Quorum Court OKs hiring

In a short, low-key meeting, the Van Buren County Quorum Court heard reports from department heads, received legislative updates and approved a couple of ordinances and resolutions. Three of the resolutions were to fill vacancies. One of the positions was in the county road department. The Detention Center asked to fill two part-time positions and the sheriff’s office requested approval to hire a Corps of Engineers officer, a position that is paid by the Corps. Because of a countywide hiring freeze, all hiring must be approved through a Quorum Court resolution until further notice. All three resolutions were unanimously approved. Also at the meeting: • Sheriff Scott Bradley said the Detention Center’s health costs are “way down” after hiring a new doctor. He said the jail is full and currently is holding 17
Road rules for cell phones Do you know the do’s and don’ts for using a cell phone while driving? The Clinton Police Department wants you to know the law regarding cell phones. Any driver under 18 years old may not use a cell phone while driving at all. From the ages of 18-21, drivers must use a hands-free device to use a cell
phone. Drivers over 21 may use their phones as desired, without headsets. It is against the law for anyone to use a cell phone while driving in a school zone. It is also against the law for anyone to text while driving. Clinton Police say that there are many other things you should not do while driving, such as play

video games, apply make-up or eat a taco. It’s probably OK to eat potato chips or other easy to handle items. The key is not to be distracted – because distracted driving is unlawful. Pay attention to the road and other motorists while you drive, or the next thing you may notice are blue lights flashing behind you.
Razorback banquet set for Thursday The sixth annual Greers Ferry Lake Area Razorback Club banquet is coming to Clinton. Head basketball coach Mike Anderson will be making his second appearance at the Clinton banquet. This time he’s bringing with him former Razor-
back great and current assistant coach Scotty Thurman. The Razorbacks made it into the NCAA Tournament this season, losing in a second-round game to North Carolina, the eventual champions. The event is set for Thursday, April
27, at First Baptist Church. Doors open at 5 p.m., the banquet starts at 6 p.m. Tickets are $25 at the Pottery Shop in Clinton, the Fairfield Bay Pharmacy and at Eagle Bank in Heber Springs. They also will be available at the door.
Woman falls prey to scammer A Clinton woman tells The Voice that she fell for a computer scam and is now paying the price. The woman said she had been having problems with her home computer. She received a phone call from a man claiming to be with Win-
dows who offered to fix her computer. She said she gave him her address and he came to her house and appeared to be typing on her computer. She said the man told her there was a virus and for $100 he could fix it. She became suspicious and
told him to leave. She said before he left, he said something like, “I’ll fix you,” and did something to her computer. He left and her computer now does not work, she said. The woman said she is always warning her mother about
federal inmates. • County Judge Roger Hooper announced that Van Buren County was declared a state disaster area due to the Feb. 28-March 1 storms. • Assessor Trina Jones told the justices of the peace about new legislation that allows taxpayers to go back three years and adjust assessments. She said the new law could be used by gas and oil operations and could affect a lot of counties. • Animal Control director Reta Tharp said the shelter currently has 18 dogs and 13 puppies. Twenty-three dogs and four cats were picked up by a Massachusetts group in March. More dogs will be sent east April 30, she said. The Quorum Court meets at 6 p.m. the third Thursday of each month at the Courthouse Annex on Highway 65. The meetings are open to the public.

scams and felt embarrassed by falling victim to one herself. The Federal Trade Commission reminds consumers to hang up if you get a call from someone who claims to be a tech support person. Call the company yourself on a phone number you know to be genuine. A caller who creates a sense of urgen-
cy or uses high-pressure tactics is probably a scam artist. Also, do not ever give control of your computer to a third party who calls you out of the blue. You cannot rely on caller ID to authenticate a call. If you do fall victim to a scam, contact the FTC at ftc. gov/complaint.
Three of the gasoline pumps at a Clinton convenience store appear to have been tampered with earlier this month. According to a report from the Clinton Police Department, an employee at the Exxon station said she was doing a parking lot inspection about 5:15 p.m. April 6 when she noticed some of the security seals on the pumps had been tampered with. The seals on three pumps had been voided, she said. The employee said when she opened the credit card reader panel she noticed that there was a black item attached to the cable of the card reader. She said employees bagged off the pumps so no one could use them until police arrived. The credit card reader, according to the report, was a black plastic piece about 3-4 inches long. It was attached to some other cables that led to the outside card reader. The employee said the seals were intact when checked at 7 a.m., and the inspection at 5:15 turned up the tampering. Consumers are advised to keep a close watch on bank and credit card accounts.

Rabies clinics begin April 29 and bats. Spring Fest on tap for Saturday The Bee Branch Spring Fest, hosted by the Bee Branch Fire Department, is set for 10 a.m.-5 p.m. Saturday, April 29. The festival will be held at the fire department at 11214 Highway 65 South. There will be crafts, hunting and fishing merchandise, face-paining, baked goods, a gun raffle and a silent auction as well at James Ray’s barbecue dinners for $7. Proceeds go to the fire department and to fund scholarships for South Side-Bee Branch students.

port that as officers searched the home, they found drug paraphernalia, including used needles and smoking devices, as well as residue and several small, clear plastic bags. During the search, Sparr’s girlfriend, Tracy Light arrived at the scene. A search of her purse turned up 3.5 grams of methamphetamine, according to the police report. Sparr, 43, and Light have been charged with possession of a controlled substance-meth, a Class C felony; possession of drug paraphernalia, a Class D felony; and maintaining drug premises, a Class C felony.
A couple was arrested last week after police reported finding drugs in their home near Clinton High School. Police were at the apartment on Fraser Street on Thursday night with a search warrant after a complaint was filed by Global Foods owner Robbie Brown, claiming that employee Steven Paul Sparr Jr. had taken some products from the company. Obituaries Ross Huffman
Ross Andrew Huffman, 26, of Clinton passed away April 17, 2017. Born January 14, 1991, in Conway, Ross was a welder by trade. He was an avid reader, loved learning, animals and was kind-hearted to all who knew him. Ross is survived by his parents, Howard David Robinson and Lacy Denielle Huffman; siblings Hannah, Ashlyn and Caroline (Izzy) Robinson; grandmother Rhonda Branscum Olson; uncle, Justin Huffman; aunt, Chelsey Huffman; and cousin, Jessie Huffman. Ross is preceded in death by a grandfather, Dennis Huffman. Services were 1 p.m. Friday, April 20, 2017, in the Clinton Funeral Service Chapel with Brother Justin Brooks officiating. Emma Lea Martin Brown, 94, of Cabot passed away Tuesday, April 18, 2017. She was born November 5, 1922 in Mountain View, Arkansas to the late Robert and Dora Webb Kimmel. She is preceded in death by her husband of 21 years Cecil Martin, and her husband of 11 years, Carrol Brown. She is also preceded in death by four brothers and one sister. She is survived by two daughters, Jane Bailey (Gary) of Fort Worth, Texas, and Ann Martin (Mike) of Yukon, Oklahoma; five grandchildren; four great-grand-

James Riley Shannon, 73, of Fairfield Bay, Arkansas, passed away April 15, 2017 at the Veteran's Hospital in Little Rock, Arkansas. He was born in Warren, Arkansas, on April 3, 1944 to George and Maude Shannon. James served his country in the United States Army and was a member of the American Legion of Fairfield Bay. James was a Christian, a genius, and had a great sense of humor. He was fun-loving and a loving father, grandfather and husband. He loved reading, fishing and spending time at or
on the lake. James also was a police officer by profession, his last job was with the Fairfield Bay Police Department. He was owner of DeSalvo's Bottle Shop and a member of St. Joseph Catholic Church in Center Ridge. He is survived by his wife, Patricia "Patti" Anne Rossi DeSalvo; daughters Debra DeSalvo of Center Ridge and Dee Dee (Ricky) Hill of Morrilton; son, David (Beth) DeSalvo of Center Ridge; sister, Kathleen Roberts of Center Ridge; seven grandchildren; and five great-grandchildren. Technology is a privilege Maybe it is just me, but I find it amazing how young children today already have their own cell phones and tablets. When I lived at home I didn’t get my first cell phone until I was in high school. That was only because I was in Senior Marching Band and we went on a lot of away trips. If I was bored I did chores. If my chores were done, then I went outside. As a family we have decided that our children will not become dependent upon technology to satisfy their little minds. They are constantly growing and learning. I do not want to hinder them from gaining any experiences or making memories at this young age. At this age in their lives it is important to me to try and help them explore other interests. Our oldest son loves music and art. Our youngest son loves throwing a ball around. I wouldn’t know this if I didn’t encourage them to explore other interests instead of letting them keep their eyes on a screen. If they are old enough to learn how to work a tablet, then they are old enough to do age-appropriate chores around the house. Technology is becoming an important life skill in today’s society. But we must not forget to teach our kids
important everyday life skills that are being thrown out the window nowadays. Our kids are 6 and 4 years old. They know their dirty clothes go in the hamper. They know their dirty dishes go in the sink. They also help me vacuum, sweep the floors, they help me cook and they make their own beds. Well, the best they can at their age. Doing age-appropriate chores teaches them respect, responsibility, and everyday life skills. I am their mother. I am not their maid. The older they get the more capable they are of doing things themselves. While they are now in school they will be learning skills for technology use for the future. The world we live in now revolves around technology. To deny them that 100 percent would not be smart but it’s our job to show our kids how to harness all the benefits of our digital devices without allowing those devices to be the center of our lives. So for now, while I can still hold their attention, their lives at home will be device free. Instead we will be baking cookies, outside riding their bicycles, and making mud pies. We will be enjoying new experiences and making life-time memories that they cannot get from a device.

Rachel Fields sings some gospel blues.
Brick Fields Gospel Duo will be at the Convention Center, 110 Lost Creek Parkway, Fairfield Bay this Sunday. Here's what the critics say about their music and Rachel Fields’ singing: "An unleashed cleansing of the soul" -- Nashville Blues Society. "She's as soulful as they get, a national treasure" -- Jude Gold of Guitar Player magazine. Listen up, blues lovers! You don't want to miss Brick Fields at the Convention Center in Fairfield Bay coming up this next Sunday, April 30, at 4 p.m. Although there is no charge for this event, donations are encouraged and will be cheerfully accepted.
This event is sponsored by the North Central Arkansas Foundation for the Arts and Education as well as by the Arkansas Arts Council. I was just kicking back listening to some of Rachel Fields’ soulful gospel blues, and let me tell ya now, that gal can sang! You can catch her on You Tube, and hear some awesome songs like "Changing Tides" – where you can "set your soul free," because after all, we are all "changing with the tide." Then she'll take you into her own world of "Blues addiction" with a song called "Blues Habit,” where Rachel poses the question, "How's I gonna pay for this blues habit?" She starts by singing, "Children, they're tired of taders and beans" – I said, "food for your soul, child's all you really ever need." Her lyrics are gutsy, down to earth “food for the soul” that any hard working folk can relate to.
Her songs have religious roots, such as "Jericho" where she sings about the "trouble of the world" and then takes you back to where it all started with Cain and Abel, Joshua marching around walls of Jericho as they came tumbling down, and the three Hebrew children thrown into a fiery furnace. "Jericho" has some great instrumental backup that is both haunting and bluesy at the same time. So, if you want a real treat, I would encourage you to come check out Brick Fields as they lay down some good ole gospel blues! Brick Fields is an Arkansas original musical group fronted by the most unusual voice of Rachel Fields. They bring you their "roots" music using a folk and blues platform with an Americana soul on their newest album, "Blues Habit." The Brick Fields Duo is in fact the married couple of Rachel Fields and Larry Brick. Rachel cut her musical teeth first in the Arkansas River Valley, by way of her Uncle Mike "Burger" Scroggins, then in the jam band circuit touring in the late '90's East and West Coast festivals opening for acts like Gov't Mule and later singing on a tour with JGB. Larry has spent over 40 years in the music business as a guitar player, songwriter and also a worship leader during the Cal-
ifornia Calvary movement of the 1970's. If you are not familiar with the names mentioned in this paragraph, do not let this stop you from attending the concert. It is never too late to learn new things. Although the Fairfield Bay concert will consist of the Brick Fields Duo, their current core band (found in Eureka Springs or Fayetteville, Arkansas) is a six-piece band treasure of solid creativity. Comfortable with themselves and numerous other surprise guests, it is not unusual at a Brick Fields show for the evening to end with a stage filled with 20 or so musicians. So, if you feel so inclined ... bring your instrument. Musicians' musicians, Brick Fields has been called a magnet for other musicians and music lovers alike. David and Pinyan Story of Rocky Mount, Virginia, visited his mother, DeLane Story last week. They helped her catch up on her gardening and also built a fence around her blueberries and put up netting. They went to Leslie and ate at the Skylark Café. They also went to Lucas Farms and got strawberries, which DeLane says were very good. She enjoyed the visit very much. Get well wishes go out to Renae Tobin. She had surgery the past week. I talked to Marion Smith, she has been back to work for six weeks. She has also been working in her yard. Johnny, Joyce, Justine, Chad and Destiny and children and Jonathan James all went to Milano, Texas, and attended the Garrison-Hurt family reunion. Joyce reports there were around 140 people there. They had lunch and then had a big Easter egg hunt for all the kids. They all enjoyed that. Johnny is home for the weekend, so that will be nice for the James family. Deniece Sikes has been to the back doctor for her checkup
and her back is doing good, but she has a staff infection, which is not good. Good wishes for a speedy recovery from all of it. I’ve got to go see her newly remodeled living room, it sounds very pretty. The Van Buren County EH clubs had their county council meeting on Wednesday. We had installation of officers. The Clinton club hosted it and they did a fantastic job with decorations. The theme was Hawaiian Luau. It was very nice. Marva and RG Ward spent Easter with Sindee and David Morse and their family. They took the kids to the park for the egg hunt, which they all enjoyed. Frankie and Erica Ward are getting ready to move to Greenwood, Arkansas, where Frankie will be working for the school there. It is south of Fort Smith, so it’s a good way from here. Marva went to the doctor in Conway on Tuesday, She met Sindee Morse, Ashley Anderson and Lauren and Ben Foster and son, Parker, at Larry’s Pizza. She reports they had a good visit and the food was very good. I went to the doctor for a check up on Tuesday, I kind of dread getting the report from my blood
work, but maybe it won’t be too bad. I took JR to the dermatologist last Friday, he did a biopsy and then Tuesday afternoon he called and wanted to see him again on Wednesday. He needed to take some more off, so I hope it heals up good. We went to the Senior Center in Clinton on Thursday. We got to visit with my cousin, Larry Treece, while we ate lunch. I haven’t seen him in a while, so it was nice to catch up on family news. Visiting Richard and Donna Sherrod for Easter, were their kids and grandkids. Richard lost his wallet at Backyard Antiques, but thankfully it was found and returned to him. They went to Little Rock on Tuesday. He is having problems with his hip. I know that hurts, I’ve been through that. I had a replacement in 2010 and it works good now! He is doing better as far as his heart is concerned. He will have another procedure done in about three weeks. We will be praying that it does good. Donna says they are thankful for all the prayers. The Volunteer Fire Department hosts a survival flight training class and info session, Thursday, 6:30 p.m., in the Alread Cafeteria on Highway 16 West. This is part of the new med flight plan being developed for the area. It's free and open to community members. Friday at 5:30 p.m. it's The Senior Night Potluck in the Crabtree Foursquare old sanctuary kitchen. This month's theme is "something with bacon." Sounds like a crowd pleaser. Fun and games will follow. There will be a workday at the Pleasant Grove Cemetery near Alread on Saturday. Bring your tools and lunch. Start time is when you get there. Clubs -The Idle Hour Bridge Club met Thursday at the vacation rental home of Jo Nell Warren. Winners for the evening were: high, Jo Nell Warren; second high, Connie Starnes; traveling, Billie Fendley; and bingo, Lois Compton. summer! The VBCAP board met on April 20, 2017. Most of the talk concerned the big fundraiser coming up on Saturday, May 6, at the Clinton center and school parking lot. A big car show is the main event. We have had numerous entries already. Inside the center you can rent a table for a sale of your stuff. There will be a bake sale. If you want to make a cake or whatever is your specialty, the funds will go to the program. Mary has had her collection about the movie on display at the Old State House in Little Rock and has brought it home and is sharing it with everyone that wants to go to the library. Please go and enjoy this bit of our history. I understand there is about 50 people signed up to see it. There is limited seating. Mary Hall had surgery on her neck and is now home recuperating. Richard Collins Jr. is recovering at home; even though it might take a while, I am sure he is glad to be home. Our First Saturday Breakfast at the cafeteria will be late this month. It will be on the 6th of May. We will start our breakfast at 8 a.m. and the Senior Center will start game day with Bingo at 10 a.m. Pool Tournament sign-up is at 9:30 a.m. and those games begin at 10. This will be just in time to have breakfast at the cafeteria and then play at the center and have lunch there. We needed the rain and now it has cooled off. Is this Blackberry Winter? Canadian Bacon Potato Soup
Ingredients:

4 cups cubed and peeled potatoes ½ stick salted butter 1/8 cup onion powder 2 tsp chicken bouillon ½ tsp salt ¼ tsp pepper 2 cups milk 1 can chicken breast 1 cup shredded carrots ½ cup green onions ½ cup celery
Directions: Combine all ingredients in crockpot, cook on medium for 8 hours. Top with fiesta cheese if desired and serve.

2 medium onions, chopped 4 medium potatoes, peeled and quartered 2 cups chicken broth 1 can (12 oz) evaporated milk 5 slices (3 oz) Canadian bacon, chopped 1 packet butter flavor granules ¼ tsp salt 1/8 tsp pepper Top with sour cream, minced chives, shredded cheese Directions: Coat large saucepan with non-stick cooking spray; saute onions until tender. Add potatoes and broth, bring to a boil. Reduce heat, let simmer 20-25 minutes until potatoes are tender. Set aside 1 cup potato mixture. Puree remaining mixture in batches in blender or food processor; return to pan. Stir in milk, bacon, butter flavored granules, salt, pepper and reserved potato mixture. Heat thoroughly, do not boil. Add toppings and serve.

Old-Fashion Vegetable and Beef Soup Services 4-6
Ingredients:
1 lb. beef stew meat 1 onion 3 celery ribs 10 baby carrots 2 potatoes 1 cup frozen corn 1 cup frozen peas 2 (14 oz) cans diced tomatoes 3½ cups beef broth 2 small bay leaves 2 tsp garlic powder 2 Tbl olive oil 4 cups water 2 tsp hot pepper sauce
Directions: Cut meat into bite-size pieces and saute it in 1 T oil in large pot on medium heat until brown. Set aside on plate. Chop celery, onion, potatoes, carrots into bite-size pieces. Saute celery and onion in remaining 1 T oil until onion is golden brown (about 10 minutes). Add beef, water, broth, tomatoes with juices, carrots, potatoes, corn, bay leaves and garlic. Bring to a boil. Reduce heat and simmer uncovered about an hour. Add peas and hot sauce. Cover and simmer about 30 minutes longer, until beef is tender.

of students learning about healthy, nutritious foods, she created a “Make It A Meal Soup Contest” sponsored by the Van Buren County Farm Bureau Women’s Committee. At least one main in-

City of Shirley City Council ORDINANCE NUMBER: 02-2017 AN ORDINANCE RELATING TO THE CONTROL AND REGULATION OF PETS WHEREAS, animals running at large in the city of Shirley have become a nuisance and pose a threat to the public health and safety of the residents; NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SHIRLEY, ARKANSAS; I. Section 1: Definitions: a. As used in this Ordinance the following terms have the following meanings: b. Abandoning: A person is abandoning if they knowingly commit any of the following acts i) An act of any person owning in possession of, harboring, or having custody of an animal who knowingly refuses to provide care for the animal. ii) An act of dispensing of an animal to an area that is not the owner’s personal property or business. c. Animal at large: Any description of vertebrate, excluding homo sapiens. d. Animal: Any animal is considered at large when it is found off the owner’s property and/or is found to be posing a threat to a person or another person’s domesticated animal. e. Animal Control Officer: A person designated by Van Buren County, Arkansas or the city of Shirley as a law enforcement officer who is qualified to perform animal related duties under the laws of this state and this ordinance. f. Cat: A domestic feline of either sex. g. Dangerous dog: Means any dog which without justification attacks a person or domestic animal causing physical injury or death, or behaves in a manner that a reasonable person would believe poses an unjustified imminent threat of serious injury or death to one or more persons or domestic animals. A dog’s breed shall not be considered in determining whether or not it is dangerous. h. Dog: A domestic canine of either sex. i. Identification Collar: A collar worn around a pet’s neck. j. Owner: Any person owning, in possession of, harboring or keeping one or more animals. 2. Section 2: Identification Collar a. Any owner shall have on their pet a collar or harness to which is securely fastened a metal plate or ta on which is legibly inscribed or printed the name, address, and/ or phone owner of its owner. 3. Section 3: Violation of ordinance a. A person will be found to be in violation of this ordinance if they are discovered to have abandoned an animal by means of dispensing them from a vehicle on a public city street, private drive, or any and all property within the city limits of Shirley, Arkansas. b. A person shall be found in violation of this ordinance if they are harboring, or is found to be in possession of a dangerous dog that has threatened the public health or safety of another person or another person’s animal. c. A person shall be found in violation of this ordinance if they are found to be the owner of an animal at large and it is found not wearing an appropriate identification collar 4. Section 4: Dangerous Dogs a. Any owner of a dangerous dog as defined herein above shall require said dog to be confined or restrained securely on the owner’s premises. b. Upon the discovery of a dangerous dog the Animal Control Officer shall be notified and under this ordinance has full authority to execute his/or her duties as authorized by the Van Buren County Sheriff’s Office 5. Section 5: Violations and Penalties a. If any owner is found to be in violation of this ordinance as defined in section 3 they shall be issued a warning upon their first offense unless otherwise stated in the below section. i) If found to be in violation of Section 3 (a) as defined in this ordinance they shall be issued a fine of no less than $100 per animal and no more than $200 per animal that has been dispensed of. ii) If found to be in violation of Section 3(b) as defined above in this ordinance upon their second offense they shall be issued a fine of no less than Sc and the owner’s animal shall be subject to impoundment by the Van Buren County Animal Control Officer iii) If found to be in violation of Section 3(c) of this ordinance upon their second offense the owner shall be issued a fine of no more than $25 6. Section 6: Enforcement Authority a. The Van Buren County Animal Control Officer shall be notified in the discovery of a dangerous dog when said dog is found to be in violation of any provision of this ordinance. b. The Van Buren County Animal Control Officer is hereby authorized to issue a citation for any violation of the provisions of this ordinance. 7. Section 7: Emergency Clause a. An emergency is therefore declared to exist and this Ordinance, being necessary for the immediate preservation of the public health and safety, shall be in full force and effect from and after its passage and approval. City of Shirley City Council ORDINANCE NUMBER: 01-2017 AN ORDINANCE PERTAINING TO THE RATES RENDERED FOR WATER SERVICES PROVIDED BY THE SHIRLEY WATERWORKS SYSTEM BY THE CITY OF SHIRLEY WHEREAS the City of Shirley operates a water system known as “SHIRLEY WATERWORKS” and through this water system provides water to the residents of Shirley. WHEREAS the “SHIRLEY WATERWORKS” system has seen an increase in the delinquency of water payments made to the city. WHEREAS the collection of monthly rates and initial deposits are a necessary source of revenue to ensure that the city of Shirley can continue to provide adequate drinking water to the city and its residents, maintain the Waterworks system and requires a new meter shall pay, in addition to the meter deposit, any and all installation costs incurred by the Shirley WaterWorks system infrastructure of the water system, and maintain the staff of the water system. NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Shirley, Arkansas. I. Section 1: That the following rates and charges which the City Council hereby finds and declares are fair and reasonable rates to be charged for water services be, and they are hereby, fixed as rates to be rendered by the Shirley Waterworks System. A. Meter Deposit: Each customer who connects to the water facilities of the System shall pay an initial meter deposit in the amount of: 1. Residential: $100 2. Commercial: $100 B. Water Taps: Each customer who connects to the Shirley Waterworks system and requires a new meter shall pay, in addition to the meter deposit, any and all installation costs incurred by the Shirley WaterWorks system Section 2: Delinquent Payments: That the operation of the Shirley Waterworks System shall be on a fully metered basis with a meter installed at each water connection and there shall be one (1) user on a meter. All bills for water services shall be rendered in the net amount due. If any water bill is not paid in full on or before 15th day it shall be subject to a late fee and if any bill is not paid by the 25th day of the month it shall be rendered delinquent and subject to the procedures as defined in this ordinance. There shall be no dual connections; that there shall be not more than one (1) user on a single meter. In the event that a monthly water rate fails to go unpaid, the following procedures shall hereby be followed to maintain usage of the Shirley Waterworks System B. After a bill is rendered delinquent the Shirley WaterWorks System shall issue a written notice of delinquency to the customer concerned. C. The customer concerned shall have 10 days from the date of issuance of the written notice to respond and make payment arrangements with the Shirley WaterWorks System. D. If the customer concerned fails to respond to written notice the access to the water service shall be disconnected. E. Reconnection Charge: In the event any premises are disconnected from the service of the Shirley Waterworks System, the customer concerned, prior to reconnection, shall pay all delinquent charges, together with a reconnection charge in the amount of $35.00 for each reconnection of the premises to the System. F. None of the facilities or services afforded by the Shirley Waterworks System shall be furnished without a charge being made therefore. III. Section 4: Emergency Clause A. Record Spotted Gar Surprises Bowfisherman Jerrime Tucker of Conway used his bow recently to take the biggest spotted gar ever recorded in Arkansas, topping a mark that had held for almost 12 years. Tucker was bowfishing in Lake Conway on March 18 when he caught the spotted gar, which weighed 12 pounds, 5 ounces, setting the mark for largest spotted gar taken with unrestricted tackle. Unrestricted tackle is anything other than rod and reel. The previous mark of 11 pounds, 12 ounces was set by Joseph Miller of Clinton, who took his fish on April 9, 2005, in Lake Overcup. Tucker’s record-setting gar, which measured 41.3 inches from tip of nose to tip of tail and had a girth around the dorsal fin of 10 inch-
es, was weighed at the Arkansas Game and Fish Commission’s Mayflower office. Tucker was fishing with Brandon Capps of Jacksonville in a bowfishing tournament at night on Lake Conway. Anglers who believe they have caught or shot a record fish can fill out a State Record Fish Application through a local AGFC District Fisheries Office. A fisheries professional of the AGFC or the U.S. Fish and Wildlife Service must verify the species and the weight of the fish. A digital photo of the angler with the fish must be included with the application for it to be considered and certified as a state record. The anglers aren’t fishing very deep for them, just a couple of inches behind the cork. Crappie continue to be good in the usual spots. Bass are active around the shoreline, with white spinnerbaits working well. Catfishing is good, and flatheads are on the bite now. River fishing is great around the banks and lily pads, they say, in about 8 inches of depth. The redear are really doing well.
Little Red River (Greers Ferry Tailwater)
(updated 4-192017) James Dillard at Tailwater Fishing Co. said the fishing has been excellent. They have had lower water this week and the bite has been hot. James said they should start to see more consistent windows of low water over the next several weeks as long as heavy spring rains do not occur. Lots of caddis can be seen coming off lately and the fish have been very active. The hot flies have been
San Juan worms, sowbugs and caddis emergers.
Greers Ferry
As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 459. 83 feet msl (normal conservation pool – 461.44 msl). (updated 4-192017) Tommy Cauley of Fish Finder Guide Service said the water level at Greers Ferry are falling with generation, and looks like it will continue to fall with work on the dam project. The fishing and or catching is good overall and will get even better with the more stable weather around the corner. The crappie are in all three phases of spawn – some shallow, some deep and some even deeper. Try jigs and jigs tipped with minnows or a spring craw grub for your best results. The walleye bite in the lake is picking up with crawlers and crankbaits, and a drop shot or jighead being the norm for this time of year on chunk rock flats. The bass catching is good on all three species with a lot of 100 fish days on just about any bait you have in your tackle box at the right location for any given day or weather condition all over the lake. The bream are moving up strong and can be caught with crankbaits, crawlers and crickets. The hybrid and white bass are eating at various times all over the lake

(updated 4-192017) Harris Brake Lakeside Resort (501-889-2745) said crappie fishing is not too bad right now. Spinnerbaits have been getting the best response. Bass fishing is good as well on spinnerbaits. No reports on bream or catfish.
Lake Maumelle
(updated 4-192017) Jolly Roger’s Marina said water temperature is 65 to 69 degrees, hitting 68 on Monday, and the lake level is full. Black bass are excellent and biting on crankbaits, wacky rig worms and spinnerbaits. Blacks have moved into the shallow water. Black bass fishing is great right now. On Tuesday, Creighton Sawyer and Tohmath Forrest caught 10.74 pounds of bass to win ths week’s tournament on the lake. Brad Lequieu and Anthony Wright edged Tom Sowell and Mike Broom by .08 pounds for second place, both catching over 9 pounds. Gary Harris and Rudy Westbrook found the Big Bass, at 3.82 pounds. Kentucky bass are also excellent and being caught on jigs. They can be found mixed in with the black bass in the shallow water. White bass results are good. Use Rooster Tails, CC Spoons
and deep-diving Bandits and Bombers. They are toward the middle of the lake; watch the loons and the whites will be there in large quantity. Crappie reports have been good. They are being caught on crappie minnows and jigs (chartreuse and white with very light line).
Sunset Lake
(updated 4-192017) Lisa’s Bait Shop (501-7786944) said catfish have been biting well on chicken livers and nightcrawlers. Bream fishing has been fair with crickets and redworms. Crappie have been biting No. 6 and pink minnows early in the mornings. Bass fishing has been fair with minnows and small plastic worms and lizards.
Lake Norrell
(updated 4-192017) Lisa’s Bait Shop (501-7786944) said the bream are picking up the bite and some big ones are being caught on crickets and redworms. Crappie have been biting for some customers using No. minnows. Bass fishing has been fair with minnows, Texas rigged plastics and topwater baits early in the mornings. Catfish have been on and off with the weather. Minnows and goldfish are catching them when they're biting.

New officers -- The EH Council held a luau last week to install new officers. Taking office were (from left) Cathy Fields, Voi Dunston, Valley Shull, President Thelma Murray, and Past President Patty Munson. The group is posed in front of a quilt honoring the Extension Clubs' 100th anniversary in Van Buren County this year.
Cemetery tour - Alice George, Carolyn Marshall of Maria Van Buren Chapter DAR and Mary Jean Hall, member at large DAR, held a tour at the Clinton Cemetery for Marcia Smith’s fourth-grade class on April 20. Before the tour, the 15 students visited the Van Buren County Library to see Hall's collection on the making of the movie “Terror at Black Falls,” which was filmed at Scotland, Arkansas in 1959.
Birthday boy - Cadence DeHart celebrated his first birthday March 20, 2017, with a pizza party and a little cake in the face. He is the son of Kayla and Trey DeHart and great-grandson of Carroll and JoAnn Eubanks.
Manmade beauty - This rainbow is courtesy of the Fairfield Bay Volunteer Fire Department, which was training last week on using Greers Ferry Lake as a water source when fighting a fire.
