TIME TO START WORK ON THE ORIHUELA COSTA The more observant may have noticed a strange occurrence taking place over the last week on the Orihuela Costa, the appearance of a phenomenon that has not been
seen for years, the phenomenon that is, quite literally, the sign of investment, growth and delivering on a number of major projects. Information boards have been erected at a number of key locations, detailing the imminent implementation of various works that have been on hold during the summer months. Two of the most long awaited ones are the pedestri-
an and cycle footbridges of the AP7 motorway, one on the road that links La Zenia to Villamartin, the second near to another outstanding project, the new school. As these structures will span the motorway, the roads department had to put them on pause during the busier months of summer, so as to minimise disruption. Continued on Page 2

Continued From Page One The same considerations were put onto the footbridge over the N332 at La Regia. However, although the wok at the sites could not be carried out, behind the scenes, engineers have been working hard on building the modulated components that will soon be delivered to the area and assembled, probably during a single night, so as to have them in place whilst still minimising disruption. There will undoubtedly be an element of inconvenience whilst the work is carried out, but, as the Councillor for the Coast, Martina Schreurer explained, “none of these projects are as intense as the work to regenerate the road network for the Zenia Boulevard. Both of the bridges over the motorway are separate structures to the existing bridges, so the only disruption might be a lane closed occasionally, with workers guiding traffic through, but with nowhere near the disruption caused before”. A number of residents have praised the fact that the signs have now appeared, telling them what´s happening, but some parents near the proposed new school are critical of the fact that, although they are happy with the new bridge work, the school isn´t ready, so it is a bit of a waste. As previously explained though, the building of the school is “not within the control of the local authority, whereas at least the roads will be ready, which is something we can do”, explained Schreurer. Works on renewing one of the main roads away from the coastal area, the Carretera de San Miguel, is also now on the
Monday, 9th September, 2013 autumn agenda, considered as one of the most important roads to the coast, which serves as a gateway and flagship of what to expect upon arrival, which must be of the utmost quality, according to the councillor, as “visitors, tourists, residents and potential investors will all travel on this road”. The work on the Avenida de La Zenia, the road which runs down from the N332 to the coast, is also now set to begin. Temporary work was completed before the summer, which at least allowed beachgoers to park, having removed a number of obstructions that were in place, but the permanent improvements were halted for summer too. That work is all set to start and could have begun already, but a temporary pause has been implemented, so as not to cause problems during the National Beach Volleyball championships, as almost all hotels are full to capacity, and many private holiday apartments too, so a delay of a few days would have a more positive impact than causing potential traffic chaos. With many more investment plans still to be completed, the money raised from the sale of coastal plots allowing for future developments like the ambitions, though much needed La Regia renewal, the next few months may well stand as a testimonial legacy to the actions being carried out by the current administration, although no doubt with many claiming the praise, but the most important thing must be that the Orihuela Costa is still developing and these projects alone lay the foundations for the future.

THE MARRIAGE THAT SPAIN SPURNED
When journalist Michael Walsh and his Ukrainian fiancé, Nadia Burlikova decided to marry, Spain was their first choice. Their proposal in this respect was given the thumbs down by Spanish legislation. Undeterred, the couple decided on Option B. To marry in Gibraltar. Contacting the registrar’s office in Secretary’s Lane the two were made welcome by a ‘can do’ attitude and support system. Michael says, “It was a wedding for two people but it was a team effort. The staff at the registrar’s office, the registrar himself and the hotels, it was all a fantastic experience. The flags were flying everywhere
but Michael concedes there might have been another reason for the coronation-like fervour. Gibraltar has been the first choice for in-love couples. Famous people who have married there include Roger Moore, Sean Connery, John and Yoko Lennon, Lawrence Harvey, Margaret Leighton. Prince Charles and Diana, Princess of Wales began their honeymoon from Gibraltar. Nadia, a musicologist and teacher with an international reputation, says it was a fairy tale wedding. Torrevieja would have made a lovely venue but the obstacles and costs placed in our way were too formidable. A pity as Gibraltar is reaping a fortune in marriages.
MEMORY W ALK FOR ALZHEIMER’S ASSN This year’s memory walk (El Camino de la Memoria) organised by the Alzheimer’s Association is taking place to celebrate World Alzheimer’s Day, which this year is on Saturday, September 21st. The walk will start at 5.00 pm and commence from the main square in the town, proceed along the Vista Alegro paseo to the Punta Margalla, which is the cape with the Egyptian style columns on it, and then return to the main square by the same route . There is an entry fee of five euros per person in aid of AFA Torrevieja and everyone is encouraged to get their friends and family to sponsor them. The Kiosko Cabo

MELENDI CONCERT FINANCIAL SUCCESS BUT ONLY FOR THE SINGER
A somewhat ambitious and unlikely concept at the time of the announcement, the recent concert by Spanish singer Melendi failed to make any money for the town hall, but did manage to give 110,000 euro to the artist and promoter, according to the criticism from the opposition this week. The town hall paid 21,778 euro to Horizonte Musical, with the agreement of making back 20% of ticket sales, once the first 10,000 tickets had been sold, which the PSOE said was “impossible”. The government team of Torrevieja reports that 4,500 attended the July concert, and with the 20 and 25 euro priced tickets, that would give the promoter an additional 90,000 euro, as well as bar and merchandising sales, leaving the people of Torrevieja with nothing but memories and the bill for marketing and cleaning, as well as other associated costs. However, faced with the claim, Horizonte Musical
later hit back, with a spokesperson claiming that only 2,672 tickets were actually sold, questioning how the remaining 1,800 people must have entered the site, but also saying that the municipality was likely to have “magnified” the impact, and there are a number of tickets which would be given away for free as part of the contract. However, given the ticket sales that the promoter claims, it would therefore only give them 53,440 euro on ticket sales, totalling 75,218 euro. From that, the promoter says they have to pay 10% to the copyright group SGAE, as well as 21% IVA. The spokesperson also defends the company by stating that if you take off the fact that Melendi himself received 42,000 euro for his performance, and the fact that the promoter covered other expenses such as the stage, lighting sets, catering, private security and media promotion, among others elements, the actual value to the promoter was in fact almost zero.

TORREVIEJA NEWS ROUNDUP T he water-based team of Torrevieja´s local police has issued a statement detailing their summer activities, which shows that they rescued 115 swimmers who got into difficulties outside the normal swimming zones, assisted 8 boats and removed 5 obstacles in the shipping lanes. The team work in conjunction with the Harbour Master and as well as performing assistance duties, they also issue sanctions for rule breaking. This season they also issued 5 speeding tickets in the harbour area, sanctioned another 8 for sailing into prohibited areas where bathers were swimming and checked 34 vessels moored in the harbour. However, despite the wave of glory in 2011 when the announcement was made of a “NEW PATROL BOAT FOR POLICIA LOCAL”, the crew still use the inflatable craft for their patrols, which a spokesperson at the times said was “inadequate to the department’s needs”, but the new boat, “NOEMÍ”, was last seen in a boat builders yard near the N332, where is has stood for some considerable time.
The courts in Torrevieja are investigating a possible case of harassment within the Guardia Civil in Torrevieja, with allegations of persecution against officers who request sick leave, as well as bullying. A union representing the officers believes that the situation in Torrevieja has become “untenable”, with between 10% and 20% of the force having issues in the workplace. Saturday the 7th of September saw the main streets in Torrevieja closed once again, as their ongoing “Open Saturday” campaign returns, in an attempt to try to encourage more shoppers into the city stores and away from the commercial centres around the area. Face painting, music, fitness and more kick start the campaign, spearheaded by the local business association APYMECO. A man, believed to be in his 40´s, died on Thursday whilst bathing on the beach at La Mata. The emergency coordination centre received the call at around 14:30 and immediately dispatched a SAMU paramedic unit, but, despite resuscitation attempts, medics could only confirm another tragic death on the beaches of Spain. Torrevieja welcomed 6,616 visitors to the tourist information offices in the city in August, 80% of whom went to the new tourist office in the city centre, making it the most visited centre in the city. However, for the first time, French tourists overtook the Brits, with visitors from Madrid topping the polls for domestic visitors as usual. In addition, Torrevieja hotels were at 88% occupancy on average, reaching 100% capacity at the weekends. In the first six months of the year, a total of 1,256 visited the municipal consumer information and complaints office, the Oficina
Municipal de Información al Consumidor, or OMIC, according to the councillor for consumer affairs, Agustina Esteve. Of these people, 479 made claims or complaints, while 777 were looking for advice. In terms of the complaints, the telecom sector registered the largest proportion of grievences, with 192 complaints, followed by banks with 45 and utility suppliers with 32. Credit was given to local businesses, as they have had “hardly any complaints” according to the councillor responsible. The new tourist office in the city centre

TREASURE ISLAND I have always been fascinated with the idea of living on an island. As a child, I always knew that I would live on an island one day, although I thought it may be the Isle of Wight, the Isles of Scilly or even the Isle of Islay, off Scotland's magnificent west coast. The Isle of Islay was a close shave, because I once spotted the perfect croft very close to my favourite malt whisky distillery. However, it does tend to be a rather damp and forbidding place for much of the year, but I will save that story for another time... Traditionally and politically, the Canary Islands consist of seven main populated islands of Gran Canaria, Tenerife, Lanzarote, Fuerteventura, La Palma, La Gomera and El Hierro. There are also other inhabited, as well as uninhabited islets, known as the Chinijo Archipelago. These include: La Graciosa, Alegranza, Montaña Clara, Roque del Oeste, Roque de Este and Los Lobos. Each island is unique and offers something for everyone. The smaller islands provide greater privacy and a quieter atmosphere than their larger and busier counterparts. Currently, the 600-strong population of the Island of Graciosa, which is Spanish for funny or amusing, are hoping to become recognised as the eighth Canary Island. Islanders have already collected 4,000 signatures for a campaign that they hope will bring greater autonomy to the 29-square-kilometre island. It is the third smallest island in the archipelago; the island of La Graciosa has two piers and a dock for yachts in the bay, yet no tarmac roads. However, it is currently heavily dependent upon its big sister island, Lanzarote, for most of its sup-
plies and services. Islanders claim that the Canary Islands Regional Government is incorrect in classifying La Graciosa as an isle, as this term is used to define a small island with no population. The islanders point out that, to the contrary, La Graciosa is populated, and to further strengthen their case, the islanders comment that around 25,000 visitors significantly enhance their numbers each year. It seems that the islanders crave for the opportunity to manage their own day-today affairs, and not to turn to their larger sister island, Lanzarote, for services such as rubbish collection, or whenever there are interruptions in the island’s electricity and water supplies. At this stage, however, the islanders are not looking to set up their own island council, as with the other seven Canary Islands, but to become recognised as a district, generating and attracting its own funding and without the need for financial hand outs from the Canary Islands Government. This island is visited by many who wish to escape the busier islands, and to bask in its natural beauty and unspoilt beaches. It is a paradise for those interested in bird watching of the feathered variety, hiking, mountain biking, surfing and kite surfing. Now, I do not wish to be held responsible for encouraging a sudden influx of lobster coloured

TORREVIEJA CITIZENS TO PAY COMPENSATION DELAY FINE
The Los Verdes political group in Torrevieja has revealed the financial penalty placed on the Mayor of Torrevieja, Eduardo Dolón, for the delay in paying for the expropriation of land in the Construcciones Armada Norte S.A. Case in the High Court, relating to the construction of the Centro de Salud de La Loma, is 200 euro for every week of delay, totalling to 5.2 million euro in outstanding compensation, 1.8 million in interest, and, currently, 4,000 euro in fines, already accrued since the 24th of April ruling. However, rather that “all the citizens” of Torrevieja having to foot the bill, the group are campaigning for Dolón himself to pay the fine, as he is the head of municipal budgets. The Los Verdes say that being charged under Article 410 of the penal code is a very serious matter, and they say that they and the residents are “tired of paying for the blunders of the government team”, and as such, require the responsibility for this penalty to come directly from Dolón´s own pocket. The ruling relates to the expropriation of land for the construction of the Centro de Salud de La Loma, with compensation having been postponed several times since in 2009, until the final judgement was issued. The Los Verdes accept that although the 2013 budget has funds allocated to address part of this claim, it will be another three years before the payment is completes. In their defence, the councillor for Town Planning, Francisco Moreno, said that what the Los Verdes allege is “untrue” and that the ruling has gone to the city of Torrevieja as an institution, not the Mayor, although the document presented by the Los Verdes states, “to impose the Mayor of Torrevieja a penalty payment of 200 euro per week until full payment is made”, albeit in Spanish. In an almost knee jerk reaction to any political question, blame has also been put on the “previous administration”, with claims that the fault lies with Joaquín García, the socialist Mayor from 1987 until 1991, when Pedro Ángel Hernández Mateo took over for the PP, with arguments that it is a product of “the disastrous planning and management conducted by the PSOE in the 80s”. Moreno has clarified that the subsequent order dated the 20th of June, 2013, clarifies that the City Council as an institution will face this penalty and therefore, presumably, it is right and just that the taxpaying citizens of the city should be the ones who lose out.

REBUILT TORREVIEJA SCHOOL SET TO OPEN ON MONDAY Monday will mark the official opening of the rebuilt Acequión school in Torrevieja, after students have spent years in portacabins whilst a decision was made on the near derelict building. Some 6,333 pupils will be taught in the fourteen schools in Torrevieja, an increase of just over 100 from last year, although the continually increasing growth of the last eight years is said to becoming more “settled”. Unusually, there has been activity at the site right through the summer season, with nothing but minor aesthetic improvements outstanding. The school itself is larger than the original centre, complete with extensive play areas and dining rooms. Whereas the PP government team will no doubt be flying the flags of praise for their new school, parents and pupils in neighbouring Orihuela may return to term even more disillusioned by the lack of progress in their municipality, especially as the regional Partido Popular have effectively refused to offer any kind of explanation of the delay or timescale in getting the long awaited schools of Orihuela finished.

LOCAL NEWS ROUNDUP Bathers in Guardamar have demanded that the Town Hall reinstate the life guard service on the beaches, which was terminated at the end of August, after a 70 year old drowned in the vicinity of “Les Ortigues” on Tuesday. The man´s body was found floating in the sea at 11:00, but his recovered corpse lay on the beach for two hours until the removal was authorised by the courts. Guardamar has recently lost the Blue Flag accreditation on one of their beaches due to problems with the life guard service.
Traffic Police across Valencia brought a total of 288 drivers to justice for suspected of crimes against road safety in August, mostly for driving under the influence of alcohol. A total of 210 people sttod before a Judge accused of driving under the influence of alcohol, 76 for driving without a permit or license and the remaining 2 for excessive speeding, one being a motorcycle rider caught doing 213 kilometres per hour in a 90 zone, the other a car driver clocked doing 252 kilometres per hour in a section with a 120 limit. In the Alicante province, the totals were 93 for alcohol related offences and 39 for having no license.
A fire alarm was activated at the Cofrentes nuclear power station, north of Alicante, but the alert was a false alarm according to a report sent from power company Iberdrola to the Nuclear Security Council. In a statement, the company responsible for the site said that as a result of building work in the plant, the fire alarm was “activated inadvertently”. There was also no loss of service to consumers as a result. Despite national employment increasing slightly in August, with a total of 31 people finding work, the first August since the year 2000 that unemployment has dropped, the same situation didn´t occur in the Vega Baja area. Unemployment rose by an extra 301 people during august, with Torrevieja being the hardest hit, with 78 people losing their jobs, with 9,371 registered unemployed people at the end of August. In Orihuela, the figure was 8,032, with the entire area now showing 38,179 people out of work. Fifteen volunteers from the local assemblies of Orihuela and Guardamar del Segura once again participate in the campaign “Back to School solidarity”, collecting materials and goods to help those families who may be struggling to face the next school term benefit from donated items. The Carrefour supermarket chain is behind the campaign, with a pledge of 121,000 euro towards those in need.
The first deputy mayor of Pilar de la Horadada, Iván Romero, who is also the councillor for the environment and tasked with looking after the natural flora and fauna of the area, has been the centre of controversy this week, after he posted a photograph of himself on hi Facebook page, in which he was posing in front of hundreds of pigeons that had been shot during a hunt he participated in. Many residents are questioning if the hunt was licensed and approved, but the town hall have said that it was, as closed hunting on occasion is permitted in the area where it is normally prohibited.
Supermarket chain Mercadona has announced an extension of their opening hours, in order to “better serve and meet the needs of our customers”. As from Monday, where legislation permits, the shops will open from 09:00 until 21:30, adding an extra 30 minutes shopping time to each day, 15 minutes at each end. Mercadona, which currently has 1,445 stores in Spain, aims to serve customers with an “Always Low Prices” policy, avoiding offers and promotions in a bid to constantly offer low prices to consumers, which is, in times like these, “more important than ever for family economies”, according to the company.

ANOTHER MA D SCRA MBLE TO BUILD MORE HOUSES Orihuela Costa has developed in a piecemeal fashion with no real vision and no evidence of town planning. This is hardly surprising as the planning authority and local politicians all based 30 kilometres away have no real interest in the area other than as a money making machine that contributes disproportionately to the coffers of Orihuela City. Yet again this is all too evident as the stagnant local economy looks to house building to get the economy growing yet again. Large scale construction sites are springing up like mushrooms again in spite of the Valencian Community still having over a million unsold, complete and partially built dwellings resulting from the crash of the last building boom. Any one living on Orihuela Costa is all too aware of the lack of services for every sector of the community, from children spending their entire educational years in portacabins to bereaved people having no municipal cemetery in the area to bury their dead. The list of deficits affecting coastal residents is endless; no adequate secondary school, no youth facilities, no library, no day centre for the elderly, no services for people with disabilities, no social housing, no musical society, no casa de cultura, no emergency services centre, etc. Added to this is the list of inadequate provision, very low number of police officers, only part time Guardia Civil presence, limited ambulance coverage, minimal bus routes are just a few examples. Not forgetting the terrible road system, the lack of adequate footpaths, the criminal shortage of adequate footbridges over the motorway and the N332, the total oversight of cycle
routes, the dreadfully maintained roads, neglected and over grown parks and green spaces. This list is endless and I’m sure that anyone resident on the coast could add ad infinitum to the list. However in spite of all these fundamental deficiencies there still is a mad scramble to construct housing on every parcel of spare land without due consideration to even the most basic needs of people who might end up living in the newly completed houses. How many of the potential purchasers of these newly built properties really examine what the area has to offer? Are potential homeowners and likely future residents blinkered by the wonderful weather, the glimmering out door swimming pool, the glorious beaches and the facilities in towns like Torrevieja? How many purchasers really research the education provision available or look into the services they may need in the future when they are considering making Orihuela Costa there permanent residence? In reality it is often only when you are actually living in an area that the structural inadequacies become apparent. Many Orihuela Costa residents state outright that it is evident that the councillors living and serving on the council in Orihuela really don’t want people to be resident on the coast. Many believe that Orihuela Councillors would much prefer people to purchase expensive Costa property and just use it for a few weeks each year thus boosting the economy at the time of the house purchase and adding to the tourist industry coffers with much needed non Spanish cash. All residents of a municipality should have equal rights and access
ORIHUELA NEWS ROUNDUP The councillor for the coast of Orihuela, Martina Schreurer has revealed some statistics about the coastal zone, revealing that the area occupies 38 square kilometres of land, carries 9 kilometres of the N332 main road, and has 1.2 million square metres of officially classified “green” areas, 3 million square metres of streets and footpaths and at least 2,500 municipal palm trees. The data has been released as the first teaser of information relating to the actual status of the Orihuela Costa, with the councillor hoping in the near future to be able to dispel many myths over lack of investment and expense in the coastal zone. The next Coastal Cleanup operation is scheduled for the 22nd of September, and it has already received a warm welcome. Similar to campaigns coordinated in previous years by the Los Verdes, the municipal council are looking for volunteers to help clean up the beaches after the summer, with the reward of a free giant paella to those who help out. Registration is crucial though, to ensure that there´s enough to go round, which can be done by popping in to the town hall in Playa Flamenca, or emailing residentes@orihuela.es. The town hall are looking to provide various activities on the day too, some educational and others fun, with an awareness of the environment and how we can all play our part. Progress on the “Reading Point” for the Orihuela Costa is continuing, with the 3 volunteers already having catalogued 1,000 of over 10,000 books that they have. A carpenter visited the site in order to arrange shelving this week, with the unit still looking on target to open in a matter of weeks, although more volunteers would help make the unit even more successful than it is already going to be. The councillor for festivities in the Orihuela municipality, Carolina Gracia, has this week signed agreements with two associations, who will receive grants towards the costs of running the community focused groups. The Vecinos Virgen de Monserrate will receive a 3,000 euro handout, whereas the second, the Sagrada Familia del Camino Viejo de Callosa, will be given a 6,000 euro grant.
Orihuela archaeologist Emilio Diz had cause to summon assistance from the National Police this week, after being given a donation of items intended for the Museo San Juan de Dios. However, the artefacts, which were donated by a local resident, were various weapons, bombs and incendiary devices left over from the Spanish civil war. The items were all carefully removed by the police, for inspection at their specialist laboratories, where the intention will be to ensure they are safe before returning them to Orihuela for displaying for everybody to observe these items from history, albeit in a safe manner. Star gazers gathered at the Sierra Escalona on Thursday night, to partake in an event that was literally out of this world. Organised by the astronomical society, help and information was given by the more knowledgeable attendees, which enabled those with just a passing interest to become more aware of their interplanetary space. EMERGENCY RESCUE IN ORIHUELA Emergency teams were called to rescue a 33 year old man who had fractured a tibia after he fell whilst walking near the Cruz de la Muela, on the Orihuela mountainous range of Montepinar. The incident occurred at around 10pm on Monday night between the mines and the religious icon of the crucifix named the Cruz de la Muela, when the man slipped, resulting in him breaking his tibia. The 112 coordination centre received the call and alerted the local police, who in turn summoned the Orihuela fire rescue service, who rushed to the scene accompanied by an ambulance and members from the Protección Civil. In view of the location of the operation, the Mayor of Orihuela, Monserrate Guillén, who is also the councillor responsible for the emergency services, made the call to summon the nearest regional emergency helicopter. Unfortunately, due to the rescue being at night, the helicopter is not operational due to cuts The extraction had to be completed manually, with seven fire fighters, seven members of the Protección Civil, two paramedics, two officers from the local police and three relatives of the man, who also suffered minor injuries, all working together to manually transport the victim down to the road, where he was put into an ambulance and taken to the Vega Baja hospital at around 3:30 in the morning, some five and a half hours after the initial call was made.

ORIHUELA JOINS SEATBELT CLAMPDOWN The local police in Orihuela have announced their intention to participate in a national campaign being launched by the DGT traffic department, aimed at ensuring the correct use of seatbelts and child restraints in cars. The awareness campaign is set to run between the 9th and the 15th of September, with a focus on spot checks and increased monitoring during the period. According to the DGT, 41% of people killed in traffic accidents on urban roads lose their lives as a result of not wearing a seatbelt. Wearing one reduces the risk of death by a half. The law states that specific child restraining systems are compulsory for children whose height is less than 1.35 cm, those who are usually in the 12 years of age group, whereas 70% of children in cars are not properly protected, according to the date. The correct use of child restraints helps reduce the injuries from an accident by 75%. Incredibly, nine out of ten children in serious or fatal crashes were not using child restraints correctly.

AGE OF CONSENT SET TO BE RAISED TO 16 Following months of discussion and consideration, the Spanish government has announced the raising of the minimum age of sexual consent from 13 to 16, as confirmed by the Ministry of Health, where a spokesperson explained that “the measure is intended to prevent abuse and in no case to criminalize relationships”. The measure, which is included in the draft Penal Code, is expected to be approved at the next Council of Ministers, and brings Spain in line with the majority of European countries.
The text states that an adult involved in an underage relationship will be sentenced to between two and six years in prison, if the relationship in considered consensual, to be dealt with by other laws if not. Sources at the Department of Health say that “the text includes the measure aimed at preventing child abuse and in no case to criminalize peer relationships, and this is also reflected perfectly in the text”. The Health Minister Ana Mato, proposed the increase in the age of consent in May, although it was originally presented in April at the same time the intention to increase the age of marriage from 14 to 16 was tabled. Mato explained that the measure has been introduced following the recommendations of the Child Rights Committee of the UN in 2007, in order to fight against paedophilia and the Council of Europe, which considers that below 15 years a child cannot consent to sexual intercourse with an adult.

TORREVIEJA PHONE TENDER FAILS FOR SECOND TIME Torrevieja town hall has failed in its second attempt to award the contract for mobile telephony services, since the original “framework agreement” it had with Vodafone expired in February. The tender process came about after recent scandals to do with mobile phone misuse revealed that the local government had been paying for mobile telephones without a correctly tendered contract sice the year 2000. In fact, the 600 staff who work for the town hall manage to clock up a bill of around 300,000 euro per year of public money, according to information provided by opposition groups. Following the February termination, the town hall had attempted to contract a new supplier in March, but this process failed, as has this latest attempt, which is believed to have failed after the only bidder, Vodafone, who submit countless bids
throughout Spain each year, seemingly “forgot” to submit a required document of a bank guarantee, certified by a Notary. The Procurement Department has now launched a third procedure to adjudicate the provision and has appointed an official to instruct on submissions. This time, the tender seeks to try to bring more data facilities under the same contract, with fixed line services currently provided by Telefónica, data currently provided by TVT, a local cable television operator, as well as the mobile phones which are currently, albeit incorrectly, provided by Vodafone. A court is still investigating the alleged improper use of municipal media, including the allegations of using public funded phones to call prostitutes, competition lines and for trips abroad, amongst other things.

CAR THEFT GANG CAUGHT
The aircraft was flying from Madrid last Monday morning
Turbulence caused injuries to 12 passengers on board a TAM airlines Airbus A330-200 aircraft flying from Madrid to Sao Paulo on Monday morning. The jet, with 200 passengers on board, was forced to make an emergency landing in the North Eastern city of Fortaleza on Monday morning, after panic spread through the aircraft carrying international passengers from Brazil, Spain, Poland and Columbia. The flight, which took off from Madrid at 22:00 on Sunday night, hit turbulence 250 nautical miles northeast of Fortaleza, near Ecuador. Passengers reported that many of them were asleep at the time, when the aircraft suddenly jolted, causing loose items to hit the cabin ceiling, which included those passengers not strapped into their seats. The crew made an emergency call and decided to divert to Fortaleza, where the aircraft landed safely, about 45 minutes later. The airline confirmed that 12 passengers and crew were injured, all but two being discharged from hospital a short time after their arrival, the two more seriously injured passengers remaining in hospital for observations. The airline has regretted the incident in a statement, and apologised to the 200 passengers who were affected.
RESCUE EXERCISES IN NORTHERN SPAIN
The Catalan Police have arrested three residents of El Prat de Llobregat in Barcelona, as alleged perpetrators of a number of robberies from service stations of the AP-7 motorway. The information was released on Tuesday, stating that the incident took place at around 4 o´clock on Friday morning, when a group of five men, driving in two vehicles, allegedly committed a number f thefts of objects from inside parked cars and trucks, including the purse belonging to a woman of Moroccan origin, who was travelling with her family, containing around 600 euro in cash. The family noticed the theft when they returned to their vehicle at the service area, trying to locate the purse in the hope of retrieving their documentation at least. However, they were more surprised by what they actually found, a group of around 30 people, mostly truckers, who had seemingly caught and detained the robbers, and were holding them against their will. At around 5 o´clock, a police patrol attended and found the scene to be calm, with a group of truckers and the Moroccan family having two of the suspected robbers in their care, the pair who had also seemingly received injuries for some reason. Upon searching the two detained individuals, the officers found that they were in possession of a purse which matched the description of the one stolen. Of the five people involved in the crimes, two managed to flee in one vehicle, two others were “detained” by the group, and a fifth was caught by the police after he returned to the scene and was identified by the truckers. The three thieves, all of Spanish nationality and between the ages of 30 and 33, were arrested on suspicion of a crime of theft. They were brought before the courts who have released them on bail. The two injured members of the group were treated for their injuries at hospital, both suffering concussion, one with injuries to his hand, the other with a dislocated shoulder. It is not thought that the police are looking for any other suspects, other than the two who escaped originally.
ORIHUELA PADRÓN UPDATE The aim of the exercise was to evaluate the ability of maritime emergency response The maritime rescue service has been running a joint exercise with participation from the Guardia Civil, Coast Guard, Galician government, Cruz Roja and port authorities, combining a mock rescue and marine pollution campaign in the harbour of Sada in A Coruña, on the north westerly point of the Iberian Peninsula. The aim is to “evaluate the ability of maritime emergency responses”, but this is the first time an exercise to combat marine pollution has been conducted in this harbour. A “barrier” floatation device was deployed by the Cruz Roja, which was then towed by the Salvamar Mirfak ship from the Salvamento Marítimo service, accompanied by the M10 patrol boat of the Guardia Civil. Finally, the ship Sebastián de Ocampo recovered the hypothetically collected waste. A second exercise saw an oil spill from the fuel filling station in the port, with a similar controlling action being put into place, collections being made with a portable fuel tank.
Following on from our article about the importance of ensuring that you are properly registered on the municipal padrón, the Orihuela town hall has now been given a list of discrepancies that they need to follow up. Councillor for International Residents, Martina Schreurer, explained that, “we and other municipalities are currently being audited by the National Statistics Institute. There is nothing unusual about that, but we have to make sure that our records are up to date”. It is recommended that the padrón is renewed at least every 5 years, but this is often done without realising, such as for purchasing a new home, a car or other operations that require the production of a valid certificate. According to Schreurer, the latest data provided by the statistics Institute shows that there are some 13,000 people of a questionable status in the municipality of Orihuela, the majority being on the coast. The town hall will now be starting to write to the people on the list, but if those names have perhaps left the country, possibly passed away, or simply choose to ignore the letter, it will be of serious consequence to the municipality, and also to those individuals who may believe their status is correct. Of the 13,000 people highlighted on the list, any who do not get reconciled by the end of this year will be removed, which could make it extremely difficult for them to obtain various elements from Spanish administrative procedures that require the production of the certificate. For the municipality, if those people get reduced, it will mean an official decline in the population, which has been growing steadily for some years, the consequence of that being a reduction in the amount of money available to spend on municipal services. The figure represents almost 15% of the entire population, which would potentially result in a 15% reduction in overall budgets. However, if you have been active with the town hall in the last five years, you are likely to be safe, in the last year, it is almost guaranteed, so there is no need to panic just yet. The town hall has told us that they will provided ongoing reports into the success of each stage of their campaign between now and the end of the year, looking first at the response they get to the letters they are due to send. But if you do feel that you may well have avoided renewing your status for considerable amount of time, contact the town hall straight away, they will soon be able to correct your record if needed, but we will keep you updated of the situation over the next few months.

TMGS GOLF REPORT Yet another new venue for the members of TMGS and it has to be said that El Valle is probably the best of the IRM courses that we have visited, and although their greens have been hollow tined in the last couple of weeks, the secret was to aim at the hole and disregard the borrows etc. For some reason, it appeared that the members of the Silver Division found the course easier than those of the Gold Division and the top three on the day came from the Silver crowd with Sandra Twentyman claiming 3rd spot with 33 points, one behind Chris Hamblett on 34 points leaving the way for Ray Ewins to claim top spot in the Silver Division and top spot on the day with 36 points. The Gold Division obviously found the track a little harder and it only needed 31 points for Chris Oatley and Richard Wale to claim 2nd and 3rd spot and only 1 point more, 32, was enough for Steve Higgins to claim the top spot in that division. Not only was it a first for TMGS to visit El Valle, it was also a first for on golfer to claim 3 of the 4 NTP’s and this claim to fame went to Sandra Twentyman who left John Hillier to claim the other NTP. SMGS VISIT ALICANTE GOLF
It always puts the icing on the cake when the society plays at a venue where all the players are met with a warm and genuine greeting. Very few locations match the welcome which always awaits San Miguel Golf Society when we play at Alicante Golf. The longish trek soon pales into insignificance and a distant memory when the complimentary breakfasts are handed out to the ravenous recipients. As well as the refreshments, the course is also well received by all who make the journey to this well balanced track – six par threes, six par fours and six par fives and all in fine condition whenever we visit. Long standing SMGS member and one of our steadiest players, big Stevie Fleet, persuaded his young teenage daughter to join all the “oldies” and take part in her first proper game! Amy had the dubious pleasure of partnering up with three loveable grand-dads while being chaperoned by H/C sec, Barry (He’s well on the mend but still not playing). Poor little Amy – each of her companions was about five times her age, which at least meant she could concentrate on her game and a few tips from Barry. Having only been playing for a couple of years and
mainly just in the cooler months, it must have been quite an ordeal to be put out with some of the society’s finest!!! .....who, I am told, were exemplary at minding their P’s and Q’s. Somebody was quick to point out that although her wiser and older companions had considerably more years and experience than young Amy, there were still three things that Amy had a lot more of……shots, hair and teeth !!! As you can see from the results, our young “top scorer of the day” was not too put out or overwhelmed, in fact the only activity during the day where more practice was clearly needed was downing a few pints! Seriously though, leaving aside the fact that she had previously met most of the society regulars, she still deserves a big pat on the back for the day’s performance……and making Dad a very proud one! (PS. She obviously gets her good looks from Mum!) The six NTP winners were Capt Steve Davis (Hole 3), Norman McBride (Hole 6), Ken Flaherty (Hole 8), Ron Stenhouse (Hole 12), Shay Cunningham (Hole 15) and John Osborne (Hole 17). As previously mentioned, our best visitor of the day as well as top scorer was young Amy Fleet with an excellent 38 points and her first “cut” ….maybe destined for a future Solheim Cup team. Silver category was won by Marg Birtwistle (36 C/B) with 2nd going to Brian Mulligan (36 C/B) and 3rd to Capt Steve Davis (35). In the gold category top spot was taken by Paul Griffin (36), 2nd was Geoff Giddy (35) and 3rd was Ben Price (34). We are back after a break fro very hot summer days, we returned to day to originally play at El Plantio but we recived a E mail from them stating that the greens wher not up to stanard, so we we Trnasfered to Alicante where the course was in excellant condition and of course the free Tostada and coffee was very welcome.. it appears from the scores that some members had been practising during the break but I think it was use of the slope system being used for first time. However this system was not very popular with the members. The results are as follows. This week we traveled to the Seve designed course at Peraleja for our weekly stableford competition. Once again the course had improved since our last visit with the fairways progressing even more and the greens were soft, receptive and fast but true. This proved to be a problem for some of our players after several weeks putting on slow greens. The weather was a little cooler than of late with a gentle breeze that was not strong enough to interfere with the golf. LA PERALEJA COURSE UPDATE A few months ago I provided you with an update of the course condition at La Peraleja which has had some much publicised problems with approx five fairways due to salt ingress at the root base and I was delighted to report that the tees, greens and bunkers were in the best condition of any course in the area and that slowly but surely the fairways were improving. I returned this last week for a review only to discover that the golfing gods had not been kind to La Peraleja and given them a kick in the gonads just when they didn’t need it. Apparently there was a water pump failure over a weekend a few weeks ago and the greens weren’t watered for 2 days and wasn’t discovered as the greens staff don’t work at weekends and the greens became stressed under the extremely high temperatures and developed brown spot which makes the greens look poor to the eye. Fortunately and unlike Bonalba who had a similar problem last year the recovery period should be relatively short and the have introduced an unplanned hollow tine of the greens from 13th-18th September 2013.Regarding the fairways there is still much work ahead in the coming months but I must state that I was disgusted at the golfers who had driven buggies through areas clearly under repair and who appeared delighted at doing wheel spins in such areas undoing much of the green keepers hard work and shame on you (you know who you are) because it is these very golfers that tend to complain about the condition of courses. I will provide you with a further report of progress in the late autumn but meanwhile as the work is in progress the course still offer excellent value for money at approx €36, including buggy in high season. CARP-R-US CLUB NEWS. This weeks match had to be transferred from the River Segura in the Murcia town centre, because of the poor state of the bank, so it was fished at the Eden Canal in Guardamar. This is the first round of the Clubs Autumn Series. Results not available. The next match will be fished on September 12th on the River in Benijofar. Meet on the bank for the draw at 8.00- fishing from 9.00 to 3pm. The next Quiz night is on Tuesday 10th September commencing at 7.30. HUGE SUCCESS FOR VOLLEYBALL COMPETITION Even the weekend rain didn´t dampen the spirits, as twenty four teams from the 17 autonomous regions of Spain came to the Orihuela Costa, the Spanish National Beach Volleyball championship was a clear success from day one. The competition was held on the La Glea beach, which offered an ideal platform to host the five courses, where teams of both men and women battled it out to be crowned number 1. From dusk until dawn, the competition was endless, as the eager audience watch on from the purpose built seating areas. In fact, on the first day alone, typically the quietest as many would-be spectators might be working, some 300 people still managed to make it and see the action from the 20 games unfold in front of them. As the event was televised across Spain, it did serve as a showcase to the quality surroundings of Orihuela and the coast, with many of the teams and their entourage visiting for the first time, the Councillor for Tourism had made a concerted effort to try to promote the value of the region to these visitors, with many hopefully returning in the future as this tournament came to a close, leaving a footprint in the sand of another first for the coast, and the benefits of the money spent by these new, just out of season visitors.
NEW EUROPEAN TIMES PLACE SWIMMERS IN TOP POSITIONS IN VALENCIA AND SPAIN. This week Beryl Altabas and Vicki Connolly travelled to Holland to represent Club Natacion Torrevieja and Spain in the 14th Arena European Masters Championships 2013. The event took place in the Pieter van den Hoogenband Swimming Stadium, Eindhoven, Holland. Over 5000 swimmers from 1194 clubs across Europe competed in a week long programme of events in the 50m pool, on the diving boards, with synchronized swimming and finally a 3km open water event. Both Vicki and Beth entered the 800m, 400m and 200m Freestyle events in their age categories 45-49yrs and 65-69yrs. Starting on Sunday, Beth swam first in the 800m women’s Freestyle and won 6th place, receiving a diploma with a time of 14:31:07. Vicki followed in 13th place with a new personal best of 12:04:93, knocking 43 seconds of her previous time and smashing her previous Valencian Community record. Next day both were in the pool again for the 400m women’s Freestyle event, Beth winning 8th place, a second diploma and a new personal best time of 7:06: 84. Vicki followed in 14th position in the 45-49yrs category with a new personal best of 5:45:43 knocking a further 21 seconds of her previous Valencian Community record. By Tuesday both were back in the pool for their final events of the championships. With fierce competition, the duo swam in the women’s 200m Freestyle event. Again Beth raced first with a time of 3:29:21 and was placed 13th in the 65-69yrs category. Vicki followed with another strong race gaining 24th place out of 52 swimmers in the 45-49yrs category. At the same time she knocked a further 13 seconds off her PB with a new personal best of 2:46:77 and took a new Valencian Community record. ABBEY ANGLING FISHING By Terry Screen This week’s 2nd round match of the Winter League was fished at Nancy’s on the 3rd September, it had been booked to be fished at Murcia but had to be transferred due to high water levels. The water levels at Nancy’s were also up with very little flow above the boom, but below the boom things were much different with two ounces of lead needed to hold bottom. Due to the work going on with the greens at Las Ramblas we only had one day's golf this week on Wednesday at Vistabella near Entre Naranjos. We played a Singles Stableford in which scoring for our members was hard to say the least. The only round of note came from a guest Steve who came in with a magnificent 39 pts. You can feel the European Bowls Championships 2013 in the air at Emerald Isle Bowls Club. The final preparations are well under way and they are down now to the nitty gritty small problems and then they will be all set to go. The entire committee has worked incredibly hard to get this result. The Emerald Isle Bowls Club is looking absolutely fantastic and they should be incredibly proud of what they have done to make the club ready to play co-host to the European Championships. You name an area of the club and the committee have worked together to clean it, paint it and refurbish it. I have spoken to committee members throughout their preparations and I can now see al their hard work paying off – the club is perfect to co-host the European Bowls Championships 2013. The Emerald Isle Bowls Club are now asking for all sponsors of the European Championships to call the club on 638 179 472 to arrange displaying their banners at the Bowls Club. On the last day of August EI made their annual pilgrimage for their return game with Indalo, leaving EI at 10.30am for the two hour journey on a lovely, sunny morning and arriving at 12.30 pm. After cool drink and a snack we started the match and after 18 ends, we had to play second fiddle to a good Indalo team who won on six of the eight rinks. I have been asked not to name the players on our two winning rinks as they are such shy, retiring people, they don't like publicity (ha, ha!) After the game we all sat down to a lovely meal and drinks, a game of 'Bingo' and a Raffle. We departed for home leaving behind a great team of people - we always enjoy going there. Oh, by the way, the final score was 161 shots to Indalo against 114 to the Emerald Isle. Our 'Only Girls Allowed' yearly match with San Miguel was a little disappointing. San Miguel played very well and beat us 8/4. Well done to Renata, Sandra and Lilly who won 22/11 and Denise, Loraine and Maureen who won 16/1. Many thanks to all the girls for supporting this yearly match. We will do it next year, girls, with maybe a little more Water and a little less Ponche!

Sponsored by Autos Direct San Miguel A much busier week this week for Vistabella the club 321 competition took place on 31st August 1st & 2nd September 2013. 24 teams played in 4 groups on a round robin format, with a winner from each group playing in a semifinal then a Final game played to decide the overall winner, the whole weekend was played in a wonderful atmosphere Everyone one was very friendly with teams from Bonalba in the north and as far as Mazarron and Country bowls from the south. The Semifinalists were Steve Hibberd, Sandra Heath, & Dave Greenland who took on Eric & Lynne Bishop, & Steve Pearson, Eric’s team were the winners and Pat & Brian Harman, & Martin Foulcer who played Richard & Julie cooper & Nina Mackenzie Pat’s team were the winners. The final was nip and tuck all the way finishing in a draw on points so the trips played one extra end sudden death, the winners were Pat’s team. Thank you to all those who took part in the competition and hope to see most of you back for our open trips at the end of March 2014. Our internal competitions are now all drawing to a close and this weekend will see the finals of the Club Australian Pairs between Les Bedford and Andy Leggat and Gail Watson and Alan Sinclair the Ladies Singles between Maggie Furness and Gail Watson the Club 321 between Martin Foulcer, Andy Leggat and Jenny Bowman and Jeff Neve, Arthur Brown and Ian Kenyon and the Men’s Singles between Richard Lee and Arthur Brown. Last week we forgot to mention our final qualifiers for the SABA finals so well done Martin Foulcer and Brian Harman who made it through in the Men’s Pairs.
September is already upon us, the nights are drawing in and our friends are starting to drift back from the UK. Best of all, as the weather cools down we can get back into our favourite pastime of playing bowls. Our club has been very quiet for the last few weeks, however things have been happening outside the club. Last weekend we had several members playing in the 321 at Vistabella, these events are very popular, thank you Peter Wright for overseeing this successful open. We also had some winners, Steve Pearson, Lynne & Eric Bishop won all their games to win a place in the grand final, their opposition was Martin Foulcer, Brian & Pat Harman. At the end of the three disciplines it was a 4-4 draw, one extra end of triples had to decide the winners. Command of the jack changed several times due to some brilliant shots but as the tension built Eric played a weighted shot unfortunately taking the jack to the opposition, Steve, Lynne & Eric had to settle for second prize...again! Two days later it was back to Vistabella for the Northern England v Southern England comp. the victors of that being the South, congratulations to them and well done Sue Cooper & Colin Lingdren for organising...bad luck Sue, you were born in the wrong place! Thank you once again to Vistabella for the use of your green. The SABA Finals are almost upon us, this event is being hosted by our club. We do have two of our members taking part who have played exceptionally well throughout the competition, Steve Pearson & Peter Whitehall, we shall be rooting for you both, good luck. SAN MIGUEL BOWLS CLUB By Janet Thomas On Tuesday 3rd September the annual Challenge match played between the "Girls Aloud Team" of Emerald Isle and San Miguel's Ladies for the "Marks Ladies Only" trophy which is now in it's 5th year took place. This year the match was at the Emerald Isle with the format being 6 triples. After a slow start by some of the teams San Miguel managed to pull away on three of the rinks. Unfortunately Carol skipping one of the rinks felt unwell and it was suggested that we change playing positions, however this didn't work and following further consultations with the players Sabrina opted to concede the rink giving the first 2 points the Isle. The remaining rinks skipped by Jo, Mary, Annie and Sabrina gave San Miguel enough points to retain the Trophy for the 4th consecutive year. A massive "THANK YOU" to all the supporters from both teams, and to Emerald Isle for hosting this years event. We are already looking forward to next years match at San Miguel. Our Two Wood Triples mini-league, which commenced on 31st July, culminated on Wednesday in a great final. Two groups, of five teams each, played to win their respective group and then battle it out against each other. Bill Moseley, Noel Davis and Tony Sansom took on Jan Allen, Cliff Plaisted and Cyril Medley. Both teams played some excellent bowls, with Cyril’s team winning by a margin of five shots. All finalists received a voucher for The Bowls Shop, many thanks to Pat Davis for her co-operation and generosity. Congratulations must go to Noel Davis, who did an excellent job in running the competition and to Alan Campbell for his hard work behind the scenes. The next day, it's semi finals for both the men's pairs (Vic Mahomet & Ken Parker), and the ladies pairs (Sandra Heath & Lynn Greenland), who also commence play at 2 for 2.30. Jim Oliver updated me with the latest goings on of the Sat bottle club: "The winner from 31 Aug, was yet again another lady, Diane Lawton. Charles Langlois, Tony Hodges & Val Duchart were runners up, with only 1 point separating them. We look forward to seeing our new members next week, as well as welcoming members both new and old to the club. Timings as usual are 0930 for 1000, with a bowl off at 10 o clock sharp. TORRY VICTORIOUS IN EPIC FRIENDLY FC TORREVIEJA ...............3 ELCHE CF .................................0 Elche were true to their word when they brought a full first team (plus squad players) to Vicente Garcia Stadium last Saturday, for this prestigious friendly between home based div 3 side Torry, and their illustrious La Liga neighbours. Constant rain failed to dampen the spirits of all concerned, and it is a credit to the players that such a high level of football was in evidence on very slippery conditions. With Elche having a league free weekend due to world cup priorities, Torry accommodated this match by switching the scheduled home league game against Torre Levante to Mon 9 Sep, ko 6pm. The Torry squad were presented to their supporters under floodlights, before the much anticipated fixture got underway. Torry got off to a dream start when Obele supplied a peach of an assist to Alberto, who coolly shot home at the near post. Defender Lomban twice came close to equalising, as Elche stepped up a gear with a third of the half gone. Both chances were from corners, the first resulted in his header flying inches wide of the far post, then not long after, another bullet header skimmed the cross bar. Elche threatened again, this time Javi Flores was forced wide by Torry keeper Carrion, thus averting a dangerous situation. On 21 mins, Gasch forced Elche keeper Tono into palming away his fierce drive, only for Alberto to follow up and convert the rebound. Midway through the half, Aaron collected a pass from Javi Flores, before striking a beauty which rattled the Torry cross bar then bouncing to safety. He struck a venomous free kick, some 20 yards out on the right, which eluded everyone before squeezing inside the far post. Three nil to Torry at this (or any
other) stage, was beyond even the most optimist Torry die hard, but believe me, it was thoroughly deserved. Enter Carlos, Torry change of keeper for the new half. He single handedly prevented magnificent efforts from Boakye, Fidel & Aaron (twice), proving that Torry now have 2 competent custodians of equal ability. Guillem forced Tono into a smart save, but it was Elche who were having the lions share, and thought they'd scored late on, only for an offside flag to dampen their celebrations. Referee Moreno Navarro controlled the game well, but having booked Alberto, Mati & Carrasco, it was a mystery how he failed to brandish a single card in the direction of a visiting player (did I mention that he's Elche based?). MONTESINOS ON FORM IN FULL MONTE CUP CD MONTESINOS..................2 SAN FULGENCIO.................1 Monte played their sixth pre season match and for the first time won the match. The match was arranged as a presentation of the CD Montesinos team. Their opponents, San Fulgencio, are one division above CDM but on the evidence of this match there is little to separate the two sides. The win also gave Monte their first piece of silverware of the season as they took the inaugural “The Full Monte� Cup on an evening when umbrellas and rain coats were needed. Certainly the crowd of over 100 brave souls enjoyed the game. The first half was mostly one way traffic as the home side contained their higher division opponents and it was no surprise when Monte opened the scoring from the penalty spot, after 25 minutes. Diego stepped up and calmly slotted home. Despite further chances in the first 45 minutes, there were no further goals. Lots of changes in the second half, as is usual for these types of games. With the changes also came the best part of the game for the visitors who were unfortunate not to equalise. But with 10 minutes left on the clock, San Fulgencio scored a deserved equaliser and the game looked to be going to penalties. But Monte manager threw on Vazquinho, who had not played any of the pre season matches due to injury. With almost the final kick of the game, Wallace did some sterling work through the middle, shrugged off the centre half and slotted the ball past the keeper. But his shot looked to be going short of the goal until Vazquinho, looking a touch offside it must be said, touched the ball home to give Monte a win and to claim The Full Monte Cup, which will now be played on an annual basis.
