T
he DSF Group has purchased a 300-unit apartment complex in Tarrytown for $91 million, according to county property records. The purchase price represents the county’s largest property transaction so far this year. The property, Talleyrand Apartments, located along Crescent Drive off White Plains Road, was sold by Equity Residential, an S&P 500 real estate investment trust that had held it for 16 years. CBRE announced it had brokered the deal to The DSF Group in a press release March 26, but it did not disclose the sale price or the seller it represented. A deed recorded March 20 shows the property was transferred between EQR-Talleyrand L.L.C, an affiliated company of the publicly traded Equity Residential, and Crescent Drive Owner LLC, an affiliated company of The DSF Group. The 300-unit townhouse style apartment complex was developed in the late 1990s by Valhalla based Cappelli Enterprises. Equity Residential, a Chicago company, purchased the property in 2002 for a reported $61 million. A
business owner in Buchanan has found a way to both fulfill his dream of owning a barbershop and preserve a piece of history. Mark Young opened the doors of his storefront, Buchanan Barbershop, in 2016. In doing so, Young became the latest in a string of barbers who have operated out of the building at 179 White St., which shows up on some maps as 179 Factory St., since it first opened in 1968. “We have pictures on the wall that go back to when it first opened,” Young said, gesturing to black-and-white photographs of the original owner, Sparky Tucker. Young has also worked to incorporate other pieces of history into the 50-year-old shop, including a barber chair that dates to 1910 and the store’s original mirror that hangs on the wall. He’s also included himself in the story, adding photos of his son standing at the storefront and a yellow toy car for visiting children to play in. While Buchanan Barbershop offers traditional barber services, like hot towels, classic military high and tight haircuts and straight razor shaves, Young said he is also working to grow his female client base. “Many women are tired of paying high prices for a shampoo, cut and blow dry, when all they want is a haircut,” he said. “Here, all haircuts are $17, except for kids and seniors who get a discount.” Before embarking on his career as a barber, Young worked as a journalist, but that industry’s changing landscape left him without a steady paycheck. “I was on unemployment,” he said. Young decided to take advantage of a government program that offers money to those looking to retrain. “The career had to be in demand,” he said. “Barbering and hairdressing was in demand.” While the two careers may not seem closely related, Young felt many of his skills could translate to the new profession. “I figured being a barber was just like being a journalist. People come in and they talk to me,” he said. “But as a journal-

ist, if I picked up a straight edge razor, I’d go to jail. Here, they give me money.” Young then took the 9-month course and became a certified barber in 2009. From there, he worked at a number of chain salons in the area, including Great Clips and Supercuts, before working for a barber in Mahopac. “I decided I wanted to open up my own shop,” he said. He began what would become a years-long search for the perfect location to open up his own venture. “On my days off, I would drive around Westchester looking for a one-person barbershop,” he said. “In a one-person shop, you’re not going to make any real money. It’s really a job more than a business. When the barber died, the shop died, so I’d stick a note under their door asking, ‘Do you want to sell your shop? I’m interested. Are you looking to retire? Let me know.’”

Young said he dropped off more than 60 of those notes over a two-year period, but it was a drive through the small village of Buchanan that led Young to his shop’s future home. “I saw this shop and it looked like it was abandoned,” he said. After speaking with nearby shop owners, Young learned the previous barber had passed away just a few months prior. Young later contacted the building’s landlord and has now been a
tenant of the storefront for nearly two years. “It’s been a long hard slog,” he said. “You’ve got to establish yourself.” Still, Young said he believes the barber industry is seeing a resurgence, and the history of the shop has helped boost his business. Many patrons have been visiting the barbershop Young now occupies for decades, some since they were children. “I love working here,” Young said.

14 arrested in loan shark and prostitution sweeps
P
owerful government agencies took the first steps in shutting down two local trade groups that operated in age-old areas of commerce. State Attorney General Eric T. Schneiderman used his authority to arrest 10 people March 26 trying to make a living at a pub and a smoke shop in New Rochelle. U.S. District Attorney Geoffrey S. Berman indicted four individuals, including one based in Bronxville, for their work in a brokering business. The New Rochelle case involved entrepreneurs supposedly connected to an old family business. That’s “family,” as in the Lucchese organized crime family. The local affiliate centered its activities at McKiernan’s Lawton Street Tavern and the Glass Room vape shop in downtown New Rochelle where they operated lucrative bookmaking and loan sharking businesses, according to the indictment. Schneiderman identified Dominick Capelli, 61, of New Rochelle, as the head of the enterprise. Capelli, a “made member” of the Lucchese crime family, the indictment states, delegated responsibilities to a “super-agent,” Frank McKiernan, 53, and a manager, Robert Wagner, 59, both of New Rochelle. “Soldiers” and associates carried out other duties. During the investigation dubbed “Operation The Vig Is Up” — a reference to vigorish, the interest that bookies charge on bets — investigators identified 47 loan-sharking victims in Westchester County and the Bronx. The attorney general said the enterprise funneled gamblers to the loan-sharking branch of the operation and then charged exorbitant weekly loan rates that averaged more than 200 percent a year and took in more than a million dollars. The group allegedly ran a gambling website, bxbets.com, that generated over a half-million dollars in annual wages. Schneiderman said the enterprise was the largest loan-sharking operation ever investigated by his office. Also named in the indictment are Jessica Bismark, 32, New Rochelle; Richard Caccavale, 59, Yorktown Heights; Anthony Martino, 76, Port Chester; Steve Murray, 49, Bethel, Connecticut; Seth Trustman, 36, the Bronx; Michael Wagner, 63, the Bronx; and Robert Wagner Jr., 33, New Rochelle. The 64-count indictment includes charges of enterprise corruption, criminal usury, conspiracy and promoting gambling. Westport Management sues former tenants for $500K hazardous waste cleanup
W
estport Management has spent more than $500,000 cleaning up hazardous wastes at an industrial site in Maybrook, Orange County, and now it wants its tenants to foot the bills. Westport Management sued Osram Sylvania Products Inc., Sklar Purchasing Corp. and Quality Bus Sales and Services Inc. in federal court in White Plains to cover the cost of the cleanup. Westport acquired the building at 201 Charles St. in 2005, the Newburgh company said, but never conducted business there. Two years ago, it discovered that chlorinated solvents had contaminated the soil
and groundwater. The chemicals are used as cleaning and degreasing agents, the complaint states, by industries that make or maintain metal components. The lawsuit cites three such businesses. Sklar Manufacturing Co. made metal surgical instruments there from the 1970s to 1980s, the complaint says. Sklar went out of business but its assets and liabilities were bought by Sklar Purchasing Corp., West Chester, Pennsylvania. Osram, based in Wilmington, Massachusetts, manufactured lighting products at the site from the mid-1980s to 2005. Quality Bus of Ballston Spa, manufactured, repaired and maintained buses there from 2006 through 2016. Westport says it believes all three companies used chlorinated solvents at the Charles Street site. Attempts to reach the companies for responses were unsuccessful. Westport said it remediated the site under a plan approved by the New York Department of Environmental Conservation. It has spent more than $500,000 so far, and
the cleanup is ongoing. It is suing the tenants under the federal Comprehensive Environmental Response, Compensation and Liability Act and state nuisance law. Westport demands that the former tenants share cleanup costs that have been incurred and pay for future costs of cleaning up hazardous substances at the site.

Investment-for-visa deal heads to arbitration
A
n Indian doctor who says he was defrauded of $550,000 in an investment-for-visa deal will have to make his claims to an arbitration panel. U.S. District Court Judge Nelson S. Roman ruled on March 15 that Ateet Kosaraju had not established that an arbitration clause was fraudulent in his agreement with Hastings-on-Hudson visa deal-maker Matthew B. Gordon. “The allegations are absolutely false and untrue,” Gordon said in a telephone interview, claiming it was Ateet who had violated the agreement. Gordon is chief executive officer of E3 Investment Group in Manhattan. He describes himself on the company’s website as an expert and frequent lecturer on the EB-5 Immigration Investor Program. The EB-5 program allows immigrant entrepreneurs to qualify for permanent residence if they make a minimum investment of $500,000 and create 10 full-time jobs in the U.S. Visa deals are structured, the E3 website says, “so we can ultimately repay our investors, do well for ourselves and do good for the communities in which we operate.” Ateet, of Astoria, Queens, said he paid $500,000 to E3 to invest in a trucking company and another $55,000 in fees. But the 2017 federal lawsuit he filed claims the limited partnership he bought into owned no trucks and created no jobs. Gordon, he alleged, “diverted the entire investment for his personal benefit.” In 2015, Ateet was an Indian medical school grad-
uate and was pursuing a medical residency in the U.S. The E3 offering document allegedly promised that a $500,000 investment would give him the right to a green card, ownership of property, access to the court system and Social Security benefits. He alleges he was promised that he would own and co-manage a trucking business that had 10 trucks and employed 10 drivers and receive a 6 percent return on the investment. His father, Joyti Kosaraju, mortgaged the family home and gave Ateet the money to invest with E3. Ateet became a limited partner in E3 Cargo51. He received $2,500 a month for a few months, he said, then payments stopped. He was not permitted to participate in managing the partnership, as required by the EB-5 program, according to the complaint, and he was given no financial reports for more than two years. Ateet withdrew his residency petition in 2016 to pursue U.S. residency by other means, and he demanded the return of his investment. Ateet claims that Gordon told him that his investment had been converted to debt because he had withdrawn his residency petition. Gordon allegedly refused to return Ateet’s money and admitted that E3 Cargo 51 did not own any trucks. It’s only assets were accounts receivable. When Ateet continued to demand the return of his investment, he said, Gordon encouraged him and his father to bring in new investors to “create additional cash
from 2013 to 2017, and coordinating their travels from motels to hotels in Colorado, Connecticut, Delaware, Maryland, Missouri, New York and Virginia. They allegedly recruited customers on classified advertising websites such as Backpage.com. The defendants, Berman said in a press release, “raked in millions of dollars from their illegal and exploitive activities.” flow, from which we could pay Ateet.” Gordon said he provided documents on numerous occasions, followed the partnership agreement “to the T,” and did everything he was supposed to do. “All of the assets were acquired and all the people were hired,” Gordon said. Gordon asked the court to compel arbitration, citing the dispute resolution clause that called for controversies or claims to be settled before the American Arbitration Association. Judge Roman agreed. Ateet had enumerated many alleged misrepresentations, he found, but the accusations relate to the contract generally and not to the arbitration clause specifically. A claim of fraudulent inducement of an arbitration clause may be adjudicated by a court, Nelson ruled, but “a claim of fraudulent inducement of the entire contract is to be decided by the arbitrator rather than the court.” A month ago, another Indian, Natasha Dubash, sued Gordon and E3 in federal court in Manhattan making similar allegations. She claims Gordon induced her to invest $500,000 in a trucking business in 2014, plus $55,000 in fees, and then two years later got her to loan another $300,000. Dubash said the entity she invested in ceased operations and she “never received the return on her investment that was described by Gordon and the offering documents.” Gordon said the new lawsuit is also without merit and that there is already a preliminary agreement to voluntarily dismiss the case. “There’s not much news here,” he said.

n affiliate of Macquarie Group Ltd., an Australian investment bank, has purchased 77 condominiums in The Cambium, Larchmont, for $43.5 million. Cushman & Wakefield, the seller’s agent, described the transaction as a “rare bulk condominium sale outside of the Manhattan market.” The Cambium is an appealing investment because it is close to New York City, near public transit and establishes a presence in a housing market that has a high barrier to entry, Cushman said in a news release. The condos are at 10 Byron Place, near MetroNorth Railroad’s Larchmont station and Interstate 95.
The 8-story, 147-unit building includes two penthouse levels, a parking garage, fitness room, reading room, children’s playroom and other amenities. Cushman did not identify the seller or new owner but did say the buyer was a private equity division of an international financial institution. A deed recorded on March 13 shows the buyer as Northeast Property Owner Inc. of Manhattan. Northeast Property Owner is affiliated with the Macquarie Group, based in Sidney, Australia. The seller was Byron Place Associates LLC, managed by Ceres Realty Group of Katonah. William Neville & Sons of Wexford, Ireland, developed the property. Northeast paid an average of $565,044, per unit. Prices listed by the

ight Westchester companies got financial help last month from the ExportImport Bank of the United States. The bank supports international sales by financing foreign purchases of American products and generating working capital for expansion into new markets outside of the U.S. The following local companies received $346,647 in export support:

The resulting health care network would serve 1.5 million residents across Connecticut and New York. It would be staffed by more than 12,000 employees across a full continuum of care. As the merger requires approval from multiple governmental entities, the new organization is not expected to launch until sometime in 2019. Until then, both organizations will continue to operate as independent entities. For now, the systems and hospitals will retain their names and corporate offices in Danbury, Connecticut, and LaGrangeville in Dutchess County, respectively. Once approved, Health Quest President and CEO Robert Friedberg will serve as president and WCHN President and CEO John Murphy will serve as CEO of the newly combined organization. The new system’s board of directors will have equal representation — eight members from Health Quest’s board and eight members from WCHN’s board. The two organizations said the new network would remain a nonprofit and

CBRE Vice Chairman Jeffrey Dunne said the property garnered significant interest, with dozens of site visits in the month it was on the market. He said the property’s age, built almost two decades ago, made it attractive to buyers willing to invest “People like to buy product at this age where they can do some improvements,” Dunne said. “This fit the bill for a lot of people. Friedberg told the Business Journal that talks between the two parties began in August 2017, although he said he could not remember which party first brought up the idea of a merger. “It evolved through conversations we were having,” he said. Speaking separately to the Business Journal, Murphy said the two organizations viewed both the increasingly competitive health care environment and the continued move from the fee-for-service to

CBRE credited that in part to a limited new supply in the region caused by high barriers of entry for new construction. We operate in separate but adjacent markets.” Friedberg agreed. “This was a unique opportunity to combine systems in two geographic areas that have adjacency but no real overlap in what they do.” He added that he and Murphy “are very aligned in how we think about how to provide health care to the communities we serve.” Murphy said “the level of reaction has been very positive so far. People here are very excited about this.” Health Quest includes Northern Dutchess Hospital in Rhinebeck; Putnam Hospital Center in Carmel; Sharon Hospital in Sharon, Connecticut; and Vassar Brothers Medical Center in Poughkeepsie. WCHN has hospitals in
New Milford, Danbury and Norwalk. Other affiliates of each system include, Health Quest Medical Practice, The Thompson House, Health Quest Urgent Care, Hudson Valley Cardiovascular Practice P.C, also known as The Heart Center, Western Connecticut Medical Group and Western Connecticut Home Care. The merger is the latest in several changes in the health care landscape in the Hudson Valley over past few years. Unaffiliated hospitals have become part of large networks such as the Westchester Medical Center Health Network that includes Westchester Medical Center, Maria Fareri Children’s Hospital, Bon Secours Community Hospital, Good Samaritan Hospital, Margaretville Hospital, Mid-Hudson Regional Hospital and St. Anthony Community Hospital. Mount Vernon, New Rochelle, Nyack, St. Luke’s Cornwall and White Plains hospitals are all part of the Montefiore Health System. The NewYork Presbyterian’s health system has added Lawrence Hospital in Bronxville and Hudson Valley
Hospital in Cortlandt Manor to its network. Northwell Health, meanwhile, has picked up Phelps Hospital in Sleepy Hollow and Northern Westchester Hospital in Mount Kisco. The Health Quest announcement came just one day after St. Louis-based Ascension announced it was selling St. Vincent’s Medical Center in Bridgeport to Hartford HealthCare. Financial details of that transaction were not provided. Hospital and health system mergers rose by 13 percent last year, as medical care providers continued to try and compete with national health insurers and outpatient medical care providers. According to consulting firm Kaufman, Hall & Associates, a record 115 were announced in 2017, with 11 of them involving hospital and health system sellers with $1 billion or more in annual revenues. The biggest splash of late came in December when CVS Health announced its plans to acquire managed health care company Aetna for $69 billion. That deal is still pending regulatory approval.
The Real Deal reported that Equity Residential also sold in March a 3-story, 155-unit rental building on Manhattan’s Upper East Side for about $85 million. The buyer for Talleyrand, The DSF Group, is a private real estate company founded in 2000 by Arthur P. Solomon, Joshua Solomon and Thomas Mazza. The DSF Group has
invested more than $2.5 billion in real estate since its founding, with investments focused in urban locations in the Boston, New York and Washington metropolitan areas. The company manages about 3,000 rental units worth $1.2 billion. DSF Group President Joshua Solomon said in a statement through CBRE that his firm is “excited to further expand our presence within the metro New York market, and we look forward to bringing our amenity-rich Halstead brand to Tarrytown.” The company’s other Westchester properties include the 40-story Halstead New Rochelle building. In November 2016, the company paid $148.5 million for Halstead New Rochelle’s neighbor, La Rochelle, a 25-story tower with 412 apartments at 255 Huguenot St. in downtown New Rochelle.
DSF formerly owned Halstead White Plains Metro North, a 124-unit luxury apartment building at 34 S. Lexington Ave. in White Plains. The company sold the property to Ginsburg Development Cos. for $35 million in February 2017. Ginsburg rebranded the apartment tower as The Metro a few months later. The apartments are next door to the Talleyrand Office Park. The office buildings, at 200 and 220 White Plains Road feature two, six-story buildings totaling 179,000 square feet. Keystone Property Group purchased the buildings in 2014, along with 555, 565 and 570 Taxter Road in Elmsford and Soundview Plaza in Stamford, for approximately $91.5 million from Mack-Cali Realty Corp. as part of its acquisition of Mack-Cali’s tristate office portfolio.

f you’re in medical school right now, you might want to think better of setting up a medical practice in New York state. A study out today by WalletHub has found the Empire State as the third worst for doctors, coming out just ahead of Rhode Island and New Jersey. The Washington, D.C.based personal finance website arrived at its findings by comparing all 50 states and the District of Columbia across 16 key metrics, including average annual wage of physicians, hospitals per capita and quality of the public hospital systems. One of the biggest knocks against working in New York as a doctor — long cited by physicians themselves — is the high cost of malpractice liability insurance. And the study bore that out, landing New York in first place as having the most expensive annual malpractice liability insurance. Following New York in the bottom five were Illinois, Michigan, the District of Columbia and West Virginia doing a bit better. The top five least expensive states for malpractice insurance in ascending order were Nebraska, South Dakota, Wisconsin, Minnesota and Kansas. According to a recent medical malpractice payout analysis by Diedrich Healthcare, New York’s amount last year was $617.9 million. Pennsylvania was second at $342 million and New Jersey was third at $267.9 million in payouts among Northeast states, according to the Diedrich report. In January, an agreement was reached among New York lawmakers and Gov. Andrew Cuomo on Lavern’s Law, legislation that would extend the amount of time a person can
file a suit for a missed cancer diagnosis. In February, Cuomo signed legislation that would extend the time a patient has to bring a malpractice suit involving cancer from 15 months from the date of the misdiagnosis to 2½ years. Opponents said the new law would further increase the cost of medical liability. Exacerbating the cost of malpractice insurance is the amount that New York doctors are paid. The state came in at 49th place in the WalletHub study in wages for doctors. Adjusting for cost of living, the study found that the states with the highest average annual wage for doctors are Mississippi, South Dakota, Iowa, Georgia and Tennessee.

here was a slight haze in the air as a water-dispersal machine bathed the concrete and twisted metal that two excavators were sorting and pulverizing at the end of Corporate Park Drive in Harrison. It was the remnants of the 106 building. The site behind it was nothing but earth. No traces of the four-story, glass-encased building that once stood at 110. A third building will soon join the two former office buildings as the 20-acre site is readied for the county’s first Wegmans Food Market. Rochester-based grocer Wegmans bought the site for $26.5 million from Normandy Real Estate Partners LLC. Wegmans got town approvals last year to tear down the three empty office buildings and replace them with a 125,000-squarefoot grocery store. Yonkers-based Capital Industries Corp. is handling the demolition, just as it had at 103 and 105 Corporate Park Drive. There, 200,000-square-feet of former Normandy office space was torn down to make way for 421 apartments. The apartments, from national home-builder Toll Brothers, are now under construction. The current demolition project, expected to wrap up in early May, will ultimately remove 250,000-squarefeet worth of office space from the site. Robert Stevenson, a project executive for Capital overseeing the site, said the demolition will require the removal of 10,000 cubic yards of concrete from the site. The concrete will be recycled and turned into gravel. Capital officials said the company’s work has followed a trend in the county’s real estate industry: they've taken down several office buildings for conversion to residential and other uses in recent years.
Tear-downs in recent years have taken about 4 million square feet of space off Westchester’s overall office real estate market. Westchester’s total office market is around 28 million square feet, down from a peak of 32 million. That trend, and a strong economy generally, has helped construction and its related demolition work pick up. Construction companies in New York added 7,700 jobs between January and February, leading all sectors, according to state Department of Labor data. Capital Operations Manager Andrew McGuire said business in the county slowed considerably for demolition and construction work following the Great Recession in 2008. That came after a strong period of business between 2004 and 2006. But the level of work the firm is handling now exceeds even then. “I’ve never seen anything like what we are doing now,” McGuire said, adding that the company has bought new equipment and brought in extra employees to keep up. The work goes beyond just office tear-downs. Capital’s excavators were on site earlier this month in New Rochelle for RXR Realty's groundbreaking at 26 S. Division St. Capital is clearing out a former municipal garage between Church and Division streets there so RXR can construct two, 28-story towers with a combined 730 rental apartment units. Back on Corporate Park Drive, the Wegmans store will include a cafe area and 736 parking spaces on site. The company will build an additional 8,000-square-foot standalone retail building for an undetermined use. A Wegmans spokesperson said that the company has not determined an opening date for the Westchester location. A list of planned store openings for 2018 on the company’s website does not include the Harrison location.

he Hudson Valley is experiencing an era of unprecedented economic growth. Development projects continue throughout the region while economic indicators point upward. Even then, it is only a matter of time before the regional commercial real estate market begins to follow the trends that have been observed across the United States as a whole. Expect to see a wide range of new technologies and design features and functions. Some developers are renewing old shopping malls and corporate parks into stunning new mixeduse developments, and creators of industrial space are anticipating major impacts from new technologies such as autonomous vehicles and the use of robotics in warehousing. These sorts of ongoing technological evolutions are opening up brand new markets and industries with a significant amount of future potential, while also changing the way developers design and construct commercial space. As the Hudson Valley’s economy continues to expand, companies are increasingly finding themselves jockeying for space in the area’s commercial real estate market. Finding their niche requires them to keep up with the constant evolutions of the industry. For example, many commercial real estate developers across the nation are beginning to change the way they approach the creation of Class A office space. Today’s development firms are looking at ways they can leverage existing spaces to create high-quality, sustainable office environments that better fit with tenants’ workflow and employees’ needs. Based on trends we’re seeing in commercial real estate, the office buildings of tomorrow may include a diversity of mixed-use components, like pop-up restaurants or transformational spaces. The new incoming crop of office buildings will feature pervasive technological integration and condominium-style amenities, like yoga centers and catering kitchens. In addition, as online shopping becomes one of the predominant forms of retail, the footprint of traditional stores is continuing to shrink. This is freeing up commercial space for new and creative types of usage. Such innovative reuse of traditional shopping space is already beginning in the

Danone’s new headquarters will allow shopping center visitors to look into its tasting kitchen. Employees at the office will have the opportunity to contribute to local businesses based in the building. In spite of the nationwide economic boom, there are several indicators that companies and commercial real estate investors should be keeping a close eye on. Interest rates, which have held at historically low levels since the end of the global recession, are likely to begin rising more steadily in 2018 under the new directorship of Federal Reserve Chair Jerome Powell. While unemployment levels in the Hudson Valley are steadily decreasing, our neighbors north of us — Greene County and Columbia County — saw slight upticks in unemployment, according to recently released data from the U.S. Department of Labor.
Additionally, a lack of skilled laborers could affect the rate at which developers are able to construct new office space. Booming real estate markets around the country, particularly in New York City, could draw construction workers into higher-paying metropolitan areas. As businesses in the Hudson Valley continue to grow, they are having trouble filling employee vacancies with qualified candidates. These challenges may stymie business growth, until the region can identify ways to attract a more qualified and diverse talent pool. Recently announced import tariffs on steel and solar panels could also adversely affect the region’s further economic development in 2018. In response to the opportunities and challenges presented by the region’s active commercial real estate scene, the Hudson Valley Economic Development Corp., in coordination with the Hudson Gateway Association of Realtors, is hosting a first-of-

THOUGHTS OF THE DAY: There are many reasons to figure out how to hire and retain an entry-level workforce. Be sure to consider the young workforce’s needs when it comes to retention, but don’t forget to deal with the basic needs of every employee regardless of age or experience. Add doses of supervision, mentoring and coaching. Baby boomers, age 54 to 72, are retiring at an average of 11,000 per day over the next 10 years. That’s a lot of experienced workers who need to be replaced. Today’s low unemployment economy is forcing small businesses to compete for scarce and increasingly more costly employees. The lowest-cost workers are often entry- and near-entry level employees like millennials and Gen Z who are looking for a place to belong. The millennial generation is over 10 percent larger than baby boomers. As of 2015 they’re the largest generational workforce in the U.S. economy. Gen Z, born between 1999 and 2015, just entering the workforce now, is almost as large as the baby boomer generation they’ll be replacing, at 73 million. Because these generations have seen the downfall of employment through the 2008 recession, they tend to me more discriminating about employment offers and careers they pursue. Humans are motivated by factors that smart employers can tap into. Younger workers are looking to be part of a community, get recognized for who they are and what they do, learn things, improve the world they occupy and secure basic needs for food and shelter — not necessarily in that order. Figure out how to supply those needs and you’ll be well on your way to making your business an attractive employment option for any generation. So how do you do that? Check on how your wages stack up. As low unemployment becomes the norm, it’s usual for wages to go up. Find out what’s happening with job openings, qualified candidates and overall compensation in your industry. Address any shortcomings. Know your company’s culture and advertise for people who are looking for that kind of culture. Ask your employees what they value about your company. Ask customers what they observe about your employees. Boost the good traits and fix the weaknesses. Offer opportunity for advancement. Encourage employees to get more training. Give them time to study things that are within the scope of their work. If you can afford it, provide financial assistance for certifications if employees are willing to guarantee their longevity. Put people on a mission to improve the
world by tying together the work of your company and volunteerism. Pick a not-for-profit that could benefit from your company’s help. Encourage participation. Match financial and time contributions. Share experiences by putting pictures on a bulletin board, publishing stories in the company newsletter and posting to the company’s social media pages. One of the most important factors is making sure employees have good examples to follow. Assign managers to roles as mentors and coaches. Encourage meetings over lunch and coffee to discuss how careers developed,

The Local Vault offers more than 2,500 items on its marketplace, everything from vintage pieces to new items that were used in showrooms. “We get new things every week,” she said. or many professionals, home decor and design are more than just avenues for artistic expression. They are also business opportunities. “Your home is a place that should really represent you, it should represent your family,” said Amy Aidinis Hirsch, owner of her eponymous Greenwich-based interior design firm. Hirsch was one of a number of experts to speak to the crowd gathered at the Home Decor and Design event on March 27 at Greystone-onHudson, the 100-acre luxury home development at 612 S. Broadway in Tarrytown. The event was presented by Westfair Communications, publisher of the Westchester County Business Journal and The event was held at 6 Carriage Trail in Tarrytown.
Auction said her company has helped clients with transactions that range from coins to contemporary art. “Today, when people are decorating, they’re still spending money, but they’re just doing it differently,” she said. “They’re collecting and decorating in a more eclectic fashion.” “This day and age, it’s about living with less and living with things that are important and really just simple,” Hirsch said. “Don’t overthink it.” Andy Todd, president of The Greystone Mansion Group, took that mantra to heart when building the homes that are part of the sprawling Greystone-onHudson development. “We wanted to kind of build this place with timeless architecture that 100 years from now, people would come and say, ‘Wow, this is really a great place,’” he said. Todd said three homes have sold within the development, while another three are under contract and two others are being constructed. Homes range in price from $3.5 million “and go up to whatever you can imagine,” he said. The event was held in a $13 million home at 6 Carriage Trail. “We’re not building castles, but these are modernday castles,” he said.

A focus on food and the future at Salsa Fresca

T
he owners of Salsa Fresca Mexican Grill, a popular chain of fast-casual restaurants in New York and Connecticut, want customers to enjoy more than just a delicious meal at any of their eight eateries. They want to put on a show. “It’s a theater,” said co-owner Marc Miles. “You come in and this is a whole theater process.” The open-kitchen concept gives diners a closeup view of onions being chopped, guacamole being assembled and pork being pulled from the oven. “That, I think, has value,” he added. Others have agreed, and Salsa Fresca, which operates eight locations in Fairfield, New Haven, Putnam and Westchester counties, now plans to franchise the business. “It’s time for the next step,” said co-owner Seth Hirschel. Hirschel and Miles, along with other co-owners John Tucker and Dave Norris, have also set an ambitious goal for their expansion: to open 100 new units in the next five years. The eatery plans to extend its reach in both states, along with plans to venture into New Jersey, Pennsylvania, Massachusetts and Florida. “We’re seeking experienced operators, so we can really grow this with people who have some experience and get some good traction in these markets,” Miles said. It was Tucker who first came up with the idea for the fast-casual burrito restaurant, one that only used the freshest ingredients. “I’d approached a couple other people and they were like, “Burritos? Really? That’s a bad idea,’” he recalled. At that time, Tucker worked as a designer and manufacturer of signs for businesses. Miles and Hirschel, who co-owned a number of health and

fitness clubs, were two of his customers. “We hit it off right away,” Tucker recalled of his meeting his future business partners. Soon after, he approached the pair with his proposed venture. “I remember sitting in my office thinking, ‘Yeah, man. That’s a great idea,’” Miles recalled. “I was in from the get-go.” The partners opened their first restaurant in their hometown of Millerton, New York in 2008. “We said if it can work here, it can work anywhere,” Miles said. The owners decided to open the doors of a restaurant in Bedford Hills soon after. “That’s where we really saw that this has legs and it could work,” Miles said. Since that time, investor and silent partner, Norris, joined the team behind Salsa Fresca. “As a group, we’re very

lucky,” Tucker said. “We complement each other very well.” Today, the company operates restaurants in Mamaroneck, Bedford Hills, Yorktown, Cross River, Peekskill and Carmel in New York and Danbury and New Haven in Connecticut. The company also plans to open a ninth corporate store in LaGrangeville near Arlington High School, the largest school in Dutchess County. “Students are one of our target customers,” Miles said, noting that the company’s New Haven restaurant, which is next to Yale University, is one of its most popular locations. Tucker said that franchising the business “was always in the cards.” “Our first restaurant looked like a nationwide chain,” he said. “We fooled everybody. We had to explain to people, ‘No, we’re starting this.’” The past decade has seen
the partners fine-tune their vision and “kind of vet out all the ebbs and flows of what’s going to work,” Tucker said. Salsa Fresca restaurants on Main Street, for example, have had problems in the past, the partners said. “It’s tough because of parking issues,” Miles said. “But places where we have a built-in anchor, that’s what we’re looking for.” One key to their success, the owners said, is their commitment to their staff. Included in the company’s range of employee benefits is a profit-sharing program. “They see a check every quarter,” Miles said. “They really connect with that. They get excited about it. It’s a great retention tool.” That focus seems to be paying off for Salsa Fresca. The first employee the chain ever hired at its Millerton location, cashier Sarah Miles, has worked her way up to become a regional manager.

“She’s at the top of the food chain,” Miles said. The company is also strongly committed to the environment. Eco-friendly building materials are used in restaurant construction, along with energy-efficient HVAC systems and lighting. There are no freezers, and all food served is made on-site. The company recycles all of its cooking oil and carryout utensils and packaging are made from compostable plant materials. “We’re even in the process of getting rid of our (plastic) straws and using paper straws,” Miles said. The owners noted that future franchisees will also be involved as Salsa Fresca continues to evolve and work to reduce its carbon footprint. “At the end of the day, we’re going to say, ‘Do you believe in what we’re doing?’” Miles said. “They have to live and breathe the culture of Salsa Fresca.”

n just two and half minutes, you travel from the middle of a Culinary Institute of America kitchen to Poughkeepsie's famed Walkway Over the Hudson. Next, you’re kayaking in Mills Norrie State Park, then listening to crickets chirp on a hike along the Appalachian Trail. Finally, you're in the backseat of a propeller plane that takes off from Rhinebeck Aerodrome and cruises over the Hudson. When the video stops, you remove your virtual reality headset and reacquaint yourself with your office cubicle. You didn’t actually travel anywhere, of course, but Dutchess Tourism Inc. hopes you’ll be inspired to. Last fall, the nonprofit tourism agency launched a virtual reality promotion-
al video for the county, the first agency to do so in the Hudson Valley. The video provides immersive, quick stops at the CIA, Walkway Over the Hudson and other popular Dutchess locales. “We always look for what’s new and try to get ahead for Dutchess tourism,” said Mary Kay Vrba, president and CEO of Dutchess Tourism Inc. “We’ll take any opportunity we have to be the first in the field to do something.” Vrba said she saw a virtual reality video at a tourism conference in Lake Placid for the village’s Olympic ski jump and thought the idea could be used to promote Dutchess County as a whole. Starting in spring 2017, the organization worked with its advertising agency BBG&G, in Orange County, to put together the video. Ellenbogen Creative Media in Kingston was brought in to handle the video’s production.
A crew of three from Ellenbogen — a cameraman, director and audio technician — worked with Dutchess Tourism, BBG&G and a group of hired actors to shoot at a number of county landmarks over a two-day period last summer. The video cost between $20,000 and $25,000 for its planning, production and editing, Vrba said. “We tried to think, where would be the most immersive places that you’d want to see?” said Nancy Lutz, director of communications for Dutchess Tourism. “A garden in Vanderbilt mansion, the Appalachian Trail. Where would people most like to see themselves? Especially if you’re in a cubicle in New York City and you’re thinking, ‘where can I get away?’” The tourism officials didn’t have much to go by in planning the video. Vrba said she believes Dutchess is the state’s first destination marketing organization to

release a virtual reality video. “I talked to some of my colleagues about doing it, they said ‘we’re gonna let you go first,’” Vrba said with a laugh. The group at first considered shooting individual videos for each location, but Vrba said they later decided it was important to have the video focus on multiple locations to give an overall view of the county’s offerings.

“For a weekend, you wouldn’t come here and just eat or just go to historical sites, you would do a little bit of all those things,” Lutz added. Dutchess Tourism and BBG&G originally put together a voice-over to guide the video. Vrba said that ended up being distracting, so the group instead decided the “sights can speak for themselves.”
There was a script for the hired actors though. At one point a tourist shouts “look, an eagle!” while kayaking on the Hudson. The video is available on the Dutchess Tourism website, as well as YouTube and Vimeo. A 360 degrees version of the video can be viewed on any browser, while the full three-dimensional VR

rea brewers are bracing themselves for a possible hit from the new tariffs on imported aluminum and steel — although just how much of a hit remains uncertain. “To be 100 percent honest, I really don’t know” what the ultimate effect will be, said Scott Vaccaro, founder of Captain Lawrence Brewing Co. in Elmsford. “I can only assume that some suppliers will take this as an opportunity to raise prices. We have not heard from any of ours in regards to pricing changes, so as of today we do not have anything concrete to report.” “People tend to think that a penny or two more for a can of beer is something that nobody will notice,” said Tom Price, director of brewery operations at Half Full Brewery in Stamford. “What
they don’t realize is that adding a couple of pennies per can adds 50 cents to a case, which can be meaningful to a company of our size. "Then there’s the distributor, the retailer and the consumer," Price continued. "Somebody’s going to have to make (that added expense) up, and it will probably be the consumer. If they end up paying another dollar for a six-pack, they might try something else.” “The math on a per-can and per-case basis will definitely have an effect on us,” agreed P. Scott Vallely, founder and president at Danbury’s Charter Oak Brewery. “It will very definitely translate to a higher cost per unit.” Vallely characterized the area’s craft brewers as “munchkins when it comes to someone like AnheuserBusch or MillerCoors. They can absorb something like that better than we can.” Not that the beer giants are going along docilely. The
10 percent tariff on all types of aluminum and 25 percent tariff on all types of steel, which went into effect on March 23 — exceptions are still being worked out, adding to the uncertainty — “will likely cost U.S. brewers millions of dollars” according to a statement from AnheuserBusch, which urged the Trump administration to rethink the new policy. “We currently operate 21 breweries in 15 states and employ more than 18,000 people in the U.S.,” Busch said, adding that the tariff would make it “more difficult to grow and further invest in our U.S. operations.” Similarly, MillerCoors warned that “American workers and American consumers will suffer” from the tariffs, saying that while it purchases as much domestic aluminum as it can, “there simply isn’t enough supply to satisfy the demands of American beverage makers like us.” Not surprisingly, the
Brewers Association has also slammed the action, saying that it “opposes any policy that could negatively impact this growing industry.” According to the trade group, aluminum cans represent 28.5 percent of packaged production for brewers; those who produce 10,000 barrels a year or less — more than 90 percent of breweries — are the largest-growing
segment of brewers that packages their beer in cans. “The smallest packaging brewers would be the ones most directly impacted by a price increase,” the Brewers Association said. Higher steel prices will also impact existing breweries, breweries in planning and breweries looking to expand, the group said. Ninety-nine percent of craft breweries

offer draft production, which makes up 40 percent of craft sales. Kegs, which are made of steel, likely would increase in cost. Keg theft, already a growing problem in the brewing industry, also could increase as the kegs become more valuable. version requires a smartphone and VR headset. But the headset is not as large a barrier to viewing as it may sound. While a high-end virtual reality set for gaming can cost more than $400, the Dutchess Tourism video can be viewed through a plastic set of glasses that clip on to any smartphone. The organization keeps them stocked in its office along with brochures and local magazines. Vrba recommends watching in a chair with full swivel ability to get the total 360 degrees effect. The video has only been viewed just over 500 times on Vimeo and YouTube which Vrba blames on a slow promotional roll out. She said the organization is ramping up its efforts to bring attention to it. That will help it draw more views, as will an increase of virtual reality headsets in homes as the industry grows. The video has already proved a fun way to draw people to the Dutchess booth at tourism trade shows. The
organization has brought its VR headsets to conferences as far away as Ireland and Germany to show to both travel agents and travelers. “We’ve gotten some really positive response from that, particularly people saying ‘wow, this is New York?’” Vrba said. “Everybody knows New York City, and that’s what the international visitor thinks about. And now they can see something that’s within 30 minutes outside New York City. You can experience this great, other New York.” Tourists spent $568 million in Dutchess County in 2016, helping the industry keep more than 10,000 people employed and while generating $28 million in sales tax revenue. Those numbers have been increasing each year, Vrba said, as evidenced by a 9 percent increase last year in the county’s hotel occupancy tax collections. The VR video has also won the respect of its marketing peers. In February, Dutchess Tourism received
a Gold AVA Digital Award in an international digital communications competition judged by the Association of Marketing and Communication Professionals. Vrba said that Dutchess Tourism has enough extra footage to produce additional VR experience videos focusing on individual locations. The organization also plans to shoot VR videos for more landmarks in the future. Vrba framed the VR as part of an overall media effort to make sure it’s reaching as many eyeballs as possible. The organization has shot several standard videos of county attractions and hosts live Facebook tours from different destinations each week. “We’re always looking at what’s new and how to reach new markets,” Vrba said. “Particularly millennials, who are so in tune with phones and technology that we need to stay on top of that in order to show what we have here.”

It’s much easier to take cans than bottles on the beach or a boat.” On the other hand, Vallely said he’d met with an event planner in Greenwich last week to discuss a catering opportunity. “It’s kind of a hoity-toity event and they are absolutely not interested in cans — it was bottles all the way. Sometimes I don’t know which way is up,” he laughed. As with many declarations from the federal government these days, there is a lot of “let’s wait and see what really happens” attitude among the brewers. “Considering our volume, I don’t think it will have an immediate impact on us, especially since we
just started,” said Rob Kaye, who with his son David co-owns Ridgefield’s Nod Hill Brewery. Nevertheless, by producing around 800 barrels, or 60,000 cans, a year — compared with the 125 million barrels that AnheuserBusch annually produces — Nod Hill stands to lose more, Kaye said. “It definitely could be a much bigger issue for us.”

SEEING THE SEASHORE IN TARRYTOWN Paintings featuring an artist’s impressions of the Atlantic seashore will be featured in an exhibition at Canfin Gallery in Tarrytown from April 28 to May 20. The artist is Tjasa Owen, whose works are found in private and corporate collections as well as galleries around the country. Owen grew up in New York and earned a bachelor’s degree from the University of Virginia. She studied at the National Academy of Fine Art in Manhattan, the Academy of Art in San Francisco and Coupa in Paris.
Having grown up by the Atlantic seashore, she is particularly drawn to its skies and dunes. Sometimes she writes notations and phrases from her sketchbooks on her canvases, giving her work a sense of time and place. She thinks of her paintings as visual journals, reproduced on canvas and then sent out into the world as postcards to be shared. An opening reception is scheduled for April 28 from 5 to 8 p.m. Canfin Gallery is at 39 Main St. in Tarrytown.
GAUJEAN JOINS HOSPICE BOARD Attorney Max G. Gaujean has joined the board of directors of Hospice of Westchester based in White Plains. Gaujean is a founding member of the law firm Brown, Gruttadaro, Gaujean, Prato & Sastow PLLC and is the senior managing attorney for its White Plains office. Legendary music producer and head of industry giants such as Columbia Records and RCA Music Group, Clive Davis, has made a major pledge to help fund the transformation of the Bedford Playhouse, a former movie theater, into a full-fledged arts and performance center. The gift will establish the Clive Davis Arts Center at Bedford Playhouse. The Davis Center will encompass all the arts programming offered beyond film, including music performances, theater, art exhibits and stand-up comedy. Davis won five Grammy awards and is in the Rock & Roll Hall of Fame in Cleveland. He is credited with discovering some of music’s biggest stars, including Janis Joplin, Bruce Springsteen, Carlos Santana, Billy Joel and Whitney Houston. “Clive Davis is a living legend in the music industry,” said Sarah Long, chair of the Bedford Playhouse’s board. John Farr, leader of the movement to save the playhouse and transform it, said, “our ability to brand the Clive Davis Arts Center will help us convey that we’re not just a beautifully renovated movie house, but also a vibrant cultural center.” Davis said, “I love this community and I strongly endorse the expanded mission of the playhouse. This all seems like a perfect fit and I can hardly wait for it to open!”
MCKINSTRY NOW WITH HARRISON EDWARDS Jerry McKinstry, who had been the communications director for the administration of former Westchester County Executive Rob Astorino, has been hired as director of strategic communications for Harrison Edwards PR & Marketing in Armonk. Carolyn Mandelker, president and CEO of Harrison Edwards, made the announcement. “Jerry not only understands the market and rapidly changing media landscape, he also is a big picture thinker, which will serve our clients well and enhance our growth, particularly as we move into new sectors,” she said. McKinstry was with The Journal News/LoHud for nearly 12 years, had been a columnist and editorial board member at the Long Island newspaper Newsday, and was a contributor to News12, FIOS1 News and National Public Radio. He taught media and journalism at Iona College. McKinstry earned his bachelor’s degree from Manhattan College and a master’s degree in journalism from Iona. The Yonkers native now lives in Ridgefield, Connecticut.

Davidson, who was recently appointed as administrative judge of New York state’s Ninth Judicial District was the guest of honor at a reception held by the Justice Brandeis Law Society at the White Plains office of Miller, Zeiderman & Wiederkehr LLP. Davidson formerly served on Westchester Family Court and is the first African-American administrative judge of the Ninth Judicial District. Her legal career spans more than two decades. Before becoming

a judge, she was an attorney in the Westchester County Law Department. She had served as a hearing officer with the Board of Education for the City of New York and was a law guardian with the juvenile rights division of the Legal Aid Society. Davidson had been an investigative attorney with the New York State Education Department and practiced family law in Westchester County. The Justice Brandeis Law Society was founded in 2007. Its membership includes judges, attorneys and court personnel.

Jenean Castillo of The Westchester Institute for Human Development has been awarded the New York Medical College Diversity and Inclusion Award. Castillo is the diversity and inclusion coordinator at the institute and assistant director of its child welfare program. She also is assistant professor of practice in the Center on Disability and Health in the School of Health Sciences and Practice at the medical college. The award was presented March 19 at the conclusion of a conference held at the college’s Clinical Skills and Simulation Lab in Valhalla. “Dr. Castillo has been committed to scholarly and programmatic work in the area of cultural competence diversity and equity since she first joined WIHD sixteen years ago as a post-doctoral fellow. Her subsequent local and national accomplishments attest to her qualifications for this award,” said institute President and CEO Susan Fox.
HAPPENING MUSIC CONSERVATORY STAGING MURAL CONTEST
The Music Conservatory of Westchester will be turning one wall of its building on Central Avenue in White Plains into a mural representing the theme “Multicultural Music.” However, precisely what will be depicted remains to be seen. Students in grades 7 through 12 who live in Westchester are invited to submit their designs for the mural in a contest the conservatory is staging – the Colors of Music Student Mural Contest. One winner and three runners-up will be selected by a panel of experts, including Janet Langsam, CEO of Arts Westchester, Lynn Honeysett, executive director of the Pelham Art Center, Samantha De Tillio, assistant curator of the Museum of Arts and Design in Manhattan, and Margaret Adasko, curator of education at the Katonah Museum of Art. The winner will get together with Jonathan Villoch, a Cuban-American artist originally from Miami Beach, to create the final mural. Villoch has created wall murals around the country. PHELPS ADDS THREE CARDIOLOGISTS Phelps Medical Associates, Phelps Hospital’s primary and specialty care medical group, has announced the addition of three cardiologists to the practice. They have offices at 362 N. Broadway in Sleepy Hollow. Marjory Alabre received her medical degree from the Yale University School of Medicine. Her residency in Internal Medicine was at Columbia Presbyterian Medical Center and her fellowship in cardiology was at Stony Brook University Hospital. He completed his medical education at The
Ohio State University College of Medicine and an internal medicine residency at the University of Southern California (USC). He worked as an assistant professor in the Department of Internal Medicine at USC before completing his cardiology fellowship at the University at Buffalo SUNY. Michael Feld is a board-certified cardiologist focusing on general cardiology. He graduated from Pennsylvania State University School of Medicine and did his residency in internal medicine at Montefiore Hospital where he served as its chief medical resident. He then completed a cardiovascular fellowship at Montefiore Hospital. He has a special interest in pacemakers and implantable cardiac loop recorders.
Andrew C. Quinn, a member of the board of directors of Make-A-Wish Hudson Valley, will be honored at its annual Wish Ball – An Evening of Wishes. Quinn is the managing partner of The Quinn Law Firm PLLC in White Plains whose clients include the NYPD Sergeants Benevolent Association, the Yonkers Police Association and PBAs from the towns of Harrison and Eastchester and the Putnam County Sherriff’s Association. Emmy Award-winning Darlene Rodriguez of NBC’s “Today in New York” and Mike Bennett of WHUD’s “Mike & Kacey in the Morning” will again serve as celebrity co-hosts for the event. The gala will be held at the Sleepy Hollow Country Club in Briarcliff Manor on May 11. SING FOR HOPE FOUNDERS AT SUNY The founders of the organization Sing For Hope, which is best known for placing painted pianos in public spaces around New York City before donating them to public schools, will be presenting the Jandon Business of the Arts Lecture on April 12 in the Humanities Theater at the School of the Arts, Purchase College. The event is free and begins at 6 p.m. Monica Yunus and Camille Zamora, who co-founded and have been co-executive directors of Sing For Hope, are expected to discuss how they built the nonprofit arts organization while pursuing careers as opera singers. Yunus has performed with The Metropolitan Opera, Washington National Opera, The Zouk Festival and in recitals in Spain, Guatemala, and her native Bangladesh. Zamora, a Julliard graduate, has appeared with artists ranging from Plácido Domingo to Sting, and has performed with the London Symphony and Glimmerglass Opera. The group has as its mission keeping the arts alive in under-resourced schools, veterans’ centers, disabled persons’ networks, health care facilities and neighborhoods. Last summer, it placed 60 painted pianos outdoors in parks and other places where they could be played by the public before being donated to schools and other facilities. More than 400 of the painted pianos have been donated during the organization’s 10-year history.
WRIGHT RECEIVES UNDERWRITERS’ AWARD The New York State Association of Health Underwriters held its 2018 Day on the Hill and Legislative Conference in Albany on March 19 and 20. During the gathering, Daniel Wright, director of business development at JDM Benefits in White Plains, received the organization’s 2018 Outstanding Service Award. The award recognizes members for their commitment to the principles and goals of the organization. Wright has been a board member of the organization for two years, acting as the communications chair and will soon take on the additional role of treasurer. The association represents licensed health insurance agents, brokers, general agents, consultants and benefit professionals. WILLOW TOWERS RECEIVES AWARD Willow Towers, which is on United Hebrew’s campus in New Rochelle, received a Commitment to Quality Award during the American Health Care Association/National Center for Assisted Living annual Quality Summit held in New Orleans. Nora O’Brien, executive director of Willow Towers Assisted Living and Willow Gardens Memory Care, accepted the award. She said, “This recognition signifies that we are also performing well against national quality standards. Of course, achieving quality is about more than meeting requirements; the real reward is knowing that we are providing the very best possible experience for our residents.” Willow Towers was the only facility of its kind in New York state to receive the award.
