Voting begins in Primary Election Early voting is under way for the Primary Election. Two races are on the ballot for the nonpartisan judicial elections. Arkansas Supreme Court Associate Justice Position 4 is between Judge Morgan “Chip” Welch and Barbara Womack Webb. Arkansas District

Court District 9 Division 1 is a contest between Judge Chris Carnahan and Lorie Mason Jordan. Also on the ballot is a 16-year extension of the 1-cent sales tax in Van Buren County and the annual school election for 38.6 mills. On the Democratic ticket, there is a big selection of candidates

vying for the presidential nomination; several of those candidates have ended their campaigns but their names are still on the ballot. On the Republican side, there are three candidates for the presidential nomination: Roque “Rocky” De La Fuente, Donald J. Trump and Bill Weld. Voting options for

Man accused of fleeing, receiving After a Jan. 30 traffic stop, a Center Ridge man faces a slew of charges. According to an affidavit for arrest, Brandon Hubbard, 39, failed to stop at a stop sign on Boar Road and Cullum Lane, then didn’t stop his vehicle when Deputy Breezie Merriott initiated her lights. Hubbard has been charged with theft by receiving, a Class D felony; fleeing, a Class D felony; criminal mischief, a Class D felony; misdemeanor possession of drug paraphernalia; careless and prohibited driving; failure to stop at a stop sign or yield sign; driving while license canceled; and defective equipment. According to the criminal information, Hubbard is a habitual offender. A warrant has been issued for his arrest. Clinton Police are searching for a Marshall woman who tried to cash a stolen check in August at Regions Bank. The Russellville Police Department reported that the check was among items taken in a residential burglary. The woman who tried to cash the check was identified as Lesley Dowell who is now living in Conway, the affidavit states. Clinton Police have been unable to contact Dowell, 26. She faces charges of forgery, a Class C felony, and criminal impersonation, a misdemeanor.

Fire destroys home - This home on Delta Road in Dennard was destroyed in a fire on Feb. 12, leaving one resident severely injured. The house belonged to Lalla Ostergren who died last year. She and her husband, Richard, built the three-story house themselves more than 50 years ago. Lalla was well-known for her books and her organic gardening. The fire is believed to have begun in the chimney. David Ostergren is recovering at Children’s Hospital.

The city of Shirley got a new floodplain administrator and council member at its meeting earlier this month. Councilman David Cook has been appointed floodplain administrator. Mayor Lisa Hackett said she was told the administrator must be a council member or city employee. Karl Trahan-True had been serving in that capacity since the departure of Ginny Stone from the council. Hackett reminded the council that Position 3 was still vacant following the resignation of JoCarol Hamilton. It was agreed to appoint Wanda Poynor to serve the remainder of the term. Poynor will be sworn in when the paperwork is completed. Council members also gave permission for the Ball Association to tear down the old concession stand, which was no longer used. The as-

sociation now has a storage building. Hackett also reported that the waterline project was completed. She stated that she had met with Tim Shaw of Community Water and representatives from AEDC last week and AEDC signed off on the project. She stated that CWS had plans to place gravel on the old entrance to the fishing/swimming area off the Middle Fork bridge. The mayor stated it was time to begin planning the 2020 Shirley Homecoming. She said she is considering Johnny and Rhonda Carlton for the 2020 Grand Marshals. She told the council that, due to lack of residents that had not served as Parade Grand Marshals, the city had been looking at Shirley residents outside the city limits. Council members ask for some time to keep looking.

FOIA hearing scheduled for Feb. 26 A hearing has been set for Feb. 26 in an FOIA case against the Van Buren County sheriff’s office. Kimberly Huggins says she made two requests for videos and logs after her son, Ethan Huggins, was beaten in jail. Kimberly Huggins said she denied the requested material and was told the

incident was still under investigation even though charges have been filed against three inmates in the Nov. 3, 2019, attack. Sheriff Lucas Emberton stated that the video is no longer available. The case has been assigned to Circuit Judge Susan Weaver.

On Saturday, we went thrift store shopping with our cousin, Wanda Thompson. I got a couple pairs of jeans. We got home pretty late Saturday night. Our EHC meeting was Tuesday. Some of us went early and attended a crochet class taught by Earlene Brecheen. We had a new student, Jane Meyer. I hope she can come again next time. The more the merrier. We discussed starting our breakfast again on the third Saturday of March. I’ll let you know more later. My nephew, Gary Beckham, came by Tuesday afternoon. I enjoyed the visit. I’ve also been enjoying a pretty pot of tulips from Donna Sherrod. She is a very sweet lady. Visiting Donna and Richard for a few days this week is their sisterin-law, Barbara Goodman of Melbourne. On Thursday, Mary Pennington came by and spent a of couple hours with me. We had a good visit. I’ve had more visitors this week than I’ve had in a long time. Loved every minute of it. Donald Kilcrease

Donald Ray Kilcrease, 76, son of Jasper E. and Lily Maye (Howell) Kilcrease, was born in Glenn, Mississippi on December 9, 1943 and passed from this life on February 11, 2020 at his home in Bee Branch, Arkansas. Donnie was a longtime resident of Clinton, Louisiana. He was a retired truck driver. Donnie was a veteran and served in the United States Army and National Guard. He was of the Baptist faith and a member of the Plank Road Baptist Church in Slaughter, Louisiana. He is preceded in death by his parents; daughter, Melanie Kilcrease; and three brothers, James Kilcrease, Wayne Kilcrease and Clayton Kilcrease. Left to cherish his memory are his loving wife, Martha Lee Davidson Kilcrease; daughters, Melissa (Bobby) Bishop of Lafayette, Louisiana, Michele Jones of New Roads, Louisiana; step-daughter, Anita (Marc) Gregoire of Clinton, Louisiana; brother, Jackie (Rita Jo) Kilcrease of Clinton, Louisiana; 10 grandchildren; and 16 great-grandchildren. Brandon Ray Gresham, 46, of Holly Mountain, departed from this life on February 12, 2020. He was born September 3, 1973 in Philadelphia, Mississippi to Gerald Castle and the late Gaybra Jones. Brandon was right-ofway-foreman for 23 years for Arkansas Electric. Brandon was an avid fisherman and lifelong Razorback and Cowboys fan. He loved watching his children’s sporting activities. His smiles and hugs are known by all that he came in contact with. Brandon is survived by his wife, Miranda; his children, Landon of Shirley, Keaton and Maggie of the home; father and stepmother, Gerald and Diann Castle of Collinsville, Mississippi; one brother, Bryan Gresham of Iowa. His preceded in death by his grandparents, Norman and Hugh Lynn Luke, and his mother. Mamie Alene Nixson Porter, 95, of Clinton, Arkansas, passed away Sunday, February 9, 2020. She was born December 26, 1924 in Aubrey, Texas to the late Joseph Edmond Nixson and Mamie Elizabeth Pugh. Mamie was a line worker for OK Processing and was of the Baptist faith. She enjoyed watching T.V. Left to cherish her memory are her children, Joyce Chapman of Clinton, Patricia Moidi and husband Larry of Olathe, Kansas, Scott Porter of Fort Smith, Arkansas; step-daughter, Dorren Hanes and husband Dave; 10 grandchildren; 15 great- grandchildren; six great-great-grandchildren; and a host of nieces, nephews, friends and other family members. Mamie is preceded in death by her parents; husband, George Allen Porter; siblings, Edmond Nixson, Mary Leek, Lorena, Alice, James, Joseph; stepchildren, Bonnie McGregor and George Porter. Jones, 91, of Damascus passed away peacefully February 13, 2020. He was born August 2, 1928 in Torrence, California to the late Rillon G. Jones and Margret (Sutton) Broussard. Roy was a past member at Emmaus Baptist Church in Pittsboro, North Carolina and current longtime member of First Baptist Church in Damascus. He was also a member of Lions Club and Gideon International. Roy served in the Navy and was a WWII Veteran. Roy is survived by his wife Naomi Jones; sons, Danny R Jones, Doyle A Jones, Michael Willis, Gary Willis and David Willis; daughters, Penny A Coon and Karen Varner; 14 grandchildren; 37 great-grandchildren; 11 great-great-grandchildren; and many more family and friends. Betty Ethel Godfrey Emerson, 87, of Clinton, Arkansas passed away Jan. 28, 2020. She was born on June 3, 1932 into the Lolan and Zola Godfrey family. She was a sweet baby girl and grew up to be a beautiful young woman. Betty married the love of her life, Willie "Bill" Emerson, and they had three children. Betty is preceded in death by her husband; her daughter, Elizabeth; her parents; and two brothers, Dorval Godfrey and Gordon Ray Godfrey. She is survived by her two sons, Richard of Renton, Washington and Billy of Florence, Oregon; one brother, David Godfrey of Benton, Arkansas; two sisters, Eulaine Blumenthal of Renton, Washington, and Jakie Sue Pack of Alread, Arkansas; six grandchildren; 10 great-grandchildren; other relatives and many friends. Funeral services were 2 p.m. Feb. 1, 2020, at Roller-McNutt Funeral Home, Clinton. Interment was at Pleasant Grove Cemetery in Rupert.

Clinton teacher receives STEM grant

A Clinton High School teacher was among 28 across the nation receiving a grant from the Society for Science and the Public. Amanda Sellers was awarded a $3,000 STEM Research Grant. The grant will be used for resources to inspire the next generation of scientists. The grant is awarded to those who aim to promote lifelong interest in and appreciation for the STEM fields. The STEM Action Grant program supports those that are working to further the public’s understanding of science and to increase participation in the STEM fields. The grant Sellers received will be going to materials that will aid in the participation of students in science competitions and research, according to a news release from Clinton High School. Sellers teaches students who are 75 percent low income, according to the organization. She has collaborated with middle school teachers from her district to support the expansion of science fair, which is now

Sellers a required portion of her research classes. “This grant is so important to my students,” Sellers told the organization. “In a rural setting, they sometimes see their projects as inferior. I believe with the resources this grant provides, that they will feel more confident in their projects as well as more confident in themselves.” To date, the society has given $440,000 to more than 100 science teachers across the country to help ensure that research opportunities and exposure to STEM fields is available for all students, giving them the opportunity to become scientists or engineers in the future.

Letter to the Editor Dear Editor: After reading the post by Judge Dale James on Facebook and the following comments I felt the need to opine. Mr. James has done a wonderful job as judge after taking over a county with severe budget problems and the current set of justices of the peace are outstanding. The post was about the coming vote to continue the 1-cent sales tax for 16 years. I would be for this tax if it went totally into the county budget system to be use by the county as needed and directed by the Quorum Court. The16-year time span was originally 20 but after protest at the meeting was changed. The tax originally was for 10 years and the reason for 16 years is so the fire departments

can go into debt for hundreds of thousands of dollars for new equipment. As for the problem with the library note there should be enough money now to make the payment after the suit by Flywheel Energy was dropped, if not it’s due to mismanagement, I recommend more oversight by the county. You should remember the library gets 1 mill property tax that compares to County General getting 3 mills to run the county! The county can bring this tax up again in November after making changes to time and use. Vote No on the 1-cent sales tax! That brings up another property tax issue that needs to be stopped. The mineral tax on your statement that is derived from your royalty payments is not legal and should not be paid. The correct way to tax production of gas is personal property which

is owed 100 percent by the well operators only. There is a day of reckoning coming because the current county taxes are over the constitutional limit of one half of 1 percent. I also would question the use of a sales tax that is used for county purposes as a way around the constitution. While I was reviewing Arkansas Code for this article, I was shocked to find more changes to the taxation statutes in 2019. Statute 26-261110 Mineral Rights now states that the division orders that the assessor uses to tax royalty payments is exempt from the freedom of information act, no way is that legal. I don’t know what it is going to take before people wake up to the corruption of our property rights and tax laws. Call your legislators! Richard Winfrey Bee Branch

Norfork Lake

As of Wednesday, the Army Corps of Engineers reported the lake’s elevation at 558.64 feet msl (normal conservation pool: Sept.-April, 552.00 feet msl; April-Sept. 555.75 feet msl). (updated 2-122020) Lou Gabric at Hummingbird Hideaway Resort said Norfork Lake fishing has been an interesting experience this winter. A typical winter pattern for striped bass never materialized. Normal in the past has been: Bait goes to the deep-water river channel in the main lake and suspends 40-60 feet down and striped bass hide out within the bait and get active when they get hungry. It appeared that the normal pattern was starting to happen around the beginning of January, but then the lake level changed abruptly and affected the bait. The quick rise in the water level moved a lot of the bait into the creeks closer to the flowing water. With the quick 6-foot rise in the water level, there was a lot of mud drawn into the lake. The northern part of the lake is still a lit-

tle brown, but it’s finally starting to fall out. This mud line has also affected the bait. “I am not sure of the technical reasoning behind it, but the bait that I find in the muddy water stays very high in the water column. I find the majority of the bait, as well as the fish, from surface down to about 20 feet or maybe 30 feet at the most. This isn’t to say you will not find a few fish deeper at times. When I am fishing in the mid-lake creeks where the water is much clearer, the majority of the bait will be 40-60 deep and the fish will be in the same depths. I have mainly been fishing from the three mid-lake creeks north to the Bennett’s Bayou area and anywhere in between. I have fished the three mid-lake major creeks and have found bait in at least one of the creeks, if not all. Typically, I have found fish on the bait, but not all the time.

Norfork Tailwater

(updated 2-122020) John Berry of Berry Brothers Guide Service in Cotter (870435-2169) said Norfork Lake rose 1.7 feet to rest at 5 feet above seasonal power pool of 553.75 feet msl and 23.2 feet below the top of flood pool. The Norfork tailwater had heavy flows and limited wadable water. The Army Corps of Engineers has opened the spill gates on Norfork Dam in an effort to lower the water levels on these lakes. Due to yet another series of rain events last week and more this week, these areas are now weeks if not months from wadable water.

Calendar The Scotland Senior

Citizens Center will host their monthly third Friday night musical February 21 at the Center in Scotland. Potluck refreshments are served at 6 p.m. and the music starts at 6:30 p.m. Come and participate in the music/singing or just visit with neighbors. Do you play an instrument? Nice yard - The Van Buren County Master Gardeners has chosen Charles and Virginia Higgins as recipients of this month’s recognition for their yard. Their house, which is on Highway 16 near Clinton, has a well-designed yard. It is clean and well maintained, the group says in awarding the honor. It has points of interest all year long. There is a lovely patio in the rear of the house that is surrounded by a flower

garden. The back yard is bright and sunny. It hasn’t always been that way, according to Virginia. They once had many pine trees in their back yard, but a tornado removed those. That fact makes this yard even more amazing. It has stood up to the worst force of the Arkansas weather and has not only survived but thrived.

Run/walk clinic It’s almost time for the annual walk/run clinic. The free clinic is for females of all ages. The group meets at 6:15 p.m. Mondays and Thursdays beginning March 2 at the Clinton High School track. Sterling Scholar speaker Dr. Melissa Rathgaber, archeologist with the Parkin Archeological Park, will give a presentation Wednesday, March 9, at Little Red Restaurant, Indian Hills Club, 11:30 a.m.1 p.m. Lecture is free. Rathgaber will discuss the Indian village of Casqui that was believed to have been visited by De Soto and the Spaniards in 1541. The daytime program on March 4 will be tailored for school students in the surrounding area. Both events are free and open to the public. Shaffir now serves as a volunteer with the United States Holocaust Memorial Museum in Washington, D.C.
