The 45-year-old Murray’s Village man was remanded when he appeared in Court on Friday, October 4, following strong objections to bail by Senior Prosecutor Adolphus Delpleche. ONE INDIVIDUAL HAS BEEN CONFIRMED and another has been identified as this country moves to increase and upgrade the staff at its Permanent Mission to the United Nations. Prime Minister Dr Ralph Gonsalves announced earlier this week during a press briefing, that Dominic Brisbane has been confirmed, while the government has issued a request to the University of the West Indies, Cave Hill Campus, to relieve Dr Halimah DeShong from her duties at the said institution. According to the Prime Minister, Brisbane was selected for his qualifications in post graduate studies on security issues, and DeShong, a former

scholar and who is a member of the Faculty at the Gender and Development Institute at Cave Hill — with her experience in research and consulting work, will be an asset. “We have subjects already lined up, each person will have a file,” Gonsalves explained. The new appointments are in keeping with the need for additional staff at the Mission, occasioned by this country’s election to a seat on the UN Security Council. The Prime Minister had indicated earlier that up to six additional persons would be required on staff in New York, when this country officially takes up the position on January 1, 2020.

Sanctions have been imposed on Cuba by the United States due to its support of Venezuelan leader, Nicolas Maduro. One student reported that the conditions were deteriorating, and that food and other basic items were difficult to obtain. death of 36-year-old Real Estate Agent Sharlene Greaves of Dorsetshire Hill, was reported missing from the prison around 10 a.m.on Tuesday, October 1. He turned himself in at the Central Police Station around 2 p.m the same day, accompanied by attorney Jomo Thomas, a few hours after the police had issued a wanted bulletin for him. Primus pleaded guilty to escaping lawful custody when he appeared before the Serious Offences Court the following day, and was sentenced to 16 months in prison. Cupid was one of four prison officers who were detained for questioning in connection with Primus’s escape; but while charges were laid against him, the others were released. When Cupid appeared in Court on October 4, the Senior Prosecutor, in his objections to bail, stated that the investigations into the circumstances surrounding Primus’s escape are ongoing and concern national security. According to the Prosecutor, the probe is at a very delicate stage, and the investigators are concerned that if Cupid was granted bail, he could hinder the investigations. Delpleche asked that Cupid be remanded at that stage, so that the lead investigator, Inspector Elgin Richards, and his team, “Can turn over every stone in these

investigations”. The Prosecutor said he was aware that the defendant has a constitutional right, but the state is also protected under the Constitution. But Connell, in his bail application, suggested that perhaps the investigations should start with why only four prison officers were guarding 234 prisoners. “Three (officers) were released, one was charged. I can’t see at this juncture what more investigations the prosecution is talking about. This is a fishing expedition”, the lawyer submitted. Referring to Primus’s escape, Connell added, “I know that it is an embarrassing situation for the state, but denying him (Cupid) bail cannot fix the problem”. Connell said his client was a Vincentian with sufficient ties to this country, and the prosecution had not told the Court why he would not turn up for trial if granted bail. Connell added that Cupid was the breadwinner in his family, and denying him bail would have a corrosive effect. He pointed out that bail could be granted with conditions attached. After listening to both sides, Chief Magistrate Rechanne Browne concluded that she would not consider bail at that stage, and adjourned the matter to today (Friday) for bail review.

Women are not men’s property SENIOR PROSECUTOR Adolphus Delpleche has issued a stern warning to men who treat their spouses as their property. The Prosecutor’s warning came on Tuesday while making recommendations for sentencing in the case of Roseau, Sion Hill resident Dave Garrick, 39, who was charged with unlawfully and maliciously wounding his common-law-wife Caroline Salanday, 35, on Friday, October 4. Garrick pleaded guilty on Monday, and was sentenced to five months

imprisonment on Tuesday. Prior to the sentencing, Delpleche told Chief Magistrate Rechanne Browne that he was going to recommend a custodial sentence, but the victim, with whom he communicated, did not want that. He, however, added that the penalty must reflect the seriousness of the offence. The Prosecutor said that in matters of this nature, a clear message must be sent that beating up on one’s wife or girlfriend is not

tolerated by the Court, and the punishment must reflect the seriousness of the offence. “Your wife or girlfriend is not your property or chattel,” he declared. The facts, presented on Monday, revealed that around 7 p.m. on October 4, Salanday returned home from work and met Garrick there. He began questioning her as to why she got home so late. She replied that she was at work speaking with her employer. Garrick got annoyed and accused the woman

of cheating on him. An argument ensued, and Garrick began swinging a knife, inflicting injuries to the woman’s face, hands and fingers. In recent times, several persons have been convicted in the Court here in separate incidents of violence against women and children, and the Court has been sending a clear message to perpetrators, and would-be offenders, with custodial sentences being imposed in many cases.

Meeting to discuss Buccama

A MEETING INVOLVING the Prime Minister Dr. Ralph Gonsalves and parties concerned with the Buccament Bay Resort, was set for last Tuesday. According to Dr. Gonsalves, the meeting involving trustees, investors and himself was to try to finalise the deal which would lead to the reopening of the Resort. Last Monday, in his news conference, he showed the media a five page document he had received from the bankruptcy trustees for the estate, saying that it outlined the issues at hand. In September, Dr. Gonsalves said he was hopeful that the issues will be resolved soon, even as he acknowledged that there were a lot of issues affecting the re-opening. One of the issues involved, the Prime Minister explained, was that there were deeds which were not signed by the vendor to the purchaser — the Harlequin Group - and not registered. “…As I understand it, the lawyer who had those original deeds died. But the KPMG, who are the trustees, they have the copies. And they have evidence that these were bought and people paid for, and all the rest of it,” he said. He said that government intended to get involved by acquiring lands, but if it did so, then the trustees would have to give the government an

Need to focus on sentencing PRIME MINISTER and Minister of National Security Dr Ralph Gonsalves has admitted that there are some measures that need to be taken with respect to the prison and one of them relates to sentences being meted out. Gonsalves told members of the media this week that he visited Her Majesty’s Prison, in Kingstown early Monday so as to get a firsthand look at where Veron Primus, was being held and from which he escaped. “I have been reflecting on some things which we need to do further in respect of the prisons, but it is not a matter which I am going to address in anger, I am going to address it with patience and calm,” he said. He said that he knew

that the prison service had a lot of resources budgeted and that prison officers are now more qualified/trained, but he returned to the issue of sentencing, saying, “Sometimes I read things in the newspapers, some persons are clearly candidates for incarceration. But sometimes I would read reports…I will see a person being sent to jail for sentences, … (we) have to make sure those administering justice in this area that more attention be paid to it,” he said. He continued, “..I think that is an area where we need to look at, in addition to strengthening things at the prisons.” On October 1, Primus who was on remand awaiting trial for the murder of Sharleen

Shortly after 2pm on the said day, reports had surfaced that he had turned himself in and was subsequently handed a 16-month sentence for the offence. Prison Officer Louis Cupid was charged in connection with Primus’s escape which led Gonsalves to say that generally there were very good officers serving within the local penal system, but that there will always be the one or two that would be “preoccupied with other things.” Dr. Gonslaves opined, though, “With the individual who escaped, as bad as that is, we are certainly far removed from a situation where the prisoners ran the prisons,” Gonsalves said.

Hazell Memorial Fund promoting education THE SYDNA AND JAPHETH HAZELL Foundation, which is in its second year of operation, has offered assistance to three more students from Bequia, to help them better access secondary education in Kingstown. The three recent recipients are Zohanna Ollivierre and Nyema Bernard, currently first form students at the Girls’ High School, and Amari Hercules enrolled at the St. Vincent Grammar School. The three join three students who are currently attending the Girls’ High School, St. Vincent Grammar School and the Bequia Seventh Day Adventist Secondary School, as recipients of assistance from the Hazell Foundation. According to the Managers of the Foundation, those student recipients who opt to attend school on mainland St. Vincent are awarded the cost of ferry transportation for five years, on condition that they maintain an average of 70%. Those who choose to attend school on Bequia will have their tuition covered for the same five years, with the same performance condition. While the Sydna and Japheth Hazell Memorial Fund’s Board of Directors has no desire to be a watchdog over these students, the Managers say. it hopes to promote discipline, dedication to work, good stewardship, and a love of country among the students of the State, and will have an eye on the performance of the students funded under this programme. The scholarships are offered to the CPEA students of all the primary schools on Bequia, as a continuing community service. (Contributed)

TCCU awards Bursaries SEVEN RECIPIENTS of Bursaries provided by the St. Vincent and the Grenadines Teachers Cooperative Credit Union (SVG TCCU) have been urged to remember the donors after they have completed their studies. Those receiving the assistance were: Sharma Black, Mable Pearlina Child, Suzette Jackson, Kendra Lynch, Rolis Nanton, Enda Weekes and Aurie Gordon. Cecil Charles, speaking on behalf of the Board of Directors of the Credit Union, at the handing over ceremony held last Tuesday morning, traced the birth of the Credit Union from the days of the Teachers strike of 1975. Charles reflected on the struggles of the Credit Union that morphed in 1978 out of the 1975 experience. He urged the recipients of the SVG TCCU assistance not to forget the source of assistance. Deputy Chief Education Officer Dixton Findlay endorsed Charles’s plea for recipients to show gratitude. “We have a nation to build,” Findlay pointed out, and expressed pleasure with the contribution the Teachers Credit Union is making to education here, in partnership with the government’s thrust in that area. He noted that education is expensive, so that any help will ease the financial burden on the students. While Findlay urged the recipients to “study hard, and do your best,” he pointed to the absence of males on this year’s reward list. He noted that the gender equality tended to shift from Form 4, with a fall off of males.

LIAT and prison DELEGATIONS FROM ANTIGUA AND BARBUDA (A&B) and Barbados were expected to resume talks this week, with respect to the purchase and sale of shares in regional airline LIAT but, LIAT being what it is, there was another twist in its sordid tale. Prime Minister of A&B Gaston Browne, this very week, communicated to his Barbadian counterpart Mia Mottley that he was no longer interested in buying that country’s shares in the cash-strapped, cashabsorbent airline. Browne conveyed to Mottley that instead he had “found” some $40m which he was prepared to “pump” into LIAT. This turn in events make for interesting speculation. In early September, Dr. Ralph Gonsalves, Chairman of LIAT’s shareholder governments, told a Barbados news outlet that LIAT needed “significant injections of capital from new sources … a heavy dose of new equity capital.” He advanced the view that the issue was not the buying of shares from one country by another, but one of having more “money inside of LIAT to help it to do the necessary and desirable restructuring… .” Was Dr. Gonslaves preparing us for the reality that the purchase of shares by one shareholder from another would not have positively affected LIAT’s operational shortcomings? Was he hinting that there was something else in the pipeline that could respond more immediately to LIAT’s need as he saw it? Was somebody taking somebody for a ride all along? Isn’t $40m a far cry from what LIAT requires to set it on a path to financial stability? PM Browne’s ‘offer’ to invest $40m still has to be approved by the shareholders/Board of Directors. Who would refuse such an offer? But would A&B want a greater say in LIAT’s operations even in the face of continuing majority shareholding by Barbados? LIAT being LIAT, its CEO has assured that even in the current challenging situation, the airline will continue operating across the region. For how long? LIAT has some 600 employees, the majority at its headquarters Antigua. Nuff said.

Our Prisons It is not a case that our prisons are porous per se, but a case of not having enough manpower to stop the holes that exist. Another prisoner made his merry way out of Her Majesty’s Prison, Kingstown. Those who know the physical state of that compound and the extent of human resource that is availed to administer and secure it, would not have been surprised that there was a ‘walker’. If the truth be told, we must credit the inmates for ‘their proper behaviour’, for if it was otherwise, there could well have been more frequent ‘walkers’. That we have had no mass disturbance and no mass escape is a blessing to the relationships that the woefully inadequate number of prison warders and their superintendents have developed with those they are made to guard, to the extent that prisoners assist with prison warder duties. Where else in the world do prisoners do prison warder duties? Are these duties hard labour — part of their punishment? The truth of the situation is that, in the face of recurring requests by successive prison superintendents, this government has failed to provide for the adequate staffing of our prisons. As though he were some ‘special prisoner’ (and he could well be given the talk of national security concerns surrounding him), the recent escapee has forced government’s hand into releasing millions(?)’ to address the security concerns at our prisons, especially Kingstown. None of this can erase the deliberate sidelining of the Superintendent of Prisons in the recent affair. Is this policy? It is not the duty or should not be the duty of the Commissioner of Police to dictate to speak of matters directly related to our prisons, in the absence of the Superintendent. This practice is as much a contributing factor to what obtains at the prisons as the lack of adequate staffing. Get going before the holes open wider and in new areas.

This is Arnhim Eustace: Yesterday, today and tomorrow WE WELCOME THE CHANGED ROLE from social activist to moral exemplar: “It is simply not true that Arnhim Eustace is a cold and aloof personality that lacks the common touch. It is more accurate to say that he is indeed a serious person who learnt how to mix, but does not wallow. Refreshingly natural, Arnhim greets people with real warmth, minus the contrived folksiness, back-slapping and raucous laughter that is skin-deep and puton. And he does seldom suffer fools gladly. Still less is Arnhim a cost-cutting accountant devoid of human feelings, though, it is admitted, he can be blunt and forthright in all his dealings. One caller to a radio station had to climb down from an original claim, that in negotiations with the teachers, Eustace had bellowed “Not a dann cent more for you” and Jeff Trotman, whom Glen Jackson had placed on the scene, could not recall a situation in which Eustace had virtually started a shouting-match with public servants across the bargaining-table. It is not his style, which is to be gentle but firm. It was, however, Eustace’s victory speech at Victoria Park which sent the Red Rats into a bout of hysteria. Arnhim’s hard-hitting mission statement was described by his detractors as vicious and belligerent, precisely because it did not match the image they had projected on Eustace as a man who yields his ground rather than stand up and fight fire with fire. The perception presented by Eustace’s critics was that the speech was strident and bellicose, betraying a man headed for the warpath. Objectively, Arnhim had picked his words carefully in producing a speech that was brilliant, measured and appropriate. Up to the time if his election as president of the NDP and Prime Minister designate, Eustace was generally known for his straightforwardness, honesty and integrity. Top drawer journalist Jerry George had described him as being incorruptible, while Stalky John declared that in all his dealings with Eustace, the latter always “played with a straight bat”. Since, however, politicians are corrupt by definition, there is currently an orchestrated attempt to stain his name and besmirch his character, in a thinly-veiled attempt to derail his election drive. The New Bank matter will eventually come out in the wash. In the meantime, however, one may justly call in aid one of Mitchell’s favourite quotes: “you cannot tarnish gold with dirty water”. Eustace himself has a more reflective response: “if that is what politics has descended to, God help us”. It is significant that public figures known to be in opposition to the NDP- Bassy

Alexander and Patrick Hugheshave all publicly declared their confidence in the innocence of Eustace vis-a -vis the Nano affair. In regard to his professionalism, the picture painted is that Arnhim suddenly appeared in. St Vincent around the midnineties, to serve Mitchell as a sort of lacklustre, compliant economist in the erection of “failed projects”. The truth is that most projects are indeed impressive. And back-up infrastructure has been excellent- water, electricity, social insurance and the rest. However, the main point stressed here is that, in his earlier career, Arnhim proved to be a brilliant economist and public servant during Labour’s Administration 1974-1978. Within those five years, Arnhim, armed with a Master’s Degree in Economics, moved from being an Administrative cadet, to Assistant Secretary, to Manager Development Corporation, to Director of Planning to Permanent Secretary Agriculture (of which Beache was junior Minister), completing the distance at the tender age of 32 years! He then walked out of his job on a matter of principle! Clearly, Eustace’s C.V neatly fits the job description of the task he is now called upon to undertake. Nowadays the real theatre of action is located externally, with only shadow- boxing taking place locally. Arnhim has the wherewithal to deal with our external economic environment. In his early years, Eustace had been a member of the Forum and a radical president of the CSA. Indeed, it was generally believed that the Labour Government had passed the draconian Public Service Act 1971 specifically to curb the political trespass of the likes of Eustace Parnel Campbell, Kerwyn Morris and John Cato. Deep down in the innermost reaches of Eustace’s psyche are commitments made to the people of this country in the philosophy of the Forum, which was partly captured in the DFM Manifesto of 1974. The consultative process was referred to in the promise to take directions from the Civic Society in general; there was the imperative of representatives reporting back to base periodically; for the institution of the system of Recall; for a limit of two terms for a prime minister; for a declaration of assets; for the continuing search for more appropriate and relevant forms of governance. What the country now sees as brilliant ideas coming from other sources are, in part, wanton plagiarism of thoughts Arnhim and company championed over 26 years ago! ‘Oh, what a country!!!’

ST. VINCENT AND THE GRENADINES is a real ‘jokify’ place. Not for the first time (remember the Trinidadian fellow who waltz out of the Belle Isle prison some time ago), a prisoner just ups and walk out a prison here. Yes, walk out the prison, for I have not heard any official report that said the man ‘jump over a wall’ or something like that. God alone knows, but from what we are hearing since this happen, the prisoner could well have been escorted out by a prison worker. And I understand the prisoner who walked out Her Majesty’s Prison in Kingstown also had a cell phone. In fact, a friend told me that the same prisoner had more than one cell phone in prison. Don’t ask me how she know that; I selling it like I buy it. But you see what I mean, Mr. Editor? We real ‘jokify’… like Flow and Digicel open outlets in we prison. Just now, other businesses might open business in the prison. What a thing!!! On a serious note, though, Mr. Editor. It is high time that the authorities look into improving security at our prisons, especially at Her Majesty’s Prisons in Kingstown. We know for a fact that there are a lot more inmates there than that compound can adequately accommodate and surveille. An acceptable ratio of prison wardens to prisoners must be achieved, or else the whole affair of incarceration becomes a farce. But even as I sympathise with the Prison Superintendent and his colleagues, I commend them for their courage. I know there are many meaningful and honest men and women among the prison staff; all they need is the support from the authorities. As it stands, they are being thrown to the wolves empty handed, so to speak. I appeal to the authorities, to act soonest to ensure that the prison in Kingstown

especially, is adequately staffed. We need to act to prevent anything worse happening in our prisons. By the way, I am not aware that we can call upon the police to assist with normal duties at

the prisons. My understanding is that the police can be used in times of cell searches and to assist in quelling any (mass) disturbances by the prisoners.

The Education Revolution THE EDUCATION Revolution is an important change in the process of facilitating the acquisition of knowledge, skills, beliefs, moral and ethical values, positive thinking, and habits as instruction is given or received. To workers, it means Meritocracy; promotion and appointment by qualification, experience and fairness. Failure to follow these tenets results in the demoralization of the workforce and the consequent drop in productivity. To students, the Education Revolution means opportunity. The revolution is particularly important to students who would otherwise have been denied opportunity that they should have. Our school system needs to teach children not only how to make a living but also how to live. This means that we learn skills to contribute positively to our society, and we also learn to live amicably with each other. One attempt to do this is by bringing students into secondary schools, who previously may not have had that opportunity. However, although they wear the same uniform, most schools, if not all, take actions to exclude them from accessing the instructions they need. These actions include placing these students of the Education Revolution in separate classes. The consequence of this is that students experience discrimination. This is natural as segregation leads to ostracization. These students often enter secondary school with low reading scores, and are often resented by some teachers because of this. Some may need individualized

instruction and extra support in order to succeed. Rather than planning for this, these students are faced with remarks like: “Why don’t they go back to the Primary School,” and “This is not a school for children with special needs.” The truth is that many schools have not embraced the Education Revolution, and as a consequence actively work to sabotage it. If school leaders and leaders in Education do not believe in the Revolution, its failure is inevitable along with the grave concomitant failure of the children of the Education Revolution. One way the Education Revolution should benefit this society is by helping us to do what we do better. The construction worker or vehicle mechanic, for example, would have attached themselves in apprenticeship programs in the workplace to learn the skills of their profession. Having delayed their entry into the workforce, the Education Revolution should better prepare them for entry by immersing them in the subject areas they need. These may include Physics, Information Technology, Mathematics, Building and Furniture Technology, Technical Drawing and English A. In many cases, the students who need and will use their knowledge of subjects like Physics are denied the opportunity to study them. In this age of the Education Revolution, why can’t schools guarantee that their students pass English A,

THIS IS DIRECTED at you, the husband. Sorry dude, but I doubt she just got preggo (pregnant) on a one-time fling with your boss. As other people are saying, they is more than that. Sounds like you want to believe her, and while she did tell you, you don’t truly know the reasons why. I’m sure she thought it all through. However, if she had unprotected sex with your boss, who is also her boss, that is a HUGE violation of trust and just downright disgusting. But, did you even talk about why she cheated? What led up to it? You have to ask the hard questions, and even then, you might not get a truthful answer or she may be 100. You know if she is keeping the baby? The boss could fire you guys, but if you can prove why he fired you guys because the baby is the proof. However, I suggest that you just leave her and remove all that toxic bullshit out of your life. Some best traffic practices MR. EDITOR, thanks for allowing space to remind drivers here about some best driving habits. 1. I was taught that you must park or stop at least 18 feet from a corner. These days we park right on the corner, and that is any corner, anywhere, with no regard for how far the tail of the vehicle protrudes. 2. When coming back into your lane after overtaking another motorist, you should do so with at least one full car length ahead of the vehicle you overtook. I have often had to pull to the left to avoid an overtaking vehicle hitting me when that vehicle is returning to the left lane. 3. Turn off your headlights when you come to a complete stop. Too many ignorant or indiscriminate drivers leave their full lights on (some on high bean and with fog lights too) when they stop, thereby causing the oncoming motorist to have to stop or take extra precautions to avoid a mishap. Have some regard, please. 4. As far as I know, it is an offence to stop willy nilly in traffic to talk to another motorist or pedestrian. Not only does this cause a hold up

of traffic, but it shows total disregard for the time of other persons. This is becoming a common practice as though it is the norm. 5. And please, it is always the best thing to look to see if there is oncoming traffic on your side before opening your door. Parents must instill this in their children who seem to think that they have all right to swing open their door anytime, anyhow. I have experienced this on

too many occasions. I fear that we are fast becoming a lawless society. I wonder who is encouraging this. On another note: Why do certain business places purport to provide parking space for customers, but allow their employees to monopolise those parking spaces during the same time they are open for business? Initiatives to stimulate the economy

(Excerpts of Dr. Friday’s address at 41st Convention - Pt. 2)

WE COME BACK to the issue of leadership, and the important question of whether or not leadership matters in a small resource limited country like St. Vincent and the Grenadines. Some persons within the opposition New Democratic Party don’t seem to understand the importance of this concept, when they offer their leader, Godwin Friday as a possible Prime Minister of St. Vincent and the Grenadines. Nothing could be more idiotic, as we shall prove in the column. We accept that as a country, St. Vincent and the Grenadines has to be managed and administrated. Some organisation has to take on the task of pulling together all the aspects that go into the administration mix, which will bring benefits for the people of this country. Vincentians have determined that the organisation that should be responsible for the administration of the country, is the Unity Labour Party. They did so in 2001, 2005, 2010 and 2015. They did so, based on the plans and strategies put forward by the ULP, along with the philosophy of the party, and the leadership identified to drive this administrative process. By electing the ULP administration for “four in a row”, the voters were saying that they did not agree with, or support the plans and programmes of the NDP, and further, they didn’t think that the leadership being put forward, in that case, Arnhim Eustace, had the qualities to take the country forward.

ONE OF THE most serious obstacles to development in St. Vincent and the Grenadines is the lack or scarcity of credit. The commercial banks see most business ventures as too risky, and more often than not say “No” to their loan applications. Financing is the lubricant that makes an economy move, and credit is the most accessible form of financing. But, tell that to a farmer or fisherman, or small manufacturer or Agri-processor in St. Vincent and the Grenadines, who has been turned away repeatedly by the commercial banks. They need a hand up. We will create a specialised bank, a National Development Bank, to eliminate the credit problem, and make financing more accessible and more affordable for local businesspeople, especially small businesses. The main objective of the Bank would be to promote economic development by fostering investment and business development in St. Vincent and the Grenadines. Since the aim of this Bank is not profit for shareholders, but to serve the national interest by promoting economic activity and business development, it will be able to provide cheaper loans to businesses. It will also provide financial and technical assistance in the areas of Agriculture, Fisheries, Tourism, Industry, Housing, Small Business Development and Human Resource Development. Other CARICOM countries have Development Banks. These include: Grenada, St. Lucia, Antigua and Barbuda, St. Kitts and Nevis, Jamaica, and Trinidad and Tobago. The St. Vincent and the Grenadines Development Bank will contribute immensely to the economic development of the country. Funding for our Development Bank will come from a number of sources, including the CBI programme which we intend to introduce in St. Vincent and the Grenadines. This will keep the cost of borrowing down. Other objectives of St. Vincent and the Grenadines’ Development Bank will be to: promote and develop Small and Medium sized Enterprises; assist with the development of Agriculture and rural development; further develop the Fisheries sector; promote growth and diversification of the Tourism sector; finance student loans and develop new areas of the economy such as ICT. Persons involved in the following areas will benefit: Small and Medium sized Enterprises - by provide funding to start business, training and assist with the business pre-start, start-up and development; Fisheries providing funding to purchase engines, bigger boats, for example to get into tuna fishing; Agriculture funding for farmers to assist with inputs, production, marketing, and to purchase vehicles and other tools; Tourism - funding to purchase taxi vehicles, water taxis, to develop hotels, restaurants, tour operations, and to develop and promote services like dive shops and boat charters; Education - finance students’ loans at a lower interest rate with flexible security and repayment schedules.

We want you to be efficient and productive so you can serve the nation well and compete successfully for work in the other OECS countries.

Electricity cost To put it bluntly, VINLEC is killing us. Everybody knows the story: VINLEC is quick to increase the fuel surcharge with the slightest provocation, increase in oil prices, but slow to lower it when oil prices go down. To the consumer, it is just as painful to pay his light bill if the increase comes for rising fuel surcharge as from using more energy in his daily activities. The light bill is too high. And we will do something about it, starting with ensuring that the fuel surcharge never exceeds the cost of units used. In other words, you should not have to pay more in fuel surcharge that you pay for the energy you actually use. Controlling the energy bill is important for the living standard of all households and critical to the competitiveness of businesses. Hotels, for example have to air condition their rooms. Imagine the bills they see each month, especially when the fuel surcharge jumps. In short, let’s get our people working, and let’s get the SVG economy moving so that we can create jobs for our people. I believe in the capability and strength of our people. We cannot build a nation without engaging our people directly and completely in the process. Government cannot do it alone. Development must be essentially by the people and primarily for the people. I believe that is where we must begin. And so, that is where the NDP begins. This is why I believe so passionately that we must give our people a hand up, not just a hand-out. The initiatives of a visionary and activist National Development Bank will give people the opportunity to lift themselves up and, collectively, lift up the nation. What could be more beautiful and rewarding than that? A people shaping our own destiny as best we can. I have said before and it bears repeating now: we can do great things when we work together, not only with one another but for one another.

Snowden Memoirs: What you don’t know can kill you EDWARD SNOWDEN, the American Whistle Blower recently published memoirs make fascinating reading. Snowden warns against confusing and conflating country with state and party interest and loyalty. What follows are excerpts from his book Permanent Record which speaks of his work as a Central Intelligence Agency and National Security Agency (NSA) officer: ‘There is, simply no way to ignore privacy. Because a citizenry’s freedoms are interdependent, to surrender your own privacy is really to surrender everyone’s. You might choose to give it up out of convenience, or under the pretext that privacy is only required by those who have something to hide. But saying that you don’t need or want privacy because you have nothing to hide is to assume that no one should have, or could have, to hide anythingincluding their immigration status, unemployment, financial, and health records. You’re assuming that no one, including yourself, might object to revealing to anyone information about their religious beliefs, political affiliations, and sexual activities. Just because this or that freedom might not have meaning to you today doesn’t mean that it doesn’t or wont won’t have meaning tomorrow, to you, or to your neighbouror to crowds protesting halfway across the planet, hoping to gain just a fraction of the freedoms that my country was busily dismantling…’ ‘MASS Surveillance is the government’s historic effort to achieve total access to — and clandestinely take possession of — the records of all digital communications in existence. Most people tend to think of mass surveillance in terms of content- the actual words they use when they make a phone call or write an email. When they find out that the government actually cares comparatively little about that content, they tend to care comparatively little about government surveillance. This relief is understandable due to what each of us must regard as the uniquely revealing and intimate nature of our communications: the sound of our voice, almost as personal as thumbprint; the facial expression we put on in a selfie sent by text. The unfortunate truth, however, is that content of our communications is rarely as revealing as its other elements — the unwritten, unspoken information that can expose the broader context and patterns of behaviour. The NSA calls this “metadata”. Metadata is data that is made by dataa cluster of tags and markers that allow data to be useful. The most direct way of thinking about metadata, however is as “activity data”, all the records of all the things you do on your devices and all the things your devices do on their own. Take a phone call, its metadata might include the date and time of the call, the call’s duration, the number from which the call was made, the number being called, and their locations. An email’s metadata might include information about what type of computer it was generated on, where and when, who the computer belonged to, who sent the email, who received it, where and when it was sent and received, and who if anyone besides the

sender and recipient accessed it, and where and when. Metadata can tell your surveillant the address you slept at last night and what time you got up this morning. It reveals every place you visited during your day and how long you spent there. It shows who you were in touch with and who was in touch with you. It’s this fact that obliterates any government claim that metadata is somehow not a direct window into the substance of communication. With the dizzying volume of digital communications in the world, there is simply no way that every phone call could be listened to or email could read. Even if it were feasible, however, it still wouldn’t be useful, and anyway, metadata makes this unnecessary. This is why it’s best to regard metadata not as a benign abstraction, but as the very essence of content: it is precisely the first line of information that the party surveilling you requires. There’s another thing, too: content is usually defined as something that you knowingly produce. You know what you’re saying during phone call, or what you’re writing in an email. But you have hardly any control over the metadata you produce, because it is generated automatically. Just as it’s collected, stored, and analysed by machine, it’s made by machine, too, without your participation or even consent. Your devices are constantly communicating for you whether you want them to or not. And unlike the humans you communicate with of your own volition, your devices won’t withhold private information or use code words in an attempt to be discreet. They merely ping the nearest cell phone towers with signals that never lie. One major irony here is that law, which always lags behind technological innovation at least a generation, gives substantially more protections to a communication’s content than to its metadata — and yet intelligence agencies are far more interested in the metadata- the activity records that allow them both “ big picture” ability to analyze data at scale, and the “little picture’ ability to make perfect maps, chronologies, and associative synopses of an individual person’s life, from which they presume to extrapolate predictions of behaviour. In sum, metadata can tell your surveillant virtually everything they’d ever want or need to know about you, except what’s actually going on inside your head. After reading these classified reports, I spent months in a daze. I was sad and low, trying to deny everything I was thinking and feeling. I felt far from home, but monitored. I felt more adult than ever, but also cursed with the knowledge that all of us had been reduced to something like children, who’d forced to live the rest of our lives under omniscient parental supervision. I felt like a fool, as someone of supposedly serious technical skills who’d somehow helped to build an essential component of this system without realizing its purpose. I felt used, as an employee of the Intelligence Community who only now realising that all along I’d been protecting not my country, but the state. I felt, all above, violated. Being in Japan only accentuated the sense of betrayal…’

Cut ties with Taiwan, now!!

TAIWAN LOST another ally in the Pacific Ocean after the island nation of Kiribati switched diplomatic recognition to China. Kiribati cut ties with Taiwan just four days after the Solomon Islands cut ties with Taiwan in September 2019. Kiribati is the seventh country to cut ties with Taiwan in three years, and its decision leaves Taiwan with four remaining Pacific allies: Tuvalu, Nauru, Palau and Marshall Islands. However, the South Pacific state of Tuvalu also picked a new prime minister, shunning its former leader Enele Sopoaga, who had been a strong supporter of Taipei while in office. As it stands now, Taiwan enjoys diplomatic relations with only 15 countries worldwide. Kiribati’s decision is another coup for China as it celebrated the 70th anniversary of the founding of the People’s Republic of China, on October 1. Over the decades, as China’s economic and military power has grown, most countries - including the United States and most Western nations - have switched recognition to Beijing. SVG’s tie with Taiwan is a toxic relationship. Taiwan came to SVG 39 years ago, apparently to help our country. Yet, SVG is still very poor, with a weak economy, high unemployment and a high level of

poverty. Taiwan is not a friend of our country. To boost our economy, SVG must cut ties with Taiwan immediately and start trading with China. China is a global economic super-power, and most of the world — almost 200 countries — trade with China. It is stupid for SVG not to be trading with China, and bad for SVG businesses. Taiwan allegedly creams-off about EC$2 billion annually from SVG’s High Seas Fish Licence and the use of SVG’s national flag on its fishing vessels in international waters. Taiwan is holding back our economy as Taiwan does not pay any tax in SVG. Taiwan has failed to invest in SVG and create strong sustainable industries. Taiwan has not built one factory in SVG. Taiwan is technologyadvanced, but has not provided SVG with any technology transfer. Taiwan has not set up any trade deals to help SVG export to Taiwan. In over 38 years, Taiwan has not imported one dollar of goods from SVG companies. Even though it is obvious that our economy is weak and our people are suffering, Taiwan does not set up bi-lateral trade deals with SVG. Taiwan’s presence in SVG is holding back our economy. All the countries ditching Taiwan believe that their new relationship with China will lead to

investment opportunities, and in particular, increased trade, i.e. the export of more goods from their countries to China. This is what SVG needs — a partner who will help SVG’s companies to export. Cutting ties with Taiwan and establishing ties with China would boost our economy and create thousands of new jobs. It is conservatively purported that for the period 2001 to 2018, Taiwan owes the SVG Treasury EC$54 billion in Fish Tax. A SVG Green Party government

would be fully justified in cutting ties with Taiwan and opening ties with mainland China, just like Kiribati. It is only when Taiwan has left SVG, that our country will start to move forward and the economy become strong. SVG must go in a new direction, away from the begging and borrowing culture that Taiwan and the ULP regimes propagate. This strategy is destroying SVG and our children’s future. The HIV/AIDS scourge STATISTICS from the Joint United Nations Programme on HIV/AIDS reveal that St. Vincent & the Grenadines has the highest number of people living with HIV/AIDS in the Eastern Caribbean. The report states that some 800 people are infected with HIV/AIDS virus and are still alive, and that approximately 900 persons have already died from HIV/AIDS related complications. They know that God’s law says that men who have sex with men should die. But they continue to do these evil things. And they also feel that those who do these things are doing right.” (Rom.1:32) Homosexuality is sexual attraction to or sexual relations with somebody of the same sex. It was among the homosexual communities that HIV/AIDS is said to have surfaced in the Western world. HIV/AIDS was first diagnosed/detected in SVG in early 1985, one month after I got married to my prince charming. From thence, HIV/AIDS continued on the rise and became a major public health issue here in SVG. When the dread-man disease came on stream in the mid1980s, many nurses feared they would somehow contract the disease. It was then that the concept of Universal precaution took full root in the lives of nurses here in SVG, because we were nursing patients and did not know their HIV/AIDs status. This trend continued until the late 90s when the HIV/AIDS status was identifiable, using a code. During this period, many good nurses left our shores to go to bigger countries where stringent/rigid measures of care were in place to care for this group of people and guaranteed the safety of the Nurses. For me, perhaps because of my spiritual background, I stayed here to provide care of the highest level to our people. I vividly recall when I suspected that I was indeed nursing persons with HIV/AIDS and there were no medical diagnosis of the disease in their case notes, I told my husband that it was better for us to move

abroad where I believed that I would be safe giving care. He said to me, “We don’t need to go abroad; just resign, I will take care of you.” Now, this was just one year after we had married. I didn’t appreciate his response and fired back at him, “You know, if I had not married you last year, I would not have married again. I would have followed my dream of becoming a nun, and I am not doing nothing with you unless you wear a condom!” It was then I realised that my greatest fear was not the fact that I was giving care without knowing the patients’ status, but making love to my husband without a condom. It didn’t matter to me whether he was faithful or not. I had to be careful, for men sometimes play a sex lotterythey must be in it to win recognition in certain circles. Despite the fact that Infections of HIV/AIDS were found in homosexual and bisexual men, and HIV/AIDS was seen mainly in these men over the years, today heterosexual relationships (between man and woman) are actually the leading cause of HIV/AIDS in SVG and the Caribbean. We can no longer hold the belief that HIV/AIDS is a disease that only occurs among homosexual or bisexual men. Additionally, HIV currently infects more women than men, because biologically, the male semen (sperms) contains more of the HIV/AIDS virus than female vaginal fluids. This causes more women who have sex with bisexual or homosexual men to become infected with HIV/AIDS. So the playboys/men leave their wives or girlfriends home, go out and have sex with bi/homosexual men, and then return home and have sex with their wives and girlfriends; and so HIV/AIDS gets out of control. Quite a number of the young teenage girls and boys at schools and colleges are prostituting themselves with homo married and bisexual single men in order to get money and fashionable wear. So, the new cases of HIV/AIDS that are occurring to date in SVG are a higher number of women (15-45 age group) than men. Besides Africa, SVG is the other place in the world where a higher number of girls and women (than boys and men) have HIV/AIDS.

Speaking to the specific objective of the MBG seminar, which is to experience how to manage a micro business effectively, using an experience-based approach, Belmar noted that he has seen where many people have started businesses and do not have the basic practical skills and knowledge to manage their businesses, and have bad business principles, which often lead to failure. “It happens daily in Bequia where it’s my business, it’s my petty cash, it’s my cash pan. I have a need - an urgent need. You don’t pay yourself a salary because it’s not growing fast enough for you to pay yourself a salary; nevertheless you have a need and the money comes from nowhere else but out of the cash pan. In fact, the court attached hard labour to Ffrench’s sentence which was handed down in the Supreme Court last week Thursday. According to the Jamaica Observer, Ffrench, who pleaded guilty to child stealing on July 18, 2019, was arrested on February 5, when she turned up at

the Registrar General’s Department in Twickenham Park, St Catherine, attempting to register a baby. When Ffrench was unable to provide certain documents to prove that she was the mother of the child, a suspicious Registrar General’s Department (RGD) employee - Tamara Blake - alerted her superiors, and the police were called, which led to the arrest of Ffrench. A subsequent DNA test confirmed on February 7, that the baby was stolen from Victoria Jubilee Hospital in Kingston, and belonged to Sinclair Hutton and his commonlaw wife Suzette Whyte. Prior to the matter being transferred to the Supreme Court, it was said in the Kingston and St Andrew Parish Court on April 25 that Ffrench lurked at the hospital for almost a month before stealing the child. Meanwhile, Tamara Blake, the Registrar General’s Department (RGD) employee who raised the alarm which led to Ffrench’s arrest,

Dominican fears for his life ONE MONTH after he was severely beaten and left for dead, Jahhym Azoo says he is afraid of walking the streets in Antigua and Barbuda. Azoo, a Dominican, is recovering at home, but he told Dominica News Online (DNO) on the weekend, that he was afraid that those who attacked c him would do it again. He said he is aware that only two boys were charged and they have been released and are at large. Azoo said he would rather return to his homeland where he will be more at peace. Secondary SchoolsÊ Football kicks off THE 2019 SVG FOOTBALL FEDERATION’S Secondary Schools Football Tournament kicked off last Sunday at the Victoria Park with two featured matches. The matches were in fact replays of last year’s finals in both the Junior and Senior Divisions, as they battled for the Tyrone “Tweety” Spence and the Sylvester “Scobie” Taylor shields respectively. Both schools that champed the respective divisions last year, began their 2019 defence with shield wins. The Central Leeward Secondary won the Tyrone “Tweety” Spence Shield, and Georgetown Secondary- the Sylvester “Scobie” Taylor Shield.

Central Leeward beat the St Vincent Grammar School 4-2 in penalty kicks, after they had played to a 1-1 draw. Oryan Velox scored for Central Leeward in the 2nd minute but Saviola Blake equalised for the Grammar School in the 14th minute. And the Georgetown Secondary outscored the DR JP Eustace Memorial 2-1. Shemroy Phillips in the 9th minute and Terrason Joseph in the 56th minute scored for Georgetown. Tyrese Webb scored for the Dr JP Eustace Memorial in the 48th minute. For, like times in life, when one dust settles, another surfaces. Yesterday, October 10, the dust settled on the second Qualifier featuring Barbados Tridents and Trinidad Knight Riders. That determined the other finalist for this year’s Caribbean Premier League. Guyana Amazon Warriors secured their spot on the foundation of Brandon King’s unbeaten 132. The dust might settle on the team which missed out on the final. But the atmosphere rises with the final. Whatever complaints there are regarding the standard of the composition, it is proving a platform for many a prospective cricketer. Others in distinguished circles found an opportunity of showcasing their talent to the world. After the CPL is over, there is the attraction of other leagues. National U-15 cricketers in training THE UNDER-15 National Cricket squad has begun training under the guidance of Head Coach Bertram Stapleton and assistant Kenroy Martin. The training began some three Saturdays ago at the Arnos Vale Sporting Complex, and while Stapleton admitted that there was much work to be done with respect to developing the technical skills and mental toughness of the players, he was optimistic that the team would give a good account of themselves. “Every coach’s expectation going into a tournament is to win. Yes, it’s true to say that over the

past two years we have seen some improvement, (but) presently, only two players are eligible from the past year; all the others are new. But I am hopeful that the exposure given to those who toured Tobago earlier this year will bring success to the team this year in the Windward Islands tournament,” the Head Coach added. As it stands, the squad is in training every Saturday, and this is expected to increase and intensify as the tournament draws closer. The speed and ease with which Eustace shifted gear from technocrat to politician, speak volumes on the versatility and adaptability of the convert eager to move from the stultifying atmosphere of the office environment, regularly to catch a breath of fresh air in identifying with the grass-roots. Eustace’s stint with the Caribbean Development Bank opened to him a new world into which he had to find a niche for those small Caribbean islands. He certainly impressed both Bank President Willie Demas and Sir Neville Nicholls with whom he worked, as to the quality of what he offered. As Prime Minister, Eustace could have a direct and wholesome influence in guiding our destiny and enhancing our survivability in a world situation that daily challenges us. The foregoing was written about 14 long years ago when Eustace was about to take-over the running of the NDP Government from Son Mitchell. In fact, his stint was short-lived, marred by turbulence, and eventually cut down by the Road Block Revolution in a matter of months. From that time onwards, Eustace has been managing the SVG opposition with good sense and equanimity, standing up to the misdeeds of a bull in a china shop with aplomb. After 14 years, the mists have cleared somewhat, and the people now see that the NDP led by Eustace is the only saver that can rescue them from the evil ways of the ULP Government that has lost its way, currently running amok.�

The appeal came as the political leaders, government officials, clergy of various Christian denominations and the general public, gathered at Heritage Square last Monday for the National Day of Prayer Rally under the theme ‘Giving thanks at 40’. The event was part of the ‘Revival at 40’ programme of activities to mark this country’s 40th Anniversary of Independence from Britain. Songs of worship and praises to God penetrated the atmosphere, as persons of the Christian faith prayed for St. Vincent and the Grenadines. Prime Minister Dr Ralph Gonsalves, in his address, said that there were many things to be

Bishop Gilbert Porter delivered the sermonette and invited all citizens to, “Picture a nation where all citizens and residents pray for peace unto the Lord God Almighty.” This, he reasoned, would eradicate crime and violence from our lands since, “Jesus is still the answer. The gospel is still the cure for sin.” He appealed to Vincentians to go to God in thanksgiving for all the things He has done, and to apply the word of God to their lives so that the community can be positively affected. The National Day of Prayer was organized by the National Day of Prayer Committee.
