CARROLL ABBOTT still clings to those moments of joy she shared with her now deceased four-yearold daughter, McKayla Abbott. Young McKayla succumbed to the injuries she sustained after she was involved in an accident with a minibus, which occurred along the Georgetown public road about 1:40pm, Monday 20th April, 2015. She was pronounced dead at the Georgetown Hospital some 25 minutes later, according to a police report. “I trying my best, but at certain times…I can’t sleep,” she told THE VINCENTIAN. Abbott, a resident of Byera, said that she would wake her other children around 4am, in order to get them ready to catch the van at Colonaire, which usually transports them to school. FORMER PRIME MINISTER of St. Vincent and the Grenadines, Sir James Mitchell, is scheduled to travel to Trinidad and Tobago this weekend, to participate in a highpowered public panel, which will examine the issue of ‘Whether Government ought to replace the Privy Council without the consent of the people obtained in a referendum for that purpose’. Sir James told THE VINCENTIAN that he was invited to be a member of the panel by well-known Trinidad and Tobago lawyer, Ramesh Lawrence Maharaj. The public panel is set for Sunday the 26th April 2015 beginning at 10.00 am,

Jamaica gets its first legal ganja tree JAMAICA HAS PLANTED its first legal cannabis (marijuana/ganja) tree. Monday 20th April, 2015 was a red letter day for Jamaicans. It marked the first time a legal marijuana tree was planted in that country. The site was the grounds of the University of the West Indies Mona Campus. The planting ceremony follows on the right granted to the University by the government to cultivate marijuana for medical research, towards positioning Jamaica to maximise benefits from the global medical marijuana industry. The University is set to establish an institute to coordinate research efforts on medicinal and commercial products of marijuana. In the meantime, the research effort will be undertaken by what is known as the UWI Cannabis Research Group, co-chaired by Professor Wayne McLaughlin and Dr

Wendel Abel. Speaking at the tree-planting ceremony, Justice Minister Mark Golding said the university had a fine team of scientists across different scientific disciplines. “Now that they can actually cultivate for research purposes, we can expect that the outcomes of the endeavours will be more profound, and with the economic opportunities that this will bring, we see this as part of what, I hope, will be a transformational industry for Jamaica,” he said. George Mc Inniss has had first-hand indication of the wrath of the river that runs along his home.

GEORGE MC INNISS recalls where he was on December 24, 2013 during the torrential rains and subsequent flooding that overwhelmed mainland St. Vincent, and how the events that followed changed his life, for the worse. Little wonder, therefore, that he is worried that the next time such a catastrophe occurs, he may not be as lucky as he was then. Editorial Burning the ganja issue COULD SOMEBODY SHED the real light on what is happening with this marijuana/ganja issue in CARICOM? Two or so years ago, the people of the region were apprised of a CARICOM Heads decision to set up a Regional Marijuana Commission, ‘to analyze the social, economic, health and legal impact of decriminalizing marijuana use’, and to report, in particular, on how medical marijuana could help boost the region’s economy. And we understand, though there is no confirmation, that CARICOM Heads expects a report on the latter by January 2016, this after initial indication that the Commission was expected to report to the Regular Meeting of the Conference (CARICOM) in July 2014. When this was not forthcoming, there was a hint of some sort, which spoke to something of a submission being made by January 2015. All of this speaks with the proverbial forked tongue. For since the announcement of the Commission and subsequent varied regional public reaction to the issue, very little definitive information has been forthcoming on this Commission business. Maybe the reason for this ‘inactivity’ is summed up by Barbados Prime Minister Fruendel Stuart who, at the most recent CARICOM Summit in the Bahamas, warned that leaders would not be rushed into a decision. Even as we pen this, the persons named to comprise the CARICOM Marijuana Commission are yet to be made public. So, while we wait, uninformed of what progress, if any, has been made with respect to ‘getting the Commission going’, Jamaica, a leading CARICOM member, and the largest cultivator of ganja in the English-speaking Caribbean, the CARICOM member with the most to lose and the most to gain from adjustments in the laws and attitudes regarding ganja, has gone ahead of the pack, and introduced legislation which: legalizes the use of a controlled amount of ganja; ‘frees up’ the use of the ‘herb’ by Rastafarians in their religious ceremonies; and gives the green light for marijuana to be cultivated for use in research, with the intention of identifying pharmaceutical products that would maximize that country’s potential to share in the billion dollar medical marijuana industry. Forgive us if we conclude in our ignorance: it appears the rest of CARICOM, like Nero, fiddles, while Jamaica, like Rome, ‘burns’. Are we heading for another mathematical perversion? Is this a case of one from fifteen leaves zero, not unlike the Federation debacle of one from ten leaves zero? Are we to be plagued once again by the axiom that ‘the more things change, the more they remain the same’? The truth of the matter is that, long before Dr. Gonsalves broached the subject to his CARICOM colleagues (March 2014), Jamaica had long begun its own study into the ganja issue, and established its National Commission of Ganja, chaired by Dean of the Faculty of Social Sciences at the University of the West Indies, Professor Barry Chevannes. Views and input were sought from the old, the young, male, female, professionals, unskilled and unemployed persons, farmers, factory workers, artisans, entertainers, police and clergy. Hundreds gave verbal responses and many, many more hundreds submitted their testimony in writing. In fact, a member of the Commission even visited Holland to gain firsthand knowledge of how that country’s de facto decriminalization (of marijuana) policy worked. So, when in March 2015, the Governor General of Jamaica assented to a Bill amending the Dangerous Drugs Act, making possession of two or less grams of ganja a ticketable offence and no longer a criminal offence, the decision was informed by years of study. The question for CARICOM as it appears to fall into a state of slumber on the issue, is whether it is not undertaking an exercise (a study) which has already been pursued, completed, studied and analysed, and worked to suit a Caribbean (in this case Jamaican) reality. There is, in short, enough documented work on marijuana/ganja use and cultivation in the Caribbean, Jamaica leading the way, that can inform a wider application. While we understand that each government would want to ensure that its position reflects the majority view of its public, the information to inform a decision by the people is at hand. There is, we want to advance, little need for another intensive, expensive round of study and deliberation that will only result in perpetuating a typical Caribbean pastime called procrastination. Let us deal with this issue honestly and with as little duplication as possible. The world turns on a stick of ganja, while CARICOM stands still.

Ah writing the Comrade by Otto Sam (“The Vincentian” May 25th 2001) THE NEW ULP ADMINISTRATION was still a toddler in diapers, with the Government barely two months old, when Otto Sam wrote this letter: “I am writing out of concern over certain developments since the general election. I support the Comrade, then, now and in the future. I could have called your house to share these concerns, but I wanted the “honourable” E.G Lynch and others to know that the populace gave you, the ULP, the mandate to implement changes. Comrade, I believe that the ULP is acting like a timid child who is afraid of ghosts. Fifty-seven percent of the people who voted, voted not only for work, poor relief, galvanise and lumber, but for change, in most cases instant change. For example, the policemen who sang, supported and danced when the ULP won, wanted change in their institution. They voted against the manner in which the Commissioner was appointed, prior to the 1998 general elections. They voted against the system of appointment. They voted against the manner in which Horace Williams “eye balled” and assaulted you. They want change now. Comrade, we love, respect and support you, but we resent healing and togetherness before exposing, cleansing and purging. If those sores heal like that, they would “force well” with inflammation in them. As you know, Comrade, corruption was a main issue in the last campaign, and we supported and still supporting the exposure, and the bringing to justice of the corrupt elements. Expose all the former ministers who owe Marketing Board Supermarket; all who stole government land for 40 cents per square foot; all those who held monies from the Canouan developers that should be in the Treasury. Comrade, ask Audrey Scott, Denniston Douglas, Dr. Ambrose and any comrade on the ground and their work places. ULP warriors are dissatisfied at the pace at which things are going! They find that the match is boring! They want action! Labour now!!! People, ULP stalwarts, are questioning if Sir James negotiated an amnesty for his buccaneers. Comrade, in 1984 when Sir James won, he immediately moved to crush the SVLP by exposing all wrong doing (and) dragging Arthur Williams before the Courts. That virtually killed Labour! People never trusted them again! That is why NDP was able to last so long and even put up such a fight in the last elections, although the majority wanted them out. It took your energy and skills, the statesmanship of Vincentians, and the struggles of all workers in a people’s movement to rid this nation of the evil, corrupt and wicked NDP regime! Crush them now! Dr. Denzil Douglas crushed PAM and Dr. Kennedy Simmonds by exposing and investigating immediately after his victory. Comrade, you and the ULP need to do the same. Labour now, now!

Comrade, we know that Hon. Arnhim Eustace is a competent technocrat (maybe we could make him CEO of the New Development Bank) but we know him as an arrogant politician. Yes, the man who said not a dam cent more for teachers and civil servants, who called everybody stupid and the sisters foreigners because they demonstrated. The banana farmers have similar experiences of him, so we turn “red” when he is so noble. Be careful, Comrade; the ULP would not be able to criticize Eustace again! We had destroyed the guy, as a politician. Let’s be inclusive but consistent! Respect the office of Opposition Leader, but know that the officer is anti-people. Comrade, the diehards NDP will not change, believe me. Politics is practical; Joshua built all the roads in Park Hill, which was Labour and none in Diamond, which was PPP. Today, Park Hill is still Labour. Comrade, you begged for Philbert John (my good friend), asked him who he voted for. Comrade Walters single-handedly built a house for Corah, yet she remained NDP. Comrade, you see the embarrassment the education officials nearly caused at Prep School? You had to suggest negligence, incompetence! Yes square pegs! Retire them in the nation’s interest. They cannot do their jobs! That’s Change! Comrade, how do we explain CWSA Manager slamming the phone on a minister, and Jeannie Olliverre blatantly refusing to implement the hundred days programme? Together now!!! Comrade, clean up the mess. You have the mandate. Forget about E.G Lynch and the people who supported “peace party”. Labour calls for action! Give us what we voted for change! Do not be afraid! We support the Comrade yesterday, today and in the future.” I am so glad that Oscar Allen has sought to raise the banner by powerful advocacy of other writings of Otto Sam that float Heaven-ward, freed of the coils of local politics. But I have chosen to deal with the political influence of Otto Sam. Notice that I gave him a clear run with no comment, only stressing (underlined sections) one or two times the more poisonous parts which Otto repeated at the end for emphasis. I shall republish a second letter that targeted me somewhat. Of course, I made my comments in that one, dealing mainly with inaccuracies and misstatements. Persons like Otto Sam ought to be exposed to all and sundry, and not only as the nice Christian that some represent him to be. Successors? Who are they? IT’S ELECTION time again, and rest assured, we are going to be bombarded by the incumbent ULP, as they make a road march out of all that claim as their accomplishments. On the other hand, look out for the opposition to dig deep to remind the electorate about all the incumbent failed to do, and how hard times are. When all is said and done, it the same thing all over again, save and except it happens every five years or so. And lest you forget, in all the hard times and financial constraints of

government, wad loads of money will appear from who knows where, to be spent on the election campaign. And with all the enticing, voters will forget their frustration, and go out on the furthest limb in support of their party. It seems that our votes are becoming cheaper and cheaper. What concerns me is the question of succession, especially as it relates to who could become the next Prime Minister. It is clear that on one side, they are favouring a

passage from father to son. That may be acceptable to the party faithful, many of whom have benefited directly from one handout or the other. But we must not allow ourselves to be railroaded into accepting what is offered up on a platter. We must demand that our prime minister be a person who is tried and tested in the trenches, and one who has been on the ground through thick and thin with the people. Dr. Ralph Gonsalves can lay boast to this, but can his son?

THIS CONTROVERSY started in the Garden of Eden. God spent (6) hard- working days creating this world. On the 6th day, he made his masterpiece, man. Thus God presented man to his host of angels, and he asked them to genuflect to man. All did except Lucifer. Lucifer was asked why? He claimed

that he is of higher birth than man, he being of light of fire, man’s being of dust and water (The Lost Books of the Bible). God did not condemn Lucifer, because there were no laws under which He could do so. So, Lucifer retained his superior position as God’s chief servant. Man was not a servant in

God’s purpose. Soon, pride overtook Lucifer’s heart, and he wanted to become like God, or a God, so he started a revolt against God. He was detected after he had already claimed one-third of heaven’s population. A war ensued, and he lost and was thrown out of heaven with his followers. Thus began the great controversy. Lucifer convinced man to disobey God’s first law, ‘Thou shall not’.. . Man sinned and was sentenced to die. All this took place on the 7th day of creation, while God took a rest from His 6 days of labour; He even blessed the 7th day, so all his creation could have a rest day too. But on that 7th day, on the day he was sentenced to die, man accused God of not protecting him from Lucifer, a much stronger opponent than man, who had already claimed onethird of God heavenly hosts. God in his wisdom, mercy, and righteousness, heard man’s plea and agreed to pay man’s debt (death). Man had no one, so God decided to sacrifice His Son, a “perfect being”, in payment for man’s sin. Christ came and paid that debt on Calvary. We are indebted to Him, and all He asks is to believe in His (our) heavenly Father; love one another as brothers and sisters; and obey the commandments. Does this mean that all is finished? No. Are there any among the twothirds of those heavenly bodies who were planning to join Lucifer’s team? Our heavenly Father

Those of us who you see as ‘big shots’ presidents, kings, queens, judges, generals - were all lowly citizens in heaven; and those of us you see as vagrants, lonely betrodden souls on earth, were all high personnel in heaven, sent to prove their love and devotion to God. Brothers and sisters, when you meet an old or young forsaken beggar, or sickly person, or outcast of society, do not condemn them. They were once great in the Heavenly pilgrim, but are here just like you to prove their loyalty. Having a loving father and prince who gave His life to prove his love for you, will you do the same for Him? He said, “My sheep knoweth my voice.” Evening shadow is fast approaching. Make your calling right and secure. Show appreciation to our heavenly Father, and live like time is running out! The 8th day is at hand. Will you like to wake up on that glorious morning? A massive ULP Convention The NDP is ready to deliver The issue Sunday, April 19th 2015 was indeed a historic day in the political life of our beloved country. It was a day that a political party, the Unity Labour Party, the ruling party in the country, broke all rules in terms of attendance at a political convention in the State. Some 2,500 members and supporters of the ULP, flocked to Campden Park, to show their support, love and solidarity for their party. They came in their red. They came with zest and zeal, applauding every statement made. They sang and danced as the ULP celebrated its tremendous progress as a government, ULP style, in song. They listened attentively to the speeches of the candidates, and the address of the party leader, The Comrade, Prime Minister Dr. Ralph Gonsalves. They chatted with old friends; they made new friends; and they conversed about the work of the party in the various constituencies. Above all, they came away with a new purpose, with a new determination: to defend the gains of the ULP over the last fifteen years; to support the new plans and strategies in the period going forward; and to ensure that their beloved party is returned to office for a record fourth term. They are committed not to turn back the hands of progress, and to cement the future of their children and grandchildren, in the peoplecentered policies of the ULP.

The Youths A significant feature of the convention was the number of young people who were in attendance. This has two critical indicators. First of all, it’s an indication that the policies of the ULP administration, especially those aimed at the youth of our country, with the Education Revolution being in the forefront, are bringing benefits to our young people. Secondly, it’s an indication that the young people recognise that the ULP, and its political leader, Dr. Ralph Gonsalves, are good, progressive factors for the further development of the country. In the next general elections, young people will have a significant role to play in the determining who will be the next government. This development must be seen by the leadership of the ULP as a positive one, but more will be done to ensure that our young people to go the polls, and for them to vote solidly for the ULP. In the near future, the ULP will host conventions for young people and women, a further indication of where the emphasis will be, when the ULP begins its political campaign in full.

The Political Leader It is widely understood that the Prime Minister Dr. Ralph Gonsalves is light years ahead of the leader of the opposition, Arnhim Eustace, when it comes to leadership and vision. His address at the convention reflected this. He stressed the message that the ULP was dealing with the politics of truth, mature reflections, and upliftment, not the politics of lies and falsehoods, and the “bad talking” of

the country. The Comrade Leader urged his supporters to embrace and show love and care for all, and not to get involved in anything “warisome” in the upcoming election. He further encouraged supporters to talk to their families and neighbours, to further show that spirit of love and caring, and to further promote the work of the ULP administration. Truly, his address emphasized the theme of the convention, which is “Labour: Great leadership, strong performance. Leh we go, four in a row.” All speakers at the convention showed competence, confidence, and clear indications that they are ready for the campaign ahead. The opposition NDP must be worried about this turnout from the ULP, and the confidence that is oozing from the supporters and the leadership. But the task is not yet over, and there are critical points to be addressed.

The way forward A hugely successful convention does not automatically lead to success at a general election, although it is an indication of the standing of your political party. From here on, the ULP and its strategists will begin looking at different aspects of the campaign, including public relations, fund raising, house to house visits and so forth. There is more work to be done in relation to the youth vote. The ULP candidates will continue to reach out to these voters so that they could better understand the work of the ULP. Then there is need for a transportation plan within each constituency, to ensure that as many persons as possible, go to the polls to vote. The ULP administration has a very impressive record in terms of what it has accomplished in the fourteen years in office. It is this record that has served the party well at the polls in 2005 and 2010, and it will do so again in 2015/2016. On the other hand, the opposition NDP lurches from one bungle to the next, making mistakes left, right, and center, and doing very little or nothing to engage in any debate on matters related to national development. Simply put, the NDP has no philosophy, no vision, poor leadership, and virtually no framework for the development of the country. The NDP simply engages in a platform of lies and half-truths, telling lies on Vincentians, and generally speaking ill of our citizens. They are fueled by a desperate bunch of fanatics on the internet, many of them Vincentians, who continue to show no loyalty to their mother country. It is clear that the ULP is on a path to victory at the polls, when the Comrade rings the bell. But we have to continue to stay the course, defending the gains of the ULP, avoiding conflict situations, and engage in love and sharing with our family and our neighbours.

Most Vincentians were disappointed with what they heard and saw at the Unity Labour Party’s (ULP) Convention on Sunday 19th April, 2015. They were unhappy that the Prime Minister, Dr. Ralph Gonsalves, did not announce the date for general elections. Instead, it was the constant barrage of attacks and insults on Vincentians and, moreso, the leadership and members of the New Democratic Party (NDP). The Prime Minister failed to outline his party’s programmes and policies, so Vincentians do not know what the ULP has to offer. The event was seen as one of entertainment for its few remaining faithful supporters. On the other hand, the NDP is ready to govern St. Vincent and the Grenadines, and is continuing to present its programme and policies to the electorate. Education

The NDP has placed a high value on education, and our efforts will be focused on transforming and modernizing the school environment at all levels. The NDP will: * improve the quality of primary and secondary education, with a greater emphasis on the allocation of resources to primary education, through, inter alia, improvement in teaching quality and facilities, relevance of curriculum, learning materials, and the introduction of continuous assessment systems and remedial programmes for slow learners; * ensure that quality, fairness and justice are central to the practice of education. We will provide opportunities for all, regardless of their position in life, and ensure that all persons and institutions are dealt with fairly and according objective procedures and standards; * direct funding to the poor and students from rural areas, to enable them to easily access quality education and to take advantage of such opportunities; * ensure that all students have access to learning resources such as text books, computers and other relevant learning resources; * establish a national curriculum framework on numeracy and literacy; * implement strategies to effectively deal with undiagnosed and untreated developmental and learning disabilities, and establish remedial education programmes to effectively deal with such learning difficulties; * revise the school feeding programme, to establish a policy that includes emphasis on the nutritional content of the feeding programme, and ensure the use of more local produce; * make skills training more accessible throughout the country, and ensure that targeted interventions are well designed and are appropriately linked to the labour market demands, national development and the global economy; * provide direct assistance to students writing external examinations such as CAPE and CSEC, by paying the fees for all students registered to take these examinations; * employ technology coordinators to help apply computers in the delivery of the curriculum; * curb the school drop-out rates by embarking on curriculum reform, to ensure that the curriculum is broadbased and that there are extra —curricular activities to meet students’ developmental needs; * promote career and vocational guidance in all educational institutions * implement National Vocational Qualification Certificate for nationals in and out of secondary schools, in accordance with CARICOM’s guideline. Health

The New Democratic Party will introduce a “Back to Basic Approach” in the delivery of health care in St. Vincent and the Grenadines. Access to proper health care remains a fundamental right of every citizen, and the NDP is committed to facilitating the delivery of that right. An NDP administration will focus attention on the basic principles of decentralizing the primary health care delivery system. We will also place emphasis on preventative medicine, as a means of significantly reducing the need for lifetime medication. In order to meet the health care needs of St. Vincent and the Grenadines, the NDP will: construct and equip a modern state of the art hospital; improve and upgrade the Georgetown Hospital and the Community Clinics; examine different models, with a view to the implementation of modern management techniques within the health sector; implement our plan for National Health Insurance and ensure, by prudent management and accountability throughout the system, availability of basic medication will always be a priority. The NDP will also give priority to the following: * restoring the proper functioning and the staffing of all district clinics and hospitals, to bring primary health care where it is needed; * strengthening the health education and awareness programmes; * introducing a vigorous programme throughout the country, geared towards reducing the incidence of chronic disease such as hypertension, diabetes and obesity; * reducing the incidence of communicable diseases, by improving public health standards in each community, the management of solid waste and the cleaning up of streams, coupled with a nationwide beautification programme in each community; * work with the Ministries of Agriculture, Industry and Education to ensure that school children are fed with locally produced high quality food and drink. * Ensuring that customer complains, related to hospital services are speedily and professionally investigated, and necessary corrective measures are taken. These plans for health and education can only be accomplished when the NDP is voted into office. It is crystal clear the ULP administration is totally bankrupt of ideas, and does not have any plans for health and education. As a matter of fact, the ULP has failed to deliver on its promise to increase the budget for health care. Instead, the health care budget has decreased significantly over the years, making it extremely difficult to purchase basic medication and other medical supplies, which are needed for the effective functioning of the health care facilities in the country. And we are still waiting on the dialysis centre. The NDP has a competent team to support its programmes and policies, and the capacity to implement its programmes and policies. The NDP also knows that improved health care provides a significant boost to economic growth, and will do all in its power to ensure that the wellbeing of the citizens of St. Vincent and the Grenadines is safeguarded and encouraged. We appeal to the electorate, on behalf of all Vincentians, to make certain that they go out and vote solidly for the NDP at the next general elections. The ULP is bad medicine for the people of St. Vincent and the Grenadines.

IT WOULD BE INTERESTING to conduct a survey of the most popular hymns. Such a study could be expanded to invite research into the circumstances that encouraged the writing of these treasured lyrics. It will reveal that many hymn writers went through some of life’s most traumatic experiences prior to penning many of these hymns. We can consider hymns like “Praise Him, Praise Him”, “To God Be the Glory”, “Tell Me the Story of Jesus”, “Near the Cross”, “Redeemed”, “Rescue the Perishing”, “Jesus is Calling”, “Give Me Jesus”, and “My Saviour First of All”. Fanny Crosby (1820-1915) penned all of these popular hymns. However, her life was not an easy one. She was only six weeks old when she developed inflammation of the eyes. Seeking a topical cure, mustard dressings were applied to her eyes. It was hoped that this would have been able to treat the infection and retard the discharges. This harsh treatment apparently damaged her optic nerves and resulted in blinding the infant. However, despite this early setback, Fanny eventually developed literary skills and is now considered one of the more prolific hymnists in history. She wrote over 8,000 hymns and gospel songs. It is no wonder that she became known as the “Queen of Gospel Song Writers”. Today, we are encouraged and inspired by the lyrics of her many songs. We are blessed by her test. Many church congregations are stirred by the words of the hymn, “There is a Fountain”. William Cowper (1731-1800) wrote this popular hymn. English literary history confirms that he experienced a serious attack of insanity during his early 40s. Many of his poems were written following his bout with mental illness. Several evolved to become popular hymns, and are now regularly sung in church assemblies around the world. Numerous individuals can attest to the spiritual and emotional strength gained from imbibing the thoughts portrayed in his hymns. In his hymn, “Light Shining out of Darkness”, he reminds us that “God moves in mysterious ways, His wonders to perform; He plants his footsteps in the sea, and rides upon the storm.” We are so very blessed by his test. Many attendees at funerals are especially consoled and cheered by the singing of the hymn, “It is Well With my Soul”. Horatio Gates Spafford (1828-1888), an American Lawyer, wrote this hymn following the drowning of his four daughters, who were on board the ill-fated steamship Ville du Havre when it struck an iron sailing vessel and sank on November 22, 1873. All of his daughters (11, 9, 5, and 2 years old) were counted among the 226 passengers who died crossing the Atlantic. The vessel was traveling from America to England. But this was almost like a “nail in his coffin”; two years earlier, he had lost his real estate investments in Chicago in the Great Fire of Chicago. This now very popular hymn emerged from

the series of tragedies in Spafford’s life. Today, we are blessed by his test. There are so many other examples that we can insert in this essay, as we seek to extract the many blessings that have emerged from a variety of tragedies. Many readers may not be acquainted with the name Joseph M. Scriven (1819-1886). However, most of this column’s readers would be familiar with the hymn, “What a Friend We Have in Jesus”. Scriven wrote this popular hymn. The lyrics of this hymn also emerged from a series of personal tragedies. His fiancée accidentally drowned the night before their marriage in 1845. The grief-stricken Scriven then left his homeland of Ireland and migrated to Canada. He again fell in love and was due to be married, when his wife-to-be contracted pneumonia and died. But life had not yet completed battering this young man who had devoted his life to helping others. Some time after this, he received news from Ireland that his mother was seriously ill. Scriven then wrote a poem entitled “Pray Without Ceasing”, and trusted that it would have comforted his mother when she read it. That poem was later set to music and evolved to become, “What a Friend We Have in Jesus”. We have been encouraged and blessed by his test. There is an old saying that “when life sends you lemons, we can make lemonade”. Even the darkest and most traumatic of circumstances have the potential to create opportunities for learning and growth. So very often we do not see the “jewels in the making” when life appears to be grinding us to pulp; when circumstances appear to toss us to the floor and have us in a stranglehold. Many of us will prefer to avoid such struggles and trauma as best we can. However, many are unavoidable. They visit us when we least expect. They invade our privacy and sense of security. They put us in a tailspin (and seem to “cut our tail”). They appear to clip our wings and take the winds from our sails. However, with God’s help, we can learn to fly again. We can chart new courses (although battered and bruised) and discover new lands — new blessings. We can gain strength and new insights from Fanny, Cowper, Spafford, and Scriven. The lives of such beautiful people (and there are many others) remind and encourage us that it is possible to know defeat, know suffering, know struggle, know loss, and find our way out of those depths. They teach us that we can use life’s tragedies to pen “new endings” that setbacks can create comebacks. Despite the trauma and the pain, we can gain new insights, regroup, and create new insights that encourage generations yet unborn. Elections camapaign to go into high gear IN ITS FINAL CONVENTION before the next general elections, the Unity Labour Party put on an impressive show that must have given second thoughts to opposition leaders and supporters, who thought that their journey to the corridors of power was near at hand. With the theme ‘Great Leadership, Strong Performance’, the party brought faithfuls from far and wide, who displayed joy, enthusiasm, energy and optimism, as it revved its machinery for the difficult, but imminently doable task, of winning a 4th consecutive term. It was the largest outpouring of support from its base in the 20-year history of the Unity Labour Party. Parties winning a fourth term is difficult and rare; but the ULP leaves the starting blocks with an impregnable position in 7 seats. Only a lacklustre, ill- disciplined, errorfilled campaign and a weak, ineffective get out the vote strategy can derail and upset the ULP from North Windward to West St George. The next elections must be one of comparing and contrasting, and reminding people not to forget. The elections will be won by the party with the clearer narrative and vision for the future. These elections will be won not simply by convincing and persuading people that you are better by far. They will be won by moving citizens, who believe in your message, to go to the polls and vote. Therefore, the message must be scripted and punchy, upbeat and hopeful, positive and forward-looking. These elections are about leadership and the future. There is no doubt that the ULP is better placed on both counts. Gonsalves consistently outpolls Eustace. The last ULP poll in October of 2013 showed Gonsalves led Eustace 61/39, a 22-point margin. Regarding the future, this is a must win elections for the NDP. Eustace has gone past 70, Leacock is 64, Cummings 62, Ferdinand is 62, and Friday is close if not over 60 already. If they fail to win these elections, the NDP can send goodwill kisses to that generation of politicians, and prepare for another class of leaders. But the cupboard is bare. No one in SVG seriously talks about Loren Baptiste or Patel Mathews, Nigel Stephenson or Noel Dickson, Terrance Ollivierre or Ben Exeter, as dynamic up and coming leaders. Now, contrast that dull and dismal picture with who is emerging in the ULP: the dynamic national scholars Saboto Caesar and Luke Browne; the high energy and academically strong Carlos James; the composed, solid, sober and reflective Camillo Gonsalves; and the quiet maturity of yours truly. The ULP team is better equipped with an abundance of youth, substance, oratory skills and intellectual vigour. The team that appears angry and overly aggressive could turn off the electorate. Already, Gonsalves has labelled the NDP as having a ‘Love for Power,’ as opposed to his ULP ‘Power of Love’. As the opposition clamour for change, the ULP must meet that charge head on. It must offer its record of achievement and substantive results on behalf of the people, as well as visionary leadership on issues large and small. A clear narrative will allow the people to decide on the two vital questions: Change from what? Change to what?

People need to be reminded where the country was in 2001, and where it is now. One will have to be unthinking and hyper-partisan to deny that the ULP initiatives of the last 14 years have brought change in a number of areas, with tangible positive impact on all strata of Vincentian society. While the evidence is starkly clear in education and housing, the benefits have democratized the local landscape. More people have title to lands under this government, than they received when the NDP controlled the government. New vistas have opened to our students with the introduction of computers to primary and secondary school students. It now means that information has become more accessible, and access to knowledge is much less dependent on the financial fortunes of your family. The social safety net programmes in the form of assistance to the elderly, the poor and deprived students and the vulnerable, are truly impressive. The tax relief to businesses at the top and to those making less than $18,000 per year, has put more money in the hands of the people. The financial assistance to financially disadvantaged students, has contributed to a broadening of the middle class, as trained, young professionals either return to the country to assist their parents and other family members, or find work abroad and send home much needed assistance. This is a boom to the families’ wellbeing, and confidence as well as the economy. These elections will be hard fought. The opposition has gained thousands of new voters following its defeat in 2001, while the ULP popular support remains flat. Therein lies the challenge for the ULP. It must convince many of those who voted for it, particularly in North and South Leeward, West and Central Kingstown, Marriaqua and East St George, to go back to the polls in increased numbers. This is not an easy task, but it is not impossible. With strategic planning and targeted outreach as it relate to resource allocation and personnel, the ULP can stop the bleeding as regards the popular vote, as well as recapture some of the seats it lost in 2010. One does not have to be a pundit to know that the Leeward corridor, from West Kingstown to North Leeward, is going to be a major battleground. The ULP has the better candidates in all three seats. The return of the undefeated veteran, Sir Louis Straker, to the contest in Central Leeward, has dimmed the NDP hopes there. No serious political observer doubts that the ULP chances in North and South Leeward are exceedingly good. The ULP, with its successful 21st convention, has set the guard by which any other successful political gathering will be judged. The 2015 elections campaign is about to go into high gear. Argyle airport dead – Do not resuscitate

THE ARGYLE AIRPORT project is dead, but the ULP regime continues to waste millions of dollars trying to resuscitate it. There are serious problems at Argyle, including the strong gusty winds, but more specifically, the runway orientation. Runways are normally built in line with the prevailing wind. In the Caribbean, the prevailing wind moves in an east-west direction. It is no surprise then, to find that the airports in our region are aligned similarly to the prevailing winds. In runway orientation terms, an east-west direction is 09/27 (90 degrees off north / 270 degrees off north). The table shows that runways throughout our region are built in accordance with the guidelines of the International Civil Aviation Organisation (ICAO), all except Argyle, the misfit. Aircrafts land and take off into the direction of the wind. This enhances safety by generating more lift when taking off, and provides greater stability when aircraft are approaching for landing. The ULP regime, however, has gone against the wisdom of the ICAO guidelines, and decided to put the Argyle runway perpendicular to the prevailing wind. The Argyle runway is 00/18, a north-south direction. Even the government’s own Environmental Impact Assessment (EIA) report does not recommend a runway that is 00/18. On page 34 of the

The ICAO says that to calculate the usability factor of a proposed runway orientation, it is necessary to use reliable wind distribution and speed data collected over a period of not less than five years. If the ULP regime would have spent a few thousand dollars collecting the wind data for 5 years as recommended, they would not have wasted $700 million on the colossal mess at Argyle, building a runway with a misfit 00/18 north-south orientation that cannot work. Gonsalves should take full responsibility for the stupidity of wasting $700 million on Argyle airport, and make a public statement in the SVG House of Assembly announcing an immediate date for the suspension of all further construction work on the Argyle airport, and (then) resign as PM. The Argyle airport project is dead. About $700 million has been wasted on Argyle, and millions more should not be wasted trying to resuscitate it. It cannot work, and is highly unlikely to get a licence to operate. We must abort Argyle airport and put Vincentians’ needs first, not tourists.

When crosswinds are too strong, aircrafts are forced to divert to another airport. All aircraft have a maximum crosswind limit that they can fly in. A number of the LIAT aircrafts have a maximum crosswind limit of only 20kts on narrow runways, such as at Argyle. It is likely we will see many occasions when LIAT cannot operate flights to and from SVG, at Argyle, because the winds there are frequently stronger than 20kts. That means it has to be paid back, if not by this Government, then by the next Government; if not by me and you, then by our children. This country’s population, over time, has been shrinking. We are becoming a country of the very young, the very old, and the left behind. The educated and skilled emigrate, leaving the unskilled behind. An American comic used to joke, “How are you going to keep them down on the farm, after they’ve seen the farm?” The young Vincentians have seen the farm, and what it has degraded to, and many want no part of it. The Government inadvertently acknowledged the increase in middle class flight when it explained the increase in pregraduation school leavings as, not “drop outs”, but children being withdrawn by parents who are emigrating: fewer children in school because their parents took them with them when they left the country. Some of this emigration results in remittances which help sustain the very old and very young (and less skilled) left behind, but does not represent a taxable resource for the Government. So who or what, amidst a shrinking population characterized by stagnant or decreasing cruise ship arrivals, business closures and layoffs, bank’s closing branches and reducing staff, telecommunication mergers resulting in top-to-bottom layoffs , and a shrinking private sector, is going to be a source of taxation, a revenue

stream from which a Government can obtain funds for loan repayments? Of course, there is a large Black Market (that is becoming a Grey Market) in the trans-shipment of cocaine and guns in, and marijuana out of the country. Good luck in taxing that. If the Lottery borrows money from the National Insurance Services (as it has, a heretofore unimaginable proposition), it has to pay it back: when and how remains an open question. Any loan is a loan: you have to pay it back. It’s not free money. Why is it not understood and recognized that this is DEBT? Maybe relatively cheap debt, sometimes, but debt nonetheless, and it all adds up. Some Government, sometime, has to pay all this money back. Whether to the European Union, Caribbean Development Bank, the IMF, the World Bank, The Righteous Revolutionary Resource for the Destruction of Imperialism, or Sheikh Abdulla Mohammed in Abu Dhabi, St. Vincent & The Grenadines will have to repay all this debt, all this money, someday, somehow. And never mind asking, after the projects are completed, how well they are maintained, or whether it may then be determined that insufficient funds are available for the preservation or upkeep of said undertakings, and hence neglect, vandalism and the forces of nature take their toll – do I need to cite examples, or can you fill them in yourself? Canouan: A troubled past, an uncertain future by BEN HARRISON THE GRENADINES ISLAND Canaoun, as part of the sovereign nation of St. Vincent and the Grenadines, has been dependent on mainland St. Vincent for many of the necessities of life, including transportation, food, energy and especially fresh water. It has never,

however, lost its beauty and attraction to a relatively small number of tourists who didn’t mind the inconvenience of travelling off the beaten path. It is not surprising that in recent years, with global travel being the norm, that Canaoun would be seen to have outstanding tourist and investment potential, and

was recognized thus by world class investors, the likes of Swiss banker Antonio Saladino, Irish billionaire Dermot Desmond and well known entrepreneur and upscale development guru, Donald Trump.

Developers’ Vision The investor/

developers’ vision, fueled in part by the success of neighbouring Mustique’s attraction to the world’s rich and famous, plus plans for a major international airport on St. Vincent itself, was to turn Canaoun into a major, multi-faceted vacation spot to attract affluent, sophisticated, international travelers.

The island of Canouan – a developer’s dream. The Canouan Resorts Development Ltd (CRD) company was formed, and signed a 99-year lease agreement with the Government of Saint Vincent and the Grenadines for property, for the construction and operation of 2 hotels. In 2003, Donald J. Trump and CRD announced the development of luxury villas and estate properties, with Trump Hotels & Casino Resorts, Inc. managing the operations of the casino. A management agreement was signed with Raffles International Ltd. to operate a 156room luxury resort, scheduled to open in mid2004. Between 2004 and 2010, Raffles managed the Resort, which occupies the north of the island. The resort had a Jim Fazio designed golf course (that won the Robb Reports Best of the Best Golf Courses in the World 2005 award), restaurants and private villas. Construction began of an entirely new luxury resort on Godhal Beach, scheduled to open in the fall of 2013. Advertisers and PR briefs clearly stated “Getting Here Is Easy. From the US, you’ll fly into San Juan. Then it’s an easy, non-stop flight to Canouan”. That was until the scheduled carrier, American Eagle eliminated the service. That was just another of a multitude of challenges and obstacles that have frustrated progress, bringing Canaoun development to a virtual standstill in 2014.

The Government of St. Vincent and the Grenadines had a significant proprietary interest in the project as well. It had recently sold/leased an additional 20 acres to the developers, and was owed some 8.5 million US dollars. That was in jeopardy. Prime Minister Dr. Ralph Gonsalves reported that these difficulties affected the nation adversely, since many of the employed were laid off, causing serious static in the country’s economy, employment, and necessary cash flow for the construction of the Argyle International Airport. He met with the two major investors, and was instrumental in resolving many of the operational differences. He expected development to resume with the return of hundreds to the work force, and received assurance that the money owed would be paid. THE VINCENTIAN visited Canaoun last week, speaking to a number of persons, both residents and those connected with the ongoing developments. LIME Partners with young group A group of young artistes have partnered with telecommunications provider LIME, on a nationwide hunt for like-minded entertainers. The Carpe Diem Society kicked off their talent search last Friday on the LIME promenade, auditioning persons who could be this country’s next ‘big thing’. Secretary of the Society Vanisha Williams explained: “We are looking for persons between the ages of 16-35, who have a talent in dancing, singing, theatre arts, modelling and creative writing.” She added, “Our aim is to focus on these talents, and to recognize creativity throughout the length and breadth of the country, because we know there are persons out there who,

PM: ‘Eustace is wrong’

PRIME MINISTER Dr Ralph Gonsalves has charged that the Leader of the Opposition, Arnhim Eustace, has a problem with him being the chairman of the Eastern Caribbean Monetary Council (ECMC). He made the conclusion to a media briefing on Wednesday, while responding to a statement made by Mr. Eustace, who proffered that an address of the Eastern Caribbean Currency Union (ECCU) on matters relating to the banking and financial sector on April 14, should have been done by the Governor of the Eastern Caribbean Central Bank (ECCB), Sir Dwight Venner. Dr. Gonsalves explained that his colleagues had asked him to address the people throughout the ECCU’s member states in his capacity as the chairman of the ECMC. He questioned the concern, therefore, that Eustace had raised. But Mr. Eustace had insisted on Monday, that despite the Prime

Sir James not campaigning for ULP From the impression that he received, Sir James said that it appeared as if Eustace and the NDP wanted to win the upcoming General Elections without his support. Nevertheless, he said that he will be making statements from time to time on certain issues. For example, he said, he wanted to hear how the NDP intended to bring the banana industry back to an EC$50M a year business, and how they are going to address the issue of air transportation. Sir James, a trained agronomist, has been a dominant political figure in St Vincent and the Grenadines, becoming Prime Minister in July 1984 and being re-elected for four successive terms as Prime Minister, until his retirement in October, 2000. He founded the NDP in 1975 and remained as leader until handing over
