Council 'reassigns' Keeling Just weeks after a $13 million 10-year improvement plan for the Clinton Water and Sewer Department was unveiled the City Council has removed the water department manager. The council went into executive session for 35 minutes during its regular meeting Thursday, Dec. 10, and when they emerged, Mayor Richard McCormac called for a vote on reassigning Isaac "Zeke" Keeling to the intake facility. The vote was unanimous. No reason was given for the action. McCormac announced that Todd
Burgess would be interim director of the department while applications for a permanent director are accepted. He said Burgess would likely apply for the position permanently. Burgess, who runs a pawn shop in Clinton, formerly worked for Community Water out of Heber Springs. That company supplies water to Shirley and Fairfield Bay in Van Buren County. McCormac also announced that a Marshall man, Ronnie Horton, would take Burgess' seat on the water board that McCormac created several months ago. Hor-
ton, McCormac said, used to work at a water facility in Sherwood, Arkansas. At its regular meeting in November, the council heard from a Heber Springs engineering firm about upgrades and repairs the Clinton Water Department needed. What the mayor termed "painful" rate increases would be a necessary part of that plan with some ratepayers' bills more than doubling over the next years. In 2012, the state Health Department ordered that Clinton's water supply be cleaned up by Febru-
ary 2013, and plans were formed to install a water clarifier at the treatment plant. Work on the project is behind schedule. Also discussed at Thursday's meeting was the mercury level in the city's sewer system that Keeling said has been building up for the past 50 to 60 years. Some of Clinton's permits are being held up because of the debate. Keeling said the state health department is "after" nine large water systems in the state, including Clinton. He said even if See Water on Page 2

Business license
proposal fails An ordinance to establish occupational licenses for the city of Clinton failed when no councilman would second it last week. The proposal's title, to "provide rules and procedures for obtaining and enforcing occupational licenses," was read three times at the Dec. 10 meeting and a motion was made by Councilman Timothy Barnes to vote on it. No one would second the motion. The proposed ordinance, which had been the subject of much discussion and many meetings over the past year or more, called for no fees through 2016, then a $25 per year fee beginning in 2017. The newest rendition of the proposal, according to Mayor Richard McCormac, left out zoning regulations and inspections,
items that had raised concern from several local business owners. The proposal called for all license fees to become a part of the city's general fund and called for penalties for anyone failing to obtain a license. Also at Thursday's meeting, Zoning official Dwight Wilson announced he was retiring early next year. His resignation letter said he would leave the job at the end of January, but at McCormac's request, Wilson agreed to stay until the end of February, working a reduced number of hours. Wilson worked for the city for 12 years and under three mayors. He said he believes the city has a See Business on Page 2

Widow knew work on lunar landing gear was something special Floye Utter knew she was working on something special back in the 1960s in San Diego. She was a 50-year-old woman with a ninth-grade education from Van Buren County, Arkansas, when she worked for Teledyne Ryan. In 1969, she was NASA-certified and worked as an inspector on the Apollo 11 lunar landing gear. "We knew we were working on landing gear for the first flight to the moon," Utter says. Born Dec. 20, 1918, into a poor family from Rocky Hill, Utter recalls the one-room schoolhouse she attended with about 20 other children. She says they mostly went to school in the summer because it was too
cold in the winter. In eighth-grade, she moved to Clinton to live with her sister and go to school. But her sister moved again and Utter's family didn't have the money for her to continue to live in Clinton. After ninth-grade, she took "home lessons." Utter moved to California to work and that is where she was divorced from her first husband in 1950. In 1965, she left her job at Consolidated Vaultee and went to work for Teledyne where she met the love of her life, Arley Utter. Most of the people working in the electronics industry back then were women, she recalls. Her See Lunar on Page 2
In a Grinch-like move, someone plunged Clinton's City Park into the dark last week. A thief or thieves stole copper wire that was powering the Christmas lights display at the park, according to a report from the Clinton Police Department. Parks Department Manager Charles Wilson called police to the park on Friday, Dec. 11, to show them that someone had cut the lock off the electrical box nearest the softball fields, then turned off the power and cut many pieces of 10 gauge electrical wire on both sides of ground receptacle boxes. They also cut
the electrical wires below the box itself. Wilson told police about 300 feet of the copper wire had been stolen. He said it was worth approximately $1,000. The labor required to hook up the wiring is very time intensive, Wilson said in the report. Clinton Police reported late Friday afternoon that an arrest has been made in the case by Van Buren County deputies. The investigation is continuing and no further details were available by press time. By Saturday night, enough repairs had been made to the wiring that the lights were shining at the park.

Page 2 Police Report Man faces drug charges - On December 5th, 2015, deputies from the Van Buren Smith County sheriff’s office, during a traffic stop, made contact with 48-yearold Michael Smith of Clinton. It was found that Smith was wanted out of White County. After a permission to search, deputies found possible methamphetamine, the sheriff's office said. The 20th Judicial District Drug Crime Task Force assisted in the investigation. Other illegal drugs were also found in the vehicle, according to a news release from the sheriff's office. Smith was charged with felony possession of a controlled substance, and misdemeanor possession of a controlled substance. Smith is currently incarcerated at the Van Buren County awaiting a first appearance. Police arrest 2 Two men left Walmart in the back of a squad car on Dec. 9 after an encounter with police. Clinton Police Officer Jay Murdock responded to a call about a man in the parking lot looking into cars when he observed what appeared to be a "methamphetamine smoking device" in the glove compartment of the car in which the man was riding, according to a police report. The man identified himself as Irish Fitzgerald, but his Arkansas ID card gave a different name, that of Dakoda Hughey, 26, of Greenbrier. He identified the owner of the car as Austin Lawson, and Murdock had him paged and escorted him out of the store, the report said. Lawson,
20, of Austin said the car belonged to his girlfriend. A subsequent search of the car found only a piece of a plastic straw with a white powdery residue in it as well as the pipe, the report said. Murdock told Lawson he would be charged with felony possession of drug paraphernalia and misdemeanor criminal trespass, the report states. Hughey was issued a citation for criminal impersonation and criminal trespass, then placed on a hold for the Searcy Police Department, the report states. The trespassing charges were filed because the two men had been banned from all Walmart stores, the report states. Storage unit thefts - A Fairfield Bay man reported that his storage unit on Memory Lane in Clinton had been broken into. Among the items missing were a backpack grill, a printer, a DVD recorder and a CD/DVD player, according to a police report. A storage unit on Highway 65 South in Clinton was broken into and among the items reported missing were two kerosene heaters valued at $250-$300, and a gaming computer worth $500-$600, according to a police report. Woman accused of taking car - A 24-year-old North Little Rock woman has been charged with theft of property and driving on a suspended license. Carmen Crowder drove off in a Ford Taurus left outside the Exxon station in Clinton on Dec. 8, according to a report by the Clinton Police Department. Crowder gave a statement to police saying she knowingly took the vehicle without permission, the report states.

After working on the lunar landing gear, Floye Utter always wanted a moon rock. Lunar from Page 1 career lasted from 1950-1981. In 1984, Arley had a heart attack followed by a stroke, Utter recalls. He was partially paralyzed, but determined he was "not going to be crippled." He began walking each day and worked his way back to health. Four months after the health crisis, he drove a moving van for the couple to Arkansas. Back in her home state, Utter says they bought a "big house with a big yard" in Higden and they worked together in their garden and other projects to support themselves. Arley died a couple of years ago at the age of 94. He was from December to April younger than she and she says he always teased her about robbing the cradle. She becomes a little sad when she talks about his death and the big home she left for the small rental she now occupies in Clinton. "You could set this whole house inside my house," she says. But mostly she seems content, despite several health problems, as she approaches her 97th birthday. Water from Page 1 the level the state sets is met, there still will be a problem disposing of the mercury-tainted water. The closest place to Clinton that has a proper landfill for such water is near Melbourne, he said.
She says she feels good. Her tips for living many healthy years are: "Don't smoke, don't drink, work hard and go to church!" She is a member of Sugarloaf Baptist and still part of the Sugarloafers Club where she joins other members on trips to Branson and other outings. She says she can't take part in the secret pal gift-giving anymore because her eyesight has failed to the point that she can't see price tags. But she does still read with her light and magnifying glass, and she enjoys watching her big-screen TV. She has one son who is in a nursing home in California; her other two children are deceased. She also has three grandchildren and three great-granddaughters, two of whom are currently in the Navy. Asked if she would have liked to walk on the moon, Floye responds, "You better believe it!" But she said with her education level and the physical demands of being an astronaut that was something she could only dream of. One other thing that she wanted but never got: "I always wanted a moon rock."
Bricks in the wall -- Someone drove their older model tan and brown extended cab Chevrolet into the wall outside Cash Saver in Clinton on Dec. 8, according to a police report. Witnesses told police that the driver asked, "Did I hit the curb?" and when told he had hit the building, he drove off and fled the scene, heading south on Highway 65B.

The Unknown
Unknown to the ambulance driver and his crew Some dangerous chemicals had been dumped from an old barrel that had rusted through. Sensing the danger to her and her young to come She fled the scene before the damage was done. Three years had gone by ‘til she was spotted again And on a scale of one to ten she registered a healthy ten. But her color changed from green to pink Was it the chemicals or the operation, what do you think? Whatever it was that changed her complexion changed her young ones too And the side effects would change all of history For that’s what side effects do! oldmanocean
55th Anniversary
Sam and Anna Lou Ward of Clinton were married December 10, 1960. The couple just celebrated their 55th wedding anniversary.
Moonies all wrong about lunar moods
Moonies drive me crazy. No, I’m not talking about the religious group, I’m talking about people who believe the moon has this all-powerful force that influences every aspect of our lives. When I was a child, my grandparents talked about the moon a lot. They planted their gardens according to the moon pattern, they “fixed” their male cows/pigs at certain phases of the moon, they even dug fence post holes according to the moon sign. Lest you think these old people are a bit
daffy and no one believes that now, think again. I am in the medical field, I have been told countless times by nurses, etc., that there are more babies born during a full moon, or that there are more ER visits during a full moon. So, I thought I would test this. This is the second research project I did, the first had to do with whether wearing white made people think you were a better nurse (it didn’t). I pulled all the admission/birth records of the hospital I worked at (Kennett, Missouri) and found that there was absolutely no difference in the number of births at any one phase of the moon. As far as ER visits, this one is a little tricky. People do more at night when there is more
light, such as during a full moon, that includes doing really stupid things that get you hurt. Also, there has been found to be more crime during full moon cycles, not because they are under the spell of the full moon, but rather they can see better to break into your house. If you think about it, the moon doesn’t change per se during its differing phases, it is only blocked from the sun by the earth. It’s the same moon and the distance doesn’t change significantly. So don’t believe all those old wives fables. Wait a minute, I take that back, I think I just saw a cow jump over the moon! (I heard you groaning!) - Ron Henson, RN Ozark Health Home Care

Dixie Carter has just retur ned from a visit to the Kansas City area. She went to attend a Ruskin High 50’s and 60’s reunion and Elks Club benefit. She enjoyed that, as she got to see lots of high school friends and they raised almost $3,000 for needy families in the area. She says the best part of
Page 5 her trip was viewing the Thomas Hart Benton and Hollywood exhibit at the Nelson-Atkins Art Gallery and Museum. After the extraordinary exhibit she and her friend Charlene toured the Benton home where he resided from 1939-1975. Everyone on the tour, except the tour guide and Charlene, was from Arkansas. A lady from Bentonville, who was in the group, told her that Bentonville, Arkansas, and Benton County were both named for Thomas Hart Benton. Benton painted the Buffalo River and was instrumental in getting it named a national park. Dixie says she had a grand old time, but was happy to get home to Formosa. She says driving up north makes her nervous. I can understand that, just driving to north Arkansas makes me nervous! Amanda and Aaron Milender and baby Avery of Fairbanks, Alaska, are visiting her grandmother, Dee Story, this week. Also visiting is Dee’s son, David Story of Rocky Mount, Virginia. She has been in the hospital for a few days. Hopefully she is on the mend, so let’s keep her in our prayers. Joyce and Johnny James took their grandkids, Jaxton, Zaylee and Ayden, to see Santa Claus at Bass Pro in Little Rock. The kids all enjoyed it very much, and I think Grandpa and Grandma did too. Well, that’s all for now. I hope everyone has a blessed week.

There will be a heap of vittles at the Senior Night Christmas Potluck, Friday, 5:30 p.m. at the Foursquare Church. Games will follow. Matt Berry has graduated from UCA with a history major. His proud parents are Dennis and Charlette. The second round of muzzle-loading season ended Monday with no big buck reports. One hunter suggested the deer are hiding out in oth-
er parts of the county where they don't shoot as well. I heard a neighbor wondering about the the training the county road workers get before being turned loose with the road-graders. I said I had no complaints about the job on my road other than two washouts that haven't been addressed. If you have info about the greater Crabtree and 16 West community call Jeff Burgess, 745-1249.

Lacy is the daughter-in-law of James and Deb Thomas. Happy Birthday to Amy Lasater Newland also on December 8! Also a Happy Birthday to Tara Barnett who is celebrating her birthday on December 15! We have been seeing and hearing lots of coyotes out here on the hill. Be sure and keep a close eye on your livestock and pets. We have seen several large flocks of geese heading south. Sure seems late in the year but I guess the warmer temperatures have kept them north a little later than usual. I love seeing them fly over.

Shirley boys beat Clinton, Rosebud
By Brian Crotts
The first week of December was rivalry week for the Shirley Blue Devils. Shirley hosted county rival Clinton on Dec. 1 and traveled to Greers Ferry Westside to take on the Eagles in a conference rival game on Dec. 4. The Senior High boys team defeated the Clinton Yellow Jackets 79 to 78 with a balanced attack that had four players scoring in double figures. Junior swingman Easton Freeman led all scorers with 20 points followed by Jed Privitt with 19. Senior point guard Michael Meeuwsen added 16 points and sophomore Michael Fuller had 10 fourth quarter points and a total of 14 for the game. In the girls’ game, the Clinton Lady Jackets defeated the Lady Blue Devils 61 to 33. Mariana Larson led Shirley with 10 points. At Westside, the Blue Devils boys team
defeated the Eagles 65 to 58 in a game of runs by both teams. Junior Jed Privitt led Shirley with 17 points and Freeman and Joe Owen contributed 15 and 13 respectively in the winning effort. The Lady Eagles defeated the Lady Blue Devils 47 to 22. Junior Ally Graddy had 8 points in the losing effort. The next week, Dec. 8, the Blue Devils senior boys traveled to Rosebud and defeated the Ramblers 54 to 46. The game was close at the half but the Blue Devils pulled away in the second half despite a late run by the Ramblers. Freeman led all scorers with 20 points, including six 3 pointers and was perfect from the line. Owen and Privitt added 13 and 11 respectively in the winning effort. The Lady Ramblers defeated the Lady Blue Devils 61 to 21. Senior Tessa
Berry scored 9 in the losing effort. Shirley’s senior boys won 2 out of 3 games in the Conway St. Joseph Classic in early December. The Blue Devils defeated the host team, Conway St. Joseph in the opening round 47 to 37. Guard Michael Meeuwsen led the Blue Devils with 14 points and Owen added 12. Shirley was defeated by Guy-Perkins 78 to 69. Privitt led all scorers with 34 points. Freeman cashed in with four 3-point baskets and scored 16 for the game and Owen contributed 10 in the losing effort. Guy-Perkins is currently rated No. 1 in the state for 1A schools. Shirley defeated Perryville 69 to 30 in their final game of the Classic. Shirley led 34 to 24 at the half and cruised to victory behind Fuller’s 10 third quarter points. Freeman led all scorers with 18 points.

Fishing Report
Clean, Drain and Dry
During winter, anglers often visit new bodies of water to track down the hot bite. But you may harbor a stowaway in your boat or equipment. Invasive species like zebra mussels can hitch rides on your equipment and spread to new bodies of water where they can take over. Before moving to a new body of water, follow the Clean, Drain and Dry motto: • Clean all equipment -- Be sure to remove all mud, seeds and pieces of vegetation from your boat, trailer and vehicle. • Drain your boat -- Pull all drain plugs at the ramp before you leave each time you go fishing. Also let the water drain from your outboard motor's water intake. • Dry -- Let all gear and the bilge area of your boat dry for at least five days before visiting a different body of water. If you can't wait that long, spray the area with a high-pressure, hot water sprayer and let it drain thoroughly.
Central Arkansas
Lake Conway
(Updated 12-92015) Bates Field and Stream (501-4701846) said the water is stained and at normal level. Bream are fair on worms fished
about 4 to 6 feet deep. Crappie are biting well on minnows and jigs fished 6 to 8 feet deep. A lot of boats are in Gold Creek. Bass are fair on dark-colored spinnerbaits and soft-plastics. Catfishing is excellent on yoyos baited with large trotline minnows and goldfish.
Little Red River (Greers Ferry Tailwater)
(Updated 12-92015) Greg Seaton with Little Red Fly Fishing Trips (501690-9166) said the Army Corps of Engineers is still running one unit plus the flood gates to make the release equivalent of two generators. This is a 24/7 schedule. Fishing is spotty at best and drift fishing is the only option. With the high water and strong flow, caution should be used when drifting. One person should be watching the path of the boat to avoid pinning the boat against an obstruction. The Corps stated that they will drop the generation to one unit when the lake reaches 463, which should be in about six days. This will still require drifting, but with lower flows.
Little Maumelle River
(Updated 129-2015) River Valley Marina (501-5171250) said the water is perfectly clear and at normal level. Bream are biting well on worms. Crappie are biting well around the edge of drop offs with brush on them in 5 to 6 feet of water. Minnows have been
the best lure for the papermouths lately. Bass are biting well around any brush you find in 5 to 6 feet of water. Soft-plastic worms and minnows are working well for bass. Catfishing is fair on chicken livers.
Arkansas River (Little Rock Pool)
(Updated 129-2015) McSwain Sports Center (501945-2471) said the water is muddy and the current is swift. Catfishing is good on live bait fished from the bank below Terry Lock and Dam. No report on any other species.
Clear Lake
(Updated 129-2015) McSwain Sports Center (501945-2471) said the water is muddy and high. Crappie are excellent on deep brush and stumps. Minnows have been the only thing working. No report on bass, bream or catfish.
North Arkansas
Bull Shoals
As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 663.84 feet msl (normal conservation pool – 659 msl). (Updated 12-92015) Bull Shoals Boat Dock said water temperatures are still warmer than average. Anglers have caught fish in the back third of the larger creek arms if there were baitfish present. Always look for shad balls on your graph and the colder temperatures have the loons and gulls over the bait. A ½-oz. War Eagle spinner-
bait in sexy mouse has worked around wood in the back of the coves as well. Rapala DT 10 crankbaits in shad colors, and Right Bite green pumpkin/orange jigs with Zoom green trailers are working on windy points from one to 15 feet deep. Some fish are already staging in their winter areas and anglers are already catching a lot of bass paralleling vertical bluff ends, using a Megabass Vision 110 in blue2 and a Rapala Shadow Rap in blue green. A Storm Wiggle Wart is also a good lure to use along small bluffs and transitions to chunk rock. K Dock Marina (417-3342880) had no report.
White River (Bull Shoals Tailwater)
(Updated 12-92015) Sportsman’s White River Resort (870-453-2424) said the water has a green tint and is running high with six to eight generators going daily. Trout are biting well on Power Bait and shrimp. Spin-fishing has been good with spoons. Fly-fishing has been difficult with the current, be sure to use lots of weight to get the fly down in the swift water.
Lake Norfork
As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 557.076 feet msl (normal conservation pool: September-April – 553.75 msl, April-September – 556.75 msl). (Updated 12-92015) Tom Reynolds of STR Outfitters said the water is 6½ feet above pool and the
lake temperature is dropping with the cold weather. The shad will move out of the creeks and into the river channel when the water temperature hits the high 40s to lwo 50s. The early part of the winter fishing pattern is the flats. Stripers move to the shallow water no deeper than 60 feet, and school up, feeding on small shad. Right now Float Creek, Mallard Point, Howard Cove, and the entrance to Panther Bay Marina are the best places to find active stripers. Once the water gets cooler the shad will move to the main channel between the bridges heading towards Bidwell Point up to Howard Cove. The live bait users are catching stripers using shad and shiners and the artificial users are catching stripers and white bass on spoons. Find the shad and you will find the fish.
North Fork River (Norfork Tailwater)
(Updated 12-92015) Berry Brothers Guide Service (870453-2424) said there has been no wadable water lately. The Norfork has fished much better of late. The most productive flies have been small midge patterns (size 18-22) like ruby midges, root beer midges, zebra midges (black or red with silver wire and silver bead) and soft hackles (size 1416) like the green butt. Egg patterns have also been productive. Double-fly nymph rigs have been very effective. Try a small bead headed nymph (zebra midge, copper John or pheasant tail)
suspended 18 inches below a brightly colored San Juan worm (hot fluorescent pink or cerise size 10). There have been reliable hatches of small midges (try a size 24 Adams parachute) and caddis (try a size 18 elk hair caddis). The fishing is better in the morning and late afternoon and tapers off midday. My favorite combination has been a cerise worm with a Sunday special dropper.
Northwest Arkansas
Beaver Lake
As of Wednesday, the Army Corps of Engineers reports the lake’s elevation at 1,122.62 feet msl (normal conservation pool – 1,120 msl). (Updated 12-92015) Southtown Sporting Goods (479443-7148) said the water is 2.5 feet above normal pool and stained. The surface water temperature is 58 degrees. Crappie are fair on minnows fished around brush piles and crankbaits trolled near the main channel. Stripers are around Rocky Branch and War Eagle and are biting on trolled crankbaits, live shad and Alabama rigs with swim baits.
Lake Fayetteville
(Updated on 129-2015) Lake Fayetteville Boat Dock (479-444-3476) said the water is murky and at normal level. Fishing has been slow for all species, but a few fish are being caught here and there.

Happy Birthday, Gracie! This is Gracie who celebrated her first birthday a few weeks ago. If Gracie looks familiar, it’s because she was featured on the cover of the Arkansas Telephone Company phone book this year. Gracie’s owners are Blake Newton and Gwendlyn Kay Bradley of Shirley. Send your cute pet photos to voiceeditor@artelco.com.
