Water loss in the Clinton system for the month ending Feb. 14, 2020, was 40 percent due to 22 leaks mostly caused during the Highway 65 North project, the City Council was told at its meeting. Department manager Will Hinchey said the pipes are breaking as the line slides. Some customers in the area have been without water for extended periods, including the Dennard area, which lost water for more than 12 hours. Hinchey said he wished he could tell customers it won’t happen again, but he cannot as the road-
work continues. Chemical costs for the month were 75 cents per thousand, which was lower than the previous month, Hinchey said. The Van Buren County Quorum Court approved $13,000 for the county’s Aging Program. Stressing that he had nothing against the program, Justice of the Peace Brian Tatum warned that
the county is about to face an “economic downfall” the likes of which have not been seen in 60 or 70 years because of expenses to battle coronavirus. Hazmat is very expensive, he said, and though the state
will pay 75 percent of it, the county will still be on the hook for thousands of dollars, Tatum said. The Quorum Court needs to be “real picky” about what it spends money on, he said.

Two grievances hearings have been tentatively scheduled for next month before the Van Buren County Quorum Court. The first hearing is for Jordan Dufrene. It is to follow the April 16 Quorum Court meeting at the Courthouse Annex. The second hearing is for Audie Dufrene, scheduled for April 21 at 6 p.m. at the Annex. Both men were jailers at the Van Buren County sheriff’s office and received letters of termination on March 9, 2020, from Sheriff Lucas Emberton.

The winds and rain that swept through Van Buren County on March 19 did minimal damage, according to County Judge Dale James. Trees were downed in the National Forest across Cheyenne Road and county Road Department crews worked all night sawing large trees to open up the road,

As the 2020 Census ramps up, so do reports of scams. A fraud prevention specialist said that census workers and legitimate forms would not ask for Social Security numbers, bank or credit card account information or donations, and will not send emails to fill out a questionnaire online. It also will not ask about citizenship status. One of the scams is a postcard with what's called a QR code on it, and you're instructed to scan it and go to a web page. The scan then loads malware onto your device, the expert warned. If someone comes to your door saying they're getting additional information for the census, ask to see their ID badge identifying them as a Census Bureau worker. You should get your 2020 census by April 1. You can respond online at my2020census.gov or by mail.

Ricky Burroughs, 66, of Clinton, went home to Jesus on March 18, 2020. He was born July 22, 1953 to Lester and Nadine Burroughs of Damascus. Ricky was preceded in death by his daughter Julie Hicks. Survivors include his wife of 49 years, Linda; his children, Rita Barnes (Tim), Danielle Kennedy (Robert) and Chris Burroughs; and six grandchildren. Ricky was a business owner and operated a farm. Ricky was formerly children’s pastor at Clinton First Baptist Church, pastor at Botkinburg Baptist Church and pastor of Choctaw Baptist Church until his retirement in 2017. Ricky lead his family to establish, fund and operate Joy Home, a Christian Children’s Home, in Kolar Gold Field, India, where over 100 orphaned children found a

In 2019, the Bar OF Ranch (Dan and Peggy Eoff) bought the land the Brickey Cemetery is located on. Some people call it the Betty Lay place. The past 40 years it was hard to get to cemetery. There was only a trail and a walk of 800 feet from Highway 95 West. My friend Winston Chandler had told me about it several years ago and ordered some monuments for his family members who were buried there (Minerva Brickey, his grandmother). In February 2019, Glenn Griggs, Royce Johnson, and I set out to find it. After several hours we found it all grown up and trees uprooted from a tornado. Later that year the ranch had started clearing and I could drive to the cemetery (4-wheel drive only). I took my chainsaw and cut brush, weeds, briers and trimmed limbs so I could see the graves. This got me interested in the people
had written a little history paper about it, I got my hands on the paper and here is what I found out about the Brickeys: There were two big piles of rocks 3 feet high that were said to be Indian graves. It might be the grave of Syntha’s father, Jess Jeffrey. James Jarrett Brickey (1797-1861) was a gun maker, blacksmith and had a license to make whiskey. He homesteaded the land in1830. I believe he was the first white person buried there. He was killed while cutting a bee tree which fell on him. Syntha Brickey (1801-1906) was said to be full blooded Indian and still rode her horse 15 miles at 93. She lived at New Madrid, Missouri, when the giant earthquake occurred in1812. After Syntha Brickey died, I believe that Allen Lay got the land for back taxes owed then handed down to his son Hardin Lay and Betty Jacobs Lay. After Betty’s death it went to her son Lynden Lay who lived in Chicago. He sold it to Kenneth Henry who sold it to Bar Of Ranch. The ranch now has land cleared all around cemetery and a gravel road to the cemetery. Plans are to fence it off where cattle won’t get in. We also have a sign and list of some of people buried there on a big tree left for shade. The ranch welcomes anyone to visit the cemetery, but please shut gates and don’t throw your trash out.

We're hauling in tons of good browns and a few trophy-sized rainbow trout this week. Minnows and sculpin have still been standout baits for the browns, along with blue-backed, orange-bellied Smithwick lures. We've seen several largerthan-20-inch rainbows caught and released this week. Some were caught on sculpin and some on the tried-andtrue shrimp/PowerBait combo; try yellow or orange eggs first. The continued high water means that weighted line is popular for most

Upstream, Table Rock rose 0.8 foot to rest at 1.3 feet above seasonal power pool and 14.7 feet below the top of flood pool. Beaver Lake fell 0.3 foot to rest at 5.8 feet above seasonal power pool and 3.8 feet below the top of flood pool. The White had heavy generation. There was no wadable water. Norfork Lake fell 0.8 foot to rest at 2.4 feet above seasonal power pool of 553.75 feet msl and 23.8 feet below the top of flood pool. The Norfork tailwater had heavy flows and no wadable water. The Army Corps of Engineers has opened the spillway gates on Beaver, Table Rock and Norfork dams in an effort to lower the water level on these lakes quicker. The White has fished well. The hot spot has been Wildcat Shoals. The hot flies were olive Woolly Buggers (sizes 8, 10), Y2Ks (sizes 14, 12), prince nymphs (size 14), zebra midges (black with silver wire and silver bead or red with sil-
ver wire and silver bead sizes 16, 18), pheasant tails (size 14), ruby midges (size 18), root beer midges (size 18), pink and cerise San Juan worms (size 10), and sowbugs (size 16). Double-fly nymph rigs have been very effective (John's current favorite combination is a cerise high-water San Juan worm with an egg pattern suspended below it). Use long leaders and plenty of lead to get your flies down.
Bull Shoals Lake
As of Thursday, March 19, the Army Corps of Engineers reports the lake’s elevation at 663.45 feet msl (normal conservation pool: 659.00 feet msl). (updated 3-182020) Del Colvin at Bull Shoals Lake Boat Dock said the clarity is murky. Surface temperature as of Tuesday afternoon was 49 degrees. Water level is high, up 2.5 feet. Crappie are fair on minnows and jigs. Black bass are fair using crankbaits, jerkbaits and jigs. Fish around the rocky points and into the spawning areas. White bass are good. They’re being caught in the backwaters and the spawning bays. Throw anything white such as swimbaits and Rooster Tails. Walleye are good. They’re around gravel points with bushes in the evening. They’ll hit jerkbaits.
Norfork Lake

STR Outfitters said, “I fished this past week in Bennett's Bayou for stripers. The warm weather, full moon and the lake drawdown changed the shad bait pattern. Most of the bait was on the flat by Fouts and the big flat before the Walker's arm of the bayou. The warm, strong winds early in the week moved the shad up the creek arms, and shad was very thick in both arms of Bennett's. I caught fish on the flat by Fouts and on the big flat, but it was slow because the big bait balls were not there. I moved up to the right arm and found bait 20 feet thick the length of the right arm, but by then it was late in the morning and I only had one strike. My son was in the left arm and was looking for bait. The water temperature way up the arm was 64 degrees. He found lots of bait and crappie. The crappie had moved up into 2 feet of water feeding on small shad. The anglers who figured that out were catching them very fast. "The patterns all changed with the cold rain and temperature drop Saturday. Sunday morning the highest water temperature was 50 degrees and the creeks were 49 degrees. The upper creek arms dropped 8 degrees. The bait moved out to the flat to find their comfort zone. Sean and I had a two-boat trip and we started off with a bang. We each had a little boy and the parents and grandparents split the party up. Each boy caught 12-pound stripers and numerous small
