fter serving 10 years on Greenburgh, N.Y.’s Department of Community Development and Conservation as deputy commissioner and commissioner, Thomas Madden assumes the role of Stamford’s economic development director in July. The Fairfield County Business Journal asked him about his goals and expectations. You are stepping into a city that has seen tremendous growth. Which is more important: maintaining current momentum or striking out boldly for new developments? Madden: “It is a combination of both. You need to make sure that Stamford’s existing economic base remains strong and diverse while looking for companies and development opportunities that will help enhance and strengthen this base. It is important to make sure that each development works as a puzzle piece that fits into the future of Stamford’s picture.” Stamford has been a leader in mixeduse and mixed-income development. Do you see Stamford as a national model? How does Stamford accomplish what other cities fail to do? “Stamford is a national model when it comes to mixed-use and mixed-income development. The 2002 Master Plan laid the foundation for transit-oriented development around the train station. This has been key in developing the ‘Work, Live, Play’ environment you are seeing around the downtown and South end areas. Another aspect of this has been Stamford’s ability to create a ‘Complete Community’ in the rest of the city. This is where the city has improved walkability, proximity to services and jobs/housing balance in areas where there is reduced access to mass transit. “Many communities have been afraid

THE BUSINESS-ON-WHEELS MOVEMENT is gaining momentum in Connecticut, especially with the help of a Fairfield-based startup that organizes pop-up conventions.

The lawyer as instrument for social change BY FRANK PAGANI

“I

f you are a lawyer, you are helping to mold the rights of individuals for generations to come.” That is a quote by the late and legendary trial lawyer Theodore I. Koskoff, the founding partner of Bridgeport-based Koskoff Koskoff & Bieder P.C. The words not only became part of the credo for the nationally known 78-yearold legal firm, but also inspired his son, Michael, to enrich his father’s legacy. “I am so lucky to have been born into the legal profession and, having had the unique opportunity, to emulate my father who instilled in me the importance of giving back to society,” Koskoff said. He added: “I also learned by working with him that an attorney could be a force for social change.”

“I am so lucky to have been born into the legal profession and, having had the unique opportunity, to emulate my father who instilled in me the importance of giving back to society.” When asked to recall an accomplishment from his remarkable, 48-year career of which he is most proud, he was quick to cite two that came early in his career. The first was the work he did on behalf of the Greater Bridgeport NAACP and the National Association of Black Patrolmen to increase the representation of minorities in the ranks of the fire and police forces in Bridgeport and New Haven. He noted these cases served as important legal precedents to help end municipal hiring bias elsewhere. The second case featured a jury award of $12.2 million to a Yale University intern who contracted HIV during her training at Yale-New Haven Hospital, claiming that as a result of the hospital’s negligence, she pricked her thumb with an infected needle while performing a procedure

on a patient infected with HIV. “I am very proud of the positive effect this malpractice case had on hospitals and other health care providers and institutions in taking steps in their procedures and practices to make it safer for residents, patients, staff and for all of us,” he said. Similarly, Koskoff said he is proud of the firm’s work in obtaining fair compensation for damages caused by negligence in the use of certain medicines. As an example, Koskoff points to a case in which a pregnant woman who was injected with a drug to induce labor experienced contractions so intense that the newborn was seriously injured. Because of that case, that particular drug can no longer be administered by injection to a mother before the birth of a baby in Connecticut. In another case, a Connecticut hospital had been sued for not performing studies on youngsters with a propensity for strokes, one of the characteristics of sickle cell anemia. The firm donated the settlement amount to the hospital to cover the cost of the specialized medical equipment that will be used to diagnose and treat the deadly disease early. Because of his expertise in medical legal matters, Koskoff was recently brought into the wrongful death lawsuit brought by the family of Michael Jackson. The goal was to bring out some truth about what happened to the pop performer. “Along the way, we learned that Michael was not only the most successful performer in the history of music, but the most generous performer in the history of entertainment,” he said. In addition to numerous major medical malpractice cases, as lead counsel, Koskoff reached a $17 million case against the state of Connecticut for illegal wiretapping, a victory that echoes another of his father’s memorable quotes: “If you

are a lawyer, you stand between the abuse of governmental power and the individual.” Among his numerous accolades, Koskoff holds the distinction as Connecticut’s only member in The Inner Circle of Advocates, limited to the top 100 trial lawyers in the nation. A frequent speaker on Court TV, Koskoff also received formal training as an actor from the American Shakespeare Academy, noting that this experience has been extremely helpful in conveying complex ideas in a direct and meaningful way to juries. His urge to reach an even larger audi-

ence may be satisfied if a screenplay with a legal plot he has written (one of his personal passions) gets the green light for the silver screen. As to the firm’s future? Joshua Koskoff represents the third generation of Koskoffs at the bar of justice and has an impressive record as a trial lawyer, following in the tradition of his father and grandfather.

The Cheech and Chong economy arrives

T

he Hamden-based Quinnipiac Polling Institute in May released a decidedly nonstoner take on marijuana use in Connecticut. Economic arguments for and against the drug’s use have, until now, remained abstract or comical and usually featured the word “dude.” But that is changing and big money — now legitimate and taxable — is at stake. For lawmakers, the poll offers a primer on current feelings, which have moderated nationally. Twenty states and Washington, D.C., now run medical marijuana dispensaries that contributed $1.7 billion in taxable revenue nationally in 2013. Los Angeles reaped $8.6 million in medical marijuana taxes in 20112013. Connecticut has a fledgling medical marijuana program, authorizing a handful of dispensary and cultivation licenses, but has no storefront to date. Colorado is expected to reap $30 million in marijuana tax this year from nonmedical sources. Fears of reefer madness, for now at least, were assuaged by a Denver Police Department report that found violent crime down nearly 11 percent since legalization. July 1 brings marijuana shops to

Washington state, a half year behind Colorado’s move. Author Seth Crawford at Oregon State University said, “Estimates of economic impact suggest that marijuana is the one of the largest cash crops in the country.” By a 52 percent-45 percent majority, Connecticut registered voters support “allowing adults to legally possess small amounts of marijuana for personal use,” according to a Quinnipiac University poll released in May. Whether gung-ho or no-go for general use depends largely on age. There is, however, strong support for pot for medical use. By 90 percent to 9 percent, state voters supported medical marijuana. Support ranges from 84 percent to 14 percent among voters older than 65 to 99 percent to 1 percent among voters 18-29 years old. Voters also support by a 69 percent to 28 percent margin having a medical marijuana dispensary in their town or city, Quinnipiac found. On the question of recreational marijuana use, voters 18 to 29 years old support the idea 80 percent to 20 percent, while voters older than 65 are opposed

61 percent to 34 percent. About half of Connecticut voters admit trying marijuana. Some attitudes about marijuana include: • 61 percent of voters say alcohol is more harmful than pot, while 16 percent say marijuana is more harmful and 18 percent say both are harmful. • If marijuana were more widely available, 55 percent of voters say alcohol would be more harmful to society, while 28 percent say marijuana would be more harmful. • Legalizing marijuana would lead to more underage use, voters say 59 percent to 37 percent. “A slight majority of Connecticut voters favor legalizing marijuana for recreational use, with huge age and party gaps,” said Douglas Schwartz, director of the Quinnipiac University poll. “While 90 percent support the current law allowing medical marijuana, support drops to 69 percent who would want a medical marijuana dispensary in their town.”

to increase the density of development where it makes sense and have been paralyzed by fear of change. Stamford has made some bold moves in the past to make it the leader in the region today.” What specific goals do you bring to the office on day No. 1? And how do you intend to implement these goals? Who do you plan to collaborate with? “One of the most important goals will be diversifying the local economy through the development of the right business mix that makes Stamford attractive on a regional and national scale. This includes having the right mix of business and residential development along with increased recreational opportunities. Using Stamford’s resources as assets is important in growing the assessment role, which will help to stabilize and lower taxes for Stamford residents. “I am looking forward to working with Mayor David Martin on his vision for the community, as well as Gov. Malloy and Connecticut Department of Economic and Community Development on Stamford’s place in the state. Also, partnering locally with the Business Council of Fairfield County, Urban Land Institute, Stamford’s Chamber of Commerce and the Downtown Special Services District to make Stamford even better. “I am excited that Mayor Martin has retained Robin Stein to be part of the economic development team. He is a great guy to work with that has wealth of knowledge on the city and state.” Green initiatives are popular today. They

are not always the cheapest solution. Do you see them as critical to development? “Implementing green initiatives is imperative in new development. Green solutions lower the overall impact on city services such as solid waste, water and sewer usage and lead to potential job creation. The return on investment timeframe has started to drop dramatically, where it make sense to have these features incorporated into new construction from the start. “For example, we found in New York that the annual estimated energy expenditure was $60.50 billion in 2010. About half those dollars ($30 billion) left the state. For the mid-Hudson region, this export expense was about $3.36 billion for 2010. Reducing the amount of energy the mid-Hudson region imports by just 3 percent would leave an additional $100 million per year in the region’s economy. This is a huge economic stimulus that could help drive the economy. “In terms of retrofits for sustainability, Jay Black at SL Green has done a great job in make SL Green’s office building portfolio become more sustainable and has saved the company a lot of money. I was just in One Landmark Square looking at the improvements there. I want to make sure that all of the buildings in Stamford are taking advantage of the sustainability programs that are available out there.” Stamford has a UConn campus. We hear tales of so-called “brain drain” to other states. What can you do to stanch the flow of talented students to other regions? “The key to stem the brain drain of the area is to develop a strong partnership program between the universities and

our companies. “It is important to develop and expand R&D facilities and the development of laboratory incubators for businesses that offer top-performing science and engineering students a place to practice. Another aspect is to create workforce training space and courses designed in partnership with local companies to ensure there is an enriched workforce. “The city of Stamford’s school district also plays an important part in reducing the impacts of brain drain from the area by developing the infrastructure for a “cradle to career” economy by partnering with the universities and businesses on course development and internships.” Urban amenities are now seen as desirable to young, sometimes no-car, professionals. These walking-friendly amenities also work for seniors. Is Stamford on the edge of the fewercars society? “I believe Stamford is on the cutting edge of this philosophy in the Northeast.

There will always be a need to plan for a car culture, but successful cities reduce the need and dependence to have a car by creating small neighborhood villages or nodes that have enough density to support the smaller and larger businesses that locate there. Stamford’s Master Plan will play an important role in creating these future nodes.” What would you like to see the city resemble in 50 years? “A sustainable city that is a regional and national leader with an economy that includes local, national and international commerce, while supporting growth that addresses the needs of all economic, social and age groups as well as for future generations.” What is the best piece of advice you’ve received? “As I was heading off to university, my father took me aside and told me that the people who get the furthest in life are the ones that listen first then speak second.”

eventy-five friends and colleagues gathered at Mama’s Boy Southern Table & Refuge on North Water Street in Norwalk recently to celebrate Ryan Odinak’s six-year tenure as executive director of the Cultural Alliance of Fairfield County. Odinak steps down this month. A search is in progress to replace her and a field of candidates has reportedly been winnowed down to a few, but no announcement has been made. “I will be pursuing my creative endeavors, including writing and painting,” Odinak said. She also plans to open an arts-themed consulting business in Fairfield County. — Bill Fallon

Norwalk chamber celebrates its best, brightest BY BILL FALLON Bfallon@westfairinc.com

T

he official count for the Greater Norwalk Chamber of Commerce’s annual Small Business Awards Luncheon at the Norwalk Inn & Conference Center was 180, but a waiter said he thought the number was 200. Either sum made for a successful afternoon that saw six businesses singled out by the chamber as extraordinary. Keynote speaker Jeff Warshaw, CEO of Westport-based Connoisseur Media, delivered a lively history of his business life that included a directive to do good. “You can’t drink Champagne alone,” he said. “Without principles and integrity, it wouldn’t be any fun.” Connoisseur owns and operates FM radio stations 95.9 and 99.1 in Fairfield County and stations in New York, Pennsylvania, Indiana, Illinois, Kansas, South Dakota and Montana. “One of the most important things I learned was to take a lot of rejection,” he said of a particular 18-month quest

for investors. “It’s not good for the ego and it is not fun. But it was worth it. If success had come easier, it might not have turned out as well as it has with our current group.” TD Bank was the event sponsor. Rick’s Main Roofing was the award sponsor, and its principal, Richard Tavella, hosted the awards portion of the luncheon. Chamber President and CEO Edward Musante was the event host and delivered the closing remarks. Musante said there would never be a shortage of great companies to honor. Bridgeport businesses pen new quarterly review ‘What gets measured, gets managed,’ is publication subtitle

T

hirty properties in various states of development and under diverse ownership are being actively promoted by the Bridgeport Regional Business Council. More will be promoted on a quarterly basis, in part to dispel the image “nothing is happening in the region.” At its annual meeting June 3, the BRBC unveiled to an audience of 250 members a new quarterly publication titled “The QR: Quarterly Review of Economic Development.” Subtitled “What Gets Measured, Gets Managed,” the publication will now be produced quarterly by the 900-member regional business association. It will serve as an inventory of “bricks and mortar” development projects that are either underway, about to get underway or are planned within the municipalities of Bridgeport, Fairfield, Stratford, Trumbull, Monroe, Easton and Shelton. “Our first issue inventories 30 projects in our region that will have a very significant impact on jobs growth and retention in the region as well as tax base growth,” said BRBC President and CEO Paul Timpanelli. The inventory includes brief project descriptions, location information, project contact and a project stratus review. The publication is the work of the

BRBC Economic Development Working Committee, which is described as a special committee of the BRBC board of directors. “Our Committee views this publication in three ways,” said Paul Antinozzi, committee co-chairman and principal of Antinozzi Associates, a Bridgeport architectural firm. “First, we will distribute it widely and it is intended to educate our audiences as to real development projects that are taking place and will have dramatic impact. “Second, it is meant to dispel the notion that ‘nothing is happening in our region,’ which is held by far too many people,” he said. “And, finally, it will be used as a tool for the Business Council board and our committee to determine whether there might be a role to play for the business community to help move a stalled project forward more expeditiously”. “Our second issue,” said Ken Oppedisano, committee co-chairman and president and CEO of Main Enterprises, a nearly century-old Stratford-based large-scale machine and mechanical-service provider, “will concentrate on providing data for each regional project relative to jobs retained, jobs grown, capital investment and tax generation. This data will help us in

determining how well we are doing with organic jobs growth in our region.” The first issue describes 12 projects in Bridgeport; three in Fairfield, three in Monroe, two in Shelton, five in Stratford and five in Trumbull. The list includes projects that are completely private, such as a 300,000-square-foot office and R&D facility in Trumbull being developed by R.D. Scinto Inc. and Victoria Drive in Monroe, which will be a 160,000-squarefoot retail center. selling unique, repurposed, handmade or organic products set up shop underneath tents, inside a warehouse and outside their trucks at the Fairfield Theatre Company. A spinoff of the Brooklyn flea market scene, but taking an original approach by handpicking only the most “hip” pop-up businesses, PopShop Market gave Fairfield County residents a taste of Brooklyn without the hassle of buying a train ticket. “Fairfield really needed this pop-up shop,” said Ashley Kane, co-founder of PopShop Market. “Fairfield is perfect for something like this. It’s family-oriented, there’s an eclectic mix of people and the seniors here are cool. We wanted to bring something hip to the county, something different, since Fairfield always had a mantra for being preppy.” PopShop Market, founded by Kane, Kelly Scinto and Andrea Espach last year, embraces the idea of creating a shopping, eating and entertainment venue for families and providing a creative meeting place for vendors to network with other businesses. Live music and tequila brought residents and visitors together. An arts and crafts station kept the kids busy. And shoppers were bargain hunting for products ranging from handmade jewelry and brass cigarette trays to zucchini bread and lamps made of recycled copper. Meanwhile, vendors went tent to tent and handed out their business cards. The Bodega Taco Bar food truck, which owner Mario Fontana rolled out two months ago to expand his Fairfield and Darien-based restaurants’ footprint, had a major presence at the PopShop Market. Fontana, who plans to park his Bodega taco truck in Southport Beach this summer, said events like PopShop Market create a great vibe for customers and enables him to customize menu items that are targeted toward specific audiences. “People find that it’s fun to order food from a truck,” Fontana said. “We wanted the truck to be an extension of our restaurant, so we curate the menu

a little more for people. If we’re going to a crab fair, we’ll sell more tacos and crab guacamole. If we’re going to a concert where it’s all adults, we’ll sell items like tuna ceviche and tartare.” Among the newest additions to the PopShop Market scene is The Buzz Truck, a jet black mini school bus repurposed into a coffee-on-wheels business that has been rolling down the streets of Fairfield County for the past 10 weeks. Years ago, The Buzz Truck owners Jessica Grutkowski and her husband, Alex, moved from Brooklyn to Connecticut after they found out they were having twins. Even after the move and having their children, Jessica kept thinking about her dream to open a lobster roll truck in Brooklyn and wondered if starting her own business on wheels was plausible. Last year, the Grutkowskis attended their first PopShop Market event and networked with a vendor to help start their pop-up business. The name “Buzz Truck”

stuck with them and the couple became licensed to do business in Fairfield, Westport and Weston. “The truck itself seemed appealing because there was no rent involved,” Jessica said. “Everyone needs coffee. It’s not like we were going to be selling some obscure, super-expensive product. It was more in the selling model, which is all about accessibility. We bring the coffee where it isn’t.” So far, the Grutkowskis have had the opportunity to showcase their coffee truck in various popup events, tours, schools and festivals. Most recently, they brought their coffee truck to a real estate broker’s open house. The goal of their business is to continue widening its footprint as they develop customcatering packages that can be tailored to events ranging from teacher appreciation breakfasts to weddings, Jessica said. The easy part was finding a local coffee roaster to be their vendor. The

couple Googled “local organic coffee brewers” and found their match. Ed Freedman, owner of Shearwater Organic Coffee Roasters L.L.C. in Trumbull, was that match, and he agreed to provide locally roasted coffee beans. The Grutkowski’s remade mini school bus has a few regular spots in the city, but they never stay stationary for too long. “We’re figuring out which spots make sense and which ones to bag,” Jessica said. “Being near parks and the beach is a top priority for us going into the summer months.” The next PopShop mini market is in Fairfield on July Fourth weekend. “When our guests come to PopShop they are coming with an open mind and knowing that we’re constantly bring in new shops and entrepreneurs,” Espach said. “New small businesses that link up with us for a PopShop will get great faceto-face time with our guests as well as PopShop marketing.”

n weekends, the lines at Pizza Post on East Putnam Avenue in Greenwich weave among tables of diners, attesting to wordof-mouth popularity that cannot be bought. When he started Pizza Post in 1972, Luca Criscuolo said, “The first day, we made $43. Of course pizza was only $1.25 to $2. And then the pizza business got bigger and bigger and bigger by word of mouth.” The business competes in an active market that features both national — Domino’s — and regional — Arcuri’s — competition close at hand. The Business Journal spoke with Luca and Matt Criscuolo about the foundation of his success: the Pizza Post pizza pie. Italy-born Luca Criscuolo, 69, founder of Pizza Post, describes the flavors in his famous Margherita pizza. The dough is made with water, flour, salt, olive oil and yeast. Criscuolo said the olive oil is the important touch that “makes the crust nice and brown.”

In the kitchen, Matt Criscuolo, Luca’s 32-year-old son, tosses the dough to stretch it. “Always touch the middle because the edges will stretch by themselves,” Luca said. “Rotate one hand clockwise and the other counterclockwise at the same time. Another method for stretching the dough is pushing it with the tips of your fingers like you’re playing piano. Then smack it like you’re playing the drums. When the dough is stretched out enough, you rotate it through your fingers like you’re counting money.”

Once the dough is stretched, Matt covers the pizza with a tomato sauce with oregano, garlic, parmesan cheese, black pepper and basil. Matt advises putting on the toppings beneath the cheese to “seal in the flavors.” In Luca’s Margherita pizzas, fresh slices of mozzarella are placed on top. Olive oil makes the pizza extra crisp, Luca said. When the pizza comes out of the oven, Luca layers fresh basil leaves on top.

ECAC to call Danbury home Spontaneous business meetings — the ones at office work stations during the NCAA March basketball tournament and college football bowls — are about to receive a boost from the Nutmeg State. The Connecticut Department of Economic and Community Development has finalized a deal that will bring the headquarters of the country’s largest intercollegiate athletic conference, the Eastern College Athletic Conference, from Massachusetts to Danbury. Under the terms of the agreement, the ECAC will bring about 20 jobs to Danbury by July when it relocates. “In addition to the direct jobs this deal is creating for residents, the state and the ECAC will work closely to explore the possibility of bringing more conference events — and the jobs and economic activity that come along with them — to our state,” Gov. Dannell Malloy said in a statement. “We’re thrilled that the conference is making this long-term commitment to Connecticut and are looking forward to a great partnership.” The development department will support the relocation with $400,000 in assistance from the state’s Small Business Express program. The ECAC will receive a $100,000

matching grant that requires the creation of five jobs and a $300,000 loan, $200,000 of which is forgivable if 10 jobs are created within 18 months. “Relocating the ECAC headquarters to The Matrix Corporate Center in Northern Fairfield County, Connecticut will better enable us to service our entire membership at the highest levels,” said ECAC Commissioner Kevin McGinniss. The center is on Old Ridgebury Road. The ECAC serves 312 member institutions spanning 12 states. According to the ECAC, the move to the Matrix Corporate Center strategically positions the ECAC headquarters and its staff in a centralized location, accessible to its entire membership. The ECAC studied multiple locations and commercial properties in southern New England, Westchester County, N.Y., and northern New Jersey before selecting Danbury. The conference embraces NCAA divisions I, II and III and runs from Maine to North Carolina and west to Missouri. About 110,000 athletes compete in its male and female sports. “Both our business and sports communities are anxious to welcome the ECAC,” said Danbury Mayor Mark D. Boughton.

S

ince childhood, Greenwich businessman Peter Orthwein has been an avid polo player, and he is also one of polo’s biggest patrons. Orthwein is the executive chairman and co-founder of Thor Industries, which through its wholly-owned subsidiaries is the largest manufacturer of recreational vehicles in the world. He founded Thor Industries with Wade Thompson in 1980, when the pair purchased Airstream. The corporation has grown to include nine different recreational vehicle brands and holds a $3.15 billion market capitalization. Growing up in St. Louis, Orthwein and his brothers were introduced to the sport by their father and have continued to participate throughout their lives. A 1968 graduate of Cornell University, he was inducted into the Cornell University Athletic Hall of Fame in 2011 for his accomplishments in collegiate polo, which included winning the first National Intercollegiate Championship

Tournament in 1996. Later, Orthwein endowed the head coaching position at his alma mater. “I endowed the coaching position because coaching is the mainstay of a strong program,” Orthwein said. “A strong coach keeps the horses right and builds the program.” On the polo field, Orthwein achieved a five-goal handicap, placing him in the top 5 percent of players worldwide. He founded the Airstream Polo Team, which frequently plays at the Greenwich Polo Club. “He was a great player, a five-goaler,” said Nick Manifold, the manager of the Greenwich Polo Club. “Polo is a difficult, difficult sport. He’s older now, but in his younger days he was a great player, and he’s a great horseman.” Manifold, himself a five-goal handicap player, said that Orthwein’s patronage has been crucial to the Greenwich Polo Club, which is the only venue for “high-goal” top-level competition in the Northeast. “Peter helps bring teams to the area to play, which is important,” Manifold

said. “No teams means no competition. His bringing teams here brings the club stability.” Orthwein’s involvement in the sport has helped him off the field as well. “I was hired for my first job by Bill Ylvisaker, the chairman of Gould, who was the head of the United States Polo Association at the time,” Orthwein said.

The elements to being successful in both business and polo are similar, according to Orthwein. “It’s teamwork and it’s hard work. There’s a lot that goes into preparation,” Orthwein said. “You have to get the horses going right and your team has to be organized. Each player has to know who he’s covering. It takes organization and planning, and it’s the same in business.”

tamford-based American Solar & Alternative (ASAP) Power announced its 30,000-square-foot solar panel installation on an energysmart cool roof on Temple Beth El in Stamford has been named this year’s Renewable Role Model Winner by the national Interfaith Power and Light, billed on its website as “a religious response to global warming.” ASAP called the installation the largest of its kind. Its 845 solar panels have been generating 70 percent of Temple Beth El’s electricity since September 2013. “Construction took us six weeks but there was a lot of preparation work on this project,” said Elliot Isban, ASAP president. “By utilizing a variety of incentives, our clients can now see how affordable sustainability really is.” ASAP worked with Connecticut Light & Power’s Connecticut Energy Efficiency Fund to replace old lighting with hightech lights. That and other steps resulted in an annul energy saving of $31,000,

according to CL&P. Installation of the “energy-smart cool white roof” began in July with an additional CL&P incentive. The system is now capable of producing 211 kilowatt hours of DC power on a sunny day, putting excess power back into the grid in a process known as net metering. “Congregations such as Temple Beth El are becoming green power plants,” said Andree Duggan, Interfaith’s national campaign manager. “IPL works with congregations to model a response to high energy consumption. Congregations can now demonstrate good energy stewardship to their communities.” In a continuing effort to address its energy use, Temple Beth El has initiated a solar project fund to raise $200,000 from its congregation. Currently, a data monitoring display in Temple Beth El’s lobby — and online at the appropriately named liketheroof. com — shows how much electricity is being produced by the roof at any given moment. A recent readout showed the

system had generated almost 100,000 kilowatt hours of electricity, keeping 70 potential tons of carbon dioxide from the atmosphere. “When you consider the solar system provides the lion’s share of greenhouse gas reductions and given the incentives now available in the Northeast, it makes sense to explore the opportunities available to institutions or companies of any size,” Isban said, “And using these technologies with no moving parts, no pollution and no noise, I think is really elegant.”

Hot Town – Cool Off at the Norwalk Library funny thing about summer, we look forward to it all year, but summer can mean spending more money with the kids home. Jill foster, in her “Thursday Tip” column in The hour, offered a list of 25 things that can be done in the summer for low cost or for free. unsurprisingly, five of them were about the library. “Taking time to read that book you have been looking forward to” is something i know a lot of norwalkers do, because every year, our circulation goes up 25 percent in the summer months, and we stock a giveaway cart at calf pasture beach so popular that we can hardly keep it full. even so, our book circulation continues to decline (except for e-books) just as our use of online databases and digital resources continues to grow. “rent movies from the library and have a marathon” or “catch up on a Tv series that you have wanted to watch from the library” are two tips that i know norwalkers have already embraced, because movies and Tv series are half of our circulation. (Take that, cable companies!) also on Jill’s list is “taking a class or a workshop at the library.” The library is a good place to learn something new and challenging because the place itself is already comfortable for the learner. literacy volunteers has been teaching english language learners in the library for 30 years, but now we also have regular classes in computer skills, job hunting and “healthy minds, healthy bodies,” as well as writing workshops, book discussions and author talks. also very popular are the weekly zumba and yoga classes and, of course, live music programs. The theme of this year’s citywide summer reading program is fizz, boom, read! The program focuses on science for preschool, elementary and middle school students. norwalk public schools, summer camps, stepping stones museum for children and the early childhood council have all banded together with the library to encourage kids to read for enjoyment in the summer. we know that elementary students’ performance falls during the summer and the decline is far worse for lower-income students, so we are all working together to slow the summer slide. it’s all happening, for free, at the library! ART AND OPERA AT THE WESTPORT ARTS CENTER The westport arts center and the opera singer’s initiative (osi) have come together to present “a night of art and opera” June 20. performers from the opera singer’s initiative will perform a program of “american song & opera,” including operatic excerpts and art songs by 20th-century american composers. The performers featured are post-graduate singers who are on the cusp of making their steps into the professional world. The concert begins at 7 p.m. and will be followed by cocktails and light hors d’oeuvres. adult tickets in advance are $15; $20 at the door. student tickets are $10. “opera singers initiative is thrilled to collaborate with westport arts center to support emerging professional opera singers and artists,” said osi found anna lee. “bringing together the westport community to support these artists is critical for their career success. we are very much looking forward to a wonderful evening of american art song and art!” The osi is committed to providing classical singers with the critical skills and support they need to build a sustainable and successful career in the arts. The osi vocal institute provides hand-selected opera singers with career development, performance opportunities, mentoring and career consultation with arts and business professionals

The concert at the arts center is being held as part of the osi’s vocal institute, which will be hosted by fairfield university at the Quick center for the arts June 16-27. The vocal institute will include an intensive series of business, arts and coaching for 10 singers.

A WORLD OF MUSIC THURSDAYS IN BRIDGEPORT bridgeport downtown special services district (dssd) announces the musical line-up for the downtown Thursdays free concert series, which kicks off June 19t at historic mclevy green in bridgeport. each live concert will feature two musical performances – an opening and headline act – from 5:30 to 9 p.m. every week. The season begins June 19 with an evening of latin sounds by vinny and ray, followed by the rhythms of orquesta afinke. The concerts run to aug. 28, with a break for the 4th of July. The list of musical genres will include latin, indie rock, reggae, funk & soul, classic hiphop and karaoke. The all-ages festivities are free to the public. mclevy green is a few short blocks from the bridgeport metro-

CANCER CENTER EARNS AWARD Stamford Hospital’s Bennett Cancer Center has received the 2013 Outstanding Achievement Award presented by the Commission on Cancer of the American College of Surgeons. Does Enlisting Mean Quitting?

Manufacturers Look to Expand, Hire

n a stunning turnaround from just three years ago, 85% of Connecticut manufacturers expect to add full-time employees by the end of 2015 according to a survey released this month. These projections represent a significant jump from 2011, when fewer than one in three manufacturers surveyed (30%) planned to make full-time hires. Based on survey data collected this year, CBIA Economist Pete Gioia estimates 9,300 openings across 14 job categories among manufacturing companies statewide.

The 2014 Survey of Connecticut Manufacturing Workforce Needs was produced by CBIA in partnership with UIL Holdings Corporation and the Connecticut Community Colleges’ College of Technology’s Regional Center for Next Generation Manufacturing. Results were released at Made in Connecticut: 2014 Manufacturing Summit, where top manufacturing executives along with representatives of the state’s workforce investment and education system offered reactions and insights. “When I saw the survey…it really resonated with me,” said TRUMPF Training Center Manager Christine Benz, citing one of report’s key findings regarding the toughest jobs to fill: tool and die maker, CNC programmer, and CAD/CAM technician.

Benz characterized positions such as tool and die maker, CNC programmer, and others as falling into the “middleskill area,” meaning that workers need more than a high school diploma but not necessarily a four-year degree. She expressed concern that by some estimates, a 17.5% increase in demand for these types of jobs is expected by 2020, even though finding suitable candidates is an enormous challenge already. “In North America, we look across the pond with envy,” she said, noting that a system of two-year apprenticeships in Europe—where TRUMPF has several production facilities—strengthens the manufacturing workforce pipeline. “Over there, companies are provided with a vast resource,” she said, describing a system in which students divide their time between vocational schools and employers, “bypassing college and college debt while getting a first-class education,” as well as a paycheck, and in most cases, a guaranteed full-time job. Colin Cooper, CEO of Whitcraft Group, said apprenticeship programs can “deepen the skill base” and “turboboost” the industry.

“This is exactly the area where TRUMP has the biggest challenge filling positions.”

According to the survey, 30% of Connecticut manufacturers plan to develop or expand apprenticeship programs.

That number is likely higher now, says Gioia, since the survey took place in March and April, before the General Assembly expanded the apprenticeship tax credit program to include manufacturers of all sizes.

If an employee resigns to enlist in the military, is that a voluntary quit? Should we issue a pink slip indicating “voluntary leaving”? You should not treat this as a voluntary quit or even an employment separation, and do not give your departing employee an unemployment notice, or “pink slip.” Instead, you should consider the employee on a leave of absence, with reinstatement rights and other employment protections provided in the Uniformed Services Employment and Reemployment Rights Act of 1994 (USERRA). Under this law, an employee may be absent for a cumulative period of up to five years for military service and still retain reemployment rights. In addition, USERRA protects a reinstated employee against discharge, except for cause, for six months after a military service absence period of one to six months, and for one year after a military service absence of more than six months. Federal regulations clearly state that an employee leaving a job for military service is not obligated to decide about seeking reemployment until after completing the uniformed service. An employee who gives a written resignation notice stating he or she does not intend to seek reemployment with your company after completing military service may lose certain seniority rights, but only if you can prove that the employee was aware, at the time of resignation, of the specific rights and benefits to be lost.  Call CBIA’s HR Hotline at 860.244.1900. ‘Chasing Cheaters’ Program Results in Over 50 Arrests

A

s a result of a successful partnership between the Connecticut Department of Labor (CTDOL) and the Division of Criminal Justice, the state’s “Chasing Cheaters” campaign resulted in more than 50 arrests of individuals charged with illegally collecting more than $2 million in unemployment insurance (UI) benefits. “Those who knowingly cheated the state’s unemployment system found out the hard way that fraud will not be tolerated,” said Labor Commissioner Sharon M. Palmer.

“Despite repeated requests for repayment and options to set up reasonable payment plans, these individuals refused to make restitution for what amounts to theft. Ultimately, their actions have hurt employers, the taxpayers of Connecticut, and the state’s overall economic health.” The initiative, in place for less than a year, already recouped $415,000 that has been returned to the state’s Unemployment Trust Fund. Additional repayments are expected to be made as part of court-ordered restitution.

“We are dealing with the intentional theft of tax dollars that have been allocated to benefit those in need. This is not about someone making a mistake,” said Chief State’s Attorney Kevin T.
