cott H. Benson hustled to a meeting with the mayor at Yonkers City Hall as he talked by phone about his new post in commercial real estate and the recent merger that put him there. Benson, who 25 years ago founded Benson Commercial Realty Inc. (BCR) in Tarrytown, this month merged his business with NAI Friedland Realty Inc. in Yonkers, the commercial real estate company founded in 1970 by Robert Friedland. The merged company, with 24 brokers and 10 office staff, will retain the NAI Friedland name and its headquarters will remain at 656 Central Park Ave. in Yonkers. Benson succeeds Friedland as president, while the firm’s founder will continue to serve as chairman. Benson said Merger, page 6

The smiLing midsummer Throngs at Playland blithely went about their business last week while a hundred yards away, the fate of the county-owned amusement park and its environs got a splashy airing on the boardwalk. A bright-and-prosperous picture emerged, but it comes with a five-month ticking clock. If a festering legislative dispute is not resolved by January, Playland’s future becomes gauzier. As County Executive Robert P. Astorino sees it, he has brokered a deal – after issuing an RFP and receiving a Thomas Kallish, founder and chairman of Tommie Copper Inc.

F
or a middle-aged man who describes his surgically repaired athlete’s body as “26 percent metal,” Thomas Kallish is a marvel of intellectual and physical energy. The specialty apparel company he founded three years ago is a marvel too of lightningfast sales growth and debt-free innovative enterprise that has even New York’s governor taking notice. “I don’t have one dollar of debt,” Kallish said recently at the headquarters of Tommie Copper Inc. at 74 S. Moger Ave. in downtown Mount Kisco. Kallish – some call him “Tom” and some call him “Tommie,” a name he found well suited for an American brand – bought the 8,500-square-foot former home of Colonial Furniture for his compression apparel business. The company already has plans to expand on the site. “I didn’t use a bank,” said Kallish, a serial entrepreneur with a long record of success and prescient adaptation and innovation in the textiles and fabrics industry. “That’s why the governor called me. He said, ‘How did you do that?’” Kallish – a books-devouring autodidact who said he lacks both high school and college diplomas – sat at his desk in front of a tall portrait painting of his late grandfather. Louis Kallish, his grandson recounted, was a wealthy New York City couturier whose company was the first to license celebrity clients’ names to retail brands. His knack for business apparently skipped a generation, as Kallish’s father went bankrupt and the family was forced to move to a small, crowded apartment in Ossining. Kallish, who turns 60 in August, said he left home in his early teens for the South and returned to New York at 18. He worked as a fabrics salesman in Manhattan’s Garment District. “Before I knew it, I was making a ton of money.” At 22, he bought a small textiles company and sold it a year later for $2.8 million. “I thought that was enough money for forever,” he said. It wasn’t. Kallish went on to operate Coleport Fabrics for 13 years. Seeing the decline of New York’s Garment District as

manufacturing moved overseas in the ’80s, he opened Alliance Integrated Contracting Corp. with offices in Hong Kong and Sri Lanka. Privately owned American apparel companies paid him a commission on deals he struck for them with Asian manufacturers. He later co-founded Cocona Inc., a technology company that patented a quick-dry fabric for the outdoor apparel market. The company is headquartered in Boulder, Colo. At 52, Kallish, a lifelong athlete, turned to competitive water skiing. Training with his boat driver for a national competition, he struck a submerged tree trunk. The skier suffered severe injuries that required a double hip replacement, knee replacement and multiple surgeries on his back over two years. “That’s what started all this,” he said. Kallish tried medical compression apparel and compression sportswear but found little relief from his chronic arthritic pain. And the bulky, constrictive apparel could not be worn comfortably when sleeping. Using his knowledge of fabric technology and network of industry connections, he experimented with a weave of copperinfused yarn in lightweight compression fabrics that could be worn when active or sleeping. Copper, which his company in its marketing calls “the element of comfort,” seemed to reduce his debilitating pain. “At first I thought it was a placebo,” he said. But as his self-experiment continued, “I stopped taking my pain medication.” Still, “I had to see whether I was in a placebo zone or not.” He made about 150 copper-infused garments for professional athletes in his wide circle of friends. responses led him to launch the business. “If you’re going to create a brand, don’t let the retailers create the brand for you,” he said. Kallish’s marketing strategy for his new company did not have a retail component. Instead Tommie Copper used direct response television to reach consumers. “That’s where we made our money,” Kallish said. His company’s leading celebrity endorser is television talk show host Montel Williams, who uses Tommie Copper products to stay active despite pain associated with multiple sclerosis. Kallish’s team launched a company website and began working with bloggers. “The first day (on the web), we sold 13 products,” he said. “I thought, this is big. I think we did $385.” It has grown much bigger. In its first year after its marketing launch in November 2011, Tommie Copper did $25 million in sales of what was then a line of 20 products. The company’s Connecticut fulfillment center shipped 1 million packages last year, Kallish said. “This year we’re on target to do about 60 mil-

lion, 65 million dollars.” Manufacturing is done at a plant Kallish acquired in the Dominican Republic and at three factories in Mexico. Kallish coined the term “industrial athletes” to describe the typical buyer of Tommie Cooper products. “The guy who wears my clothes is an everyday worker,” he said. Tommie Copper opened a small retail shop this month in its Moger Avenue headquarters. “It’s kind of like a laboratory for me,” Kallish said. “If I can build destination shopping here, I can do it almost anywhere in America.” That modest retail debut in Mount Kisco could be followed later this year by a national retail rollout. Kallish said a major retail chain has placed a multimillion-dollar order for Tommie Copper products for a fourth-quarter launch of the specialty apparel brand in some 600 stores. The company has quickly grown to 57 employees. “By this time next year, it’ll be 125, 150” employees, Kallish said. The rapid growth led him to hire Malcolm Robinson, former group president for wholesale sportswear at Phillips Van Heusen, as CEO of Tommie Copper. Robinson was given an equity stake in the company. Kallish said of the company will need 40,000 square feet space for its operations by 2014. While keeping headquarters in Mount Kisco, he wants to acquire another property in Westchester or the Hudson Valley region. “I love being by the water,” he said. “I envision an old mill-type building on the Hudson River. It could be in Poughkeepsie or it could be in Tarrytown.” Governor and New Castle resident Andrew Cuomo, who wants to keep entrepreneurs like Kallish in the state, might want to help him search.

four hospitals seek to break from network Door opened for new partnerships or consolidations

our hospitals in the county are looking to break off from their parent organization and become independent entities. Lawrence Hospital Center in Bronxville, Northern Westchester Hospital in Mount Kisco, Phelps Memorial Hospital Center in Sleepy Hollow and White Plains Hospital are seeking to separate themselves from Stellaris Health Network. The network said the decision came after what it called a lengthy strategic review. “Ultimately, they decided that no one solution would necessarily be best for each of the communities that the hospitals serve,” Stellaris said in a press release. “By becoming independent, each hospital can move forward in the direction that each feels is best for its community.” Stellaris’ board voted to begin the process on June 13 and the hospitals filed paperwork July 8 with the state Department of Health. The department would have to approve the change, which could take several months to go into effect. Although the hospitals will be independent from one another, Stellaris will continue to exist in a supporting role, providing shared services
such as information technology. The Armonkbased network said its reduced function may mean a leaner staff, though Stellaris said it did not anticipate the loss of any clinical services or physicians at any of the four hospitals.

“In fact, patients should not notice any changes in either the care that they receive from any of the four hospitals or the insurance plans that the hospitals and their physicians accept today,” according to the network.
As independent entities, the hospitals will have the option of forming new partnerships or joining existing networks. The rapidly evolving state of the health care industry means fewer independent hospitals and physicians that aren’t part of a larger group, said Janine Logan, director of communications for the Northern Metropolitan Hospital Association. “The old model is going to fade away,” she said. “There will be a variety of agreements and collaborations; it’s happening all over, it’s being driven by the market and what the local communities need.” Partnerships strengthen buying power and reduce costs through shared services, Logan said, and it wouldn’t be a surprise if the hospitals didn’t remain independent for long. “The way health care is being delivered and reimbursed, that’s the way it’s going,” she said. In Stellaris’ written statement, the network noted the possibility that its four hospitals might join other systems. “In today’s changing health care environment, all providers are constantly evaluating potential affiliations, partnerships, acquisitions and other transactions so that they can continue delivering quality care cost-effectively,” it said. With the emergence of a one-stop approach to providing health services, the

Westchester County Association (WCA) has established a health care consortium, part of its Blue Ribbon Task Force on Healthcare Reform. Members of the consortium include hospitals, large physician groups, home care agencies, nursing homes, assisted living facilities, academic institutions and businesses. Amy Allen, WCA managing director for advocacy and international trade, said more changes for the industry are on the horizon, which accentuates the need for collaborations and agreements. “The health care landscape is changing rapidly and access to quality care is of utmost importance regionally,” she said. “Our WCA Healthcare Consortium continues to bring together key regional health care stakeholders to create a roadmap for the future.” Northern Westchester and White Plains hospitals formed Health Star Network Inc., in August 1996. The network took the trade name Stellaris in 2001. Lawrence Hospital and Phelps Memorial joined in 1997 and in 2000. The network sponsored the formation of a county emergency medical service that provided paramedic service to one-third of Westchester. The group was the region’s first community hospital network.

he numbers are in and Pinterest is rocking the charts. In March 2012, Pinterest had 2.3 billion page views and 4 million unique page views, with an average of 14.2 minutes spent per visit. Referral traffic for Pinterest grew from 2.5 percent in December 2011 to 3.6 percent in January 2012, effectively outstripping the referral traffic of Google+, LinkedIn and YouTube combined. Pinterest can help any business because it can be used as an extension of the company itself. Depending on the individual organization, possible pins and boards could be dedicated to the organization’s mission, share inspiring stories, a fundraiser, gala, partnering organizations and more. Starting up a Pinterest is simple, if your organization or business has a Facebook, you can create an account through your organization’s Facebook page, ultimately linking and cross-promoting both mediums. Your account should include your logo, key words related to your organization and links to your website and other affiliated social media channels. Even if you are present on only one or two social media sites, integrate Pinterest with them. Add “Pin It” buttons to your

he is working closely with Friedland Realty CEO Anthony “Tony” Lembeck, the attorney who heads the company’s day-to-day internal operations. Signaling one of the new directions in which the newly arrived president plans to take the company’s brokerage operations, Friedland Realty recently opened an office at 777 Westchester Ave. in White Plains. Its location in The Exchange, Normandy Real Estate Partners’ cluster of office parks along the Platinum Mile in Harrison and White Plains, will position Friedland office brokers to directly compete with the major brokerage teams – CBRE, Cushman & Wakefield, Jones Lang LaSalle, Newmark Grubb Knight Frank – in the county’s office market. Benson said he will soon announce the hiring of a “seasoned” office broker to operate the White
Plains office. Both Benson and Friedland noted the merger combines their companies’ respective geographical strengths – BCR in the Westchester market north of the Bronx River Parkway, Rockland County and southern Fairfield County, Conn., and NAI Friedland in southern Westchester and the Bronx, where its brokers have been especially strong in industrial and retail leasing and sales. The combined firm exclusively handles more than 180 commercial properties. Benson said he sold his company’s Connecticut office at 168 Field Point Road in Greenwich to Friedland Realty. Their complementary market strength “is why the merger makes so much sense,” he said. “It took Bob and I about a month to put this (merger deal) together. It was too logical.” Benson noted that NAI Friedland also manages about 1.2 million square feet of commercial property. That management operation gives Benson an entrée to tenants and a
better grasp of the various tenant movements in the market, he said. “That’s one of the key components that Bob has that I never had” as CEO at BCR, he said. Friedland in a press release announcing the merger said he has known Benson professionally for 27 years. “At this stage of my company’s life cycle, it is time for a dynamic real estate professional such as Scott to step in as the visionary and transform our company,” he said. “A lot of why Bob turned to me,” said Benson, “is he needed expertise in running day-to-day broker operations. It was a very, very logical choice.” He said BCR “at full complement” had 15 brokers. Benson envisions regional expansion for NAI Friedland in the Hudson Valley and Fairfield County that might be largely driven by mergers with established real estate companies.

dozen responses – that will shift the financial burden of the money-losing, county-owned park to the private sector for the benefit of all. He enunciated a vision of a once-seasonal attraction dating to 1928 becoming year-round, managed on the day-to-day level by the same outfit – Central Amusement International L.L.C. – that runs Luna Park and the Cyclone at Coney Island and Central Park’s Wollman Rink, among other highprofile ventures. Other private concerns will play other roles. A new children’s museum in the former men’s bathhouse was repeatedly referred to as the anchor for all of Playland’s 100 acres; it is slated to open in two years. Astorino spoke before county legislators, members of Sustainable Playland Inc., the Rye nonprofit whose management plan calls for $34 million in private investment, and the press. He said a finalized plan will arrive for Board of Legislators’ scrutiny in the next 30 days. Should legislators fail to embrace the management deal before year’s end – a lawsuit contesting Astorino’s ability to strike the deal is wending its way through the courts now – the developer has the right to pull out come January. And therein could be found the rub. Board of Legislators Chairman Kenneth W. Jenkins said, “The issue is not with recommending Sustainable Playland; the issue is there was no input from the Board of Legislators.” He added: “These signatures today are not legal.” Jenkins noted the legislators got on board with revitalizing Playland in 2010. “The concept and footprint will remain the same,”

he said at the event. “But we should always be analyzing and looking for better ways to do things. Unilateral decision-making is the issue.” Jenkins doubted, however, the lawsuit seeking to upend Astorino’s authority to strike the Sustainable Playland/county agreement would find a court docket before this election-year November. Jenkins is a Democrat, Astorino a Republican. Astorino contended there has been com-
plete transparency, a point taken up afterward by John Ravitz, vice president of The Business Council of Westchester and a former state senator. “The Business Council met on this issue early in the process,” Ravitz said. “We saw the vision and we are excited by the prospects. I would say the Board of Legislators has been involved and there has been transparency. The same documents went to everyone.”
He said one potential merger would help the company to expand its retail presence in shopping centers and “mainstream retail corridors” such as Greenwich Avenue in Connecticut. The company is also eyeing a possible strategic merger to expand in Rockland and Orange counties. Benson said Queens is a promising market where Friedland Realty might place its own brokers if a merger deal cannot be done. Real estate prices, especially for retail space, are rising in Queens, he said, and it could be a crossover option too for Bronx companies needing industrial space that is increasingly scarce in their borough. On his company’s home turf in Yonkers, Friedland’s new president met with Mayor Mike Spano to see what financial incentives are available for what he described as “a billion-dollar acquisition group” looking at the city on the Hudson for redevelopment opportunities.
Astorino was playfully silent on what would happen if the deal collapses, saying he would remain focused on reaching fruition. If it sounded something like a turf war, Ravitz urged resolution. “The argument should not be an obstacle to getting this done in a timely fashion,” he said. Astorino’s November opponent, New Rochelle Mayor Noam Bramson, quickly issued a statement of grudging appreciation for the museum agreement (after citing obstructionism) and said, “Regarding Playland as a whole, Rob Astorino’s review process to date has been badly broken, without measurable goals or transparent analysis. Today’s announcement includes a significant change in the proposed configuration of the park, with little or no explanation. Before any conclusive agreements are reached, the County must conduct an independent, professional examination of marketing assumptions, attendance projections, business models, and financing to ensure that Playland has a successful future.” Astorino used his microphone time to sell the deal as good for all. He was a Playland enthusiast as a child and remains one as a parent; the Dragon Coaster is a favorite. “Nothing says summer like the Playland boardwalk in July,” he said. But he hewed to fiscal conservatism, saying, “Running Playland is not an essential government service and memories don’t pay the bills.” As with the ice arena, great lawn, kids’ aquatic park, rides, beach and concessions, the Westchester Children’s Museum would operate under the Sustainable Playland aegis with the signed management agreements. With nonpartisan flair, museum Executive Director Tracy Kay said, “We’re happy to work with whomever the county or Board of Legislators designates.”

Get the word out about your business We have two problems that I think are related. I often hear people say, “I didn’t know you did that.” And I feel like we’re guessing about what our clients need from us. It would be nice to know what clients really think about us, so we can do a better job of telling people what we do.
Thoughts of the day: Communication is a two-way street. And it can be conscious or unconscious. Clients are the easiest to talk to since they already have a relationship with your company. Make sure the world knows what you do – that way people will be more likely to find you when they need your company’s product or service. Build a budget and assign activities to get the word out and make inquiries. You’re correct: the two do go hand in hand. Think of your company as having a voice, just the way people do. Your company is talking all the time about what it does. Every time you deliver on a sale, every time an invoice goes out, every phone call and

every visit with vendors, prospects, or clients creates an opportunity to tell the story about what you do. Likewise, every contact you make creates an opportunity to gather information about how your company is perceived in the larger world. What makes your customers happy enough to get them to spend money and then rave about how satisfied they were with their purchase? You need to know the answer to that question. Know that and you’ll know what to emphasize and deemphasize when promoting your company’s goods or services. Switch from making assumptions to inquiring about what the world wants, and why. Looking to gather intelligence? Start with information that’s already available. The government has a wealth of useful research. Go to Archives.gov, click on the search function. Check in with your local library’s research desk. You’ll be amazed at what resources are available. Want to confirm what you think you already know about your target market’s desires? Ask people who already do business with you. Put together a few questions. Call
both best and worst customers. Ask the same questions over and over. As you work to develop your company’s message, skew it to match what customers in the “best” category have to say. Think you have a good message, but not enough people are hearing or responding? That’s a common problem. Quantity is important. Marketing is about getting the message out to a broad audience and keeping it out there until your next potential customer is ready to listen. Do everything you can to reach potential buyers long before they’re ready to buy. Getting the word out to a broad audience can be relatively inexpensive thanks to Internet marketing tools. You still need a budget for marketing. Set a budget and create goals to regularly engage with the marketplace – clients, prospects and vendors. Resolve to put away five cents out of every dollar that comes in to support marketing efforts or whatever amount works for you. But be consistent. As the account balance builds up, research vendors and services that could be helpful. Ask business associates selling to similar types of customers for advice on who they’ve worked with. Look at

your competitors; see if they have especially good marketing resources backing them up. Test ways to get your message received by a broad target audience. Each year look to build a few campaign tools that work and eliminate any trials that fall flat. Refine one to two ideas that have potential but haven’t yet become productive. Work on both. Refine your understanding of what buyers’ value about your company and get the message out to future buyers that you have what they need. Make marketing a priority and carve out time to work on it steadily. Think of marketing as the ever-expanding tool that leads to your company’s future. Looking for a good book? or 200-plus business leaders, many in the commercial real estate and development arenas, the future of Westchester and Fairfield counties was laid out as clearly as prognostication will allow recently at a breakfast in the grand ballroom of Hilton Stamford Hotel & Executive Meeting Center. Both the real estate data and the mood were upbeat, a champagne moment amid the coffee and orange juice that stood in contrast to the downturn-fueled morbidity of real estate’s recent past. If a person arrived looking for a run of the bulls, it was there. One panelist professed hope for a three- to four-year era of black ink. The event – titled“The Future of Westchester and Fairfield Counties” – was produced by Washington, D.C.-based Bisnow Media. “If you have a good location and good amenities, the market is good,” said panelist Jeff Newman, executive vice president, Malkin Properties. He noted new commercial deals remained low and early renewals were down, “largely because they already did it.” But, he said, “It’s a heck of a lot better than it was a couple of years ago.” The remaining panelists were Brett Wilderman, principal, Forstone Capital; John Barnes, senior vice president and managing director, Reckson division of S.L. Green Realty Corp.; Jose Cruz, senior managing director, Holliday Fenoglio Fowler L.P.; Jeremy Leventhal, managing partner, Faros Properties; and Alex Argento, senior vice president and director of operations, Vidaris Inc. Steve Kirn, partner for Northeast construction, McGladrey, moderated. Said Wilderman: “In Fairfield County the deal flow is light. Leasing is slow, but getting better. The leverage is still on the tenant’s side in lease negotiations. As far as investors are concerned, a lot are coming off the sidelines.” Wilderman tagged himself an optimist, as did several panel members, and said, “I think the market will improve. I don’t see things getting worse; I see them getting better. We have a bullish attitude across the next three to four years.” Cruz, too, saw the uptick in investor activity. “We are now seeing capital arrive from outside the market,” he said. Levanthal took the assembled to the 1950s, when the large suburban picture emerged, fed by highways, houses and office parks. He called the ’50s, ’60s and ’70s “the heyday of the markets.” The suburbs then received a boost from New York City’s latecentury crime woes, he said. Now, there is a net migration back to cities by the so-called Generation Y. When all of that is factored, he
said, Westchester residents now average five to six years older than New York City residents. Therein lies a rub. “The existing blue chips don’t create jobs,” he said. “They are net job destroyers. It’s the startups begun by these entrepreneurs under 30 years old that create jobs.” Cycles persist, however, and “I see them coming back,” Leventhal said. Newman said, “At some point Generation Y will have kids. They can’t all afford to send their kids to private schools. Going forward, hopefully we’ll see more people opening offices up this way.” The market rebound comes with green baggage that could prove permanent. “Sustainability has become a passion because it has become a necessity,” Barnes said. “You have to make sure you are the most efficient to be the most competitive.” “From architecture to engineering, understanding the financial drivers of being green is important,” Argento said. “There’s some bling there. The idea now is getting finance and tax professionals involved with the design and architecture teams. What tax breaks can we go after on the state and federal levels? What roof should I put on my property? What can I do to distinguish my property? The focus is on payback.” The recent surge in interest rates – 1 to 1.2 percent in the last two months – did not go unnoticed. “Rates are still at historic lows,” Leventhal said. “But some people have not gotten used to the new rise.” Several panelists noted tight inventories are bumping against restless investment money. “The dark cloud on the horizon is interest rates, but it looks like smooth sailing now,” Cruz said. “We are now seeing bidding wars. There is not enough product for the investment community.” Leventhal agreed, saying, “Cheap credit and a lot of equity are driving prices up.” As the give and take wandered from commercial real estate to the buoyant housing market – multifamilies remain among the hottest properties – the region’s infrastructure also arose as a topic. There was general enthusiasm for the new Tappan Zee Bridge, with Barnes calling the current, 1950s incarnation “an absolute disaster.” Newman offered a pair of anecdotes to drive home the need for continued investment of the sort at the Tappan Zee Bridge remake. He alighted from his New Haven line commuter train May 17 two minutes before it derailed; and on June 28, 1983, he drove one of the last cars to clear the Mianus River bridge on I-95 before it collapsed. Will competitors blindside you too?
I
n Harvard Professor Clayton Christensen’s book “The Innovator’s Dilemma,” he warned that the most established firms get trapped into making better and pricier products for their best customers, leaving them vulnerable to attack by nimble disruptive companies from below. In his next book, “The Innovator’s Solution,” Christensen realized that the disruptive force was not technology, but the entirely new business models being launched by innovators that the existing players never saw coming. Be aware of threats that can blindside and devastate and use technology to stay ahead of business model changes. Over a decade ago the $40 billion music industry was blindsided by Napster which had 25 million users on a free digital system that never crashed. The music industry sued because Napster was not paying royalties, forcing a shutdown. But, six months later, nearly 100 alternative services sprang up to replace Napster, and today we have totally legitimate businesses such as iTunes. Around the same time, traditional photography was blindsided by digital, forcing
Polaroid to declare bankruptcy. According to Reuters News Service, Polaroid’s last recorded share value was 28 cents compared to a 10-year high of more than $60 – reached in July 1997. The 131-year-old film pioneer, Eastman Kodak, filed for bankruptcy on July 19, 2012. Discount retailers were blindsided by Walmart and Amazon, the video rental industry by Netflix and Redbox and the printed encyclopedia industry has been virtually replaced by Wikipedia. In every case, as “The Innovator’s Solution” points out, the disruptive force was not technology, but the new business models launched by the innovators using it. In the book, “Need, Speed, and Greed,” author Vijay Vaitheeswaren says Bill Gates was asked if he thought the wave of technological progress brought on by the Internet revolution was cresting. Gates responded, “Absolutely not.” Gates noted that the pace of technological changes is more rapid today than ever before. With the accelerating pace of change, companies will get blindsided more often
than in years past. So what should you do? Perhaps the answer can be found in an article titled “Why Did IBM Survive for 100 years?” by Kevin Kelly and discussed on Forbes.com in 2011. It starts with a statistic stating, “Of the top 25 companies on the Fortune 500 in 1961, only six remain there today. Nearly all the companies our grandparents admired have disappeared.” Of course, the survival rate for small- and medium-sized businesses is even grimmer. Kelly then discusses how IBM survived its “near death” experience in 1993. Kelly states, “IBM’s core mainframe business had been disrupted by the advent of the personal computer and the client server. IBM couldn’t compete with smaller nimbler less diversified competitors.” So how did IBM survive its near death experience and remain one of only two companies on the Fortune 500 list since 1900? They brought in a new leader from outside the industry. Lou Gerstner had to learn the business and had the good sense to start talking with and listening to customers.
Gerstner knew that an invisible force called “creative destruction” continues to eliminate old, inefficient companies and replaces them with outsiders employing innovative new business models. All organizations must talk with and listen to what their customers want and, like IBM with their core mainframes business, muster the courage to make their own products and services obsolete. Introduce new ideas and business models to the marketplace. Failure to do so will cause blindsiding as new competitors render you obsolete.

College to see big savings with refinancing
The Westchester County Local Development Corp. (LDC) recently approved a $16.2 million bond refinancing for SUNY Purchase that is expected to save the college about $2 million over the next 20 years. The state college in 2002 built Alumni Village, an on-campus apartment complex housing more than 400 students, with taxexempt bonds issued by the Westchester County Industrial Development Agency. SUNY Purchase sought to refinance the bonds to take advantage of current low interest rates. The state’s industrial development agencies, however, in 2008 lost their authority to issue bonds for economic development projects by nonprofits. Local development corporations increasingly have taken over that role as an alternative to more costly financing. The county last year formed its own LDC for that purpose. “This was an opportunity for the county’s LDC to step in and help save SUNY Purchase close to $200,000 a year in debt service payments,” County Executive Robert P. Astorino said in a press release. “Now that money is freed up and the college can use it for other things like academic scholarships and development.” Astorino said the LDC enables the county to encourage capital investment and job creation by nonprofits. “It really is a key economic engine that comes at no risk to county taxpayers,” he said.
Ex-Indian Point manager charged with falsifying records
A former Indian Point employee was arrested last week, accused of falsifying documents in an apparent attempt to prevent the nuclear power plant from being shut down. Daniel Wilson, 57, who worked at the Buchanan plant as a chemistry manager from 2007 to 2012, faces up to seven years in prison on federal charges that he made false statements and violated Nuclear Regulatory Commission rules. Wilson allegedly falsified reports on the quality of fuel in back-up tanks used in the plants emergency generators, according to the U.S. Attorney Office of New York’s Southern District. Tests in 2011 showed the fuel used to power the generators contained pollutants that exceeded limits set by the NRC, which could have led to a temporary shutdown of the plant.
Wilson is said to have fabricated February 2012 test data for samples of fuel that did not exist, showing they met the NRC limit. In advance of an inspection of the NRC, Wilson wrote a report in which he gave a false explanation for the lack of supporting documentation in his fabricated results, then later admitted he had falsified the results to prevent the power plant from shutting down, according to RO Saavy ad-WBJ:RO Saavy ad U.S. Attorney Preet Bharara. “One need look no further than recent natural disasters to know that at important facilities, backup generators and other systems must be maintained in working order because in an emergency they may be critical,” Bharara said. Entergy Corp., which owns Indian Point Energy Center, said in a press release that Wilson ended his employment during the company’s internal investigation into the falsification. The company said the plant was never in an unsafe condition. “We completed an evaluation of the fuel and oil and determined that all the generators would have performed as designed,” the release stated. Entergy is seeking to relicense Indian Point’s dual reactors for another 20 years of operation amid opposition from environmental groups and some politicians who think it poses a health risk, which is amplified by its location within the New York City metro area. Entergy’s current license expires this fall and it first applied for renewal in 2007, making its process for relicensing the lengthiest of its kind in U.S. history.
Greenburgh to appeal antenna court order
The town of Greenburgh will appeal a court order that says it must issue permits for 20 cellphone antennas in its residential neighborhoods. NextG Networks of NY Inc., a subsidiary of Crown Castle International Corp., sued the town based on an application to install a “distributed antenna system” that would address service deadspots in the area. NextG first approached the town in November 2009 and after an extended 252day process, Greenburgh formally rejected the company’s application in July 2012. A lawsuit followed, with U.S. District Judge Cathy Seibel issuing a 45-page ruling on July 3 that ordered the town to issue the permits. “This is not one of those cases where a remand would be appropriate, primarily because of the lengthy delay in processing its application that plaintiff [NextG] has already suffered,” the ruling stated. Seibel likened the lengthy process to ping pong and said that the town had put the company through “bureaucratic hoops.” The lawsuit outlined a process in
which town agencies and officials were unresponsive for extended periods of time, called the applications “deficient” without offering specifics and sometimes offered contradicting opinions on the applications. NextG, whose client MetroPCS has a large area of bad service in Greenburgh, was told its control boxes would be too large, even though the town’s own engineering study had said the boxes were 7/23/13 2:53 PM Page 1 no larger or an aesthetic concern than existing telephone, cable and other utility hardware. Town Supervisor Paul Feiner, a Democrat, said in a July 17 email blast that the Town Board had directed Greenburgh’s legal counsel to appeal the decision.
At the time of NextG’s application, the town had already formed an Antenna Review Board and approved 50 cellular antennas within its borders. It passed its own antenna law several years ago, which offered preference to antennas in non-residential areas. The law stated that to construct antennas in residential neighborhoods a company must not only meet local zoning size requirements but also prove the installation would improve service to an area of the town that needs it and that such service couldn’t be improved by installing an antenna in a non-residential area. —John Golden and Mark Lungariello

WYLDE TO WESTCHESTER: TAKE CUES FROM NEW YORK CITY What’s impeding progress on the economic development front in Westchester? According to Kathryn Wylde, CEO of The Partnership for New York City, it’s too many generals. “The biggest challenge Westchester faces, in my opinion, is that you have too many independent units of government, so multiple public authorities are competing with each other.” By contrast, she pointed out that New York City “has created a structure that is user-friendly for collaboration and has a single decision-maker [the Mayor].” Wylde, a nationally-renowned figure in economic development, was the afternoon keynote speaker at “Rethinking Westchester.” She, like Sweeney, commended the BLUEPRINT for Westchester for providing an excellent roadmap for Westchester’s economic recovery. Wylde also used New York City as a model of how Westchester might step up its efforts to spur economic vitality. “Mayor Bloomberg brought together private sector, global, and philanthropic perspectives to government. He brought P3 [public-private partnerships] to a new level, and he worked with organized labor. Today, New York City’s economy is growing at a rate of 3% a year, better than the rest of the country.” Wylde’s interest is to forge closer relationships with Westchester and other metro areas so that the entire region becomes part of the energetic new Innovation Economy. BROADBAND WIRELESS: A NECESSITY, NOT A LUXURY According to Christopher Fisher, president of the New York Wireless Association, Westchester is going to have to rev up its wireless capacity to support the needs of businesses and consumers within five years if it hopes to remain competitive. “In terms of data, the greater New York area is seeing 100 percent growth per year,” he said in his opening remarks at “Rethinking Westchester.” “By then, broadband network demand will match the present system’s capacity. If nothing is done to expand that capacity, the screens will go blank.” Fisher, who moderated the “Infrastructure for the 21st Century” panel, and four panelists emphasized that the more technological advances move forward at warp speed, the faster municipalities will have to keep up. “Codes governing the county’s wireless infrastructure were written more than 20 years ago,” observed panelist Manuel Vicente, President, Homeland Towers. “At the time, municipalities didn’t understand how important it was. This is a complex industry; it’s not just about a cell tower. Networks need capacity.” Read more at westchester.org
PLANNERS URGED TO EMBRACE “WORK. LIVE. PLAY.” “What attracts people to spaces are other people,” noted Ethan Kent, Vice President, Project for Public Spaces, and a panelist at “Rethinking Westchester: A Blueprint for Smart Growth.” “The way we look at streets and public spaces should be as an economic development opportunity.” Placemaking, which his organization has trumpeted over the years, is a proven approach to the planning, design and management of public spaces that has successfully transformed over 2,500 communities in all 50 U.S. states and 40 countries. “Now that dozens of entrepreneurial ventures are sprouting and there is significant growth in the small and mid-size business sectors, it is time for Westchester’s planners to give more thought to our future needs, and how and where Gen Y wants to work, live, and play,” said Marissa Brett, executive director of Economic Development at the Westchester County Association. “When businesses choose where to locate or relocate their operations, a critical factor is the local talent pool.” This means reasonably-priced housing and neighborhoods with nightlife and proximity to jobs. What it also means is repurposing and rezoning, according to panelist Thomas Madden, Commissioner of the Town of Greenburgh’s Department of Community Development. “Zoning laws throughout Westchester will have to be changed to support the sort of public spaces we are talking about here today,” said Madden.
EXPERTS SAY P3 PROJECTS CAN FUND INFRASTRUCTURE NEEDS, BUT POLITICAL WILL IS NEEDED Westchester’s aging infrastructure needs to be rebuilt and repaired, but local and county governments don’t have sufficient funds to pay for it. “There may be legal debt limits, too many jurisdictions, or lack of political will,“ commented moderator Lawrence Mandelker, Partner, Kantor Davidoff. Steven Stowitts Elliott, Ph.D., Assistant Director, Economic Analysis, NYS Office of Budget and Policy Analysis, explained how P3s are permitted to be used in New York State, and how, when used in conjunction with LDCs and 63-20 revenue bonds, they can overcome many of the impediments. Daniel Marsh III, Director, National Development Council, who is both a consultant on how to use P3 funding and director of an organization that uses P3, talked about the many ways in which P3s are used, particularly in the western United States where they are very popular; Dan Sugarman, Vice President, United Water outlined a major case study with the Bayonne Municipal Utilities Authority to illustrate how an unprofitable public project was reorganized with P3 funding at a tremendous savings of infrastructure dollars. County IDA chief traces business roots to a pig farm BY JOHN GOLDEN jgolden@westfairinc.com
I
t is not a biographical detail one might expect from a Westchester County executive, but Jim Coleman grew up on a pig farm. He knows how to handle a slop bucket just as he knows his way with a corporate spreadsheet. It is Coleman Crest Farm in Lexington, Ky., and Coleman, executive director of the Westchester County Industrial Development Agency since April, owns it now. His great-grandfather bought it in 1888. He and his family had tilled its acres as slaves. With income from the farm, Coleman’s great-grandfather was able to send his children to college. Coleman’s father did the same, sending him off to Howard University in Washington. D.C. with a check that paid for his four-year education. “He purchased it for $12,” Coleman said of his great-grandfather’s real estate investment. “That one purchase had a generational impact for years.” He said that is what he tells some businesses looking to invest and create jobs in Westchester County: Their investment in property and personnel can affect generations to come. County Executive Robert P. Astorino last spring selected Coleman to replace Eileen Mildenberger as executive director of the IDA, which operates within the county economic development office. Mildenberger succeeded Laurence Gottlieb as the county’s director of economic development when Gottlieb in February was named president and CEO of the Hudson Valley Economic Development Corp. based in Orange County. Coleman also serves as executive director of the Westchester County Local Development Corp., which shares a board of directors with the IDA, and heads the county’s minority and women-owned business enterprise program. Like Gottlieb, Coleman pursued a career in the corporate world before joining the Astorino team in county government. And like Mildenberger, he

came to the job after public-sector work that stemmed from his active role in Republican Party politics. Coleman for two years was chief of staff to state Sen. Greg Ball. In his development post, Coleman said he sees himself as “ambassador” for Mildenberger. “It’s part ambassador,” he said. “It’s part marketing. It’s part being a coach. It’s part being a connector. It’s part a strategy-thinking position. “Those are the roles that I play. I’ve done it for 30 years.” Coleman’s long and varied corporate career included positions at the Oscar Mayer Co., Pepsi-Cola Bottling Co., Altria Group’s Philip Morris USA and American Express Co. He said he was also involved in the boom-and-bust dot-com era of the late 1990s. When Astorino recruited him, he was director of marketing, acquisitions and development at Unicorn Contracting Corp. in White Plains, a job that Coleman
said awaits him when he returns to the private sector. “It’s been a fascinating first few months here in this job,” he said. Much of his time has been spent meeting with business and civic groups around the county – some 30 to 40, he estimated. “This is one of the few days that I’ve been in the office,” he said. Drawing on his business experience, Coleman with the help of three college interns this summer is launching salesforce.com as a software tool to enhance the agency’s documentation of company applicants seeking exemptions on mortgage recording and sales taxes and property tax abatements, or so-called PILOT agreements, for their projects. The new office tool, long used in the business world, will track project applicants’ progress in the approval process and in creating or retaining jobs as required for IDA assistance. “It will also be good on transparency for me, our team and our customers,”
Coleman said. “It’s a dashboard, too. It tells us if we’re driving too fast or too slow” with projects. The IDA director’s job includes calling on existing businesses in the county – “penetrating the penetrated,” he said, quoting his former employers at Pepsi. “The first (mission) is to make sure that we hold on to them” and aid and encourage those companies with any job-creating expansion plans. “These companies are thinking about the future,” he said. “They’re thinking about how to expand here and grow.” He also works to attract companies here from outside the state. Coleman said he is talking to several companies that “are very interested in the intellectual capital of Westchester County.” Promoting the county’s highly educated workforce to attract desirable companies that offer high-paying jobs has been a key element of the Astorino administration’s marketing strategy for economic development, Though Texas Gov. Rick Perry is trying to lure New York businesses to the Lone Star State, “Texas is not the place where you’re going to get intellectual capital,” Coleman said. According to its annual report, the county IDA in 2012 worked with 14 companies on investment projects that will keep 1,797 jobs in Westchester and create 1,182 new ones, in addition to 1,265 temporary construction jobs. The cost of those projects totals nearly $307.3 million. That includes one of the largest projects supported by the IDA in its history, PepsiCo Inc.’s $250 million reconstruction of its headquarters complex on its Anderson Hill Road campus in Purchase. In 2013, “From what I see, we’ve got about $150 million in potential capital investment if all of these deals were to close,” Coleman said. He estimated about 60 percent of those potential projects involved out-of-state companies. “It’s interesting that we’re seeing a lot of companies from New Jersey and Fairfield, the Danbury area, that are really seriously considering taking a look” at Westchester for their operations, he said.

T
he stars with greasepaint and musical instruments and the stars of the cosmos are aligning on the north Yonkers waterfront, further revitalizing a part of the city that existed for decades mostly in school field trip memories of the 1923 Hudson River Museum and its 1969 planetarium. A new 400-seat, open-air amphitheater at the museum opened July 4 and as of July 18 had already attracted 820 people to events there. The planetarium will open in October after a $1.4 million remake. “I think we are part and parcel of the rebirth we’re seeing in Yonkers,” said Michael Botwinick, the museum’s director. “The museum is the northern tip of the redevelopment plan. We think of ourselves not as a big player, but as a northern anchor of a real success story. We are another piece of assembling the downtown puzzle – including long-term benefits like daylighting the Saw Mill River – that’s making a huge difference.” Long Island businessman Ted Bahr, 54, grew up a few miles away on Ellison Avenue, attending Yonkers’ P.S. 8. He said the water-
front was another world … and not one he was particularly curious about: “We never ever went there,” he said. “We had 3 highways to cross before making it to the Broadway shopping district in Yonkers. Given that Central Avenue was right next door to us, we tended to do all of our shopping north on Central Avenue, south at the Cross County Shopping Center, or in nearby Bronxville, Eastchester and even Mount Vernon and New Rochelle. Yonkers was a world away from us then.” The museum’s director of public relations and marketing, Linda Locke, shared a similar experience, having grown up in Tuckahoe. “Our focus was always toward the center of the county,” she said. But for the last 10 years Yonkers has been chipping away at that mindset, attracting restaurants, upscale housing, even a nascent movie industry to the area. “People love it,” said Botwinick of the $4 million, county-funded amphitheater. “It’s been a little warm, but the response has been very positive and the audience has been diverse. It recalls a time when people used to come down to the river. “Being free is part of the concept,” he

said. “We did not want to compete with paid venues.” He advised: “Bring a picnic; it’s very enjoyable.” When the planetarium opens, tickets are expected to remain low; it currently charges $1 and $2, as opposed to Hayden Planetarium admission in Manhattan, which runs $19 to $30. Entergy, whose Indian Point power plant is north of Yonkers in Buchanan, sponsors free weekend nights at the museum. The nights began with a concert and fireworks July 5 and will continue through Aug. 24. On Friday and Saturday nights, 5 to 7 p.m., Entergy foots the $5 museum admission for patrons who are then welcome to step into the amphitheater for free. “That’s capital F-RE-E,” Botwinick said. The Yonkers Philharmonic Orchestra appropriately played the initial performance, abetted by fireworks, attracting 300 persons. Other offerings so far have included national-caliber jazz and “Othello,” performed by normally Boscobel Restorationbased Hudson Valley Shakespeare Festival in Garrison. Movies are on tap, as are free family days on Sundays, the first of which attracted 160 people on July 14.
In August, family films are slated for Fridays from 8 to 10 p.m. and alternative music is on the playbill on Saturdays from 7 p.m. The planetarium will have a new dome to capture the sky, a new star projector, and a state-of-the-art projection system to show videos, animations and allow for digital flight through the universe. Nashua, N.H.-based Sky-Skan, which builds planetariums around the world, is custom-building the museum planetarium’s projection equipment at its headquarters. Staffing will partially be funded by federal Community Development Block Grants for the next two years. Citing July 4 as “the perfect time to inaugurate an amazing facility,” Yonkers Mayor Mike Spano said, “Yonkers’ economic development revitalization efforts continue and the theater’s opening is a celebration of the future for our city.” Botwinick praised the efforts of both Spano and his predecessor, former Mayor Phil Amicone. “We have seen a consistent commitment from the administrations of Mayors Spano and Amicone to really invest in the growth of this city,” Botwinick said.

New report charts broad regional recovery HVEDC and Jones Lang LaSalle crunch numbers together

n 2Q, the seven counties of the lower Hudson Valley – those counties south of Columbia and Greene and north of the Bronx – witnessed a 1.4 percent uptick in employment, besting 2Q of
2012 by 0.1 percent. The farther south toward Westchester, the better the news. But even Ulster and Sullivan counties registered gains in jobs and office rent. The data arrived in the first “Quarterly Economic Report” published in concert by commercial real estate company Jones
Lang LaSalle and the Hudson Valley Economic Development Corp. In Westchester, employment grew 1.8 percent and in Rockland upward job movement was 2.2 percent, according to the report. The number of office users throughout the seven counties of the Hudson

Valley Economic Development Corp. (HVEDC) – Westchester, Rockland, Orange, Dutchess, Putnam, Sullivan and Ulster – was up 0.4 percent, a slowdown from 2Q 2012 when the number was 1.4 percent. Under the “news of note” heading, the newsletter said the region continues to experience personnel reductions owing to IBM’s regional contraction. The American arm of Varta Battery, headquartered in Rye, and the coming 130,000-square-foot Bloomberg L.P. data center in Orangeburg are offered as positive counterpoints, though neither approaches the scale of IBM. Varta employs 20 in Rye. In the technology arena, the report cited advances in the biotech sector via a $9.5 million Chinese company’s investment in Yonkers-based ContraFect Corp. and the addition of 400 jobs at Elmsfordbased Regeneron Pharmaceuticals Inc. And in the village of Montgomery in Orange County, United Natural Foods Inc., a national healthy food distributor, plans to build a new shipping center with the assistance of the HVEDC. The HVEDC also has quickly helped establish a 3-D printing company on the SUNY New Paltz campus to take advantage of Gov. Andrew Cuomo’s recently enacted tax-free zones, which are centered on college campuses. The newsletter breaks down job growth into four subsets by county. Westchester County in the last year created 5,837 jobs, mostly in professional and business services, education and health care. Office vacancies declined from 18.5 percent to 17 percent. The asking price per square foot of office space went from $25.74 to $26.09. Rockland and Orange counties created 2,776 jobs, mostly in education, health care, trade, transportation and utilities. Office vacancies went up from 13.9 percent to 14.2 percent. Office space went from $21.67 to $21.79 per square foot. Dutchess and Putnam counties added 726 jobs, most of them in leisure, hospitality and construction. Office vacancy rates declined from 22.8 percent to 14.1 percent. Office space rent declined from $19.97 to $19.21 per square foot. Sullivan and Ulster counties added 662 jobs, mostly in trade, transportation, utilities, leisure and hospitality. Office vacancy increased 1 percent, to 25.4 percent. Office space jumped from $12.37 per square foot to $15.62.

The Lions recently launched a Lions/Guiding Eyes Vehicle Project Two-for-One Challenge to help accelerate the replacement of the school’s aging vehicle fleet. Spearheaded by the Van Tassel Society, the Two-for-One Challenge engages Lions throughout the tristate area with its fundraising goal. The Van Tassel Society was founded in 1991 and is made up of Lions Club members. The society has also assisted the school’s fundraising efforts and was recently a significant contributor to the renovation of Guiding Eyes’ Canine Development Center. New doctor joins MKMG HILARY FAZZONE has joined the ophthalmology department of Mount Kisco Medical Group (MKMG). Fazzone received her medical degree from Georgetown University School of Medicine and completed her internship in internal medicine at the Cambridge Hospital, Harvard University. She completed her ophthalmology residency at St. Luke’s-Roosevelt Hospital Center and completed a fellowship in neuro-ophthalmology at the New York Eye and Ear Infirmary/Beth Israel North Medical Center. Fazzone is board certified in ophthalmology.
