Council says no to ending hotel tax After a lengthy debate, the Clinton City Council decided last week not to temporarily remove the 3 percent tax on hotels. James says budget cuts coming County closes road A sign has been placed at the Shirley Bridge on River Road asking recreational traffic not to use that road until the Covid-19 pandemic has subsided. County Judge Dale James said this was done for the same reason the Buffalo River was shut down. James said it was brought to his attention that earlier this month, many out of state vehicles crowded into the area that had been diverted from the Buffalo River and from other areas.

“We do not need the governor to have to make this decision for us,” James said. Van Buren County has done an excellent job of preventing the spread of the virus. The last thing we need is for out of state traffic to come in and ignore the rules that you have been following so well, James said. This is not meant to keep anyone from floating on the river. This is simply a means of staying compliant with the governor's guidelines on group sizes, James said.

Van Buren County Judge Dale James appeared Sunday on Capitol View with Jay Bir to talk about how Covid-19 is affecting rural areas. James said an early death from the virus in the county really brought things home and caused a stepped up effort at controlling the spread. The county is doing well with social distancing, wearing masks and covering mouths when coughing.

Asked if the county would consider allowing in Covid-19 patients from Pulaski County or other counties, James responded: “Nothing is off the table, whatever is needed to get things done.” He said Ozark Health has beds available, “probably too many beds,” and has five ventilators and two anesthesia machines that can be converted to ventilators. Virus-related scams on the rise

Van Buren County loves a parade. County Judge Dale James says there will be a parade to honor EMTs, first responders, and medical personnel on Friday, April 17. The parade is open to anyone and everyone to participate. Vehicles will line up at 11 a.m., with the parade to start at noon. It will go through downtown Clinton and up Highway 65, surround the hospital and nursing home. To line up, meet at the high school arena/football field area. Flash your emergency flashers to show support. Everyone should plan to stay in their cars.

A knock at the door of the home of one Arkansan recently turned into a nightmare for the elderly resident. The homeowner unsuspectingly gave individuals, who falsely identified themselves as employees from the Centers for Disease Control and Prevention, her banking information and other personal details in exchange for a COVID-19 test. What she didn’t realize is these were thieves cashing in on coronavirus fears. This incident was reported on by the media in mid-March. Since then, more people have had money

JP Linn dies Quorum Court member Gary Linn passed away Sunday, April 12, 2020. Linn was justice of the peace for District 5 in the Morganton area. Linn served on several committees and was especially noted for his support for the county animal shelter and stray animals.

He had missed several meetings over the past year due to illness. Linn was remembered Sunday by many as a kind and caring man. He leaves behind his wife, Laura, and a son Andrew. Funeral arrangements and a full obituary were not available by press time.

Many Arkansans can anticipate receiving a recovery check from the federal government in the coming weeks. While the IRS is in the process of issuing this money, offenders have begun targeting these payments. There is no sign-up required to collect the funds and anyone who calls claiming they have an ability to get the money immediately is a thief. The IRS warns Americans to be on the lookout for hoaxes in all forms of com-

munication from calls, emails, text messages, websites and social media. Scammers may use the words “stimulus check” or “stimulus payment,” but the official term used by the agency is “economic impact payment.” Unfortunately, these evolving schemes often put senior citizens in the crosshairs. Some Social Security beneficiaries have received fraudulent letters that threaten suspension of their assistance due to coronavirus and related office closures. While offices are closed for in-person meetings, this does not impact benefits.

It’s important to remember that government agencies won’t call to offer coronavirus related-grants or a faster distribution of the economic impact payment in exchange for personal information. The best thing to do if a caller is offering these false promises is to hang up, block the caller and report it to the FTC or the Arkansas Attorney General’s office. Springs Cemetery, north of Cleveland (Van Buren County), has canceled all Decoration services for May 3, 2020, due to the COVID-19 regulations. Youth hunt - Taylor Puckett, daughter of Kevin and Brandie Lowder and Bill Puckett Jr. of Clinton, killed her first turkey during the first morning of the youth hunt. 104th birthday - Helen Morgan Hutto, a lifelong resident of Van Buren County, turned 104 years old on April 9, 2019. She was born in 1916 at home in Scotland, Arkansas, the third daughter of Walter and Bertha Morgan. Helen was a teacher. She and Ralph were married in 1936 and Ralph was a long-time teacher at Clinton while Helen became a clerk at local clothing stores. The couple had two sons, Ted and Pinckney.

Peak predicted A new coronavirus model projects that Arkansas could see its peak in daily deaths and resource use from Covid-19 in the upcoming weeks. According to the model, Arkansas is projected to see its peaks in daily deaths around April 27. Nationally, the model projects that the United States experienced its peak in daily

deaths on Friday, April 10 and its peak in resources on Saturday, April 11. The projections are based on the assumption that states will follow and observe full social distancing measures through at least May 2020. The model comes from the University of Washington's Institute for Health Metrics and Evaluation.

High School. He worked as an electrician in California, Arizona, and Arkansas, and was a member of the IBEW. Mike later earned a Bachelor's degree in Education from the University of Central Arkansas in Conway, Arkansas. He worked as a teacher for several years in Arkansas and Missouri. Mike loved spending time with his family and was a loyal Arkansas Razorback fan. Mike was preceded in death by his grandparents, Johnny and Irene Huie. Left to cherish Michael's memory are his father, Wesley Huie (Anita) of Clinton; mom, Melanie Huie of Norwood, Colorado; his mother, Shirley Hitchcock (Pat) of Joplin, Missouri; wife, Marly Magalháes-Huie of Brazil; sons, Caique Jose Santos Magalháes Corrêa, Cauã Miguel Santos Magalháes Corrêa of Brazil; brothers, Bryan Huie (Lizette) of Tucson, Arizona, Earl Huie (Gillian) of Colorado Springs, Colorado, Johnnie Huie (Rachel) of Clinton; sister, Julia Emery (Michael) of Clinton;

Becky Burgess had a yard visit with her grandsons Sunday afternoon. Mike Snowden has been doing some fishing, walking and deep cleaning his house; a neighbor brought him a cake. Dennis and Diane Stell are staying in as much as they can. It is time to take your flowers out of the Settlement Cemetery if you want them and it would help if you are able to pick your flowers up and put them in the trash bin that has been put by the cemetery for old flowers.The cemetery is one place we can go and get outside and not worry about getting too close to people. And our work there it is a useful service.

Zion, on Wednesday morning, had been cancelled. The Lyrid meteor shower starts Thursday and peaks on the night of April 22-23. The first written record of the shower was made in 687 B.C. in China. Expect 10-20 per hour, although some years have seen over 100 per hour. The Farmers Almanac says Saturday and Sunday are good days to plant below ground crops, and for making jams or jellies. Also, next Monday and Tuesday are good days to dry fruit, vegetables and meat. Next Wednesday is Earth Day, an event created in the belief we can save the planet from ourselves. Mars is swelling in brightness this month. Look for it’s orange-red color in the southeast before first light. I’ve found mosquito larva in my rainwater barrels. You can reduce mosquito populations in your area by checking all your “catchwaters” regularly for larva and dumping when found. Another control method is to attract bats by putting up a bat house. A single bat can eat hundreds per night. Birds like them too, particularly purple martins, swallows, waterfowl and some songbirds. In your pond, larva are eaten by goldfish, guppies, bass, bluegill and catfish. This past week, the long view in the forest disappeared as leaf out continues to accelerate. Enjoy the changes. Churches have not been gathering. Services have been shown on Facebook so everyone can enjoy the good lessons and feel that they have been to church. It is nice that Walmart is opening at 6 a.m. Tuesdays so senior citizens can get in and shop before the store gets crowded. I make a list and shop from that so I do not stay in the store very long. It is also nice that if I need to pick up a prescription I can call and tell the pharmacy that I am parked in the spaces marked for pharmacy and they will bring it out and I do not have to go inside. Our granddaughter Sydney, a nurse in Anchorage, Alaska told us she is making kits for masks and sending them to the nursing students. They will get to count the hours they work on them as classroom time and and she sent 21 bundles out. She is one that can certainly get things organized and production started. Our thanks to all of the people doing this type of thing, where ever they live. I hear that staying apart seems to be slowing down the spread of the virus, we may be on the downhill side. In some ways the quarantine has helped families grow closer together and think of ways and things to do together. When I was a kid we played all kinds of outside games and one summer my dad let all of the kids in the neighborhood dig in the vacant lot and we made dirt castles and roads. We dug a moat around the castle and made boats to sail in it. We had a great summer because we stayed busy and used our imagination. The worst part about it was we had to put all of the dirt back and level it before school started. As I think about it those were fun times and great memories. We will let all of you know when we are going start the First Saturday Breakfast again. We certainly missed cooking it and seeing all of our friends. We have been doing this since 2006. Retiree now has time for art Deb Bakk moved to Fairfield Bay this past November. She had just retired from a job as a bus driver at a K-8 school in northern Illinois after 24 1/2 years. Deb is a divorced with four grown children scattered all over the United States, three grandsons and a granddaughter arriving in September. She decided to move here to be closer to her mom who has lived in Leslie, Arkansas since 1994. Deb said, “the cost of living was affordable for me to actually retire. I could finally enjoy life doing my crafts and painting. I love the natural beauty of the Ozarks.” Deb seriously got involved with art in high school and won many awards in the art exhibits and county fairs. Deb’s favorite medium now is acrylics. “I tend to paint a lot of outdoorsy, trees and wildlife in my paintings, but always will venture and try new techniques and themes,” she said. “My quote is ‘I’ll paint anything that doesn’t move’ such as birdhouses, memorial rocks - just for fun rocks, and murals on walls - I’ve painted it all.” She likes many different techniques - abstract, still life, watercolors and mixed media. Detailed drawing is her favorite. Deb has several hobbies that keep her busy during her retirement years - scrapbooking, knitting, crocheting, party planner, pen and pencil drawings, puzzles and card and board games

and, of course, painting, along with her love for bowling. She currently bowls in Conway in a league and attends local, state and national bowling tournaments yearly. She does not have any certain person that inspired her but, gives credit to a high

school art teacher that pushed her to do her best. Her teacher added extra classes to the curriculum for the few that wanted to further their ambitions in the arts. She has been told she has an eye for color, very detailed, organized, and a jack of all things crafty.

Dale Garlin took his son, William, and his dad, Troy, on a "guys' fishing trip" to DeGray Lake in SouthWest Arkansas recently to fish in the lower portion of the lake there. "Didn't catch a whole lot, but we had a lot of fun," he said.

(updated 4-8-2020) Lowell Myers of Sore Lip’em All Guide Service (501-230-0730) says the Greers Ferry Lake level is still above normal seasonal pool due to recent rains. Right now the generation pattern is unpredictable. Always check before heading to the Little Red River by calling the Corps of Engineers Little Rock District water data system (501-362-5150) for Greers Ferry Dam water release information. For fly-fishing, Lowell recommends San Juan worms, egg, hares ear, sowbugs and streamers. Hot pink and white bodies on chartreuse jigheads are recommended for Trout Magnet spin-fishing. Be safe while enjoying the river.

As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 465.60 feet msl (normal conservation pool: 462.54 feet msl). (updated 4-8-2020) Fish ‘N’ Stuff (501-8345733) in Sherwood says

the lake is 3 feet high, and the water is stained to clear. Crappie are excellent. They are being caught in shallow water, around 5-8 feet depth. Best baits to catch them have been 1/8-ounce Blakemore Road Runners in white/chartreuse and pink/chartreuse colors. They’re biting around the brushpiles. Bass are excellent. They’re catching them with Carolina rigs in green pumpkin color in 1012 feet and with peanut butter and jelly jigs at 7-8 feet. No reports on catfish or bream. Walleye are doing well on the humps using dropshot nightcrawlers.

ing. There has been major gravel recruitment at the bottom of Mill Pond and the dock hole. The most productive flies have been small midge patterns (sizes 18, 20, 22) like ruby midges, root beer midges, zebra midges (black or red with silver wire and silver bead) and soft hackles (sizes 14, 16) like the Green Butt. Egg patterns have also been productive. Double-fly nymph rigs have been very effective. Try a small ruby midge (size 18) suspended 18 inches below a red fox squirrel and copper. The fishing is better in the morning. Dry Run Creek is fishing very well. The weekends can be pretty busy. The hot flies have been sowbugs (size 14), Y2Ks (size 12), various colored San Juan worms (worm brown, red, hot fluorescent pink and cerise size 10) and mop flies. Remember that the White River, Norfork tailwater and Dry Run Creek are infected with didymo, an invasive alga. Thoroughly clean and dry your waders (especially the felt soles on wading boots) before using them in any other water. Many manufacturers are now making rubber soles that are easier to clean and are not as likely to harbor didymo.
