Council talks aid, OKs budget

Mutual aid versus automatic aid among fire departments was a subject for discussion at last week’s Clinton City Council meeting. Basically, mutual aid means that a fire department will assist if called in by the district where a fire is occurring. Automatic aid means that everyone responds. Clinton offers only mutual aid to other fire departments in the county while all other departments in the county have automatic aid with each other. Clinton Fire Chief D.L. Webb told the council that automatic aid could eventually affect ISO rat-

ings. He said leaving the city without adequate protection while responding to a fire elsewhere in the county could harm ISO ratings, “probably not the first time,” but eventually. He also said that under automatic aid, other departments could claim the Clinton department’s personnel and assets without having to buy their own. He also stated that the department’s expenses would increase. Webb said calls for the year to the department were about 70. Councilman and volunteer firefighter Shon Hastings said those

calls would likely be double under automatic aid. The council also voted to adopt its budget for 2020. According to figures provided by the mayor, the budget for the water department is $2.2 million and the budget for the city is $2.145. Also at the meeting, Water Department Manager Will Hinchey reported a 39 percent water loss, including 54 percent in Dennard where two big leaks were found. He said chemical costs for the month were 8 cents/ thousand. Hinchey also said he has sent an updated facility plan to try to get funding for

the smart meter program. He said he has talked to Community Water, which has 7,000 customers and can read the meters from the office on all but about 150. He said the rate increase on water and sewer bills will begin in January. Police Chief John Willoughby reported to the council that the department has been busy, issuing 70 citations and filing three felony charges. Zoning official Phillip Ellis announced that he was resigning at the end of the year. Mayor Richard McCormac has said Tim Clark will replace Ellis.

Sheriff’s office makes several drug arrests Van Buren County sheriff’s deputies made several drug arrests in December. On Dec. 6, deputies Derek Sandford and Garrett Bradley reported that they observed a vehicle cross the center line. Driver Herbert Brown gave consent to search, according to an arrest affidavit, and deputies discovered two glass smoking devices and two bags (approximately 1.9 grams) of a white crystal-like substance believed to be methamphetamine, the affidavit states. Brown, 60, of Livingston, Texas, has been charged with possession of a controlled substance, possession of drug paraphernalia, both Class D felonies, and driving left of center. Arraignment is set for Jan. 17, 2020, in Van Buren County Circuit Court. Brown was released on a $1,500 bond. Sheena

38, of Bee Branch was arrested Dec. 7 after Deputy Derek Sandford reported that her silver Mercedes Benz had a headlight out. Hudson handed over five pills that were Schedule II narcotics and a search of her vehicle turned up a small bag (about 0.9 grams) of a white crystal-like substance, according to the arrest affidavit. She has been charged with possession of a controlled substance, possession of drug paraphernalia, both Class D felonies, defective equipment and driving with a suspended license. Arraignment is set for Jan. 17, 2020, in Van Buren County Circuit Court. Hudson was released on $2,500 bond. Sheriff Lucas Emberton was attempting to stop a vehicle on Cemetery Road on Dec. 4 when it appeared the vehicle was fleeing, according to

an arrest affidavit. The vehicle pulled over at Huie Cemetery and driver Colton Grimes and passenger April Dease were arrested after a search turned up a small bag containing what appeared to be a small amount of methamphetamine, according to the affidavit. A loaded glass smoking device and marijuana were discovered on Dease’s body, the report states. Grimes, 24, of Clinton has been charged with possession of a controlled substance and possession of drug paraphernalia, both Class D felonies, and several traffic offenses. Arraignment is set for Jan. 16. Dease, 33, of Bee Branch has been charged with possession of a controlled substance and possession of drug paraphernalia, both Class D felonies. She has been released on a $2,500 bond.

Quorum Court plans to meet twice in week The Van Buren County Quorum Court will hold two meetings this week. A special meeting was called for Tuesday, Dec. 17, and according to the agenda it will cover the usual topics for the meeting, including department head reports. The second meeting, at the normally scheduled time Thursday, apparently will address the proposed sales tax ordinance as County Judge Dale James seeks to extend the current 1 cent tax. Meeting time for both is 6 p.m. at the Van Buren County Courthouse Annex. The meetings are open to the public.

Shirley council meets The Shirley City Council has decided to leave funds left from the water department in the General Fund for now because banks are not currently paying very high interest rates on CDs. The council also decided not to sell its downtown buildings, but to continue leasing them instead.

Mayor Lisa Hackett told councilors that the annual Christmas party on Dec. 7 went very well and turnout was good. Left undone at the Dec. 9 meeting was the budget for 2020. Councilors voted to extend the 2019 budget through January 2020 as they continue to review the figures.

The council also voted to accept the resignation of member JoCarol Hamilton who has moved out of the city limits. They also agreed to rehire the former janitor of the Senior Center, Norma Anderson, for three hours per week. The next meeting of the council is scheduled for Jan. 13, 2020.

Wreaths Across America The South SideBee Branch EAST program and its sponsor Julie Nelson presented the annual Wreaths Across America at Bee Branch Cemetery on Dec. 14. Each December on National Wreaths Across America Day, the mission to Remember, Honor and Teach is carried

out by coordinating wreath-laying ceremonies at Arlington National Cemetery, as well as at more than 1,600 additional locations in all 50 U.S. states, at sea and abroad. South Side has taken part in the ceremony for the past several years. National Wreaths

Across America is observed on a Saturday in mid-December each year. Wreaths Across America Day pays tribute in veterans cemeteries nationwide. The aim is to raise awareness of the sacrifices veterans make for the country and encouraging more people to remember.

It's time once again for the 3rd Friday night of the month for the Scotland Senior Citizens Center Musical, December 20. Come and bring your instrument and voice or just listen to a variety of music such as gospel or country. Potluck refreshments begin at 6 p.m. and the music starts at 6:30. Everyone is welcome. December 28th is Park Fest: This daylong event is held in Archey Fork Park the last Saturday of each month. Free set-up for local vendors, fundraisers, and community activity organizers. The following is an excerpt from the diary of LTC James C. Bates, CSA. Lt. Col. James Campbell Bates (1837-1891) chronicled his experiences while traveling through Searcy and Van Buren County, Arkansas, during the Civil War in 1862. "April 6 1862 Sun: Marched eighteen miles–passed through Burrowville [Marshall] – a very sorry place about 100 greasy dirty looking individuals – all out to see us pass by. CWD-positive deer found in Independence County From Arkansas Game & Fish

A new case of chronic wasting disease has been found in Independence County. A hunter-harvested white-tailed deer taken east of Oil Trough tested positive for the disease. The buck, sampled through the AGFC’s network of partnering taxidermists, tested positive for CWD at the Arkansas Veterinary Diagnostic Laboratory and was confirmed by the Wisconsin Veterinary Diagnostic Laboratory in Madison. Although Independence County is outside the AGFC’s CWD Management Zone, the AGFC does not expect to make any changes to deer-hunting regulations for the remainder of the 2019-20 deer hunting season. Dr. Jenn Ballard, state wildlife veterinarian for the AGFC, says the agency will evaluate the need for any expansion of the CWD Management Zone during the hunting regulations-setting process once the season is over. “Changing the regulations mid-season would not be fair to hunters,” Ballard said. Ballard says the new positive case in Independence County is indicative of how the disease can spread slowly through natural deer movements.

“We know bucks tend to carry a higher prevalence of the disease than does, and we know bucks can disperse long distances, potentially moving the disease across the landscape,” Ballard said. “That is why we have partnered with taxidermists to help us collect samples as a free service to hunters.” Hunters who wish to have their deer tested for CWD can voluntarily take the head of the deer, with 6 inches of neck still attached, to one of the AGFC’s network of participating taxidermists to have a sample tested for free. They also may drop off the head at one of dozens of CWD-testing collection stations positioned throughout the state. Since the confirmed CWD positive deer was found in Independence County, the AGFC has set up a new CWD-testing collection station in Oil Trough. For more information, call 501-978-7370. The current CWD management zone includes Baxter, Benton, Boone, Carroll, Crawford, Franklin, Johnson, Logan, Madison, Marion, Newton, Pope,

Scott, Searcy, Sebastian, Stone, Van Buren, Washington and Yell counties. CWD was first detected in Arkansas Feb. 23, 2016. Since the first detection, AGFC has sampled and tested more than 20,600 deer and elk from across the state. To date, 770 deer and elk have tested positive for the disease in Arkansas. Research indicates that CWD is caused by a misfolded protein called a prion that is transmitted through feces, urine and saliva, and can survive for years in soil and plants. CWD can have an incubation period of at least 16 months, which means infected animals may not show signs of disease immediately. CWD prions accumulate throughout the body and affect an animal’s nervous system. The diseased prions cause normal cellular proteins to misfold into abnormal shapes, which accumulate until neural cells cease to function. Infected animals begin to lose weight, lose their appetite and develop an insatiable thirst. They may separate from their herds, walk in repetitive patterns, carry their head low, salivate, urinate frequently and grind their teeth. Visit www.agfc. com/CWD for more information.

Obituaries

Reva Myrick

Reva Marie Elliott Myrick, 88, of Clinton, passed away Wednesday, December 11, 2019. She was born March 10, 1931 in Bakersfield, California to the late Cliffton Elliott and Anna Bonds Elliott. Reva was the owner of Myrick’s Produce. She enjoyed fishing, flowers, gardening but most of all she loved her grandkids. Left to cherish her memory are three grandchildren; three great-grandchildren; numerous nieces, nephews, friends and other family members. Reva is preceded in death by her parents; husband W.D. Myrick; son, Warren Douglas Myrick; siblings, John Elliott, Thurman Elliott, Edward Elliott, and Lois Elliott Kiehne. Visitation was Monday, December 16, 2019, at Clinton Funeral Service with graveside services following at 2 p.m. at the Archey Valley Cemetery with Richard McCormac and Tripp Estlinbaum officiating. Pallbearers: Tommy Elliott, Chad Elliott, Guinn Aday, David Elliott, George Snider, Zeke Keeling. Honorary Pallbearers: Gerald Cook, Allen Aday, Fred Prince.

Linda Harden

Linda Rea Harden, 71, of Clinton, passed away Friday, December 6, 2019. She was born May 6, 1948 in Casa, Arkansas, to the late William Nathan Cross and Norma Elizabeth Rainey Coates. Linda worked for Ozark Health for over 23 years as a CNA and ward clerk. She was a member of Clinton Church of Christ.

Left to cherish her memory is one sister, Lavone Bradford; 12 grandchildren; six great-grandchildren; and many nieces, nephews, friends and other family members. Linda is preceded in death by her parents; her siblings, Lou Pryor and Sue Johnson; and her son Nathan Harden. Pallbearers: Jacob Andrews, Adam Wofford, Josh Thomas, Andrew Harden, Kyle Martin, Randy Cassell. Honorary Pallbearers: Matt Thomas, John Wofford, Brice Harden, Chris Henderson, James Scoles, Larry Scoles, Nick Garrett, Mike McDade and Gene Tanner. Visitation was Wednesday, December 11, 2019, at Clinton Church of Christ. Services were 10 a.m. Thursday, December 12, 2019, at Clinton Church of Christ with Stan Smith officiating. Burial was at the Casa Cemetery.

Fred Knight

Fred M. Knight of Fairfield Bay born February 3, 1928, to Fred M. Knight Sr. and Pearl Elizabeth Knight, and died December 8, 2019. Following two years of military service in the US Army, Fred pursued a 30-year PGA golf career where he achieved a Class A Lifetime Member of the PGA of America and was a member of the PGA Half Century Club. He had the distinction of being the first golf pro and coach at LSU and then worked as the golf pro for 25 years at the Bayou Country Club in Thibodaux, Louisiana. Fred continued his lifelong golf connection after retirement as a pri-

vate golf instructor. Fred was a great ambassador for the game of golf and had a passion for teaching and sharing the game with others. Fred was a member of West Side First Baptist Church in Greers Ferry, Arkansas, where he was a deacon. The church will host visitation at 10 a.m. December 21 followed by a memorial service at 11 a.m. and lunch at noon. Interment will be at the Mt. Pleasant Missionary Baptist Church cemetery in Cabot, Arkansas. Fred is survived by his wife of 65 years, Bettybel Knight. He was preceded in death by parents, and his children Keith G. Knight and Kerry D. Knight.

Carol Crawford

Carol Ann Crawford, 76, of Bee Branch, Arkansas lost her battle with cancer on Monday, December 9, 2019. She was born November 18, 1943 to the late T.R. and Estelle (Bratcher) Green in Dallas, Texas. Carol was devoted to her family. She enjoyed baking, gardening and spending time with her sons and grandchildren. She is preceded in death by her parents,; her beloved husband, Bufard (Flucy) Crawford Sr.; and brother, Jeff Green. Religion Christmas can be confusing Christmas can be a very confusing holiday. We sing, “It’s beginning to look a lot like Christmas” but the weather never changes in places like Hawaii, the Caribbean, Mexico and Honduras. And doesn’t December 25th look a whole like January 1st? Grandparents shouldn’t sing, “I’ll be home for Christmas” because they are home! Everybody goes to their house for Christmas. This Santa fella is most confusing. He’s everywhere at the same time. I mean physically, literally everywhere. He changes ethnicities, speaks all languages and wears funny clothes. And is he the best example for our kids in America? Aren’t

we having an obesity problem these days? No wonder he’s overweight! All he does is sit around 364 days a year and eat other people’s cookies on the one day he does work. Night, actually. Someone close to him should have an “Intervention” for him. He apparently doesn’t know about the health hazards of overeating and no exercise. Christmas is confusing, I tell you. We celebrate someone’s birth and buy everybody else birthday presents. Everybody but him. When’s the last time you asked somebody what they’re giving Jesus for his birthday? Probably never. But I have. Many times. And I always get the same

I know of one kindergarten teacher who sought to end all confusion by just telling the kids that Christmas was Santa’s birthday. I even saw on the cover of a national magazine a picture of Santa Claus on a cross, and the cross was decorated like a Christmas tree. Was that their attempt to end the confusion? Probably not.

Michelle R. Johnson, 55 years old, born in Lincoln, Nebraska on October 12, 1964 to Bonnie (Trahan) and Virgil Voss (deceased), passed away on December 10, 2019 from pancreatic cancer. She was preceded in death by son, Gregory Wayne Johnson; daughter, Shannon Raquel Voss; first husband, Mark Lloyd Lyne; and brother, Fritz Eric Voss. She is survived by husband Brad L. Gale Marie Kermeen (Johnson) passed into heaven on Tuesday, Dec. 10, 2019. Gale was born May 31, 1923. She worked with her chiropractor-husband for 30 years in Waupun, Wisconsin. She and “Doc" moved to Fairfield Bay, Arkansas in October of 1979. Gale was active with the Willing Workers of the Fairfield Bay Methodist church and served with the Women Auxiliary at Indian Rock Village. She wrote that “her biggest dream was living with God here and in heaven.” Gale is now united with her husband Robert, parents Herman and Esther Johnson, and sisters Kathryn and Lucille.

Around 200 people who attended the Shirley Christmas Party and 18 bicycles given away. Every child there got two presents; all the toys were donated to Mayor Lisa Hackett by friends of Shirley. Plus there was more food than could be eaten, so a lot of food went home with people after the party. Only at Christmas and only in a little town like Shirley could a thing like this happen. Crab Apple’s first Christmas Sometimes she’s almost as cranky as Mrs. Andrews. And she eats too much and is getting fat, but I love her. We’ve always had a Christmas tree and I know that she will put one up as soon as she can, because she loves me, too. And she loves Dad. Sometimes she and Dad talk a long time on the phone, and they write letters. I was doing schoolwork when Mom came home. My third-grade teacher gives a lot of homework. After Carol left, Mom took off her shoes and leaned back in the recliner. “Toby?” she said. “We’ll have sandwiches for supper again. I don’t feel like cooking.” “Sure, Mom,” I said. I didn’t mention the tree. After supper, I fed some of the bread scraps to my cat. Then, I opened the door and threw the rest of the crumbs out on the walk for the birds. I heard music coming from Mrs. Andrews’ house. Playing that piano again! I looked over there. The Christmas tree lights blinked on and off. Such a pretty tree. I wish I was big enough to put up my own tree. Maybe tomorrow Mom will feel okay. You’d think that Mrs. Andrews might help my mom. Isn’t that what neighbors are for? I can’t recall a single time Mrs. Andrews has come to our door unless she was chasing me out of her yard or telling Mom I’d broken something. Well, I did break her window when my softball went too far and cracked the glass. But it was an accident, and she shouldn’t have been so mad. She told Mom that I threw the ball through the window because she was playing the piano, but that was not true. Even Mrs. Andrews should know that, if she doesn’t know anything else, except how to play that old upright piano. She kept my softball, she said, just to show me I couldn’t get by with that. If she were a nice person, she would teach Mom how to play the piano. My mom wants to play very much. She almost had enough mon-

ey saved to buy a piano, but something happened and now the money would be spent on some hospital bills – in February. I asked who was going to the hospital in February but Dad said, “I’ll tell you later.” Somehow, he forgot and I worry about it. I hope Dad won’t be in an accident on his way home to get us in February, but of course, there is no way of knowing something like that. And I wish Mom could have a piano – even an old upright one. There’s not enough money in my piggy bank to buy one but if I had the money, I’d buy her one for Christmas. I rubbed my hands together, brushing away the rest of the breadcrumbs, and took one last look at the sparkling tree. Shivering, I closed the door, catching the cat’s tail. The cat yowled, scratching in all directions, until I jerked the door open. “You silly cat!” I scolded, and this time I felt cross myself. I hurried to my room before Mom could see the tears bubbling under my lids, ready to be released as quickly as I had released the cat’s tail. One by one the tears slipped. I fell across my bed, beating my fists into the pillow, sobbing as though I would never have a Christmas tree, or a Christmas gift — and maybe not see my dad again, ever, as long as I lived. Before Mom became so tired, she would have rushed right in to see about me - and the cat - but tonight she noticed neither one of us. In fact, Mom was so quiet I hushed crying to go see about her. I’m glad she didn’t see me bawling like a baby. I need to take care of her while Dad’s gone. And I’m going to do just that – even if she is fat and out-ofshape. She was talking on the telephone and her voice sounded funny, but she turned to me and said, “Yes, here he is now, David.” To me, she said, “Daddy wants to talk to you.” She handed me the phone and mumbled something about packing a suitcase. “Where’s Mom going, Dad?” “Listen, Toby. Mommy must go to the hospital and I want you to go get Mrs. Andrews to take her there.” “Mrs. Andrews? Why her?”

The snow was 8 inches deep in places, the biggest one this year. Standing in a snowdrift, I looked through the window of the house next door to our house on Oak Street in Copper Springs. I saw the Christmas tree that Mrs. Andrews had put up in the corner beside her piano. The gifts were too many to count! What will she do with all those presents? She has no husband, no kids, no one at all. And I have only Mom, now that Dad’s away. Mrs. Andrews looked out her window, and I turned and ran, fast as I could go. I barely made it into my own yard, when I heard Mrs. Andrews’ door open. I scrambled into the garage, and heard her holler, “Toby Westbrook! Don’t let me catch you peeking through my window again!” “Old crab apple!” I muttered, yanking off my cap. All she ever does is sit over there alone, playing that old piano. Who wants a present from her anyway? I went into our family room. My baby-sitter, Carol, was there, but the absence of a Christmas tree made me feel as cold as the snow, which had melted through the holes in my shoes. Taking off my shoes and damp socks, I rubbed my red, icy feet together to warm them up. I found some dry socks and looked at the clock. In 10 more minutes, Mom would be home from her job at the telephone office. Then I remembered how tired she had been lately, and I decided not to ask her again to put up my Christmas tree. She may not feel like putting up a tree, ever. If only Dad were here! He had gone to Detroit to look for a job because the place he used to work closed down. And he’d found a new job. He’d send for us as soon as he could. Probably in February, Mom had said. But Dad couldn’t come back for Christmas. This will be our first Christmas apart, but Mom said that it’s necessary. Mom worries about Dad being gone. That’s probably why she is so tired.

“Toby! Just go and get Mrs. Andrews! I’ll hold on until you get back. Now don’t hang up the phone.” But I hung up the phone, and ran in my sock feet through the snow to Mrs. Andrews’ house faster than I had ever run away from there – faster than I had ever run anywhere in my whole life. When I knocked on the door, I heard the tune she was playing on the piano, and it sounded like “Silent Night,” which the church people sing at Christmas. “Please, Mrs. Andrews, come quick! Mom has to go to the hospital, right away, Dad said.” “Is it the baby?” “What baby?” Mrs. Andrews didn’t answer. She pulled on her coat, got her car keys, her pocketbook, picked up her knitting and unplugged the Christmas tree lights. “Dad said to hurry!” I yelled. “I am hurrying!” Mrs. Andrews yelled back, in her scratchy voice. My socks were

damp and my feet were cold. Mrs. Andrews followed me into our house, and she helped me put on dry socks. I hated being so close to the old lady crab apple, but the dry socks felt good. I was so frightened about Mom that nothing much mattered. Mrs. Andrews said to Mom, “Let me carry your suitcase, Mary.” Then the three of us were in the car and soon we were at the hospital. I sat in the waiting room with Mrs. Andrews while Mom was in a room marked Delivery. “The baby’s not due until February,” Mrs. Andrews said. February? Hospital bills! So that’s where the money for a piano was going – for a new baby. How awful! I’ll have to share my room, my cat, my mom and dad, and the toys I get for Christmas – if we even have a Christmas this year. Then I thought of something. “Mrs. Andrews, would you like to have Mom’s baby?” “Why, what a lovely thought, Toby!”

“You can have it if you’ll give me back my softball!” A nurse came out of the delivery room, carrying a squalling bundle with black hair. “It’s a boy!” she said. “A boy! You mean I’ve got a brother?” I jumped up and down, and hugged Mrs. Andrews before I realized what I was doing. She laughed. She seemed not so much like a crab apple, I thought, and I hugged her again. I looked at my baby brother once more and thought that the red, round, wrinkled face was just like a crab apple. Crab Apple! That’s what I’ll call him and he can play softball with me. Mom named the baby David Westbrook Jr., but that was okay with me. I would still call him Crab Apple. I looked at the phone on the wall. “Mrs. Andrews?” I asked. “Help me call my dad. He will surely come home now. Because me and Crab Apple – we need a Christmas tree.”

Fishing Report are no exception, eating top to bottom all over lake, spoons, inline spinners, hair jigs and topwater baits. The shad are just about everywhere. That’s good news for fish over the winter and headed into spring.

North Arkansas

White River Guide Mark Crawford reports that big rainbows are on the move now in the Spring River in north Arkansas and his client, David Aplin from Memphis, displays his catch.

(updated 12-112019) Lowell Myers of Sore Lip’em All Guide Service said the Little Red River is receiving daily generation this week, providing good wade and drift-fishing opportunities on the river. Fly patterns of egg pattern, midges, gold ribbed hares ear and pheasant tails can be productive. Consider white and hot pink bodies on chartreuse jigheads for Trout Magnet spin fishing. Always check before heading to the Little Red River by calling the Corps of Engineers Little Rock District water data system (501-362-5150) for Greers Ferry Dam water release information (updated 12-112019) Greg Seaton of littleredflyfishingtrips. com (501-690-9166) said the lake is back to normal levels so the Army Corps of Engineers is not scheduling releases from Greers Ferry Dam. This means the generation is scheduled by Southwestern Power for power demand only. With this change, we should see

elevation at 461.92 feet msl (normal conservation pool: 462.04 feet msl Oct. 1-April 30; 463.04 feet msl May 1-June 1; 462.54 feet msl June 1-Sept. 30). (updated 12-112019) Tommy Cauley of Fishfinder Guide Service (501-940-1318) said the water level at Greers Ferry Lake is at 461.92 feet msl. It is 0.12 feet below normal pool of 462.04 feet msl and falling with a lot of generation. The Army Corps of Engineers have dropped it over 2 feet trying to not let it get out of control for rainy season, but that is just guess at its best. All catching is good, you just have to get on the water to do it. Crappie are eating steady in 15-40 feet of water on minnows, jigs, trolled crankbaits or slow-reeling a Road Runner. No reports on walleye. Bass fishing is good top to bottom on a variety of baits, moving or drug along bottom. It’s a great time of year to catch a once-in-a-lifetime fish. No report on bream. Bull Shoals Lake

As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 669.94 feet msl (normal conservation pool: 659.00 feet msl). (updated 12-112019) Del Colvin at Bull Shoals Lake Boat Dock said the water is murky and continues to be high, at about 13 feet on Tuesday morning. “I haven’t seen it like this in 10 years,” Del said. Bass are good, but their running deep. Best baits have been Zara Spooks and Ice Jigs along with drop-shots. Crappie are good and are found around the shad. Use minnows and jigs and work the brushpiles. Walleye are being found around the rocky points around dusk. Bream are poor, as are catfish. Check out Del’s YouTube page (Bull Shoals Lake Boat Dock) for his latest video reports and tips on catching the fish. Surface temperature on Tuesday morning was 55 degrees.

(updated 12-112019) Lou Gabric at Hummingbird Hideaway Resort said Norfork Lake fishing has been really good over the last week for most species of fish. “I have mainly been targeting striped bass, hybrid bass and white bass and have had a blast. The striped bass are on their fall feed before the cold winter months. I have found large schools of fish in a feeding frenzy. The best bite for the last couple of days has started a little after sunrise and has lasted until late morning. This time of year, however, they tend to feed all day long, especially on cloudy days with a little bit of wind. “A great example was last Saturday. I had a hard time finding feeding fish early, but at about noon the fish started to go crazy and the bite lasted all afternoon. The old belief that if you find bait there will be fish feeding at some point is really holding true at this time. Best locations for me have been the large flats in the mid-lake area, such as Cranfield area, Mallard Point, 101 bridge, 101 Boat Dock area. There are others, but these are the ones I have been concentrating on. I am finding stripers in 35-50 feet of water with the fish at all depths. The bigger stripers and hybrids seem to be suspended up high in the water column, from 10-25 feet down.

CITY OF CLINTON ORDINANCE NO. 2019-07 AN ORDINANCE OF THE CITY OF CLINTON, ARKANSAS TO AMEND THE RATE LEVIED FOR THE A&P TAX, AND TO DECLARE AN EMERGENCY TO SET AN EFFECTIVE DATE OF JANUARY 1ST, 2020. WHEREAS, the City of Clinton currently levies a two percent (2%) A&P Tax as described in Title 3, Chapter 3.32 of the Code of Ordinances; and WHEREAS, the City of Clinton recognizes a need to increase the levy of this tax to three percent (3%). NOW, THEREFORE BE IT ORDAINED by the City Council of the City of Clinton, Arkansas: Section 1. Title 3, Chapter 3.32, Section 3.32.02 of the Code of Ordinances of the City of Clinton, Arkansas, is hereby amended to read as follows: 3.32.02 Tax Levied 1. There is hereby levied a three percent (3%) gross receipts or gross proceeds tax on hotels, motels and short-term rental accommodations for sleeping, meeting or party room facilities for profit located within the City of Clinton. 2. This Ordinance does not include the rental or lease of accommodations identified in Section 1 that are for periods of thirty (30) days or more. 3. The Advertising and Promotion Commission created pursuant to Ordinance No. 2008-02 is hereby authorized and directed to promulgate such rules and regulations and procedures as are deemed necessary to carry out its duties and responsibilities under this Ordinance and as may be required by state law. Provided, however, that all any such rules, regulations or procedures must be approved by the Clinton City Council. Section 2. SAVINGS/REPEAL. That all ordinances or parts of ordinances in conflict with this Ordinance are repealed to the extent of such conflict. Section 3. SEVERABILITY. That should any word, sentence, clause, paragraph or provision of this Ordinance be held to be invalid or unconstitutional the remaining provisions of this Ordinance shall remain in full force and effect. Section 4. EMERGENCY CLAUSE. It is hereby declared that an emergency exists as the City needs to levy the new A&P rate at the first of the year. This Ordinance is necessary to preserve the peace, health and welfare of the citizens of the City of Clinton, Arkansas, and therefore shall be effective and enforced from and after the 1st day of January, 2020. A BEAUTIFUL CHRISTMAS MEMORY In the early 70's, my husband and I and our 3 children were coming to Botkinburg from NLR where we lived. Just outside of Conway, we saw this soldier needing a ride to his Leslie home for �anksgiving. We picked him up in our one seat pickup truck that all 5 of us were in. He made 6, and it was a bit crowded, but he didn't seem to mind. On the way, as we were all talking, I gave him a tract with a picture of Jesus on the front and my name and address on the back. Since, I was collecting dolls from around world, I asked him if he could buy me a doll from Puerto Rico, since he was going there a�ter �anksgiving. I o�fered him money, but he said "don't give me any money". When we got to Botkinburg to turn o�f to my Mother's place at Water Gate Road (it was then named Archie Road), it was late and very dark. We could not stand to see him get out and walk 13 or 14 miles to Leslie. So, we drove him to his home. One year later, a day before Christmas, my doorbell rang in NLR, where we lived. My brother, who was visiting at the time, answered and I heard a man's voice say "I am looking for Rosetta Sanders." I went to the door and there stood a young soldier with the most beautiful Christmas Box that I had ever seen, with big red ribbons and a big red bow. He said, "A year ago at �anksgiving, you were nice enough to go out of your way and take to my Dad's house in Leslie. �is is something just for you." I opened the package and saw this beautiful Puerto Rican doll! I thanked him and he le�t. We don't remember his name or even if he is still living .... but, I will never forget the kind soldier who gave me this beautiful Christmas Memory.
