Severns

Man charged in slaying at Shirley A Drasco man has been charged in the Thursday murder of a man in Shirley. Andrew Jack Severns, 46, was charged Friday with capital murder, a Class Y felony punishable upon conviction by death or life without parole, according to court papers. He also was charged with possession of a firearm by certain persons, a Class B felony, and theft by receiving-firearm value less than $2,500. The victim, Jonas Donahue, 28, was Severns' daughter's boyfriend, Sheriff Scott Bradley told the Quorum Court last week. Bradley and deputies were called to a residence in Shirley about 8 p.m. Feb. 16 and found Donahue unresponsive inside a vehicle. He had been shot several times, according to court See Severns on page 5

Concealed carry ordinance spurs much discussion An ordinance on carrying concealed handguns by certain individuals at the Courthouse Annex received a second reading at last week's Van Buren County Quorum Court meeting. JP Dell Holt said he has been asked why roads and solid waste department employees were excluded from being able to carry weapons. Under state law, concealed carry is excluded only in court rooms, jails and sheriff's offices. According to law, whether to allow concealed carry anywhere on county property is up to the individual counties. JP James Kirkendoll said he would rather leave off those employees in the ordinance and allow the department heads to decide. Craig Fisher, solid waste director, said he worries that an innocent person could be killed if they were carrying a concealed weapon and deputies or another person with a weapon did not know who the shooter was in a situation. County Judge Roger Hooper said he would look into what other counties are doing before next month's third reading. In the road report, Hooper said the road department is ahead of schedule from last year because of the mild weather this

winter. Work will be going on in the Crabtree and Alread area for the next two or three months, he said. He said the road committee will meet in early March. Hooper also said XTO, a gas and oil company, has agreed to reimburse the county for repairs to Barrens Loop Road. From the sheriff's office, Sheriff Scott Bradley said the department has been busy and has been asking assistance from the Arkansas State Police on a couple of occasions. He apparently was referring to a murder and a shooting that have occurred this year. Everything, he said, has been done properly. Work is progressing on kitchen renovations, Bradley said. He said the department's new Tahoe vehicles have arrived and are currently being outfitted. Bradley also warned people about telephone scams and reminded them not to give out personal information or send money. "There's all kinds of scams," he said. "If it sounds too good to be true, it's not true." Van Buren County librarian Karla Fultz said she has been getting a lot of help moving to the new library. She said the

The Shirley City Council began talks about the annual Homecoming celebration at its February meeting. Mayor Johnny Sowell said he is having problems finding a carnival that will set up without guarantees on attendance. The council talked about having a DJ to attract younger crowds on Friday night and a bigger band on Saturday. Councilmen will continue exploring options and hold more discussions at its March meeting. The council also voted to accept a bid from Eric's Lawn Care for the city's mowing. The $650 per mowing bid was slightly higher than last year's be-

cause a couple of areas were added to the contract, according to Sowell. The council also voted to keep the contract at two years and not extend it to three years. The town has not yet hired a parttime employee. Sowell said he will speak with the lone applicant, but a low-income program for individuals between 18 and 21 is starting back up. Shirley will consider that option as well, he said. The council also discussed the feasibility of purchasing the old Shirley Bank building. It was decided to have the building appraised and inspected for termite damage before moving forward.

Van Buren County Homecoming talks politics heat up begin in Shirley We all know anything goes in national and even state politics, but it's usually a more tame game in Van Buren County. Last week was an exception as the race for a District Court judgeship boiled over. Clinton attorney Kent Tester dropped out of the race after acknowledging that words he had sent to Susan Weaver two years ago, before they were opponents, were "inexcusable" no matter his intention. Tester was the subject Feb. 15 of Matt Campbell's Blue Hog Report blog. Campbell posted a screen

shot of an exchange apparently between Tester and Weaver in which Tester uses a racial slur in a text about a candidate for a county seat. The next day, Tester withdrew from the race and took responsibility for the situation. Tester apologized and stated that though he was attempting to be sarcastic, he "can never sit in judgment of any case with this mark on my character and will wear it in someway for the rest of my days." In a second political situation, the Van Buren County Election Commission has formally asked the prosecutor's of-

fice to file a civil lawsuit against a Democratic candidate for county clerk. According to minutes from a short meeting Feb. 16, the commission, represented by Jimmie Kirkendoll and George Silva, asked deputy prosecutor Chad Brown for an update into an investigation questioning the legality of the candidacy of Phillip Ellis because of a question of Ellis' residency. Brown said he has taken a back seat to Chief Deputy Prosecutor Hugh Finkelstein of Faulkner County. Kirkendoll stated that he likes both candidates but the

race needs to be run by the law and stated that this looks questionable, according to the minutes. Brown said there’s a question of what the Election Commission’s role is and that an order from a Circuit Judge is needed. The situation, Brown said, is not being swept under the rug. Kirkendoll and Silva are the Republican representatives on the county Election Commission. Bob Patterson, who represents Democrats, was not at the meeting. Ellis is running against Republican Pam Bradford for county clerk.

Danny and Kirsten Sowell and sons Max and Jax of Little Rock visited mother and grandmother Judy Sowell over the weekend. Keith Blair is visiting his parents, Bruce and Alicia Blair, while he is between jobs. He has been working in Nacogdoches, Texas. Jo Nan Harper celebrated her 79th birthday on Sunday, Feb. 14. Her children brought in a potluck dinner to share with her and Johnny. Friday, Kay and Wilburn Weaver went to Petit Jean Mountain and had dinner at the lodge to celebrate their fifth wedding anniversary. They went to a singing at Ozark Health Nursing Center on Sunday. Come and celebrate 88 with Melba Tipton on Saturday, March 5. She is having a big birthday party at the Shirley Community Center from 2-4 p.m. That will be the place to be that day so mark your calendar. Thelma Murray will be there. Doyle Edwards will be celebrating his birthday on March 2. A new season is starting at the Shirley Museum on Wednesday, March 2. I volunteered for the Library book sale on Friday. We sold several books, and I brought a couple bags full home with me. I had promised myself that I wouldn’t buy any before I went up there, but I found some that sounded like really good reading! Thelma Murray and I went to Solgahachia on Saturday. We visited Catherine’s Fabric Shop. She had lots of good prices, so Thelma got some to make bibs for the EH Club project. On the way home, we went by and visited Margie Pounds for a little while. She has been busy getting her garden and she has it looking good. Sue Stamper of Manchester, Tennessee, is spending some time at her home here. I visited with Ruby and Thelma Webb for a few minutes at Walmart. They used to live near me, so it was good to see them. They seem to be doing well. We have had some beautiful days, but the wind sure got to me, it was coming off the north pole, I think. We need some

rain to jump start Spring. There hasn’t been much going on around here that I’ve heard of this week, so have a good weekend and do something I can write about. I want to say Hello to my Aunt Adrian Burger in Kokomo, Indiana. Hope you are still doing well. God Bless and have a great week end.

One Hundred years ago February Reverend Blevin was the pastor of the M. E. Church. Professor D.W. Bradford was teaching at the High School. Miss Ella Sloan was primary teacher. A large crowd attended an interesting Washington’s Birthday program at the school. The literary society had an open session with an enjoyable program. W.E. Evans of Evans & Griggs mercantile firm made a trip to Little Rock to buy stock for the mercantile.

Obituaries

John Corning

John Lloyd Corning, 62, of Bee Branch, Arkansas, passed away Sunday, January 29, 2016. John Corning was born to Adelia Chavis Corning and Jasper Trumble Corning January 20, 1954, in Brownfield, Texas. He moved to Arkansas with his family in 1955. John spent many years working for Corning and Sons Painting Company in Conway, Ark. John leaves behind three sons: John Corning Jr. (Meredith) of Beebe, Heath Corning of Fayetteville, and Brad Corning of Heber Springs, and six grandchildren. John was preceded in death by his parents and two brothers, Ben Corning of Tennessee, and Edward Corning of Missouri. Surviving siblings are Cecil Corning (Susan) of Morrilton, David Corning (JoAnn) of Conway, Terrell Corning (Wanda) of Missouri,Jean Shertz of Missouri, and Carol Corning (Ed Pennebaker) of Clinton. A celebration of his life will take place at 2:00 p.m. on March 5, 2016, at Lloyd Cemetery in Bee Branch, Arkansas.

Elanda Stinson

Elanda Marie Stinson, 68, of Clinton was born in Bakersfield, California, on September 25, 1947, to the late Ray and Bobbie Archer and passed from this life on February 16, 2016, at Ozark Health Medical Center in Clinton. She was a Baptist, a homemaker and served in the administration of the Dove House for many years. Elanda was deeply loved and will be greatly missed by countless family,

friends and acquaintances. She is preceded in death by her parents Ray and Bobby Archer. Left to cherish her memory are two sons, David Lochala of Little Rock, Arkansas, and Michael Richards (Amanda) of Clinton, Arkansas, four grandchildren, Sonny, Chloe, Isabel and Noah Richards; one sister, Lynell Bowen, niece, Candy Bowen,;nephew, Kerry Bowen; best friends, Sarah McQuain and Terri Brooks; and other relatives and many friends. Martha G. Padgett, 66, of Shirley, passed away Saturday, February 13, 2016, at Conway Regional Medical Center. She was born on January 4, 1950, in Poplar Bluff, Missouri. Martha was a member of the Burnt Ridge Community Church. She enjoyed crocheting, knitting and attending church singings. She worked as a Certified Nursing Assistant in health care. She was preceded in death by her husband, William G. Padgett. Branch, Arkansas, passed away Thursday, February 18, 2016. She was born in England, Arkansas, on February 27, 1932, to Bill and Lena (Yarbour) McWhorter. Dorothy married Louis J. Harmon of Little Rock, Arkansas, on April 8, 1950, in Little Rock. They made their home in Little Rock, raised two boys and one girl. Dorothy was a devoted mother, wife, and friend, an avid gardener and devout Christian. Louis and Dorothy retired to Bee Branch, Arkansas, in 1995. Dorothy was preceded in death by sisters, Euna and Ruth and brother Don. She is survived by her husband of 65 years, Louis Harmon; son Robert Harmon and his wife Joy of South Africa, and son Larry Harmon and his wife Stacy of Bee Branch; six grandchildren; five great grandchildren; brothers Gene, A.J., and Cecil McWhorter; sisters Ozella Elrod, Leota Owens and Katherine Sullivan; and many nephews and nieces. Foster Cemetery in Scotland got its beginnings a few years before the Civil War. There was quite a lot of travel on what was known as the Batesville-Clinton-Dover Road. A family by the name of Craig, husband, wife and seven children, were all ill with swamp fever and stopped at a small log house on the road. The entire family died and was buried by the side of the road. J.B. Foster donated the land for the cemetery. No one ever knew where the Craig family came from. Quorum Court from page 1 new facility should be open to the public March 1. A ribbon-cutting will be held on March 29, she said. The justices of the peace unanimously approved an ordinance to add more land to the lease agreement with Ozark Health and to allow it to rent space to other entities. USDA, partners to invest $720 million in projects Agriculture Secretary Tom Vilsack recently announced that the U.S. Department of Agriculture (USDA) and partners across the nation together will direct up to $720 million toward 84 conservation projects that will help communities improve water quality, combat drought, enhance soil health, support wildlife habitat and protect agricultural viability. These projects make up the second round of the Regional Conservation Partnership Program created by the 2014 Farm Bill. Van Buren County is one of seven projects in Arkansas. The county's project is the Greers Ferry Lake Watershed. The upper Little Red River watershed in the Ozark ecoregion of Arkansas supports recreational use, water supply, timber industry, productive

land for grazing and contains 57 species of greatest conservation need. Water quality degradation and inadequate habitat for fish and wildlife are concerns within the Little Red watershed and will be addressed in this project through the reduction of erosion, sedimentation and excess nutrient runoff. Conservation practices will be targeted toward addressing these concerns and focus on land that directly impacts streams, riparian land. The Nature Conservancy will implement innovative methods such as "natural channel design" stream restoration projects and new ways to approach unpaved road improvements to significantly reduce sedimentation in streams while providing cost-effective, long-term solu-

tions to the producers. The lead partner is The Nature Conservancy. The proposed NRCS investment is $816,000. Six partners are involved in the project including four conservation districts - Stone County, Van Buren County, Buffalo District (Searcy County) and Cleburne County. A nearby project is East Fork Cadron Creek. The East Fork Cadron Creek watershed is located primarily in Faulkner County but also touches Conway, Cleburne and White counties. The East Fork Cadron drains into the Arkansas River. Resource concerns within the project area are water quality degradation due to excessive nutrients and pesticides in surface and groundwater and also excessive sediment in surface waters. Knowing that February is a good time to start “spring cleaning” in the garden or yard, the Van Buren County Master Gardeners have already been busy. Spring activities include cutting down last year’s ornamental grasses and spent perennials as well as removing leaves and debris from flower beds, gardens and lawns. We have already had work days in Clinton and Ed Leamon Park in Fairfield Bay. One of this year’s projects is to create compost bins

behind the shed in Ed Leamon Park for the huge volume of leaves and plant debris that the Master Gardener’s generate while tending the gardens. This is a great way not only to keep the park tidy, but also to create nutrient-rich compost that can go back into the beds. Most of the Master Gardeners use compost piles or bins in their own gardens with excellent results. At the park, we used 10 pallets, generously donated by Gary Pack Lumber & Floor Covering of Clinton. We used simple zip-

ties to connect the pallets and ended up with three large bins that will keep all the composting materials contained. Composting relies on a combination of “green” items (which have a high nitrogen content) such as fruits & veggies, coffee grounds, grass clippings, etc. and “brown” items (which have a high carbon content) such as dead leaves, hay, straw, shredded paper, etc. You want to have a balance of both green and brown items for the richest compost.

Other “good stuff” to add to your compost bin include fireplace ashes, shredded newspaper, nutshells (unsalted), pine needles, sawdust, and pet hair. You do not ever want to add pet waste, kitty litter, meat, bones, dairy products, fats, oils, grease or anything treated with pesticides to the compost bin. Give the materials a stir once and a while to aerate, sit back and wait for the magic to happen. The hardest thing about composting is to be patient! The Van Buren County Extension office has teamed up with the Boone, Searcy, and Stone County Cooperative Extension offices to offer a Beef Cattle Reproduction Workshop. There are three dates for this program, each with a different emphasis. On Monday, February 29, the focus will be on the cow element of the herd. The March 28 program will focus on sire selection, bull health, and breeding soundness. Both meetings will be held at Petit Jean Electric Cooperative Building in Marshall at 6 p.m. On April 4, a field day will be conducted at the Marshall School FFA livestock facility. A light meal will be served each night and preregistration is required by 4:30 p.m. Thursday, February 25. There is a fee for this program, so call your local Extension office at 745-7117 to preregister, make payment arrangements, or for more information.

BE IT ENACTED BY THE QUORUM COURT OF THE COUNTY OF VAN BUREN, STATE OF ARKANSAS, AN EMERGENCY ORDINANCE TO BE ENTITLED: AN EMERGENCY ORDINANCE TO ESTABLISH AN EXPENSE FUND FOR THE VBC PRACTICAL NURSING PROGRAMSIMULATION CENTER IN CLINTON, ARKANSAS WHEREAS: Per Legislative Audit, (A.C.A.. § 14-14-905) in order to establish an expense fund (for budget purposes) it must be approved by vote of the Quorum Court; and WHEREAS: There is a need and necessity to establish such a fund for the VBC Practical Nursing ProgramSimulation Center THEREFORE BE IT ORDAINED THAT: Fund #3509, Van Buren County Nursing ProgramSimulation Center Fund is hereby established by this Court and is in effect from this day forward. ENERGENCY CLAUSE: It is hereby found and determined that the effectiveness of this ordinance is essential for the operation of this program and that any delay in its effectiveness would work irreparable harm upon the proper administration of this fund. Eglantine Church of Christ, 2796 Highway 330 South, Eglantine, Arkansas.

Early History of Eglantine Church of Christ The Eglantine church began in the 1880's, or maybe even before then. They met in the school building beside the old Eglantine Cemetery. Later (not sure of exact date) it moved to a wood frame school building at its current location. This building later burned. Early preachers were Charley Cullum, Clyde Bryant, and Lamar Pickett. In 1936, Bro. R.A. Bell was preaching here.

He was a teacher at Harding College in Searcy. There were about 20 who came to church at this time, not all members. A few were members and the others came to have somewhere to go. During the summer when the weather was hot, the men would gather and build a brush arbor, where gospel meetings of 10 to 12 days were held (called meetings or revivals). There would be large

numbers of people attending, several coming from other communities. During every meeting, there would be 12 to 14 baptized in the creek. That, in turn, put many church members in many other states. There was very little work here for young people, and they went to other places to find work. During one cold winter, Leona Bradford Kersey was baptized in the creek.

Fishing Report during low flows and wading will become possible along much of the river. Pink San Juan worms, midges and sowbugs have been working along with egg imitations. The key has been getting your lure down to where the fish are in the swift current.

Greers Ferry Typically, southern lakes are the first to warm and the first to see the bass spawn each year. One lake in extreme northwestern Arkansas bucks this trend. Lake SWEPCO near Gentry was created by the Southwestern Electric Power Company and receives the warmwater discharge of the power plant year round. The warm water keeps the lake's temperature higher than surrounding waters during winter, enabling fish to get a head start on the spawn. The AGFC also was able to stock Florida-strain largemouth bass in the lake years ago, and the fish continue to thrive. An electrofishing survey conducted by AGFC biologists indicated that SWEPCO continues to produce excellent numbers of healthy largemouth bass longer than 15 inches. Genetics surveys indicate SWEPCO as having one of the best Florida-strain bass populations in the state, despite its northern location.

(Updated 02-172016) Bates Field and Stream (501470-1846) said the water is stained and at normal level. The surface water temperature is 51 degrees. Bream are biting well on worms and crickets fished right on the bottom. Crappie are excellent on minnows and jigs fished around Adams lake and Gold Creek. Bass are fair on topwater lures and jerk baits. Catfishing is

fair on worms and minnows hung from limb lines and yo-yos around cypress trees in 6 feet of water.

Little Red River (Greers Ferry Tailwater)

(Updated 02-172016) James Dillard at Tailwater Fishing Company (501207-1770) said fishing has been great recently for rainbow trout during high flows. The water levels should be back down to low flows after this coming weekend. The fishing will continue to be great

As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 459.75 feet msl (normal conservation pool – 462.04 msl). (Updated 02-172016) Tommy Cauley of Fish Finder Guide Service said the water level is 2.22 feet below normal pool and falling. It should continue to fall to 457 msl as the Corps of Engineers needs to drop and keep it that low for 6 to 8 weeks to get the turbine fixed. Getting upriver to chase walleye, white bass or hybrid bass will be a challenge. Walleye fishing should improve with the warm nights in the forecast, but getting your boat in the rivers may be difficult. Bank fishing should be good on live bream, minnows or shad on a Carolina rig. Jerk baits, deep-diving crankbaits and grubs are your best bet for big walleye. Bass are fair on Rat-L-Traps, crankbaits, Carolina rigs, jigs and jerk baits on 45-degree banks and any chunk rock banks or transition banks. No report on catfish. Crap-

pie fishing will pick up with the warmer temperatures as well. Try any wood that is holding baitfish in 1530 feet of water with Road Runners, jigs and minnows. Hybrid and white bass fishing is good around the lake from 25 to 70 feet deep, depending on the end of the lake you’re fishing. Look for balls of shad and use hair jigs, in-line spinners and spoons. Live minnows and shad also work well for white bass.

Harris Brake Lake

(Updated 02-172016) Harris Brake Lakeside Resort (501-889-2745) said the water is murky and high. Crappie are biting well on live minnows fished around stumps in 6 to 7 feet of water. Catfishing is fair in deep water. No report on bass or bream.

Lake Maumelle

(Updated 0217-2016) Whiskers Sporting Goods in Perryville (501-8892011) said crappie are biting on Bobby Garland Baby shad and minnows in 4 to 12 feet of water. White bass are being caught on Cajun Spins and Johnson Silver Minnows.

Sunset Lake

(Updated 02-172016) Lisa's Bait Shop in Benton (501778-6944) said catfish are fair on bass minnows and bait shrimp. A few crappie have been caught on pink crappie min-

nows. Bass have been hitting light-colored spinnerbaits fairly well.

Saline River Access in Benton

(Updated 0217-2016) Lisa's Bait Shop in Benton (501778-6944) said the river is still producing some nice walleye for anglers using brooder minnows. The angling has slowed a bit during the day, but some decent results have been had just before daylight and late in the evenings. A 29-inch long, 9 ½-pound walleye recently was caught at the Lyle Park access on brooder minnows. Smallmouth and spotted bass are also still biting well on brooder minnows and bass minnows. A few people have reported some crappie catches on no. 6 minnows. Catfish have been biting well on goldfish and night crawlers.

Lake Norrell

(Updated 02-172016) Lisa's Bait Shop in Benton (501778-6944) said catfish have been hitting night crawlers and chicken hearts. Bass have been fair on bass minnows and green pumpkin Zoom Brush Hogs. A few crappie have been caught on no. 6 crappie minnows.

Lake Winona

(Updated 02-172016) Lisa's Bait Shop in Benton (501778-6944) said bass are fair on bass min-

nows and spinnerbaits. Crappie are slow to fair on no. 6 crappie minnows and 2-inch Kalin's grubs in Opening Nite color. Catfish are fair on night crawlers and goldfish.

Little Maumelle River

(Updated 0217-2016) River Valley Marina (501-5171250) said the water is clear and at normal level. The surface water temperature is 40 degrees. Bream are fair on worms fished 7 to 8 feet deep. Crappie are biting well on minnows and jigs. Bass are biting well on crankbaits and topwater lures. Catfishing is slow. Some white bass are in the creek and are biting well.

Arkansas River (Little Rock Pool)

(Updated 02-172016) The folks at Fish ’N Stuff (501834-5733) said the water is muddy. Crappie are slow to fair, with a few being caught on glowing jigs and orange jigs. Bass are shallow in the backwaters and are biting fairly well on spinnerbaits and black/red jigs. Catfishing is slow on cut shad and chicken liver by the dam. McSwain Sports Center (501-9452471) said the water is muddy and high. Crappie are fair on minnows. No report on any other species.

Foundation gives $9,000 to Shirley Drama Club The Shirley Drama Club recently received a grant from the Shirley School Foundation for $9,000. The foundation awarded the grant based upon the pressing need of replacing the dysfunctional microphones in the school auditorium. The Shirley Drama Club has used the grant to buy new headset microphones for the thespians of Shirley High in order

to improve performances. The Shirley Drama Club is very grateful for this generous donation and cannot wait to showcase the new mics in their upcoming play, "We’re Off to Save the Wizard" on March 11, 12 and 13. The play continues the story of "The Wizard of Oz." The play will be at 6 p.m. on the 11 and 12 and at 2 p.m. on the 13.
