WELCOME MESSAGE FROM THE VALENCIAN DELEGATE
This is first year since 2011 that we will have a full Championship, and I am sure that we will all enjoy it, and hope that the mixed disciplines, which have received good entries will prove to be a beneficial change from our original single sex Championships.
Our membership has steadily increased over the years, and with the introduction of the Valencian Regional membership this year, it has increased a little more, but at the expense of Full membership, which was not really the idea, which was to encourage new membership. At the moment the Sports Council are considering making a uniform Federation fee across all Sports (although there will still be different grades of membership within each Sport) which is felt will increase fees, but is still under discussion, and will probably not be introduced to mid 2015, or even 2016. We have also had a meeting between Representatives of all our Clubs and the new President of the FEB, Sr. Oscar Gomez Morante, and our own President, Sr. Jose Luis Uralde, where they explained how they thought the Sports Council’s proposals would affect us, and how they expected the Federation to progress, and, for our part, many opinions were expressed on what we would like from the Federation. It is hoped to have another meeting later in the year,
once the proposals are a little clearer. I would like to thank all the Clubs that offered their Greens for our use, and I am sorry that we were unable to take up San Luis offer, and then, after the draw, because of the entries, and format, we didn’t require La Siesta. I would also like to thank the Competition Committee for their invaluable work, and the Organising Committees, Umpires and Markers at each venue for dedicating their valuable time to help all of us enjoy the tournament. I would also like to thank the Sponsors who have made generous donations, and hope that you will consider their products. Included in this are some of the owners of the greens we are using, who have either waived their green fees, or reduced them. Finally, I would like to thank all the entrants for supporting this event, and hope you all have an enjoyable, and friendly, Competition, and GOOD LUCK!

I moved to Spain in 2000, never having bowled in the U.K. and whilst living in Pinar de Campoverde, many friends who played bowls, said “why don’t you give it a try.” Eventually I joined Horadada Bowls Club at the start of the 2009/10 season, and for the last two seasons I have taken a more active role in the running of the Club, both as Club Treasurer and the Federation Rep. My wife has recently joined the Horadada club also, so that we can both enjoy the game of bowls together.
It is now almost 12 years since I discovered the wonderful world of bowls and I have enjoyed every second of the game. I began bowling at the Emerald Isle where I spent nine happy years - seven year as club secretary - before joining San Luis where I am also club secretary. Since taking up the sport I have enjoyed playing in all the leagues, winter, CBBA and SABA and The Spanish Nationals and Valencian Championships. My greatest success being in the Spanish Nationals of 2011 when I was part of the winning ladies triples team and the runners up team in the ladies rinks. Since 2011 I have been federation secretary and enjoyed working with a successful team promoting the increase of federating bowlers. This year is the most ambitious Valencian Championship with seven disciplines being contested with the mixed events being extremely popular. I wish all my fellow bowlers good luck in the championships.
Keith & I started bowling in 1992 at Kingsthorpe Bowling Club, Northampton playing both indoors and outdoors and were successful in many competitions. The Club had 3 separate committees - Indoors, Outdoors & Management. I was Secretary for the Indoor & Management and Keith Indoor League Secretary. We moved to Spain in 2002 the location having to be near a bowls club and we have enjoyed being competitive both in competitions and leagues at the clubs at which we have been members as well as serving on their committees. At present I am Secretary of the CBBA, a position I have held for nearly 6 years and thoroughly enjoy as it involves me in all aspects of bowls working with all the clubs. And I have been 'acting' Competition Secretary for the Federation for over 2 years and am Club Captain at San Luis Bowls Club. A busy but very enjoyable life . Good luck and enjoyment to all the entrants in this year's Valencian Championships.

Message from the FEB President President of the FEB, Don OSCAR GOMEZ MORANTE
A
s President of the Spanish Bowling Federation this is the first opportunity I have had to address the world of Lawn Bowls, by having the honour of being invited to contribute to this publication. We all know that it is difficult to overcome economic situations, but it is not impossible, and, the FEB, as you know, is going through a difficult period as a result of serious mistakes made in the past, that I would rather not mention, but when the General Assembly elected me as the new President, it was with the intention of finding new ways to solve the problems caused by the previous administration. We have once again regained the trust and respect of the Sports Council, and, although our problems will not be solved in a few days, we strongly believe that we are on the right track. We have a new administration team, and your speciality has a representative in my friend Bob Donnelly, with whom I keep in regular touch, and with whom I am in agreement to try and solve your particular problems. I, too, am a player, of Bolos Palma (Palm Bowling), and have played it since my childhood, following in my father´s footsteps, so Bowling is in my blood, and, because of that, I decided to present myself as a candidate for the Presidency, as I could no longer remain impassive to the way our Sport was drifting away, and like everyone else, Lawn Bowls was affected. Yours is one of the few specialities that are played internationally, which is great, and as such, the FEB recognizes the importance that it has. You are a very well organized group, and have always worked with the FEB, your behavior, discipline, respect of the institutions, your pride in representing our country, Spain, is worthy of admiration. For this reason

when you suffer, I suffer, and when I heard about the way the previous administration did not pay the debts that they owed you, I was against it, but all I ask is that you have confidence in me, and give me the opportunity to show you that the SPANISH BOWLING FEDERATION is with you all. One of my first duties after being elected as President by the General Assembly was to apologise to everybody on behalf of the FEB, for, as they say, it is better late than never. I know it is hard to forget, and mistrust is difficult to eradicate, but, like I have done with other specialities, I ask for a vote of confidence, and that we try to forget all the mistakes that have been committed, and that we work together to become a multidiscipline Federation united by friendship, solidarity, and, above all, chivalry. I am sure that with respect and understanding everything will return to normal. The FEB through me as President and the Board Of Directors can achieve it with effort, hard work and enthusiasm, all of which we have in abundance. You have a large international presence which is rich and varied, and it would be a shame, because of past mistakes, for Spain which has such good players, and which has achieved such a high position, to lose it. I want you to know that you can count on me. My motto is always to be truthful, keep to a straight path, and face problems head on. When I can do it, I will, but when I can´t, I will tell no lies, be open and not make false promises, and I want to make it absolutely clear that my administration will be chaired by transparency, truth and

honesty. But for this, I ask for a joint effort, and the FEB will help you when it can, and for you to assist the FEB. and in this new way working together and not abandoning us. You are a great sport, recognized internationally, and you have my word as President, I will fight for you to keep the status that you have gained over time. I also know that there are rumour circulating among you that our Government does not subsidise your Competitions, but things are not so clear cut. The Spanish Government cannot give public money to National teams that are not comprised of Spanish nationals. This is the only reason. At no time have they questioned the importance and relevance of your Sport. On the contrary, our Government knows who you are, and the consistency in performance of your speciality. But that does not mean that the FEB cannot help with the funding of your competitions. Of course we can, within the limitations of our annual budget. The Federation has public money, and also money from members contributions, to use, not only for yourselves, but with the many other specialities. We will continue to subsidise, but with more equality and logic. Therefore since you have given me this opportunity to write to you, I ask for a little patience, and, of course, trust and support to continue within the Federal structure. The FEB is on the right track, and, with your support, we will succeed. Finally, I wish you all personally, great success in this Championship within the Autonomous Community of Valencia. VALENCIAN Championships 2014
Rules and Conditions of Play The Championship will be played in accordance with Laws of The Sport of Bowls Crystal Mark Second Edition. The Championships will be administered by the Championship Committee, hereafter known as the “Controlling Body”. An Emergency Committee shall consist of any 2 members of the Controlling Body and the Duty Umpire. Any decision of either committee in each and every circumstance will be binding. The Umpires are appointed by the CBUMA with the approval of the Controlling Body to ensure that all aspects of play are in line with the Laws of the Sport of Bowls..
QUALIFICATION and REQUIREMENTS for ENTRY 1. Entry is open to all members of a Federated Club and who have a current Federation De Bolos License and are members of a Federated club. 2. In team events the players shall be members of the same club at time of entry and during the Championship. 3. The Controlling Body retains the right to refuse the entry to the competition or to disqualify any player from the competition for breaches of the Laws of the Game or the Championship Rules and Conditions. Entrants must be available for the duration of the Championships. Failure to do so will mean that they will NOT be able to enter the Championship in the relevant discipline the following year. Extenuating circumstances should be referred to the Valencian Committee.
DRESS CODE:
With the exception of items specified under colour clothing all players will be required to wear white or regulation cream clothing. Men: Long TAILORED TROUSERS or Bermuda length shorts. Shirts must have sleeves and a collar. Ladies: Regulation Bowls skirts or dresses, tailored trousers, Tailored Bermuda length shorts, culottes or tailored cut-offs. Plain white or cream tops with collars but if sleeveless must be of modest design with collar. Not Permissible for anyone – Jogging bottoms, tracksuit bottoms- Shorts or cropped trousers with draw strings, toggles or large outside patch pockets, except as sold by recognized suppliers of bowls clothing. Only FEB badges, club badges, ties cravats, or official logos of the current championship sponsors, club sponsors or manufacturers of the item of clothing may be worn on clothing. In the Semi Finals and Finals competitors will be required to wear the following. MEN: long tailored trousers or shorts as per regulations stated above LADIES: long tailored trousers, bowling skirts, bowling dresses, shorts or cut offs as detailed previously. It is required that the whole team wear the same type of clothing in the semi finals and finals e.g. all should wear shorts or trousers etc. MEN: long tailored trousers or shorts as per regulations stated above LADIES: long tailored trousers, bowling skirts or bowling dresses. COLOURED CLOTHING: Club approved jackets maybe worn. Club coloured bottoms and shirts may be worn providing in team disciplines the whole team wears them. FOOTWEAR: Smooth flat soled footwear without heals, designed for bowling may be worn. Sandals and other open shoes must have a back strap. Footwear may be white, brown, grey or black. No other footwear is permissible. The dress code will be STRICTLY ENFORCED BY THE CONTROLLING BODY. The dress code will be strictly enforced and players may be prevented from playing if incorrectly dressed.
FORMAT: Singles will be played to 21 shots; pairs, trips and rinks will be played over eighteen ends. There should be NO further play at any point if it becomes impossible for one player or a team to draw or win the match.
VISITS TO THE HEAD: In singles play visiting the head will only be permitted after the delivery of the second bowl by both players. In Pairs as Appendix A4 (See laws of the game.) In Triples as Appendix A4 with the exception that the number two may remain at the head while the opposition number two bowls their first bowl but cannot revisit the head until they have bowled their second bowl.

In Fours as Appendix A4. with the exception that the number three may remain at the head while the opposition number three bowls their first bowl but cannot revisit the head until they have bowled their second bowl.
TIME WASTING: It is essential that all players understand that with the large programme of games their co-operation is required. Therefore if the officials consider any player is time wasting they may take any action they consider necessary to remedy the situation. UMPIRES AND MARKERS:
Umpires will be provided by the Costa Blanca Umpires and Markers Association. Competent, volunteer Markers will be appointed by the host club for the first games of each day but thereafter losing singles players must make themselves available to mark a subsequent game if required.
SUBSTITUTES AND REPLACEMENTS:

draw has been made the following should apply.

They can play in any position. 2. SUBSEQUENT ROUNDS SINGLES - NONE PAIRS - 1 REPLACEMENT TRIPLES - 1 REPLACEMENT FOURS - 2 REPLACEMENTS If a replacement(s) is required they should not have been in the original draw or played in a previous round for that discipline and be from the club of entry. They can play in any position except skip.
LATENESS: Any player arriving more than fifteen minutes after the scheduled or rescheduled start time will be disqualified.
PRACTICE: Unauthorized play or practice is NOT permitted at any venue that is scheduled to be used during the Championships except with the permission of the Controlling Body
PLAYING SCHEDULE: It is the responsibility of the competitors to apprise themselves of the changes in the playing schedule which is subject to continuous development at the sole discretion of the Controlling Body MOBILE PHONES: must be switched off during play. STICKERS: Club stickers will be used in accordance with Law 8.1.8. Red and Blue stickers will be provided for the semi-finals and finals
POINTS NOT PROVIDED FOR: Any point not provided for in the above rules and conditions of play will be decided by the Controlling Body (or Emergency Committee there of) whose decision shall be final. Alterations to the rules and conditions of play maybe made by the Controlling Body as necessary.
