A

Chinese billionaire with ties to New York’s Rockefeller family and his globally diversified business group have invested in a Yonkers biotechnology company preparing to start clinical trials of its first infection-fighting drug. The equity investment could mark the start of a long-term relationship between Hudson Valley enterprises and investors in China, said Steven C. Rockefeller and Chinese advisers who helped bring together the parties in the deal. Shengda Zan, 50-year-old president of the Zongyi Group, traveled recently to the i.Park Hudson office and factory complex in downtown Yonkers to announce his company’s $8.6 million investment in Contrafect Corp., a 5-year-old company developing drugs to treat life-threatening bacterial diseases and influenza. WesTchesTer counTy airPorT hopes to gain altitude in its revenue and passenger numbers despite failing to fill the 10 flights lost last summer when AirTran Airways left the airport. Last week, the airport held a lottery to fill the flights, but no airline stepped forward. Instead of filling AirTran’s slots, airlines sch as JetBlue Airways Corp. and Delta Air Lines Inc. have decided to increase their passenger load on routes they

already operate out of Westchester. The county airport allows 240 passengers in the terminal per half hour. AirTran left the airport last August after being acquired by Southwest Airlines in September 2010 for $1.4 billion. In the lottery, prospective carriers are presented a chart of available flights and put in their flight requests. Airport management essentially picks an airline out of a hat to take over the slots. Another lottery will be offered in July. Flights, page 6

F

irst-quarter office leasing velocity in Westchester County returned to “historical norms” this year after a five-year slump, according to researchers at CBRE. But demand from corporate tenants for large blocks of space was offset by companies shedding large leases, leaving the county with nearly 290,000 square feet of unabsorbed office space in the market at the start of the second quarter. That office oversupply was much reduced this month when New York Medical College closed on its $17.5 million purchase of 19 Skyline Drive in Hawthorne, an approximately 250,000-square-foot building vacated by IBM Corp. (See Deals & Deeds, page 9.) The purchase by the medical school, which plans to use the building for new programs and to ease crowding in its older campus buildings, relieved the former owner, Mack-Cali Realty Corp., of a vacant property whose leasing for commercial use by multiple tenants would have been “a long slog” in a county where a typical lease deal is under 7,000 square feet, said office broker Howard Greenberg in White Plains. Greenberg called the Hawthorne deal “the biggest news” to date this year in the market. A veteran tenants’ broker at Howard Properties Ltd., Greenberg said he saw “a bit of an uptick in demand” at the start of this year. “It has quieted down now significantly,” he said. “The key to this market is leasing velocity. We’re always robbing Peter to pay Paul,” as tenants move from one landlord’s building to another’s within the county. Greenberg calls it “a zero-sum game.” Market statistics from CBRE’s Stamford, Conn. office indicate that trend continued in the first quarter and even increased from a year ago. From January through March, tenant moves within the county accounted for 79 percent of leasing, a nearly 10 percent increase from the first quarter of 2012. Companies relocating here from out-

R

ob Anhouse knew insulin – its pumps, monitors, the sugar itself – across a decades-long career in medical device sales for industry giants, including Roche, Novo Nordisk and Johnson & Johnson. But, he said, “The industry was changing. The focus had shifted to short-term gains. If you found yourself at the wrong place at the wrong time with the wrong manager, it could spell probation and severance. Then they hire someone younger and cheaper. Personally, it was time for a change. My wife said I was traumatized by the industry.” The upshot at age 53? “I found myself married, living in Larchmont, New York, with two children and a home. And I had always wanted my own business; I had pined for it.” Anhouse’s first solo commitment was not the one that gained traction. He thought first to capitalize on his years in corporate health and he hired a franchise broker. “But in the end I felt it was going to be a long, difficult path to build volume and the margins were too tight.” In one of those friend-of-a-friend stories upon which life can pivot, a fellow basketball player – Anhouse remains trim at 53 – sug-

they can pack up the night before, use their own car seats and they don’t have to pay an extra fee for a bigger car to hold their luggage,” Anhouse said. “Partygoers appreciate having a designated driver who provides door-to-door service and who always knows where the keys are.” Anhouse emphasized his company is strictly a driver service. “I don’t want to compete with taxis and limos,” he said. “This is for people who want to use their own cars. The trip is completely customized. “One woman used the service to take her into New York City to pick up her husband’s surprise party dinner at his three favorite restaurants. Another family had the service pick

up relatives who used their house while they went away. We’ve also taken concert fans to the new Barclays Center in Brooklyn where parking is very limited. It’s a major challenge to find a parking spot and a complete pain for mass transit, too.” Eighty percent of business to date has been family trips to the airport. “You’ve got the SUV,” Anhouse said. “You’ve already got the car seats in it. We like to say, ‘Your car fits your family.’ It’s all about service, service, service.” The company provides coverage for its drivers, while customers’ auto insurance is the primary coverage. “If people are unsure about this, I ask them to check with their insurance provider directly,” Anhouse said. “I only hire solid people that will make me and my customers feel safe. They’re the lifeline of my business.” Anhouse ticked off a number of advantages his business offers, including “a huge one”: packing the vehicle at your convenience and to your liking. In case of return trips, vehicle key arrangements are made for the driver to return to the airport. “A lot of trust is involved,” he said. “My drivers have to be relatable and responsive, with good personalities and interactive skills. I want to make people feel safe.”

A nonprofit ‘win-win’

LDC is created and approves $128 million in projects By SaM BaRRon sbarron@westfairinc.com

W

estchester officially has a Local Development Corp. At their April 15 Westchester County Board of Legislators meeting, lawmakers approved the creation of an LDC, 16-1, ending months of conflict between the board and County Executive Robert P. Astorino over how much power the LDC gave Astorino. An LDC issues tax-free, low-interest bonds to nonprofit organizations. Astorino created an LDC in January 2012, after the Westchester County Industrial Development Agency lost bonding power in 2008. The approved LDC will have seven governing board seats, including seats appointed by the majority and minority county legislative leaders and a seat by a labor representative. Astorino called the passage a “win-win” for Westchester. The LDC “can save non-profits a great deal of money in financing costs, and it can do so at no risk and at no cost to taxpayers,” Astorino said in a statement. “We’re

excited to help and there are numerous hospitals, colleges and other nonprofits lining up to take advantage of this tremendous resource and in the process help create more jobs.”

The LDC, which had already been meeting, but which lacked the legal authority to act, on April 16 quickly formally approved four projects totaling $128 million. Kendal on Hudson in Sleepy Hollow received $64.3 million to refinance existing debt and make capital improvements, saving the continuing care facility $100,000 over the next 30 years. Northern Westchester Hospital in Mt. Kisco received $43 million to design, construct and equip the expansion of a surgical suite.

Phelps Memorial Hospital in Sleepy Hollow received $16 million for the construction and renovation of a 20,000-square-foot surgical suite. The financing will also allow Phelps to construct a corridor to connect the surgical suite to the third floor of the hospital building. Iona College in New Rochelle received $5 million to help pay down debt. “This is just the beginning,” Astorino said. Marsha Gordon, president and CEO of the Business Council of Westchester, said the Business Council will hold a meeting for its nonprofit members in May to educate them about the LDC and what it offers. The LDC “will create numerous construction and permanent jobs, and millions of dollars of capital investment and improved facilities throughout the county,” Gordon said in a prepared statement. “It represents another bridge to positive growth in Westchester.” Chairman Ken Jenkins (D-Yonkers) praised the collaboration of the County Legislature and Astorino in implementing the LDC.

“Both the (legislative) board and the administration shared a common goal to create a solid law that will promote smart growth around the county and provide short- and long-term jobs for residents,” Jenkins said in a statement. “To finalize this bill, a good deal of dialogue and deliberation took place, which proves again that we can effectively work together in the best interests of our residents and business owners.” Business groups have cheered the approval of the LDC, saying it will create jobs and help grow the Westchester economy. “An LDC in this county will open doors for the nonprofit community to have access to the same low-interest financing opportunities that for-profit organizations enjoy,” said Marissa Brett, executive director of the Westchester County Association’s The Blueprint for Westchester. She echoed Astorino, calling the LDC “a win-win for Westchester.” The infighting that had delayed the LDC’s formation centered on its board, with the number of members finally set at seven. Astorino had originally favored a three-member board.

Organic farm blooms

Loan propels fish-and-vegetable aquaponics By Bill Fallon bfallon@westfairinc.com

C

ontinental Organics, a sustainable farm in New Windsor, should more than double its production of organic vegetables this spring due in part to a $100,000 loan from the spouse of a Facebook founder. Phase two of the farm’s overall expansion project, made possible by the investment from Hudson River Ventures, will include the addition of three 25,000-squarefoot indoor greenhouses, a composting facility and four acres of raised-bed gardens. The complete expansion will include more greenhouses and fish tanks and is expected to cost $5.7 million. “Our mission is simple: provide fresh, affordable food to local families in a way that preserves the pristine land and water of the Hudson Valley,” said Continental Organics co-founder Mike Finnegan. “The investment from Hudson River Ventures will allow us to expand our offerings and continue to serve as a viable alternative to factory farms, which take a significant toll

on the environment.” Continental Organics began in 2006 and bills itself as one of the most environmentally sound farming operations in the

The farm combines aquaponics – growing crops and fish together in a recirculating system – with conventional organic farming to produce a variety of fruits, vegetables and fish, all without the use of chemical fertilizers, pesticides or hormones. The sustainable farming system is carbon negative and uses 90 percent less water than traditional agricultural operations, the farm reports.

Bruce Ratner, whose Forest City Ratner Cos. have changed the Brooklyn and Yonkers landscapes, will relinquish a pair of titles in his company, naming Executive Vice President MaryAnne Gilmartin president and CEO. Ratner will remain executive chairman of the board. Gilmartin had been in charge of commercial and residential development. “I have known MaryAnne for over two decades and we have worked together at FCRC for 18 years,” Ratner said in a statement. “Our partnership has worked well and has produced great success for the company.” Ratner plans to remain active in the company’s day-to-day operations. He said, “While I will stay involved in key projects like Barclays Center, Atlantic Yards and Ridge Hill, and be active in strategic planning and new initiatives, it is the right time to make this change. Nowinski, founder and CEO of Contrafect, at a press conference announcing the deal. Nowinski informed shareholders in March that Contrafect has submitted to the U.S. Food and Drug Administration its investigational new drug application for CF-301, a recombinant protein used to treat Staphylococcal bloodstream infections. Drugresistant Staphylococcus, or MRSA, is one of the most serious bacterial infections that threatens hospital patients. “It’s truly a unique opportunity,” he said of the Zongyi Group investment, “and it makes a very big difference at a critical time in our company’s development.” He said Contrafect with its new equity stakeholder will make future investments both here and in China. The market value of the group’s managed and invested assets exceeds $30 billion, according to the Hudson Valley Economic Development Corp., the New Windsor-based organization that helped facilitate the Contrafect deal. The company in the last two years has invested in China’s largest dairy enterprise and in property, casualty and life insurance companies. In the fourth quarter of 2012, Zan became the second-largest shareholder in China International Futures, the country’s largest futures company, according to the Contrafect website. Forbes magazine last month in its bil-

lionaires list put Zan’s net worth at $1 billion. Forbes reported his wealth slipped in the last year as profits at his publicly traded company, Jiangsu Zongyi Corp., the Zongyi Group’s core company, plunged 64 percent over the first three quarters of 2012. A group subsidiary, Zongyi Solar America Co. Ltd., built and operates Tinton Falls Solar Farm, a 20-megawatt photovoltaic power plant on a 100acre site in New Jersey’s Monmouth County. Dr. Lawrence Yuan Tian, an adviser to Contrafect in the deal and founding chairman of the CIF.CO International Group, said Zan already has invested more than $100 million in the metropolitan New York and New Jersey region.

Besides Delta and JetBlue, United Air Lines Inc., American Airlines Inc., Hyannis Air Service Inc. and US Airways Group Inc. serve the airport, with flights to Florida, Chicago, Washington, D.C., Philadelphia, Detroit, the Cape Cod area and Atlanta. Delta has increased capacity on its flights to 75 passengers, while JetBlue has increased capacity to 150 passengers. In 2012, the airport had 1.75 million passengers, down from 1.9 million in 2011 and its lowest count since 2007. The airport had 3,100 fewer flights last year, a 2 percent decrease from 2011. Airport officials expect a $2 million revenue decrease this year compared with 2012. Still, “We are slowly catching back up again,” airport manager Peter Scherrer said. Though owned by the county, the airport is self-sufficient and does not rely on county tax dollars, though it does receive federal funding. The airport has recently invested in stormwater equipment to ensure it stays open during the winter. Westchester’s restrictions on passengers in the terminal can make it difficult to attract airlines. “It becomes a mathematical exercise,” Scherrer said. “We have situations where two larger size airlines take up the allocation,

sometimes three take it up.” The county’s restrictions were implemented in 1984 and expire in 2014. Scherrer said he plans to talk to county officials about any changes that could be made to allow for more passengers and accommodate the airlines. Still, “The restrictions are important and have worked well,” Scherrer said. “They ensure that the airport doesn’t get too big.” With fuel costs rising and airlines often teetering on the brink of bankruptcy, they have become more cost-conscious and hesitant to take up new slots at the airport. When they come into an airport, many airlines want to start six or eight flights, but Westchester’s restrictions might limit them to one to two flights.

“They want their planes full and efficient,” Scherrer said. “They don’t want to oversaturate the market. Developing a market could take up a year. You don’t want to make mistakes.” Meanwhile, noise complaints from residents are at a record low at the airport. “We want to make sure that the airport is economically successful but we realize that we have neighbors,” said Patricia Chemka, deputy commissioner of county public works and transportation. “We try to be conscious of that within the context of airport operations.” The airport also plays a key role for Westchester’s business community. Its hangars are leased by companies that include PepsiCo Inc. and IBM Corp.

Tian said he first visited the Contrafect operation in Yonkers about a year ago with Steven C. Rockefeller Jr., chairman and CEO of Rose Rock Capital, the Rockefeller family company that is developing a finance investment center in Tianjin, China. A grandson of former New York Gov. Nelson A. Rockefeller, Rockefeller said he hopes to encourage more of “my friends and colleagues from China” to invest and partner in Hudson Valley enterprises that bring “win-win environmental and economic benefits” to the region. Rockefeller in working this initial deal for the region was accompanied by Ned Sullivan, president of the environmental advocacy group Scenic Hudson. Tian returned to Contrafect several months ago with Zan. “This is a very long road between a China investor and a U.S. biotech firm,” he said through a translator. “We hope that this is just a starting point for interest from China in this area and the Hudson Valley.” In brief comments, Zan through a translator noted the speed with which the international deal was completed. “Our relationship with Contrafect, starting from dating to getting married, only took about five months,” he said. Contrafect employs 35 workers at its 10.000-square-foot space in Yonkers and expects to increase to 50 employees “in the near future,” said Nowinski.

“The airport attracts businesses here and in Fairfield,” Scherrer said. “We have a lot of corporation aviation here. Before airplanes, affluent communities had railroads and they helped with development. Now it’s regional airports.” According to a 2010 state report on the economic impacts of aviation, Westchester County Airport generates more than $735 million in economic activity and 6,328 jobs with a payroll of more than $334 million. Flying out of Westchester means not having to travel to Queens or Newark airports, and passengers are often willing to pay $100 more for the convenience.. “It’s just so much easier to get to,” Scherrer said. “We have places people want to go to. We have lots of flights to Florida. It’s very nice.” Flights to Atlanta and Chicago, the hubs for Delta and United, allow passengers to fly out of Westchester and connect almost anywhere. John Ravitz, executive vice president of The Business Council of Westchester, said that having an airport like Westchester in the region is a plus. “It allows the county to attract businesses who want a closer option rather than going to the city,” Ravitz said. “The airport is run so well, and it’s great for business travelers going on a one-day or one-night trip. For Westchester, it’s a win-win that we support. The more the airport can grow, the better.”

federal judge has approved a $219 million settlement in a class action lawsuit negotiated by a White Plains law firm on behalf of upstate unions and other bilked clients of investment funds that fed convicted Ponzi schemer Bernard Madoff ’s securities company. The settlement in the feeder fund cases was negotiated by partners at Lowey Dannenberg Cohen & Hart P.C. The firm represented three upstate union locals that were lead plaintiffs in two class actions that were part of the complex litigation. The related cases centered on Ivy Asset Management, a Jericho, Long Island company with longstanding business ties to Madoff that steered its client firms to invest in Madoff ’s Wall Street company. The defendants included two asset management companies started by White Plains attorneys and investment advisers

Lowey Dannenberg partner Barbara Hart, lead counsel in the litigation, has said the settlement represents about a 70 percent recovery of net dollars invested by the plaintiffs in Madoff ’s Ponzi scheme. Attorney Thomas Skelton at Lowey Dannenberg in a statement said the settlement, combined with money expected to be recovered from a separate liquidation of Madoff assets, is expected to restore the bulk of losses for the unions and other plaintiffs. Hart said the attorneys’ goal now is “to get the money to the class members in record time.” U.S. District Court Judge Colleen McMahon when approving the settlement praised the attorneys for their hard work “to get a global resolution of all of these cases.” She called the settlement process, which produced no objections to the proposed payout, “quite extraordinary.”

MEDICAL SCHOOL ADDS OFFICE SPACE

New York Medical College has acquired a vacant 248,000-square-foot office building at 19 Skyline Drive in Hawthorne from MackCali Realty Corp. The approximately $17.5 million purchase gives the college upgraded space and allows more flexible planning for its growing enterprise, New York Medical College officials said in an announcement. Officials at Mack-Cali’s New Jersey headquarters said the sale adds capital for the company’s move into the multifamily residential market. Dr. Alan Kadish, president of New York Medical College and the Touro College and University System, said the addition of “prime real estate” to the college “will open up a wealth of opportunities for new programs we are developing, as well as easing the crowded conditions currently experienced in some of the older buildings on campus.” The five-story, class A building sits on a 12-acre property that adjoins the Valhalla campus. It includes a 115-seat auditorium and conference room, a fitness center, a cafeteria with a café annex and an 80-seat outdoor dining plaza and a 720-space parking lot. College officials said the property soon will be connected by a paved roadway and sidewalk to Sunshine Cottage Road on the campus. . The medical college expects to renovate the vacant building this summer and to begin moving faculty and staff there in September. Mitchell E. Hersh, president and CEO of Mack-Cali, in a press release said the Skyline Drive sale “continues our strategy of recycling our capital out of non-core office assets to fuel our diversification into multifamily.” The real estate investment trust’s portfolio of 279 properties in the Northeast largely consists of office and office/flex properties that total approximately 31.3 million square feet of space. It owns nine multifamily rental properties with about 3,300 apartments.

Making your social media campaign succeed

uch press has been devoted to the assessment of social media effectiveness. In fact, Westfair Communications, the parent company of this publication, recently held a debate concerning the effectiveness and reach of social media. And yet, despite all of its detractors, social media continues to grow and evolve. One of the biggest questions for companies, marketers and advertisers alike is, how can we use it most effectively to achieve our goals? There are so many social media platforms currently in existence, which ones should we use? My answer to the latter question is simply, whichever ones your target market frequents most often. For example, for a financial company, you may want to focus on businessoriented sites such as LinkedIn and contentladen sites containing financial information. YouTube videos might also be a useful component of your marketing strategy. For a fashion company, such social media platforms as Pinterest, YouTube, Facebook and possibly some highly targeted microblogs would most likely produce the best results.

The key factor here is that there are just so many social media platforms available and producing good quality social media content can be so time consuming that you must only focus on a small subset of platforms – those which provide the best return on investment (ROI). Too many companies have squandered their valuable resources by placing content on too many social media platforms. In many cases, they have actually weakened their message by focusing on the number of platforms instead of the message itself. Social media strategies depend on your perspective. If you look at the platforms as existing on a seemingly endlesss flat level playing field and your contributions in the form of articles, white papers, videos, etc. as being merely placements on several of those platforms, then you are unintentionally limiting your strategy and effectiveness. Instead, try viewing social media as being multilevel with each level being indicative of the extent to which it can help you. The most effective level is the top level with all subsequent levels gradually decreasing in effectiveness. The number of social media platforms you assign to each level is up to you, but for the top level it should only a few. By using this approach,

you have now reduced this huge number of social media platforms to a select few, thereby making it much more manageable. Now, take your content and put it above the highest level. The trick is to get this content onto those highest level platforms which are frequented by your targeted audience and in turn have it automatically “sprinkle down” to the lower level platforms by more passive strategies such as word-of-mouth. This topdown (“sprinkled”) approach allows you to focus on only a handful (at most) of your key platforms while effectively dispersing your content across multiple platforms and levels. Your social media content must also be targeted toward your specific market. According to a 2013 study by Ascend2, whitepaper content is an extremely important marketing strategy for B-to-B businesses (32 percent) while only 8 percent of respondents rated it important for their B to C market. Conversely, 21 percent of B-to-C respondents stated that advertising on social networks was important for their business versus only 9 percent for B to B companies. These are enormous differences that are indicative of the need to tailor specific strategies for each market, the more highly targeted, the better.

One of the most effective means of performing social media marketing involves the creation of high-quality content. This content marketing can be in the form of white papers, articles, videos or some other format that is designed to acquire customers. This explains why many social campaigns fail. Foremost, the cost of creating a continuous stream of high-quality content is too expensive. Second, the message and the selected social media platforms have not been properly identified and aligned. So, the answer to my original question concerning how we can use social media to achieve our goals is not a simple one. Much like in a movie, there are several components that can go wrong. Despite whatever strategies you decide to employ, what is important is that you view social media as a multilevel platform that can drive your content (and even optimization) through its different levels when properly positioned. Why consider bonding employees? Would you be so kind as to provide more information about bonding for employees: What it is, who should be bonded, and why? My boss is asking that I look into it. I am a notary public and as such am bonded. I’m wondering how the topic relates to other employees throughout our company.

Thoughts of the Day: Bonding is a way to set your company apart, as you actively seek to manage risk due to theft and fraud. Protect your customers by having bonds in place. Use federally insured programs for employees who are not oth-

erwise eligible for bonding. In today’s information world, employees have greater access to customer information and more opportunity to do serious financial harm. Credit card account numbers, deposits and sensitive customer data are all at risk. Bonding employees is a proactive approach to managing risk. Surety bonds recognize and reward individuals and companies that behave ethically while they provide a backstop to protect the customer in case of an incident. By holding a bond, your company is demonstrating that it has been evaluated for risk and that you intend to protect your customers in case employees do something dishonest. There are three groups of employees that should be considered for bonds.

Those who work in customers’ homes or clients’ businesses and employees who have access to sensitive and potentially damaging customer information are on top of the list. Employees who have access to their employer’s financial resources, such as handling cash, making deposits and keeping financial records should also be considered for individual bonding. By doing background checks on the company and individuals being bonded, the insurance company is in effect rating the likelihood of risk due to unethical behavior on the part of its clients’ employees. The insurer has an incentive to do due diligence as well as the actuarial experience to estimate the risk of a problem. The insurer also has to stand behind the bond, prepared to make payment

in case of financial losses caused by an employee theft, forgery, larceny or embezzlement. Keep in mind that a bond does not provide insurance in case of shoddy work or accidents. A company can bond its employees or require that its employees hold individual bonds. A company can bond a class of employees, for example all employees who provide services in customers’ homes. The company can also choose to bond specific individuals. It has to list individuals to be insured, adding and removing people from the policy as they move in and out of the bonded jobs. If there is an incident, it has to be proved that one of the bonded employees engaged in theft or dishonesty related to the loss. A good time to bond employees, whether the company is paying for the bond or requiring that employee candidates come forward with their own bond, is at the time of hiring. Employees who do not qualify for bonds could be a red flag. Some companies require that employees provide bonding themselves as a requirement for hiring or holding specific jobs. If your company plans to pursue government work you’ll likely be required to have specific bonds in place for the contracts you’re awarded. Employees with a history of difficulty, such as a criminal record, can apply for an individual bond through government programs. This can establish some measure of protection while putting to work high-risk employees, including those with a poor credit record, no work history and those with criminal or negative military records. This allows companies to put at-risk employees back into the workforce while helping to manage risk related to potential for theft or other unethical behavior. n a rainy morning four days before April 15, Brian Nickerson, provost and senior vice president for academic affairs at Iona College in New Rochelle, said tax season has a direct bearing on Iona and on colleges across America. Add the online revolution and a musthave embrace of job-oriented learning to the college experience and for students today it’s new breed of sheepskin whose watchword is “value.” “A lot of decisions come down to dollars and cents,” Nickerson said. “This is where the rubber meets the road. Tax season is the high-water mark for decisions; it represents an inflection point for decision-making. Our goal is to provide very clear, understandable information in a confusing landscape of financial aid.” A direct upshot of Iona’s work is that more than 90 percent of its students receive financial aid. Scholarships and aid reached $41 million this year, up $2.4 million. Iona’s tuition, fees, room and board for a full-time undergraduate will be $45,945 ($30,670 for tuition) for 2013-14, a 3.7 percent increase over 2012-13 and the smallest increase in a decade. “Higher education has a lot of challenges to demonstrate it has both value and longterm value,” Nickerson said. “We have to talk much more now about the vocational aspects of degrees. Parents are asking about internships; they want to see two or three internships to prepare their children to be job-ready.” Nickerson said the loss of home value is a universal concern in higher education. “We are going to need economic stability for a long time for consumers to feel more secure,” he said. “Without that, there is a different condition of being more nervous, and rightfully so. The college budget committee has met multiple times and many models were presented. Iona uses a nonprofit to run its health plan and Marist is self-insured. “We want our health package to be attractive,” Cannon said. “But because we are involved in its day-to-day management, we keep cost increases relatively manageable.” As for the bills, Cannon said, “Certainly there is a heightened awareness of the cost and of the competitive nature of jobs.” He said “for several years” the most popular classes have been communication, business, computer science and technology. “Students are more practical and careeroriented today,” Cannon said. “The world is changing. Students need to think about postcollege as soon as they arrive.” Mercy College in Dobbs Ferry announced a zero percent increase in tuition for the 2013-2014 academic year, “under $17,000,” while noting freshman applications are up 160 percent. “We have made the very deliberate decision to enforce a zero percent tuition rate for next year,” said Deirdre Whitman, Mercy’s vice president for enrollment management. “Mercy College students and their families can plan for the future and know what to expect when they choose Mercy: award-winning faculty who know students by name, individualized student support through our nationally recognized PACT mentoring program, preparation for career success and no unforeseen debt.” Mercy said its financial aid packages – more than $120 million per year – would not be affected by the tuition freeze. It offers 90 degree programs in five schools: business, education, health and natural sciences, social and behavioral sciences, and liberal arts. “We want students to understand the financial aid process and we package the maximum amount of eligible aid for each student,” Whitman said. “Mercy College has one of the lowest private tuition rates in the country and the lowest in New York state.”

W

hen Robert Maher was considering a job at St. Christopher’s, an organization with a history dating back to the 1880s, the veteran of the education field knew the daunting task ahead of him. The Dobbs Ferry-based private, not-forprofit organization that was primarily serving children in foster care was in peril back in 2004. A scandal related to falsified records led to a termination of more than $85 million in contracts with New York City’s Administration for Children’s Services, which left it both without the foster-care children to serve and the reliedupon revenues that brought in. And there was a giant hole in the ground – literally. But Maher accepted the position as superintendent of schools anyway. Now, as executive director, he can look at a transformation of St. Christopher’s into a thriving residential treatment center that serves special education students with emotional, behavioral and learning disabilities. “It’s very different now than it was back then,” Maher said on a recent morning. Today, that gaping hole is the home of the Dr. Kenneth B. Clark Academy, the middle-high school showpiece of the organization’s eight-acre Hudson River campus that also features residential cottages and activity buildings. Residential and daytime teen students within the organization are also served at the Jennie Clarkson campus in Valhalla, a site in New Windsor and through the Greenburgh Academy in Yonkers. Schooling is provided by the Greenburgh-North Castle Union Free School District, a New York State Special Act public school district. Today, it’s not unusual to have a more than 80-percent graduation rate, officials note, with an increased emphasis on vocational education complementing the collegeprep programming. It’s been a real turnaround, yet funds are still needed. Marshall Asche, the chief financial officer, noted that one-third of the organization’s budget should come from fundraising. He said there is a drive under way to raise $1 million in private funding, tapping everything from donations to activities such as golf outings and the annual gala. Monies raised from the May 1 gala will be directed to supporting the transitional/work readiness programming for its students. The day-to-day education and the services provided are certainly always in thought, but at St. Christopher’s, it goes beyond that. Horace Turnbull, chief operating officer, said the focus is about the students them-

selves, how they grow as people. “It’s not just we’re graduating kids,” he said. “The kids we’re graduating are clinically in a much better place. …We don’t look at it as academic. We look at it as more holistic.” It’s not, he added, about “getting from one place to another. It’s the why.” Throughout the program, there is an emphasis on individualized plans. As Turnbull said, “We believe that every flower blooms in its own time.” While some students will complete a college-prep program, many more benefit Horace Turnbull from the marketable skills they are taught in fields ranging from culinary arts to auto body, administrative services to cosmetology. As Turnbull said the hands-on learning that makes them jobready not only helps build confidence but puts them on a path to a better future after they have experienced “failure after failure, whether it’s real or perceived.” The school’s profile has risen thanks to recent events such as appearances by sports celebrities and a trip to South Africa, a learning experience with a profound impact on the participating students. Maher, who was principal of Briarcliff Manor High School before joining St. Christopher’s, has seen a true change since he arrived. Today, more than 170 resident students are served on the three campuses, with an additional 160 day students in Yonkers. In January, St. Christopher’s earned approval from the Council of Accreditation, which is an international nonprofit accreditation organization for child and family service and behavioral healthcare agencies. After all, Maher said, students at St. Christopher’s deserve nothing less. “We firmly believe our kids are normal,” he said. “They’re special, but they’re normal.”

hen it comes to a second language, it’s never too early to start learning. That’s the thought behind the bilingual education offered at A Kid’s World Preschool and Daycare, which opened in September in Mount Kisco. Spanish is the primary language for which basics are taught, though when requested, the staff is also happy to integrate Italian. Aleida Vitolo owns the preschool with her mother, Fidelina Orellana. The family business also includes Vitolo’s sister-in-law, Danielle Orellana, who serves as its director. All agree that the language skills taught at A Kid’s World not only help the business stand out in a competitive field, but also offer something vital to children ages 8 and under. “I think it’s very important kids speak two languages,” said Vitolo, a native of Guatemala who has a degree in childhood development and more than a dozen years of day care experience. She operated a group family day care in a home setting nearby for a number of years, where Spanish and Italian were also integrated. “We always attracted people because of that,” Vitolo said, adding the language choice isn’t as important as the overall “feeding the brain.” “They’re sponges at these ages,” Vitolo said. “They soak everything up.” While the staffers at A Kid’s World are not expecting 6-year-olds to become fluent, they said what’s learned in this informal atmosphere can set the stage for future study and advantages. “In corporate America now, with offices that are overseas, in Puerto Rico or Latin America, you can communicate,” Danielle Orellana said. “You have an edge.” Vitolo said knowing more than one language has never been more important. “We are in a country of many languages.” At A Kid’s World, the language instruction is presented in a low-key manner, whether in the sky-lit interior spaces or on the ample grounds featuring a large playground. “It’s circle time songs, flash cards, basic conversations,” Vitolo said. “They do this throughout the day. You teach it, and you also integrate it into their daily routine.” The music teacher who visits weekly even gets into the act. “She also includes other languages, mostly Spanish, but she teaches the kids to say ‘hi’ and ‘bye’ in other languages,” Vitolo said, adding students have picked up these words

in more than seven languages. Danielle Orellana, who has a master’s degree in childhood education and a teaching background in science, said she was tickled when her 3-year-old daughter, part of the program, recently – and excitedly – shared the Spanish word for star, “estrella.” Children, she added, don’t feel self-conscious about pronunciation, for example, as older students might. “They’re not embarrassed. It doesn’t matter how it sounds,” Orellana said. “I think it builds confidence in them, too.” The language skills, she added, are just another facet of a thoughtful program that integrates art, nature, science and more. “It’s also important to have a well-rounded child. We also talk a lot about taking care of each other, being kind to each other.” Vitolo said the focus now is on “trying to grow and develop the business,” which recently was approved to offer infant care so is accepting children from ages 3 months. Camp programs are planned for the summer, with offerings ranging from arts and crafts to music to outdoor recreational activities. A Kid’s World Preschool and Daycare, at 236 S. eghan Jackson is 21 years old and hails from Buchanan. This fall, she will take what she has learned in the culinary arts department at Westchester Community College in Valhalla and move to Austin, Texas, to leaven her pastry knowledge. “From there, I’d like to own my own pastry catering business and eventually grow into a small bakery,” Jackson said. “I definitely believe that what I learned here is going to help.” Jackson will join 11 other students graduating next month from the college’s Culinary Arts and Restaurant Management degree program, which is federally accredited. A third of the curriculum is culinary; a third is hospitality- and managementthemed; and a third is the standard college core curriculum. Additionally, the students must work professionally outside school, logging 240 hours in restaurants or hotels in order to graduate. Jackson and others have at their dispos-

room and expanded special event space. The new kitchen tools include a pair of $25,000 ovens that are programmed to flay, bake, roast and otherwise prepare some 280 specific recipes. The program is 28 years old, according to Desi Colo’n, one of two professors who run it, along with Daryl Nosek. She was a minute late, but she’d be on her mark quickly. “That’s the sense of urgency I was talking about,” Colo’n said. “It can be a real eyeopener when they start, before they understand the industry is about hard work and commitment.”

DANCING OVER THE RIVER

The nonprofit group Walkway Over the Hudson has asked for people to gather at Walkway State Park Saturday May 4 to dance their way to a new world record. They’ll need more than 1,700 people of all ages to complete some simple steps in unison to the “I Love New York” jingle. Walkway Executive Director Elizabeth Waldstein-Hart said the fundraising event will match the fun and excitement generated last year when the Walkway organization broke the Guinness World Record for the world’s longest line of dancers doing the Hokey Pokey, which drew more than 2,500 participants. This year, May 4 is New York’s I Love My Park Day and all participants will receive “I Love New York” T-shirts provided by the New York State Tourism Department. Those wishing to participate can register online by going to walkway.org. Registration will cost $15 per person and special group rates are also being offered. A rain date will be announced only if severe weather forces the closing of the Walkway. J

osh and Alex and Matthew are already at their morning work when we arrive at the Tarrytown office of Clarfeld Wealth Strategists and Financial Confidantes. Their life skills and job coach drove the neatly dressed men in their twenties from their homes to two hours of employment at the firm that Rob Clarfeld founded 32 years ago. Two hours of work, four days a week. It’s a workplace routine that these young adults with autism can handle. It earns them paychecks at a firm that manages nearly $4 billion in assets and in 2012 was ranked by Barron’s for the fourth consecutive year as the top independent investment advisor in New York City and the Northeast. “They’re very exacting,” Rob Clarfeld says in the corner office he shares with Aston, a Cavalier King Charles spaniel that follows the CEO quite regally on his office rounds. ”They check their own work; they’re very careful.” Josh and Alex and Matt came to his firm through a program serving about a dozen adults that was started a few years ago by the Foundation for Educating Children with Autism (FECA) and its Devereux Millwood Learning Center. Other Westchester businesses employ autistic adults in the program – a pizzeria needing delivery boxes prepared, an auto dealer, a delicatessen needing shelves stocked, nursing homes and health care facilities – but Clarfeld’s is the only financial services office in the program. Clarfeld and his former wife were among eight couples whose experience with autism and autism spectrum disorders in their own families led them to form FECA 19 years ago. Two years later, they were joined by five other couples “who were sort of in the same boat” to open the Devereux learning center for their children, said Phil Orlando, a FECA director from Chappaqua and chief equity strategist at Federated Investors Inc. “Rob is an amazingly generous individual both with his time and his money,” Orlando told us by phone from his Manhattan office. “He has been someone who has been instrumental; not just from an intellectual standpoint but from a financial standpoint, from the very beginning. “His company has been very supportive of our effort as well,” he said. “It’s wonderful to see the culture of philanthropy that Rob has created among the employees at his company.” Orlando hosts the annual FECA on Fifth Gala at the Hotel Pierre at which Clarfeld and Clarfeld Wealth Strategists were honored last month Melanie Schaffran, president of FECA and one of its founding parents, at the gala lauded

Clarfeld as the “one person who, together with his family of colleagues and co-workers, holds the scepter, if not the crown, to the kingdom of unwavering devotion and support.” Clarfeld provided the money for FECA to hire staff and purchase curriculum in its early days, she recalled. Schaffran praised him for setting “a priceless example” by training and hiring autistic adults at his company. About two decades ago, “We suspected that our youngest son might be autistic,” Clarfeld says. When the boy’s parents began exploring services for him, “We were actually shocked at how little was available in terms of active programs.” His son is now 25. He is not in the workplace program, but shares a common lot with those children with autism who “age out” of institutions such as the Devereux learning center. Before FECA launched its adult day program, “There was really not much for the post-21,” says Clarfeld. “This was not about him,” the CEO stresses, speaking of his son and the decision to employ young men like him at his highly successful firm. “It comes not from my own personal experience. “When we first brought these kids in, I wasn’t sure what kind of fit it would be,” he said. Clarfeld compares it to his purchase of an iPad, that once mysterious and novel high-tech aid that has become an indispens-

able part of his life and work. The “kids” have been thoroughly integrated into the life and routines of the office. “We have found many productive uses” for Josh and Alex and Matthew and others who preceded them in the program, he says. They scan documents into the firm’s computer files. They shred paper documents. Some with computer skills do basic data entry tasks. Matthew likes to clean the tiny office kitchen and deliver packages to employees from the company mailroom when not shredding or scanning. “Matt’s one of the employees,” says office manager Marian Falcone. “He’s one of the guys.” “What is really interesting,” says Clarfeld, “we get more than we give” in this program. “One mother sent me an incredible email about how she thought her son would never get a paycheck” because of his autism. She framed his first paycheck from Clarfeld Wealth Strategists. “I’ve tried to get my employees to frame theirs rather than cash them,” the CEO adds. This workplace program “puts people in touch with their humanity,” says Clarfeld. “Not everyone is fortunate to have perfect children. It allows us the privilege of making a contribution to someone else’s life. That’s an enormous privilege.” “I would like to figure out how to get other employers to realize how they can ben-

efit their companies” by employing autistic adults “while contributing at the same time. I would love for other companies to realize the tremendous opportunity they have to make a difference in the lives of these young people.” Jessica Smith, the Devereux coach accompanying Josh and Alex and Matthew to the Clarfeld office, has seen them learn and master their given tasks. “It takes a lot of practice,” she tells us. “It can be done.” “They can grow up. They can go out and have meaningful lives and do what they love to do.” Matthew loves to come to work at Clarfeld. On some days his mother drops him off there. “He’s like a robot,” Jerry Kreppel, Matt’s mailroom supervisor, says in praise of his work habits. “No breaks, no coffee, nonstop.” Matthew does not acknowledge the praise. He leaves his careful work at the document shredder to run a letter through a postage machine. Then he fills the copy machine with a stack of paper. “High five!” says Kreppel. Matthew knows their familiar routine, raises an arm and open palm “I’m on the ball,” says Matthew. “Yes sir, you’re on the ball.” “Be sure to tell Jessica that,” says Matthew. He checks his watch.
