Fatal ATV Accident Cuts Couple's Journey Short by Warren Johnson

Sarah Elizabeth Shaw, 24, a registered nurse at Arkansas Children's Hospital, and her boyfriend, Timothy Luke Stalnaker, 27, a product manager at First Orion, enjoyed spending time together and were avid sports outdoorsmen. Some of their interest were working out, hiking, biking, golfing, and riding All-Terrain Vehicles. The couple from Conway shared many open-air adventures, enjoying one another's company, with their journeys not being limited to Arkansas. The duo traveled around the country, recently completing a ski adventure in Seattle, Washington. Sarah loved her family, her job, and her boyfriend and was living, as she said, "Her Best Life." Their journey was cut short on March 27, 2021. A family member stated, "Uncle Tim and Sarah left us doing what they loved most, riding four-wheelers in the Ozark National

Forest. They were the sweetest, happiest couple, and we are going to miss them so much." Sarah's father, Wally Shaw, said, "We had a sad visit Saturday at 10:30 pm when authorities informed us that our daughter and her boyfriend had a critical four-wheeler accident near Clinton, Arkansas. Sarah died on impact, and Tim passed away a few hours later. This is a sorrowful time for both families, but we will make it through this trial with the strength that we have in our Savior, Jesus Christ." Mr. Shaw continued, "We also learned from Tim's family a short while ago; that he had been saving for a diamond ring and was soon to propose to Sarah." Sarah and Timothy had a combined funeral service at 11:00 am on Thursday, April 1, 2021, in Russellville, Arkansas, at the Church of Jesus Christ of Latter-Day Saints. Our deepest sympathies go out to the families.

The Van Buren Tanker Task Force is Working to Serve our Community by Ken Brown

Many of the county's seventeen fire departments make up the Van Buren County Tanker Task Force. The task force is working to haul water to fire scenes reducing a significant strain on the delicate domestic water system. The domestic water system can supply water through the fire hydrants, but a large fire might cause many systems to shut down. We are trying to look to other water sources like Greers Ferry Lake, ponds, streams, and even swimming pools. Some fire departments have obtained signed agreements with landowners to tap their ponds in an emergen-

cy. They have even gone so far as to have 911 addresses assigned to those water points. Our domestic water systems took a brutal hit this past winter with frozen and broken pipes resulting in low water tanks. Calls had to go out to all fire departments not to utilize hydrants until teams had water restored in the tanks. Thankful-

ly no fires occurred during this time. Our Fire Engines pump anywhere from 1250 - 1500 gallons of water per minute during a significant fire event. Most Pumper Engines only carry five hundred to one thousand gallons of water which translates to less than a minute of water without backups like a tanker or a drop tank.

The portable pump on the service truck or boat can pump six hundred thirty-eight gallons per minute and can be used to help fill tankers or used as a fire suppression system from the lake. It can also be used to dewater a sinking boat. The four-wheel-drive truck See Tanker on page 2

Family to Have the Memorial Service that Covid Lockdowns prevented One Year Ago Larry E. Henson was Herman and Edith Henson's son, arriving in the world on September 9, 1946, in San Angelo, Texas. Larry was family-oriented and very close to the five siblings in his family from an early age, living one day at a time and not worrying too much about the problems tomorrow might present. After moving to Clinton, he assisted his father, Herman, in his construction company and enjoyed playing football for the Clinton Yellowjackets. In 1964, at 17 years old, he enlisted in the US Navy, where he met his life-long friend, Leo McDonald. The two honorably discharged from the Navy, moved to Amarillo, Texas, and married sisters. They did tile work for about a year and a half, and Larry found his hand at welding, which allowed him to travel the United States working in his profession. His brother Harvey worked with him in various places. Harvey remembered, "He liked to go wherever the wind would take

him. He just about lived out of his station wagon, and I was very adventurous, so we had some good times together." Harvey said, "Larry loved the outdoors, water and fishing. We went down on the Arkansas River to fish for a few hours and ended up staying for two days." He continued, "Every place we went, Larry always friended people very quickly. He treated everyone the same, whether they were living on the street or very wealthy. He was always real, and there wasn't anything fake about Larry. He was just himself." When Larry moved back to Clinton in 1980, he had two daughters in tow as a single father and opened a Bee Branch welding shop. Larry and Jean Rainwater Davis married in 2004, adding a daughter and son to the family. Larry's children remember, "Dad's favorite things to do were fishing and cooking, in that order!" He devoted much of his time to the local VFW 4764, first as Commander for sev-

Larry enjoyed watching his children and grandchildren grow and flourish. When he passed away on April 10, 2020, he had four children, four grandchildren, and one great-granddaughter. Larry's departure from the world came when the Covid lockdowns and quarantines prevented his family from gathering and denied them the memorial service's closure. On the first anniversary of his passing, the family will cel-

ebrate with full military honors Larry's life. The family of Larry E. Harvey smiled and said, "I knew Larry as a good man and a great brother; I miss him terribly." His children reflect on the Hebrew Proverb, "Say not in grief he is no more, but live in thankfulness that he was."

Pleasant Valley Church by Fran Schroeder sary.

On April 2, 1905, J.B. Fortner, W.W. Williams, Bell Manchante, T.W.Harness, and J.A. Harper first organized Pleasant Valley Missionary Baptist Church. The first building was a small log cabin church on land donated by W.W. Williams, located about one-half mile from Pleasant Valley Church's present site. The congregation consisting of eleven members gathered on the third Saturday and Sunday of each month to worship and listen to the sermons of pastor J.B. Fortner. The log cabin church was razed in 1933 and replaced in its present location on land donated by Martha Ann Harness. Through the years, the church congregation grew, and new classrooms and bathrooms became neces-

In 1976, the name changed to Pleasant Valley Southern Baptist Church. A change came again in 1987. Henry Harper re-deeded an acre of land because of an error on the previous deed. The congregation built a new sanctuary, renamed the church Pleasant Valley Baptist Church which is still is today. Brother Gary Kirkendoll preached the first sermon in the new sanctuary. More donations have been made over the years by various church members, such as a new piano by Maxine Walker in memory of her loving husband, Delbert Walker. After a robbery, church members donated new pews, an audio system, and computers to replace what had been vandalized and stolen. Parishioners built an outdoor basketball court for the youth to

enjoy. Our current pastor is Brother Charles Deckleman. In normal times, before Covid-19, we had services on Sunday mornings and evenings and Wednesday evenings. On Sunday mornings, we have adult and children's classes for Sunday School before Church services and children's classes on Wednesday evenings while most adults are in the upper church. We are slowly getting back to that time. At the age of 97, Ruth Hodge is our oldest member and still drives herself to church on Sunday mornings when the weather permits. Several current members are descendants of our original founders and members. We are still located in the country at 5092 Banner Mountain Road in Shirley, Arkansas.

Linda Gail Beloti and Sue Vestal of Conway visited their aunt, Ruth Webb, last Saturday. Ruby and Thelma Webb of Choctaw, two more of their aunts, also came over and had lunch with them. Linda Gail made chicken spaghetti, and Sue made a big salad. Ruth reports that both dishes were delicious, and they had an excellent family visit. Happy belated birthday to Tara Hoyle; she turned 17 on March 30th. She was honored with a party which I'm sure she enjoyed! Congratulations to Shelby and Kyle Guerrieri; they are expect-

ing another baby in November. That will make Ann Mann eleven great-grandchildren! Marva and RG Ward attended the wedding of their greatniece, Jayla Cody, who exchanged vows with Brandon May last Saturday. Congratulations to the newlyweds. I wish them much happiness. Marva Ward, Sindee Morse, Glenda Collins, and I were in a bowling tournament in Russellville last Sunday. Marva got third place, and Sindee got fifth! Congratulations to both of them. Glenda had some excellent games also. I think she was in twelfth place, and I couldn't even hit the headpin. I bowled so lousily that I just wanted to hide! We did have fun, though. That is the main thing. Bad luck stayed with me through Wednesday. Sammie and Donna beat Ann and me in Skip-Bo. They won two of three,

so I guess that makes them the champions until next week! I sure hope they don't make a habit of it; if they do, we might have to change games! Haha. I think we all enjoy it even when we lose. Condolences and prayers go out to all who have lost loved ones. God bless you with comfort from above. Until next time, I wish all a blessed week.

Easter reminds me that Jesus endured so much so that we could have a home in heaven. We only have to believe in him and obey his word. We have been so fortunate to have missed all of the storms that have been forecast for our state. It is always rainy around Easter, and then we will have Blackberry Winter, and shortly after, we can complain about the heat. James and I finally got our second vaccine, and our two weeks are up, so we feel better about getting out in public now. We will still wear our masks because we can not afford to take any chances. James is starting therapy and can put a little weight on his foot, hoping he will be walking soon. He watched the grass growing and got excited. He has figured out how he can get on the mower; with some practice, he will quickly be mowing and think he is back to normal. It has been a challenging year, but we have had a lot of bless-

Lindsey Bellinger of Texas spent spring break visiting her parents, Grady & Bramlett Carlton. They were glad to see their grandchildren Emerson and Olivia. Sunday guests of Jerry and Lottie Carroll were Amy Smith, Towny and Isaiah Long of Clinton, Jimmy Carroll of Greenbrier, Jennie Long of Clinton, and Lottie's great-granddaughter Kyla Barnett. I got word that my aunt Geneva Meyner has Covid-19; she got her shots in January & February. Maybe the vaccination will help her to survive. We have lost too many to the virus. It is time to get our hands in the dirt and see if we can grow something pretty.

Brenda Wood and the Adult Learning Center by Jeff Stansbery Learning

At eight years old, in the third grade, Brenda already knew that she wanted to be a teacher when she grew up. Brenda Wood taught in public schools for twenty-three years, seventeen of those years at Shirley. There she taught Kindergarten and first grade and also was the school counselor for her last two years. Her philosophy has always been that "learning should be fun." Brenda said she noticed students' learning challenges such as dyslexia at those early ages. It is a condition that many adults have as well. To help these students be successful, she developed many unique ways to teach those who don't learn in the same ways as most students. Brenda has been the Van Buren County Literacy Council (Adult

Center) Director for eleven years. Among her job's many functions are writing grants, planning fundraisers, recruiting and training volunteer tutors to instruct, interviewing potential students to determine their needs and goals, coordinating tutor/student scheduling, and serving as a tutor herself. Not to be confused with the UACCM Adult Education Center, which focuses on studying for a GED, the Adult Learning Center is focused on helping adults improve whatever educational skills that might be needed and elevating their self-esteem. By working oneon-one with a tutor in a relaxed, comfortable environment, adults can learn the skills which can open doors of opportunity and help them reach their full potential. Students are taught by volunteer tutors trained

in teaching methods designed for adults on any level. There is no charge for tutoring, and all books are free. Here are just some of how the Adult Learning Center can help: Basic Reading, even for those who don't know how to read at all; Reading to improve comprehension and vocabulary; Effective writing skills for a resume, job application, etc.; Basic or advanced math skills; Basic computer skills including for those who do not know how to use a computer at all; Advanced computer skills such as Word and Excel; Basic job skills; Preparation to enter the GED program. Brenda said that she is rewarded by seeing the changes in her student's lives, "that spark in the eyes that indicates they got it," etc. One success story can be reflected in the life of Fred Espinosa.

Computer area in Adult Learning Center classroom. Fred was a student who came to the Van Buren County Literacy Council back in March of 2012. Brenda recounted that Fred found a card with information about the council's services at the food bank where he was working as a volunteer. When no one was looking, he put the card in his pocket because he was embarrassed that he couldn't read well at sixty years of age. It was about six months before he finally called the literacy council and asked the direc-

tor for help. Fred was awarded "2014 Student of the Year" in Adult Literacy for the State of Arkansas at the Clinton Presidential Library in Little Rock. It is inspiring stories like Fred's, which are quite rewarding, Brenda said. 'Because the Adult Learning Center is not based on a standard, one-size-fits-all approach, we can meet students where they concern their needs or desired learning,' Brenda shared. In other words, they don't attempt to force a subject or topic that is not relative to their needs and what the student wants to learn, and they work with the student's schedule. Several approaches may determine the most effective teaching technique for more accessible learning, one of which is to find out what the student's learning style is: visual, auditory, or hands-on. The handson approach is usually the most successful for those who may struggle with learning. Brenda developed an incentive program for those who may be needy in the community physically as well as needing to improve

their education with a "READ AND FEED PROGRAM." Each food-needy person who studies reading, math, or computer skills with a Learning Center tutor will receive a bag of food after each onehour class. The community is encouraged to donate to this wellworth while cause. One of the challenges, Brenda shared, is trying to make students comfortable coming to the Learning Center in this time of Covid-19. Her goal is to have a patio set up outside the classroom, offering an excellent environment for a casual, fresh air outdoor learning experience. Brenda is also actively pursuing getting more grants to stay financially solvent. She desires to have more tutors to help as many people as possible. She is passionate about educating adults with learning needs in our community. The VBC Literacy Council's Adult Learning Center is located at the county office complex (north annex) off Shake Rag Road at 100 Success Drive, rooms 52 and 53 - in Clinton, Arkansas. 501-7456440.

Marcus Larry McNabb

On Friday, March 26, our Lord Jesus wrapped His loving arms around Marcus "Larry" McNabb, 72, and carried him home. Larry was born on February 24, 1949, in Coalinga, California, to Marcus and Erma McNabb. He then moved with his parents to Morenci, Arizona, where he lived in his early years. At the age of fourteen, he moved with his family to Scotland, Arkansas. In 1968 he felt called to serve his country and enlisted in the Army. He spent a tour of duty in Vietnam, where he earned a silver star, a bronze star, a purple heart, and other commendations. After his time in the Army, he moved to Little Rock and became a Little Rock police officer. He proudly served the city for 31 years and retired in 2003 due to back issues. In his retirement, he enjoyed working on family genealogy and playing video games. He also did lots of ammo reloading and loved going to the gun range to shoot. But mostly, he enjoyed being a couch potato and watching the History channel! Larry loved history and could tell you facts that you didn't even want to know! Larry is survived by his doting wife of 45 years, Sally, of Little Rock, and his sister, Mary Jane of Scotland, Arkansas. He was preceded in death by his Larry Odell Jackson parents, Marcus and ErLarry Odell Jackson, ma: sister, Brenda Joyce 85, of Clinton, Arkansas, (Stripling), and nephew, To-

CHS - Lady Jackets - Some people think that athletics is about wins and losses, but they are missing the point. Athletics is about so much more than that and tonight the Lady Jacket and Lady Bulldog softball teams proved that point. Tonight Quitman High School was honoring Devon Baughman a young man battling cancer. The Lady Jackets wore pink ribbons in support. Two opposing teams coming together to show love and support for a young man courageously battling cancer leaves more of an impact than any win loss record. Our thoughts and prayers go out to Devon Baughman and his family.

Old Parking Meters that Nickel and Dimed the Public Now Evoke Nostalgia By Warren Johnson and allow new custom-

The world's first parking meter popped up on First Street and Robinson Avenue in Oklahoma City, Oklahoma, on July 16, 1935. The parking meter was the creation of a newspaperman called Carl C. Magee. The story goes, Oklahoma City, like many of America's cities, did not have sufficient parking to accommodate the ever-increasing quantity of vehicles packing downtown business districts. Magee, the Editor of the Oklahoma News, was tasked to find a solution. Charging the public a nickel per hour would undoubtedly provide an incentive to keep the cars rotating throughout the day

ers easy access to merchant's store buildings. Magee's invention angered a segment of the population and sparked heated debates. Opponents of the parking meters argued they were "taxation without due process," while proponents asserted, "taxation is the price that civilized communities pay for the opportunity to remain civilized." Thirty-Two years later, on December 7, 1967, the Clinton City Council passed an ordinance authorizing Mayor Charles Bradley to install meters on downtown Clinton's streets. The parking cost was initially five cents per hour and an additional penny for every twelve minutes afterward.

The meters were not received with fanfare by some residents who remembered Ordinance thirteen of 1938 that required citizens and business operators within the city to pay a City of Clinton license plate tax and display a city plate on the front of their vehicles. The ordinance continued, "any persons who refuse to pay said tax when due, or failure to display a license plate as herein provided, shall be deemed guilty of a misdemeanor and upon conviction subject to a fine not to exceed $10.00." According to historical data, the city license plate tax went on for about a decade. The meters were in operation for a similar length of time, with the cost of two hours for a dime be-

fore being relegated to history. While the fees and taxes were a contention source for some residents back in the day, the city license plates and parking meters make pretty nice collectibles and decorations today. I was fortunate enough to run across one of Main Street's original parking meters from downtown Clinton a few years ago. The meter had been painted red and converted into a beautiful Coca-Cola novelty piece. I purchased the meter to leave it in the red finish and place it in my garage as a conversation piece. The plan changed when I learned it had been one of the meters I remembered from my childhood. The gem is a Duncan Meter, Model 60, third generation. The back service door was locked and prevented me from opening the box to access the mechanical components. After spending time in the forums, I found a Nebraska man who instructed me on how to override the locks. He pointed me in the direction of others who had the knowledge and parts needed to restore my Duncan Model 60. Everyone I contacted was accommodating, and within no time, I possessed the parts, instructions, and schematics to restore the meter into like-new condition with fresh powder coat paint. Like the city license plate that preceded it, the Duncan parking meter was once a contention source but now holds nostalgia for many.

Fishing Report

North Arkansas

Norfork Lake

The Army Corps of Engineers reported the lake's elevation at 554.19 feet MSL (normal conservation pool: Sept.-April, 553.75 feet MSL; April-Sept. 555.75 feet MSL).

Norfork Tailwater

Berry Brothers Guide Service in Cotter (87 on the third drift0-435-2169) said Norfork Lake rose 1.1 feet to rest at 0.3 foot above the seasonal power pool of 553.75 feet MSL 26 feet below the top of the flood pool. The Norfork tailwater had wadable water. All of the lakes in the White River system are below or near the power pool. With the severe weather past us, expect lower levels of generation. The Norfork is fishing well. Navigate this stream with caution as things have changed a bit during recent flooding. There has been significant gravel recruitment at the bottom of Mill Pond and the dock hole. The most productive flies have been small midge patterns (sizes 18, 20, 22) like ruby midges, root beer midges, zebra midges (black or red with silver wire

and silver bead), and soft hackles (sizes 14, 16) like the Green Butt. John says, "Egg patterns have also been productive. Double-fly nymph rigs have been very effective. Try a pheasant tail size 14 with a root beer midge dropper. My wife, Lori, did well with an olive Woolly Bugger. The fishing is better in the morning." Dry Run Creek is fishing well. There is less pressure with the colder weather. The Norfork National Fish Hatchery is open, but the restrooms are still closed. The hot flies have been sowbugs (size 14), Y2Ks (size 12), and various colored San Juan worms (worm brown, red, hot fluorescent pink, and cerise size 10), mop flies, and egg patterns.

streams. They both have large drainages and are prone to flooding during and following any rain event. The water can rise very quickly.

Northwest Arkansas

Beaver Lake

The Army Corps of Engineers reports the lake's elevation at 1,119.91 feet MSL (regular conservation pool: 1,120.43 feet MSL). Southtown Sporting Goods (479-443-7148) said a few male walleye are being caught. Crappie is biting well in 1015 feet depth, with anglers using minnows, jigs, and crankbaits. Try around the brush piles or stumps. The black bass is fair on Alabama rigs and jerk baits. Bream and catfish aren't biting. Beaver Lake Buffalo National River/ is clear, and the surface Crooked Creek water temperature is in John Berry of Berry the mid-40s. The water Brothers Guide Service level is average. in Cotter (870-435-2169) said the Buffalo Nation- Beaver Tailwater Guide Austin Kenal River and Crook(479-244-0039) ed Creek are naviga- nedy ble. With the cooler tem- said, "Well, we seem to peratures, the bite has go from one extreme slowed. John's favor- to another. This past ite fly is a Clouser min- winter storm confused now. Carefully check the some particular spewater level before enter- cies of fish, but more on ing Crooked Creek or that later. The trout bite the Buffalo River. There has been good. Most are no dams on these are being caught on

Pautzke Firebaits fished with light terminal tackle. With the water being low from Spider Creek up to the dam, you need to search out the deeper holes if you are fishing from the shore. Spoons and small hard plastics are producing some nice fish as well. As for the Kentucky bass, you need to fish more toward Beaver and Holiday Island. These fish are in about 10-15 feet of water, hanging around structure and chunk rock. You can find other species in that area as well. "This week's hot spot for trout has been just below Spider Creek. Let's hope we get some measurable rain, or the Corps of Engineers releases some water soon. Good luck! Remember, you can follow my fishing Facebook page at Busch Mountain Fishing Guide Service for additional information. Be safe and catch some fish!

Lake Fayetteville

Lake Fayetteville Boat Dock (479-4443476) reported that surface temperature has risen to 39 degrees, and the clarity is clear as of Wednesday. The water level is average. Anglers have returned and have caught a fair amount of crappie using jigs. The black bass is fair; try crankbaits or even a topwater lure— no reports on bream or catfish.

Central Arkansas

Craig D. Campbell Lake Conway Reservoir

Bates Field and Stream (501-470-1846) said early afternoon on Wednesday that the gates were open, lead-

ing to higher-than-normal water. The clarity is murky. Bream reports have been fair; use redworms or crickets. Crappie is good early in the day and later in the evening. Use minnows and jigs. Black bass is adequate, with catching in the shallow areas. Jigs will work best. Catfishing is good; bait trotlines or a line with stinkbait and nightcrawlers.

Little Red River

Greg Seaton of littleredflyfishingtrips.com (501-690-9166) said that the good news is the river is beginning to clear after Wednesday's rain. The bad news, he says, is the lake is back in the flood pool, and since one generator is down for maintenance, the Corps of Engineers is running one unit plus about 300 CFS through the spillway gates, which amounts to 3,000 CFS roundthe-clock. With an additional rain forecast for next week, this schedule will at least be for the next few days. The river is running about 4 feet above the average water level. Fish' N Stuff (501834-5733) in Sherwood says the river is now back up this week, running a little high with slightly colored water. The trout have been "pretty good" on a Trout Magnet, jerk baits, Rapala Shad Rap, and Bouyant Spoons.

Greers Ferry Lake

The Army Corps of Engineers reports the lake's elevation at 462.73 feet MSL (normal conservation pool: 462.04 feet MSL). Tommy Cauley of Fishfinder Guide Service (501-940-1318) said the water level at Greers Ferry Lake is 462.69

feet MSL, which is 0.65 feet above the normal pool 462.04 feet MSL. It was on a steady rise, but now the generation has it going down pretty slowly. Most species are traveling – either they have run to the bank or up creeks or rivers; the rest have moved deeper with shad out to 60 feet. Crappie is chewing well in 8-25 feet on jigs, minnows, and crankbaits. Some walleye are spawning, some are fixing to, and more are traveling. The lake walleye, some have gone to the shoreline, but most are still deep. Try crankbaits, jerk baits, and live baits. Bream have started to show up shallow as well; crawlers or crickets are your best bet. The black bass is chewing well, too; many different baits work all over lake and rivers, creeks – again, super shallow fish and deep fish. Hybrid and white bass are eating, spawning, or traveling. Try inline spinners, grubs, Road Runners – lots of baits are working. No reports on catfish. "The water temp right now is different everywhere you go, mixing with cold water. I saw eight different temps yesterday." Fish' N Stuff (501834-5733) in Sherwood says the lake is at the average level, and midway into the pockets, it is a little bit colored, but the main lake is clear. The surface water temperature this was was ranging 50-56 degrees. The bass bite is "pretty good deep and shallow," they say. Anglers going for the deep bass should use Alabama rigs, jerkbaits, ¾-ounce football jigs. Fishing shallow, try Chatterbait, spinnerbaits, jigs, and crankbaits.
