Maxwell Charles, current ULP MP for Central Leeward, says he is disappointed about losing the nomination, but will do all to ensure that unity is maintained within his party. by DAYLE DA SILVA ALTHOUGH HE ADMITTED that he was a bit disappointed, the current Parliamentary Representative for Central Leeward, Maxwell Charles, said that he acted in the interest of continued unity within the Unity Labour Party (ULP).

Sir Louis Straker has confirmed that he will re-join political leader of the ULP, Dr. Ralph Gonsalves, on the political rostrum. Sir Louis Straker, four-time winner of the Central Leeward seat, was recognised in his retirement by various groups throughout the constituency.

Charles, despite his success in his very first outing at the polls in the 2010 General Elections, will not be the ULP candidate for Central Leeward, whenever the election bell is rung. In what some described as a surprised turn of events, both Charles and the other proposed candidate, Dunstan Johnson, nominated Sir Louis as the candidate for Central Leeward, at last Sunday’s ULP Central Leeward Constituency Council Meeting. Speaking with THE VINCENTIAN last Monday, Sir Louis intimated that when he left active politics in 2010, it was never his intention to return. He confirmed that he had made the decision not to attend the Constituency Council Meeting, saying that he thought that had he gone, it would have given the impression that he was conspiring against Johnson or Charles. “I was about to go to a (Church) convention when I got a call from the Prime Minister,” Sir Louis said. In that call, the Prime Minister informed him that the party was badly divided, and that he would have been the best person to restore unity. But Sir Louis said that because of his hitherto decision not to return to active politics, he suggested that the Prime Minister and the two candidates work on restoring unity. Continued on Page 3.

A fourth term for the ULP led government was not difficult, but

would be challenging, he acknowledged. The government is currently standing on a good wicket, and the success of the party comes down to the ability to provide jobs, he explained. Sir Louis referred to the proposed project for the Mount Wynne-Peter’s Hope area, saying that, once that can get going, it will be the ideal. This project was one, he said, about which he had some disappointment, not having the opportunity to complete it during his time as the elected area representative, which started back in 1994. Housing, the social needs of the people and jobs are just some of the issues that affect people, and will be the issues during the campaign leading up to the next general elections, he cited. Sir Louis was of the opinion that the party would be able to find a

general elections. He won and became the Member of Parliament for the Central Leeward Constituency. He was re-elected in the 1998 on a Unity Labour Party ticket, a party that resulted from a merger of the SVLP and the MNU. He was returned as MP for Central Leeward in the March 28, 2001 elections. On April 1, 2001, Straker was sworn in as Deputy Prime Minister, and Minister of Foreign Affairs, Commerce and Trade. RODOLFO GONZALEZ, aged 63, a Venezuelan opposition activist arrested during last year’s anti-government rallies, has died in custody. He is reported to have hanged himself in his cell at the headquarters of the country’s secret service in Caracas, this according to his lawyer, Jose Vicente Haro. Interior Minister Gustavo Gonzalez, whom the United States sanctioned earlier this week for alleged human rights violations as head of state intelligence service Sebin, confirmed Rodolfo’s death, saying, “Gonzalez took his life by hanging himself,” and assured that the state prosecutor’s office had already begun investigating the death. Rodolfo Gonzalez, a former civil aviation captain (pilot), was an active opponent of the government of President Nicolas Maduro, taking part in mass demonstrations that

rocked Venezuela in February-March 2014. He was one of a group of 40 or so protestors who remained imprisoned since their arrest at the height of the street demonstrations last year against the rule of a Nicolas Maduro-led Government. The pilot’s daughter said he had been anxious about an upcoming transfer to a common Venezuelan jail. Such jails typically are rife with gangs, weapons, drugs and violence, according to a correspondent for Reuters News service. According to the report, the donation will be used to assist in the provision of treatment to children across the Caribbean, St. Vincent and the Grenadines included, which, under normal circumstances, would not be attainable. The announcement of the donation was made on Wednesday 25th February, during the launch of the SickKids Caribbean Initiative at the Radisson Hotel, Wrightson Road, Port of Spain. The SickKids Foundation, an initiative of the CHSC hospital, is a not-

for-profit collaboration between SickKids and seven Caribbean institutions across six countries, that strive to improve the outcomes and quality of life for children with cancer and blood disorders. The Initiative, dubbed the SickKidsCaribbean Initiative, establishes partnerships between health-care specialists at The Hospital for Sick Children (Sickkids) in Toronto, and their counterparts in the Caribbean, through training and education, to support the early identification and treatment of children living with these devastating diseases in the Caribbean. Those six Caribbean territories are The Bahamas, Barbados, Jamaica, Trinidad and Tobago, St. Lucia and St Vincent and the Grenadines. VETERAN VINCENTIAN ANGLICAN PRIEST, the Rev. Canon Leopold Baynes, has received the Ecumenical Award, from a prominent Lions Club in Brooklyn, New York. Fr. Baynes, 72, who hails from Georgetown, was honoured recently by the Stuy Park Lions Club at a gala ceremony at Antun’s, an elegant catering house in the Jamaica section of Queens, New York. “I thought it was time for somebody to honour him for the work he has done for many people in many communities,” Arlene Punnett, the club’s Panamanian-born president told THE VINCENTIAN in an exclusive interview. “Fr. Baynes is who we consider to be a ‘people’s pastor’; he’s personable, very outgoing,” she added. “He helps whenever he can, at no cost. Some of our priests want to be paid for everything they do. “He has a lovely family who supports him wholely and fully,” continued Punnett, stating that the Lion’s Club “usually honours people

who serve others. “The motto for the Lion’s Club is ‘We serve’, and Fr. Baynes does that well,” she said. Fr. Baynes — who currently serves, simultaneously, as Rector at Grace Episcopal (Anglican) Church in Corona, Queens, and Interim Priest-inCharge at the Church of the Resurrection in East Elmhurst, Queens — told THE VINCENTIAN that he was “honoured to be honoured by the Lions. “It’s not the first time they were asking me to accept this honour,” he said, adding that he was a Rotarian for a number of years while serving as a priest in St. Andrew’s, Grenada. Fr. Baynes was the Rector, for 18 ½ years, at St. Andrew’s Parish, where he met his wife, the former Miranda Sawney. “I know what these organizations (including the Lions) are doing — helping the poor and less fortunate,” he continued. “God has been good to me over these years.” Fr. Baynes — who was born to Venola Baynes, of Georgetown, and Donald Campbell, of Bequia, on Mar. 13, 1943 — said his father met his mother when he managed the Georgetown Theater.

Baynes attended the Georgetown Government (Primary) School and took Saturday classes. He became an elementary school teacher at the Richmond Hill Government School in Kingstown, now the Thomas Saunders Secondary School. Baynes, who also taught elementary school in Grenada, was admitted to Codrington College in Barbados in 1969 for training in the priesthood, graduating four years later. In October 1973, he was ordained to the Sacred Order of Priest at St. George’s Cathedral, Kingstown. From 1973 to 1976, he served as Curate of Holy Trinity Parish, Castries, in the predominantly Roman Catholic St. Lucia. Later, Fr. Baynes was appointed Priest-in-Charge for the parish of Grace Church, Riviere Doree, St. Lucia. In 1978, he was appointed the first Black Rector of St. Andrew’s Parish, Grenada; and, in 1983, was made Canon of St. George’s Cathedral in his native land. He also served as the Bishop’s Commissary in Grenada. After migrating to the US in 1995, Fr. Baynes attended Blanton Pale Graduate Institute in New York, where he studied Pastoral Care and Counseling. From 1995-1999, he served as Associate Priest and Priest-in-Charge at The Church of St. Mark’s in the Crown Heights section of Brooklyn. He became the first Black Rector at Grace Episcopal Church on May 1, 1999. He plans to retire from the ministry by the end of April. Fr. Baynes and his wife have two College-age daughters — Leona and Leandra. He said he and his family are very active in the weekly feeding of hundreds of less fortunate people at Grace Church, adding that it’s a

Letting LIME Flow READERS ARE REFERRED to the story captioned ‘CWC – Columbus merger..’, carried on page 12 of this issue. Unlike the situation in the Eastern Caribbean Telecommunications Authority (ECTEL) member countries, SVG included, Trinidad and Tobago has flexed its muscles in the face of the proposed US$3 billion takeover of Columbus Communications (trading as Flow), by Cable and Wireless Communications (CWC, trading as LIME). The Telecommunications Authority of Trinidad and Tobago (TATT) has said to CWC, ‘Sorry, guys, but you can’t have Flow unless you first sell your 49% shares in Telecommunications Service of Trinidad and Tobago,’ that country’s largest telecommunications service provider. You see, instead of simply propositioning a situation of hope like the ECTEL members have done, the Trinbagonians, having discerned the implications this merger holds for their telecom sector, have moved to take action to circumvent, if not prevent any disruptions in their market. That most telling implication would have been the monopoly on land/fixed line telephony services that CWC would have enjoyed, once it ‘got hold’ of Flow, which also offers land/fixed line telephony service in the T&T market. What is clear is that the T&T authorities saw that CWC’s takeover of Columbus would have meant ‘bad news’ for competition within the local telecom sector, in what is perhaps the Caribbean’s most open economy, where market forces truly drive the economy, and big business still weigh in heavily on the political decisions in that country, especially those of government. This insightfulness, call it what you want, by the Trinbagonians, is a far cry from the lip service that is paid to a similar eventuality in the ECTEL members, who retreat saying there is NOTHING they can do to stop the merger in their market spaces. That being the case, there is still room for concern. In SVG’s case, it is not a question of a monopoly on land/fixed line telephony services, but a case of a definite monopoly on internet services (which both CWC (LIME) and Columbus (Flow) currently offer in this market) once the merger is formalized here.. Whatever the nature of the monopoly, it appears that because of deficiencies in legislation to govern action like the CWC - Columbus merger, we are left hapless in our position with respect to this merger, and the obvious monopoly it will occasion. We are, it seems, holding out for a turn of goodwill on the part of two entities whose primary aim is to make money, and lots of it. There is no goodwill in times of war, and this is not too far removed from a war against Vincentian consumers. We like to think we are one region (CARICOM), and there is strength in unity. But those who have long cast their tentacles of capitalist intentions on our space, know well our vulnerabilities, our inconsistencies, our insularities, and will be wont to exploit them, for their own gain of course, as history has shown time and time through the decades. Pity that we cannot, for our own good, take a leaf out of the Trinbagonians’ book. And there is another presence in the Trinidad and Tobago scenario which should interests us. That is the presence of the Communication Workers Union (CWU), which represents a sizeable portion of the workers employed by TSTT. Again, unlike the deadly silence of our own Commercial Technical and Allied Workers Union (CTAWU), which has long been the bargaining agent for workers at Cable and Wireless/LIME here in SVG, the CWC has. from the very time of the announcement of the proposed merger in November 2014, made clear its position of opposition to the merger. The CWU has, from the very outset, voiced strong concerns about the likelihood of job cuts, should the merger be allowed. Interestingly, the CWU had been calling for increased local investment in the telecom market, and therefore, it would follow that it would want to question the veracity of the merger. That said, we have not heard one word, that should be one letter, from the CTAWU on the issue — not on the merger and the question of a return to a monopoly in the telecom market; not on the issue of job cuts. Has it a guarantee of sorts of which the public is unaware? Some concern for this matter has come from some individual government persons, but even that is not substantial; it does not lend confidence in our government; that it is firm and intends to be steadfast in demanding that there be no job cuts when the merger becomes a formality. The real issues of the merger must not be allowed to pass unattended, especially in this election season when seriousness is replaced by mockery and tomfoolery.

Whither Sir Louis Straker ADRIAN FRASER must be gloating in his element, being fond of the saying, “There is never a dull moment,” in SVG political travail. So something amiss was scheduled to happen anytime: Louis, sorry “Sir Louis Straker”, is once more ULP’s candidate for the next elections. The story goes that there was deadlock at the session to select a candidate between two front-line members, newcomer Dunstan Johnson and incumbent Maxwell Charles. The meeting was “boisterous”, and nothing would give. So the Prime Minister, who makes it his business to be present on such occasions, simply left the meeting and plucked “Sir Louis” from a S.D.A crusade, where he was awaiting word from God, and answered his prayers by informing him that only he, Sir Louis, could be Heaven-sent to solve the Party’s selection conundrum. It is the most dramatic selection process by the ULP so far. Beresford Phillips did not make it against Elvis Charles, the P.M’s favourite, last time in Central Kingstown. The vote count was suspect, but Charles was given the nod anyway. Something little different had happened in South Windward when Sir Vincent’s son, Glen, edged out the favourite Robbie Fitzpatrick to gain the nod. Ralph and Vincent certainly made their presence felt there. It is suspected that relevant party rules are often ignored or shelved when it comes to the choice of candidates, involving the support of the leader. This sort of thing took place regularly in the past, particularly among “charismatic” type leaders, when the concept of personal Government was very much in vogue. Just to take two examples at random to underline this point. In the 1958 Federal Elections, the PPP had settled on two of their defeated candidates in the 1957 elections, Maurice Browne and George King. But Joshua circumvented the agreement by selecting his personal choices, Leroy Adams and Alpheus “Son” Allen. In the early 1960s, a JLP convention in Jamaica was prepared to continue the leadership of Alexander Bustamante, but otherwise had in mind a clean sweep in favour of bright, Young “Turks” to take over the management of the party, with an eye to the future. During their deliberations, “Busta” only sensed what was afoot, and he immediately torpedoed the proceedings by calling an abrupt ending, and repaired to his Tucker valley home. From there, he

simply issued a list of the Executive that he had anointed! And that was that! But that was a relatively long time ago, fifty years or thereabouts. But Ralph reintroduces these old antiquated moves, through the backdoor. Elwardo Lynch must be turning in his grave for having warned, and go unheeded, of this turn back of the hands of time. It is there for all to see. No longer, it seems, “that back ah death!” Dr Ralph Gonsalves treats his Party, like the national Government, as if they are his children; to be scolded, whipped, forsaken, or promoted, as they annoy or please him. In this context, he really owes Straker, like Vincent Beache, for getting him to the lordship of SVG, which he now enjoys. He thinks that a new lease of political life would be guaranteed by Straker’s re-entry into politics. One radio personality has posed the problem of Straker in simple, stark terms: Is it a master-stroke or political suicide? The answer is plain. It is an attempted master-stroke that will end up a political tragedy. For Straker is really passé. He remains a misfit for a Government that wishes to project an image of youthful exuberance, promoted by the likes of Saboto, Luke and Jomo. Straker is clearly out of joint. I recall with interest that I supported Straker on his entry to Vincentian politics, even though I generally opposed his party. Ashamedly, I was bowled over by silver tongue and commitment which sprang seemingly from the heart. Straker won his seat in 1994, 1998, 2001 and 2005 during which he progressively deteriorated, living like a grave digger beginning at the top and ending at the bottom. Or so it seemed to me. He was a candidate for leadership of the party, and ended up as Deputy Leader to Dr. Gonsalves, whom he latterly gave undying support, and was suitably rewarded with lofty posts, and the insignia of a knighthood, criticized hands-down by me. Straker lost political marks by growing arrogance and a sickening victimisation policy which he practised. He quitted politics in 2010. That he is attempting to bounce back, only tells the sorry tale of a declining ULP. It is a bit harsh, but not altogether an untruth: Straker’s comeback attempt reminds one of the sick dog that swallows its vomit. Maxwell Charles has brought on his own demise by his weakness to stand up and be counted when it mattered. Right now, he can only sit still, and ponder.

Epitaph and the The new “Caribbean entrepreneur Culture and Civilization” THE LAWS of St. Vincent and the Grenadines state plainly that no one should be forced to buy something they do not wish. No one should be told they have to buy a pound of pork in order to get a pound of beef, etc. The skills of the merchants were put to the test. So they came up with this slogan: ‘Buy one, get the other at half price’. Do you think that two items when sold are less than the merchant’s purchase price of those same items? It is general knowledge that in the past, even the small shop-keepers gave encouragement to the would-be shopper by selling flour, sugar, rice, saltfish at one price; but if you buy 5lbs or more of any of those commodities, you get it at a lower price. The maths worked something like this: sugar 5 cents per lb - 5lbs, 22 cents not 25 cents). Today, you go to the fish market and you are offered a bag with fish, and asked to pay $10.00. Sir, I know how much value there is in my $10.00 bill, but I do not know how much weight is in those bags (of fish). I am being conned. Some claim it’s 3 lbs, but on weighing them, they are missing a maximum of 4 ounces. There are no scales on the spot to give you your justice. Yet, they force the poor man, who can buy only 1lb, out of being able to enjoy a good fish broth. For example, a good salesman — the law allows him to sell 3lbs for $10.00, that is (1lb @3.34). He should practise selling 1lb @3.50 and 3lbs at $10.00; in so doing, he does not break the law, and the poor man who can only afford to spend $3.50 gets to taste fish. The vendor, i.e. the good salesman, loses nothing. In fact, he may well get more sales. Hutchie

The new “Caribbean Culture and Civilization” owes no allegiance to the democratic, constitutional principles of the “old, dead European white men”. There is a history,

from Haiti to Grenada, of manipulation and/or disregard, if not outright scorn, for the electoral process. St. Kitts-Nevis, Guyana and others thumb their noses at established precepts and traditions of the rule of law, as regards elections and redefinition of electoral boundaries. “We’ll have an election when I say we’ll have an election!” There’s no parallel here at all…other than both examples being articulations of paranoid, delusional constructs, which see the enemy as personal, and views their own circumstance as special, chosen, but besieged, and requiring defense by any means necessary. And of course, parenthetically, one must advance the prospects of one’s sons, to promote and appoint as necessary, to ensure the

Remember the Campaign Code of Ethics IF YOU DIDN’T realize it before, the general elections campaign has begun here in SVG. What, with the announcement of the Prime Minister’s ‘Meet-the-People’ island wide tour, you know that the campaign machinery has been kicked into motion. Be assured, Dr. Gonslaves will listen to all that the people have to say, and will act immediately to correct what he can. He, however, will put aside much of what the people will have to say, i.e. if they are brave enough to tell him that things are really hard in the land, and that he appears to be denying that. As usual, Dr. Gonsalves, like the Black Stalin, will say, “Better days are coming,” … but only if you return the ULP to government. What I want to raise, regardless of how early it might seem, is a concern for what could happen in the campaign. The recent past has thrown up a less than desirable behaviour by our politicians. Try as much as they say they are raising the ‘issues’, our politicians still over-indulge in ‘political piccong’ and worse. Name calling and who’s doing what with whom still colour our campaign style, making it a battle of who could make the sharper comment about whom. That is why I want to draw to the electorate’s attention, that there exists a Code of Campaign Ethics in this country. This was agreed to by all parties, in collaboration with the Christian Council. And regardless of how much the political leaders like or dislike the Christian Council, they have sworn a sacred oath to the Code and must, or must be made to, respect it. The political leaders are obligated to ensure that their supporters adhere to the principles of the Code. So come on Christian Council, it is not too early to remind the political leaders and their parties that they have an obligation to fulfil. Call them

(leaders) to a meeting to remind them, just in case they have forgotten. I accept that political campaigning is part of our politics, our democracy; but I also accept that at the end of the day, the country — all of us — must come together to ‘build the country’. Politicians, therefore, must not use the political campaign to further divide the people.

The E.T Joshua Airport should stay Editor, taken from the IADC website, the conclusion of an article reads: “Finally, the construction and operation of the Argyle International Airport means that the land at the E.T. Joshua Airport would now be converted into a new commercial centre: New Kingstown? Editor, with the coming of the International Airport at Argyle, is there room for the E.T Joshua Airport at Arnos Vale? I believe there is. Here are my reasons for saying so. 1. It is very hard to envision taking a taxi or driving from Kingstown or even from Central Leeward all the way to Argyle to take a flight just to go to Bequia, or the other Grenadine islands. 2. Like the container ports, we do not have just one container port in St. Vincent. And there is reason for that. A lesson could be learned from that. 3. E.T Joshua Airport has been with us for many years as our very own cultural heritage and patrimony. Furthermore, if that should go, on what or where would our local hero Joshua be immortalized? 4. It would be cheaper to keep E.T Joshua Airport than to build and maintain this “new

commercial center”. 5. A “new city” in Arnos Vale is very redundant. How far is Arnos Vale from Kingstown? 6. No one knows the adverse implications of an airport at Argyle. These would not be known for several years, even after the airport is declared officially open and starts operation. 7. What would happen to all the businesses in Arnos Vale and the environs that depend on the E.T Joshua Airport for daily business? Should they close down and relocate to Argyle? Is that even feasible? 8. In times of adverse conditions, whether that be from the weather such as in hurricanes and strong unfavourable winds for flights, or torrential floods, or even a possible eruption from the volcano, there should be an emergency airport. I’m sure that there are other sound reasons for keeping E.T Joshua Airport. Or at least, there are those of the intelligentsia who could expound on these reasons of mine in a more convincing argumentative style than me myself. Duncy Head

The ULP⁄. Touching the lives of all Vincentians in a positive way The issue From March 28th 2001, and the entrance of the ULP administration to political office, Vincentians have been exposed to a new developmental paradigm called the “people centered development”. This is a philosophy of applied social democracy, with its manysided economic strategy of sustainable development, and the advancement of a magnificent Vincentian component of our Caribbean civilization. This development paradigm has led to the creation of a number of innovative policies which have transformed our country, St.Vincent and the Grenadines, for the better. There is ample proof too, that these policies and programmes, have touched the lives of many Vincentians, sometimes in a profound way so as to change their lives positively. Many Vincentians have been moved to give their testimony, as to how these policies have affected their lives. Others have chosen to remain silent, even while they are thankful to the ULP administration. To be sure, there are some Vincentians who take many of these policies for granted, while others, including those in the opposition NDP, try to oppose the implementation of these policies, simply for narrow political purposes. In many cases, they cannot state what policies they will introduce, because they are bereft of ideas, simply because they don’t have the capability or the capacity to develop similar programmes. Only the ULP with its “People Centered Development” approach has been able to touch the lives of all Vincentians.

The Education Revolution The stellar policy implemented by the ULP administration is the education revolution. This is a success story that is still being told by all and sundry. This policy has made tremendous strides, although there are limitations. Most important, is the fact that this policy, this strategy, has affected the lives of over twenty thousand young people in the State. Many of them were getting a secondary school education, where before, there was no hope. Others have gone on to universities, and other tertiary level institutions abroad. Some of our sports persons, including Halimah De Shong, Romel Currency and Miles Bascombe, to name a few, have gone on to make us proud as Vincentians. The success stories are limitless, and there are those persons who have felt brave enough, to call certain radio talk show programmes, and express their gratitude to the government. Of importance too, is the economic and financial independence of many families whose children have benefited from the Education Revolution. With their new diplomas and degrees, these children have found jobs which have enabled them to provide for their households and relatives. When you add to all of this, the development of pre-schools, the training of teachers at all levels in the system, and the expansion of the Community College and the associate services, we can see how this sector has expanded by leaps and bounds, and how it has affected all Vincentians.

Turning dead capital into live capital This is a phrase that was coined by the ULP, and in particular by the party leader and Prime Minister, Dr. Ralph Gonsalves. It aptly described the way the ULP dealt with the informal settlement issue, when it arrived in office in 2001. The NDP had allowed Vincentians to “squat” on crown lands here and there, and the situation was out of control. The ULP recognise that many of these squatters would be better off, if they had title deeds to these lands. In effect, the land had no value to them, and that is why it was termed, “dead capital”. Under the ULP, squatters were able to purchase the State-owned land which they occupied, for a low as ten cents a square foot, in some cases. Once the purchase price was paid, the land became “live capital”, and the new owners increased their worth substantially, and took advantage of opportunities to do business with commercial banks in the State. In addition, the ULP administration enacted the Possessory Titles Bill, which delivered titles to persons who were in adverse possession of land for twelve years or more. Every week in the national newspapers, one can see a posting of prospective land owners, who have used this procedure, to obtain titles to their land.

The Housing Revolution Here is another programme that has brought untold benefits for the lives of the many Vincentians who are the beneficiaries. First, there was the 100% mortgage programme at the then National Commercial Bank, a programme that the Leader of the Opposition, Arnhim Eustace, said was not workable. A number of civil servants, including teachers, police officers and nurses, took advantage of this development, and now have their own homes. This was a frontrunner to the housing strategy. Over the years, the ULP administration has implemented the middle income housing policy, the low income housing policy, and not to be undone, the no income housing policy, for those Vincentians who are economically disadvantaged. Now there are housing units in the villages of Brighton, Peter’s Hope, Green Hill and Clare Valley to name a few. In addition, the ULP administration has revamped the operations of the Housing and Land Development Corporation, to better the implement the housing policy, so that more Vincentians can benefit. The ULP administration sees affordable housing as a human right, and the government will work assiduously to achieve this goal. These are just some of the policies that have touched the lives of Vincentians in a positive way, and this is a powerful reason why Vincentians will return the ULP administration for a fourth term, when the Comrade rings the bell.

Excerpt from the Address delivered at the Obelisk, Dorsetshire Hill on National Heroes Day, 14th March 2015, by Mr. John Horne on behalf of the Hon. Arnhim Eustace It is with much pleasure that I bring you greetings from the Honourable Arnhim Eustace, who is unavoidably absent today. He has asked me to extend best wishes to you on this day of commemoration when we pause to reflect on the heroic exploits of The Right Excellent Joseph Chatoyer. We bring to mind also other distinguished persons whose contributions to Nation building deserve commendation. Another year has passed and we gather here at the Obelisk to pay tribute to the memory of Paramount Chief the Rt. Excellent Joseph Chatoyer, on National Heroes Day. I thank the Honourable Arnhim Eustace, whose nominee I am on the National Heroes Advisory Committee, for inviting me to represent him here today. This year’s ceremony is doubly significant in that it coincides with the hosting, by St. Vincent and the Grenadines, of the International Garifuna Summit 2015 which runs from 9th to 15th March. The theme of this conference is pregnant with meaning: “The Garifuna A Nation Displaced Cultural Rights, Economic Survival and Reparations.” If there are people deserving of reparations, they would be the Garifuna, when one considers the reprehensible acts of genocide carried out against the indigenous people of St. Vincent. But isn’t it wonderful that these people, in spite of efforts to exterminate them and deprive them of what was always theirs, survived and, like the proverbial phoenix, have risen from the ashes, proving their invincibility, to the extent that they have been coming to this the motherland to teach us the longforgotten Garifuna language, songs and dances! Welcome brothers and sisters, and also the distinguished battery of scholars among you participating in this historic assembly. Last Sunday morning, at the 7.00 o’clock Mass; St. George’s Cathedral hosted members of the various delegations to the Conference who participated fully in the service. This was a never- to- be- forgotten occasion. Delegates came from Belize, Nicaragua, Guatemala, and the Honduras representatives were due to arrive on Sunday night. SVG was there, naturally, and so too were Garifuna from the diaspora. The singers were in very good voice, and rendered The Lord’s Prayer - (Our Father) in Garifuna and similarly a special prayer. A strong solo guitarist, Adrian Martinez, accompanied himself in singing other songs, ably backed up by the ladies. We believe that Paramount Chief the Rt. Excellent Joseph Chatoyer would have been ecstatic at this event, had he been alive and present. Let us reflect briefly on the vicissitudes encountered by our indigenous Garifuna people as they struggled to fend off the French and British marauders who sought to rob them of their rights, their land, their heritage and break their spirit. I urge the younger ones among us to take a very close look at Fort Charlotte on your next visit there, and ask yourselves why is it that in a fort that boasts an impressive view and span of horizon across the blue Caribbean Sea, those huge cannon are all turned inland towards Kingstown and its environs?. Why is there, on the lower approach to the fort, a very narrow or slender bridge that spans a short but deep gorge- a bridge that in its day was a drawbridge that could have been lifted and lowered as and when the Colonials ordered it? On the Fort, itself, there is a gigantic moat of perpendicular walls filled with water in those days to make the fort impregnable. There are prisoners’ cells built into that fort that you should also

see! Who or what was responsible for this construction that is now a tourist attraction? In a word; The Caribs, as they were referred to by the aggressor! The guns are turned inwards because the ‘enemy’ was native, local or domestic. The irony is that this Fort was built by the British in 1806, a mere nine years after our Garifuna people were banished beyond Balliceau to Roatan in the Bay of Honduras; but it speaks unmistakably to the indomitable spirit of the ancestors who inhabited this land. It was, however, a message that this epic struggle that was a thorn in the side of the aggressor should never be repeated. It may seem paradoxical, but these cells were used in 1935 and possibly in 1979. Examining the relative little we knew about Chatoyer, we can establish that he was skilled at warfare and strategising for war or peace. He waged a relentless war against the enemy in defense of his people and the motherland. He would sometimes consort with the French if at the time he thought it was in his best interest. Contrary to certain recorded stories, I share the popular view held by the Late Dr. Earle Kirby - Veterinary Surgeon and Archaeologist - that a man so skilled in the use of Spear and Bows and Arrows would not have challenged Major Leith to a sword- fight and, notably, one that is said to have taken place after midnight. Here was a leader who fought both the British and the French with varying degrees of success. He would have expected to win and liberate his people. Thereafter, he would have looked forward to a period of stability and calm or relief from his war-weariness. It could be assumed that he would have worked to console and unite his people as they emerged from a war-weary existence. We have had a relatively easy existence in our inheritance from our forebears. Political Independence was virtually handed to us by a tired Colonial Power that was ready to relinquish its tether. We never had to fight for the integrity of, or pride in our Country. That is why we still do not adequately appreciate the value, honour and pride in our national symbols. We have never had to fight to keep our flag from trailing in the dust of war: an insult to the vanquished. We do not know whether Chief Chatoyer had a flag, but we can be assured that it was an insult to him to lose a single soldier in battle! We do not have an anthem that rouses us to instant defense of our nation attacked or whose words consume us with a pride that fills our breasts or inspires us to join hands in a communal effort to improve the economic and social well-being of our less fortunate brothers and sisters, or to rise above the pettiness that continues to keep us seemingly at each other’s throat! We too in SVG are mentally fatigued by a different war-weary existence than that suffered by Paramount Chief Chatoyer borne out by our incessant political campaigning, bickering, partisanship and our refusal to acknowledge the right of the individual to support the party of his or her choice without suffering victimization for that choice! I urge us all to reflect rationally and soberly on the words of Calypsonian, Grantley “Ipa “ Constance’s: “Put your country before your party.”

THE RE-ENTRY of Sir Louis Straker into active electoral politics has reshuffled the political calculus on the Leeward side of the country, if not across the nation. Sir Louis entered local politics in 1994 and won four consecutive elections before retiring in 2010, thus making way for Maxwell Charles, the National Reconciliation minister. At the party’s nominating conference last Sunday, the division was palpable. Those supporting Minister Charles were vocal that he should remain the standardbearer. The challenger, Dunstan Johnson, mobilized his forces and was ready for the fight. Political leader, Dr. Ralph Gonsalves, who has always warned his supporters against displays of disunity going into an election, beseeched one of the contenders to give way. Neither man was in agreement. Emotions were high; the meeting almost fell apart. And then Dr. Gonsalves asked those in attendance if they would prefer that he bring back Sir Louis Straker. Johnson and Charles said they will accept Sir Louis as a compromise candidate. There were evident signs of let-down among supporters of each contender. Some drifted away as Dr. Gonsalves left to fetch Sir Louis. Amazingly, and it shows the strength of Labour, people came back to the hall when Dr. Gonsalves and Sir Louis returned. Both Dr. Gonsalves and Sir Louis spoke after Straker was nominated by Minister Charles, and seconded by Johnson. There is no doubt that there will be some hurt feelings and bruised egos out of this selection. But importantly, elections are not being held tomorrow. Once the commitment of Johnson and Charles to work for Straker holds up, it is the reckless betting man who will write off Sir Louis Straker and the Unity Labour Party in Central Leeward. There is no doubt that Sir Louis strengthens the ULP strike force on the Leeward side of the country. All three seats are marginal, but there is no doubt that the ULP has the better candidates. With Sir Louis anchoring the Leeward side, with the young lawyer Carlos James pushing down from the North, and Jomo Thomas pressing hard from the South , all three seats are in play with the ULP, definitely with a good chance of taking them all. But elections are not won with words. They are won with hard work, plenty mobilization, good, smart politics, effective organization and thoughtful stump speeches that are intended to educate rather than excite the population. Elections being as unpredictable as they are, it will be foolhardy for any political analysis to create confidence or complacency in the leadership of either party, by proclaiming one or the other a clear favourite. In sheer votes, the NDP has added about 20 percent between 2001 and 2010. The ULP numbers have remained flat, around 32,000. This fact has excited the senses of the NDP leadership, and they speak of the outcome of the upcoming elections as a foregone conclusion. As ole people say, ‘leh dem gwane’. ULP remains impregnable on the Windward side of the country. The

NDP spied some weakness in North Windward and thought they had a chance there. But their poor choice of candidate, the polarizing sermonizing following the Rock Gutter disaster, contrasted with Gonsalves’ statesman- like handling of that tragedy, coupled with efforts of Housing minister Montgomery Daniel, efforts could see the ULP strengthening its performance above the ‘Dry River’. There is no room for Labour complacency in North Windward. It must be remembered that the NDP narrowed the margin of ULP victory there, even though the government built and opened the much heralded bridge over the ‘Dry River’. The NDP also fancies its chances in East St George, but it will eat no fruits here. East St George is the constituency where the ULP has witnessed the greatest leakage. There is a reversal of more than 1000 votes when the margin of victory of 2001 is compared with that of 2010. Dr Linton Lewis lost by just 268 votes. But 2015 is not 2010. The ULP is offering the phenomenally new and gifted candidate in Camillo Gonsalves. East St George is traditionally Labour. Camillo is as smooth as he is dynamic. He brings to this campaign an unenviable resume’. His stint as our ambassador to the United Nations was impressive by any measure. As the current Minister of Foreign Affairs, no one questions his competence and authority in world affairs. Further, he is the Prime Minister’s son, with all that that fact offers. I know him well enough to know that he will not go into these elections as though he is entitled. He will win because he will have to beat himself. From the foregoing, the ULP path to 8 seats and thus formation of the next government depend heavily on what happens on the Leeward side of the country. From a candidate standpoint, the ULP is on sounder ground. Any strategic thinker knows that just as in the United States where some states are designated as battleground states, in SVG, the road to the next government passes through the Leeward constituencies. Neither party can afford to neglect Leeward: but because the NDP currently holds two out of these three seats, it is for Dr. Gonsalves and his team to pour the necessary resources and manpower into the Leeward, to ensure that his party takes no less than two of the three seats. All three are up for grabs. But it is the party with the better mobilizing and organizing machinery that will win these seats and stand tall on elections night. Sir Louis’re-emergence into the thick of electoral politics has made this elections cycle just a little more exciting. For some, especially those in the opposition, it may be a little disheartening. Garifuna Summit generates a new energy by WILLIAM ‘KOJAH’ ANTHONY THE 2015 INTERNATIONAL GARIFUNA SUMMIT climaxed here last Sunday, but the enthusiasm that was generated will be the basis of continued action. David ‘Darkie’ Williams, President of the Garifuna Heritage Foundation, host of the Summit, said ‘Gatherings’ of Garifuna communities will be held twice this year in continuation of activities. The next International Summit is scheduled for 2017. Williams described the 2015 Summit, March 8 — 15, held under the theme, ‘The Garifuna, a nation displaced, cultural rights, economic survival and reparation’, as “successful.” He was satisfied that “most of the events were highly appreciated.” He expressed disappointment with the attendance of some functions, but he was encouraged by what he said was “excellent” interaction and participation, and the fact that his organization was

praised for its smooth coordination of the Summit activities.

Activities The Summit was officially opened on Wednesday 11th March with a ceremony at the Peace Memorial Hall, featuring keynote speaker Dr. Sheila Walker, an American born cultural anthropologist and a leading scholar on the global African Diaspora. She brought to bear her vast knowledge of things African and, in the month that the UN has declared an International Day of Remembrance of the Victims of Slavery and the Transatlantic Slave Trade, she lamented the reality of 35,000 slave ship trips to the Caribbean. Thursday, March 12, was given over to a Garifuna Folk Festival for Primary and Secondary schools, at Victoria Park. Francis later reported on his weekly radio programme that the seeming impasse in Marriaqua was almost over, with one (Cain) agreeing with the decision of the party, and one of the other two (Da Silva) expected to give his commitment to

Policeman charged with shooting civilian by HAYDN HUGGINS

ALMOST ONE MONTH after THE VINCENTIAN reported in a back page story that police had shot South Rivers youngster Nicklan King at Park Hill on February 15, police have arrested and charged one of their colleagues in connection with the matter. Constable Sedan Searles, who is attached to the Colonarie Police Station, was taken before the Kingstown Magistrate’s Court on Wednesday, charged with unlawfully and maliciously wounding King. Searles pleaded not guilty when he stood before Magistrate Carla James, and was released on $5,000 bail with one surety. The matter has been

adjourned to May 21. Attorney Ronald Marks appeared on Searles’ behalf. King had been warded at the Milton Cato Memorial Hospital, nursing a gunshot injury to his left leg as a result of the alleged incident. However, in contrast to THE VINCENTIAN’s story headlined ‘Man shot by police in handcuffs’, dated February 20 which reported King as saying that he was shot while in handcuffs after being arrested on a bench warrant for the non-payment of a fine, THE VINCENTIAN has been informed that Searles had denied that King was shot while in handcuffs. When contacted on Wednesday, Commissioner of Police Michael Charles said that Searles was arrested and charged, based on investigations carried out by the police. About one week after THE VINCENTIAN’s story was carried, the Commissioner of Police assured, while speaking to the publication that the matter was being investigated. He confirmed on Wednesday Searles has been suspended from duties on halfmonth’s salary pending the outcome of the matter.

Three missing SYLVESTER ‘RAMBO’ ALLEN of Peruvian Vale, and two other persons, names unknown, are said to be missing at sea. On Monday 2rd March, 2015, the Royal St. Vincent and the Grenadines Police Force Coast Guard received a report of the three missing persons, who left St. Vincent on Thursday, February 26th, 2015, reportedly on a fishing expedition. The report to the Coast Guard said that the three have not contacted family or friends since they departed on their expedition. The Police have requested that anyone with information on the whereabouts of Allen and his colleagues, is asked to call the Coast Guard at 4574554, the Officer-InCharge C.I.D/C.R.O/M.C.U at 4561810, or the nearest police station. This is not the first time that reports of persons missing at sea have been made to the authorities. Few if any such cases have resulted in the return of the persons. However, relatives and friends of the three most recent persons reported as missing are holding out hope for their return.

Voters List to be cleaned up by DAYLE DA SILVA

GOVERNMENT is expected to take to Parliament an amendment to the ‘Representation of the People Act’. An exact date was not given; however, Minister of State within the Prime Minister’s Office, Senator Julian Francis, said on Tuesday that the Supervisor of Elections, Sylvia Findlay-Scrubb, had met with representatives of the two major political parties, to discuss the issue of the size of the voters list. The meeting also included representative of the Ministry of Legal Affairs. According to Francis, the voters list had steadily increased since the introduction of the new Identification Card system in the early 1980s. The voters list as of March 16 stands at 106,686, of which 72,910 persons had the new ID cards which were implemented in August 2009 and 33,776 did not. Francis said that the meeting involving the parties and the Supervisor of Elections, agreed that the list must be cleaned up. Findlay-Scrubb told THE VINCENTIAN on Wednesday, that there were two major decisions arrived at at the recent meeting: that the names of persons registered from June 1, 2005 onwards, will be retained on the voters list; and once the revised list was produced, then a second list of persons whose names were down to be removed will also be published, and those individuals will be given a 30day period to have any discrepancies rectified.

A comprehensive sanitising of the voters list is promised before the next general elections. Anyone having his/her name taken off after this period, particularly if they have been living out of the country for a period of five years or more, would only then qualify to reapply after a period of six months, and they must be residing in the country for that period of time. For individuals who were registered after June 1, 2005 but are not the holders of the new ID card, which was first issued in 2009, their names will still remain on the voters list. Once the amendment to the Bill is debated and passed in Parliament, then the new list will be published in the government gazette and in all newspapers. The Supervisor of Elections also noted the difficulty encountered in transacting business, by those persons who do not have the new ID card. “So for general purposes, we are advising people to get it (and especially) for transaction purposes,” she said. Senator Francis expects that, once the voters list is sanitised, the list should number 72,000.

ULP council meetings this weekend The candidate selection process for the Unity Labour Party (ULP) continues tomorrow Saturday, when the East Kingstown Constituency Council is expected to meet to decide on its candidate. This was announced by the ULP’s General Secretary, Julian Francis last Tuesday night on his radio programme. Sunday will be the turn of the North Windward Constituency Council. The North Central Windward Constituency Council will put forward its nominations on April 4, and the

Southern Grenadines will do so in a meeting scheduled for the Mary Hutchinson Primary School in Union Island, on April 8. The ULP Convention will be held on April 19, by which time all candidates for the next general elections should have been decided. THE UNITED STATES OF AMERICA’S Embassy to Barbados and the Eastern Caribbean (OECS) is hosting a series of public concerts to underscore the excellence and diversity of American music. One such concert will be staged here in St. Vincent and the Grenadines on Sunday 22 March, beginning at 7:00pm, at Peace Memorial Hall, Kingstown. Admission is free.

The concert will feature the Hayes Quartet, which, in addition to its leader, the highly accomplished violinist Sonia Hayes, includes violinist Matthew Maffett, violinist Luke Wedge, and cellist Sean Neidlinger. The Quartet is expected to perform works from various American composers, including works by William Grant, Dorothy

Bacchus was elected to the top position when the Foundation held its Annual General Meeting on Sunday March 15th 2015, at 4.00 p.m. at the Murray’s Heights Hotel, Kingstown. Bacchus replaces Hansby Lewis who vacated the position, along with a number of other executive members, leaving an Interim Committee, headed by Bacchus, to administer the affairs of the Foundation until the AGM of last Sunday. Others elected to the new executive are: Dave Baptiste — Vice President; Luann Hadaway (Mrs) — Secretary; Anna Insanali (Mrs) — Ast. Secretary; Cheryl Rodriguez (Mrs) — Treasurer; Laurel Thomas — PRO; Denzil Bacchus — Cultural Officer; Arnold Bullock — Events Coordinator. As far as immediate concerns of the Foundation are concerned, the Eexcutive is expected to lead an effort: to digitize the Indian register (of Indian migrants to St. Vincent) and preserve its pages; to establish a Youth Commission to promote

the talents of young people and empower them to become leaders, while understanding their heritage and culture; to create a Social Enhancement Fund to assist needy persons; and to identify an International Liaison Officer who will be in a position to make contact with persons residing abroad. Sunday’s meeting heard a feature address from Mr Cordel Matthews, Archivist at the National Public Library. He made an appeal to persons in attendance, and persons at large, to donate to the Library any Indian artefacts and photos in their possession. Also in attendance was Mr Kanhai Kangal, President of the National Commission for Indian Culture in Trinidad and Tobago, who brought greetings from his organization, and pledged his continued support in providing dancers and other resource personnel to the Foundation. The gathering observed a minute’s silence for departed members, among them being Mr Randolph Russell, Mrs Glenda Joyette and Mr Eustace Maloney. It was while in Antigua that Anderson received that important call. “When I was in Antigua,,… I got a phone call from a strange number; it was Ezra, saying he wanted me there by the end of the tournament,” said Anderson. Since returning from Antigua, and in preparation for his going to the USA, he has been training very hard. “But I don’t mind if sacrifices have to be made. It’s something I always dreamed of, travelling the world and playing football, being a professional footballer. It is not going to be easy, but hard work pays off,” he mused. Anderson is hoping to achieve great things at Seattle. He intends to make his family and

Guinness Street Football begins today by KENVILLE HORNE

Bye, Gerald TOMORROW SATURDAY 21, the North Leeward village of Troumaca says good bye to Gerald Robertson. He died at age 98. That is a significant number in any context. Perhaps it is unfortunate that he did not make it to the century. That would have been fitting for him. I knew him as a cricketer. That was inevitable for anyone, once your home was/is that distant community. I spent a lot of my young adult years around Gerald, and gained the acceptance of being one of his own sons. His children developed a closeness with me. Maxwell Erasto Robertson turned out to be part of the original crew that aroused both the love and hatred of the village. In our youthful days, we assumed the role of the new radicals on the block, and for that, we were subject to ridicule. ‘Papa Gerald’, as he was fondly known, showed empathy. His home and the plots of land over which he had control served as a sanctuary for Rasto and I, as well as the rest of the youngsters who suffered the misfortune of having been identified with us. Whether Papa Gerald supported the activities in and around his property, he was not going to abandon his children, so tacitly, we enjoyed some protection in Gerald’s yard on the farm. Gerald maintained his interest in sport, and that was another motivating factor. Another of his sons, Esam, represented the Windwards at the Youth level, and his death at age 25 represents a sad chapter in the annals of the village history. Gerald had the complete family circle. His wife, whom we affectionately referred to ‘Miss Coutan’, was also in solidarity with the youngsters, including children not her own. Gerald gained our respect, for even though he maintained his relationship with the rest of the elders in the village, he did not allow an underlying tendency of ridiculing the youngsters to take root in the circulating psyche. Besides, I recall Gerald as a wicketkeeper, in the earlier days when the village had its own playing field. Such was the standard he set, that the memories have been etched forever. His wife also was a dedicated cricketer, and she too played her role in exposing us as youngsters to the virtues of sports. When Gerald slowed down and the years progressed, he and his family remained beacons in the community. When on Sunday nights, and that bag of nuts served as an means of nutrition and socialising in the community, it was atGerald’s home that the items were sold. If his wife was not readily available to sell you, it was not too much of a headache for Gerald to serve. Later on, in his life, it was a natural affinity for Gerald and my father, Leopold David Anthony, to have linked. Gerald carried the title of being the oldest villager at the time of his death. A farmer, businessman, Gerald lived a distinguished life. His impact on my life has been profound. When I might have felt out of place in any part of the village or the nation for that matter, his compound was a place of refuge. His death brings home the passage of an era. The departures have been frequent in recent times. Perhaps it is a reminder of the reality. Rest in peace, Gerald.

THE 4TH EDITION of the Guinness Street Football Challenge is set to kick off here today, Friday 20th March. This was announced at a media briefing at the St. Vincent Brewery Headquarters, Campden Park, last Tuesday. Officials of the Brewery, local bottlers of the world famous Guinness Stout, SVG Football Federation (SVGFF) and the Division of Physical Education and Sports (DPES) were in attendance. The Preliminary round of the competition begins today at Sion Hill, and will conclude on May 9th at the Bequia Hard Court. Lamont Medica ,Trade Marketing Coordinator at the Brewery, said each team would consist of seven players, who must be 18 years and over .He said the rules of the tournament will remain the same as previous years, “with the exception, that each team must be registered through a local bar or shop within SVG.” In explaining the concept behind the

involvement of bars/shops, Medica said, “We are doing this to get the bars to be more actively involved in the Street Football, and by extension in the communities, because these teams come out of the communities.” Each team winning their preliminary leg will receive EC $500 and 5 cases of Guinness. The local final will be held on the 30th May, at the National Tennis Center, and the winner of the competition will receive EC$ 6000 and a trip to Jamaica to participate in the Regional Finals in June. The bar/shop sponsoring the winning team will also receive a full promotion package from Guinness, including Guinness Girls, Dee Jays, sound reinforcement and anything needed to facilitate an activity to further promote the bar. SVG has a very good track record in the Regional Challenge. Team Crew from SVG won the competition in 2012 and placed third in last year’s final in Trinidad. SVG hosted the Regional Finals in 2013.

She stressed that Bibby-Bowens has been suspended on half-month salary and is suffering greatly as a result. The attorney also disclosed that the defence had written to the Commissioner of Police requesting full disclosure, and he responded, saying that all evidence and material in relation to the case would be supplied as soon as they become available. She indicated to the court that the defence needed the documents so they could properly prepare their case. But Prosecutor Richards explained that the prosecution needed an adjournment of approximately a month, and noted that Bibby-Bowens was not the first person to be suspended on half-month salary. Richards pointed out that there were persons dealing with the technical aspect of the matter, and the prosecution has to await that information. He assured that the prosecution intends to do everything that is required to prove its case. He also said he was unable to give an exact time as to when the prosecution would be ready to proceed, but he assured that if it was granted an adjournment of approximately one month, the defence would be provided with whatever documents are required in a practical time. After listening to both sides, Magistrate James ruled that full disclosure be given by March 31, and adjourned the matter to April 17. (See more on Page 16.)
