History falls victim to Covid-19 Covid-19 claimed another victim in Van Buren County as a historic cafe in Clinton announced it will not survive the virus. “Due to the financial strain and hardships of Covid-19, June’s Cafe will be closed permanently,” the owners said in a statement on their Facebook page. The diner, known for its down-home cooking, temporarily closed on March 19, but made the closure permanent this weekend. Statewide, Gov. Asa Hutchinson announced plans to reopen dental office for some procedures on May 18. Elective surgeries resumed April 27. The governor said the Arkansas Department of Health will work with dental industry associations on proper guidelines to make sure consumers have confidence that protective measures are in place.

B e g i n n i n g Wednesday, he will announce decisions on reopening other businesses. Cummins Prison continues to be a hotbed for the virus with several hundred inmates and more than 100 staff members testing positive for the virus. The American Civil Liberties Union, the NAACP Legal Defense and Education Fund, and a number of other groups have sued Hutchinson and the Arkansas Department of Corrections, asking that high-risk inmates there be released or allowed into home confinement during the pandemic. Dina Tyler, a spokesperson for the state prison system, said last week that the Arkansas Board of Corrections had voted to suspend a rule requiring inmates to serve six months of their sentence before being eligible for parole. She said the sus-

pension makes 1,244 inmates eligible for early release, a list that is "larger than usual." Tyler said the list of inmates was being reviewed by the state Parole Board. She said all inmates under consideration for parole have not been convicted of violent or sexual crimes and will be screened for COVID-19 symptoms before being released. Tyler said inmates who have tested positive for the virus will not be released until they are medically cleared. Beginning April 29, the Clinton Walmart will be going to oneway aisles. One-way aisles are designed to increase social distancing and give customers more space on each aisle, according to a statement from Walmart. Relief to more small businesses by U.S. Sen. John Boozman

An important program to help Arkansas small businesses remain operational during the coronavirus pandemic and viable in the future just received additional funding. Congress passed, and the president signed into law, the Paycheck Protection Program and Health Care Enhancement Act, which allocates an additional $320 billion to the Paycheck Protection Program (PPP). The immediate infusion of money into the program will allow the SBA to reach even more small business

owners in need of assistance in these trying times. Created by the Coronavirus Aid, Relief and Economic Security (CARES) Act, the PPP provides low-interest loans to small businesses to use for payroll, mortgage interest, rent and utilities, with a portion of the loan eligible for forgiveness. The PPP was designed to give small business owners the ability to maintain payroll and operational costs, so they can pay employees and avoid closure as a result of declining, or worse, complete loss, of revenue. Recognizing the

critical need to help small businesses survive the financial hardships caused by the coronavirus, Congress provided significant funding for the program when it was established. Unfortunately, the need for relief vastly outpaced the $349 billion it was originally allocated. Based on the popularity of the program, Congress recognized the need for additional funding. According to the Small Business Administration (SBA), which administers the See Bozman on page 6

2 charged after stop Two people were arrested after an April 6 traffic stop at on Highway 95 East in Clinton. Police Officer Derek Adams reported that the vehicle crossed the center line and when he stopped the car, he could smell marijuana, according to the affidavit for arrest. A search of the vehicle turned up a plastic bag that appeared to contain methamphetamine and a glass smoking device. Constance Nicole Carter, 38, of Conway has been charged with possession of a controlled substance, a Class D felony, and possession of drug paraphernalia, a Class D felony. Bradley Mitch-

ell Hinkle, 27, of Clinton has been charged with possession of a controlled substance, a Class D felony, and two counts of possession of drug paraphernalia, a Class D felony. A woman has been charged with aggravated assault after a domestic dispute that resulted in two wrecked vehicles, according to an affidavit for arrest. Yessica Portillo Melendez, 31, of Clinton rammed her Toyota SUV into a fourdoor Kia parked in a driveway, then backed up and rammed it again, according to the affidavit. She was charged with aggravated assault, a Class D felony.

A Clinton Police officer stopped a speeding vehicle near the hospital on Highway 65 in Clinton, resulting in the driver’s arrest on drug charges. John Mason Garcia of Little Rock turned over a marijuana smoking pipe and a meth pipe, and a small plastic bag containing a white crystalline substance was found in his pocket, according to an affidavit for arrest. Garcia, 25, has been charged with possession of a controlled substance, a Class D felony, and possession of drug paraphernalia, a Class D felony. The charges were filed April 4.

State Sen. Missy Irvin drew the attention of the Arkansas Game and Fish Commission with a recent Twitter post showing her holding a dead turkey. The fowl appeared to be an immature male turkey, called a jake, and it is illegal to kill them

except for hunters between the ages of 6 and 15. Game and Fish spokesman Keith Stephens told the Arkansas Times that the agency began an investigation and was told that it was Irvin’s son who had killed the turkey. The son was issued a warning, the Times said.

Irvin represents part of Van Buren Clounty in the state Senate. The Twitter post has since been deleted.

By this point in the growing season, Lalla would be reaching a peak of enthusiasm. It started back in December, when she would start planning the coming season’s garden. And continued rising as she began cool weather crops indoors in January and February. But it really started to take off when she moved her transplants into the garden in March. By the beginning of May, she was having visions of bountiful warm weather crop harvests to come, as she moved more transplants out and started to direct sow seed. I always marveled at her total enthusiasm for gardening. It was more than just a hobby or pleasant activity. It was her life, because from her point of view, it had saved her from the medical diagnosis that she was terminal. So she became convinced that fresh fruits and vegetables, preferably organic and self-raised, had extended her life. But there was even more to it than that. Lalla had deep wonder about and love of the nature world. She marveled at how all the essentials for a strong mind and body could be found in her garden, yard and surrounding forest. How it was all interrelated fascinated her. She remembered lessons from her mama and grandmother, studied on her own and took courses to become a naturopath. She didn’t care that the medical community tends to be dismissive of this approach because it had worked for her. As she shared her information with others, her fame grew with each passing success story. Individuals and groups came to her homestead to tour and learn. People from across the country wrote and called for advice on what they might do to become more healthy. She was free with her knowledge and shared her experience with anyone who was interested. She felt an obligation to be helpful, to give back the blessings of health that she had received. I remember when I first started taking care

But what about this weed in the flowerbed?” “That’s purslane,”

That’s plantain. It’s just filled with vitamins and minerals, although go ahead and thin out the leaves longer than 4 inches since it’s new growth that is

most palatable. I like to pan fry it a few seconds in olive oil to bring out the flavor.” I was feeling a bit frustrated about taking care of her yard when I spotted something my grandma Violett had always told me to stay away from when I was a kid. “There’s something I know you want me to remove,” I said pointing at the offensive plant. She smiled knowingly, “Stinging nettle? Yes, please be careful of the tiny acid-filled needles.” Finally, I thought, I found something to weed out, but then she continued. “I guess you don’t know it’s filled with lots of protein and loaded with essential minerals, like iodine, magnesium, potassium, phosphorus, silica and sulphur.” I laughed and asked, “How do get past the little needles?” “Use gloves and put it in a bag. The needles fall off when steamed or boiled. It tastes a bit like spinach but more flavorful. I prefer to get all the plants goodness over the winter by making tea. I hang the entire plant up in the harvest room and eventually the needles fall off. Then it’s ready for brewing.” “I can see working in your yard is going to be very educational, Lalla!” With a twinkle in her eyes and a half smile, she said, “And very healthy too!” Hope to see you in the garden next month.

Clinton student named semi-finalist Brooke Bradford, a graduating senior at Clinton High School, has been named one of 621 semifinalists in the 2020 U.S. Presidential Scholars Program. The semifinalists were selected from nearly 5,600 candidates expected to graduate from U.S. high schools in the year 2020. Inclusion in the U.S. Presidential Scholars Program, now in its 56th year, is one of the highest honors bestowed upon graduating high school seniors. Scholars are selected on the basis of superior academic and artistic achievements, leadership qualities, strong character and involvement in community and school activities. The U.S. Presidential Scholars Program was established in 1964 by Executive Order of the President to recognize some of the nation's most distinguished graduating seniors for their accomplishments in many areas: academic success, leadership, and service to school and community. It was expanded in 1979 to recognize students demonstrating exceptional scholarship and talent in the visual, creative, and performing arts. In 2015, the program was expanded once again to recognize students who demonstrate ability and accomplishment

in career and technical fields. Annually, up to 161 U.S. Presidential Scholars are chosen from among that year's senior class, representing excellence in education and the promise of greatness in America's youth. The National Recognition Program, featuring various events and enrichment activities and culminating in the presentation of the Presidential Scholar Medallion during a White House-sponsored ceremony, will be held in June. A distinguished panel of educators have reviewed these submissions and selected 621 semifinalists. The Commission on Presidential Scholars, a group of up to 32 eminent citizens appointed by the president, will select the finalists, and the U.S. Department of Education will announce the scholars in May. Scholars will be invited to Washington, DC, for several days in June to receive the Presidential Scholar Medallion at a recognition ceremony and to participate in events and activities. Thomas Dylan Shuck was last seen March 28 on Weaver Road, according to his grandmother. Viola Stovall said Dylan is 15 and she has raised him since he was 5 years old. The Van Buren County sheriff’s office has Dylan listed as a

runaway who is 5 feet, 6 inches tall, weighs 130 pounds and has brown hair and brown eyes. Stovall’s daughter is offering a $200 reward for information leading to finding the teenager. Anyone with information is asked to contact the sheriff’s office at 745-2112.

William Schwantes

William Jack Schwantes, 74, of Dennard, passed away Sunday, April 19, 2020. He was born December 16, 1945 in Birmingham, Alabama to the late Louis Alvin and Elizabeth Holidae Schwantes. William was in the United States Army and served his tour of duty during the Vietnam War from 1966 to 1968 and then later became a master electrician. William enjoyed going to the VFW, hunting, and piddling in his garage. Left to cherish his memory is his son, Michael Schwantes; one sister, Shirley Collier; and many friends and other family members. William is preceded in death by his parents; his wife, Carol Elaine Schwantes; and one brother, Robert Schwantes.

Randy Norton

Calvin "Randy" Norton, 64, of Clinton, Arkansas, departed from this world on April 20, 2020. He was born October 30, 1955 in McComb, Mississippi to the late Edward Norton and Mary Lou Velma Roberts. Randy was a sergeant in the United States Army. He later retired from his job as a maintenance man in Lafayette, Lousiana. He enjoyed riding motorcycles, and spending time with his family and friends. Smith to mark 100th birthday Boyd Ruel Smith of Hooks, Texas, will turn 100 years old on May 3, 2020. Smith grew up in Van Buren County, the youngest of 12 children born to Thomas Irvin “T.I.” and Roxanah Swafford Smith. He is the second of their children to reach the 100-year milestone. Watson Smith of Shirley died in 2015

at the age of 102. Several of the family members lived long lives, including T.I. who was 94 when he died in 1972. The children were: Sarah Elizabeth Smith Ward (1901-1981), William Odus Smith (1902-1972), Brewer Layne Smith (19041978), Harvey Lee Smith (1907-1909), Unah Lillian Smith Tucker (1909-1997), Aubie

Lamech Smith (19121996), Watson Irvin Smith (1913-2015), Dora Ellen Smith Bonds (1914-1945), Leister Hubert Smith (19161995), Jessie Smith and Bessie Smith (19181918), and Boyd Ruel Smith, born in 1920. Plans for a family dinner in honor of Boyd Smith’s birthday have been delayed due to the coronavirus threat.

Exercise classes, normally held Mondays, Wednesdays and Fridays 9-11 a.m., at the EHC building in Rupert, are canceled, as is quilting on Thursday. According to the Farmers Almanac, Friday is a good day to quit smoking and wean ani-

mals and children. It also says next Monday and Tuesday are good days to get married. Next Monday/Tuesday night is the peak of the Eta Aquarids meteor shower. It is caused by the debris trail left by Halley’s Comet. Best viewing will be after midnight in a dark location. The moonlight will hide the dim ones. I had a delightful visit with Nellie McEntire and her husband Jim, last week, including a tour of their personal botanical garden. Jim had stories of monsters in the river and being a ringleader in a jail breakout, but Nellie wanted to talk flowers and plantings. She truly has put together an awesome display, and while she apologized for not keeping up with it as much as in the past, I pointed out she had received recognition of excellence by the Master Gardeners this season. Marge Koone called to say she had seen the beginning of the wild blackberry bloom on Rex Road, Friday last. Doesn’t look like we’re going to get a “Blackberry Winter” this year, which is what old-timers call the last cold snap of the season, often happening when the blackberries bloom. So I’m all full speed ahead on getting the rest of my warm weather crops out in the garden. Marge also mentioned she’d seen northern orioles and rose-breasted grosbeaks passing through on migration. I was glad to hear the birds aren’t limiting their travel. I saw my first snake in the garden last week. It reminded me that the pit vipers will soon be wandering further from their dens. I once read the number one bite site by copperheads on humans are hands and

Donna and Richard Sherrod made a trip to Evening Shade to check on their house and lawn. His brother had mowed the lawn, so everything was OK. Richard had an EKG on Tuesday and got a good report. They brought me some Holly bologna. I had a fried bologna and cheese burrito for breakfast. It tasted just right; think I might have

another one and add some garlic chives and egg to it. I just couldn’t get much news to write about. I have talked to several people and everyone seems to be doing OK. I went to Conway on Monday and picked up a few things I needed on the way back home. I’ll be glad if things ever get back to normal. I’ve been doing a

We were going to stop at Walmart, but there were so many cars in the parking lot, we backed out and came on home. The trees are so pretty. All the different shades of green just fascinate me. We are going to cancel the First Saturday Breakfast for another month and see if the virus is gone by June. Scotland Pig Eye Daze has been canceled, the Trail Ride that usually is in May and the Alumni Banquet have also been canceled for this June. Scotland has a new business. We have made it another week and everyone is excited about maybe lifting some restrictions. I think I will take it easy for a couple of weeks after things open up and see if there is more virus cases or if they are going to stay down. We have been very blessed that we have not had more that 26 or 28 cases in our county. Maybe more that were not very ill and people were very good at trying to keep separated. Scotland Baptist Church will be having drive-in church again this Sunday. Everyone seems to enjoy the church services on Facebook.

Freda Sowell has been keeping busy covering and uncovering her tomato and pepper plants. Her flowers are blooming in her yard. Freda got to see her great-grandson on Facetime this weekend for the first time since he was born last summer. She hasn’t seen him because of the flu and other health problems, but he is doing well now. Johnny and Rhonda Carlton’s grandson Emery and Jessica Murray of Mt. Vernon came up and turkey hunted and visited on Saturday. Cameron Murray and daughter Claire of Conway visited his grandparents Saturday and brought us a bag of catfish meat from a 20-pound catfish he had caught in the lake. Wanda and Paul Poynor have been going back and fourth to the VA in Conway. Jo Carol Hamilton has made over 400 masks for people. I am the proud owner of one of her masks. She is a nurse at heart and always will be. It is in her blood to take care of people. It is nice to have her in the Shirley area.

As of Wednesday, the Army Corps of Engineers reports the lake’s elevation was 259.65 feet msl (normal pool: 259.20 feet msl). (updated 4-222020) Mike Siefert at Millwood Lake Guide Service said that as of Tuesday, Millwood Lake is back on a slow fall. Millwood Lake is about 5 inches above normal conservation pool, near 259.7 feet msl, and the discharge is around 15,000 cfs in Little River, according to the Army Corps of Engineers. The tailwa-

Check the most recent lake level of Millwood Lake on the guide service's website linked above, or at the Army Corps of Engineers website, for updated gate release changes and inflow rates with rising and falling lake levels. Wilton Landing on Little River U.S. Highway 71 and White Cliffs boat ramp on Little River, along with the Saratoga boat ramp, have reopened after recent flooding. Millwood State Park and Marina are also open for day use. Continue to use extreme caution in Little River navigation this week where logs and floaters may be present this week. Twenty-five more river buoys have been replaced, marking Little River from mile marker 2 through 9; use caution where river current may have moved or damaged river buoys. No wake zones are in effect at White Cliffs Campground boat ramp on Little River. Surface temps rose this week with increased radiant heat; they ranging 63-69 degree.
