Teenager charged in jail fight
Public to be heard by city
A 19-year-old Clinton woman has been charged after a fight inside the Van Buren County Detention Center. On Feb. 8, Fluker 2018, while in custody on domestic battery charges, Gabrielle Fluker was involved in an incident that led to a charge of third-degree battery. An ambulance was called to the scene to transport a female inmate to the hospital. No further details were available by press time.
The public will be allowed to ask questions and speak during a comment session at Clinton City County meetings, according to a resolution approved at last Thursday’s meeting. The council passed a resolution establishing procedural rules, which included the public comment addition, on a 4-0 vote. Council members Timothy Barnes and Gayla Bradley were not at the meeting. Mayor Richard McCormac also backed off last month’s council decision to allow only the mayor to comment to television reporters on air. Also at the meeting, there was some discussion about the softball fields and attracting tournaments, which bring in money for the city. The charge is currently $350 to use the field for a weekend. On February 7, 2018 deputies from the Van Buren County sheriff's office arrested 29-yearold Zachery Free of Morrilton on a probation revocation.
Cold but beautiful Sunday morning in Alread (top) it was 25 degrees and ice covered decks, steps and driveways. A few hours later, the temperature made it up to 29, but it didn’t stay there long. This week’s forecast calls for warm weather, clouds and rain. (Below) February has also offered up some beautiful sunsets, including this “burning bush” seen in Alread. Look for more stunning sunsets and sunrises next week.
On January 28, 2018, a deputy from the Van Buren County sheriff's office arrested David Richard Pevehouse, 38, of Conway. Pevehouse was charged with driving 100 mph in a 55 mph zone. On January 30, 2018, Van Buren County sheriff’s deputies arrested 39-year-old Jamie M. Parm of Conway on a nationwide extradition warrant out of New York and possession of drug paraphernalia.

Feb. 13 is Election Day for three Republicans vying for the state Senate seat held by Russellville Republican Greg Standridge, who died last year. Nominees selected in the primary will face one an-
other in a special election May 22 -the same day as next year's regular primary election. The Republican candidates are Breanne Davis, Luke Heffley and Bob Bailey. If a special primary runoff is necessary in Senate District 16, the runoff would be conducted on March 13. Senate District 16 is comprised of Newton and Pope counties and parts of Boone, Carroll and Van Buren counties. Democrat Teresa Gallegos is unopposed.

Charles Wilson spoke up, saying there was starting to be a problem with scheduling around practices and games for area youth. “We built these fields for the young kids, not for tournaments,” he said. The kids come first, Wilson said. “The money is useless if we turn away our kids.” Also, Water Department director Richard Hink said the contractor working on the Highway 65 South project is out of time and fines will set in Feb. 20 if the work is not finished. He said the contractor said he will be done by that date. Hink also said he is looking at the cost to replace water lines on Highway 95 West to Pine Street (by the car wash). And, he said, the first 18 houses on Highway 16 West will get new water lines. The current ones there date from 1992.

Letter to the Editor Dear Editor: Recent decisions by the Arkansas Department of Environmental Quality have me concerned about our private property rights, the strength of our state’s right-tofarm laws, and the underpinnings of Arkansas’ largest business sector, agriculture. I share these concerns with you today because the trickle-down effect from the erosion of these rights can impact all Arkansans. No matter one’s position on the location and merits of C&H Hog Farms, every private property owner and every business should care about how and why ADEQ denied an operational permit to this farm in Newton County. The long, short and in between on this issue is that the viability of a family farm, operating within the guidelines of the state and federal government, is in peril. Why? Because a state agency has denied their operational permit, not based on science or because of any harm it has caused, but on “technical deficiencies.” This decision threatens to leave a massive crack in the foundation that supports our state’s largest industry, agriculture.

A decision like this, ignoring the science the state has invested in to thoroughly study this farm, can have an impact on all farms in our state. These families have their ancestral properties posted as collateral on their farm loan, and stand to be left bankrupt based on a “technicality.” That is tragic in my view, especially when you consider their stewardship and solid farming record. All the owners of C&H Hog Farms have ever asked is to be treated fairly by ADEQ. They have complied with every request. They have not polluted. They are model farmers. This is exactly why Arkansas Farm Bureau has fought so hard for meaningful rightto-farm laws, where sound science must prevail. Clearly we are going to need to work harder to strengthen those laws. The Arkansas Farm Bureau believes these farmers, and all property owners, should be able to use their land in compliance with the law. Randy Veach President, Arkansas Farm Bureau Federation

James and Joyce Burns Scotland
Notice! The Scotland Community Corp. usually has its annual Chili Dinner in February and it was planned for Feb 17. When we started talking about it and made the flyers, we began to get calls from people that usually come and they were very hesitant to say they would come. They did not want to be exposed to the flu, so many were saying they would not attend. We have decided to cancel it until a later date. We agree that many would stay at home and we want to have it at a time that everyone can come and enjoy. I am ready for fruit trees to bloom and flowers to appear as well as to see gardens being planted and robins in the yard. I guess you can say I am ready for spring. Have a safe week and stay warm. If you have Scotland News call James Burns at 592-3935 and he will see that it gets into the paper.
$50, Jimmy Allen; and third place, $40, James Forman. If you have any questions or suggestions about the Van Buren County Aging Program, you can call a board member. They are: President Phillip Ellis, Vice President Ed Wood, Richard Hink, Kay Weaver, Earl Tatum, Anita James, Donna McAllister, Roger Hooper and James Foreman. If you need a ride to come eat at any of the centers, transportation is available. If you need a ride to a doctor’s appointment or to go shopping, call your center director. Must be in the county. Don’t forget your sweetheart on Valentine’s Day. Flowers and candy are always a good idea. Love and kisses to you all.

Carl Trahan-True celebrated 80 years of very productive living Friday night with a surprise birthday party at the Shirley Community Center. Around 70 of his friends and wife Bonnie attended. Wanda Poynor is having fun finding a lot of old treasures as she removes the old Hooten barn from her property. Maybe we will see some of them later in the Shirley Museum. Thelma Murray is getting stronger day by day, so give me a few more days.

Tuesday, 7-8 p.m., is “Prayer Night” at the Crabtree Foursquare Church. All welcomed. Thursday, further west, “It’s Quilting”, 8-11 a.m., in the Alread EHC building, followed at 6:30 p.m. by The ACRDC Board Meeting. Sunday, 6-7:30 p.m., it’s “Revival with Bill Ford” at the Crabtree Foursquare Church. The community is invited. Leon Emerson of Indiana called to wish well descendants of family and friends and remind his birthday is February 17th. He told of how he was moved by his visit to Arlington Cemetery last year and shared fond memories of living in the Alread area. Says, “loves his Voice”! It helps him feel connected to the community. Leon will be 97 on Saturday. My friend and fellow organic gardener Lalla Ostergren has many seedlings growing on her kitchen table. Actually she is helping me grow flowers for display come warm weather. But we talk of starting the vegetable garden soon. And would like to share our talks with you. So beginning as early as next issue we will start “Remembering Lalla’s Garden” and each month will share gardening wisdom learned over a lifetime. If you have info about the greater Crabtree and 16 West community call Jeff Burgess, 7451249.
Sue Stamper took Marva Ward out to lunch to celebrate a late birthday at L’ Attitude restaurant. After that they went for a drive through Alread and then across to Scotland. That is some pretty country. They also went out to lunch at KFC one day and ran into Merle and Jimmy Thomas of Greenbrier. They are friends of Marva and Sue and they hadn’t seen them for a while. It is always good to catch up with old friends now and then. RG has been working at Conway for the last few days. He reminds me of the energizer bunny. He just keeps going! Donna and Richard Sherrod had some trees cut around their house. I think Donna was glad to see them gone. Donna’s sister-inlaw, Barbara Goodman, has been back in St. Vincent hospital this week, but she got to go back to Melbourne for re-
February 13, 2018 hab today. I’m glad to hear she is better. I talked to Ronnie Webb. He brought Ruth and BE home from the hospital today. I know they are glad to be back home, they have been in the hospital and rehab center for two weeks or longer. So many people have been sick, it is just disheartening to think about it. Get well wishes to all of them. Deniece Sikes got a good report on her PET scan. She will only have to go back for blood work every six months now. She will be having surgery on her wrist in a couple of weeks. I hope it goes well. Deniece’s granddaughter, Sarah Collins, graduated from basic training today. She is in the Air Force and I know her parents and grandparents are proud of her. She had excellent scores on her tests and will be working in the computer field. JR has been staying in and not taking any chances on getting the flu, so I went to town on Thursday, picked up a few groceries and ran by Western Sizzlin’ and picked up some fish for lunch. The fish was pretty good, but I think the cook was having a bad day when she/he made the hushpuppies!
I want to send get well wishes to everyone who is sick and prayers for a quick recovery.

My family and I took a short trip to go see my husband James' family. The trip ended short when James came down sick with a chest cold. Thank you all for the prayers he is back to his happy healthy self. Please keep our youngest son Hunter in your prayers. He was diagnosed with both type A&B flu. Steve and Tracen Wheeler celebrated three years of not smoking. Congratulations to both of them. We did receive some ice up here on the mountain. We are thankful it was not too bad. “Lakes, Skies and Rivers” on display Choctaw artist Joyce Hartmann hung a new art exhibit of 17 paintings entitled “Lakes, Skies, and Rivers,” at the First Security Bank, 112 Volunteers Parkway, Clinton. The exhibit features some of the local natural beauty of Arkansas water and landscapes, and is open to the public during regular business hours until March 19. Grateful to the Nature Conservancy and BHP for what they have done for Clinton, she showcases several important outcomes from
their generosity on one wall: the beautiful new pavilion at South Fork Nature Center in Choctaw, and the Pocketbook Mussel and the Yellowcheek Darter, both of which are now thriving in the recently restored Archey Fork River. The exhibit also features oils and poster-sized watercolors of Arkansas skies, florals, landscapes, and ladies from her imagination in various media. Hartmann is a member and past president of the North Central Arkansas Artist League, member

To encourage local participation in the arts, recently she has been teaching drawing and watercolor painting at the new Van Buren County Library. As coordinator of the North Central Arkansas Artist League’s exhibit at Ozark Health Medical Center, she hangs five to 10 works in that exhibit. Clinton High School took 65 Beta Club members to the state convention last month.
Students go to state convention By Brittany Shannon
On Jan. 26-27 the Clinton High School Beta Club went to Beta State Convention in Hot Springs to compete in one of the largest conventions in the state. Clinton was very well represented, and came back with a lot of proof of success. The club competed against groups from across the state, in the largest Beta state convention on record. As a club they were honored with the G.O.L.D Key Award for convention attendance growth. Clinton took 65 students to compete in a variety of events such as academic, visual art,
and talent. Every student who went not only represented Clinton, but they competed in an event to possibly advance themselves to the National Convention in Savannah, Georgia this summer. Clinton had 12 students qualify! They are: • Emily Kirk - 1st place Sculpture • Kyler Hensley and Savannah Lynch - 1st place Officer’s Service Award • Charleston Sowell - 3rd place Mixed Media • Autumn Graves - 3rd place Poetry • Gisselle Hernandez - 2nd place Spanish II • Cody Bagley -
3rd place Agriculture II • Brittany Shannon, Martin Quintero, Clint Bagley, Cody Bagley, and Lucas Potts - 2nd place Beta Build The students began working the on state convention at the beginning of school with fundraisers to pay for their trip. They also start working on their projects, which some take months to complete. The students have begun fundraising to help pay their way to Nationals! Without the support of the Clinton School and Clinton community this would not be possible.

Danielle Teague (No. 12) and Destanee Biggs (No. 5) are two Clinton High School volleyball team members who have had the opportunity to play off season league volleyball. They have joined a club from Greenbrier named HollenBall. HollenBall was started in 2011 by one of the Greenbrier High School team member's dad. This
league has grown over the years, this year there are 15 different teams ranging in age groups of 11 and under to 18 and under. The girls are placed on a team based on their age and skill level. They have been placed on a team with girls from Morrilton and Pottsville. Their coach is also one of the Morrilton coaches will-
ing to invest her time in helping the girls improve their skills. Both girls have both grown during this off season, and are playing well with this new team. This is Danielle’s third year to play with HollenBall, but Destanee’s first year. Destanee says she hopes she gets the opportunity to play again next year. Although the season is almost over,
they are already looking forward to playing again next year. They will have a tournament Feb 24-25 and then an all-day tournament March 3 to end the season. If you don’t get the opportunity to come watch the girls play during the off season, come out and support them when they play for the Clinton Yellow Jackets starting in August.

Recipes Sweet wishes for Valentine's Day from the Voice Cherry Chip Cupcakes Makes 1 dozen
Ingredients 1 1/2 cups all-purpose flour 1 cup sugar 1 1/2 teaspoons baking powder 1/2 teaspoon salt 1/2 cup (1 stick) unsalted butter, softened but cool 1/2 cup sour cream 2 eggs, at room temperature 2 teaspoons cherry extract 1/2 teaspoon lemon zest, finely grated 1/2 cup sweet cherry chips Preheat oven to 350 degrees. Line a muffin pan with cupcake liners; set aside. In a large bowl whisk together the flour, sugar, baking powder, and salt. Add the butter, sour cream, eggs, cherry extract, and lemon zest and mix well, until the mixture is smooth, about 30 seconds. Add the cherry chips. Place three tablespoons of batter in each prepared baking cup. Bake for 20 to 22 minutes, or until a toothpick inserted in the center comes out clean. Allow to cool completely before frosting.
Maraschino Buttercream Cupcakes 5 egg whites 1 cup + 2 tbsp sugar 2 cups of unsalted butter at room temperature 1 tsp pure vanilla pinch of salt 1/2 cup pureed maraschino cherries plus a little of the syrup
1. Fill a saucepan (large enough to fit your mixing bowl just a few inches) with 2 inches of water. Bring the water to a boil, reduce heat so water continues to simmer. 2. Hand whisk the egg whites and the sugar just until combined in stand mixer. Place over simmering pot and whisk for about 4 minutes until egg whites are hot and sugar is dissolved. The sugar should be dissolved by this time as well. Place bowl on stand mixer and attach the whisk. Whisk on medium speed until whites have increased in volume, are thick and glossy, takes about 10 minutes. 3. Replace whisk attachment with paddle attachment. Beat on low until mixture is completely cooled. Increase speed to medium and add butter pieces one at a time. Scrape the bowl and continue to beat until buttercream is smooth and thick. Add vanilla flavoring, a pinch of salt and cherry puree (to taste) and beat until combined.
Vegan Red Velvet Cupcakes Ingredients 1 cup soy milk 1 tsp apple cider vinegar 1 1/4 cups all-purpose flour 1 cup granulated sugar 2 tbsp cocoa powder 1/2 tsp baking powder 1/2 tsp baking soda 1/2 tsp salt 1/3 cup sunflower oil 1 tbsp red food coloring 3 1/2 tsp vanilla extract For the cream cheese frosting 1/4 cup non-hydrogenated margarine 1/4 cup vegan cream cheese 2 cups icing sugar 1 tsp vanilla extract.
Directions
Preheat oven to 350ยบF and line a cupcake pan with paper liners. Whisk together the soy milk and vinegar and set aside to curdle. Sift the flour, sugar, cocoa, baking powder, baking soda and salt into a large bowl and mix. Add the oil and food coloring to the curdled soy milk. Whisk well. Gently fold wet ingredients into dry, mixing until large bumps disappear. Fill cupcake liners about 2/3 of the way full. Bake for 18 to 20 minutes. Let cool for a few minutes and transfer to a cooling rack. For the frosting: Cream together margarine and cream cheese until just combined. Use a handheld mixer to whip while adding the icing sugar in 1/2 cup batches. Mix until smooth and creamy, mix in the vanilla. Cover and refrigerate until ready to use. Use piping bag frost cupcakes with the cream cheese frosting and keep refrigerated until 10 minutes before serving.

Fishing Report
If anglers can bundle up over the next few days before the next warmup period, the bigger lakes are offering opportunities for walleye.
Central Arkansas
Little Red River
(updated 2-72018) Greg Seaton of littleredflyfishingtrips. com (501-690-9166) said the river is clear with increased generation due to the cold weather. They have generated four hours each morning Monday and Tuesday and are scheduled for the same Wednesday. Warming temperatures after tomorrow will probably decrease the generation later in the week. This fresh water will probably help the bite. A little fresh water usually gets the fish more active after a long period of low water. Drift-fishing will be better with the increased level of water in the river. While this schedule continues, wade fishing will be restricted to early morning to mid-morning at Winkley Shoal and afternoon fishing at the dam after the generation has ceased. NOTE: Greg will

again be offering the free fly-fishing class at First United Methodist Church in Heber Springs beginning Thursday evening, Feb. 15. The class lasts for four weeks (each Thursday night from 7-9 p.m.). These dates are Feb. 15, Feb. 22, March 1 and March 8. It would be best to attend all classes, but if this not possible, come when you can. To register for this class, please contact Greg Seaton at 501-690-9166. If Greg doesn’t immediately answer, he will return voicemails or texts. Just one week before the class begins!
Greers Ferry Lake
As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 455.33 feet msl (normal conservation pool: 462.04 feet msl Oct. 1-April 30; 463.04 feet msl May 1-June 1; 462.54 feet msl June 1-Sept. 30). (updated 2-72018) Tommy Cauley
of Fishfinder Guide Service (501-9401318) said the water level at Greers Ferry Lake on Tuesday was at 455.36 feet, 6.68 feet below normal pool of 462.04 feet msl and on a slow rise until they have to generate some. The bass fishing is fair on spinnerbaits, traps and jigs up shallow. The deeper fish can be caught on C-rigs and football heads out to 45 feet of water around shad. The mid-depth jerkbait bite is improving every day and will continue to be good through late spring. The crappie fishing is good on sunny days and so-so on cloudy days. Try fishing 18-30 feet vertical or reeling a beetle spin at the same depths horizontal for the best bite with minnows or jigs vertical. No report on bream. The hybrid and white bass fishing is good all over the lake for the fish getting ready to travel up rivers. Stay around the shad in 20-45 feet of water
and use spoons, inline spinners, swimbaits and hair jigs. The moving baits work best when it is cloudy, with spoons on sunny days. No report on walleye or catfish.
ers, but Lisa says she has done it before. Years ago she says, Lisa and her husband in the month of February caught two stringers full of big crappie off the Saline River.
Bishop Park Ponds
Arkansas River at Morrilton
(updated 2-72018) Lisa’s Bait Shop (501-778-6944) said there are still some reports of crappie being caught off size 6 crappie minnows close to the bank. No really big ones; about 1 pound or less. Those ponds feed off of Hurricane Creek, which comes from Hurricane Lake, so there has been some very nice fish come trapped in there after there is a big rain, which floods the creek into the ponds. Lots of people like going to those ponds because they can keep more fish (it's not an AFGF lake). And it's not in the regulation book so the regulations you go by are the state that are in the front of the fishing book: 10 bass, 10 catfish, 30 crappie, 50 bream.
Saline River Access in Benton
(updated 2-72018) Lisa at Lisa’s Bait Shop (501778-6944) said walleye are still being caught, some not in great numbers but in good-sized ones. Anglers are using brooder minnows especially at the spillway. Smallmouth and Kentucky bas are also doing well on the brooders, as well as a few nice crappie. Hard to believe the crappie being caught off brood-

(updated 2-72018) Charley’s Hidden Harbor at Oppelo (501-354-8080) said the recent weather has kept people off the river. He said catfish are in deep holes. Use shad with nightcrawlers. Bass are around jetties; use worms. Crappie are in the Petit Jean River. Float jigs in 8-14 feet of water. Sauger are biting below No. 9 on spook rigs.
North Arkansas
White River
(updated 2-72018) Cotter Trout Dock (870-435-6525) says, “Baby, it's cold outside. But the temperature trend is moving upward over the next 10 days and the trout are biting.” Water levels are fluctuating greatly during this cold snap; with the lake level low – 6-7 feet below power pool – but energy demands high, Southwestern Power has been releasing large amounts of water for several hours early in the day, then returning to low flow for the rest of the day. Expect very low releases when the weather is mild. Tried and true baits will provide plenty of action: sick baits (4-8 feet or 6-10 feet sinking
depths during morning releases), gold bellies, blue backs. Live worms, red wigglers are best, attract some trout especially during rising releases. Keep a few sculpins on hand and always some gold/red spoons as the water drops.
Norfork Lake
As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 545.88 feet msl (normal conservation pool: September-April 552.00 feet msl; April-September, 554.00 feet msl). (updated 2-72018) Tom Reynolds of STR Outfitters said he missed the last week's fishing report due to our trip to the Chicago Sports Show. But he’s back this week and then we will go to the Jonesboro Sport Show Feb, 9. If you are around the Jonesboro area, stop by Tom’s booth and you can spend some talking fishing. Right now the Norfork Lake water temperature is in the low 40s and will stay that way for the next several weeks. Once they start getting some consistent south winds they should see a quick warmup. The lake is experiencing the normal winter shad kill. They are seeing thousands of small 1- inch threadfin shad dying along the shoreline. Small threadfin shad cannot tolerate water temperatures in the low 40s very long.
