ÂPay for air spaceÊ T&T fingered

ANY AIRCRAFT THAT USES THE AIRSPACE of St Vincent and the Grenadines should be made to pay for doing so. And Prime Minister Dr Ralph Gonsalves said that he has written to the Secretary General of CARICOM, Ambassador Irwin Larocque, requesting that the issue be placed on the agenda for next month’s CARICOM Intercessional Heads of Government Meeting, scheduled to be held in Haiti. Dr. Gonsalves told a press conference last week, that he has been raising the issue for some time, first with former prime ministers of Trinidad and Tobago Patrick Manning and Kamla PersaudBissessar, and more recently with current PM - Dr Keith Rowley. In fact, he said, he had written to Dr. Rowley on this and other matters. On the issue of use of air space, Dr. Gonsalves explained that the region’s airspace, known as the Piarco Flight Information Region, is managed by an entity known as the Caribbean Air Navigating and Advisory Services Ltd (CANAS), headquartered in Trinidad and Tobago. CANAS’s jurisdiction stretches from St. Kitts in the north to Trinidad and Tobago in the south, including the French territories — Martinique and Guadeloupe. And in as much as he insits that airlines using SVG air space should he made to pay for that, Dr. Gonsalves is equally concerned that none of the OECS countries nor Barbados is represented
on the board of CANAS. He, therefore, called for representation from the OECS and Barbados, and for information to be provided as it related to the amount (fees) that was and is being collected. Stories by HAYDN HUGGINS OPPOSITION NEW DEMOCRATIC PARTY (NDP) Senator and prominent lawyer Kay BacchusBaptiste says that Magistrate Bertie Pompey acted outside the scope of the law, when he sent 22year-old Vincentian fashion model Yuggi Farrell to the Mental Health Centre, to determine whether she was fit to plead, even after she had pleaded not guilty to the charge. As a result, BacchusBaptiste is calling on Pompey to recuse himself from having anything further to do with the case. Farrell of Ottley Hall, is charged with that on January 4, 2018 at Granby Street, Kingstown, in circumstances likely to cause a breach of the peace, did make use of abusive language to Karen Gonsalves of Prospect, to wit, “You dirty bitch”. The virtual complainant, a lawyer at the Attorney General Chambers, is the wife of Finance Minister Camillo Gonsalves. January 5, but Prosecutor Curlene Samuel made an application for her to be sent to the Mental Health Centre for two weeks observation, and her application was upheld by the Magistrate. Farrell was represented by Attorney Grant Connell, but, Bacchus-Baptiste, Connell’s close colleague, told THE VINCENTIAN that from her understanding, there was no evidence before the Court to show that Farrell needed to be assessed. She pointed out, however, that the law says that an accused person is sent for mental assessment to determine whether they are fit to plea, but Farrell had already pleaded not guilty to the charge. “There was no issue as to whether she was fit to plea or not, because she had already pleaded not guilty. The Magistrate acted outside of the scope of the law. He is a feature of statute, and has to follow the law,” Bacchus-Baptiste said. Security Guard on ammo charge A 26-YEAR-OLD SECURITY GUARD of Hadley’s Village, Lowmans Windward, will return to Court next Tuesday on an ammunition possession charge. Gerald Walters has been charged with having one round of .38 ammunition, without licence, at Argyle last Sunday, January 7. Walters pleaded not guilty when he appeared before Chief Magistrate Rechanne Browne at the Serious Offences Court on Monday. He was represented by attorney Ronald Marks. Prosecutor Lafleur Alexander Samuel did not object to bail, but requested suitable surety, and conditions. Walters was granted bail in the sum of $2,000 with one surety, on condition that he surrender his passport and report to the Biabou Police Station once per week. Walters was initially scheduled to return to Court in February, but Marks indicated that the defendant was currently employed in Canouan, and asked for an earlier Court date.
Section 115 of the Criminal Procedure Code, subsection (1) states that “wherein the course of a trial or Preliminary Inquiry (PI), the court has reason to believe that the accused may be of unsound mind and consequently incapable of making his defence, it shall inquire into the fact of such unsoundness, and may for that purpose order him to be detained in such place as the Court may order or in such other place as may be provided by any law, for medical observation and report, for any period not exceeding one month”.
Section 7 of the Mental Health Act Chapter 294, revised edition 2009, subsection (1), states that “where a Court has ordered a person charged before it who appears to be incapable of making his defence to be detained for report, he shall be admitted to a Psychiatric Hospital and detained therein. Subsection (2) states that, “A person admitted under subsection (1) is a Hospital Order patient for the purposes of this Act”. Subsection (3) states that the “Psychiatric Hospital director shall,
as soon as practical, after admitting a patient under subsection (1), make such examination as he considers necessary for determining whether or not the person is suffering from a mental disorder and in need of care and treatment, and he shall within 21 days submit a report to the Court in writing as to the medical condition of the patient”. Subsection (4) states that, “On receipt of a report under subsection (3), the Court may (a) rescind the order under subsection (1), if it is of the opinion that the person is capable of

Dishonest St. Lucians receive multiple sentences ST. LUCIANS Jammy Harry, Aaron Kadoo and Mario Chitolie who pleaded guilty to several charges, in connection with a series of dishonest activities at Automotive Teller Machines (ATMs) here in March 2017, received their sentences on Wednesday. Harry, who pleaded to 16 charges of theft, received prison sentences ranging from two weeks to 18 months, and an eight-month jail term for possession of four ATM cards. Chitolie, who admitted to five charges of theft, was handed penalties ranging from one week to 12 months, and received a sentence of 18 months for entering an arrangement to commit money laundering. Kadoo was sentenced to two and a half years in prison for possession of criminal property $66,660 - under the Proceeds of Crime Act, and 18 months for possession of 112 ATM cards for use in the course of theft. Each of the men received an additional 16 months for conspiring to commit the offence of theft.
All the sentences are to run concurrently in respect of each man. Time spent on remand will be taken into account. Glebe Hill Pre-school handed over THE GLEBE HILL Pre-school is now in the hands of the people of Barrouallie. The refurbished structure was officially handed over on Tuesday. Built on land owned by the St Vincent and the Grenadines Christian Council (SVGCC), the new facility caters to thirty preschoolers served by a staff of four headed by Ludeth Williams. The refurbishment of the Glebe Hill Preschool and some minor work on the Godfrey Samuel gave an historical account of the journey that gave rise to the Preschool.
Barrouallie Anglican Pre-school together cost just over EC$200,000, and was done with funds collected by the SVGCC for the sale of lands in the community. The facility has more area for recreational purposes, and boasts an additional classroom for the first-year preschoolers. Thanks to the hard work put in by Sea Operations SVG Ltd, under the leadership of Errol ‘Sardo’ Sutherland, who was credited with having done some of the work free of charge, the facility has a whole new new look.

According to Annelle Thomas, during her stint as President of Soroptmist International back in the late 1980s, she was approached and asked to assist the Training Centre. After funds dried up, and the future of the facility looked bleak, an individual stepped forward, and that was when the first pre-school opened its doors. Soroptimist International stayed with the group, offering assistance and was able to obtain funding from the government for a new structure to be built.
The backdrop The story, in fact, dates back to 1983 when the Trustees of the Anglican Church handed over a little over 15 acres of land to the SVGCC, to be distributed to families already occupying lots on that area. But according to Godfrey Samuel, Secretary-Treasurer of the SVGCC,
Glebe Hill Pre-school. squatting made it difficult for the lands to be surveyed for distribution. A small quantity of land was sold to individuals already occupying them, Samuel said. But the issue of the distribution of land remained unresolved for a protracted period. Notwithstanding, it was decided that the moneys raised through the selling of the land will go towards a project to assist the community. Over time, and following on an exchange of correspondence and a series of discussions with the government, it was agreed that government would purchase the land and re-distribute it to interested individuals. Two plots of land remained under the ownership of the SVGCC, one of them being the site on which the Glebe Hill Pre-school sits. In August 2017, on the receipt of payment by government, refurbishment of the facility got underway. “When we were looking at it, for those who knew what this place was like, I am sure you would not have imagined that we could have done something like this,” Samuel said. A small group was in attendance at Tuesday’s ceremony including parents and members of the SVGCC including Bishop Leopold Friday, President of the SVGCC and Monsignor Michael Stewart, Vice President, parents of children attending the school, teachers and students. Continuing to submit his case against the Gardens having an edge, Mc Kie acknowledged that “the lighting is spectacular,” but posited, “they will beat us every time … they have the spread and the finances to beat us all, but I think that we should keep that separate.” The judges’ decision being final, Mc Kie conceded, “We will accept it for this year.” Mc Kie’s constituency office, located at Arnos Vale, has been a regular entrant in
lighting competitions, in the category of Best Lit Garden, under the name ‘Ces For West Garden’. Previously, Mc Kie was the driving force behind the lighting of a garden area of the Arnos Vale Round About, which formed part of the Christmas lighting activities. The 2017 results showed Mc Kie’s ‘Ces For West’ Garden sharing the third prize with 2016 winner Roseau Recreational Park. Second was Richmond Hill Gardens.

Mr. Bumble marries the poorhouse matron, Mrs. Corney, a tyrannical woman who completely dominates him. When he learns that a husband bears legal responsibility for the actions of his wife, he said the famous words: “If the law supposes that…, the law is an ass – an idiot.” And so, down the ages, men who have donned the legal silk, even those of ordinary ilk who have been deemed to have ‘crossed’ the law, have had cause to repeat this now famous assertion. And if it is that ‘the law is an ass’, its relative justice is a funny thing. Last week, Yugge Farrell, a 22year-old former model of some national renown, was ordered by the Kingstown Magistrate Court, to be confined to the Mental Health Rehabilitation Centre at Glen, for ‘two weeks observation’. Magistrate Bertie Pompey, sitting at that Court, assessed that Farrell’s ‘crime’ of referring to the wife of Minister of Finance Camillo Gonsalves, as a ‘dirty bitch’, was enough to warrant her confinement and observation. According to the official court document, Farrell was charged for using abusive language. Information is that the disparaging reference was uttered within earshot of members of the public, not unlike a similar utterance by a commentator during a public radio programme, with an obvious larger public audience, who, from all indications, was not ‘inflicted’ with a similar charge. In the matter involving Farrell, the proceedings were one of brevity, involving a guilty plea by the accused, a request by the Prosecution that she be confined to the MHRC, and the Magistrate quickly acquiescing to this request. No time wasting! In and out in a flash! No evidence, from what can be established, was presented at the court hearing, to substantiate the charge, nor was there any ‘body of evidence’ to lead one to conclude that the young lady had exhibited ‘abnormal behavior, and needed to be observed and either decertified or certified as being mentally unstable. Much has been written and
enunciated down through the ages, about the luck of the draw as far as our justice system is concerned. One can be forgiven for concluding that justice is akin to a lottery, in which the luck of the draw is determined by the judge/magistrate assigned to a case. Some commentators have gone on record as saying that some who preside over the process of dispensing justice, will go for the harshest sentence prescribed, and others for the most lenient. But between those two extremes lies a scale of punishment which throws up anomalies on a daily basis. There is no easy answer, as borne out by the recent ruling involving Yugge Farrell. Judges must have discretion to take account of contrition, character, mitigating circumstances and any other relevant considerations before passing judgement and prescribing remedial action. Were these considerations in the case of Farrel? When one looks at those extremes of sentences, justice seems a joke. Confidence in the workings of the law is key to any democracy. When that confidence is threatened or tarnished, the very being of the justice system is put at stake. The penitent, honest and compassionate should not be treated more harshly for the same offence than the impenitent, callous liars, and you don’t need a degree in jurisprudence to realise that. Law in a democratic civilized society like ours, is usually a result of a vigorous law-making process. The law is definitely not an ass, but this expression brings to light the fact that sometimes law, criminal justice and the adjudicatory system, as in the case of Farrell, could lead to absurd results which the ordinary man may interpret as injustice. For example, a corrupt man steals millions of dollars — whether it is by way of tax evasion or open theft — and that man is not made to answer to the courts, or if he does, gets a tap on the piggy finger. Another man steals a case of beer, spends an inordinate length of time in jail. Does this not raise a call for onerous and absurd laws and adjudicatory systems that appear prone to manipulation, to be reviewed and reformed? The law must be interpreted and applied to prevent unreasonable results, if it is not to be categorized as an ass.
How the NDP treated ‘ULP’ Public Servants: Part 1 A reprint from 28th August 1998 DURING THE HOMESTRETCH to the 1994 elections, I published elsewhere a statement as to how ‘ULP’ top public servants generally fared in an NDP administration. Perhaps the message was lost in the cloud and din of the frenzied election campaign. However, it seems to have developed a late kick, exciting, after the event, the hostile attention of one radio personality. Time for a re-print with minor changes. It may not be true but among the reports being circulated is one which states that the ULPites, intoxicated with the notion of anticipated electoral success, have already drawn up a hit list of the NDP public servants whose heads will roll in the new dispensation. The reason given is tit for tat, that the NDP had carried out a ruthless policy of victimisation, and that it was pay-back time now. In fact, public servants of every political colouration have been allowed to enjoy a politically free career under the NDP, as never happened before. Let us start from the very beginning. It is usual in these small communities, even if dangerously misleading, to identify top public servants with the ruling party of the day, especially where the current regime had had a reasonably long run. Labour had conducted government for fifteen years, 1967 to 1984, minus two years 1972 to 1974 during the “interregnum” of the PPP- Mitchell Alliance. It meant that the NDP Government of 1984 had met the top echelon of the public service with persons who had moved up from the middle ranks during 15 years of Labour. The long association often led to the perception that these people were “Labourites”. In fact, Prime Minister Mitchell was so impressed by the professional approach of his inherited Cabinet Secretary, James Pompey, that he immediately reposed absolute confidence in him. Not only that, within a year or two, the Prime Minster honoured a promise which Milton Cato had made to Pompey, and sent him to New York in a diplomatic post. Incidentally, Godfrey Pompey, current Cabinet Secretary is James’ son. In choosing other members for overseas mission, Miss Cecile Richards, daughter of John Richards who twice ran for Labour in North Windward, was
given the nod. Dennie Wilson, Labourappointed speaker of the pre-1984 House, was also enlisted in the diplomatic staff in the USA. When Burns Bonadie, Labour’s Crown Prince, had been booted out of the party for agreeing to sit at a public interview with Prime Minister Mitchell over Windwards Unity, Mitchell accepted his application to join the NDP and posted him off to Canada to do a labour-farm contract job as well as perform consular services. Bonadie took over from Ceford Providence, a Labour Party cardcarrying member who, despite having passed the age of retirement, was granted a further extension based on his expertise and experience. It is however, true that Joel Toney who had totally identified with Labour and had always been Stalky’s alter ego, had to give up his post, notwithstanding his insistence that he was a career diplomat. Whatever the generosity, the line has to be drawn somewhere! With Pompey gone to New York, Prime Minister Mitchell chose as his Cabinet Secretary, Mrs Anselma Soso, wife of Hudson Soso, a man who had been a perennial thorn in the flesh of the NDP regime! Significantly, sons of labour stalwarts were welcome in their own right by the Mitchell Government. Karl John is the son of Sir Rupert John, foundation deputy-leader of the Labour Party and first native Governor appointed on the recommendation of the Prime Minister Milton Cato. Karl became Director of Planning, and with engineer Rudy Matthews and financial wizard Maurice Edwards, performed at the highest level of professionalism in securing the necessary capital projects and infrastructure to bring this country near to the “take off” stage. Edwards is still at the helm of Finance under the ULP administration. Today, Karl John brings his expertise to bear on the general handling of the Stabex Funds on which our banana industry, among others, heavily depends. Randy Cato, who replaced Karl as Director of Planning, and is now seconded to the OECS secretariat, hailed from a Labour family by name and nature.

As a Vincentian who lives abroad but as committed to my country as anyone else, I am ashamed when I see the level to which my people have descended. My position has nothing to do with taking sides, rather it is about keeping our chins up and rising above all the slime and stink that the issue has aroused. Publish the list MR. EDITOR, I think it is high time that we start publishing a list of all those individuals and companies who owe government taxes. I mean, I see all kinds of lists and advertisements from banks and collection agencies about sale of people’s properties, even lists from those high purchase people showing names of those owing them. What is the government waiting on?

I don’t want to think that many persons and companies on the list of tax defaulters are persons who are protected. When is small people owing, the tax people come hunting you down. please. Try as much as they can, our traffic police cannot deal with the many problems associated with traffic here. The mini-bus drivers alone send the poor police officers crazy. Unless we change our attitude and begin once again to respect the law, and unless the police
apply the law without fair or favour, we will sink deeper into lawlessness, where it will become a situation of each man for himself. We must begin with the children by teaching them national pride without any bias, like favouring one thing over another. We must teach
them to have respect for authority and for people in general. I don’t want to think that we have lost a whole generation to this attitude of lawlessness. If it is that we have, we owe it to the next generation to stem this tide. Edwards, W

The concept of Together Now

Introduction ON MARCH 28TH 2001, the voters in St. Vincent and the Grenadines went to the polls and elected the Unity Labour Party to government, ending an era during which the New Democratic Country, the NDP, virtually destroyed the fabric of the Vincentian society. By electing the ULP, the voters were sending a message that they wanted the country to go in a new direction. They had had enough of the corruption, the lack of planning and foresight, the absence of a philosophy, poor leadership, sweetheart mortgage deals, lands for the boys and the list of the fallout from this mismanagement and poor governance goes on. The country was in a tailspin. The economy was in a mess, poverty was rampant, the country was on several “black lists”, the Ottley Hall Marina was a milestone around the necks of Vincentians, and the education sector was in tatters. On that day in April 2001, when Dr. Ralph Gonsalves, the leader of the ULP, was being sworn in as Prime Minister, he astounded a number of people with a visionary statement. He said that while during the election campaign, it was “labour now”, it was going to be “together now”, as the ULP began its period of governance.

The government addressed the social sector, providing a safety net for the poor and the disadvantaged citizens in a number of ways, including by upgrading the National Insurance Services, to meet this need. There has been development in virtually all areas in the society, including agriculture, health and the environment, national security, fisheries, tourism, housing, ICT and housing. All this was done, by including all Vincentians in the development process, ULP or NDP. The issue of wages is a critical point. In 2001, Vincentian public servants were among some of the lowest paid workers in the Caribbean. The government has eased this problem considerably. St. Vincent and the Grenadines in 2017 THE NEW DEMOCRATIC PARTY (NDP) extends a prosperous and healthy New Year to all Vincentians. We anticipate a successful year for the NDP; as we continue to work with the people to bring about meaningful change to St. Vincent and the Grenadines. As we reflect on the past year, a number of compelling issues commanded our attention, which the NDP brought to the electorate’s attention, and which the Unity Labour Party (ULP) regime failed to address. One of the issues that dominated the discussion in 2017, was the lack of national accountability by the ULP regime. As you are aware, the NDP has been calling on the former Minister of Finance, Dr. Ralph Gonsalves, to address the alarming lack of accountability in the use of public resources at the International Airport Development Company, Petro Caribe and PDV SVG. Ltd. The nation is yet to receive an appropriate and responsible response from the then Minister of Finance to these concerns. Calls have been made repeatedly for the adherence to basic constitutional requirements for accounting of public monies through the channel of parliament. However, to date, no audited accounts in relation to the construction of the Argyle International Airport have been presented to the parliament. We hope that the new Minister of Finance will settle this issue. Moreover, the essential functioning of the Director of Audit to prepare the Annual Report on the public accounts of this country remains unfulfilled. Although Dr. Gonsalves has refused to address the issue of accountability here in St. Vincent and the Grenadines, in his first press conference of the year, he made a call to the government of Trinidad and Tobago to disclose and account for the money it makes from the Caribbean Air Navigation and Advisory Services (CANAS). He noted, “You can’t be using the Piarco flight information region as though it only belongs to you.” Rightly so, Dr. Gonsalves is demanding transparency and accountability. He is requesting information as to how money is being collected and how much it is costing the Piarco Flight Information Region, and is insisting that Trinidad can’t continue to just say how much it costs to run the operation and not providing an accounting of how much is made. This is indeed a legitimate matter that must be resolved on behalf of the people of St. Vincent and the Grenadines. On the other hand, Dr. Gonsalves is not practising what he is asking of Trinidad and Tobago. Moreover, the challenge of violent crime was another critical issue confronting Vincentians. In 2016, St. Vincent and the Grenadines recorded forty (40) homicides, which to most Vincentians was alarming; it was a record-breaking year of homicides. In 2017, we had the distinction of breaking that record and setting a new mark of forty-two (42) homicides. Undoubtedly, a sense of lawlessness pervades the land. The country appears to be ungovernable. We recall that the same people who are in government today and appear impotent in the face of the rising tide of crime and violence, when they were in opposition, blamed the Prime
Minister, Sir James Mitchel,l and then Commissioner of Police, Randolph Toussaint, for all the crime in the country. Murders, drug trafficking, burglaries, you name it; it was Mitchell’s and Toussaint’s fault. Who must take responsibility now? Dr. Ralph Gonsalves, as Prime Minister and Minister of National Security must bear responsibility for the situation in the country. As Prime Minister and Minister of National Security, he has permitted the situation to get out of hand, and evidently can no longer control it. Most Vincentians are confronted with real fear of becoming a victim of crime for no reason than being at the wrong place at the wrong time. This raises the question of the illegal importation of weapons, since we do not manufacture guns in this country. It also raises the question of law enforcement and the protection of our marine borders, as such weapons must be coming into the country through our poorly patrolled waters. But, what of those weapons that are already here? This task resides with the Royal St. Vincent and the Grenadines Police Force; but questions arise as to their motivation. We heard instructions given to junior members of the Royal St. Vincent and the Grenadines Police Force to ignore instructions from senior officers. We have also seen the transfers of executive members of the Welfare Association, a legally instituted body to address the welfare of members of the police force. The debate on the poor state of health care also intensified; moreso, following the revelation of a letter that was written by the late Oscar Allen to the administrator of the Milton Cato Memorial Hospital (MCMH) where he complained about the delay of his surgery. The untenable situation is compounded by the following, health facilities, including our premier secondary care institution, the MCMH, have been left to fall into disrepair, and starved of basic equipment and life-saving drugs and supplies. And falling standards and quality of care have resulted in a serious erosion of public confidence. In addition, in the Ministry of Health, as in other areas of the ULP regime, meritocracy has been replaced by favouritism, and reward for performance supplanted by party loyalty. It has been a major trigger for the leadership crisis and falling standards that now characterize the public health system. Also, management systems have not been reorganized to respond to the demands of a modern health system. So, the management of the MCMH remains stuck in the 20th century, while community health services are fragmented and, in some cases, now redundant. The NDP did a tremendous job in 2017 in highlighting those issues that have been affecting the poor and the working class, and will work harder to bring to the fore similar issues, and continue to offer solutions to solve the problems.

Question the Unquestionable
“Question the unquestionable.” Ratan Naval Tata (born 1937) – Indian investor, industrialist, philanthropist, and former chairman of Tata and Sons. THE TATA GROUP OF COMPANIES was founded in Mumbai, India in 1868. From its relatively humble beginnings, it has grown to become a multinational conglomerate comprising over 100 independent operating companies. The Tata Group’s mission statement is “To improve the quality of life of the communities we serve globally, through long-term stakeholder value creation based on Leadership with Trust”. With such a focus, it is therefore not surprising that they operate in more than 100 countries across six continents. The group’s portfolio is quite broad. It includes Tata Motors, Tata Steel, Tata Power, Tata Consultancy Services, Tata Global Beverages, Titan, Tata Teleservices, Tata Communications, and Indian Hotels. The group’s total revenues in 2016-2017 was US$100.39 billion. Many international business schools, including those in developed countries, now study this conglomerate and use it to highlight various aspects of best practice in business administration and leadership. This is not surprising when it is observed that many of the Tata companies have achieved global leadership status in their respective fields of operation. Tata Motors, for example, is ranked among the top ten commercial vehicle manufacturers in the world. Their purchase of the UKbased Land Rover and Jaguar automobile companies from Ford Motor Company in 2008 resulted in their gaining recognition as a “best cost provider” in the automobile industry. Tata Steel is ranked among the top fifteen steelmakers in the world. Tata Communications is the second largest information technology services company in the world. Whatever their area of focus, the Tata philosophy encourages employees to better their best efforts and to question the unquestionable. Such an approach encourages critical thinking, innovation, and a culture that is focused on excellence. The leaders and managers throughout the Tata group invite employees to provide exceptional products and service. They consider this to be critical in creating and sustaining a culture that fuels the pioneering and entrepreneurial spirit throughout their various operations in steel, hydro-power, the automobile industry, information technology, the hotel industry, and so on. They believe that, as good as they are, they can always better their best efforts. It is important for our business and government leaders to constantly encourage the cultivation and sustaining of winning attitudes within our various workplaces. There is value in encouraging employees to question the unquestionable. Managers and leaders do not have all of the answers. Sometimes it is the “lowly worker” (no offence intended) who possesses the solutions to many of the challenges that will periodically test the enterprise. The firm could therefore gain significant benefit from nurturing a culture where employees feel safe and secure in bringing issues and solutions to the fore. Too many workplaces seek to muzzle employees as they incorrectly conclude that, for
example, it is the university graduate or the long-serving employees who possess the solutions. Innovation can emerge from anywhere within the enterprise. No profession, department, or individual has a monopoly on ideas. There is beauty in diversity. There is wisdom in encouraging employees to question the unquestionable. The culture within an organisation takes time to develop. This is also true in relation to the Tata Group of Companies. Since its inception, successive leaders have encouraged stakeholders to share their views in relation to the various aspects of their operations. The thrust was always to look for opportunities to better meet the needs of their customers and to give back to the communities that have contributed to their success. Grounded in such a philosophy, it is no surprise that many of the firm’s leaders and managers have engaged in a number of philanthropic activities. The group has contributed to the development and sustaining of efforts aimed at improving eco systems, science and technology, the performing arts, medical research, and so on. Even as they look for opportunities to enhance the societies within which they function, they also seek to empower their associates to embrace the culture of regularly seeking to improve their output and to question the unquestionable. As good as we are (as individuals and firms) we have the potential to do better. This is true for all of us. We all need to constantly focus on how we can better our best efforts. We need to develop and encourage that “can do attitude”. And each of us will see enhanced performances when we master the art of being proactive (and avoid procrastination). Such aspects of the winning culture must be on the front burners within our enterprises as we seek to build stronger firms and societies. Our leaders in government, business, and at our institutions of higher learning, have a significant role to play in encouraging innovation and entrepreneurial activities throughout and beyond our spheres of operation. Edgar H. Shein, a renowned researcher in the area of organisation culture, reminds us that it is the leader of the enterprise that shapes and nurtures the culture within organisations. Our leaders, therefore, while insisting on mutual respect, have a responsibility and privilege of encouraging various stakeholders to embrace critical thinking and to not necessarily settle for the status quo. Be assured that this writer in not advocating the creation of anarchy within our enterprises. Not at all. Important disputes, we are told, must be done in private. Ojike Obineme correctly points out that ‘any attempt toward public discussion that involves a direct, ideological confrontation, is quickly reinterpreted as disruptive and an attempt to self-righteously and selfishly reassert one’s self in the public sphere. And yet it is certain ideas going unchallenged that has led to misunderstanding and mass confusion so prevalent among our people.’ Plain Talk will be forever convinced that the moral growth of a country has to be measured by its ability or failure to bring into public consciousness the plight of the silenced, oppressed and unremembered. Any serious change agent must take it as a solemn responsibility, as Edward Said points out in Representations of the Intellectual, to “publicly represent all those people and issues that are routinely forgotten and swept under the rug.” SVG has become an intellectual wasteland. The time has come for us to fertilize our minds again.
I AM NOT THAT OLD, but I remember the times when all of SVG was teeming with ideas, conversations, discussions and arguments; when everyone held fast to their beliefs but was willing to put them up to investigation and inquiry. Debate was everywhere, and it was not a test of debating skills. It was a test of ideas about what was wrong with society and what was to be done to take the country forward. Some of us were so thirsty for knowledge that we risked our liberty to get information. Many of us eagerly awaited the arrival of illegal and banned Granma, the Cuban newspaper that highlighted the battles and successes of the Cuban Revolution; Soviet Weekly, the English language Russian paper that offered a glimpse into the socialist world; Thunder and Mirror from Guyana and Cheddi Jagan People’s Progressive Party that damned the blight of Burnham’s Co-operative socialism, yet offered critical support for its progressive foreign policy; Ralph Gonsalves’ biting columns in the Barbados Nation Newspaper; the bold and brave radicalism of Renwick Rose YULIMO and the United People’s Movement whose organs Freedom and Justice Newspapers made the ruling elite quake with fear of exposure; Tydel John’s brilliant critique of Milton Cato’s Labour Party in his column ‘Your Government in Action’; and Mike Browne’s piercing commentary on James Mitchell’s NDP titled ‘Dear Son.’ In those days, there was a serious battle for people’s minds. And then everything crashed. The Grenada Revolution imploded with negative fallout. The Soviet Union and the socialist countries’ disintegration swiftly followed. The progressive movement was torn asunder. Many who claimed to be revolutionaries became ghosts of their former selves. They essentially became pragmatists, accommodationists and apologists. Most settled for the honeycomb of power, and merely genuflected to the pressing problems plaguing the people. The world had changed. Many willingly succumbed to the get rich quick, my time now, no more personal sacrifice mantra. Nothing except family was worth fighting for. Commitment to anything was opportunistic, timed to coincide with an electoral clock, community suffered, and among the youth especially there developed a strong nihilistic belief made popular in song by the artist 50 cent ‘Get rich quick or die young.’ In politics and across all social, economic and religious institutions, a radical form of control emerged. GONSALVES HAS CLAIMED that EC$301.8 million is owed in taxes to the SVG government. If Gonsalves intends to chase Vincentians for tax, why doesn’t he chase Taiwan and the super-rich of Mustique and Canouan for tax too? The tax system in SVG is unfair. Vincentians already suffer under the high taxes imposed by the ULP regime. Yet, Taiwan and the superrich of Mustique and Canouan have some ease — too much perhaps - in this regard. If the government is short of money, it should start collecting a fair share of taxes from Taiwan and Mustique and Canouan. The Mustique Act No 48 of 2002 is financially foolish and highly immoral. The Act grants the foreigners of Mustique blanket tax and customs duty exemptions. This chokes off hundreds of millions of dollars of revenue in tax and customs duty from the SVG economy and treasury. This is totally unacceptable and bad for our economy. Taiwan has been using SVG’s deep-
sea, tuna fishing licence and SVG’s national flag for many years. Taiwan fishing vessels in the Atlantic Ocean, recognised as local fishing vessels from SVG, should be offloading their catch in SVG. Taiwan has made a fortune using SVG’s tuna fishing licence, however, Taiwan does not offload its fish catch in SVG and does not pay fish tax to the SVG Treasury. Taiwan has taken advantage of our country and SVG’s fish licence to fish for tuna in the Atlantic Ocean. It is conservatively estimated that Taiwan has deprived the SVG economy of over EC$2 billion a year over the past twenty years. This equates to about EC$40 billion in fish tax owed to our people. The ULP regime must stop turning a blind eye to this big source of revenue loss and tax evasion. Taiwan and the super-rich, migrants of Mustique and Canouan need to start paying their fair share of taxes. SVG Green Party calls on Taiwan to pay the SVG Treasury EC$40 billion
in fish tax immediately. Alternatively, the grossly incompetent SVG Minister of Finance, Gonsalves, should impose a windfall tax of EC$40 billion on Taiwan immediately. Taiwan has massive financial reserves. They can afford a EC$40 billion windfall tax. A Green government would abolish the Mustique Act No 48 of 2002; this will bring the SVG Treasury hundreds of millions of dollars of revenue. We will use this revenue to build factories, create thousands of new jobs, create a strong economy, set up a tuna fishing and canning industry, build a science and technology university, set up a
renewable energy industry to reduce electricity prices and provide free wireless internet. Gonsalves’ efforts to chase Vincentians for the EC$301.8 million owed in taxes to the SVG government seem pointless and grossly biased, when there are billions of dollars in tax owed by Taiwan and the super rich of Mustique and Canouan. MHC life - Bending spiritual law MANY PEOPLE in SVG, in particular those accustomed to an ‘old-school’ approach to aspects such as religion, folklore and custom, hold the view that mentally ill people are victims of ‘spiritual foul play’ i.e. ‘Obeah, voodoo or black magic put him so’. That is to say, they discount the medical, scientific view that mental illness arises out of hereditary or biological origins. In recent months, I encountered the fascinating concept that mental illness is a symptom of spiritual as well as biologically-caused disturbance. Expressions such as weak aura, chinks in the spiritual armour come to mind Examples prove the ‘spiritual disturbance’ scenario, e.g. those individuals dabbling in or affiliated with witches’ covens. Someone tries to leave, and the witches make an effigy and the victim suffers a nervous breakdown which may recur. A local example, not related to covens but making a case for the theory, is female patient J.C. J C. is a university-graduate from Canada, by way of St. Vincent. She is a well-spoken, culturally aware, intellectual being. She wrote a book a study really - of trends in black culture and music among the young people in urban America and the Caribbean, in which she criticised heavily corporate America and its music industry interference in a pattern of degradation and low values, as is prevalent and the norm here in SVG. She carried her study/book to the P.S. in the Ministry of Education here, who immediately asked her if she had a good prayer group, because she would need it if her book were ever published. The book, indeed, was published and distributed. (The fruits of the well publicised ‘illuminati conspiracy’ and a sign of the times network involved in things satanic, to the astute observer, were evidently cognised by this P.S.) J.C. at 32 (an unusual age for mental illness to surface -the average being 16-25), developed schizophrenic symptoms, was admitted to the MHC (then at Orange Hill) circa 2015, and at last report was financially
insolvent, a fixture on the street, and was recently, on one occasion, raped by 6 Vincentian men. Her example points to a large, underground phenomenon in SVG in especially internet related interest and participation in the black arts, Signs of a Satanic society are crime, sexual immorality, routine corruption in high places, Ostentatious and vulgar cultural expression. J.C. sought to remedy this through her writing, and apparently paid the price. ‘Pisces’, a youthful admission to MHC, circa 2014, connected with me, and was frank about his own involvement with voodoo - internetsourced. He entered the Mental Health system as rebellious and held a fatalistic view of life. I tried to steer him away from that. ‘Pisces’ is not a chronic or acute mental patient. However, something brings him back. In the last 4 years, he has become a fixture in criminal activities, served jail time, and frequently readmitted to MHC. He is vicious, hard, self-interested and completely uncommitted to any concept of change in his life, at the ripe old age of 26. The Christian religious movement in SVG is accomplishing very little to stem the problems hinted at in the previous paragraphs. In fact, local Christianity in itself may be a symptom of the overall problem. I am speaking about a phenomenon of which I have personal experience the ‘Christian’ praying against a person’s being, with ‘Bun dem wit the Holy Ghost’. Any measure using a higher power to limit or destroy another person without truthful mediation is, in fact, akin to black magic itself. Those Christians indulging in this practice, rampant in SVG, can be sure that it is not God who gets results in such a position, but the secondary force in worldrule....... The second objective in this twopart piece, the ‘Bending of Spiritual Law’ relates to another problem in our locale: stealing, theft, financial misappropriation, all chronic at the MHRC and in other places.

Preparations begin for ‘Everything Vincy’ Expo 2018 FOLLOWING the success of the inaugural ‘Everything Vincy’ Expo that took place over the Independence weekend last year, Invest SVG has kicked off the new year with preparations for ‘Everything Vincy Plus’ Expo 2018. Scheduled to run from October 23 — 28, the exposition promises to be a bigger and more elaborate event, attracting an increased number of local participants — and this year will include regional participants and buyers. Last Wednesday, January 10, Invest SVG hosted a planning meeting with over 25 Vincentian entrepreneurs — many of whom participated in last year’s Expo — to discuss various aspects of the upcoming event to receive feedback and suggestions. Chaired by Invest SVG’ Executive Director Annette Mark, the meeting focused on the number of participants being catered for, accompanying workshop training for exhibitors, number of local and regional buyers being invited to the event, the formation of an organizational committee (for participants), and the launching of a ‘Buy Local’ campaign. During the feedback session, attendees brought up various
concerns and issues such as: need for a permanent site to display Vincentian products and services, marketing strategies, and assistance with bulk purchasing from China and other overseas wholesale suppliers. Other raised topics were costing/pricing assistance, how local entrepreneurs can more effectively target visiting tourists (particularly during cruise ship season), and effective/sustainable clustering of local businesses — among others. The ‘Everything Vincy’ Independence Expo 2017 took place from October 27 — 29 at the E.T Joshua Airport in Arnos Vale, and was designed to increase the visibility of local businesses — as well as being a call-toaction for Vincentian innovators.

Dear George, I SIMPLY cannot trust my wife. She tells me she is going to place X, and ends up at place Y without explanations that make sense. She has a password on her phone and refuses to tell me what it is although that is not so with me and my phone. There was a time when she would leave her phone anywhere and there was no password on it. Now, she receives phone calls late at night, after midnight sometimes, and she would speak in a low whisper. When I ask who would be calling at that late hour, she would just say something like, “Why do I have to tell you every time who is calling for me?” I get hints from some
of her friends, that she is sleeping around, but they would tell me that it is better I find that out for myself. One time she went to Grenada and called to say she missed her plane and the next confirmed seat was two days away. When I double checked that information, nothing go so! I cannot live with a woman like that, but I cannot bring myself to leave her. I cannot stand the thought of another man getting her completely. Should I remain in this marriage as unhappy as I am, or should I do what my mind is telling me to do?

I KNOW MY friend is cheating on his girlfriend, but I cannot tell her as this will be a betrayal of our friendship. In fact, I recently got wind that his girl also cheated on him with someone I know, but do not know whether I should tell him. If he finds out that I knew about his girl cheating and did not tell him, he would see me as not too good a friend. I am caught between a rock and a hard place. The thing is again, he has asked me to be his best man whenever they decide to get married. His girlfriend thinks he is a saint and he thinks she is close to Mother Theresa. If either of them finds out about the other, it will devastate the two of them. There is no telling how that would play out. What is my role as a friend of both of them?
To tell or not to tell, that is the question. Deception and lies will eventually stifle that relationship, and should your friends continue in that vein, they can be assured that they are building a relationship on shaky grounds. Wakefield now lives in Texas where he runs an Anti-Vaccine Foundation and a Political PAC named Texans for Vaccine Choice and his continued unapologetic warnings against vaccines have contributed to a climate of distrust of all vaccines, misinformation and the re-emergence of previously controlled diseases. In 2015, he publicly repeated his false claims, refusing to back down, even though the British Administrative Court Justice had shamed him. There is now no respectable body of opinion which supports Wakefield’s hypothesis apart from a fringe, antimodern medicine, and naturalist movement hell bent on stopping all vaccinations now. For 10
years, his false claims helped divert resources away from understanding the real causes of autism. A film “Vaxxed”, aimed at resurrecting his reputation, fizzled at the box office in 2016. Nevertheless, his foundation & political PAC have been promoting and financing a new strategy of ProVaccine Choice Movements worldwide, thus Anesia’s approach is no surprise. The groups would state they are not trying to convince parents that vaccines are dangerous, but fighting for their right not to immunize their children. Texas, the movement’s centre, has seen immunization rates plummet below the 90% rate where, 2,300 persons opted out in 2003, before exemptions were introduced; but by 2016, over 44,000 opt-out annually, leaving 300,000 unvaccinated state-wide and a ticking time bomb. Wakefield often testifies at city councils and uses similar tactics as labelling antichoice as communist, socialist and liberal ideology. Paradoxically, in Africa & Far East, the anti-vaccine pro-choicers say vaccines are an American Imperialist plot to cull the Black and Asian races. The crafty modern methods now used by Wakefield and Prochoicers are straight out of a new electronic playbook where they aim to: 1. Set up Web sites & Social Medial; 2. Find an issue or product to demonize, (vaccine or medications); 3. Attract hits from unsuspected clients; 4. Sell your products to this wider audience. 5. Finance political PACs. (A full range of vitamin and natural supplements are often offered for sale by the pro-choice groups as an alternative to modern medicine). I have observed one even offers cold pressed coconut oil. In 2011, Anesia’s group, quite unaware of Wakefield’s dishonesty, had launched a scathing attack on Vaccination safety, using the media
to link it with autism and other problems. I was a guest on Jomo Thomas’s radio program exposing the scam, but I believed Jomo remained a sceptic. I was also on Cross Country and Star, and I was met with the full brunt of ridicule from the group, just like Dr. Rosmond Adams, a public health specialist and columnist who advocates for vaccines. They retreated, stating Dr. Thompson had a LIAD TONGUE and backed off, stating they were not criticising Vaccination. However, they are now at it again, emboldened with the Wakefield playbook, using the Pro-Choice banner. Their clear target is the new National Voluntary HPV Vaccination Program, and they are hell bent on health anarchy and discrediting all vaccines. Voluntary Pap-smear screening is also by choice and enjoys between 40% - 80% compliance depending on if it is free, accessible and no backlogs of unreported smears, but in combination with HPV vaccination it is even more effective. Any desire to promote choice should always present both sides of a choice, however, Anesia presents only one side in a wellconstructed but poorly researched presentation, reliant on myths and retracted articles. Many of the persons she quotes are dubious with a profit motive, often funded either by the Wealthy Anti-vaccine Dwoskin Foundation, SaneVax or Generation Rescue headed by former Playboy model Jenny McCarthy. Articles she relied on were published in Open-source, nonreputable, for-profit journals, without adequate peer review, and were a big red flag. Often quotes are incomplete, omitting the proper conclusions, so I am highlighting 9 of her many errors. (To be continued)

SVG Road Tennis Blast to get regional flavour

WHEN THE CAPITA FINANCIAL SVG Road Tennis Blast 2018 takes place this December, there will be regional competitors coming to our shores. This was disclosed by La Vere Catlyn, Group Financial Comptroller of Capita Financial, at a ceremony during the 2017 edition, held last December at the National Tennis Centre at Villa. “We are going to invite others from the region to compete and make it more competitive,” Catlyn
informed, adding that the incentive will be a doubling” of the cash prizes. When the 2017 Blast was staged, cash prizes ranged from $2000 to $500. Catyln said that as a means of getting the sport more rooted in St Vincent and the Grenadines, a coach will be sent here in February to work with other coaches to get Road Tennis into the primary schools. He envisaged that in the not too distant future, this country could
be hosting a Schools’ Road Tennis Tournament. Meanwhile, President and Chief Executive Officer of the Professional Road Tennis Association (PRTA) of Barbados — Dale Clarke, whose father is Vincentian, spoke of the improvements in the players’ techniques from 2016 to what was on display in 2017. From the round of sixteen onwards, the tournament shifted to the National Tennis Centre at Villa. As was the case in 2016, the visiting delegation from Barbados, which also included one of that country’s premier Road Tennis players, Mark “Venom” Griffith as well as a top junior talent in Shaquan Henry, who used the occasion to do some coaching and demonstration on the Grenadine island of Bequia. The sport of Road Tennis is considered indigenous to Barbados and is believed to have started there in the 1930s. For a long period, it was considered the “poor people’s” sport, as it

The court is divided by an eight-inch board, using board paddles to get the ball over to the opponent’s side. The first to reach 21 points wins the set. Matches are generally contested best of three or best of five sets. The sport has taken on increased momentum in recent years as it spreads throughout the region and beyond.

Still beautiful ONCE UPON a time, running was a natural part of the youngsters’ routine. As crude as the facilities were, a pride in sporting activity pervaded. Further, the roadways proved accommodating as there was not the number of vehicles around; citizens were getting to their destinations whether it was on horseback, donkey or similarly quasi-ancient transportation. Bunny Baptiste still remains something of a folk hero for those old enough to cherish the glory of athletics. Tales of his exploits are now distant memories, or in unsophisticated clips filed by archivists. Baptiste still lingers as perhaps this country’s most potent athletic figure. He emerged in an age of raw talent that propelled the progression of modern development. The Caribbean was in the jaws of the colonial cannibal, and it was the will and determination of a people that fuelled their quest for survival. We have advanced to a stage, independent in nature, but influenced by the complexities of our distinct existence. This country will continue to fashion its course within the ocean flushed in vicious currents and surges. Sometimes self-preservation is the order of the day, established over the pedestal of the interest of human development. Vincentians have been known for their deeprooted spirit of sincerity. We have been overwhelmed with a spirit of humility that has provided a platform whereby we clothe ourselves in outfits that others, by dint of surreptitious manoeuvres, cajole us into believing that we are not capable of taking care of our own selves. Every attempt at creating that atmosphere of invulnerability is thwarted, and the impression is given (that) nothing is being done to improve the image of sport in St. Vincent and the Grenadines. Sport and politics don’t make normal lasting partnerships. Politicians look out for their own interest. And there is nothing wrong with that. For after all, that’s the proof of the pudding. A trend of understanding must be accepted that sport and politics must go hand in hand. The new dispensation commands that sport forms a genuine part of any nation’s agenda. Anything outside that will have negative impact on the economy’s growth. St. Vincent and the Grenadines is strategically poised as a sporting hub for a number of areas. There are tried and tested disciplines. Others are emerging, others have risen and fallen. Some may have been discarded and revival and fluctuation are inevitable tales. We are at the stage where we will have to marry the outlets of sports and other foundation measures. The benefits are manifold. Harnessing the resources to take care of the new reality is something that we have to face. The sketches are on the horizon. The necessary ingredients to complete the package must be uncovered. This is a beautiful country. Let’s not allow turbulences to retard our progress.
SVG Umpires Association holds seminar THE SVG UMPIRES ASSOCIATION held the first in a series of seminars last week, and Roger Davis, President of the SVG Umpires Association, is pleased with the interaction during the seminar. “The session was very interactive, and I believe the persons who attended will leave with a better understanding of the old as well as the new laws of the game which were implemented by the MCC and ICC,” Davis said, adding that that was a primary goal of the seminar. TAXI DRIVERS CASH IN THE MEMBERSHIP of the St. Vincent and the Grenadines Taxi Drivers Association is basking in what is considered a very good cruise tourism season. This as a consequence of the increased calls that have been made to the ports on mainland St Vincent, as well as in the Grenadines. According to information received, there should be 114 cruise ship calls during the 2017-2018 season, an increase of 133 % on last year when the total count was 48.
