he Federal Communications Commission is considering rolling back net neutrality regulations approved in 2015 under President Barack Obama. If it does, there will likely be implications for business in Westchester, according to Jonathan H. Hill, dean of the Seidenberg School of Computer Science and Information Systems at Pace University. “Westchester is a really important tech hub, in health care R&D, telemedicine, financial technology, even the startup scene,” Hill said. “Westchester is getting to be a really exciting place. And all of those business-
es thrive on open access to the internet.” Net neutrality refers broadly to a series of regulations meant to ensure all internet traffic is treated equally. The 2015 regulations prevent internet service providers from selling speedier internet access, known as “fast lanes,” to certain companies over others. FCC Chairman Ajit Pai wants to repeal those net neutrality rules, which classified internet service providers as utilities. The FCC in May voted 2-1 to advance that plan. The commission is seeking public input on the matter and has already received more than 9 million comments. The original regulations are » NEUTRALITY , page 6

developer is reviving plans to transform the former Teutonia Hall site in downtown Yonkers into a 25-story apartment complex.
The site’s owner, Teutonia Buena Vista LLC, an affiliate of DM Capital in Yonkers, plans to construct a 361-unit multifamily rental building on the property at 41-53 Buena Vista Ave. The project, which gained approval from the city in 2012 before those approvals expired last
year, will also include an automated garage and surface parking for 365 vehicles. The apartment complex will include 75 studios, 253 onebedroom and 33 two-bedroom units. Amenities may include a fitness room, conference space, leasing center, recycling area, rooftop recreational space and mechanical equipment space. The developer has applied to the Yonkers Planning Board to renew the previously expired approvals. At its July meeting, the Planning Board declared its intention to act as lead agency
for the review process. “We are not starting from square one with the plans,” developer Eric Wolf said. “Consequently, we anticipate a shorter time for the approval process because much of the work on our end is already done.” The transit-oriented development, about one block from the Yonkers Metro-North Railroad station, encompasses six lots on the west side of Buena Vista Avenue. The site is the former home of Teutonia Hall, a GermanAmerican music and social hall
built in 1891. The site was later used for a variety of purposes, from a garage with underground storage tanks to a knitting mill, a toy manufacturer and a printing facility, before it sat vacant for decades. The site’s industrial past resulted in a large amount of contamination on the property. A cleanup included the excavation of more than 20,000 pounds of soil. The remediation of the former brownfield site was a large reason the development plans stalled, said Wolf, a partner with » YONKERS, page 6

any new businesses and budding entrepreneurs face challenges when attempting to launch their new companies, from cash flow issues to attracting and retaining customers. But those problems can prove even more difficult to overcome for Hispanic or Latinoowned businesses. Just ask Juan Avalos, a Mexican immigrant who owns a restaurant and tortilla-making enterprise, The Taco Factory, in downtown Middletown. Avalos and his family started their business more than a decade ago after they imported a tortilla-making machine from Mexico. What started as a modest establishment at 40 North St. that supplied tortillas for many restaurants in the Orange County community soon expanded to become an eat-in and take-out restaurant. The business, however, fell on hard times nearly six years later. "The business took off very well, but the challenge was when my dad left in 2012 and I discovered financial turmoil in the family," Avalos said of his father's desertion. "My dad had gotten me into debt without my knowledge." At the time, Avalos found it difficult to find resources that would help lift his family out of their financial rut. “I had some financial issues that really held me back,” he said. "It was really hard to get out of that." These issues are particularly challenging for Hispanic or Latino entrepreneurs, according to Emily Hamilton, deputy director of the Center For Housing Solutions and Urban Initiatives at Hudson Valley Pattern for Progress, a nonprofit regional planning agency based in Newburgh. “These are business owners who do not feel comfortable taking out loans and many do not have the credit history to take out a loan." Hispanic or Latino business owners from accessing financing. “Many lending institutions do not have Spanish-speaking staff," Hamilton said. "The majority of the technical assistance available is not available in Spanish.” In Avalos’ case, his fluency in English helped him through the process of opening and expanding his own business. But that is an advantage that many other immigrant business owners lack. “Oftentimes, it’s very difficult for Hispanic members of the community that want to open a business to go through the process of obtaining a permit,” Avalos said. “If you want to obtain a permit, everything is in English. Like my parents, for example, when they came from Mexico, they would not have been able to read that because their English was not up to that level of proficiency.” To address the long list of issues facing this population, Pattern for Progress has embarked on a mission to connect Hispanic and Latino business owners like Avalos to information, resources and funding. “If you see something as a barrier, then it will be a barrier, but if you see it as a bump in the road, then you just shake it off and you keep on going,” said Avalos, who began working with Pattern for Progress after the organization was suggested to him by Middletown city officials. “I think there are people that need that push, and it’s Pattern for Progress that helps them do that.” The organization also aims to help Hispanic and Latino entrepreneurs integrate into the existing business community. “Some Hispanic business owners kind of close themselves off and see other businesses as a competitor, and we’re not,” Avalos said. “We’re all connected.” “I think we’re trying to move away from the mindset of ‘it’s me,’” he added. “It’s not just me. It’s us.” Hamilton said one way for these businesses to overcome that problem is by joining a local chamber of commerce, though that process can be daunting. “Unfortunately, the membership cost to join the county's chamber of commerce is high,” she said. “It is hard for Hispanic business owners to find time to go to the meetings, and language can be a barrier.” Those issues are compounded for any entrepreneurs who may be undocumented, Hamilton said. “There are very little resources available for undocumented business owners.” The nonprofit's efforts are part of its Urban Action Agenda, a three-year initiative aimed at revitalizing 25 urban centers throughout the Hudson Valley. According to the organization, the Hispanic population in those communities, which include Yonkers,
Mount Vernon, New Rochelle, White Plains and Peekskill, rose 50 percent from 2000 to 2015, to 198,361 residents. "The ultimate goal is to grow and enhance the economic potential of Hispanic and Latino businesses as an integral component of our local economies," said Jonathan Drapkin, president and CEO of Pattern for Progress. A key initiative, he said, is identifying obstacles and barriers that new strategies can help overcome. Pattern for Progress has joined forces with Community Capital of New York, a nonprofit alternative lender based in Elmsford. The two organizations will develop a strategic plan to ease the difficulties Hispanic and Latino business owners may have when launching their new companies. They have held community engagement sessions with Hispanic and Latino business owners across the Hudson Valley, from Liberty to Brewster. Some have been held at Avalos’ Taco Factory. He has also gone doorto-door with Pattern for Progress representatives, inviting business owners to join the informational sessions. Conducted in Spanish, the sessions have a dual purpose, Hamilton said. Not only do they serve as a way for the organizations to learn about the challenges these businesses face, they also allow Pattern for Progress to expose business owners to existing resources available to them. Hamilton said the ultimate goal is to create a roadmap for aspiring entrepreneurs to establish or expand their businesses. The agency also plans to publish a resource guide that includes a business directory in both English and Spanish. “Our goal, once we complete the outreach and the strategic plan, is to seek additional resources to provide additional capital, technical assistance and expand to other communities in the Hudson Valley,” she said. Despite the ongoing, everyday struggles of entrepreneurship, Avalos said business is strong at The Taco Factory and that years of hard work have helped repair his family's finances. The company recently secured a liquor license for the restaurant and is working to construct a bar area at the rear of the eatery. While he refuses to consider himself a success, Avalos does feel a duty to help others who may be in situations similar to those he has faced. “I want to give back, because I know people might not see things the way I see them. It’s easier to give up. The hurdles that the Hispanic community go through just make you want to stop. It makes you want to stop improving, stop integrating,” he said. “Don’t get me wrong, I’ve felt like that before. But I’ve said, ‘I’ve got to keep fighting.’”

A
seemingly narrow ruling by the Cortlandt Zoning Board of Appeals has pitted the town against itself and the residents against a developer, over land use in the bucolic Greater Teatown area of Croton-on-Hudson. In what is shaping up as a major land use battle, property owners are fighting over exclusivity. Residents want to preserve the unique character of their neighborhood, named after the nearby Teatown Lake Reservation, near Croton Reservoir and Bald Mountain. Mansions with ample acreage are surrounded by lakes, woodlands, parks, private reserves and gorgeous views. The developer wants to open a luxury hospital on Quaker Ridge Road for wellheeled people with alcohol and substance abuse disorders. “This will be a state-of-the-art hospital,” Hudson Ridge Wellness Center Inc. of Briarcliff Manor stated in court papers. “There will be no patients from the penal system or government assistance programs. This will be a private pay operation with special accommodations for Cortlandt residents.” Residents move to Teatown “to enjoy
its picturesque rural surroundings,” according to eight neighbors who call themselves Citizens for Responsible Hudson Institute Site Development Inc. They want to “enjoy long walks and other outdoor recreational activities against a serene backdrop.” High-end, specialty hospitals, Hudson Ridge stated, “depend on location, privacy, tranquility and security to provide a recovery buffer from the hustle and bustle of fastpaced, stressful everyday life.” The narrow issue is whether Hudson Ridge needs an area variance or a morestringent use variance to develop the property. The zoning board sided last March with the developer’s request for an area variance. Residents sued the zoning board, the town and the developer in April in state Supreme Court in White Plains. They call the zoning board a rogue agency on their Facebook page and they want the court to annul the zoning board ruling. Hudson Ridge responded last month, asking the court to dismiss the residents’ complaint as frivolous. Seventy years ago, from the 1920s to about 1948, the Lamb Foundation used the property for the same type of hospital. Around 1957, the zoning board issued a special permit to IBM for a research facility. In 1967, the Hudson Institute got a permit to run a public policy think tank. The site was abandoned around 1995.
Hudson Ridge bought the 21 acres in 2010, for a reported $1.15 million. It also owns 28 acres next to the site that it states will be used as a buffer. The property was blighted. Seven buildings were covered with graffiti. Trespassers hunted and partied on the grounds. The developer states it invested $1.5 million on landscaping and on bringing buildings up to code. Two years ago Hudson Ridge applied for site plan approval and a special use permit. It proposed building a 92-bed facility, modeled on clinics run by the Betty Ford Center. The developer would use the existing structures. The hospital would be staffed by 89 people, but on any given shift no more than 133 patients and staff would be there. IBM and Hudson Institute had been approved for 225 people. The property is zoned residential and requires two acres per house. Cortlandt also requires hospitals to be on state roads to handle heavy traffic. Quaker Ridge is a narrow town road. Two months after Hudson Ridge submitted its plans, the Cortlandt Town Board enacted a moratorium on land use approvals. The town later adopted a comprehensive plan that envisions a district that would centralize medical services around NewYorkPresbyterian Hudson Valley Hospital, more than six miles from the Hudson Ridge site.
Hudson Ridge sued, but a state Supreme Court justice ruled that the moratorium was a legitimate stopgap measure while the town worked on the new master plan. The developer also sued in federal court but agreed to dismiss the case a year ago when the moratorium expired. The zoning board has not acted yet on Hudson Ridge’s application. It has merely ruled that an area variance is the right regulation to consider. The residents’ group claims the zoning board has usurped the town’s authority to govern where hospitals may be located. The residents include Jill and Joel Greenstein, Lois and Charles Goldsmith, Thomas Secunda, Michael and Carolyn Shannon, and Karen Wells. They live from 200 feet to 1.4 miles from the Hudson Ridge property. Hudson Ridge, which has been represented by Vice President Steven C. Laker, contends that the residents are trying to undermine the zoning board’s independence. Even though the residents’ group sued Cortlandt, the town supports the residents and opposes the zoning board. The zoning board has lowered the bar on nonresidential uses in residential districts, Town Supervisor Linda Puglisi said in an affidavit filed on July 14. Hudson Ridge describes the residents’ case as a “quintessential NIMBY action,” in a recent motion to dismiss the complaint.

LEASON ELLIS LAW FIRM TARGETS ALLEGED TRADEMARK SCAMMER A White Plains law firm that specializes in intellectual property issues is trying to shut down a Brooklyn patent and trademark organization that it claims is scamming customers. Leason Ellis LP sued Patent & Trademark Association Inc. in federal court in White Plains on July 10. “Activities of PTMA have damaged the integrity of the trademark process,” the complaint states, “by causing consumers to doubt the legitimacy of trademark-related communications.” PTMA describes itself as an independent and private organization on its website and states it has no connection to any government institutions. But the U.S. Patent and Trademark Office — the official government trademark agency — has identified PTMA as an example of companies that solicit customers by mimicking the look of official government documents. The firm says trademark scammers send official-looking forms that ask for pay-
ments to publish or register a trademark. They use company names, document formatting and promotional content that are meant to deceive prospective customers into believing that the service is offered by a government agency. PTMA, according to Leason Ellis, “is one such company seeking to confuse trademark owners into purchasing services under false color of authority.” For instance, its web address uses a “.us” domain that consumers could mistake for an official government site. PTMA offers a “Central Database of Intellectual Property” that lists details about specific trademarks and lets customers register on the database. Its purpose, the company states on its website, is to allow customers to make sure their ideas are not already trademarked and to protect them from infringements on their own trademarks. But trademark applications are a matter of public record, Leason Ellis states, and can be easily checked online. The $750 that PTMA charges for registering for its database “has no real value,” according to Leason Ellis. The law firm accuses PTMA of unfair competition, false advertising, deceptive practices and interference with economic relations. It is asking the court to restrain the company from selling trademark or intellectual property services, to require an
accounting of profits from unlawful activities and to assess damages. A telephone number for PTMA was not in service and no one responded to an email request for comment.
TAXMAN RAPS DMX WITH FRAUD CHARGES Earl Simmons, the Yonkers musician and actor better known as the rapper “Dark Man X,” “DMX” or more simply as “X,” was arrested recently on tax fraud charges. For several years, according to acting U.S. Attorney Joon H. Kim and IRS criminal investigations official James D. Robnett, Simmons concealed millions of dollars of income. Simmons, 46, was born in Mount Vernon and raised in Yonkers. He has also listed a Mount Kisco address in bankruptcy court filings. Since his recording debut in 1998, Simmons has been nominated for three Grammy Awards and has won two American Music Awards. He also found success in films such as “Romeo Must Die” and “Exit Wounds” and in television. But his monetary success, according to an indictment unsealed on July 13, was not shared with the taxman. In 2008, the Internal Revenue Service assessed him for nearly $1.8 million in unpaid taxes, interest and penalties.
None of it has been paid, according to the indictment. The government said Simmons earned at least $2.3 million in royalties and fees from 2010 to 2015 but did not file personal income tax returns. He allegedly concealed his income by maintaining a cash lifestyle. For instance, royalties were deposited into bank accounts of managers who then paid his personal expenses or gave him cash. Around 2011 and 2012, he appeared in the “Celebrity Couples Therapy” television show, for which he was paid $125,000. When he received the first payment, Simmons allegedly refused to tape the remainder of the show until the check was reissued without withholding taxes. The government states Simmons refused offers from business associates to help him comply with his tax obligations. Simmons has filed for bankruptcy protection several times. In one case, the indictment states, he listed his income as unknown for 2011 and 2012 and as $10,000 for 2013. In fact, the government claims, he had income of more than $1.1 million in those years. Simmons was charged with 14 counts, including impeding the administration of IRS laws, evading payment of income taxes, evading tax assessments and failure to file tax returns.

ilm and television productions in Westchester County last year generated more than $30 million in estimated revenue for municipalities and businesses in the county, a 67 percent increase from 2014, according to an economic impact survey by the county tourism and film office. The industry in 2016 notched 532 onlocation production days in Westchester, which also was up 67 percent from 2014, when the biennial survey was last conducted by Westchester County Office of Tourism & Film, a division of the county Office of Economic Development. The survey gathers film activity data from municipalities across the county. County officials said economic impact estimates are based on a formula used by the Association of Film Commissioners International and include permit fees as well as revenue generated by retail establishments, restaurants, hotels, equipment rentals and other film industry vendors. Permit revenue collected by the county and municipalities rose to $1,209,804 last year, a 130 percent increase from the $526,454 in permit fees paid in 2014 by film and television productions. The county last year received $500,000 in permit fee payments for productions on county-owned property, while Westchester cities, towns and villages collected more than $700,000. “Westchester’s film and TV industry is booming,” County Executive Robert P. Astorino said when announcing the survey results. “These numbers show the popularity of Westchester as a backdrop for movies, television shows and commercials, as well as the importance of the film and TV industry to our local economy.” Natasha Caputo, director of Westchester County Office of Tourism and Film, said her office offers hands-on support for production companies and is able “to help location managers navigate the process of filming in Westchester.” Part of the county’s appeal for film and TV producers, Caputo said, is its proximity to New York City and its accessibility by air, highway, rail and bus “for productions of all sizes.” Westchester also beckons with “a large talent pool of location scouts, production managers, crew and postproduction specialists,” she said. Jill Iannetta, director of special projects for the city of White Plains, has seen the benefits of working with the film industry. “Location fees help when budgets are tight for local businesses, schools and residents,”
she said. “What’s more, local residents seem to enjoy seeing productions. Filming in White Plains has been overwhelmingly positive for us.” Among the big-budget films, independent films and television and cable show series that filmed in Westchester in 2016 were “The Girl on the Train” (DreamWorks Pictures/ Universal); "The Affair” and “Homeland” (Showtime); “Divorce” (HBO); “The Americans” (FX); “Mr. Robot” (USA Network), “Elementary” and “Madam Secretary” (CBS); and “Blind Spot” and “The Blacklist” (NBC).

meant to prevent broadband providers from charging more for certain websites and internet services or blocking websites that use a lot of bandwidth and are deemed by providers to be too demanding. Major broadband providers such as AT&T and Comcast have argued that the regulations discourage investment in their networks. Talk of rolling back net neutrality has sparked protest from major technology companies, including Google, Facebook, Netflix and Amazon. The companies led a “day of action” against the rollback on July 12. Netflix ran a banner on its homepage reading “Protect Internet Freedom. Defend Net Neutrality. Take Action.” Twitter promoted the hashtag “#netneutrality” on its homepage, while Amazon ran a homepage ad that read “Net Neutrality? Learn more.” “If a service provider can block you from seeing certain content or can make you pay extra for it, that hurts all of us and we should have rules against it,” Facebook CEO and co-founder Mark Zuckerberg wrote in a post on July 12. Any rollback of net neutrality regulations is likely to be felt by individual users, according to Hill. “You will begin to see this kind of tiered pricing, with internet providers trying to

The new building’s exterior will largely be made up of brick, allowing the building to relate to the traditional buildings of downtown, Wolf said. Wolf said the new project would not include the rooftop greenhouse that was part of the previously approved plan. The developer noted that urban farming has changed since the site plan’s initial approval and the farm would be too small to prove economically viable. squeeze people to pay a higher rate for a better-quality internet experience,” Hill said. “If you are someone who works from home a great deal, expect to pay more.” Those so-called fast lanes could be particularly concerning for small tech startups, according to Joel Felber, an attorney specializing in computer technology and intellectual property law at Leason Ellis in White Plains. “If you are a small video provider, for example, and you are unable to cut a deal with a major internet service provider, or perhaps the only internet service provider that provides broadband, then you will have a very difficult time competing,” Felber said. Felber said another issue is a lack of competition among the providers. He said there are large swaths of the country that only have one or two broadband providers, if there are any offerings at that speed at all. Westchester compares favorably with much of the country in that regard, he said. “We’re not somewhere with dial-up as the only option, which is happening for many, many people,” Felber said. “It doesn’t mean it’s a good situation, it’s still limited to a few providers, but it’s better than other areas. However, those plans have been scrapped since the company no longer has control over that site, Wolf said. “We contemplate substantially the same project as previously approved,” Wolf said. Wolf hopes to begin construction early next year, a process that could take around two years to complete. Demolition of the site’s five existing structures, including two residential buildings, has already been completed. The complex’s first tenants are expected to move into the apartments in 2019, Wolf said.
The business group is working with the mayors of Yonkers, Mount Vernon, White Plains and New Rochelle to try to launch a network of gigabit broadband, which has download speeds about 20 times faster than basic broadband. Joan McDonald, a former commissioner of the state Department of Transportation and now an adviser to the Westchester County Association, said it’s unclear how changes to the net neutrality regulations could affect that plan.

“Right now, it doesn’t appear to” have any effect, she said. “But that could change. This is an industry that is evolving quickly, both from a tech standpoint and a governance standpoint.” The FCC will seek comments from the public on the matter until mid-August. “Certainly this administration and this Congress are very pro rolling it back,” Hill said. “I think a lot of the big tech money remains strongly pro net neutrality, so it will be very, very interesting to see.”

BARILE GALLAGHER: ECO-FRIENDLY IN PLEASANTVILLE Barile Gallagher & Associates Consulting Engineers has opened the doors of its new corporate headquarters at 39 Marble Ave. in Pleasantville. The recently completed building was designed with a number of eco-friendly features, including a super-insulated envelope, northern glass for daylighting and views, ultra-high efficient HVAC and plumbing, LED lighting and roof-mounted solar electric generation. “For more than 40 years, our firm has been on the forefront of designing environmentally friendly buildings,” principal partner Laurence Barile said. "Now it was time for us to walk-the-walk and make our own building a model of sustainability." Barile’s father, Pat Barile, was a founding partner of the firm formerly known as Damiano Barile Engineers. CHAZEN ACQUIRES ADLER CONSULTING The Chazen Cos., an engineering firm based in Poughkeepsie, has acquired Adler Consulting, a transportation-focused engineering firm in White Plains. Chazen announced the deal on July 17. Chazen is an employee-owned firm with offices in Poughkeepsie, Troy, Syracuse, Queensbury and Nashville, Tennessee. Adler Consulting lists an office at 235 Main St. in White Plains. Sylvia Gersbach, director of marketing and business development for Chazen, said the acquisition will allow the company to take on more projects in Westchester County and the lower Hudson Valley. Chazen, founded in 1947, lists engineering, land surveying, planning, environmental consulting, health and safety training and landscape architecture among its services. Those are offerings that can now be added to Adler's White Plains presence, which focuses on traffic and transportation planning services for private developers and municipal clients in the lower Hudson
Valley and Fairfield County. Adler was founded in 1991 by Bernard Adler, a former commissioner of traffic for the city of White Plains. With the acquisition, the firm's full name — Adler Consulting, Transportation Planning and Traffic Engineering, PLLC — will be changed to Adler Consulting, a Chazen Company. “We believe there is great value to Chazen’s and Adler’s clients in blending the skills and resources of both firms,” said Mark Kastner, Chazen's president. “Adler’s impressive capabilities will be a tremendous addition to our existing transportation group.” The deal closed June 30. The company declined to disclose the terms.
MYERS NAMED DEAN AT TOURO Dr. Ronnie Myers has been named dean of the year-old Touro College of Dental Medicine in Valhalla. He succeeds Dr. Jay Goldsmith, the school’s founding dean, who was named dean emeritus. Their appointments were announced
by Dr. Alan Kadish, president of the Touro College and University System, which includes New York Medical College in Valhalla. A former dean at Columbia University College of Dental Medicine, Myers joined the Touro dental school as senior associate dean for academic and administrative affairs in June 2016, just prior to the entrance of its inaugural class of 2020. Touro officials said he has worked to develop the new curriculum and educational program during the past year. Myers in the announcement said in his new role, he will be “developing a unique educational and clinical program that incorporates many aspects of primary health care into the oral health care environment. This initiative, along with the integration of emerging technologies into the modern daily practice of clinical dentistry, will set the Touro College of Dental Medicine apart from many others.” Myers was trained as a pediatric dentist at Columbia University College of Dental
Medicine and completed a fellowship at the Albert Einstein College of Medicine in the Bronx. He was in private practice and on staff at the Bronx Developmental Center before joining the Columbia University School of Dental and Oral Surgery in 1982 as director of the general practice residency program at NewYork-Presbyterian Hospital. He has been a consultant to the Commission on Dental Accreditation, a former member and chair of the New York State Board of Dentistry and is a past chair of the American Dental Education Association section on clinic administration. He is a reviewer for the Journal of the American Dental Association, the Journal of Dental Education and the American Journal of Infection Control. Hospitality, Travel Business travel drives the region’s still lagging hotel market

ndy Warhol once wryly observed, “They always say time changes things, but you actually have to change them yourself.” The iconic artist’s observation could apply to how the hotel industry in Westchester and Fairfield counties has reacted to economic shifts in its recovery from lean years and lower occupancy rates that stemmed from the Great Recession. “Demand has been relatively flat in the market of the last several years,” said Mike McNeill, general manager at the Doral Arrowwood Hotel Conference Center in Rye Brook. The hotel recently completed a $4 million renovation project to “refresh” its guest rooms, McNeill said. Hotel trade here “is not as bad as it had been in the last couple of years,” said Charles Mallory, founder and CEO of Greenwich Hospitality Group. “It is not horrible, but it is not mirroring national trends.” Nationally, CBRE Hotels has reported travel research showing that hotel demand increased by 2.8 percent in this year’s first quarter. The first-quarter national occupancy rate of 61.1 percent was the highest reported for the quarter in the last 30 years. Lodging demand is forecast to rise by 2.1 percent nationwide this year from 2016, according to CBRE Hotels. Many hotels in Fairfield and Westchester attract corporate guests attending conferences in the region or meetings with companies headquartered here. “For the major flag-branded hotels — Hilton, Marriott, Hyatt — their primary source of income is corporate travel,” said Dan Conte, general manager of the Westchester Marriott Hotel in Tarrytown and president of the Westchester Hotel Association. “Tourism is certainly important, but the division between corporate to tourism is a 75 percent to 25 percent split” in hotels’ business. That division can be a disadvantage to smaller boutique hotels in this market, said Lloyd Nakano, general manager at the 35-room Castle Hotel & Spa in Tarrytown. “We would love to have much
more business clients,” he said. “Sunday through Thursday, we are suffering. But on Friday, Saturday and holiday eves, we are almost always sold out” with getaway travelers. In Fairfield County, General Electric’s relocation last year of its corporate headquarters to Boston has had an impact on the hotel industry, said Ronald Antonucci, general manager of the Stamford Marriott Hotel & Spa. “We are still getting some fallout from GE, most definitely,” he said. “We certainly hated to see them go. Companies would be coming to Stamford because they did business with GE, so it is hard to quantify all of the other affiliated business that goes along with it.” However, GE’s departure has not radically altered the county’s hotel market, according to Anne R. Lloyd-Jones, managing director in the Long Island office of HVS, a hospitality consulting firm. “Fairfield County is not like some other areas of the country where one or two companies are dominant in terms of hotel demand,” she said. “It is having an effect, but not a dramatic effect. The good thing is that everyone knew they were leaving — it was not like the Baltimore Colts sneaking out overnight. Hotels knew about it in advance and they were able to plan ahead when demand would not be there.” Conte at the Westchester Marriott noted that the suburban proximity to New York City, once a main selling point for hotels in the metropolitan region, may be an outdated marketing strategy as the city’s hotel industry adjust to its own imbalance of supply and demand. “Rates are so much lower that it is now more affordable,” he said of the Manhattan hotels. Lloyd-Jones agreed. “There has been a significant increase in supply over the last three years and it will be continuing for the next two years,” she said of the New York City market. “A lot of that supply is in the limited service/value price category. That does not mean cheap rooms but what people perceive as having a good price value. Now there is so much inventory that Manhattan is more accessible to price-sensitive customers.” In Fairfield, Greenwich Hospitality

Group is marketing luxury accommodations for both business and leisure travel rather than appealing to hotel bargain hunters at its Delamar Greenwich Harbor and Delamar Southport hotels. “People are seeking out more exceptional places,” said Mallory. “The appeal of humdrum franchise hotels is not as good today. And coming to a 500-room hotel in the middle of downtown Stamford for a weekend getaway is a bit of a tough sell.” Thomas Madden, Stamford director of economic development, said the city’s 2,700 hotel rooms average from 71 percent to 78 percent in occupancy. Stamford hotels are expected to approach full occupancy next winter with demand related to the 2018 Winter Olympics in South Korea. “We are looking forward to the Olympics,” said Madden. “NBC booked out the hotels in February to broadcast
Olympics out of Stamford. More hotels are in the planning and development stages. In Tuckahoe in Westchester County, Bilwin Development this summer is cleaning up the environmentally contaminated site of a former quarry and landfill to make way for a fivestory, 153-room Marriott Springhill Suites hotel. Bill Weinberg, principal at Bilwin Development, told the Business Journal last month that he pursued the $31 million project because he believed the county’s hotel market was ripe for more competition. “There is still a great demand,” he said. “They are all at an extremely high occupancy level.” Yet McNeill at the Doral Arrowwood had a different view of the market. “I don’t think there is a need for more supply at this time,” he said.

Experiential marketing: Planning events that bring your brand to life
I
n today’s highly fragmented and technology-driven world, it is harder than ever to engage with consumers in a meaningful way. Catching and holding one’s interest with visually driven and exciting activation elements is key. Experiential marketing is a great hands-on way to directly engage your audience and get them actively involved with your brand. Experiential marketing can help companies to build and grow relationships, raise awareness of their products and services, increase customer loyalty and positive feelings about your brand, grow referrals, encourage product desire and trials and provide direct consumer insights. A big part of experiential marketing is choosing events that successfully emphasize the company’s mission while simultaneously bringing the brand to life — making the audience part of the action, rather than just an observer. Heineken has successfully done this with its Heineken House activations at the Olympics, U.S. Open, Major League Soccer, music festivals like Coachella and more. Heineken’s’s goal has always been to add value to the event that is already taking place rather than being a distraction and taking away from it. Other companies can also achieve this with their audiences by keeping the following marketing strategies top of mind: Define the story you want to tell. Your story and theme serve as your foundation, which must be relevant for the brand and the time. Your theme must authentically connect with your audience and the event and resonate with their needs at that given time. What works for one event certainly won’t always work at the next type of event. Always keep your audience in mind. Who is your target demographic for the specific event? What do they like to do? How can you enhance their experience onsite? Aim to develop an emotional connection with your intended audience and create opportunities in which they can interact with your brand in person. Remember that great first impressions are critical. Ensure that your event staff are well briefed. Plan ahead and hold numerous staff training sessions prior to the event to ensure that your staff is well versed with the entire event, your company and its offerings. It’s important to stay consistent with all of your messaging. Tell the story comprehensively through-

out the entire experience. Your goal should be to create an environment and not a set. Weave your story and theme through the entire event experience — from arrival and registration to your audience’s departure and also via any pre-event and post-event communications. Leverage social media. Before, during and after an event are all important times to engage with your guests through social media. Creating a branded hashtag to bring everyone together on social media is a great way to add a virtual aspect to your event. Most people are more than happy to share something really cool that they just did or experienced. Use social media as a benchmark for continuous outreach and ensure that you are capturing key insights in order to become more acquainted with your target audience. Creating a closer bond between the consumer and the brand comes from merging the two into a fun and memorable experience. Measure the success of your event. You can measure the success of your event in a number of ways, such as the number of impressions, how many relevant consumers attended it, direct consumer feedback and insight, awareness level increased and more. Lessons learned. Be sure to note any lessons learned for your future events as there’s always room for improvement. It’s best to have your team regroup shortly after your event when everything is still fresh in their minds. When done right, experiential marketing can create wonderful and memorable interactions with your key audiences. One of the biggest challenges that you will face is to outdo yourself next time. esidents and government officials took to the steps of the Westchester County Office Building recently to voice their concerns regarding plans to privatize the Westchester County Airport. “The only argument anyone has made for approving either privatization or the master plan is that it might make the county a little bit of money,” said Jonathan Wong, chairman of Citizens for a Responsible County Airport. “‘Little’ is the operative word here, because the Oaktree proposal, for example, would have added less than 3/10 of a percentage point to the county budget over its 40 years.” Citizens for a Responsible County Airport was one of a number of organizations that sponsored the July 17 event, which attracted more than 100 people. Many held signs reading “No to Airport Privatization” and “No to LaGuardia North.” “Under privatization, the company and the county will have a strong incentive to increase profits, whether by increasing the number of operations at the airport or by cutting costs on things like security or environmental protection,” said Wong, a Purchase resident. He added that plans for the privatization had been pushed forward without any input from the public. “That ends now,” Wong said, prompting resounding cheers from the gathered crowd. Just hours before the rally, Westchester County Legislator David Gelfarb announced that he will not support any plan to privatize the Westchester County Airport. Gelfarb, a Republican whose district includes Harrison, Rye Brook and Port Chester, spoke during the rally and cited a number of reasons for his opposition, including the length of the proposed lease term. “I question whether a 40-year lease is in the best interest of the county,” Gelfarb said. “Forty years is an extremely long time to lose control of an asset.” Gelfarb added that a loss of control over capital projects at the airport was another glaring concern, along with excess traffic and environmental issues. “I urge my fellow legislators not to support any airport privatization, whether this year or in subsequent legislative years,” he said. Gelfarb was joined at the rally by fellow County Legislator Catherine Parker, a Rye Democrat, who called the privatization deal a “fire sale.” “I’ve seen the Playland deal become a bad deal for Westchester’s taxpayers,” Parker
said. She was referring to the county-owned amusement park on Long Island Sound in Rye and the county administration’s protracted efforts to hand over the 89-year-old park’s management to a private operator, a $30 million deal completed in 2016. “This is Playland on steroids.” Westchester County Executive Robert P. Astorino announced a $140 million, 40-year revenue-sharing lease for the airport with California-based Oaktree Capital Management in November. Some members of the Westchester County Board of Legislators balked at the administration’s plan, criticizing the lack of a competitive bid process and calling the deal a gimmick to balance an unbalanced budget. The full lease agreement proposal was sent to the board just days before Astorino was set to deliver the 2017 budget, one that included $15 million in revenue from the airport deal. “We cannot solve one year’s budget through a 40-year mechanism,” Gelfarb said. In April, legislators issued a request for proposals from potential private operators of the airport. The original deadline for those proposals was July 14, but was extended two weeks to July 28, Gelfarb said. During the Board of Legislators meeting that followed the Monday evening rally, Wong urged the county to make bids submitted in response to the RFP available to the public. “Without transparency, the public cannot provide informed criticism of the details of this major policy decision,” he said. Gelfarb said that instead of privatizing the airport, he plans to urge the county’s representatives in Washington to draft legislation that would allow the county to unlock revenue from the airport, particularly with respect to parking. The rally came on the heels of the unveiling of Westchester County’s draft master plan for the airport, which calls for a $462 million investment on a number of airport projects. While Gelfarb said he had reviewed the master plan, he would reserve his judgment until after the public hearing. “My concerns about privatization really are not integrally related to the airport master plan,” the lawmaker said. “I’m concerned about privatization as it is and the master plan, while we certainly have concerns about that, is to me, an issue for another day.” Wong called the airport’s master plan a “poorly researched, deeply flawed” document. Many members of the crowd gathered at the rally booed at its mention. A public hearing and presentation on the master plan will be at 7 p.m. July 27 in the Little Theater at the Westchester County Center.

his year’s Westchester-Putnam Workforce Development Board (WPWDB) Annual Meeting was unique and interactive, capitalizing on the visibility campaign initiated at the beginning of the year. The Music Conservatory of Westchester raised $245,000 in net proceeds at its 16th annual Golf & Tennis Classic at Brae Burn Country Club in Purchase. The event began with a round of golf and tennis followed by an awards dinner. This year’s entertainment was emceed by Tony Award nominee Constantine Maroulis and featured performances by fellow Tony nominees Robert Cuccioli and Mary Bridget Davies. Awards were presented to
conservatory board vice president Laurence Keiser, the entertainers, Chazz and Gianna Palminteri, and Rock & Roll Hall of Fame member Darlene Love. The conservatory this year established the Darlene Love Vocal Scholarship, and the first recipient was a voice student from Hawthorne, Alice Cabral. Chazz and Gianna Palminteri received the Arts Achievement and Community Leadership Award. He has more than 50 film credits and received an Oscar nomi-
nation for his role in Woody Allen’s “Bullets Over Broadway.” Palminteri wrote and co-starred in “A Bronx Tale.” “This was the most successful event the conservatory has had in the 22 years I’ve been here,” Executive Director Jean Newton said. The total raised is expected to increase as additional contributions come in. There were 120 golf players on the greens and the 300-seat ballroom was filled to capacity for the dinner, entertainment and awards ceremony.
The Westchester Community Foundation has donated $25,000 to support the Leadership Westchester program run by the organization Volunteer New York! The program Leadership Westchester is a combination of classroom discussions, work in the field and self-study conducted over nine months. The executive director of Volunteer New York!, Alisa H. Kesten, said the grant “will allow us to recruit new individuals for
the class of 2018 from the nonprofit, forprofit and private sectors, as well as continue to connect alumni to board service and ongoing learning opportunities.” Laura Rossi, executive director of the Westchester Community Foundation, said, “Leadership Westchester is not your usual executive training program. It is an opportunity to become an effective leader by identifying one’s core values and developing authentic presence.”
THREE JOIN PATTERN FOR PROGRESS BOARD NEW SIGNS FOR LARCHMONT LIONS If you’re driving into Larchmont along Post Road or Palmer Avenue, you may notice that there are new welcome signs put up by the Larchmont Lions Club. The policy, planning, research and advocacy nonprofit Hudson Valley Pattern for Progress has three new members on its board of directors. The new directors are David Cooper, a partner in the White Plains law firm Zarin & Steinmetz; Joan CusackMcGuirk, president and CEO of St. Luke’s Cornwall Hospital in Newburgh; and Aimee J. Vargas, director of state affairs in the Northeast for Anheuser-Busch Cos. “The expertise and contributions of these energetic, public-service-oriented leaders will help Pattern continue its important work enhancing quality of life in the Hudson Valley,” said Jonathan Drapkin, president and CEO of the organization. Cooper is a 2015 graduate of Pattern’s Fellows Program, which sharpens skills
used to advocate regionalism to improve the quality of life in the Hudson Valley. He will serve a one-year term representing that program. At Zarin and Steinmetz, Cooper handles land use, environmental compliance and civil litigation. Cusack-McGuirk, who will serve a threeyear term, has 40 years of experience in health care. She was instrumental in finalizing the partnership between St. Luke’s Cornwall and the Montefiore Health System. Vargas, also to serve for three years, has been chief government and community affairs officer for the Metropolitan Transportation Authority. She was the state’s director of downstate intergovernmental affairs, and regional director and executive director of the Mid-Hudson Regional Economic Development Council for Empire State Development.

WMC GROUP OF THREE A black-tie event commemorated Westchester Medical Center’s (WMC) 100 years of service to the Hudson Valley. It marked the 38th time the center held an annual gala, which draws about 750 people for cocktails and socializing, dining and dancing. The event took place at the New York Botanical Garden and recognized the
medical center’s accomplishments over the decades. It celebrated the hospital’s milestones from its founding in 1917 as a U.S. Army hospital during World War I to its role today as the Hudson Valley’s largest health care provider. Present and former officials of the medical center as well as the county were
on hand. The evening paid tribute to honorees from past years who received medals recognizing their contributions to WMC and its patients. The gala benefited WMC, Maria Fareri Children’s Hospital and the Behavioral Health Center, all members of the Westchester Medical Center Health Network.

David Goldberg, a board-certified internist and infectious disease specialist, has joined NewYork-Presbyterian Medical Group Westchester. He graduated from Yale and attended the Columbia University College of Physicians and Surgeons. He completed his residency in internal medicine and a fellowship in infectious diseases at Columbia University Medical Center.
He is affiliated with NewYork-Presbyterian Lawrence Hospital in Bronxville and NewYork-Presbyterian/Columbia University Medical Center in Manhattan, where he is an assistant professor of medicine. COAST-TO-COAST FOR LLS It took 26 days, but 60-year-old Steve Gilmore reached his goal of completing a 3,060-milelong bike ride from San Marino, California, to Rye Brook. The purpose: to raise funds for The Leukemia & Lymphoma Society, which has its national headquarters in Rye Brook. After losing his sister, Gail, to brain cancer and a close friend, Clarence, to acute myeloid leukemia (AML), Gilmore decided that he needed to put his avocation of cycling to good use by riding for LLS. Gilmore credited the LLS Team in Training program for getting him involved in long-
distance bike riding. Participants in Team in Training raise funds for LLS through their participation in endurance sports. So far, Gilmore has raised $60,000 for LLS. Gilmore set up a website for the crosscountry ride he recently completed to let people know about additional fundraising activities he plans. It is coast2coast4acure.com. LLS funds research to find cures and works to ensure access to treatments for blood cancer patients. It was established in 1949 and today has more than 300 active research projects underway.

Robert Fargione will be at the group’s offices at 210 Westchester Ave. in White Plains and 1 Theall Road in Rye. Fargione graduated from Harvard and earned his medical degree at the University
of Rochester. He interned at the University of Rochester Medical Center/Strong Memorial Hospital and then completed a residency in ophthalmology at Albert Einstein College of Medicine, working at Montefiore and Jacobi Medical Centers. He had a fellowship in glaucoma at the New York Eye and Ear Infirmary of Mount Sinai, where he now teaches.
