No work study funds remain for summer

By Jarrod Briley StaffiVriter Summer work study funds have been depleted due to an increase in both minimum wage and the number of students utilizing the program, said Shield Fugett, director of student financial aid.

The work study program allows participating students to work a maximum of 20 hours per week at jobs selected by their college or university. The money the students earn can be applied toward the payment of their tuition.

To qualify for the program, students must apply for federal student aid and indicate their interest in the work study program. The federal government

uses criteria such as yearly income to determine which students are eligible for the program.

Each year, the Department of Education allocates work study funds to all colleges and universities based on a variety of criteria. UCO received $400,000 for the 1998 - 1999 semesters.

"UCO is allocated only so much money per year, and we've allocated all of that out to the fall and spring applicants," Fugett said.

UCO regularly requests an increase in funding for its work study program, but with little result.

"Every year we ask for more money. Sometimes we get a slight increase, but never the amount we

Campus honors Earth in day-long celebration

CO is sponsoring a campus- wide Earth Day celebration from 8:30 a.m. to 3:00 p.m., April 22 at Broncho Lake.

Several area businesses and campus organizations will set up booths around the lake. Each one will provide students with information about environmental conservation, and some will sell items, such as Earth Day T-shirts.

The celebration is UCO's way of increasing students' environmental awareness, said Dr. David Bass, UCO biology professor.

"The purpose of Earth Day is to make people more aware, and to remind them and educate them further about environmental concerns," Bass said.

Earth Day is the creation of Wisconsin Senator, Gaylord Wilson.

Several years before the , creation of Earth Day, Wilson was troubled that environmental issues were not at the forefront of political and social agendas.

After unsuccessfully promoting environmental issues during a 1963 U.S. tour with President Kennedy, Wilson began devising a way to rally the nation towards support of the environment.

Regents grant transfer students 497 more courses

UCO had 675 transferring students compared to 518 first time freshman students. "(The Regents additions) should certainly help any student who is looking at transferring," Legere said.

"Usually the most important issue for a student transferring is how will their current courses that they have taken be considered by the school they want to got to."

Legere said the transfer situation is a great concern among students and has a "direct bearing" on the college they choose to attend.

"The more that each of the institutions have the ability to compare and articulate how course X will be viewed at institution Y will make their life as a transfer student much easier," Legere said.

The new courses added for transfer will also effect Prospective Student Services.

Patrick Farrimond, prospective students representative, said the additional transferable courses might help UCO attract more students.

"We get a lot of transfers from OU and OSU so it might end up helping us," Farrimond said.

"A lot of students go to OU to be a teacher and find out that it is not the best place to become a teacher, so they come here and so it might make the transfer easier."

The State Regents has also taken other measures to ensure a problem-free transfer among Oklahoma colleges and universities.

The Regents is also taking measures to guarantee two-year associate degrees transfer without any problems.

They also want to make sure the transfer is easier by allowing general education credit for courses already taken to be transferred.

Laura Callahan, director of communications at the State Regents, said the intent is to promote students to continue their education.

She said associate degrees were not always transferable among Oklahoma colleges, but this new measure should ease the discomfort of transferring.

The State Regents have created a web-site with a list of the transferable courses at www.okhighered.org/infotransfer .html.

Greeks host Olympics, cookout

CO's annual Greek Week festivities began Monday and will continue through Friday.

The week is sponsored by the university's Interfraternity Council, Panhellenic Club and Greek Week Committee.

The events are designed to introduce students to UCO's Greek life, and to bring sorority and fraternity chapters together through promoting healthy competition.

Greeks also take the time during this week to reach into the community as well, through hosting service and philanthropy projects.

This years UCO recipients of the Heartland Scholarship Fund are Deniece Bell and Jennifer Curry Scruggs.

This semester, the State Regents has distributed $4,000 to the students for tuition, books, and housing allowance if needed.

Margaret Howell, coordinator for the Heartland funds, said the scholarship program helps students get through college.

"The Heartland Scholarship is one of the branches that was set up through the Oklahoma City Community Foundation where they administer the money for the students through a variety of sources," Howell said.

"Some of the money comes through the Oklahoma Community Foundation, some of the money comes from the State Regents, and some of the money comes from the Federal Employees Education Assistance."

Howell said the money is then channeled through UCO to confirm that it is put in the correct places.

"Any student that comes in for some Heartland scholarship money, the initial contact is me," Howell said.

"I immediately pick up the phone and call the Oklahoma City Community Foundation and they will pull it up on their computer by year of graduation and determine their eligibility."

Students seeking help should fill out a federal financing packet and then UCO will pass it on to Oklahoma City Community Foundation.

The Oklahoma City Community Foundation makes sure the students are making the grade, filling out the proper paperwork and then correctly determines eligibility.

Laura Callahan, director of communications at the State.

Regents, said the money comes from private donors and the special bombing license plate proceeds.

"There are 174 people who are identified as being eligible for the program," Callahan said.

"We expect the program to continue through the year 2018 and about $507,000 has been raised for the program."

Record number of student loan defaulters prosecuted by Justice Department

CollegePressWriter WASHINGTON - Remember the student loan you got for college years ago and never paid back? Maybe you were poor or unemployed or negligent. And maybe you thought the U.S. government had forgotten about you.

No way.

In every part of the nation, the Justice Department is pushing record numbers of deadbeat grads into federal courts in a last-ditch effort to collect on at least some of the billions of dollars in defaulted student loans, some of which originated in the 1970s.

It doesn't matter how old the loans are. There is no legal deadline for filing such suits.

Not any more. Several years ago Congress eliminated the legal time limit, which had been six years.

"The cases can be 25 years

old or more when we get them," said a Justice Department official, who insisted on anonymity. "These are debts that often can be paid. Many of these people believe that nobody cares and that they'll get away with it.

We're here to prove that's just not true."

Over the last two years, the Justice Department has shunted more than 54,500 cases, involving overdue student loans totaling almost $230 million, to

U.S attorneys and private lawyers who are authorized to sue.

More than 14,000 federal student loan suits actually were filed in 1998 alone, a leap of almost 55 percent from the previous year, according to the Administrative Office of the U.S. Courts.

While the suits sought money from alleged defaulters in virtually every federal court district, over 45 percent of the targeted borrowers lived in Michigan, Florida, California and the New YorkAs college costs City area.

"We now have 17 contracts with collection agencies, more than ever before," said Thomas Pestka, deputy director of the U.S. Department of Education's debt collection section.

"And we've put incentives in these contracts that give the agencies who do a good job an opportunity to get more accounts. When they can't collect, they don't put the cases on the shelf any more."

About 80 percent of all delinquent student loans have been placed with the collection agencies, which have the legal

authority to tap the wages of employed debtors through garnishment proceedings. The agencies get about 23 cents for each $1 they collect and $100$120 for each case they prepare for litigation.

The result is a dramatic upsurge in federal lawsuits.

"They're sending us an enormous amount of cases. The floodgates are opening," said Herbert A. Rosenthal of Washington, D.C., one of dozens of private lawyers around the country who won Justice Department contracts to file suits in a last-resort effort to collect some of the long-overdue debts.

In one recent week alone, a spate of student loan suits filed

by Rosenthal and another Washington lawyer, Thomas Mauro, accounted for an astonishing 43 percent of all new civil cases in U.S. District Court here.

Their contracts with the Justice Department provide for sizable fixed fees or hefty cuts of whatever money the government collects. The interest and attorney's fees can be so high that borrowers in default often find themselves owing nearly twice the balance on their original debt.

Take the case of a 37-year-old Washington, D.C., man who had a $8,241 balance on his school loans dating back to 1987. A federal judge ruled in February that he now owes a total of $15,506. The judgment includes $3,418 in interest and $3,812 for Mauro's attorney's fee of 31.5 percent.

"Sometimes people can't pay, but the majority can," the Justice official said. "Some of them are doctors and lawyers. We don't see a lot of teachers but we do

The vast majority of the suits end in unchallenged judgments, allowing U.S. attorneys or private lawyers to use an array of potent debt-collecting weapons.

They can attach wages, tap bank accounts, seize vehicles, and place liens against real estate.

"We normally do not seize people's residences," the Justice official said, "unless it's a vacation home."

But borrowers with delinquent student loans are difficult to contact because they tend to be young and move frequently. And when they are found, they often have no assets to seize. In a sampling of delinquent borrowers in Washington, only a small minority could be found, and they refused to return calls, hung up or declined comment.

As college costs mount and loan eligibility requirements ease, students are borrowing

more money than ever and are deeper in debt when they graduate. nearly 6 million In 1998, students borrowed $38 billion, almost four times the amount borrowed a decade earlier. The average borrower at a public university graduated with nearly a $12,000 debt in 1996 - up more than 20 percent from the average of $10,000 in 1993.

But the rate of default has been going down, attributable to the booming economy, the elimination of high-risk schools, the increased ability of graduates to find jobs, and a more aggressive government pursuit of deadbeats.

Under one reform measure, the government now routinely tries to make sure it doesn't blindly send money - a tax refund or a payment to a contractor, for example - to a delinquent borrower. The money owed is first deducted from the government check.

Students present research at Capitol Hill

wo UCO students were part of a select group of 80 college students who presented their research in Washington, D.C. on Wednesday.

Michael Dunbar, a physics major from Enid, and Chad Watts, a psychology graduate student from Del City, were selected from a list of more than 220 applicants for the Research Posters on Capitol Hill program sponsored by the - Council on Undergraduate Research.

"This is a very prestigious honor for the university," said Dr. S.N. Rao, director of research at UCO. "It shows the quality of research coming out of UCO." Dunbar's project, entitled "Memory of Circular Polarized Light," tested the "memory" of circular polarized light undergoing multiple light scattering in an optically thick

colloidal suspension. His research could assist the development of experimental medical procedures, as well as developing methods of finding objects in harsh environments, such as on other planets.

Watts' research tested whether regular exercise is beneficial to people who suffer from high blood pressure during periods of stress or anger.

Watts and Dunbar went to Capitol Hill to present posters providing visual summaries of their works to representatives of federal agencies, members of the scientific media, and officials from several scientific societies.

Broncho smash Bulldogs to pick up four conference wins over the weekend

The Bronchos traveled to Weatherford Friday where they defeated the Bulldogs 10-0 and 8-1.

In the first game, Billy Coleman threw a three-hit shutout and struck out seven to improve to 5-2 on the year. Centerfielder Brandon Bagwell was two for three with two stolen bases and an RBI. Second baseman Justin Knowles was two for

four with two RBIs and a double, and right fielder Lee Drewett was two for four with an RBI, a stolen base and a double.

Dustin Yowell threw a three hitter in the second game to bump his record to 9-1. Bagwell was three for three at the

plate, collecting a double and an RBI. Designated hitter Bubba Brown was two for two with three RBIs, a stolen base and a home run, and left fielder Brian Arant was two for five with a double.

Saturday UCO hosted Southwestern in a twinbill with the Bronchos taking the first game 15-11 and then routing the Bulldogs 20-0 in the second game.

Shortstop Chad Hemphill was three for three with two RBIs and a stolen base in the first game. Catcher Rod Richardson was three for four with three RBIs and a home run, and Knowles was three for four with a double, an RBI and two stolen bases.

Arant went three for five with

a home run and four RBIs. Daryl Williamson got the win on the mound and now stands at 3-0 this season.

In the final game, Knowles was three for three with a stolen base, a home run and five RBIs. Hemphill also collected five RBIs and a home run as he went two for four. Arant was two for three with an RBI and a stolen base, and third baseman Wes McSwane was two for three with three RBIs and two doubles. McSwane needed

outhpaw Dustin Yowell, a 6'4" senior has been a major force behind the sucess of the UCO Bronchos baseball team this season.

Yowell has stifled opposing teams with his pitching throughout the season, as he has racked up an 8-1 record. Yowell also has won Lone Star Conference Pitcher of the week twice this season. As of last week he was riding a five game winning streak for the Bronchos and has an earned run average of 3.63.

Yowell a product of Sayre High School, has had sucess at every level of his baseball career. He was third team All-American as a sophomore while at Redlands Community College, where he led his team to a Division II national tournament both years. He was also a Acedemic All-American during his stay at Redlands.

NCAA settlement has some crying foul CHICAGO (CPX) - A committee of the National Collegiate Athletic Association has come up with a formula to divide the cost of a $54.5-million legal settlement among its member institutions that has officials at some small schools crying foul.

Critics of the plan say that colleges and universities getting the least amount of money from the NCAA would have to pay more in cash toward the settlement than would those getting the most money. The settlement is the result of a legal battle waged by assistant coaches who fought the NCAA for restricting their salaries in the early 1990s.

Under the plan, the NCAA would pay one-third, or $18.25 million, of the settlement, while Division I schools would be responsible for the remaining two-thirds, or $36.25 million.

The committee recommended a two-part

formula for dividing the $36.25 million among individual members. The first part of that formula would require an equal payment of $58,468 from each of Division I's 310 schools. The second part of the formula would assess each school according to how much money it receives each year from the NCAA. Using the NCAA's formula, institutions would have to pay anywhere from $18,206 to $181,521 to make good on the second part of the settlement. To help defray the cost, the NCAA set aside in an escrow account $10 million from last year's revenues and expects to set aside another $10 million this year.

But even with the escrow account, some small schools like the Atlantic Coast Conference's Campbell University in Buies Creek, N.C. - are still being asked to pay more than much larger universities in the ACC. <

Gretzky's legend will live on after retirement

And, as with his hero's prowess in finding the net and beating rival goaltenders, 10year-old Wayne Gretzky has proven he can score goals, too.

Now in his fifth novice A season with Brantford's Nadrofsky Steelers, the 4-foot, 10-inch, 70-pound defenseman-winger-center has notched 369 goals thus far ...

"Now Gordie Howe is my kind of player. He had so many

tricks around the net no wonder he scored so many goals," Gretzky said. "I'd like to be just like him. And if I couldn't play hockey I'd like to play baseball with the Oakland Athletics and Vida Blue."

Gretzky had eight different seasons when he had at least 164 points and as many as 215 points. Eight seasons of explosion, and none of them after 1989.

The man didn't suddenly get a lot slower as the '80s turned into the '90s, because searing speed was never the key to his game. The man didn't suddenly get less creative as his 20s turned into his 30s.

What happened is that the game evolved, and nobody can argue with any credibility that it evolved into something better.

It happened in basketball, too. Coaching got stronger and more thorough, preparing players better and robbing opponents of the wonderful surprise of spontaneity.

But that wasn't the main thing. Expansion has been the

culprit.

How? Wouldn't a wateringdown of the overall talent level just raise the advantage already enjoyed by the superstars? You would think so, but it never worked out that way. Instead, the NHL, and the NBA, in a different way, witnessed a phenomenon in which the expansion teams and the bad teams could hang around and stay competitive by playing an ugly, grabby, ungainly defensive style.

By the time the NHL caught on, it was too late. They've tried to open up the game again, but getting that particular toothpaste back into that particular tube has proved to be an entirely frustrating exercise.

How many goals per game does the highest-scoring team in the league score? That would be the Toronto Maple Leafs at 3.3 goals per game. A couple of other teams are at or near 3.0 goals per game, but only a couple. And that's it.

Perspective, then: In his best season, 1981-82, Gretzky scored 92 goals by himself. In this season, maybe his last season, the highest scoring team will finish with about 270 goals. The highest scoring player might not get 50.

It's hard to know exactly if the sport grew because of him, or if the sport grew because commissioner Gary Bettman engineered the growth at a time when cable television developed an unslakeable thirst for live sports programming.

Put it this way: Even if he were not the catalyst, Gretzky's face certainly made the growth easier. And with that growth has come a marked decline in the entertainment value of the game Gretzky once personified, a great and fast and beautiful game that has evolved into a game of tictac-toe at its best, and a game of tedious ounterpunching at its worst.

There has been talk published in both Toronto and New York the thing to do is find a way to give Gretzky an out from his contract with the Rangers so he could play a final season with the Maple Leafs, his quasi-hometown team.

It is, to me, the perfect solution. It's obvious the losing in New York and the dim future prospects are wearing on Gretzky. The real import of Colorado's resigning of potential free-agent forward Peter Forsberg is that the Rangers now can't get their mitts on him. The rumors out of New York were that the Rangers figured they could solve a lot of their problems by throwing a big bag of money at Forsberg. Well, no more.

So the Rangers look years away, still, and Gretzky looks as if he's leaving despite the fact he's not only the game's most beloved player, but still an above-average player as well.

Then we could pretend that it was the way it used to be, before Wayne Gretzky turned 38, before the NHL forgot what greatness was.

Arizona faculty may consider warning labels for some courses TUCSON, Ariz. (CPX) Classes at the University of Arizona could eventually come with warning labels.

The idea stems from the "Truth in Curriculum" bill recently introduced to state legislators. The proposal, tabled for this legislative session, is to require faculty at all public institutions to

distribute syllabi and give detailed descriptions of topics that would be covered in each course. It would allow students to withdraw from courses without penalty if they determine that that they weren't given accurate course descriptions. The bill also would prohibit instructors from requiring students to

purchase obscene materials.

State Sen. David Petersen pushed the idea after receiving a call from a constituent who complained that her daughter enrolled in a course, "Women in Literature," without knowing it would include readings by lesbian authors who discussed female sexuality in

explicit terms. The student also was required to buy books that featured several themes focusing on homosexuality. When the young woman dropped the course, she was told she could not recoup her tuition costs.

O Enlist a spokesperson. If you're hesitant to contact someone you don't know, consider having another person act as a go-between for you.

O Don't underestimate the power of listening. Listening is just as important as talking when it comes to establishing good relationships with others.

O Don't sweat the small talk.

Small talk is just what it sounds like: small. There's nothing wrong with a mundane comment to break the ice like, "Large turnout, isn't it?" Asking a question is often a great way to initiate a conversation.

4_ Like birds of a feather, flock together. If you find group interaction difficult; look for other people who seem uncomfortable and approach them. It's easier to start with other introverts — but don't get stuck with them. At some point you have to leave the nest.

O Rehearse, rehearse, rehearse.

If you tend to get tongue-tied when meeting someone new, try practicing what you're going to say.

O Write often. If you can't get yourself to pick up the phone and make a cold call, or even a cool call, then consider writing. A letter of introduction can make the follow-up phone call less nerve-racking.

O Be positive. Before you declare that it's not going to be worth your time, stop and think. Do you have rational proof that your prospects are dim or are you just afraid? Almost all encounters are worthwhile, if for no other reason than the practice.

public colleges or universities in California until they've performed community service, under a proposal being pushed

by Gov. Gray Davis.

Davis announced the proposed graduation requirement at a recent news conference, but offered few specifics - such as when it would begin and what types of public service would fulfill the requirement.

"I think it's very important,"

Davis said. "One of the ethics of the World War II generation was a sense of obligation to the future and an appreciation for what they inherited - and that is getting away from us."

Officials throughout the University of California and California State University systems said they are considering the governor's proposal.

Community service is already required for graduation from Cal State's Monterey Bay campus.

Any detailed proposal made by the governor is likely to be scrutinized by faculty members and school officials throughout the state, who, in recent months, have felt mounting pressure from state legislators to help students move through degree programs more quickly and graduate on time.

While some educators fear students will view the proposed requirement as another burden, others say they hope it will give students a perspective that isn't just about making perfect grades

or getting job skills.

PALO ALTO, Calif. - Every day, the young women file into the student health center at Stanford University and ask for rescriptions for a medication they've never tried - and can't quite remember the name of.

"They call it the Pill for acne," explains Robyn Tepper, chief of medical services at the health center. "And we know what they're talking about."

Just about every physician in the country does.

Since being marketed on television and in fashion magazines as the only birth-control pill "that helps your skin look better, too," Ortho Tri-Cyclen has become a must-have for many acne-conscious young women.

It is, so far, the only birth-control pill that has been approved by the Food and Drug Administration for the treatment of moderate acne.

A hit among teens and twentysomethings nationwide, the drug and the publicity surrounding it have been credited with raising awareness of birth-control pills - and even encouraging more women to speak with their physicians about trying them.

"I think it's good for women's health," says Diane Lamotte, a senior pharmacist at the University of California-Santa Cruz's Cowell Student Health Center, who fills about five prescriptions for the drug a day.

But some health professionals say they have mixed feelings about Ortho TriCyclen's remarkable success, worrying that not all women are making the best birthcontrol decisions because of their obsession with pimple-free skin.

"It's not a bad pill, but it wouldn't necessarily be my first choice for someone starting on birth-control pills," says Tepper.

"For women that smoke or have migraine

headaches or other issues, I might choose a pill that has lower (levels of) estrogen in it."

But it hasn't been easy to convince the throngs of women who are making pilgrimages to reproductive health centers that they should consider other birth-control options.

Many teens don't want to hear that one birth-control pill doesn't necessarily fit all, reasoning that if Ortho Tri-Cyclen was advertised during episodes of TV's "Dawson's Creek," it must be good for them.

The phenomenon has been mindboggling to clinicians, many of whom report that the medical advice they've offered to some patients has been completely ignored.

A decade ago, "patients certainly didn't ask for things by name," says Dr. Robert Latta, director of the student health center at San Jose State University.

"They would ask for the Pill or some kind of contraception, and then they would leave the recommendation up to you."

But now many patients seem less interested in discussing the potential side effects of specific brands of birth-control pills than in buying what Madison Avenue tells them to, some physicians believe.

"You feel like Cosmopolitan can have more credibility than you," says Tepper, whose clinic added Ortho Tri-Cyclen to its offerings this school year because of the growing student demand.

The product has been sold as a birthcontrol pill since 1992, but in recent years sales have skyrocketed.

Deadly poo tournament is college students' newest hobby

This is a death pool, a ghoulish twist on college basketball tournament pools.

Participants typically throw a few dollars into a pot and select the celebrities they think will die in the coming year. The player with the fewest celebrities left standing wins.

These games are not new; they have been springing up at the start of every year for decades in places ranging from Los Angeles to London, and even rural Burrillville, where McLeish's game is based.

One player in McLeish's group has been running a game of his own for 30 years. But, like many things deemed unacceptable for dinner conversation, the games have found a niche on the Internet and have exploded in recent

"And dead," adds his wife, Renay, 35, a loan officer.

Hundreds of Web sites cater to the games. There are advertisements for books on how to succeed in death pools, lists that keep track of whether celebrities are dead or alive and scores of death-pool sites with grim names such as "Grave Expectations," "Chalk Outlines" and - the Lee Atwater Invitational Dead Pool."

The games are popular, but sociologists, psychologists and academicians who study death and grieving find them unsettling.

"It's just bizarre," says Ron Wilder, a board member of the Association of Death Education and Counseling in Hartford, Conn. "I don't understand the pleasure or joy that anyone can get out of predicting anyone's death. It's gruesome and macabre."

He started his version of the game 10 years ago under the name "Sir Stiff." Membership has grown steadily from 4 to more than 30 scattered throughout New England.

While many of the pools advertise pots of up to $3,000, McLeish says his game is strictly for entertainment and involves no wagering.

William J. Ferland, chief of the criminal division of the attorney general's office, says death pools, like office sports pools, are illegal if bets are

made. He has heard of the games but says he doesn't know of anyone who has ever been prosecuted for running one.

Generally, death pool players are most richly rewarded for unlikely picks or "hits," as deaths are known in the game lingo. Princess Diana would have been a good choice for 1997, for example, because her death was so unexpected.

To earn points, the obituary must be reported by a major news outlet. And even though it seems unlikely, the rules also say a player can't have anything to do with the celebrity's death.

Every 32 minutes a person is killed. Once every 30 seconds a person is injured. This means that in the time it takes for you to sit through an average length class today, nearly three people will be killed and almost 75 injured.

We have the power to stop these deaths and injuries. How? By choosing to not drink and drive.

Drunk driving is the nation's most frequently committed violent crime. Three out of five of us will be involved in an alcohol related crash in our lifetime.

This violent crime does not discriminate.The dead and injured are mothers, fathers, children, grandparents, friends and neighborhoods. They come from all walks of life. All races, religions, educational backgrounds and social classes are involved.

The people who are killed and injured because of drunk driving are not "accident" victims. They are killed and injured because a driver made a choice to drink and drive.

The next time you drink, remember the consequences of getting behind the wheel. Remember that you have the power to stop these senseless deaths and injuries. Remember that you have a choice. A choice to be responsible.
