VINCENT AND THE GRENADINES born Adrian Dudley Saunders is to become the next president of the Caribbean Court of Justice (CCJ) The sitting president, Kittitian Sir Dennis Byron, made the announcement Friday, while addressing the 10th Annual CCJ International Law Moot Competition, held in Port of Spain, Trinidad and Tobago, where the CCJ is also headquartered.

Justice Saunders’ appointment will take effect from July 4, 2018.

The Heads of Government of CARICOM made the appointment at their Ninth Intersessional Meeting held from 26-27 February, 2018, in Port-au-Prince, Haiti.

He explained that the IRD has been examining its filing status for companies and individuals, and hasbeen applying the ‘Best of Judgment Assessment’ for all businesses and persons who should have filed over the years and who have not done so.

A ceremonial turning on of the lights was held Tuesday 13th March on site, hosted by the Green Hill Sports and Cultural Club (GHSCC), the group responsible for sports and community activity in the community.

Those present at the ceremony included Mr. St. Clair Leacock, Parliamentary Representative of Central Kingstown; representatives of a number of national sporting bodies; businessman Mr. Beresford Phillips; and guest of honour H.E. John Pilbean, Australia’s High Commissioner to Trinidad and Tobago, and who is accredited to St. Vincent and the Grenadines .

High Commissioner Pilbean’s presence was pertinent to the proceedings, as the purchase and setting up of the lights were facilitated by his Embassy, acccording to GHSCC President, Carlos Williams.

Addressing the gathering, Williams said that was through funding from the Direct Aid Programme (DAP) of the Australian government that the lighting project was possible.

“The DAP has the flexibility to work with local communities in developing countries on projects that reduce poverty and achieve sustainable development consistent with Australia’s national interest,” he said.

A sum of $23,000 XCD was received towards effecting the lighting project. And Williams disclosed that $4,000 remained after the lighting was completed, and it was graciously handed back to be used for the enclosure of the court The continuing work to create the hard court has been attributed to volunteering members of the community who joined members of the GHSCC, visionary for the project.

High Commissioner Pilbean, in his feature address, labelled the result of the hard work put in by the GHSCC over the years, as “a beautiful arc of achievement,” adding that all their accomplishment came about because donors of the various projects, realized that the GHSCC had the determination to finish the job.

“There is much more to the story: how members put in so much work on the lighting project that there was money left over!

The rest of the Caribbean — moreso the CARICOM grouping - would forgive us if as Vincentians home and spread across the globe, we stop and tap ourselves on the shoulders and declare, “Adrian is one of us!”

Congratulations are in order for Justice Saunders as he prepares to assume the position of President of the Caribbean Court of Justice (CCJ).

His has been a legal career and life journey lined with successes and demonstrations of the highest order of integrity, which many who today reign over Caribbean states, their economies and people, would do well to emulate.

And as we prepare for Justice Saunders’ elevation to his new position, it is as good a time as any to reflect on where the CCJ stands in relation to its ‘total’ acceptance, by those CARICOM countries that gave it formation, and purpose.

The CCJ is the accepted ‘final authority on disputes concerning the interpretation and application of the Revised Treaty, through the exercise of its original jurisdiction.’

It is also meant to be ‘the highest Appeal Court in CARICOM, considers and determines appeals in both civil and criminal matters from courts within the jurisdictions of Member States of the Community and which are parties to the Agreement establishing the CCJ.’ While the former authority has been signed ed and delivered, as far a participating CARICOM states are ed, it is with respect to the latter that the CCJ stands unfulfilled in purpose and practice.

As it stands, only four CARICOM countries - Barbados, Belize, Dominica and Guyana - have dispensed fully with the Privy Council in favour of the CCJ as their highest Court of Appeal.

Is there a voice whispering that this country’s hesitancy to embrace the CCJ as its Highest Court of Appeal makes uneasy sitting for Justice Saunders?

With all the talk of the CCJ being ‘an essential part of the effort to deepen and strengthen the Caribbean Community through a single market and a single economy’, isn’t it something not short of hypocritical that CARICOM advances this rationale for the institutionalisation of a Caribbean Court of , but fails as a group to embrace its full jurisdiction?

What on earth is stalling this

qualitative step that would signal the end of another bastion of colonialism?

Do those leaders who have kept their countries out of the appellant jurisdiction of the CCJ, now question the independence of the Court? Do they judge the very Justices that they (Heads of Government of CARICOM) appoint, as not competent and experienced? Do they think the honourable Justices would be biased and bring predetermination to their assessment of and ruling on a matter?

How awkward? I appoint you, but I don’t trust you.

Not to embrace the CCJ, is to nurture speculation and conjecture while the truth languishes in a whirlpool of indecision.

We understand that the existing constitutions in the defaulting countries might stipulate certain legal processes before those countries can accept the CCJ as their highest Court of Appeal. But even if that is the case, why have the defaulters not initiated the process(es) that would result with dispensing with the Privy Council?

Lest we forget, the judge who was appointed to head the Privy Council in 2009 said that Caribbean and other Commonwealth cases were taking up too much time of the Privy Council. Rebuff?

Have we not taken lead from this far reaching declaration?

To take the argument further, with respect to the concerns of trust and confidence, knowledge of local conditions, the parties and attorneys, is it not fair to say that one negative about retention of the PC is that the judges in London are too far removed from the local circumstances and local conditions, and have little or no knowledge and sensitivity of same?

Funny enough, this raises a rather disturbing speculation: Is it for the very reason of distance, lack of knowledge, sensitivity, why some leaders would refrain from making a dispensing with the Privy Council a national concern? Is it that those who can afford to access the Privy Council, think that those who sit in the cozy chambers in London, in their ignorance, would rule in their favour if they ever have to answer to some damning allegation?

For certain, the debate as to the pros and cons of acceding fully to the CCJ will continue. It is a shame, especially in the face of the appointment of SVG born Justice Adrian Saunders, that this debate/ indecision should be prolonged into another general election.

National Heritage Month 2018 FOR SOME 15 YEARS, the country has been promised a slate of National Heroes which, like other promises of the ULP, has simply not seen the light of day for simple party-political reasons.

In 2001, the ULP had virtually inherited National Hero Joseph Chatoyer, and set about the business of selecting two to three other persons to join him.

To cut a long story short, the ULP has not delivered. I personally argued the case of three persons: George Mc Intosh, Hugh Mulzac and Ebenezer Joshua. The continuing snag is that the PM will not budge without Milton Cato, whose selection has not the support of several stalwarts and friends of the ULP, including Oscar Allen, Caspar London, Renwick Rose, Jomo Thomas and Blazer Williams.

So, a ULP panel suggests, among other alternatives, that for the time being we make do only with Chatoyer, which incidentally, had been suggested by Ken Boyea a few years back and had been scoffed at by Gonsalves’ minions who saw the anointment of Cato as sacred to their cause.

Incidentally, during my extended period of unease, I had completely missed the ULP Sunday morning panel of the likes of controversial P John and Cecil Ryan, who are mere outriders of the Gonsalves chariot. On this occasion they could not clear the path but recommend a lengthier roundabout route during which they and their leader will have surely faded from the scene.

This is also the season when respects are paid to women. At long last, Viola John nee Daisley has attracted official attention at 95 years old!

So years ago, Dr. Gonsalves attacked me for ingratitude in opposing the naming in West St George of a Learning Resource Centre in honour of Doris Mc Kie nee Adams. I certainly love Mrs Mc Kie, but not as much as Viola John and Yvonne Gibson, both of whom had contributed more to the women cause and to West St George than did Doris Mc Kie. I concluded at the time, that Mrs. Mc Kie was being emblazoned in preparation of her son’s running for ULP, which in fact followed through.

Viola is a Black beauty, behind whom I love literally to walk, observing the graceful step and swinging hips. The lateness of her recognition I had attributed to knowledge that as a young teenager attending the GHS, she had hugged and kissed me, still in diapers, as she lived then in my home at Rose Place, ‘Bottom Town’.

I recalled Afflick Haynes, a PPP minister of Government (about 98 years old at present), having allegedly said some nasty things about Viola who was a School headmistress at the time. Viola’s irate husband confronted Haynes on the new Deep Water Pier and publicly administered lashes with a ‘bull pestle’ on the back of the Minister!

I believe that, for whatever reason, the Labour supporting Viola had refused to support the insignia of JP offered by Mitchell’s NDP government.

As for Yvonne Francis-Gibson, who chalked many ‘firsts’ for women in public life , she now lives cheerily in her twilight zone, completely oblivious of the hurt which it was her lot to have absorbed.

Speaking of the award of JPs, the following were rudely ripped from their holders following the election victory of the ULP in 2001- Yvonne Francis Gibson, Alston Lewis, Urcelline Phillips, Garvin Seymour and Alexis Griffith.

In their place, the ULP honoured Hugh Ragguette, the Rev Duff James, the JP from Pembroke and such-like!

The other KJ, Keith Joseph, in his radio talk, highlighted the fact that it was a dozen years since the murder of Ralph’s Press Secretary Glen Jackson, and not a word was said by official ULP, as if there was never a “My Friend Glen”. I would not do an injustice to murky the atmosphere of the death surrounded by mystery and misery.

I will add only a personal bat when Ralph was at war with Glen, promising to descend to the gutters to meet Glen on his own turf, I questioned Ralph as to how he could be so brutal to the son of the nurse who had diligently assisted in his recovery after a near-drowning incident at Colonarie. Ralph, aghast, requested that I repeat the story.

I then explained that my own son-in-law David Robin was Glen’s step-brother.

Ralph then exclaimed that from there on Glen can do no wrong. Their differences were quietly patched up and Glen became Press Secretary to Ralph until his death at the hands of friendly foes, which I get to believe pains Ralph to the quick.

Altogether, we have been living in depressing times with a dark cloud hovering over us. As an optimist and true believer, I think this is an exciting period in preparation of a glorious sunshine in the wake of a terrible social outburst of which the appointment of Adrian Saunders as President of the CCJ, is an early positive sign of things to come.

Excerpt from the 2018 Budget The neglect of the Canouan wharf Address on ICT development (Excerpts from the Honourable Terrance Ollivierre’s Budget presentation)

Introduction THIS GOVERNMENT is committed to utilizing information communication technology (“ICT”) to drive and accelerate transformational development in Saint Vincent and the Grenadines. Our ability to create an environment for the productive and inclusive use of ICTs is dependent on (i) expanding and improving ICT infrastructure; (ii) creating the necessary legal, institutional and policy frameworks for effective ICT adoption and use; (iii) expanding the necessary skills within government, the private sector and civil society; and (iv) facilitating the growth of ICT-enabled innovation, particularly among the youth, small businesses and entrepreneurs.

The effective rollout and mainstreaming of ICT solutions is a complex and painstaking business, especially for a Government that sees inclusive ICT access and development as a fundamental pillar in stimulating economic growth and development; and integral to obliterating, rather than entrenching, existing socio-economic inequalities. We seek to advance — within our budgetary constraints — impactful, sustainable ICT strategies that are part of a wider development policy.

In a sector that changes as rapidly as ICT, there is often a temptation to drop existing plans in pursuit of the latest shiny gadget or cutting-edge concept, or to pursue a discordant mix of uncoordinated and ill-conceived externally-driven experiments that neither fit our local realities nor our strategic objectives. It is important to keep our eye on the ball: ICT in the Vincentian context is a developmental accelerant, a leveler of playing fields, a means for enhancing new and existing businesses, and an avenue for the delivery of improved services to the Vincentian people.

Achievements in 2017 In 2017, the Government was proud of its best-practice implementation of the Caribbean Regional Communications Infrastructure (“CARCIP”) incubation programme.

Currently, there are sixteen (16) firms within the business incubation programme. Businesses including manufacturing using wood and metal, development of robotic arm using 3D printing, video and media production, software development, mobile application development and web development. Most of these small businesses have been performing above target and have experienced significant growth. To date, the programme has expended over $1.1 million.

On the training component of the CARCIP programme, approximately 400 persons have been trained in ICT courses such as CompTIA network and security, digital animation, computer fundamentals, mobile application development and web page design. Over $ 1.2 million has been spent on the programme so far.

We have also mandated the inclusion of a job placement component in ICT training activities, and emphasized the creation of local content, rather than the passive consumption of externallygenerated material.

2018 Projects The 2018 Budget includes critical infrastructural investments in connecting the Grenadines to our expanding national fibre backbone. $9.2 million will be spent under the World Bank’s CARCIP programme to facilitate the process, which will be executed in collaboration with a regional service provider. Such a significant investment in the ICT broadband infrastructure

will ensure: * A full integration of the entire government service and reduction in administrative waste. The expansion of the Government Wide Area Network (GWAN) will connect all government buildings, health centres, the modern medical complex and statutory corporations to a dedicated secure fibre line with high-capacity bandwidth; and * Access to high-speed broadband at an affordable price with increased penetration rates.

Conclusion This year, the Saint Vincent and the Grenadines National Centre of Technological Innovation (“SVGNCTI”) will conduct ICT readiness assessments for local businesses. These assessments will evaluate the potential of those entities to incorporate ICT solutions in their business practices, and provide the necessary training to improve their tech competency. This initiative can serve as a catalyst for increased private sector investments in ICT as a means of increasing innovation, productivity, competitiveness, and, ultimately, growth.

We expect to see improvements to efficiency and security in the state bureaucracy, with the completion of the Taiwan-funded Electronic Document and Records Management System (“EDRMS”). This system, which complements our strategic priority of developing digital government systems to improve administrative efficiency and transparency, implements edocument exchange and public key infrastructure to move paperwork decisively away from the colonial-era system of myriad office attendants trudging around Kingstown with confidential documents in tow. We formally launched this project during a visit by the Taiwanese Foreign Minister. I also secured a pledge from His Excellency the Foreign Minister for the Taiwanese Government, to design and fund a system of networkable closed-circuit television cameras to be deployed throughout Kingstown, and at bus stops nationwide. That system is expected to be launched in the fourth quarter of this year.

We also plan to enact comprehensive modern telecommunications legislation this year that will promote net neutrality, facilitate greater ecommerce, and, importantly, give the regulators increased powers to enforce basic customer service and quality standards among our providers. Such legislation is long overdue.

The adoption, penetration and effective use of broadband Internet in Saint Vincent and the Grenadines continues to be constrained by insufficient investment from private sector partners. The competition that we anticipated in the wake of the deregulation of the mobile telephone sector has devolved into a low-budget war of attrition between mobile service operators, with tacit ceding of various subsectors, like cable TV and fixed-line broadband, to monopolies.

Meanwhile, oft-promised investments in upgraded mobile broadband and data, have not materialised. While we value tremendously our partnership with the telecom providers, and we recognize that the changing economics of voice and data usage have upended their traditional business model, we intend to use all regulatory and legislative means to secure a better deal for Vincentian consumers.

EVERY TIME I deal with the budget, it is always one (1) theme for the past seventeen (17) years. It seems as though it has been the same and I have not moved from this theme: the neglect of the Grenadines, i.e. the neglect of infrastructure, inclusive of port development, education, youth, roads, health facilities and health care and tourism sector.

The government is now saying in relation to the No Confidence Motion, that we could ask more questions in parliament; since collectively we can ask twenty-seven (27) questions. So, let’s talk about the answers.

Over the years, I have asked a series of questions about the Canouan Jetty. I recall on December 1st 2004, I asked the Minister of National Security and the Airport Development, Sir Vincent Beache, this question: ‘The main jetty at Grand Bay, Canouan,, is in need of repair, and its constant use poses a problem to the general public. Is the Minister aware of the problem and can the Minister indicate how soon will work commence to repair the Jetty?’

In his reply, Sir Vincent Beache said: ‘Mr. Speaker, the answer to (a) is yes, I am aware. The answer to (b) is that we would commence work very soon. I have here, Mr. Speaker, the quotation to repair the jetty and it is from a firm IMS, Industrial and Marine Services Ltd., and the total would be in the amount of $251,400.00.’ He went on further, ‘The damages done on the more recent addition to the jetty, and the fenders, were damaged because they fell off the section that was later added. They say the service of most of the jetty is in good condition but the section that was later added and its surface is in a state of disrepair.’

On February 18th 2005, I asked another question of the Minister of National Security Airport Development, Sir Vincent Beache: ‘The main jetty at Grand Bay Canouan is in need of repair and its constant use poses a problem to the general public. In light of the fact that at the sitting of the House of Assembly on December 1St 2004, the Honourable Minister indicated that work will commence soon on the said jetty and in view that no such work was done to date, will the Honourable Minister please indicate when will work commence to repair the jetty?’

This was his response: ‘Member of the Southern Grenadines stated that question was raised in the House on the 1st December. If he looks at the Hansard where I did state at my last paragraph that I cannot say exactly at what time the repairs would start although I am hoping it would start soon…. having spoken to the Port Authority they had commissioned a study to look at all the jetties in the Grenadines and the estimate came back. Madam Speaker that Canouan was estimates to cost $251,400.00.’

I followed up with another question on October 25th 2006. I asked of the Minister of Transport and Works, Clayton Burgin: ‘Given the fact that the Canouan jetty has been

deteriorating for some time and the government has given a commitment to have the jetty repaired since 2005, can the Minister now reassure the people of the Grenadines that this jetty will be dealt with speedily?’

Mr. Burgin said,” ‘Mr. Speaker, the Ministry of Transport and Works is unaware of any commitment by the Government of St. Vincent and the Grenadines about this jetty. However, having brought this as a potential problem to our attention, the Ministry will undertake a full conditional assessment of this jetty.

Consequently, the required repairs will be programmed accordingly.’

On February, 3rd 2009, I directed my question to the Prime Minister, Dr. Ralph Gonsalves: ‘The wharf at Canouan has over the years been gradually deteriorating and is now at a stage where it is difficult to use and is unsafe for use by ferry operators, local residents and the general public.

Can the Honourable Minister please state when we will have a solution to this continued wharf deterioration?’

The Prime Minister stated: ‘The Canouan jetty is scheduled to be refurbished at an estimated cost submitted by CCA Ltd. of $193,121.16. The project is to commence at the beginning of March 2009 and should take approximately three months.’

On October 23rd 2009, I asked the Prime Minister, Dr. Ralph Gonsalves, another question about the wharf: ‘Repairs to the Canouan Jetty were scheduled to commence April 2009, up to this date no work has been done.

Please give an update on the status of the project.’ As part of his ‘fulsome’ answer. Dr. Gonsalves replied: ‘The proposal has now been submitted for a new facility in the amount of $2.9 million. Design work is presently ongoing, along with various scenarios as to the most suitable location of this facility.’

And in May 2012, I asked the Prime Minister. ‘How soon work will be done to rectify the difficulties faced in using the wharf in Canouan? Has a tender been awarded to any contractor in relation to work to be done at the Wharf? What is the cost of the work to be done to improve this facility?’

Dr. Gonsalves responded: ‘Preliminary designs are under review and are estimated to cost US3.5 million. I have indicated before that no contract has been awarded to any firm. I am really interested in having this matter sorted out soonest and we are also in discussion with the developers down there.’

Since 2004, I have been dealing with this issue in and out of parliament with different ministers: Sir Vincent Beache, Clayton Burgin, Dr. Ralph Gonsalves and Julian Francis. Now, the Minister of Finance in his 2018 Budget said that Port Development at Canouan, Union Island, and Bequia are also on the cards. But nothing is on the cards in the Capital Estimates.

Improving the efficiency in the Public Sector

OVER THE YEARS, the public sector has been able to attract and retain brilliant individuals. Unfortunately, their full potential is often stifled by the number of average performers within their ranks who provide the general public with reasons for concluding that the public sector is inefficient. However, we are grateful for those who are proactive, innovative, and focused on excellence.

These are the ones who “swim against the tide” and provide reason for hope – reason to believe that they have just as much potential as their colleagues in the private sector. We commend them.

We laud them for their determination and professionalism as they seek to improve the performance within and beyond their departments.

The University of the West Indies (UWI) will be celebrating its 70th anniversary this year. This noble institution has nurtured many visionary leaders in government, business, and the society at large.

The leadership at UWI’s four campuses (Mona in Jamaica, Cave Hill in Barbados, St. Augustine in Trinidad and Tobago, and the Open Campus) have regularly analysed the national, regional, and global trends in an effort to ensure that UWI’s curriculum remains relevant. They continue to attract many of the region’s brightest minds, even as numerous international tertiary institutions seek to lure them to their respective halls of learning.

The three business schools (the Mona School of Business in Jamaica, the Sagicor Cave Hill School of Business in Barbados, and the Arthur Lok Jack Global School of Business in Trinidad and Tobago) have constantly focused on designing and conducting programmes aimed at preparing participants to meet the needs of the societies in which they function. The challenges continue to be to instil and enhance the winning attitudes needed to efficiently and effectively manage and lead the enterprises where they operate; to take the programmes beyond being merely academic. We expect these graduates to constantly focus on improving performance and to innovate. We anticipate that they will embrace and encourage critical thinking and that they will put their problem-solving skills to work as we seek to reduce cost and improve efficiencies at our various workplaces.

We have to learn to provide quality products services in a timely manner and at lower costs.

Most of the programmes offered at the Arthur Lok Jack Global School of Business (ALJGSB) require that participants work on “real life” assignments after they have completed their course of study. They work in teams to conduct research and to prepare business plans or engage in intervention projects. The ALJGSB held its Annual Presentation of Graduates Ceremony (Class of 2017) at the St. Augustine Campus on

Saturday, 10th March 2018. Special awards were presented following the presentation of certificates and various addresses. The three-person team of Marie Hinds, Sharon Bailey, and Giselle Lall, received the 2017 Best Practicum Award. They conducted an intervention in the Ministry of Planning and Development of Trinidad and Tobago.

Their intervention focused on “The Citizen in Co-Production: The Case of the Town and Country Planning Division in Trinidad and Tobago”.

These intelligent and dedicated individuals graduated with distinction in the Masters in Institutional Innovation and Effectiveness (MIIE) programme.

The team skilfully involved all stakeholders (staff, contractors, builders, etc.) as they focused on designing and implementing systems, structures, and procedures that improved the customer experience, and enhanced the decision-making processes in relation to applications submitted to the division. Their involvement of the leaders and managers in the ministry, the technical staff, the frontline staff, and the clients, resulted in their being able to recommend and implement changes in structures and procedures that significantly enhanced the department’s efficiencies. It was truly remarkable that they were able to achieve this during the required sixmonth period. Their outstanding work confirms that the efficiencies at many of our government departments (and private sector operations) could be significantly enhanced if/when we make a concerted effort to better our best efforts. In addition, the project highlighted the significant benefits that can be derived when engaged in co-production efforts (involving all of the major stakeholders).

It is anticipated that the gains achieved at the Ministry of Planning and Development as a result of this intervention will be maintained and further improved. In addition, it is expected that other government departments throughout the region would be encouraged by the outstanding accomplishments highlighted in this essay. We are assured that our region has individuals with the ability to champion positive changes within and beyond our government departments.

May we all accept the challenge to improve the efficiency in the public sector. May we commit to perform tasks faster, with enhanced quality, and at lower costs than we presently do. As good as we are, we can be better. May we encourage all of our public servants, regardless of position, to aspire to better their best efforts as they seek to serve citizens noting that, “Public service must be more than doing a job efficiently and honestly. It must be a complete dedication to the people and to the nation.”

Trade Unionism in SVG WHAT HAPPENED TO THE TRADE UNION Movement and civil society in our country?

Is it coincidental that the dramatic fall off in trade union and civil society activity corelates to the rise and dominance of Ralph Gonsalves’ Unity Labour Party? Is there anyone who believes that the wretched state of our trade unions/ civil society benefits our young democracy?

The current condition facing our trade unions/civil society was not always the case. We must not forget. In 2000, the workers, nurses, doctors and civil society played a central role in the organization for the Defense of Democracy (ODD) that brought down the James Mitchell/Arnhim Eustace NDP government. So what’s happened from then to now? Why has the trade union movement and civil society gone into a state of dormancy? Why has the militancy and organization of people’s participatory organization died off? Who killed the fighting spirit of our unions?

There are a host of reasons, among them the fact that the government has done a number of things to appease the workers organizations and their leadership. The government has sought to correct historical wrongs as regards lands to agricultural workers; it has opened up hitherto non-existent opportunities to the children of the poor to attend secondary school and university in record numbers, as well as some help to small business and civil servants as it relates to mortgages for loans for first time home buyers/builders. Hundreds more benefited from low income housing.

But in light of the harsh economic conditions which have battered this country and the world, why is it that our unions are so quiet? Some say government has bought off/ won over the leaders of most trade unions. But is that really the case? If we accept this argument, how do we explain the fact that the Public Service Union, led recently by the virulently antiGonsalves, anti-ULP Cools Vanloo, and currently by Elroy Boucher, has also failed to organize any significant antigovernment, pro-worker event?

Part of the explanation, we think, is that the objective difficulties of daily living have so pre-occupied people that they find little or no time to engage in collective action. Another reason might relate to people’s growing understanding of the difficulties faced by governments in delivering what they so glibly promise. Workers around the world recognize that their countries are experiencing economic difficulties and resign themselves to unemployment, bad working conditions, small salaries that decrease every year because of rising inflation.

But something else is going on in SVG because workers in other countries that are experiencing similar difficulties are up in arms with their governments and employers. Across the world, workers are increasingly downing their tools with demands for higher pay and better working conditions. What explains the docile state of things here?

Our view is that in SVG, the dormancy of the trade unions and civil society coincides with the triumph and supremacy of the political party as the major non-state institution in the country. Before this development, organizations looked out first and foremost for their workers or the community in which they worked.

Today, the leaders and some members look first to see how their actions might

impact on the party they support, even when non-action may impact negatively on their livelihood, neighbourhood or country.

In that sense then, the state of trade unionism in St Vincent is cause for concern. This alarm is not raised because there has been no significant trade union protest, march or strike action since the ULP came to power.

The basis for this claim is that unionism should have been more strident and the unions should have been more organized precisely because the ULP is in power. Those old enough to remember will know that during the Grenada Revolution (1979 to 1983), the revolutionary government passed a compulsory trade union recognition law and all sectors of Grenadian workers were organized.

PM Gonsalves touts his party and government as the most pro-labour in the country’s history. This stark reality concerning the state of disarray and dormancy of our unions puts into question this boastful claim. It is true that the ULP has initiated a number of pro-worker initiatives since its assumption of power in 2001, but the virtual collapse of the trade union movement under the ULP watch should be cause for alarm by those concerned about the economic wellbeing of workers. This concern becomes even graver when Top trade unionists such as Burns Bonadie and Noel Jackson are key spokesmen for the ULP, yet may be hard pressed to name the trade unions they lead.

It is said that today’s civil society leader is tomorrow’s government minister. SVG is a good test case of that truism. Political parties have historically fed off the community connections of teachers. In the last four decades, we can think of Yvonne Francis Gibson, Mike Browne and Calder Williams who played prominent roles in the 1975 teachers strike.

In more recent times, there have been Clayton Burgin, Girlyn Miguel, Elvis Charles, Nigel Stephenson, Maxwell Charles, Terrance Ollivierre, Bash Thomas, Elvis Daniel, Kenroy Johnson and Debbie Charles. Tyrone Burke and Otto Sam were former presidents of the teachers union and strong supporters of the government.

Sam has since broken with Gonsalves.

Parties continuously look for persons with links to the masses so as to get closer to the corridors of power. These individuals sometimes forget their roots and roles that brought them to prominence, and settle for personal advancement.

Our political parties must demonstrate in words and action that the support of workers, unions and civil society means more than a steppingstone to political office. Once they assume power, they should do more to ensure that the workers’ movement become more vibrant, organized and strong. Only then will the workers’ movement properly defend their interest regardless of which party is in power.

Young people need skills training and business education FAR TOO OFTEN, we hear parents say, ‘My son or daughter has 9, 10 or 11 subjects, but still cannot get a job’. Many parents have complained, saying the education system is inadequate. Why the ULP regime has operated an education system that is abysmal since 2001 is mindboggling, to say the least.

Warrant Officer Ivan O’Neal is making a very strong call on decisionmakers to provide young people with the skills and training needed to enable them to be selfreliant. Even after school, what future is there for our children?

What is there for our children to aspire to, to encourage them to do well at school?

One of the main barriers in our country to creating a strong economy, thousands of new jobs and job security, is that SVG does not have the appropriate skilled workers, far less workers with a comparative advantage in any economic sector to attract foreign investment.

SVG must focus on educating our children and give them free internet. A meaningful education will help them get the skills they need to run their own business, and free internet will expose them to ideas and innovations happening all over the world. The more examples of innovation our children see, the

easier it will become for them to innovate.

We need our own university to tool and retool our people. That, in turn, will encourage foreign investors to pump money into our country, and that in turn will create thousands of new jobs and bring long-term security to the jobs that already exist in SVG. The United Nations has said supporting young entrepreneurs is essential to tackling the world’s most pressing challenges. The UN says that young people ‘are often best placed to take the first crucial steps towards breaking the cycle of poverty in their surroundings’.

A Green Government would focus on helping

young people develop small businesses and help them see that, in this time of massive youth unemployment, taking matters into their own hands and creating their own businesses, could be their best route to prosperity.

A Green Government will identify the challenges faced by young business start-ups and provide an environment for small business growth, by cutting operating costs and overheads including cutting the price of electricity for business start-ups.

A Green government

is needed to create a strong economy. A Green government will focus on providing our people with skills, and will do this by building our own science and technology university. We must invest in the education of our people to give them skills in order to attract foreign investors to SVG and to give our people job security.

Youth unemployment is extremely high in SVG, and is an urgent issue affecting our society and economy.

Young people need access to financial services, financial literacy and entrepreneurship and employment skills

training.

The education system is failing our young people. Access to what exists in the education system might be easier, but our children stll lack the skills to get jobs and compete for jobs abroad.

When young people are empowered with skills they need for working life, they thrive. They can support themselves, their families and communities.

The ULP regime has shown between 2001 and 2018, that it is useless in moving education in SVG toward an acceptable standard.

‘A Plastic Ocean’ reveals sad impact of marine pollution BEACH LOVERS AMONG US and other seafarers might, from time to time, become quite disgusted by the quantity of garbage floating on our waters, and which literally interferes with the enjoyment of the sea.

Well, think of the coastlines where garbage is allowed to collect unhindered, then think about this occurring interruption for the next fifty years. The impact of such a scenario is what the documentary, ‘A Plastic Ocean’ opened up to those persons who gathered to view a shortened version of the film at the Peace Memorial Hall, last week Thursday, 8th March.

The viewing was hosted by the SVG Preservation Fund as an activity in keeping with its mandate of advocating “for the protection and preservation of the environment and the wildlife of the island archipelago in the Southern Caribbean”.

The documentary’s aim Directed by Australian journalist Craig Leeson, ‘A Plastic Ocean’ plunges its audience into a global investigation about the disturbing effects that plastic has and will continue to have on the environment, particularly on marine life.

Plastic, the film reminds, was adopted as a cheap and disposable product in the 1950s, and was supposed to be an answer to many questions.

But about the product, the film’s narrator poses the riveting question, “How could a disposable product be made of a material that is indestructible?”

That, opens ongoing discussion on the enormity of the problem that plastic poses to the marine life in particular. It is for this reason that the documentary caters to a global audience.

Impacting scenes From the original scene of a juvenile pigmy blue whale enjoying the clear depths of the ocean, to the massive mountains of plastic garbage build-up both on land and in the sea, the documentary, with its sharp and profound images, its exploration of above and

undersea impacts, unravels a tale of which we, the inhabitants of the earth, should be unapologetically ashamed.

It shows how plastic, which is not biodegradable, enters the ocean, breaks into small particles called ‘microplastics’, which attract toxins. Marine animals and sea birds mistakenly take these ‘microplastics’ for food, and consume them, only to have their digestive systems attacked causing eventual death.

To emphasise this malady, the film includes a graphic representation of a dead chick (bird) being opened to reveal 234 pieces of plastic in that one bird’s stomach.

Records show that the highest consumption for that species is 276 pieces of plastic or 15% of the ninety-day old chick’s body mass.

Similarly, an image with a man sitting on a pile of compressed plastics, seemingly in a structured environment.

As the camera works its way upwards of this scene, the man becomes but an infinitesimal dot at the bottom of the towering feature. The essential message was clear!

These unforgettable images undoubtedly sear the imaginations of the audience.

Adding effect to this chronicle are the nonsensationalistic discourse of the narrators, the clear and in-depth explanation of the experts, the real life explorations of the divers, their findings and recorded interactions with distressed sea animals.

The documentary suggested action The documentary deliberately posits that, even when one does not spot plastic floating on the surface of the ocean, there could be a graver situation in the depths. It also hypothesizes that consumers become part of the cycle when they eat marine food filled with toxics.

It assumes that the solution starts with the individual; that audiences who have a better understanding of the problem should organise so as to play a part in decreasing the impacts.

The film also gives

ideas for dealing with the problem, among which are structured solutions like recovery technologies that process used plastics into newborn nodes ready to be used anew.

The SVG Preservation Fund should be congratulated for the insight which, according to Ms. Louise Mitchell, a Director of the Fund,

purchased the rights to show the documentary here in SVG. Ms. Mitchell is eager to have both the short and longer versions of the film shown here, and has invited persons and organizations willing to work through the requirements, to contact the Fund to organize a showing.

Garifuna Heritage Foundation for the fourth consecutive year, saw participation from some thirty primary and secondary schools.

Performances This cultural festival functions as a mouthpiece for the dissemination of Garifuna historical information.

It would be fair to say that this year’s presentations showed a notable increase of Garifuna-centric performances in song, dance, monologues, and dramatic pieces.

Kudos must go out to those teachers and other individuals who did the research, wrote original songs and monologues, tastefully packed with content on the struggles and survival of the Garifuna peoples.

Some of these, worthy of mention were: ‘Island of Love’ by Argyle Primary; ‘We Cry No More’ by Tourama Government; ‘Balliceaux’ by the Lowmans Leeward Anglican; ‘Our Heritage’ by the Calliaqua Anglican; ‘I am Garifuna’ by the Kingstown Preparatory.

Garifuna songs, ‘Bankwatawwilliamo’ and ‘Alegundahengna’ by the soloist from the George Stephens Secondary School and Weyularigi Weyu’ by the Georgetown Secondary School were enlightening and were well received.

There were several adaptations of the punta dance, and some traditional folk songs were brought back into play by some schools.

Roots and Rhythms launch: Pure Elegance

The evening blended an all-inclusive cocktail reception providing for an opportunity to mix and mingle before the evening’s entertainment. s were wooed by the culinary excellence of award winning Barbadians Chef, Henderson Butcher and spellbound by skills and techniques of Vincentian mixologist, Rodney Hackshaw with the flavor and variety of cocktails on offer, as they mingled and socialized.

It was an evening of the ‘Who is Who’ in St Vincent. Guests included Prime Minister Ralph Gonsalves and his wife, Finance Minister Camillo Gonsalves and his wife and family, Permanent Secretary in Foreign Affairs, Sandy PetersPhillips, along with leading business, community leaders and enthusiastic jazz lovers.

Darron Andrews, the opening act of the evening, took his unique style of violin playing into the crowd for a most intimate and riveting display of musical talent, and delivered a repertoire of jazzy dance and familiar Vincy tunes.

TT PM pledges to deal with traffickersÊ issue TRINIDAD and Tobago’s Prime Minister, Dr Keith Rowley, has pledged to resolve the present trade impasse affecting this country’s traffickers and farmers.

While speaking at a press conference on Monday, Prime Minister Dr. Ralph Gonsalves said that he had spoken one on one with Dr. Rowley, during CARICOM’s 29th Intercessional Meeting of the Conference of Heads of Government in Haiti between February 26 and 27.

Earlier this year, Dr. Gonslaves indicated that he had intended to raise the issue at that meeting, which he did, and arising out discourse, Dr. Gonsalves said that Dr. Rowley had given him the undertaking that he (Rowley) would deal with the issue.

“I think he understood the seriousness of this,” Gonsalves said.

Addrsssing the core of the issue, PM Gonsalves explained that over the last five years, SVG imported EC$167.1 million worth of goods from the twinisland republic, but had only exported goods, primarily agricultural produce,

amounting to a value of EC$17.2 million.

The imbalance is that, while goods imported from Trinidad are paid for in hard currency, local exporters were having a hard time repatriating income earned there, and this was having a negative impact on the farming community here.

In fact, the amount of income earned in 2017 through the export of produce decreased, and according to Gonsalves, this was because a number of producers were no longer sending their goods to Trinidad, because they were having problems collecting their money.

Government had implemented certain measures here in an effort to make it easier for local producers, but PM Gonsalves admitted that it was not enough. “[I] am hoping that with the interaction of CARICOM, we hope to find an appropriate solution.

“It’s a matter that I am not giving up on,” he said. (DD)

The amount of agricultural produce exported to T&T from SVG has decreased significantly.

Persons who use these agencies as points for collecting remittances from family and friends abroad, now have to produce two forms of identification when doing transactions.

Prime Minister Dr Ralph Gonsalves explained on Monday that the policy was more based on international standards that had been set.

“What I understand has been happening is that the agencies who offer money services, they have been using their discretion,” Gonsalves explained, adding that if an individual is a regular recipient of remittances from abroad, and the name is in the system, then the agency may or may not require that individual to produce a second piece of identification.

However, if it is an instance where an individual is doing a transaction for the first time, they may be required to comply with the rules and regulations and produce a second form of I.D. Gonsalves noted that the policy was

Suriname airlines invited to consider AIA

(Photo: National Information Institute) THE PRIME MINISTER of St. Vincent and the Grenadines, Dr. Ralph Gonsalves, reported on Monday, that this country can expect a visit by officials of the privately-owned Surinamese airline Fly All Ways.

Speaking at a press conference on Monday, Prime Minister Gonsalves said that, while he was in Surinam on his first official visit to that country (March 2 — 5), he held talks with the Chief Executive Officer of that airline. The discussion centred around the possibility of having that

airline, which currently operates a charter flight service from Paramaribo, Suriname, to Havana, Cuba, to include SVG/Argyle International Airport in that route.

That would mean a route that begins in Paramaribo to AIA and then on to Havana, with a reverse of the route on return.

This arrangement, if it becomes operational, would replace the once scheduled EasyJet flights from AIA to Havana.

With respect to bilateral discussions held

It was important, Prime Minister Gonsalves said, to build relations with Suriname, the only Dutch-speaking country that is a full member of CARICOM. He qualified this importance with reference to what he envisions as the emergence of two “poles” within CARICOM, within an ongoing existence of CARICOM and the OECS. Dr. Gonsalves envisioned a Northern Pole and a Southern Pole arising out of the realities of trade demands. The Northern Pole he sees as being comprised of Bahamas, Cuba, Dominican Republic, Haiti, Jamaica and Puerto

New Females Schools’ Volleyball champions…

THE GIRLS’ HIGH SCHOOL had their debut championship win in the female segment, and the Georgetown Secondary made it four in a row in the

males’ component, when the Schools’ Volleyball Tournament ended on Monday afternoon at the Girls’ High School court.

The Girls’ High School was always on course for the title after they had gotten past the Georgetown Secondary School, in the semi-finals.

By taking the 2018 tournament, the Girls’ High School became the third team to lay hands on the title. The St Joseph’s Convent Kingstown were the inaugural winners in 2012 and successfully defended their title in 2013.

The exit of the St Joseph’s Convent Kingstown, made way for a four- year dominance of the Georgetown Secondary School’s females.

Meanwhile, Georgetown Secondary, which has been in all the male finals since the inception of the tournament, had a worthy opponent in the first time finalist- the St Vincent Grammar School.

HIGH PARK UNITED were again crowned champions of the Vita Malt/ KDLT Richland Park Netball competition, which ended last Sunday afternoon at the hard court of the Richland Park Government School.

It was another easy stroll in the final for the High Park United who are dotted with seasoned players, as they led in all quarters against J& G Scorchers, which possess some quality players as well.

High Park United led the quarters 19-5, 38-14 and 58- 24, closing the final quarter at 6740.

It was the second trouncing of J & G Scorchers at the hands of High Park United. The champions had inflicted a 79-42 beating on this opponent in the preliminary round.

On their way to the final, High Park United had an 80-46 win over Vultures in the semifinals, while in the other half, J & G Scorchers had ousted Young Strugglers, 60-52.

Vultures went on to take the third spot, getting past Young Strugglers 5956, in the third place play off, which was contested just before last Sunday’s final.

For winning the competition, High Park pocketed $1500, while second place- J & G Scorchers got $1000 and third place — Vultures$700.

Copping the Most Goals award was High Park United’s Skiddy Francis -Crick, who tallied 571 goals, Another High Park United player- Shelisa Davis, was

adjudged the competition’s Most Valuable Player. Davis was also her team’s MVP. Ballantyne contends, that the athlete in question false started in his heat and was duly disqualified, as were athletes from the Intermediate High School (100m Juniors Male), Sandy Bay Secondary School (100m Juniors Male) and Emmanuel High School Mesopotamia (4x100m Juniors Male), who had committed a similar offence.

What is the source of the bone of contention is what Ballantyne said he observed. He described a situation in which that the Grammar School athlete was kept back after the official heats had come to an end, and was made to run a 100m all by himself.

In fact, he has since submitted a letter to the newspapers here in which he writes, inter alia, “Why must a different standard be applied? That is why we are getting nowhere in field athletics! There is one standard for ‘regular’ schools and another standard for ‘prestigious’ schools. There is one standard for ‘ordinary’ athletes and another standard for ‘elite’ athletes! Rubbish!”

Rowing reaches two secondary schools SOME STUDENTS from the Girls’ High School and the Dr. JP Eustace Memorial were last week Tuesday, given an introduction to the sport of Rowing.

Two officials from the International Rowing Federation (FISA) - Sallie Malt and Clare Barrell - engaged the students in an introductory session at the Xpert Computer Centre Conference Room, Grenville Street, Kingstown.

Evaluating the session, Malt said, “The seed was sown in the two schools who were represented to establish a Rowing programme…The one thing that you need is the enthusiasm and the hunger to pursue the sport …The boys were engaged in the whole process, which is something you don’t often see.”

Malt revealed that the students possessed “enthusiasm” a critical component in any sport.

“They are new to Rowing, and what I had before me was a new sheet to write on, and they were enthusiastic to learn about the sport …It is encouraging for the federations,” she commented.

Looking ahead, Malt stated, “It was the first step in coaching and learning the sport. A lot of what you do in sports coaching is not sports specific but how to coach … How they might demonstrate to what

they have learnt to a group of their friends…What we want for the students to be, are ambassadors for the sport in their schools.”

The visit by Malt and Barrell formed part of FISA’s Introduction to Rowing and Sport Development programme.

The session with the students was one Sallie Malt making a demonstration on a Rowing of the activities machine (Erg) to students of the JP Eustace in which the St Memorial and the Girls’ High School.

Looking beyond the Nations League On scrutinising the draw, Ollivierre said: “Not underestimating any of the teams, I think we have a pretty good chance of coming out of the group.”

A buoyant Ollivierre said that the Nations League suits St Vincent and the Grenadines, which does not get that sort of competition outside the World Cup Qualifiers.

The SVGFF Technical Director also sees the National League as a preparation for the 2022 World Cup Qualifiers. “ We are also looking ahead to 2022 World Cup Qualifiers, and with the Under-20 team in training since late last year, the plan is to combine the Under-20, the Under-23, and if there are some exceptional players between the ages of 25 and 34, they would also be called up for training at the senior national level,” Ollivierre outlined.

“The core going into the National League would be Under-20 and Under23,” he explained further.

Ollivierre noted that the Nations League would be treated in a similar manner as the World Cup qualifiers preparations, stating that every effort would be made to field the strongest team, and he pointed to interest of new players with Vincentian lineage who live in Canada and England.

He noted that the National League

is a route for FIFA and CONCACAF through which to enhance the competitiveness of Caribbean countries, as it would be played on FIFA set dates, which would afford the release of players who ply their trade in other countries.

The Nations League format The format of the Nations League qualifiers entail that the points accumulated by all 34 teams will be aggregated and placed in order from 1 to 34.

The draw for the National League Qualifiers, which took place on 7th March in Miami, excluded the six teams from CONCACAF,which reached the hexagonal stage of the 2018 World Cup qualifiers.

The six, Mexico, Costa Rica, Panama, Honduras, USA and Trinidad and Tobago, will join the top six teams emerging from the Nations League qualifiers, to make up League A of the National League, which kicks off in September 2019.
