FOLLOWING THE EVENT which occurred last Friday in North Leeward, where some supporters of the ruling Unity Labour Party (ULP) were on the receiving end of a hail of objects, at least two political leaders have expressed concern that the campaign season could be a violent one. The Political Leaders of the ruling Unity Labour Party (ULP), Dr Ralph Gonsalves, and Anesia Baptiste of the Democratic Republican Party (DRP) said that they had some concerns, and made a call for all involved to adhere to the guidelines of the Christian Council’s Code of Conduct

for the December 9 General Elections (See pages 17 and 18), which was signed by the ULP, DRP and NDP on Tuesday.

Fear that it could become nasty Gonsalves said, in his statement immediately following the signing ceremony last Tuesday, that there were three weeks left in the campaign season, and that it (campaign) had intensified. He declared his party’s support of the document, saying that members of the ULP platform will not

participate in anything that engendered violence. “I made a speech on the 7th, (November) when we announced the election date, and all sorts of interpretations were put on it; but there is one simple interpretation,” Gonsalves said. “Undoubtedly the campaign will continue to be robust. There will be lots of ‘piccong’, Caribbean humour; but that does not mean that the ‘piccong’ has to degenerate to the gutter,” he continued. Continued on Page 3.

BEFORE A SINGLE PEN was put to paper at last Tuesday’s signing of the Code of Conduct for the December 9 General Elections, Prime Minister Dr Ralph Gonsalves and Opposition Senator and candidate for East St George Dr Linton Lewis became embroiled in an exchange of words. The incident started after Prime Minister Gonsalves directed a question to Lewis -

Gonsalves was enquiring whether or not he (Lewis) was signing on behalf of the Leader of the Opposition, Arnhim Eustace. Gonsalves, however, did not refer to Lewis by name, and there was a slight delay in his (Lewis) response. The opposition senator subsequently took offence to being referred to as “you”, and asked the Prime Minister to

explain to whom he was referring. The exchange went on, despite efforts by the President of the Christian Council, Monsignor Michael Stewart, to restore calm, at the Methodist Church Hall. Lewis explained that his back was turned, and that he was not aware that the Prime Minister was directing the question at him. The exchange continued for a few minutes and, once all were seated, Gonsalves expressed the sentiment that seeing that the

Code of Conduct was going to be signed by the Chairman of the New Democratic Party (NDP) then the Unity Labour Party’s (ULP) chairman should be the one doing so on their behalf. “Because I am not the equivalent of Dr Lewis. He is the chairman, I’m the political leader of my party,” Gonsalves said. Lewis then informed those present that the document was in fact assented to by the Leader of the Opposition who, according to him (Lewis), was not able to be present due to other engagements. (DDD)

Commonwealth to monitor Dec 9 elections THE DECEMBER 9, 2015 will be monitored by representatives of the Commonwealth. This organization makes a return, after not doing so for the last two elections. According to Dr. Ralph Gonsalves, Prime Minister, he did not initially intend to ask the Commonwealth, since that group had indicated that there were enough monitoring groups here in 2005. He added that with the proposed Commonwealth Heads of Government meeting expected to be held in Malta later this month, he anticipated that the organisation would have diverted all its resources and personnel to that event. But this time, he said, he was told that the organisation has

indicated that it would respond favourably and “I have given instructions to the relevant authorities to say to them if they wish, they can come.” The Prime Minister also confirmed on Tuesday, as he addressed the signing ceremony of the Code of Conduct for the December 9 general elections, that he had given the instructions for the relevant officials to communicate with CARICOM and the Organisation of the American States (OAS), to join with the National Monitoring and Consultative Mechanism (NMCM) in monitoring the December 9 polls. “Because when under my leadership, when we beat the NDP (New Democratic Party) for a fourth time, I don’t want

She said that she signed the Code of Conduct document because she and the members of her party agreed with its contents. And it was out of her concern that the election campaign could become violent that, she emphasised the importance of committing to running a clean campaign.

Dr. Linton Lewis, who signed the Code on behalf of Arnhim Eustace, Political Leader of the New Democratic Party (NDP), added a different take on the issue when he expressed an opinion, that his party was known to be a peaceful organisation, but its supporters have always been the victim of violence. The NDP candidate for East St George and Chairman of the NDP referred to the campaign in 1994, when a young woman was killed during

a clash between supporters of the then Labour Party and the NDP, and in December 2014, during an NDP rally in Clare Valley, when Edgar Cruickshank succumbed to the injuries he sustained when a vehicle crashed into a crowd of supporters. “So the NDP, we have always been the victim of political violence, and we will continue as best to ensure that we stick within the four corners of the Code of Ethics, because we believe that it is something that we should follow,” Lewis said.

However, the Coordinator of the National Monitoring and Consultative Mechanism (NMCM), Godfrey Samuel, told THE VINCENTIAN that O’Neal was invited to the ceremony. “Since 2005, we have invited the Green Party to be part of the process and, they have always found a way not to be a part of the process,” Samuel explained. Representatives for the Green Party had attended the first two meetings leading up to last Tuesday’s signing, then never returned, he added. Samuel also said that in 2005, O’Neal refused to sign the document, saying that he was opposed to the Deputy Prime Minister signing on behalf of Prime Minister Dr Ralph Gonsalves. “So there has always been a reason why they did not want to participate,” he said. But on Tuesday, he had reported that as many as 16 Nigerian nationals were discovered to have been registered to vote. “This is the problem we are talking about all the time; that people are being registered in constituencies where

they don’t live, and a lot of that is being done in East Kingstown by my opponent. “A lot of people are being registered illegally, and we will deal with them,” Eustace said. Under the Representation of the People Act 1982, Cap.9 Section 5 provides for Commonwealth citizens who are resident in the State for a period of at least 12 months and reside in a particular constituency for six months are eligible to be

He stated that his action “saved lives,” and that persons from the community thanked him for helping to diffuse the tension. The ULP candidate denounced any semblance of unruly behaviour, and declared that he does not support violence, or attack on any political party. “We have advanced ourselves so far to go back to that type of gutter politics,” he added. James is hoping that “good sense” prevails, and promised: “When they attack, we are going to love them.” He dismissed the approach to bottle and stone, and assured that “they can’t break our bones,” or commitment to the Labour Party. He appealed to persons to “avoid political tribalism,” and noted that citizens have to live in

The opposition leader further stated that he was also informed of another individual that was transferred in, but has only been residing in East Kingstown for two months. “All of them will be dealt with in one way or the other. I just want to make that clear. There is too much of that going on; after the election, I

will take action,” he warned. Previously, Eustace had announced that his party, the New Democratic Party (NDP), was taking measures to ensure that illegal registration did not occur. However, Supervisor of Elections, Sylvia Findlay issued a release late Wednesday, in which she refuted the claims made against her office. In the release, Findlay stated that there were in fact six Nigerian students who are registered as voters in the country. Findlay provided a breakdown of the constituencies where the students were registered to vote: Marriaqua (1); East Kingstown (2); West St George (2) and East St George (2). The release stated that the Electoral Office was aware of the fact that five medical students who were born in Nigeria and who have been resident in the country for periods ranging from one to three years and were registered in East Kingstown on November 16. Taxes killing Caribbean tourism THE PLETHORA of taxes and fees and surcharges imposed by most Caribbean governments are seriously hurting the tourism industry in the region. That was the view expressed by Robin Hayes, President and Chief Executive Officer (CEO) of JetBlue Airways, as he delivered the featured address at the State of the Industry Conference (SOTIC), organised by the Caribbean Tourism Organisation (CTO) held in Curacao, October 21 — 23. According to Haynes, the taxes and fees tacked on to fares and charges for various airport facilities on both intra-island travellers as well as international visitors, were taking a heavy toll on the already overburdened travel industry. As a result, international airlines have become very selective of the Caribbean destinations they choose to service, obviously opting for those with lower taxes. The JetBlue CEO cited figures to support his view. Travellers from the United States to the Caribbean, he said, could pay as much as (US)$150 in taxes and fees, in addition to the cost of their tickets. He suggested that in those countries which depend heavily on

tourism, their planners should consider “examining their relative position within the region.” According to figures provided by the trade association Airlines for America (A4A), the average federal tax on a (US)$300 airline ticket is (US)$63, meaning that the airline receives (US)$237 from the ticket price. In the Caribbean however, taxes can reach as high as (US)$155 per ticket on the same (USA)$300 ticket. This means that an airline operating to the Caribbean, because of the taxes, surcharges and fees, would have a much lower yield per ticket. For instance a passenger who purchased a ticket last September to come to Trinidad for next year’s carnival on Caribbean Airlines paid a total of (US)$522.50. The base fare (cost of ticket) was (US)$418, but taxes and fees totalled (US)$104.50, which included two Trinidad and Tobago taxes — a concourse fee of (US)$10 and a passenger service charge of (US) 31.50. Hayes admitted, perhaps openly for the first time, that some airlines serving destinations in the Caribbean require guarantees for their airlift into their countries. What this really means, according to Hayes, is that the destinations, through their

governments or governmental agencies, are required to pay for a guaranteed number of seats to the destination, if they are to receive the service. Indications are, however, said Hayes, some destinations are now planning to re-examine their airlift policies, realising it would be more productive to lower ticket prices and airline handling charges to make their destinations more attractive and retain promotional funds to push those more attractive airfares. Jamaica ravished by gangs JAMAICA, the largest English-speaking island in the Caribbean archipelago, continues to be ravished by gangs. If that country’s Commissioner of Police, Dr. Carl Williams, is to be taken on his word, and there is no contrary evidence on which not to, Jamaica currently has 266 criminal gangs operating islandwide. According to Dr. Williams, the gang culture has now developed into a ‘business-style operations’, with many creating “franchises” across the island. These franchises operate for the most part in the rural area, accounting for a shift away from the traditional hotspots in the Corporate Area (Kingston), where there is now less crime than rural divisions. Taking its cue from Dr. Williams’ account to the Internal and External Affairs Committee of Parliament, the Jamaica Observer reports him as admitting that at least half of the 266 gangs are actively involved in ‘committing murders’, and contribute directly to the current 22 per cent increase in murders over the last year. “Gang murders emanate primarily from internal rifts within gangs and the desire to break away from the parent gang and operate independently. This is the source of large amounts of violence and numerous murders,” the Jamaica Observer reports Williams as saying in a prepared text submitted to the Parliamentary Committee. As far as challenges are concerned, Dr. Williams wrote, “One of the biggest challenges we have is that they have intimate knowledge about their rivals’ whereabouts, their modus operandi and so on, especially gangsters who were once friends and cohorts; they know where to find their targets and the relatives of their targets [so], it presents for us a

Calder man charged with attempted murder CALDER resident Wynard Mapp was this week remanded on a charge of attempted murder, following strong objections to bail by Senior Prosecutor Adolphus Delpleche. Mapp was taken before the Serious Offences Court on Wednesday charged in connection with a shooting incident in his community on November 9. He is accused of attempting to murder Rawlson Samuel of Calder, and possession of a firearm with intent to endanger Samuel’s life. A bullet was alleged to have grazed Samuel’s hand. The man is also charged with that on November 9, he assaulted Samuel causing him bodily harm, and damaged a vehicle belonging to Avil Bullock of Calder.

Mapp was not required to plead to the charges when he appeared before Chief Magistrate Rechanne BrowneMatthias on Wednesday. He was without legal representation. In objecting to bail, Delpleche pointed out that the victim was treated and discharged from hospital, but has expressed fear for his life. The Prosecutor added that Mapp is on bail from the High Court in a similar matter. On that basis, Browne-Matthias indicated that bail would not be considered by her court, but she informed Mapp that he was free to apply to the High Court for bail. The matter was adjourned to February 26, 2016.

FASHION CARIBBEAN, set originally to make its return on Saturday 28th November, 2015, has been re-scheduled to Saturday 13th February, 2016. In explainging the reason for the postponement, Managing Director, Monique

Arthur said, “Although we were prepared to host Fashion Caribbean on the 28th, after we were made aware of a series of political events being held on the night of our show, we felt it best that we postpone.”

She added, “We felt it would in the best interest of the organization, our many designers, as well as our other stakeholders, who have been working tirelessly on show preparations, for us to

wait for the election and subsequent festive season to run its course, and then host the show at a time where the Vincentian public would be most receptive.” With a longer period now allowed for

preparations, organisers say that they expect to ‘beef up’ the Fashion Caribbean Trunk Show component of the production, which allows persons to come the day after the actual show to interact with all the FC designers and make purchases. Ms Arthur assured

that the designers have already re-confirmed their participation, and thanked the sponsors who have also reaffirmed their commitment to the event on the new date. Tickets already purchased for the earlier advertised date are eligible for use on the rescheduled date.

You will probably hear from me more about the departed, particularly George Howard. The trio died in the chilly air in what was generally regarded as the silly season around election time. But I do sanely believe that George Howard as a Grass-Roots specimen with elementary school education, cultivated a rich personality which made him a model citizen and moral exemplar, sufficient to be considered a National Hero. I am reminded that the Gonsalves’ administration made at least two abortive attempts to fit us out with a “team” of National Heroes, but could not deliver. Most Vincentians will settle for Joseph Chatoyer, Ebenezer Joshua, George McInstosh, Parmenos Eustace and George Howard, whose ceremonials could be done by the incoming Government on March 28 2016, the anniversary of National Heroes’ Day. But George in life was unceremoniously deprived of his J.P status by a U.L.P Government. It would be poetic justice if, after death, he was transformed to a National Hero under a different administration of the same people, calling it GEORGE! Political favouritism is a hallmark of the outgoing Government. Faced with overwhelming evidence in this regard, the U.L.P admits some errors which it claims is only human,

and the maximum leader confesses generally to some weakness, but holds steadfastly to the view that the U.L.P is the lesser of two evils by far. The truth of the matter is the exact reverse. Take the matter of J.P’s which fell like nine pins within a week of U.L.P’s attaining office in March 2001. Among the casualties were Yvonne Francis Gibson, Wendell Wright, Alexis Griffith, Garvin Seymour, Alston Lewis, Urselline Phillips, Patrice Reddock, and, of course, George Howard, among others. The country has not recovered from the social damage wrought in this haemorrhage. Also when U.L.P assumed “power” it immediately changed the complexion of the hierarchy of the public service. I can recall Brendon Browne, then a Senior Assistant Secretary getting a skip to become Cabinet Secretary on All Fool’s Day 2001. Mitchell’s appointee, Joane Veira, having read the sign of the times, had resigned. I also RESIGNED my position as chairman of P.S.C on account of the vague and unspecified charges levelled at me by the U.L.P high command during the election campaign. The Chief Personnel Officer, Shirley Francis, a wonderful person, was so harassed in office that her fragile constitution crumbled under the strain, and she died regretted by many. The service as a whole was packed with ULPites appointed by the new P.S.C., headed by my successor Blazer Williams who was close to Prime Minister Gonsalves from morning. Most of the new recruits were “graduates” of classes sponsored by the N.D.P Government and supposedly run by me, but

I had tapped the brains of Ralph who shared the classes with me, unknown to Prime Minister Mitchell, who had appointed me to conduct them. It is probable that Ralph had not merely taught but used the opportunity to indoctrinate the middle ranks of the service with his socialist ideology. I would not identify those who were clearly impressed by Ralph, except Godfred Pompey who got rapid promotion and serves Ralph as Permanent Secretary to this day. I mentioned this particular case only to focus on the following coincidence. When James Mitchell formed the N.D.P administration in 1984, he kept intact most of the hierarchy of the Civil Service appointed in Cato days. And the Secretary to Cabinet was my good friend, James Pompey, Godfred’s father. Mitchell actually promoted Pompey to a diplomatic post in the U.S.A which he claimed that Cato had promised him. To replace him as Cabinet Secretary was Anselma Soso, the wife of a much publicised foe of Mitchell, Hudson Soso. In fact, for a considerable period, Mitchell’s Ministry of Finance was dominated by women known to be leaning towards the side of Labour, at least initially — Carmen Jack, Evelyn Jackson, Pam Browne whose “Iron Man” husband had been a Labour Minister. Pamela Browne resigned from the service, but was welcomed back and reinstated in her old job. Continued on Page 22.

Let the Holy Spirit lead them into all truth. Let us gather as the Church, and fast and pray for the days leading up to this great “no bloodshed” selection day. Remember, “The government is upon His shoulder, and He will rule this nation and all other nations”. Let God arise and His enemies be scattered. After the election process is completed, we have to live together, work together, to move our country forward.

Express lane through Cane Garden PERMIT ME space in your weekly newspaper to address something that I think is a disaster waiting to happen. As a citizen of St. Vincent and the Grenadines, I notice that we have a trend of making insensible decisions, and when things hit the fan, no one wants to take responsibility. How can the authorities in their right mind allow the omnibuses to divert through Cane Garden as a means of exiting Kingstown quickly? These omnibus drivers always fly through the roads, with no regard to passengers’ safety. The omnibuses president, ‘Code Red’, before he speaks about getting out of Kingstown, he needs to address the dress code, conduct, and hygiene of the many bus drivers and conductors. It seems like the Commissioner of Police and Julian Francis are afraid of ‘Code Red’. Cane Garden has a vast number of pedestrians on the roads, both morning and evening. The roads are narrow, and the Long Wall road is riddled with parked vehicles, not forgetting the sea that awaits some

pedestrians, passengers and commuters from the reckless driving of these bus drivers. This is certainly a disaster waiting to happen. The authorities must also note that a number of senior citizens live in Cane Garden, and use that route to journey slothfully, but carefully to their homes. I do hope that none of them will suffer from a heart attack from the infringement of the bus drivers. Moreso, a lot of commuters also use that route to avoid these said omnibus drivers. We seem to be moving backwards rather than progressing. I hope that police will be placed along the route to ensure that everything flows in order, and when that time allotted is out, do they think that the bus drivers would not travel through Cane Garden? Not because it’s an election year, that every request must be granted. I implore the Prime Minister to revisit this decision, so that we all can safely travel through Cane Garden. RS

Party symbols in the Bible WE CAN SHOW the political link or symbol of the ULP and the NDP in the Bible. King Nebuchadnezzar is the first recorded political world leader in history. According to Daniel 2, three other world powers were to follow, and then the end of all human world government would come. Exactly what was prophesied by Daniel became reality in history. Following Nebuchadnezzar Babylonian government, the MedoPersians took world power in 538 BC. The Medo-Persian were overthrown by Alexander the Great in 334-333 BC, and the Grecian or Greek empire was established. Those who are acquainted with this history know very well that the Roman Empire was established, following the Medo-Persian empire. To fully understand this spiritual and scientific account, one has to read Daniel chapter 2. In verse 41-43 we read of two legs of iron and clay, one part strong and one part weak. That’s capitalism (NDP link) and Communism (ULP link). Sounds strange? Let me quote from Meyers history, page 338, to shine some light on this mystical reality. Just before his death, Theodosis divided the Roman Empire between his two sons, Arcadis and

Hanorius, assigning the former, who was only 18 years of age, the government of the east, and the latter, a mere child of 11, the sovereignty of the west (395 AD). The east and the west were divided in two groups - the Roman Catholic Church and the Greek Catholic Church. During the first World War (1914-18), the Greek Catholic Church was overthrown by the rise of the October 1917 Communist Revolution in Russia. From that time to this day, there have been two main elements controlling world politics — capitalism (NDP link) and Communism (ULP link). The majority of leaders and people are unaware of this. This is what the Bible has to say about Russia: “Behold I am against you, O God… I will turn you back and put hooks in your jaws,” (Ezekiel 38:1 — 4.) Russian communism was a mighty power in the world. She has been turned back with hooks in the jaws. The election political shift will go to the capitalist side in order to show up their reality. Then, sooner rather later, the Christian Democrats or Leaders of God will take over. (Dan 2: 44, 7:18.) Christian Democrat

Do the people at API know the difference, or are they simply following orders to carry everything that the ULP does as government news?

What we met in 2001 IN 2001, the NDP left our country in an awful mess. A summary reminder is necessary and desirable. The material conditions of life were terrible: Poverty stood at 37.5 percent of the population; indigence or “dirt poor” poverty was 25.7 percent of the population; undernourishment was high at 22 percent of the population; the unemployment rate was over 21 percent of the population and had increased by nearly 2 percentage points above the 1991 figure; wages and salaries, and per capita income, were the lowest in the Eastern Caribbean; a significant number of homes, in excess of 30 percent, were without pipe-borne water or electricity; some one-half of the homes were without water closets and had access only to pit toilets; garbage collection was practically non-existent outside of the city of Kingstown and its immediate environs; housing, particularly for the poor and indigent, was highly inadequate; little or no effort, and hardly any resources, were put to disaster preparedness and management; and the delivery of health services was generally poor. In the field of education, opportunities were limited, and performance unacceptably poor at the Common Entrance, CXC, and “A” Level exams. Less than 20 percent of the 3 — 5 year olds were in early childhood education; only 39 percent of the 12year olds were at secondary schools; only a tiny proportion of eligible students had access to post-secondary and tertiary education or training; literally only four teachers in the entire primary school system were university graduates, and less than 60 percent of these primary school teachers were professionally-trained as teachers. The overall governance of the country was bad: Official corruption was rampant, including the rip-off at the Ottley Hall Project; money-laundering was tolerated; the off-shore finance sector was largely unregulated, and the oversight of it did not meet minimum international standards. Black lists, with deleterious effects, were imposed on St. Vincent and the Grenadines relating to its offshore finance sector, its fisheries regime, and maritime administration. The state-owned National Commercial Bank was in shambles and it had lost vital corresponding banking arrangements in the USA. The Building and Loan Association and Credit Unions were poorly regulated, to the detriment of their membership. In the state administration, conditions of neglect, inefficiency, waste, and below-par professionalism were the order of the day. The machinery and facilities to protect and promote citizen security were run-down and highly inadequate for the tasks at hand. And Parliament met with the infrequency of the Supreme Soviet under Leonid Brezhnev. Moreover, there was no credible bundle of relevant policies and programmes offered by the then-NDP government to take St. Vincent and the Grenadines from backwardness to progress, from extreme hardship to upliftment. Economic policy was directionless; foreign and domestic investment was on a go-slow; and a wrong-headed fiscal austerity was unbalancing the country. Nothing was on offer for airport development and regional air transport; the roads were in an abject state of woeful neglect, and the people north of the Dry River were in isolation. The spirit of the people was at a low ebb; sports and culture were in the doldrums. The huge potential of the Vincentian component of our Caribbean civilisation was nowhere close to being realised. We must never ever allow ourselves to return to this constellation of horrors or more. WE IN THE ULP CLEANED UP THE AWFUL MESS WHICH THE NDP

THE NDP WANTS TO TURN BACK THE CLOCK. THEY PLAN TO DISMANTLE THE PROGRESSIVE AND BENEFICIAL POLICIES AND PROGRAMMES OF THE ULP GOVERNMENT. WynnePeter’s Hope Hotel Project; * The relocation and modernisation of the Port and the Extension/Modernisation and relocation of the Cruise Ship Pier; * The full operation of the Modern Medical Complex at Georgetown; * The quest of St. Vincent and the Grenadines to become a non-permanent member of the United Nations Security Council in 2019; * St. Vincent and the Grenadines’ membership of the Non-Aligned Movement; * St. Vincent and the Grenadines’ progressive, independent, beneficial foreign policy. REMEMBER THAT WE IN THE ULP KEPT OUR PROMISES, WE DELIVERED!

The NDP is ready to rebuild SVG (Message from the President of the NDP, the Hon. Arnhim Eustace) WHEN THE NEW Democratic Party (NDP) formed the government of 2001, I decided at the outset to withhold criticism of the fledging Unity Labour Party (ULP) administration for one year. It afforded me time to focus on rebuilding the NDP, and allowed the new government to find its footing. I never regretted that decision. Today, the NDP is a revamped mass political organization deservedly in the ascendency. Having deepened the party’s democracy; held even senior party members to account; advocated for the rights and welfare of Vincentians of every political hue, exposed government corruption and helped to restore democracy elsewhere in the Caribbean — we differ starkly from the ULP. The NDP has adopted positions even politically imprudent — when to do so may have cost us votes. Three (3) examples immediately come to mind. The first is my refusal as Prime Minister headed into the 2001 general elections, to promise civil servants a 30% increase in salary when government revenue could not support it. I promised what the government could have afforded at the time: 12%. To this day civil servants are still awaiting the 30% increase the ULP promised at that time. The second: our decision not to expose, in the 2010 election year, just how dire a state of affairs existed at the National Commercial Bank, our own indigenous bank. To do so would have caused a run on the bank, and imperiled the modest savings of thousands upon thousands of struggling Vincentians. The NDP could have ridden the ensuing chaos and suffering straight into an election victory, but at an unacceptable cost to Vincentians. Three years of negative economic growth and three years of low growth have characterized the last 6 years, and because nothing or little has been done by way of policy and programmatic changes aimed at jumping starting the economy, 2014 saw a return to negative economic growth. Everything is being blamed on the global economic crisis. The reality is the global recession in 2012, yet our dismal economic state persists, while neighbouring economies have grown. Our fiscal situation is chaotic. * Budget deficits are the order of the day. The capital budget is stymied by the absence of counterpart funding for projects indentified. The recurrent expenditure for health has been reduced, leading to serious deterioration in that sector. Less funding was allocated to BRAGSA and the tourism sector. * The all important agriculture sector continues to decline, and it is hard to imagine that today our country does not export a single pound of bananas to the United Kingdom; the spread of the Black Sigatoka disease has not been effectively controlled. * The viability of our NIS is threatened. * With neither repayment of debts owed it by government nor reduction of the high cost of electricity, our

private sector cannot flourish; significant lay-offs of workers ensued. * There is a significant increase in the level of official corruption, and very little is being done about it. In the few cases brought thus far — especially the recent decision on the illegal activity of the then High Court Registrar — defendants have received sentences amounting to raps on their knuckles, while for lesser charges, under-privileged citizens are given far harsher sentences, leading to an erosion of confidence in our judicial system. * Public confidence takes a greater licking when the head of government is charged for rape and never appears in court. * Citizens clamour to leave by any means, and Canada steps up its border controls of Vincentians. * Nationally, rape soars as rectitude plunges. Women and children in St. Vincent and the Grenadines are ranked among the least safe in the world by the United Nations; meanwhile the current government shelved improvements to the domestic Violence Act to eight (8) years without explanation. The good news is that problems dictate their solutions 1. We have currently a square peg in a round hole. Economic recovery demands expert economic stewardship. Consistently, the NDP has correctly advised the ULP and, when inevitably ignored, we have accurately predicted the outcome of the ULP’s economic foolhardiness. Under the NDP administration, an economist shall lead our economic recovery. 2. “It takes a village to raise a child”, as the West African saying goes. Our Spiritual and Social Redemption Charter exemplifies our collaborative approach to addressing the nation’s myriads of social challenges. So too do our women’s agenda and 12- point plan for eliminating discrimination and violence that disproportionately target women and children. An NDP administration will work with NGOs and other social stakeholders to change prevailing attitude through public awareness campaigns, organization of domestic abuse, and an Attorney General’s chambers that acts proactively in the interests of children. 3. “Give a man a fish, and you feed him a day; teach a man to fish, and you feed him for a lifetime” — The incoming NDP administration must bring about an end to the dependency politics of the ULP, characterized by government stifling the private sector, and the resulting heavy dependence upon government to meet basic needs. Through skills training and the fostering of an economic climate that encourages entrepreneurship, Vincentians will return to selfsufficiency and regain our sense of agency. 4. “In the abundance of water, a fool is thirsty” (Bob Marley). Our single greatest resource is our people. I speak of our entire population, both at home and abroad. Yet, our Diaspora, several times larger than our local population, remains a mostly untapped source of investment in our cultural and economic development. Our consulates and missions overseas must be manned by trade and culture specialists who will build and maintain such links between home and the Diaspora, including our overseas Garifuna. This writer has often advocated that we need to be big enough to be small enough to say that we are sorry when there is every indication that we have erred or that we may have wronged someone — regardless of whether this may have been unintentional. These thoughts can be extended to address many of the hurtful words and behaviours that now appear to be plaguing our Vincentian society, as the political parties vie for political dominance in

the December 9th, 2015 general elections. While it may appear “normal” and “easy” to rile people up by casting negative statements about political opponents, such utterances may have some longlasting negative consequences that even sincere apologies may not be able to correct. But an apology is a good place to start. And when those statements would have been uttered in the public domain, it becomes necessary for the offender to place an appropriate apology in the communal arena too. But therein lies the problem; sometimes public figures appear to be too proud to admit errors and too proud to ask for forgiveness. Some incorrectly conclude that such behaviours are signs of weakness. However, this is so far removed from the truth. Seeking forgiveness and the desire to mend relationships provide evidence of strength — not weakness. An open/public apology has the ability to purge an otherwise festering situation or relationship. We can learn to

rebuild broken or threatened relationships when we pause to reach across the divide, and seek to usher in peace, tranquillity, and forgiveness. However, in such instances, individuals must be prepared to be vulnerable — to be exposed. With a good sense of security and the belief that good will prevail over evil, it is possible for individuals to cross the divide and create and/or sustain harmony. This is as true for family relationships under threat, as it is for persons who support different political parties. It is equally true in relation to mending the religious and ethnic divide that often plague some societies. Oh for the beauty and benefits of the open apology. As sensitive as it may be, it does have the potential to mend and heal situations that would otherwise fester and destroy interpersonal interactions. “Governments don’t pay debt,” says Eustace ARNHIM EUSTACE, leader of the New Democratic Party (NDP), wants Vincentians to understand that a government doesn’t repay debt; it is the taxpayer who does. He made the admonition during an address at the launch of his party’s manifesto in hard copy, last Tuesday, at the party’s headquarters on Murray’s Road. Eustace, a trained Economist, told a gathering of party faithful, invited guests and media personnel, that the fiscal policy and national debt of SVG would not be easy to resolve. According to him, this

Be patriotic for the sake of our country and our children

ALL AROUND the country, people tell us that the ULP is useless. They do not have the ability to move our country forward. The ULP’s failure to bring prosperity to our people after 14 years in office, is a major concern for the public. The ULP regime is financially and economically incompetent and allows the injustice of Taiwan and the super-rich of Mustique and Canouan to not pay tax. The ULP regime has been reckless with taxpayers’ money and devastated our economy. Gonsalves’ hopeless leadership has mashed up our country, and increased poverty and squalor. We are at a pivotal time for our country. For the sake of our country and our children,

a change of government is needed. This is a time for the people of our country to show their true patriotism and vote for a change in government. We cannot allow the ULP regime to continue to sell off our country to foreigners, and plunge our country further into debt and poverty. We need some new people in the House of Assembly to move our country forward. The SVG Parliament needs new ideas and new competencies, and we need to modernise. The ULP regime is stale; its policies have failed and its approach is outdated. DRP launches candidates

THE SIX CANDIDATES that will contest the upcoming General Elections on a Democratic Republican Party (DRP) ticket were officially presented to the public on Wednesday. The six are: George Byron (North Windward); Haran Grant (North Central Windward); Calvert Baptiste (East St George); Anesia Baptiste (West St George); Karima Parris (East Kingstown) and Wendell Parris (South Leeward). Leader of the party, Anesia Baptiste, admitted that fielding a slate of six was no easy task. “The process of getting candidates has been a challenge, we are faced with a scenario where Vincentians are used to a two party system, and where you have had third parties, there have been, in some cases, mergers which took us back to a two party system,” Baptiste told THE VINCENTIAN. Notwithstanding, the party prides itself on being the first in this country’s history, to offer a young woman, as its political leader. “So, the newness of the DRP is on different levels

and as a result, reactions to it would have been different,” Baptiste she explained. According to Baptiste, the DRP is offering something new, and she reiterated that “trying to get candidates to represent that perspective has been a challenge.” And there have been incidents of political victimization. Baptiste explained that a prospective candidate was forced to abandon her vision of representing herself as a DRP candidate, after being threatened by her landlord – who is a supporter of another political party. “So it’s been hard. (But) For us, hard, difficult, challenging does not mean impossible and so we have pressed on because we do not want history to record us as cowards. We really believe that this is the way to go and we are really doing our best; we are offering who we have and Vincentians will decide the rest,” she said. The DDP, among its commitment to reforms in St. Vincent and the Grenadines, has stated (see DRP Facebook page) that it will: raise the legal age of consent to sex to 18 years; return

Trust condemns political graffiti ST. VINCENT and the Grenadines National Trust, in a statement issued on Wednesday 18th November, has condemned the political graffiti that currently abounds throughout the state as unsightly and representative of an objectionable destruction of the environment. The Sion Hill intersection was named as one area where the proliferation of graffiti abounds, where political graffiti has been applied to stone and concrete retaining walls, as well as concrete and asphalt road surfaces. The Trust notes that “this political graffiti cannot be easily removed and most likely will not be removed when the general elections are over. We note that graffiti from the 2010 General Elections remains visible on many surfaces across the State.” In registering its disgust at “the deliberate destruction of the environment”, the Trust describes the prevalence of the graffiti as “an unacceptable state of affairs for us as a people, and for a country attempting to improve the visitor experience through its tourism product.” In what it said was in the interest of all concerned about the development of St. Vincent and the Grenadines, the Trust appealed for an “immediate cessation of the use of political graffiti in all public places.” In addition, it request that “.. those responsible for the application of political graffiti, especially in highly visible areas such as the Sion Hill intersection, ensure its removal before or immediately following the upcoming general elections.”

FOREST TECHNICIAN, Joel Poyer, is calling for a concerted effort to curtail if not turn back the erosion and degradation of the Sion Hill bay. Poyer’s call comes in light of the continued erosion of the area. Fingering the causes of the erosion, Poyer said, “The effluent that is coming from the now built-up housing area (and) running into the Mangrove, is causing the decay of the mangrove... That effluent has impacted on the mangrove swamp”. He noted that the mangrove swamp would have acted as a “strainer” and a “buffer,” and advised, “Climate change also causes a number of different chemicals that people are using during washing coming out of that water

shed... That water shed goes from up Dorsetshire Hill area, and drains into the Sion Hill Bay area.” The Forest technician also pointed to the ongoing practice of the removal of sand from Sion Hill Bay, which also contributes to the process of erosion there. Towards addressing the problem, Poyer recommended: “What the community of Sion Hill has to do is to start looking at ways and means to reverse this whole impact of climate change and deprivation of the land... We have to start planting back those trees and encourage them along the rock side and put in back other trees that can deal with the salinity.” The sooner the conservation project gets

going, the better, Poyer posited, adding that it will also provide some employment for the youths of the community. Poyer laments the near to disappearance of the sea side grapes which once flourished in the Sion Hill Bay area, as well as the fact that Sion Hill Bay has lost its recreational value, where football, athletics and cricket were once staple activities. To him, the degradation at Sion Hill Bay is an indictment on a generation of persons, whose neglect of the area has meant that the younger population of the community has not had the opportunity to appreciate the area for what it was. Persons who knew the Sion Hill Bay in previous

times (referred to above) and who would visit today, will be struck by the fact that the sea has literally taken in the land.

The results are……. TOMORROW November 21, the Annual General Meeting of the St. Vincent and the Grenadines Football Federation will be held. The different reports will be of interest to the affiliates, and those may have some bearing on perhaps the most anticipated item, election of officers. There is another significant poll looming December 9, and what correlation might exist, may never be known even after the results. The Football meeting comes on the heels of two massive defeats on the Vincy Heat, as the Fourth Round of the World Cup qualifiers proceeds. What effect the off the field manoeuvrings had on the performance of the team is a matter of speculation. The Vincentians lost 6: 1 to the USA in their opening encounter last week Friday, and 4: 0 against Guatemala at the Arnos Vale Playing Field last Tuesday. The squad faces an uphill task of qualifying, given the weight of the losses. How will they rebound, or salvage pride will be a test of their resilience. It might be a situation of the chickens coming home to roost. We have to match all our noble intentions with actions that fit the bill. We shouldn’t expect our footballers to offer their best if they are not treated with any level of respect. It is not a situation of the players being used to fulfil an agenda and the benefits do not accrue to them. Players have to be made a meaningful aspect of the developmental programme. They have to be encouraged to foster their own fitness, and that comes with some incentives. They might not be professionals like the US players and Mexicans, but some reward will be a boost to their regime. It was disappointing to see players having to struggle to get to practice session. And their dress code gave the impression that all was not right within the party. The time had passed for players to appear so casual on their journey to provide the nation with some sense of prestige. Even if the Federation was unable to offer training outfits, they could have arranged for genuine businesses to assist with such basic amenities. We need not wait until the eleventh hour to prepare for situations to which we have become familiar. This is the fifth time that we have reached the Group stage. The hurdle is to the Hexagonal. That is when with adequate preparation, we could be in the top three to a World Cup final, or in with a chance of a Playoff. We have to see ourselves above the traditional level. Mediocrity is not taking us far. We have the capacity for excellence, but we have to work towards that. Ways must be found of avoiding the hostility which surfaces at meetings where elections of executive officers for the Football federation are held. The tension spills over into near warfare, so much so that security concerns abound at such gatherings. Tomorrow’s action set the trend for another poll December 9. That will be before the Friendly with Costa Rica December 15. That will be an unusual date for our footballers, given our tendency to drop guard as the festive season beckons. Costa Rica is in preparation for serious business, and that match was arranged before our World Cup campaign reached to the US. Coombs confident about winning second term by E. The high point of the meeting is expected to be the election of officers to fill the four positions as president and vicepresidents. A release from the SVGFF indicated that there are 12 nominees submitted by Affiliates to fill the positions. The post for president will be a straight fight between the incumbent Venold Coombs and former Scotiabank employee Roddy Dowers. There are five contenders for the 1st Vice President position, which became vacant in the current executive upon the departure of holder Lloyd Small. Small resigned, citing a number of problems with the operations of the executive, and was never officially replaced.

The position of second vice-president will see another five candidates testing the conscience of the affiliates. The five are: Finance Manager Clemroy Francois; IT Specialist Marvin Fraser the incumbent; educator Roxell John; recently dismissed General Secretary of the SVGFF Trevor Huggins; and St. Clair Stapleton, an accounts clerk. The 3rd Vice President position will be contested by the incumbent Elroy Boucher, football coach Wayde Jackson and IT Specialist, Bevan. Indications are that Coombs should come out victor by some margin, though at least one former executive member recalled that “Roddy has contributed to the sport locally… .”

On Friday, Elton Joseph, with 21 points, 5 rebounds, 4 assists and 6 steals, led Union Island All-Stars to a 79 to 56 win over Mayreau Kings. Devon Stevens with 13 points, 8 rebounds, 1 assist, 1 block, was the standout player for Mayreau. The Unionites continued their good form on Saturday with a narrow 68-65 win over Bequia AllStars. Dario Glasgow was their top performer with 17 points, 9 rebounds, 4 assists, 2 steals, while Keithroy Lavia turned in a 17 points, 4 rebounds, 2 assists performance for Bequia. The third win for the Union Island All Stars came against Canouan Islanders. They beat their Southern Grenadine colleagues 72 to 66. Dario Glasgow again led for Union Island with 17 points, 8 rebound, 2 assists and 3 steals. Canouan’s Warrican Myers had a game high 24 points, and added 16 rebounds, 5 assists, 4 steals, and 3 blocks, to be the game’s top performer.

Canouan Islanders registered double victories. They defeated Bequia All-Stars 68 to 63, led by Damian Harry with 20 points 6 rebounds, 4 steals, 1 assist. Kelan Edwards had 20 points, 7 rebounds, 2 assists for Bequia. Canouan Islanders’ second win came via a 74 to 56 trouncing of Mayreau Kings. Exciting careers in tourism JEWELENE Charles Scott, Tourism Education Officer in the Ministry of Tourism, is looking forward to a bigger Tourism Career Expo next year. The inaugural event rounded off last Friday, November 13, at the Methodist Church Hall in Kingstown. The purpose was to “showcase the exciting and appealing career opportunities within the Tourism and Hospitality Industry,” she explained. The students, and adults alike, got the opportunity to witness displays from 23 booths, highlighting sectors linked to the tourism product. Aspects highlighting accommodation were presented by Hotel Alexandrina and Grenadines House. The participation of the National Parks, Rivers and Beaches Authority was geared towards emphasising the natural attractions that the state offers. Access to these sites was pointed out by Tour Operators, including Coreas. The Department of Sports took care of promoting the (sporting) amenities available. The aspect of standards within the Tourism and Hospitality Industry was put on the front burner by the input of the Quality Development Unit of the Ministry of Tourism. Ena Browne, Quality Assurance

Officer, stressed the importance of standards, which she indicated will be a “big thing.” Collaboration with the Department of Public Health, Bureau of Standards, the Royal SVG Police Force (including the Fire Department) and Planning Authority ensured that the message of high quality ancillary services was drilled home. Local products Augustine Sutherland specialises in the treatment of hair and scalp. His products include a variety of oils Rosemary, Lemon Grass, Peppermint, Avocado, and Turmeric. Business is improving for Sutherland. His display at the Expo was well received, and he was happy with the purchases he received. Gilbert James took advantage of the opportunity to market his craft. A mason/carpenter, James uses Cedar and Grapefruit wood as some of the base material for his souvenirs. Valley Bris, owned and managed by Leroy Creese, displayed a range of local wines and oils. The wines come in 30 varieties of Drinking wine and Cooking wines made from ingredients such as onion and garlic. Charles-Scott, coordinator of the Expo, was satisfied with the response to the event, especially from students from institutions in Kingstown.
