Parliament Daniel Cummings was in attendance. He presented Quintyn with a gift basket, congratulated him on the attainment of what he said was “an amazing milestone,” and wished that, “God continues to inspire and bless you in all your undertakings.”

Greetings from family members and close friends were also expressed to the centenarian.

Quintyn, a man of few words, sat quietly with eyes closed for most of the celebration. He, however, expressed thanks after each commendation.

He shared his spotlight moment with longtime companion Myra Cole, with whom he is known to have developed a thriving black pudding business over some sixty years.

Local cricketers recognized Solomon Bascombe – Youth Cricketer of the Year.

SEVERAL TOP cricketers were honoured for their outstanding performances during the 2019 local, regional and international season, when the St Vincent and the Grenadines Cricket Association (SVGCA) held its Annual Gala Awards and Dinner at the Arnos Vale Sporting Complex, last Desron Maloney - Regional weekend.

Male Cricketer of the Year.

Solomon Bascombe took the Clarence Paddy Thomas Youth Cricketer of the Year award. Bascombe, a member of the Windward Islands Under 15 team, was a member of the West Indies Under 15 team that toured England.

Juliann Nero took the Phernal Charles Local Female Cricketer of the Year and Lindon James the Lance John Local Male Cricketer of the Year.

The Cinda Bobb Regional Female Cricketer of the Year Award went to Japhrena Joseph, and the Michael Findlay

SVGFF President delivers on promise

NEWLY-ELECTED President of the St Vincent and the Grenadines Football Federation (SVGFF)- Carl Dickson, had made public a promise to reward the first national footballer who scored a goal while representing St Vincent and the Grenadines, during his tenure.

Dickson has come good on that promise.

When 15-year-old Kizzy Ann Providence netted for the SVG Under-17 Female team in an international friendly versus Grenada in Carriacou last month, she presented the president with the opportunity to fulfil his promise.

It was Providence’s first goal for her country, but her team was defeated 3-1

by Grenada.

When made known about Dickson’s promise and that she would be the recipient and had the privilege to make her choice of reward, of the president’s plans, she promptly declared that a laptop (computer) was her immediate need.

At a brief handing over ceremony held at the SVGFF’s Offices, Providence was presented with the laptop compliments Dickson.

Speaking at the ceremony, Dickson noted that his promise was “solemn,” hence he was obliged to deliver.

Providence, in her acceptance remarks, thanked Dickson for his kind gesture, and described the donation as “timely.”

Providence, who is the other half of a twin, noted that they shared one device between them.

“This laptop has come in timely as I am in Form Five, and have lots of SBA’s (School—Based Assessments) to complete.

Now I can do so with greater ease,” Providence said.

Dickson was elected President of the SVGFF on 23rd November, defeating the incumbent Marvin Fraser, 28-25.

Japhrena Joseph - Regional Female Cricketer of the Year. most runs 324 and with five wickets was named the Best Allrounder. Allison Antoine took the most wickets, 17.

JG Tigress and Sons took the SVGCA INC T20, with Jephrena Joseph scoring the most runs, 128, Sherma Wright taking the most wickets, 8, and Shevorne Clarke being the Best Allrounder with 72 runs and 8 wickets.

MSDA Jules Anthony Northern Stars won the NLA First Division and provided the Top Run-getter and Best All-rounder in Shamon Hooper (367 runs and 20 wickets).

Javid Harry and Dean Browne were joint Leading wickettaker, 22.

Team Rivals won the NLA Premier Division with Flow Radcliffe and RSVG Police Force in second and third places respectively.

Desron Maloney scored the most runs 337. Alston Bobb took the most wickets 33 in that Division, with Lindon James being the Best Allrounder with 218 runs and 17 wickets.

The SVGCA INC also recognized three persons who made contributions towards the sports in their respective fields.

Elson Crick was recognized for his contribution to administration at the local and regional levels; former West Indies fast bowler Nixon McLean and Sports Journalist Rohan Thomas.

Grenada: New W’wards U15 Cricket Champs THE WINDWARD ISLANDS have a new Under-15 Cricket Champion.

When the 2019 edition of the WINLOTT INC WICBC Under 15 Cricket hampionship concluded here late last week, Grenada was crowned Champions, displacing defending champions St. Lucia.

The Spice Isle lads had proved too much for their opponents and had much to be proud of as they played unbeaten throughout the Championship.

Defending champions St. Lucia had to settle for third place behind second placed Dominica, leaving host St. Vincent and the Grenadines in the cellar position.

Jahson Vidal of Dominica – Highest WicketTaker. performers in the championship were rewarded.

He was also recognised as his country’s MVP. Jahson Vidal of Dominica was recognized as the Championship’s Highest Wicket-taker 16 wickets and his country’s MVP.

Afe Lucas cops three Tennis titles AFE LUCAS was the Most Outstanding Player at the St Vincent and the Grenadines Tennis Association Junior Christmas Tennis Tournament, held at the National Tennis Centre at Villa.

Vision and all WE HAVE become used to a pattern of sights and sounds. There is a familiarity with what surrounds us. As long as there is life, there will be changes. Things that are taken for granted, are transforming rapidly, and there is a tendency of losing that sense of inevitability.

This year heralds a period of numerology that one can take as having additional impact. There is an aura of excitement about the turn of 2020, much as there was some apprehension at the dawn of the new millennium.

Like stages in life, there is the opportunity to project a new path. There is merit in counting from zero. Mathematicians, that is the first number. There is also the acceptance that there is nothing new, and only continuation.

Moving with the numbers amounts to embracing the experience that comes with witnessing the unfolding. There is greater appreciation of sports as an economic pillar to the region. It is a welcome signal that the value of sporting interaction is gaining traction.

Individual territories have advanced beyond the concept of regional integration. It is in that regard that the West Indies Cricket team engenders so much reaction. That outfit serves as the punching bag, especially when they do not live up to the expectations, and the source of pride when they make any accomplishments.

West Indies Cricket remains a political hot potato. Leaders make their announcements to coincide with their political agenda. It has escalated to an extent that cricket administrators consider themselves more powerful than the politicians and tend to display an attitude of the ultimate authoritative figure.

But Caribbean people are alert to the benefits of sports, more so cricket, to the region. One can rest assured that the region will surface its best in any situation.

No other sport can boast about such wideranging impact. Individual nations make their mark on the international arena. But only cricket can revel in some level of consistency.

Until we find a way of burying the hatchet, and with that the insularity, we will have to put up with that aspect of separation. CARICOM, and the OECS are symbols of regionalism. There is also the University of the West Indies, and serval other entities. They come in numerous forms and shapes as necessity arises. But the most important one of political unity seems a distant prospect.

It is easier to be a King with one eye in a blind man’s country, than an ordinary citizen in a place of normal vision.

The Caribbean can still be a zone of peace amidst all the turmoil that envelops the globe. We as a region must find ways of increasing the stability.

Police Station employee charged with theft MITRA-ANN PRESCOTT, 37year-old Junior Clerk attached to the Royal St. Vincent and the Grenadines Police Headquarters, will return to Court February 2, on six charges of theft and official corruption.

The Harmony Hall resident is accused of stealing monies

amounting to EC$154,300, the property of the Government of St. Vincent and the Grenadines, while being employed in the Public Service and attached to the Police Headquarters Administrative Office.

The offences were reportedly committed

between August 11, 2017 and August 14, 2019.

Prescott pleaded not guilty to the charges when she appeared at the Serious Offences Court on Monday, and was granted $150,000 bail with one surety, on condition that she

surrender her travel documents and report to the Calliaqua Police Station every Monday between 6 a.m. and 6 p.m.

Sex crime trend being assessed Mitra-Ann Prescott

THE ROYAL ST. VINCENT AND THE GRENADINES Police Force (RSVGPF) is in the process of conducting an extensive assessment of the current trend regarding sexual offences.

This is according to Commissioner of Police Colin John as he spoke to THE VINCENTIAN on Monday.

John said the organization is concerned about this trend, and while it may be a case where persons feel more comfortable

interacting with the recently established Sexual Offences Unit (SOU), the constabulary is putting measures in place to address the situation.

In 2019, there were 230 sexual offences recorded, compared to 188 in 2018 and 228 in 2017.

John said that the extensive assessment of the sex offences trend will help the police to have a better understanding of the situation. (Stories by H.H)

“MOVE IN THE RIGHT DIRECTION,” SAYS COP

by HAYDN HUGGINS COMMISSIONER of Police Colin John has described the overall reduction in crime recorded in St. Vincent and the Grenadines over the last three years, as “a move in the right direction.”

And the top COP has assured that things are being put in place to make 2020 a better year.

Statistics show that up to press time, December 31, 2019, there were 5,356 crimes recorded compared to 5,759 in 2018 and 5,769 in 2017.

In the Central Division which includes the Criminal Investigation Department (CID), Narcotics Unit and Questelles, 2,113 crimes

were recorded, compared to 2,403 in 2018 and 2,283 in 2017.

This Division which included a number of communities described as ‘hot spots’. Notably, there was a reduction in crime in those areas.

So far, police have solved 12 of the 19 murders committed in 2019.

In 2018, there were 35 homicides, of which 34 were treated as murders, 22 being gun-related; and in 2017 there were 42 homicides, of which 39 were treated as murders, 27 being gun-related.

Commenting on the organization’s marked improvement over the last three years, the Commissioner told THE VINCENTIAN, “One

crime is one too many, but I think we are moving in the right direction.

“We now have to do an assessment of 2019, look at the things we did well, the things we need to improve on, and work harder to further decrease the crime rate.”

The Commissioner attributed the success to the hard working men and women of the police force, support from the business sector and friends of the police, and the support and cooperation from the public.

John also underscored that many of the hardened criminals were behind bars, and unlike previous years, most of the murders in 2019 were not of a gang related nature, but the result of domestic disputes and lack of restraint.

Among the measures earmarked for 2020, John highlighted the evidence-based data collection system which was launched November 19. He explained that this system will help the police to improve on their
