Dominion, FuelCell to build continent’s largest fuel cell plant in Bridgeport

pgallagher@westfairinc.com After more than a decade of talks and “15 to 20” failures, Bridgeport officials unveiled a deal that will allow for the construction of one of the continent’s largest fuel cell plants on a 1.7-acre plot of cityowned land.

Dominion Resources Inc. will partner with FuelCell Energy Inc. of Danbury to build a 14.9-megawatt (MW) fuel cell power plant on land Dominion has leased from the city at 1366 Railroad Ave., the companies and city officials announced Dec. 14.

Trumbull promotes development through new tax measure

T

hrough a tax measure passed in November, the town of Trumbull is hoping to lure businesses with the promise of new incentives for developments on properties zoned for commercial uses.

“We’re not your typical bedroom community by any shot,” said Edward Lavernoich, director of the town’s office of economic and community development. “We have a pretty significant business space. We’d like it to be more. The thought is, ‘How can we make ourselves more competitive?’”

The ordinance allows for the town to match the state’s lowest real estate taxes as a way to attract and encourage businesses to invest in either new or substantially rehabilitated real estate development projects.

The program sets up requirements for administrative procedures, record keeping and project criteria, all of which didn’t exist before. If projects increase a prop-

erty’s value by between $500,000 and $3 million, a company is given a 30 percent discount on its property taxes for two years. If the project increases the land’s value by more than $3 million, a 30 per-

“Say a property was assessed at $10 million and you increase the value by

another $10 million,” Lavernoich said.

“Instead of paying taxes on $20 million, it will be $17 million. … We think that makes our tax rates competitive. You don’t have to give the whole store away. You’re granting a break to a business that is likely to be one of your best paying customers.”

Previously a project had to exceed $15 million in order to be considered for a tax incentive, which Lavernoich said he found no justification for in his research.

While state tax incentive programs like Gov. Dannel P. Malloy’s First Five and Next Five initiatives aim to attract businesses and create new jobs, Lavernoich said there is a minimal emphasis on creating jobs through Trumbull’s business tax incentive program.

Instead, it’s about improving the commercial real estate market, he said. Even if a business leaves at the end of its two- or five-year term, the town has already benefited, he said.

“The investment is made and the investment is made in the town,” Lavernoich said. “Companies come and go, but to have an ever-increasing

improvement in your commercial and industrial building stock, you’ll always be attractive to new companies, even if you lose old ones.”

There have been no applications to receive incentives since the ordinance was passed, but Lavernoich said just getting one multimillion-dollar real estate project a year would significantly improve the town, both economically and financially.

“Trumbull has spent a lot of time developing a master plan,” said Karen M. DelVecchio, executive director of the Trumbull Chamber of Commerce. “Being suburban, you want economic development, but you want it to make sense.”

DelVecchio said she was very supportive of the ordinance, saying it will help the town grow the parts of its real estate it wants.

“The program makes us more competitive and attractive,” she said. “The people in town, over the last 40 years, have done a good job keeping the character of the town but still promoting business growth where it makes sense.”

United Technologies Corp. (UTC) has completed a $3.46 billion sale of Milton Roy Co., Sullair Corp. and Sundyne Corp.

Hartford-based UTC announced the closing of the deal Dec. 13, with the company saying proceeds would help to finance UTC’s July acquisition of Goodrich Corp., valued at $16.5 billion.

Separately, UTC Chairman and CEO Louis Chênevert told investors and analysts at a Dec. 13 meeting that he expects 2012 earnings of $5.32 per share, with the company previously projecting annual earnings of between $5.25 and $5.35 a share.

Chênevert also said the company projects 2013 earnings of between $5.85 and $6.15 a share, which would represent year-over-year growth of between 10 and 16 percent. Sales are projected to rise 10 to 12 percent in 2013 to between $64 and $65 billion.

Pitney Bowes wins $32M USPS contract

Pitney Bowes Inc. has been awarded a six-year contract by the U.S. Postal Service (USPS) to provide support and maintenance of its network of postal meters, the Stamford-based company said Dec. 13.

The contract, which is worth up to $32 million, also calls for Pitney Bowes to provide systems and support for the U.S. Joint Military Postal Command in its U.S. and international operations.

Report: Retail hiring strong in November

According to a report from global outplacement firm Challenger, Gray & Christmas, retailers added 465,500 seasonal workers last month, the most ever for the month of November.

The net gain in retail employment achieved in November surpassed the previous record set in 2007, when retail payrolls grew by 465,400 workers during the month of November, according to Challenger.

the 383,700 seasonal workers hired by retailers a year ago, the report states.

Retail employment has grown by a total of 610,700 in October and November, up 19 percent from 512,600 in the same twomonth period a year ago.

by Hurricane Sandy and the continued growth of e-commerce, retailers are hiring holiday workers in record numbers,” said COO John A. Challenger in a statement.

New York officials select bridge contractor

The New York State Thruway Authority awarded a $3.142 billion design-build contract for the construction of a new Tappan Zee Bridge Dec. 17 to a consortium of Fluor Enterprises Inc., American Bridge Co., Granite Construction Northeast Inc. and Traylor Brothers Inc. The consortium, named Tappan Zee Constructors, outbid Tappan Zee Bridge Partners, a joint venture of Bechtel Infrastructure Corp. and Tutor Perini

Corp., which proposed a $3.99 billion project, and Kiewit-Skanska-Weeks Joint Venture, with a high bid of $4.059 billion.

Including administrative, environmental and other costs, New York state officials project a total price tag of about $4 billion for the project, compared to early 2012 estimates of about $5.2 billion.

Selected as the best value among the three competing proposals, the consortium’s bid not only was the lowest price but also had the shortest project completion time — 5 years, 2 1/2 months — and the least environmental impact on the Hudson River, with approximately 951,000 cubic yards of dredging.

Report: Arts, culture worth $653 million

C

onnecticut nonprofits working in the arts and culture industry help generate $653 million in annual economic activity, according to a recent study.

Americans for the Arts, a Washington, D.C. nonprofit dedicated to advancing the arts, conducted the study to assess the economic impact of the nonprofit arts and culture industry in roughly 180 regions and communities nationwide.

Connecticut arts organizations generate roughly 84 percent more direct expenditures and 47 percent more jobs compared with the median in similar regions. The arts in Connecticut sustain 18,314 full-time jobs and $463 million in resident household income, according to the study.

“The arts have a much higher impact here than they do in most other places,” said Kip Bergstrom, deputy commissioner of the state Department of Economic and Community Development (DECD), one of the organizations that commissioned the study. “It might not be that visible. But it’s there.”

The idea of the arts as an economic engine is nothing new to the DECD, Bergstrom said. About a year ago, the department announced it would realign its art grants around the concept of the arts as a way to make the state’s communities more vibrant and interesting places to live and work.

Unlike most other industries, the arts leverage a significant amount of eventrelated spending, such as paying to park a car, purchase dinner and pay for a babysitter back home, according to the study.

As a result, an individual spends $23.10 on average outside of the cost of attendance when going to an arts event.

The study concludes that an investment in the arts is an investment in jobs, tourism and government revenue.

Connecticut state and local governments earn approximately $59 million a year from the arts.

Accompanying the study, earlier this month the DECD forwarded $2.6 million in art grants to the general assembly for approval. The list of about 140 projects ranges from small performances at school workshops to year-long projects using art to reach out to disadvantaged populations. Some $343,000 will go to projects in Fairfield County.

“Connecticut inspires art; I think it always has,” Bergstrom said. “Many towns and villages started out as art colonies. We are a muse, if not the muse for many artists. Maybe they have one foot in New York and another in Connecticut, but they have inspiration in our places. It helps them create. That’s why the artists are here.”

With more than $150,000 in state grants this summer, the Bridgeport Arts & Cultural Council (BACC) successfully launched two programs – City Canvases and B2 – which brought in at least 6,000 participants, said Jaimee Moxham, BACC events manager.

City Canvases, an event that took place across seven different cities, including Bridgeport, projected digital shorts for 12 weeks onto downtown buildings to attract more visitors, while B2 is a free ongoing art and cultural program, featuring music, dance and play performances, Moxham said.

Up to 400 vendors, musicians and artists have participated in the events since July, Moxham said, bringing more people into spaces they normally wouldn’t go.

“You’re inviting people to places that would normally be vacant or unattractive,” Moxham said. “It draws people there and makes it a safer place. If you have more people in your space, it makes it comesalive. It makes people want to come.”

Moxham said the events have been slowly growing and that the council would like to more seamlessly collaborate with the rest of Bridgeport’s restaurants and retail stores in the future.

“It seems like (the programs) have definitely put a boost into something that had been brewing for a while, but now it’s starting to bubble out into other communities,” Moxham said. “We’re thinking eventually it will have more momentum and be more popular.”

‘Newtown – you are not alone’

t’s time to move beyond rhetoric.

We need to sit down and have a common sense discussion and move in a reasonable way.

“We need action.”

That was Sen. Joe Manchin, a West Virginia Democrat and avid hunter, speaking Dec. 17 on MSNBC’s “Morning Joe.” If that wasn’t clear enough, here’s what Joe Scarborough, the show’s host, had to say about the tragic shooting at Sandy Hook Elementary School in Newtown: “From this day forward, nothing can ever be the same again. We’ve said this before: after Columbine, after Arizona, after Aurora, after so many other numbing hours of murder and massacre. But let this be our true landmark: Let Newtown be the hour after which, in the words of the New Testament, we did all we could do to make all things new. Politicians can no longer be allowed to defend the status quo. They must instead be forced to defend our children.”

Scarborough, a Republican who represented Florida’s panhandle from 1995 to 2001 in the House of Representatives, continued, saying, “Though entrenched special interests are going to try to muddy the cause in the coming days, the cause of this sickening mass shooting, like the others, is no longer a mystery to commonsense Americans. And blessedly, there are more common sense Americans than there are special interests, even if it doesn’t always seem that way.

“I am a conservative Republican who received the NRA’s highest ratings over four terms in Congress. I saw this debate over guns as a powerful symbolic struggle between individual rights and gun control. … (But) We must give no more ground. … I choose life and I choose change … and for the sake of our children, we must do what’s right.”

Both Manchin and Scarborough, while he was still in Congress, received “A” ratings from the National Rifle Association for their gun control records.

On the Dec. 17 broadcast, Manchin even admitted he had just recently returned from a hunting trip with his family. But, he said, nothing is more important than the safety and well-being of one’s children.

“Every child should have a safe place in their life,” Manchin said. In the past, that safe haven might have been a child’s school, but “now that’s been taken away,” he said.

There are no words of consolation that can ease the pain undoubtedly felt by the families of those affected by the shooting at Sandy Hook. There is nothing that can bring those 20 children and six Sandy Hook staff members back.

And sadly, there likely is nothing we can do to ensure that innocent children never again perish in a random act of violence such as this one.

This is what we can do: We can take the issue of gun violence seriously by enacting stricter background checks and requirements for the sale of weapons and munitions, banning assault rifles, banning high-capacity magazines and banishing the fear of the gun lobby.

Rep. John Yarmuth, a Kentucky Democrat, said he was sorry for his silence on the issue of gun violence.

“I have been largely silent on the issue of gun violence over the past six years and I am now as sorry for that as I am for what happened to the families who lost so much in this most recent, but sadly not isolated, tragedy,” Yarmuth said in a statement. “The National Rifle Association has spent untold millions of dollars instilling fear in our citizens and our politicians. … I believe it is more rational to fear guns far more than the illusory political power of the NRA.” But we should not stop there.

Speaking Dec. 16 at a prayer vigil in Newtown, President Barack Obama said of the victims, “They lost their lives in a school that could have been any school; in a quiet town full of good and decent people that could be any town in America.”

And it’s true. It could’ve been any state or city or town. It could’ve been a movie theater or a military base, a shopping mall or just outside the Empire State Building.

Incomprehensibly, it was a school, in a quiet New England town.

We might never know Adam Lanza’s motives for doing what he did. We may never know whether he gave any indication of his plans to anyone in his life. But if we are to go by previous tragedies such as this one, there were signs, however subtle.

We are our brother’s and our sister’s keepers and it’s as important as ever to embrace a shared responsibility for the well-being of our family, friends, colleagues and those closest to us.

If we’re able to do that, then 20 beautiful first-graders and the heroic teachers and staff who cared for them did not die in vain.

Murphy, Himes topped opponents in PAC contributions

McMahon and Sen.-elect Chris Murphy, McMahon outspent her Democrat opponent 4 to 1. But when it came to donations, Murphy raised nine times the amount of money McMahon did, according to a data analysis by the Fairfield County Business Journal.

Murphy received roughly $7.7 million in individual donations and roughly $1.4 million from organizations including political action committees (PACs).

McMahon, on the other hand, raised $1.1 million in individual donations and didn’t receive any donations from PACs. The race was the second-most expensive 2012 senate race in the nation,

y now, the fact that Linda McMahon spent nearly $40 million of her own money on a failed 2012 campaign for U.S. Senate is old news.

But campaign finance data released earlier this month by the Federal Election Commission shows a much more complete picture of the race for U.S. Congress in Connecticut, including who and which organizations donated to the Senate and House of Representative campaigns during the last two years.

“A candidate has to establish a base of name familiarity,” said Ronald Schurin, a political science professor at the University of Connecticut. “For a challenger, that means you have to spend a lot more money than an incumbent. It used to be at least half a million.”

But in the case of McMahon versus Murphy, Schurin said McMahon likely had greater name recognition from her lead position at World Wrestling Entertainment Inc. “Obviously spending more didn’t work,” he said. “It was an overkill effect.

How much more did you need to hear from her? She got her message out there.

Murphy came in a little late in the game but achieved the threshold, which made it a fairly comfortable victory for him.”

In terms of money, the race for Connecticut’s U.S. 4th Congressional District seat was considerably tighter.

To secure a third term, Rep. Jim Himes spent roughly $1.9 million on his campaign, which was 35 percent more than Republican challenger Steve Obsitnik spent on his own campaign.

Incumbents who spend more money

on a campaign tend to fare worse, Schurin said. He noted that although Himes has now been in two tight races as a Democrat running in a Republican district, he had previously been named a top spender from his 2010 election, spending approximately $3.5 million.

“If you’re an incumbent, you don’t have to spend more if you’re not in a tight race,” he said. “But this year he was able to pare back apparently.”

Himes raised nearly $2 million in individual donations and about $1 million from PACs. In comparison, Obsitnik raised $1.3 million from individuals and $51,000 from PACs. About 250 PACs donated to Himes’ campaign, including many prominent banking, investment and insurance companies. PricewaterhouseCoopers, UBS, Travelers Insurance, JPMorgan Chase and Co., Goldman Sachs Group Inc., Ernst & Young, Deloitte, and others each donated $10,000, the highest amount allowed, to Himes’ campaign. In contrast, roughly 20 PACs donated an average of $2,500 to Obsitnik’s campaign. Nearly all of those were Republican Party PACs, as opposed to corporate affiliate PACs like those that donated to Himes.

Cohen, SAC thrive despite scrutiny

I

t began with Richard Choo-Beng Lee. Since October 2009, the U.S. Securities and Exchange Commission (SEC) has filed 175 insider trading actions involving more than 400 individuals and entities for trading activities. These activities resulted in more than $875 million in illicit profits, with many of the recent charges involving so-called expert networks, which connect traders and analysts with sources employed by publicly traded companies.

U.S. Attorney Preet Bharara, who has been a central figure in the prosecution of many high-profile securities fraud cases, frequently describes insider trading as “rampant” within the financial services industry.

Including Lee, at least six individuals charged by the SEC in insider trading schemes since mid-2009 are former employees of Stamford hedge fund giant SAC Capital, with a seventh SAC Capital employee named but not charged with wrongdoing in a January 2012 case.

The charges include the largest-ever insider trading case brought by the SEC, which implicates former SAC Capital employee Mathew Martoma and independent medical consultant Sydney Gilman in an alleged $276 million scheme.

Despite the federal scrutiny surrounding several of its former employees, SAC Capital and its billionaire founder Steven A. Cohen have not been charged with any wrongdoing.

However, Cohen and SAC Capital have not altogether escaped the attention of investigators.

Founded two decades ago with $25 million in assets, SAC Capital today manages $14 billion in assets, while Cohen has seen his personal fortune grow to nearly $9 billion, making him one of the five or six wealthiest hedge fund managers in the country, according to Forbes.

SAC Capital, which is known for the high trading volume executed by its various funds, has delivered average annual returns of 30 percent since its establishment. In 2011, while the industry as a whole experienced average returns of negative 5 percent, SAC Capital funds saw average returns of 8 percent.

In November 2010, SAC Capital told its investors that it had received an “extraordinarily broad” subpoena from federal regulators, but no charges ensued.

In the days following the Martoma charges, Cohen reportedly told investors

participating in a Nov. 28 conference call that SAC Capital recently received a formal Wells notice from the SEC, indicating that civil securities charges could be forthcoming.

SAC Capital spokesman Jonathan Gasthalter declined to comment on the reports.

The first of the post-Great Recession securities fraud cases against a former SAC Capital employee was launched in 2009.

In the 1990s, Lee worked at New York City brokerage firm Needham & Co. alongside Raj Rajaratnam, infamous for his conviction in an insider trading scheme surrounding The Galleon Group, a hedge fund he helped to found.

Lee’s next stop was the Stamford hedge fund SAC Capital Advisors L.L.C., where he worked from 1999 to 2004 before founding his own hedge fund, Spherix Capital, in 2008.

In October 2009, Lee pleaded guilty to charges that he participated in an insider trading scheme after leaving SAC Capital.

According to court documents, Lee agreed as part of his plea deal to cooperate with prosecutors as part of a nationwide crackdown by the U.S. Department of Justice and the SEC on individuals and firms suspected of passing and/or trading on nonpublic information, according to multiple published reports.

Through those discussions, Lee is said to have shared information with investigators about alleged illegal activities he witnessed while with SAC Capital.

In a subsequent case, Noah Freeman and Donald Longueuil pleaded guilty to securities fraud charges in February 2011, admitting to participating in an insider trading scheme while employed at SAC Capital, according to court documents.

At a press conference coinciding with the charges, Bharara said “We are not talking simply about the occasional corrupt individual — we are talking about something verging on a corrupt business model, for the defendants seem to have taken the concept of social networking and turned it into a criminal enterprise.”

Among the other cases involving current or former SAC Capital employees, Robert Feinblatt, founder of New York City-based Trivium Capital Management, was charged by the SEC in January 2011 with participating in an insider trading scheme after he left SAC Capital, where he was employed until 2002.

Jon Horvath likewise pleaded guilty to securities fraud charges this past September, admitting to engaging in insider trading activities while employed

by Sigma Capital Management, an SAC Capital subsidiary.

Horvath was charged as part of a larger scheme that involved employees of Diamondback Capital Management L.L.C., based in Stamford and founded by three former SAC Capital employees; Level Global Investors L.P., based in Greenwich and also founded by former SAC Capital employees; Whittier Trust Co., based in California; and the Manhattan office of Neuberger Berman.

The remaining two individuals who were charged as part of the latter scheme and who had yet to plead guilty, Todd Newman, a former Diamondback portfolio manager, and Anthony Chiasson, a former Level Global portfolio manager, were found guilty of securities fraud Dec. 17 for a scheme that involved nonpublic information about Dell Inc. and Nvidia Corp.

SAC Capital employee Michael Steinberg was named in court documents corresponding to the scheme as a participant, but has not been charged with any wrongdoing.

With the Dec. 17 verdicts, Newman and Chiasson “join the ranks of highlevel investment fund managers who are being made to answer for their extraordinarily bad risk-reward analysis about

what is right and what is wrong,” said U.S. Attorney Preet Bharara in a statement after the ruling was handed down.

“Like scores of privileged professionals before them, Newman and Chiasson are finding out the hard way that the opportunity cost of gaining an illegal edge in the market is the loss of one’s liberty,” Bharara said.

SAC Capital has not been alone in facing questions from regulators over its trading activities.

Diamondback Capital Management, which had assets of more than $5 billion as recently as two years ago, announced Dec. 6 that it would close down after experiencing a larger-than-anticipated pullout of clients’ funds.

The firm’s assets have declined since a 2010 raid by the FBI as part of a larger insider trading investigation.

Though Diamondback was never charged with wrongdoing, the firm in January agreed to pay $9 million to settle insider trading charges brought by the SEC Jan. 18, entering into a non-prosecution agreement as part of the settlement.

Including requests by investors to withdraw $520 million in funds, Diamondback’s assets have reportedly declined to $1.45 billion.

State manufacturers get high marks in study

onnecticut’s manufacturing sector is at the head of the class, according to The Connecticut Economy, a quarterly report produced by the University of Connecticut.

The report ranked Connecticut’s manufacturing industry sixth in the nation, with the sector garnering a grade of “A-” on the A-F scale.

“It’s still a vital industry for Connecticut, despite the fact that we’ve lost half the jobs we had in that industry in just 20 years,” said Steven Lanza, executive editor of the quarterly report, whose Winter 2013 edition was released Dec. 12. “We think of manufacturing as this dying industry with fewer and

will be the largest fuel cell power plant in North America.

The plant will be owned and operated by the Richmond, Va., energy giant through subsidiary Dominion Bridgeport Fuel Cell L.L.C., with FuelCell Energy contracted to design, manufacture, install and manage five 2.8 MW fuel cell generators that together will be able to power the equivalent of 15,000 homes.

“It was absolutely crucial that the project be developed,” said David Kooris, director of Bridgeport’s office of planning and economic development. “We felt very strongly in the city’s desire to be on the front line in the green-energy revolution.”

At the Dec. 14 announcement, Mayor Bill Finch said he never thought the development — which city officials had discussed on and off since the late 1990s — would move forward. “This project died 15 to 20 times,” he said.

Dominion said it expects the project to cost between $70 million and $80 million to develop, with construction expected to begin immediately and the plant on schedule to be fully operational by the end of 2013.

FuelCell Energy, which to date has installed or is under contract to install a total of 300 MW of fuel cell-powered generators, said it expects to earn about $56 million from the construction and installation of the five generators and approximately $69 million over the course of a 15-year management and maintenance contract reached with Dominion for the facility.

Additionally, FuelCell Energy said it expects the project to result in the creation of about 160 jobs.

Lanza, also an economics professor at UConn, ranked all 50 states based on their manufacturing industries’ income, said is that it will either sustain or create 160 jobs over the life of the project, which is 15 years,” said Kurt Goddard, vice president of investor relations of FuelCell Energy. “That’s production jobs at our manufacturing facility in Torrington, it’s service jobs … and it’s local subcontracting jobs.”

Dominion will sell the electricity produced by the plant to Connecticut Light & Power under a 15-year fixed power purchase agreement.

The process of arranging connections between the plant and three area substations owned by United Illuminating Co. is already under way, the companies said.

Dominion will lease the property on Railroad avenue from the city for a 25-year period, with options for two 25-year extensions.

As part of the agreement, Dominion will own the plant itself, while the city will continue to own the property.

While the agreement is officially a lease, Kooris said it resembles a sale, with Dominion agreeing to an initial lease payment of $286,825 and to annual payments in lieu of taxes (PILOTs) of $250,000 over the first 17 years of the lease.

After the first year, subsequent lease payments will be “nominal,” Kooris said, estimating Dominion would pay about $5 a year.

The PILOT agreement was approved by the Bridgeport City Council Dec. 10.

Because the property is in a designated redevelopment area, the City Council was not required to approve the lease agreement, Kooris said.

The Connecticut Energy Finance and Investment Authority (CEFIA), which falls under the umbrella of Connecticut Innovations, has also approved an undisclosed incentive package for the developers.

Compared with 1969, there are roughly 303,000 fewer manufacturing jobs in Connecticut today, according to the U.S. Bureau of Economic Analysis.

However, manufacturing job loss and employment has seemed to stabilize, Lanza said. Adjusting for industry-wide trends, employment in Connecticut is actually about 5 percent, or 8,000 jobs, above the trend line, he said.

In comparison with other states, Connecticut ranks well as it offers relatively high-paying jobs as a result of a fairly high concentration of high-tech companies, Lanza said. The 2011 average annual wage was $76,000, which was 26

percent higher than the state’s all-industry average of $61,000, according to the U.S. Bureau of Labor Statistics.

As the future of the industry is reliant on more high-tech manufacturing, the state is well positioned to keep moving in the right direction, Lanza said. If global economic conditions improve and economies begin to grow and import more manufacturing goods, Lanza said the state’s future looks “reasonably bright.”

“The companies that leave are those that can’t find a market for their product anymore,” Lanza said. “But you also have these new firms coming in with new technologies and new jobs for the Connecticut economy. Even though we’ve seen a steady decline in jobs, we still have a dynamic industry.”

State approves online wagering on horse races

he state Department of Consumer Protection (DCP) approved a request Dec. 11 by Sportech Venues Inc. to market an online platform for betting on horse races to Connecticut residents 18 and older.

However, Malloy administration officials said last week that the approval does not signal an end to a statewide prohibition on online gambling.

Sportech, headquartered in New Haven, operates Winners, a chain of 15 off-track betting facilities in Connecticut, including locations in Norwalk, Bridgeport, Milford and New Haven.

The company is a division of Londonbased Sportech Plc. As the only company licensed by the DCP to conduct off-track betting in Connecticut on horse racing, greyhound racing and jai alai, Sportech previously was licensed to take bets over the phone.

Sportech, a publicly traded company, said the online platform represents an enhancement to the company’s existing phone wagering system and expects to launch it by April 2013.

William M. Rubenstein, commissioner of the DCP, said his department’s approval of Sportech’s online wagering platform “is not a policy shift; it’s just the addition of a new technology.”

Rubenstein said the current regulations on off-track betting “permit betting by telephone, and we have extended that to include technologies that are available through the Internet. … Current statute and regulations permit that, so there’s no

change.”

Andrew Doba, director of communications for Gov. Dannel P. Malloy, said the governor is not looking to expand Internet gaming.

“It’s not something he’s looking to pursue,” Doba said. “This is really a technological modification more than anything.”

Asked whether Malloy would expand online gambling in Connecticut as a means of shoring up state revenues, Doba said a loosening of online gaming rules is not under consideration.

Through its 15 venues and telephone service, Sportech handled about $184 million in horse racing wagers during the state’s 2011 fiscal year, which ran through June 30, 2011, according to DCP data.

That represents a falloff compared with previous years, DCP data show.

In the state’s 2010 fiscal year, Sportech handled slightly less than $191 million in wagers, and in the 2009 fiscal year, the company handled more than $205 million in wagers.

Of the $205 million in off-track wagers handled by Sportech during the state’s 2009 fiscal year, the state collected about $4.2 million or 2 percent of all wagers in

revenues, while municipalities that were home to Sportech venues collected about $3.4 million, or 1.7 percent, in revenues.

Data on state revenues from off-track betting is not available for subsequent years.

Despite being licensed to conduct wagering on greyhound races and jai alai, Sportech has not conducted any greyhound wagering activities in Connecticut since the state’s 2006 fiscal year or any jai alai wagering activities in Connecticut since the 2002 fiscal year.

Jennifer Conning, a spokeswoman for Sportech, said the company views the addition of an online off-track betting platform in Connecticut as “a positive,” but declined to speculate on how the change could impact the company’s revenues.

“We view it as a positive for customer service and usually, if you provide better customer service you should see improved results … but we’re not putting any figures on it at this time,” Conning said.

She said Sportech already has the technology to implement a web-based off-track betting platform, adding that now it is a matter of customizing its existing platform for its Winners chain.

Banker finds business potential in iconic benches

s a teenager, Peter Hovey discovered he had a deep passion for a rare piece of furniture. “I lived in Old Westbury, Long Island. That suburb was into fox hunting, shooting, and golf — things affiliated with old English tradition,” the owner of Club Fenders L.L.C. said.

With that culture, he was introduced to fireside benches, which he found in some of the homes he visited in his youth. But the history lesson and growing appreciation for the old English benches wouldn’t prove useful for some time. Hovey ventured into the world of finance, splitting 20 years between Bank of Westminster and Bank of America before opening his own business consulting firm, NetWork Capital Consultants.

So far, Club Fenders has remained a small company. Hovey said he has managed to sell 10 benches within a price range of $1,000 and $2,500, but intends to expand his brand. The lack of competition is healthy for his business, he believes, and claims his company is one of the only ones that can make custom iconic Britishinfluenced fireside benches.

“The big advantage is we are close to

(the) customer so we can work out the design features,” he said.

Still, marketing has been a challenge. “(Fireside benches) don’t exist for a lot of people. And it’s not a one size fits all,” he said. These are things he is “working on all the time.”

The overall lack of knowledge is not a deterrent for him, though, and he intends to forge ahead. “We are encouraged. As the (popularity of the benches) spreads, I will have a robust company.”

But in 2008, with the financial world in disarray, he reconsidered his life’s work. Hovey wanted to explore the consumer marketplace and see if he could fill a need. Around that time, he reconnected with his love of fireside benches.

“I wanted one for my library,” he said.

“I had lots of problems with the design features, prices and incompetence of ordering one from importers, so I decided I would make my own using local artisans.”

The result was a bench that Hovey’s friends “raved” about. The lack of such benches in the American marketplace along with the compliments from others gave Hovey an idea: “I thought I could make a business of it.”

As business consultant, he’d offered counsel to small businesses for 15 years, so he followed his own advice and officially launched Club Fenders in 2011 out of his New Canaan home.

Become profitable by predicting the future I keep getting into cash crunches.

I’ve been paying off loans. Sales look good. But now it looks like I might have spent too much on improvements and I’m wondering if my contracts are as profitable as I thought they were.

What should I do?

Thoughts of the Day: Know you’re not alone. Cash is king. Figure out the difference between invoicing, cash coming in, expenses and cash going out. Get an accurate picture and keep a lid on the extras.

Most business owners have a hard time predicting and managing cash flow.

There are things you can do to see things more clearly. First and foremost, prioritize cash reserves.

Don’t pay off loans too quickly. I know interest on deposits is close to zero and interest charged for credit card debt and bank loans is much higher. Keep the company safe if things go wrong by having extra cash on hand. Until then, think of

loan interest as a cost of doing business.

Putting $1 toward cash reserves as you put $1 toward paying down debts allows you to accomplish a little bit of both.

Keeping track of cash flow is very different from looking at what’s on a Profit and Loss (P&L) statement. The P&L might show your company has a great net income, when the actual cash picture is much less rosy. Changes to accounts receivable and accounts payable, bank account and loan principal balances can all impact cash without showing up on the P&L. Look for cash flow shortfalls. List immediate and upcoming expenses.

Realistically plan out customer payments. Add up old bills waiting to be paid.

Compare money coming in and going out.

If you see shortfalls coming, you can do a few things. If you have extra capacity, sell into it. Cut back on unneeded expenses. Ask employees to use vacation when you’re slow. If you have to invest in equipment and materials well in advance of getting paid by clients, talk to your vendors about spreading out payments.

Term out credit lines. Make sure every contract is profitable by including the cost of financing.

Many times owners accelerate spending at year end in order to save on taxes.

Forget it. There’s no telling what might happen in the first quarter. And you’re not going to save that much on taxes by tying up precious funds paying for expenses you didn’t need to make. If you’re tight on cash already, trying to save a few tax dollars by spending three or four times what you’re going to save makes no sense.

Make sure you have a good handle on accounts receivable. When you’re tight on cash it’s possible your clients might be in the same boat. That means they’re juggling who to pay and who to delay. Make sure your company gets paid sooner rather than later.

Have a good accounts receivable system. As soon as invoices go out, call the client’s accounting department to verify they received the bill. Find out how long they take to process checks and hold

them to it. Focus on collecting accounts that are over 45 days past due.

If someone needs to authorize payments, email invoices directly to that person. Agree on how long they’ll take to approve the bill. Better yet, set terms in your contract that define approval and payment timing. That gives you something to go by when it comes time to collect.

Be willing to be pushy and demanding. Don’t relax with existing customers.

They can hold back funds just like new customers do.

Businesses ready to celebrate this holiday season

ore than eight in 10 businesses are planning year-end holiday festivities this year, up from about two thirds of businesses that had holiday parties a year ago, according to two recent surveys.

A survey of more than 100 U.S. companies conducted by New York City executive search firm Battalia Winston found that 91 percent of respondents were planning to hold a holiday party this year.

According to the survey, roughly 40 percent of events will be held at restaurants, 29 percent at offices and the remaining events split among hotels, county clubs and other venues. All survey respondents said the scale of their party would be the same as previous years.

In a separate tally, outplacement and workplace consulting firm Challenger, Gray & Christmas, based in Chicago, found that about 83 percent of companies have scheduled a year-end holiday celebration, up from 68 percent in 2011.

Of the roughly 100 human resources executives surveyed by Challenger, 10 percent said their companies were holding a holiday party after one or more years without a party as a result of the economic downturn.

Nicole Griffin, executive director of the Connecticut Restaurant Association, said end-of-the-year corporate celebrations are a big boost for the restaurant industry.

“It’s absolutely a big time of the year,” Griffin said. “We’re still in a down economy and restaurants do rely on that endof-the-year revenue.”

Over the last four years, Griffin said restaurants have felt corporations holding back, both by spending less and having fewer parties. The percentage of companies having parties has decreased every year since 2006, making this year’s turnaround the first increase in four years, according to the survey.

Most respondents to the Battalia Winston survey said their office was having a party either to build employee morale, celebrate 2012 as a good year, show employees and clients they’re

optimistic about next year or simply because it’s a tradition and they like to host parties.

“We’re definitely seeing companies, small and large, get back out for the holiday season,” Griffin said. “Companies are out again, celebrating the holidays and taking their employees out with them.”

Of the companies queried by Battalia Winston that said they are not planning a party this year, the majority of respondents said it was either because the employees were geographically far

apart, didn’t want a party or were being rewarded in a different way, such as vacation time or a destination trip.

At The Loading Dock, a large private event venue in Stamford, Creative Director Mimi Sternlicht said the venue’s bookings have remained the same this year as last. Half of all the clients this year are repeats and the amount of money companies are spending on the parties is about the same, Sternlicht said.

“In some ways it’s a just a celebration for the companies’ employees,” said

Sternlicht. “If they had a good year, now’s the time to show it. If it wasn’t a good year, it’s a way to say ‘we appreciate your work.’”

Sternlicht recommended keeping parties less than four hours long and trying to make the experience as interactive as possible, utilizing buffets and unrestricted lounge seating.

“It’s really about building relationship and having great music and great food,” Sternlicht said. “It’s good business and the employees also really feel good about it.”

T

he Internal Revenue Service has announced that the optional standard mileage rate for employees who use their own cars for business purposes will increase to 56.5 cents per mile on Jan. 1, 2013. The new rate compares with a rate of 55.5 cents per mile for 2012.

Employers who use the standard mileage rate to reimburse employees may deduct the reimbursement as a business expense. The rate is based on an annual study of the fixed and variable costs of operating an automobile.

Also for 2013, the standard mileage rate for miles driven for medical or moving purposes will be 24 cents, up from 23 cents, and the rate for miles driven in service of charitable organizations will remain unchanged at 14 cents.
