Scotland, FFB pull out of program When the state of Arkansas gives approval to reopen senior centers, Van Buren County will have two fewer than when they were closed to gatherings in March. The senior centers in Scotland and Fairfield Bay have announced they are pulling out of the Van Buren County Aging Program and will strike out on their own. The Fairfield Bay center building is owned by the city. The Scotland building is owned by ScotVan Inc. The Aging Pro-
gram’s financial shortfalls have caused serious limitations and cutbacks on their ability to continue serving the outlying areas such as Scotland, Scot-Van board of directors President Doyle Scroggins said in a news release. He said the building will now be called the Community Center and it will keep its kitchen open to prepare meals each day. Scroggins said cost for the meals will be $4 and will include a drink. The meals will be served beginning at 11:45 a.m. Monday through Fri-
day and will be available to the community with no age limitations, he said. Asked how ScotVan, a non-profit charity, will pay to run the center, Scroggins said the cook has said she believes $4 per meal will cover food and other costs. Currently, White River Planning and Development pays much of the costs for the centers. Aging Program board Chairman Phillip Ellis said White River contracts with the Aging Program and reimburses them for utilities and other costs.

Library
The Van Buren County Library board met with the county judge recently to discuss the pay for the library administrator. Board President Phillip Ellis said the board was under the impression that the position was salaried for 32 hours per week. County Judge Dale James said the position is hourly.
Budget
The Quorum Court Budget Committee will meet at 6 p.m. Tuesday, May 5, in the Quorum Court Room at the Courthouse Annex. The meeting is open to the public and will be audio recorded. Social dis-
tancing guidelines will be followed.
Grant money
Van Buren County Clerk Pam Bradford said last week she has been notified that the county should be receiving a federal grant to help with the General Election costs due to Covid-19. Bradford said she is not yet sure of the amount the county will receive. “But I will assure you I will try to get every dime possible,” she said.
Covid calls
The weekly conference calls addressing Covid-19 have been discontinued, according to County Judge Dale James. He said concentrating on reopening many businesses in the county will be “slow and grueling” and carving out time for a weekly call may be too much for many. If “the number of cases within the county spike or if we see any need at all, we will send out the word,” he said.

Reopening begins this week Guidelines have been set and restaurants, gyms, barbershops and hair salons have been given the go-ahead to reopen. Restaurants may reopen on May 11; hair salons on May 6; and gyms on May 4. Patrons should call ahead before going to the businesses. The county Courthouse and Annex also have reopened to the public, County Judge Dale James said. He said Plexiglass has been installed throughout offices. Even as plans are made to reopen, the death toll continues to rise. Four inmates have died from Covid-19 at hospitals. The inmates, all in their 60s, had pre-existing conditions susceptible to the virus.
One inmate was on a ventilator. All were serving life or other lengthy sentences. More than 920 inmates and staff have tested positive at Cummins. Gov. Asa Hutchinson announced last week he is appointing a dental advisory board as the May 18 date approaches to reopen offices. At the city of Clinton’s weekly preparedness meeting, Ozark Health CEO David Deaton reported that the hospital is still functioning with full staff and all medical and protective supplies remain sufficient. Water Department Manager Will Hinchey reported that his crews remain healthy and are continuing to work
in separated shifts, which have been effective. He continues to have confidence in the quality and supply of the water to the community. He added that when paying cash in the drop box to be sure and put your name with your payment if you do not have your bill included. All payments will be honored and the water will remain on. Some foods remain in short supply, including a problem Saturday with ribeyes at CashSaver, the store reported. The shortage was short-lived as suppliers were able to fulfill the order on Sunday. At least one local restaurant does not plan to reopen just yet. It remains to be seen how many businesses are ready to reopen.
Scroggins said the center’s numerous activities, including bingo, singing, darts, pool games, and and a monthly music jamboree, will continue. None of these activities have a charge, but donations are accepted. He said the center has 52 registered members over the age of 60 and a daily lunch attendance of about 20. Scroggins said if the center doesn’t work on its own, he has been assured it can rejoin the Aging Program.
Events celebrate seniors May 16 is Graduation Day for the Shirley School District. The district has worked with the Arkansas Department of Education and Arkansas Department of Health and received final approval Friday for its graduation plans. There will be a diploma ceremony during the day for graduates and their immediate family following approved ADH approved guidelines. At 6 p.m., there will be a convoy through downtown Shirley and other regions of the district (route to be determined and announced later). Rescuers on duty Rescuers were busy this weekend as two separate groups of kayakers were stranded on Archey Creek near Clinton. No injuries were reported. About 9 p.m. Saturday, May 2, the Van Buren County Rescue Squad was notified that five kayakers were stranded. Rescue personnel and Arkansas Game and Fish officers extracted three males and two females safely from an area of rough terrain. On Sunday, four missing kayakers were located by Game and Fish Commission of-
ficers. The Alread Fire Department, Medic One and the Van Buren County sheriff’s office assisted in the rescue operation. The Rescue Squad advises monitoring weather conditions prior to a float trip. Make sure to allot at least 5.5 hours in normal conditions to float from Bluffton (Watergate Road, Botkinburg) to Clinton City Park. This float should only be attempted in good water condition and in canoes or kayaks— no rafts, the Rescue Squad says.

Both CAVHS and the Veterans Health Care System of the Ozarks (VHSO) have expanded telehealth options to ensure continuity of care for veterans during this time when non-emergency visits are unavailable. The data shows an uptick in usage during these challenging times. CAVHS has seen a six percent increase in overall telehealth since February. VHSO had over 450 more completed visits through VA Video Connect over the past month.
Telehealth can even be used to monitor patients diagnosed with coronavirus and those exposed to it. CAVHS is currently utilizing it for these purposes, providing daily monitoring for veterans that fall in these categories. CAVHS is the first in its network to initiate these services and this effort has garnered the interest of officials who oversee the VA’s home telehealth program. I am pleased the VA is showing it can deftly adapt in a quick manner to provide continuity of services to Arkansas veterans. Our veterans deserve all the benefits they have earned, including the best care in the world. The sacrifices made by our veterans produced victories for us on the battlefield. We must ensure the VA has all it needs to win this fight for them on the home front.

I saw Louis Jackson working on his cottonpicker turned sugar cane picker and processor and had to stop to talk. He has decided to try one more year to become the molasses baron of the county. A major modification to his grand experiment is adding rollers to start pressing the cane before it hits the extractor rollers, which is where it jammed up last year. He’s also getting seed from a different source, hoping it will produce less tough stalks. “If I can’t make it work this year, I’m done,” he said. Seems to my memory, I’ve heard him say that before.

Memories of home I was born in a house that had a breezeway — also called a dog trot. The house where I was born belonged to my grandparents. At that time, my folks were living temporarily with my grandma, Martha Harper, and her daughter, my Aunt Dixie, who was about the age of my oldest sibling, Em-
ma Jean. My parents with five children had moved there after my grandpa, Will Harper, passed away. During those years, my dad farmed and the times were hard. When he could no longer make payments on a house he was buying at Pleasant Valley, the mort-

ed for a while on Tuesday afternoon. We are patiently waiting for the bowling alley to open back up. I really miss it. Marva and RG Ward have been mowing and sitting on the porch. Sindee and David have been working on their deck. She said it already looks good. I know Marva and RG appreciate the help. Richard and Donna Sherrod went to Alpena on Saturday and met her sister, Marty and Jay Lehman. They had a picnic beside the road at the pavilion. Donna said they were good and kept the distance, but enjoyed getting to see them and visit. It’s always good to visit with family. Thelma Murray came over on Friday, I served her some poke salad and cornbread for lunch. I think she enjoyed it. Us country girls like our poke salad. I’ve been mowing and clearing brush again. It seems to stay dry just long enough for me to mow and then the rain comes and waters it good. I emptied out another 1 1/2 inches on Thursday. I hope everybody has a safe and happy week. My parents now had six children, whose ages ranged from one year to age 16. I was still a toddler when our youngest
sibling, Yvonne, was born. She was born in our new house and her birth was attended to by Daddy because Dr. Frank Clark of Shirley didn’t make it there in time. During my childhood, I didn’t pay much attention to the house we lived in. But I vividly remember growing up and being at our homeplace until the age of 19 years, with the exception of my first year spent at Grandma’s house. I married soon after I turned 19. My siblings grew up and one by one left home until it came to be my time to leave, too. Looking forward to my

Patsy Ward I went to Shirley on Sunday afternoon. Margie Beckham and Thelma Murray and I went out to the cemetery where Margie’s husband is buried. We worked on his grave and got it straightened out pretty good. We went on to Fox and then to Timbo and Mountain View. We drove around Mountain View and then hit Highway 9 and came back to Shirley. I enjoyed just getting to visit with them for a while, and the trees just starting to get their leaves were beautiful on the mountainsides. On the way back, I picked up a few groceries. Diana and Dennis Stell's mare has had a colt. I forgot to ask her if she was going to name him, Ovid. Margie Beckham wanted to go to the Fox Cemetery last Sunday afternoon to check on Tommy’s grave. So her sisters, Patsy Ward and Thelma Murray, decided to go with her. After we left the cemetery, Patsy said she wanted to go to Fox. Patsy was doing the driving. We drove through Fox on to Skyland, down Timbo Mountain, on to Mountain View from there to Rushing and home. We were like a bird out of its cage. It was a nice drive. The Covid-19 is really slowing down in this area, so it can go, go, be gone. I checked on Myrtle and Arnie they are just fine. Everything was peaceful in Shirley when I was there walking this morning . Mother’s Day is next Sunday.

Geneva Eloise Payne, 97, of Shirley, Arkansas, passed from this life at home surrounded by her family on Saturday, April 25, 2020. She was born on January 26, 1923, in Cordova, Kentucky, to Everett and Anna Rae (Sechrest) Doane. She is preceded in death by her parents and her husband, James Payne. Geneva grew up on a tobacco farm in Kentucky, where she enjoyed playing music with her family. For many years she played the mandolin with her family. Later, she played the organ at home and occasionally at church. Some of her favorite activities were fishing and working crossword puzzles. The memory of Geneva Payne will be cherished by her son, William (Fran) Payne; three grandchildren; five great-grandchildren;

He was born August 8, 1941 in East Chicago, Indiana to the late Clarence and Helen Gronek Sanders. Clarence worked many years and later retired as a superintendent for Inland Steel Mill in Indiana. In his free time, he loved to golf. Left to cherish his memory are his children, Dawn Sanders Bell, Todd Sanders and wife Casandra, Ami Sell; six grandchildren; five great-grandchild; and many friends and other family members. James Gilliam Jr., 91, of Mountain View, Arkansas passed away on Monday, April 27, 2020. He was born on January 4, 1929 in Fort Smith, Arkansas to the late James and Rebecca (Quattlebaum) Gilliam. James was preceded in death by his parents; brother, Tony Gilliam; and sisters Ina Jean (Gilliam) Brown and Mary Kathryn (Gilliam) Batey. James is a U.S. Army veteran of the Korean conflict and a member of the Fifty-Six Missionary Baptist Church. James is survived by his sister, Helen Ailene (Gilliam) Lowrance, and many relatives and numerous friends. He was buried April 30k 2020 at Quattlebaum Cemetery in Bee Branch, Arkansas.
Wendell Lea Ramsey Murray, 79, of Fox, Arkansas passed away Thursday, April 23, 2020. Wendell was born on October 27, 1940 in Mozart, Arkansas. Wendell loved fishing, hiking, caring for her livestock, tending her garden and canning. She was owner of Fox Flowers and Gifts. Wendell is survived by her husband, Charles F Murray; two sons, Marlon Murray (Susan), Eric Murray (Paula); six grandchildren; and seven great-grandchildren. painted white. They were a type of smooth, finished wood across the front of the house. I never wondered why the whole house was not painted. It was always home, and, that’s all that mattered to me. I wish I knew where Daddy got the large flat rocks for the walkway. I think they probably were found along Weaver Creek. The house was nothing fancy, but it was home. Home! That means more than any fancy house ever could. Its floor plan included
three bedrooms, a living room and a kitchen, a back porch and a front porch. No indoor plumbing but an outhouse. And we had a Sears and Roebuck catalog. No Charmin! No running water but a good well. Two wells, in fact. There was a storm cellar, a smoke house, a barn and a chicken house and a carport where Daddy parked his truck. Lots of bird boxes on tall poles where the martins came every single summer. And in the twilight of those long-ago
summers, the hoot owl Crossword Solution called, as well as the whippoorwills. Also, the bob-whites were plentiful with a voice all their own. Now, only in memory do I “see” the sights and “hear” the sounds of home on Banner Mountain. What joy it was on a sweltering-hot summer day to drink a glass of Mama’s sweet lemonade and listen to the sound of a cow bell way off in the woods that surrounded my childhood home.

Many species of wildlife have their young in spring, and many well-meaning Arkansans regularly call the Arkansas Game and Fish Commission to report young wildlife that looks abandoned. But moving these animals can actually cause more harm than good. Most wildlife parents cannot be with their young nonstop. They must search out food for their offspring or gain much-needed nutrition to continue nursing them. It’s not uncommon for a doe deer or rabbit to leave her young alone nearly all day while they rest up and recuperate from the stress of nursing. Mother and father birds also take many trips scouring the nearby area for food they will bring back to the hatchlings. It may come as a shock to a person to see these young animals in such a helpless position, but this is how these species have learned to survive. In fact, the more trips back and forth a mother makes to her young in the wild, the more scent trails she leaves behind for predators to possibly follow. Often, a doe deer is within hearing distance of her young, even though you may not see her. The
are to stay motionless so they blend into their surroundings and stay quiet so they don’t attract unwanted attention. Baby birds almost ready to fly hop around in the tree branches exercising their wings, and often end up on the ground a few times before finally getting the hang of things. Parent birds will continue to feed them on the ground until they fly off on their own. Moving “orphaned” wildlife works against this plan. Instead of rescuing them, well-meaning people often mistakenly take them from their mothers and have little to no experience or idea on how to help that young animal. Wildlife rehabilitation experts often are overwhelmed by kidnapped young owls and other birds that were mistakenly “rescued” by well-meaning people. If you do find a young animal and have taken it from the area, the best practice is to place it back where you found it as soon as possible. In cases where the spot may have been unsafe because of a nearby road or predator, you can move the animal slightly and its mother will find it. Forget the wive’s tales about the mother rejecting the young because of your scent; when she comes back to the area, she will take care of her young regardless. If you know the animal is injured or truly orphaned and it is not a deer or elk, the Arkansas Game and Fish Commission keeps a list of licensed rehabilitators available on its website at https://www.ag-
bilitation. These rehabilitators do not receive pay for their efforts, have limited space, and often are available only during certain hours, so calling ahead to find one that will take in the animal is highly recommended. Young deer and elk present an additional challenge. By law, rehabilitators cannot receive or work with members of the deer family, since the transport of live deer may help spread chronic wasting disease, an illness in deer very similar to mad cow disease in cattle. A person picking up a deer from one area may possibly infect the new release site once the animal is rehabilitated. The presence of the deer at the rehabilitator’s location also may contaminate their facility, making it possible to spread the disease to any future rehabilitated cervids. Because of the potential to spread this disease, the AGFC was forced to ban the possession and rehabilitation of all cervids (deer, elk, moose and reindeer) in 2017. If you happen upon a fawn, you legally must leave it where you find it. Just because an adult deer was found dead nearby does not mean the fawn is alone. That deer that was hit by a car may not be the fawn’s mother. Even in cases where the mother has been killed, there is still a chance other does are nearby that will take in the fawn as their own if they find them. In either case, that animal’s best chance of living a healthy life in the wild is for people to step aside and let Mother Nature take care of things.

Fishing Report
Martin Tinnin caught this tank of a rainbow trout Sunday on the White River while fishing with guide Casey Hughes. With heavy water releases at Bull Shoals Dam, the river was running at about 20,000 cfs, but the high water didn't seem to interfere with this big fish's feeding schedule. Hughes took advantage of a caddis hatch in slack water to put Tinnin on this 26-inch rainbow that was released right after the photo was taken.
Central Arkansas
Little Red River
(updated 4-292020) Lowell Myers of Sore Lip’em All Guide Service (501-230-0730) says the Greers Ferry Lake level is still above seasonal pool. “Right now the generation pattern is unpredictable, but we are seeing a few days that have lower water,” he said. Always check before heading to the Little Red River by calling the Corps of Engineers Little Rock District water data system (501-362-5150) for Greers Ferry Dam water release information. For fly-fishing, Lowell recommends San Juan worms, egg, hares ear, sowbugs and streamers. Hot pink and white bodies on chartreuse jigheads are recommended for Trout Magnet spin fishing. “Be safe while enjoying the river,” Lowell says.

tion pool: 462.54 feet msl). (updated 4-292020) Fish ’N Stuff (501834-5733) in Sherwood says the water is high but clear. Largemouth bass will hit floating worms in the buckbrush. Also try tubes and Senkos. Smallmouth bass are favoring Carolina rigs and tubes.
Arkansas River at Morrilton
(updated 4-292020) Charlie Hoke at Charlie's Hidden Harbor at Oppelo (501-3548080) said all the activity is below the dams, and mostly it's catfish. They're using shad and skipjack, as well as live bream. Striper were being caught on wobble spoons, but that was earlier in the month. So, it's mainly catfish below the dams. "Then you go back into Point Remove Creek and up Petit Jean River, when the water is down, anglers were doing good on crappie three weeks ago," he said. The river is hard to fish now. They have had calm water for about six days
over the past several weeks, he said. The river is high and fast (over 100,000 cfs). "Watch it on the river right now," Charlie said. Hidden Harbor has reopened and Charlie says he will have bait, gas for boats, a pump-out, and he has his boat stalls available. The boat ramp also is open. "If the river is over 70,000 cfs, the flat-bottom boats probably don't need to go out," he added. Charlie said that some of the backwaters in the pool were doing great a few weeks ago, especially gar, but they appear to be over with.
North Arkansas
White River
(updated 4-292020) Cotter Trout Dock (870-435-6525) said, “There is nothing better than a spring day in the Arkansas Ozarks fishing on one of our many rivers or streams or lakes. We're partial to trout fishing on the White River, but when the Buffalo National River reopens, get ready for
some great smallie fishing on water that has been untouched by an angler's line for over a month! Imagine that … But, turn back to trout fishing because we've had a pretty awesome week. Although the three dams that ultimately affect our fishing here in the north-central area of The Natural State are all busily producing power by running tons of water into the rivers because the lakes are filled with spring rain, we're still netting exquisite trout. “Nearer the dams, you'll find your best catch will be casting and trolling in the center of the river, right in the middle of the current. That's because warmer surface water from the lakes hits the rivers when the dams use spillways to increase the amount released, and we know trout like cold water. Keep to the center when spillways are in use. No surprises that the browns continue to chase mid- to large-size sculpins; rainbows will bite at fluorescent yellow or lemon-lime eggs with shrimp. These water conditions beg for big stick baits. There's a nicely producing Olive Green X-Rap with a 3-to 5-foot swimming depth and a flashy white feather, or the number 9 or 11 gold/ black Rapala Countdowns should attract a nice selection of trout. The 3/8-ounce Smithwick suspending Super Gold Rogue or the Foxy Momma 4½-inch rogue will tempt a curious brown or cut. “So far there aren't any social distancing rules between anglers and trout, so plan your next trip when possible and we'll celebrate on
the river.”
Bull Shoals Lake
As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 683.35 feet msl (normal conservation pool: 659.00 feet msl). (updated 4-292020) Del Colvin at Bull Shoals Lake Boat Dock said the lake is murky. Surface water temperature is 60 degrees (as of Tuesday afternoon) and the lake is 24 feet above normal conservation pool. Crappie reports are fair. Crappie are shallow and spawning, he said, and subsequently hard to find right now. Black bass are all at different stages of the spring – some are post-spawn, he said, others are spawning and some are prespawn. Your best bet is to fish them with Senkos, floating worms and 2.8 swimbaits. No reports on bream or catfish, Del says. Walleye are good. “People are starting to catch walleye pretty well,” he offers.
Norfork Lake
As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 569.20 feet msl (normal conservation pool: Sept.-April, 552.00 feet msl; AprilSept., 555.75 feet msl). (updated 4-292020) Tom Reynolds of STR Outfitters said, “I was wrong last week when I said this past week would see lots of fish activity on Norfork Lake. The warm weather promised never materialized. Instead we had rain almost every day with some heavy downpours. There was some shad spawning in Big Creek last Wednesday afternoon
(April 22). I was crappie fishing with no luck because the crappie are still off the banks. My son was catching shad and found threadfin spawning in a debris slick on a bluff wall. I assumed that was happening all over the lake until Sean told me the main lake was only 60 degrees. Sean had several good days fishing the main lake points near the dam, but the weather kept changing the pattern. One day stripers were active on the main lake and then the next day they were way up the creek. Nothing is consistent right now. Once we see consistent warm nights and south winds, the whole lake will see topwater bites and lots of feeding activity. “The stripers should begin to feed on the main lake points and near mid-creek bluffs and on the flats up the creeks. Some good places to try this time of year are: Cranfield Island, Crystal Cove, Koso Point, Dam Cove, Big and Brush creeks, Woods Point, Diamond Bay, Thumb Point and School Bus Point.”

As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 1,128.26 feet msl (normal conservation pool: 1,121.00 feet msl). (updated 4-222020) Southtown Sporting Goods (479443-7148) said the lake is mostly clear, with just a little stain in the river arms. Water level is high, but that’s not stopping the fishing, they report.
