or the past 20 years — including the last five months under new owners — The Federalist in Greenwich has provided high-end reproduction furniture and lighting fixtures to a well-heeled clientele coast to coast. In particular, the store notably is classing up the Sun Belt; The Federalist’s largest client bases are in Florida, Texas and California. In a world where craftsmanship is said to be on the decline, the three-room store, occupying 4,000 square feet of an appropriately Federalist-style building

at 95 E. Putnam Ave., furthers the careers of polishers, carpenters and carvers in the U.S. — Massachusetts is a production hotbed — and light makers in Florence, Italy, where the store gets its chandeliers and wall sconces. Light fixtures account for about 40 percent of the store’s business. On a recent rainy afternoon, co-owner and CEO Jennifer Charlebois Martin said, “It really comes down to quality. We’re not a lighting and furniture store. Our products are all handmade and all custom. For us, the product and its quality are so important.” » FEDERALIST, page 6

A

study will determine if downtown Ridgefield’s less developed neighbor, Branchville, has the potential to leverage its train station and become a vibrant transitoriented development. Located about a mile from the center of Ridgefield, bordering Wilton and Redding, Branchville has a train station with infrequent service on MetroNorth’s Danbury line and a strip of retail on either side of busy Route 7.

With a $256,000 state grant in hand, the town is a few months into a study of its train line, infrastructure and needs. While train stations were the hub of activity a hundred years ago, many of these types of towns in the state need to be revamped, said Jonathan Chew, senior project manager for the Western Connecticut Council of Governments, which is conducting the study. “What’s around railroad stations hasn’t really been thought through terribly well in the past decades in terms of its ability to » BRANCHVILLE, page 17

Oysters contend with weather, again, and prevail

R

ain Saturday night, Sept. 12, prevented headliner Dennis DeYoung and the Music of Styx from taking the stage at the 38th Norwalk Oyster Festival, which is run by the Norwalk Seaport Association, but festival chairman Mike Reilly said, even so, the festival was a hit. “There is no crowd count yet, but the crowds were good,” said Reilly, a Seaport Association trustee who has been associated with the festival for what he called “a very, very long time.” “The Saturday rain was unfortunate,” he said. “But ... this is the big show. I call it the last big thing of the summer.” In addition to running the festival, the Norwalk Seaport Association owns and operates the C.J. Toth, a 45-foot passenger catamaran built in 2010 that ferries visitors to and from Sheffield Island, where it maintains a nearly 150-year-old lighthouse. hil Kuchma, whose Kuchma Corp. has been a driving force behind downtown Bridgeport’s rehabilitation, isn’t finished yet. The developer announced plans on Monday for a $5.5 million, 19,000-squarefoot building in a lot across from the Bijou Theater, which his company brought back to life in 2011. He says the new building will connect Fairfield Avenue, where there are plenty of businesses and foot traffic, with Elm Street, which is decidedly quieter, and on up to Golden Hill Street and City Hall. “We want it to fit in with the scale of the neighborhood and give people a way to walk back and forth through the area,” Kuchma said. The structure will be one building with a variety of different facades, similar to his development at the corner of Fairfield Avenue and Lafayette Circle. With retail on the ground floor and office space above, the new building will offer something different than other structures that primarily have residences on upper floors. That variety, Kuchma said, is part of what makes city life vibrant. The lot is between the building that houses the Trattoria ‘A vucchella restaurant and one on the corner of Broad Street that has the Pawn Broker and the Workplace. The three-story structure is designed to be consistent with neighboring buildings. About 6,000 square feet will be set aside for ground-level retail. The center of the building will have an entrance to reach the office space. Just as important as the structure, Kuchma said, is the 16- to 20-foot-wide pathway linking the two roads, which the new building will front. He said it will provide continuity between the Downtown Cabaret

and Black Box theaters to the north and the Bijou on Fairfield Avenue. “Our goal is to connect the theaters and the restaurants in this expanding neighborhood,” he said. The lot is currently used for parking by Antinozzi and Associates, which has its headquarters in Kuchma’s Bijou Square development and designed the new building. ‘A vucchella will retain its outdoor seating. With renderings complete, Kuchma is in the process of securing tenants and lining up financing. He said the prospective building needs to be about 70 percent full before banks will make commitments. “We’re targeting diverse uses for the office space, but we’ve really had a focus on the creative economy,” he said, adding that those businesses often work better in smaller spaces. Paul Antinozzi, principal of Antinozzi Associates, said Kuchma has long been a leader in the neighborhood. “He’s always been way out in front of everyone else,” he said. Mayor Bill Finch, announcing the plans in advance of Wednesday’s Democratic primary, lauded the work of Kuchma, Antinozzi and others.

The pieces are authentic, not something you would find in a showroom. It’s all about the fit and finish; where you don’t notice the welds and where the heavy pieces may actually be hollow tubing that, because of its finish, looks heavy. The bar for our suppliers is high.” Local suppliers enter the equation for alterations of existing pieces, he said. The Martins live a mile from the store. Christopher Martin, an accountant and lawyer by training and profession, is principal of Stamford-based law firm Martin LLP. Jennifer Martin worked for 25 years in the financial industry. The Federalist’s third co-owner, David Santora, was not present the day the Martins spoke. Santora and Christopher Martin are responsible for the store’s one-, five- and 10-year plans and for marketing initiatives. The store’s sales manager is Russell Raiteri. The Federalist was founded by John Ehrlich, who sold in May.

Those who have made the Federalist’s stories their own are legion and nationwide. Federalist pieces are in the White House, which is built in the neoclassical Federalist style, and Augusta National Golf Club. Locally, the Greenwich Country Club bought the store’s furniture and light fixtures.

“You might think these pieces are only for an 18th-century home, but we’ve discovered there is an eclectic appreciation of them,” Jennifer Martin said. “A lot of designers will mix modern and mid-19th century. We hear from designers and architects about the appeal of furnishings from different periods.” Raiteri, a New York City transplant,

cited “authenticity” as key. Indeed, the piecrust tables appear to be waiting for James Madison himself — one of the authors of the original Federalist Papers. In another space — there are three distinct rooms inside the ground-floor front door — a small forest of bed headboards and footboards possess the simplicity and heft of the American forest primeval. That they are modern defines “counterintuitive.” Both Jennifer and Christopher said The Federalist is about buying a story: a sideboard bonded with dowels or a coppergone-green light fixture or even an 18th-century-style oil painting. A client who owns a Dallas penthouse recently bought seven lighting fixtures that, unlighted, blazed with metallic colors. “Do you see the red highlights?” Jennifer asked, pointing to a detail. The light had been hand rubbed 22 times. If there is a commonality to The Federalist’s pieces, they all look loved for a long time in homes without messy children. It’s a bit of a fib, but the quality easily overcomes the calendar. It might sound appealing to sleep in a creeky Federalist-period bed, but it’s likely more comfortable to sleep on a

sturdy reproduction. Those who have made the Federalist’s stories their own are legion and nationwide. Federalist pieces are in the White House, which is built in the neoclassical Federalist style, and Augusta National Golf Club. Locally, the Greenwich Country Club bought the store’s furniture and light fixtures. In New York City, the InterContinental New York Barclay on 48th Street and its parent InterContinental Hotels Group, PLC are clients. The buying usually begins with a visit to the website — thefederalistonline.com — followed by a phone call that explores options. “Generally, clients buy via brand and reputation,” Jennifer Martin said. “They buy sight unseen — no touch and no feel. But they know that nothing walks out unless it is personally inspected.” Raiteri ticked off common characteristics of the shopping experience that include discussion of details like finish and size. “The website is a way to be introduced to a piece, see it and call for more information,” he said. That’s how we build relationships.” Christopher Martin called the website “the entrée” that leads to the call. Raiteri said, “The ‘wow factor’ is the

product integrity and the authenticity of the product and the brand. Craftsmanship — the lost art, the timeless tradition — was relevant in its day. And it still has its mark everywhere you look today. The craftsmen who supply our products are not so much about money. A lot of their pieces rise to the level of artwork. This really differentiates The Federalist from another store that tries to reproduce a Federalist item.” Although pieces arrive constantly, Jennifer Martin said each package is like a holiday gift, exciting to unwrap. “I am in awe of what this individual has done,” she said. Nicholas Pennella, a sales associate, oversees shipping, which, with a smile, The Federalist calls “fulfillment services.” “Shipping is one of the most important aspects of the business,” Jennifer Martin said. “Clients want it in the best condition possible.” Craters are hired for big chandeliers. “All their products are outstanding,” said customer Kathleen Montgomery of The Plains, Virginia, who has bought indoor and outdoor lighting fixtures at The Federalist and who shopped there the day the Martins and Raiteri spoke. “They have no competition.”

airfield’s Sacred Heart University is establishing a School of Communication and Media Arts, building on its new facility and communication department. The school will be located in the Frank and Marisa Martire Business & Communications Center, which opened in March. The building includes a television studio, a film production soundstage, a motion capture lab, a media theater and multimedia classrooms, post-production labs and screening rooms. Professor James Castonguay, founding director of the School of Communication and Media Arts, said becoming a school is the next chapter in the communication program’s development. The communication department’s undergraduate and graduate programs have been under the College of Arts and Sciences. Robin Cautin, dean of the College of Arts and Sciences, said the program’s status as a school will attract leading media executives, artists and scholars to the newly established residency programs in the College of Arts and Sciences. Cautin said the school has distinguished faculty including internationally recognized

scholars as well as accomplished industry professionals. “The school’s centralized location in the Martire Center will facilitate interdisciplinary and intercollegiate programming,” Cautin said. Castonguay said communication students will learn how to integrate all aspects of digital media production into storytelling. The new school will offer undergraduate and graduate programs in advertising, public relations and corporate communications; film, television and digital media production; digital journalism and broadcasting; digital communications, media literacy and theatre arts. It will also be home to the student radio and television stations, newspaper, magazine and the public relations and media production student clubs. “Our educational goal is to graduate ethical practitioners, critical thinkers and creative professionals who are well-versed in the liberal arts and Catholic intellectual traditions and have the skills necessary to compete successfully for the most coveted jobs in the communications and media industries,” Castonguay said. — Danielle Brody

The role of awards in marketing your business We just won an award! How do we use that to market ourselves? Wondering why we didn’t have fliers about our company to hand out at every table at the awards ceremony. At the very least, we can learn from this experience. We should work on this for the future – getting more awards and using them to promote the business. How would you go about doing this? THOUGHTS OF THE DAY: Winning awards is all about picking your shots versus hoping

to get lucky. Find out what awards fall into your space now and which ones you’d have to work to get qualified for. Campaign to get the awards you want. Have a plan for how to pitch your company at the time of the award and post award. There are lots of awards out there, from local business organizations, to industry associations, networking groups, philanthropies and publications; the list of backers goes on and on. Rarely do candidates for awards end up on the radar of award organizations just by accident. They have already done something for which they deserve to be recognized or they have done something to make themselves more visible so that they do get recognized. When it comes to deciding what awards to pursue, think about who you ultimately

want to notice you. In which industry segments do you want to make a splash? Which awards are likely to be meaningful to the business? Which are good for boosting PR? Which make you more attractive to potential suppliers and referral sources? Where do your potential customers turn for advice on go-to firms? That’s your target list for awards. Once you have a target list, do your homework to figure out how to win awards in each of those spaces. Build a multiyear plan. You don’t want to, and probably can’t, go after every award all at once. Assign a point person to each desired award. Make a list of things that have to be done to qualify. Create a timeline to prepare for each competition, taking into account any filing deadlines. Always keep your eye on the cost-benefit ratio of filing for awards –

some may be more work than they’re worth. It does take time and effort to win an award. You’ll need people advocating for your company. Line up your influential sources now and start working them. Figure out how long it will take to get them to know enough about your company so that they’d be willing to recommend you. Not all awards have the same application cycle — some awards are one and done, some take repeat tries before your company rises to the top. Some are highly politicized. For each competition, think through what makes your company important enough to be recognized by the judges and sponsors. It’s ultimately about telling a story. Take a close look at the overall company – products, services, employees, customers, innovation, thought leadership, philanthropy. What makes your company stand out? If you’re not sure you can do a good job getting the message across, hire a PR firm. Let them craft and promote the messages you want out there – whether you win or not, promotion efforts will probably boost your market presence. Once you’ve been notified about winning, prepare for the announcement and post-announcement marketing campaign. Keep in mind that most awards organizers like the ripple effect that comes from your company’s self-promotion. Ask lots of questions about promoting the award. Can you take video of the awards ceremony? Post it online and on social media platforms. Create a handout for the awards ceremony; ask the promoter how to get that into everyone’s hands. Ask how people can attend and if you’re expected to pay anything. Find out if speeches will be necessary. If so, carefully select a speaker and rehearse. Ask about press releases and how can you tie in to the sponsors. Think about making a video telling how your company competed for the award or how your company delivers something exceptional. Make a plan to keep the award visible to customers and prospects, employees and candidates long after the award ceremony is past. LOOKING FOR A GOOD BOOK? Survey: Connecticut businesses notch best year since 2006 BY BILL FALLON bfallon@westfairinc.com

ew statewide survey results point to the most profitable year for businesses since 2006, but also to what the survey sponsors termed an “overriding consensus” to create a more business-friendly environment in Connecticut. BlumShapiro — a New England accounting, tax and business consulting firm with a Shelton office — and the Connecticut Business and Industry Association have for the 14th time joined forces to release their annual survey of Connecticut businesses. The survey was mailed and emailed in June and July to approximately 5,500 executives at businesses throughout Connecticut; 584 responded, for a return rate of approximately 10.6 percent and a margin of error of plus or minus 4.1 percent. According to a statement from BlumShapiro accompanying the data, the state continues to see increased growth and a large number of companies remain profitable.” About half, 48 percent, saw taxes as their biggest concern and 53 percent said lowering them would benefit business. Eighty-two percent of those surveyed indicated they are either growing, 32 percent, or holding steady, 50 percent. Thirty-seven percent of businesses expected a sale or transfer of the company in the next 10 years, while 46 percent foresaw continuation of current ownership. More than nine of 10 businesses, 91 percent, considered Connecticut’s business friendliness to be worse than in states outside of the Northeast. Of the 33 percent of companies surveyed that export goods or services, 10 percent attributed at least 40 percent of their sales to exports, while 47 percent say exports account for 10 percent to 39 percent of sales revenue. “The ability of Connecticut’s businesses to rise above the state’s public policy and economic shortcomings and continue to remain profitable lends optimism to this year’s survey,” said BlumShapiro Managing Partner Joseph Kask, who works in the firm’s West Hartford office.

According to the survey, a primary area of concern is the expansion of businesses over the next five years, with 31 percent of businesses considering out-of-state options for growth. “The overriding consensus of this year’s survey is the need for state lawmakers to engage business leaders to create a more business-friendly climate in Connecticut by enhancing the dialogue on taxes and competiveness,” Andrew Lattimer, a partner with BlumShapiro, said.

This year’s survey also found the majority of Connecticut businesses do not have a succession plan in place, which is consistent with a new study released this past summer by BlumShapiro and Baker Tilly International, a Chicago-based accounting firm with regional offices in the tristate area. That study, titled “Succession Reset: Family Business Succession in the 21st Century,” found the time for family-owned businesses to start planning for succession is now. It also said nearly 80 percent of family

businesses nationally are not prepared for what happens when the current management steps down, according to BlumShapiro Managing Partner Carl Johnson. “With an unprecedented number of businesses planning to sell over the next 10 years, 76 percent of Connecticut business owners report that they do not yet have a succession plan in place. Business owners need to start this planning process years in advance to ensure continuity of the business, future profitability and jobs,” Johnson added.

Owner starts work on 13-story building in South Norwalk TAILOR-MADE SPACES FOR ‘TAMI’ TENANTS

BRE Group’s Westchester/Fairfield County office said it is representing the owner in marketing a 190,000-square-foot, 13-story building at 50 Washington St., Norwalk, to be called SoNo Place. The building is currently undergoing a complete renovation. A commercial building built in 1972, the building is being reworked specifically for the needs of the so-called TAMI market of tech, advertising, media and information companies. In 2014, Capital Equities Group, a private real estate investment firm, bought the mixed-use office and retail property in South Norwalk, a neighborhood called SoNo. Office availabilities range from 1,500 square feet to 26,000 square feet with new prebuilt units ranging from 1,500 square feet to 3,400 square feet. “The upgrades underway at SoNo Place are reflective of both the historic nature of SoNo and the contemporary touches that continue to draw today’s tenants and residents to the area,” CBRE said.

The new look will include loft-style interiors with exposed beams and columns among other design amenities. The building exterior will have a modern industrial look with steel and glass canopies, new storefronts and lighting. The lobby will nearly double in size and will include concierge station. The lobby will also serve as a collaborative work environment for the building’s various tenants with sitting areas and Wi-Fi. The building’s café is being renovated and will, when finished, be open to the lobby. Additionally, a 4,000-square-foot fitness facility will be built. Capital Equities Group is working with the city to make improvements to the park adjacent to the building and to construct landscaping beds on the Webster lot in front of the building. The company foresees similar external improvements at other properties it owns adjacent to the Webster lot. “Attracting and retaining businesses is a key part of our development plan,” Norwalk Mayor Harry Rilling said. “Keeping the city’s stock of buildings not only up-to-date, but ahead of the curve,

will help to accomplish this goal, particularly in an area like SoNo.” A 2-megawatt diesel generator backs up the building. The building also has a central computer server. “The upgrades at SoNo Place combined with the amenities, direct access to MetroNorth and all major highways, and the abundant parking the site provides, will no doubt make this a much-sought-after location and draw a variety of tenants,” said David Block, CBRE senior vice president who is leading the leasing efforts along with colleagues Steven Greenbush and Kevin McCarthy. “We are increasingly seeing TAMI ten-

ants join and expand within the greater Norwalk office market,” Block said. “These tenants often favor access to public transportation as well as open spaces and floorplates that have become known for increasing collaboration and productivity among their employees. The renovations at Sono Place were designed with this in mind.” Block noted the area is home to Priceline, Datto, Interpublic Group, Milward Brown and Xerox. “It promises to be a unique opportunity for tenants and we look forward to a successful leasing campaign there as the building is reintroduced,” Block said.

Value Care Alliance, Aetna forge accountable care agreement

S

t. Vincent’s Medical Center in Bridgeport, 102 years old and a founding member of the Value Care Alliance, said VCA has entered into a new accountable care agreement with insurer Aetna aimed at improving the coordination and delivery of patient care to Aetna members in Connecticut. More than 40,000 Aetna commercial health plan members who primarily received care from participating VCA providers over the last two years, as well as those who seek care from VCA providers following the start of the agreement, are covered under the new agreement, according to a statement from St. Vincent’s.

The agreement with Aetna includes a shared savings model rewarding VCA providers for meeting certain quality and efficiency benchmarks. These benchmarks have been proven to improve the health of members and reduce health care costs, the hospital said. “While health plan benefits will not change, members can expect a more highly coordinated, personalized level of care,” the statement said. “This new alliance with Aetna is a big step in the transformation to value-based health care in Connecticut and with our VCA partners,” St. Vincent’s President/CEO Dr. Stuart Marcus said. “We are leading the way

and anticipate that other payers will follow this lead.” Aetna members who receive care from VCA providers will also benefit from the improved flow of information to treating physicians, particularly those patients with chronic or complex conditions, the hospital said. Aetna nurse case managers will work with the patient’s care organization to assist in care coordination, outreach and follow-up services. To support Aetna members who are receiving care at St. Vincent’s Medical Center, care coordinators at St. Vincent’s Health Partners Inc., an accredited, “clinically integrated network,” will work with its member

providers and focus on quality care for the St. Vincent’s patients. Through data sharing and care coordination efforts, St. Vincent’s Health Partners will help reduce unnecessary medical care and improve health outcomes, leading to a decrease in utilization of acute care services, the hospital said. — Bill Fallon

FDA approves Boehringer’s asthma treatment

A

sthma-sufferers and Boehringer Ingelheim Pharmaceuticals Inc. can breathe easier — the Ridgefieldbased company announced its asthma treatment has received U.S. Food and Drug Administration approval. Spiriva Respimat, the company’s product, is a long-term, once-daily, prescription maintenance treatment for asthma in people ages 12 and older. Asthma, which affects more than 22 million people in the U.S., can cause a patient’s airways to become inflamed and tighten, making it hard to breathe, according to Boehringer. One survey found 55 percent of people with asthma taking at least one treatment still experienced symptoms, the company said. When asthma symptoms persist despite taking a daily maintenance treatment, adding Spiriva may help people breathe better and reduce attacks, according to the company. The approval of Spiriva establishes a new class of asthma medication known as long-acting muscarinic antagonists. Spiriva is steroid-free and works differently than a long-acting beta2 agonist. Some patients with uncontrolled asthma, despite treatment, continue to experience symptoms, which can include coughing, wheezing, waking at night or shortness of breath, according to William Busse, professor of medicine, Division of Allergy, Pulmonary and Critical Care at the University of Wisconsin School of Medicine and Public Health. “For patients who continue to experience these symptoms, Spiriva Respimat is a oncedaily maintenance treatment that has been shown to provide additional bronchodilation to help patients breathe better and reduce asthma attacks,” Busse said. — Danielle Brody

make use of the railroad station,” Chew said of Branchville. A push from the Legislature is making towns take another look at their transitoriented areas and build up healthier economies around the train station, Chew said. Hartford-based Fitzgerald and Halliday Inc. is the consultant for Branchville’s study. The firm released a survey to residents last month to gage what they want out of the town, Francisco Gomes, a project manager for the firm, said. The former mill town’s development has been somewhat haphazard and there are vacant storefronts, he said. Last week, the firm held the first charettes, or planning workshops, with the public. Gomes said the firm has worked on the four corners development in Brookfield and was part of the team in the South Norwalk station, where they worked on urban design improvements, some of which are being implemented. He said that area is complementary to Branchville. Gomes said, lately, Fitzgerald and Halliday has been busier with transit-oriented development, seeing more projects being solicited. He said his firm’s goal is to help towns figure out how to become livable, pedestrianand-bike-friendly communities with access to nature, recreation and retail. The teams make recommendations, but plans can take time to pan out. Gomes predicts Branchville’s study will take about another year and a half. Gomes said he is working with a compre-

hensive team that includes the first selectmen of Ridgefield, Redding and Wilton, private property owners, residents, business owners, town engineers and planners. The agencies are working with the Department of Transportation to see if the line can increase service and electrify the rail line, but that would be in the future, Gomes said. Now the train sees about 145 customers board the Branchville train each day, according to Aaron Donovan, a spokes-

man for the Metropolitan Transportation Authority. The town is planning in anticipation of better service, Gomes said. “The region wants to plan for a village center that’s a little more robust and a little more active than would be there and afford opportunities to people interested in living and working in the area if and when service enhances,” he said. Lars Anderson, operations manager of the Little Pubs, which has had a location on Route 7 in Branchville since 2009, said the train service is unreliable. His employees that use it often are late because the train does not come, or they end up taking a bus. The train station parking lot is never full, he said. Anderson is skeptical about plans to develop the town. There is not much foot traffic now because cars speed by on Route 7, he said, and there are no sidewalks. A few of the retail locations have been vacant for months or are revolving doors. He foresees it being difficult to transform the town, “I think it’s a long shot,” Anderson said. Still, he said he thinks it’s great the town is interested in making Branchville a destination and he would welcome new, neighboring businesses that would help Little Pub during lunch hour. The location has worked out so far for Little Pub because the authentic British-style restaurant with

a phone booth out front is a destination, drawing people from Redding, Weston, Wilton, Danbury and Pound Ridge, New York. Joe Anocna’s family has been in Branchville for about a century, Laura Ancona said. While there has been a lot of change, like the recent addition of a CVS, she said now the town is ripe for more development and improvement, it just has to be done right. Mixed-use buildings would be viable, she said. Anderson said it seems the town wants to make Branchville the new center of Ridgefield, which could prove to be impossible. But Gomes said his firm is not interested in turning Branchville into a competitive or alternative district to Ridgefield’s downtown. It would have services Branchville residents need in town — for which they would not have to travel to the center of Ridgefield — that would also serve train commuters. To Laura Ancona, it’s time to give Branchville some attention. “Branchville’s been the stepchild of Ridgefield’s Main Street,” she said.

KBE tops UConn residence hall

BE Building Corp., with regional offices in Norwalk, recently topped the STEM residence hall at University of Connecticut in Storrs it is building. The multi-story building will house those studying STEM subjects: science, technology, engineering and math. It has 210,000 square feet and will cost $79 million when complete. KBE said “substantial completion” of the building is scheduled for summer 2016. The hall is seeking LEED Silver certification, designating it an energy miser. In the week leading up to the ceremony, all project subcontractors were invited to sign the building’s last two precast planks, KBE reported. During the ceremony, KBE staff members placed the final two planks, which were attached to an American flag, symbolizing pride, and a potted evergreen to symbolize the building metaphorically coming to life.

he 240-unit Beacon at Harbor Point in Stamford has surpassed 50 percent occupancy in the six months after its introduction to the market. Harbor Point developer Building and Land Technology, which describes the building as the only luxury highrise on the Stamford waterfront, made the announcement. Carl R. Kuehner, CEO of BLT, praised the launch. “At Harbor Point, we continue to expand the variety of housing options and it’s gratifying to see the market respond so quickly to this outstanding luxury property,” he said. “We see this as further affirmation of the increasing appeal of Harbor Point to a wide variety of residents. BLT is working every day to make this a great place for residents and the people of Stamford to enjoy.” The 22-story, all-rental Beacon represents Harbor Point’s most high-end offering to date, BLT said. The building has two rooftop observatory decks offering views of Long Island Sound and the New York City skyline. There are studio, one- and two-bedroom residences. Other amenities include what BLT called “luxury hotel-like shared spaces” on the ground floor, a health club with yoga studio, game room, pool plaza, a waterfront “great room” and concierge service. The address is 1 Harbor Point Road. BLT reported more than 2,300 apartments are now available at Harbor Point, ranging from efficiencies to historic lofts and luxury high-rises. The development east of Interstate-95 offers more than 20 acres of parks, a mile-long waterfront boardwalk, marinas and an event-filled calendar with events like corporate 5Ks. The community is promoted as a live-work-play environment. BLT’s holdings include more than 100 active real estate companies, a majority interest in William Pitt Sotheby’s residential brokerage firm with 28 offices and 1,100 agents, a mortgage and insurance company and numerous private equity investments. Embracing New and Established Talent in New Canaan My art world experience started at Gerald Peters Gallery in Santa Fe before becoming director at prominent mid-town galleries, Wally Findlay and Forum. When I moved with my husband and children to Fairfield, I worked as a private art adviser, familiarizing myself with the Connecticut market and building a portfolio of clients. Then, in 2011, when most of the country was still reeling from the recession, I decided open my first gallery space in New Canaan. Since its founding, Heather Gaudio Fine Art has brought emerging and established talent to the region to the delight of art enthusiasts. State Budget Fallout Dampens Economic Mood

H

ow did the second-largest tax hike in Connecticut’s history affect business perception of the state’s economy?

Based on the 2015 Survey of Connecticut Businesses, the tax package included in the budget approved by the General Assembly in June cast a significant shadow across the state’s economic outlook. Released at The Connecticut Economy conference this month by CBIA and the accounting, tax, and consulting firm BlumShapiro, the survey reveals broad misgivings about government fiscal responsibility and the possible departure of companies to other states.

business competitiveness, 53% of survey respondents said reducing taxes should be the legislature’s top priority. One in three businesses surveyed reported being approached about moving or expanding their operations to another state. Of those, nearly one in four are planning on moving to that state, 29% are considering shifting significant production to another state within five years, and 31% are weighing expansion in another state within five years. Primary reasons for moving or expanding operations outside of Connecticut are the state’s high costs (including taxes) and its anti-competitive business environment.

The state’s economy was the single biggest challenge for 43% of respondents in 2015, a significant increase over last year’s survey (34%).

“Though this report gets at some of the state’s weaknesses—in addition to its many strengths—our purpose is to highlight for policymakers both the hopes and deep concerns business people have about doing business here,” said CBIA president and CEO Joe Brennan.

Connecticut’s economy grew just 0.6% in 2014, well below the 1.6% average growth for all New England states. The national economy grew 2.2%. Speaking at the conference, economist Don Klepper-Smith forecast Connecticut’s economy would grow between 1.5% and 2% this year and just 1% in 2016, “well below the annual 2.5% average.” “The tax hikes and slow economic growth are having a major impact on business confidence,” Klepper-Smith told the more than 300 attendees. “Job one for state lawmakers going into 2016 must be restoring business confidence.” Seventy-seven percent of companies said Connecticut’s business climate was worse than that of other Northeast states and 91% said it was worse than states outside the region. When asked how state lawmakers could enhance

Five-and-a-half years after the end of the recession, Connecticut has regained about 86% of lost jobs. Based on recent trends, Klepper-Smith said he expected the state to return to full employment “sometime in 2016.” The state’s unemployment rate is at 5.4%, higher than all New England states except Rhode Island.
