The deal finalizes a four-year pursuit of the former IBM campus for National Resources. The company in 2013 talked with IBM about redeveloping parts of the campus, but the deal was delayed after

waterfront. Earlier this summer, demolition work began on Building 52, a red-brick industrial building on the Hastings waterfront dubbed the “literal birthplace” of polychlorinated biphenyls. Atlantic Richfield Co. removed asbestos and other materials from the building interior prior to beginning demolition of the structure in August, when construction crews used excavators and other heavy machinery to bring down the century-old building piece by piece. It’s a welcome sight for many who call Hastings their home. At the village’s MetroNorth train station, which sits just above Building 52 and affords views of the ongoing demolition, commuters stood along the rails nearest the site, documenting the progress with videos on their cellphones and snapping selfies with the crumbling structure as their background. “It's sad to see the old building go, but it is nice that finally there's progress,” said Ellen Sledge, owner of Penny Lick Ice Cream at 580 Warburton Ave. Sledge said that she has heard talk of the redevelopment of the waterfront since she first moved to the area nearly a decade ago. “I’m still thrilled,” she said, “but if this is the pace it is going to go at, I don’t have high

eal estate development group National Resources will redevelop 300 acres of land with 2 million square feet of buildings at the former East Fishkill IBM campus with plans to add residential, retail and a hotel. The Greenwich-based develop-

ment company announced Sept. 1 it had reached a deal for an undisclosed amount to take over the land from its current owner, GlobalFoundries. ealth and safety problems caused by immigrants that have crossed our northern border have prompted a government study that suggests methods for managing the migrants. One group follows the seasons and crops. Another has settled in as permanent residents. Their total population in New York could be as much as 800,000. They are not sending their best. Some, to be sure, are good, but most of them are bringing diseases and destructive ways. Not even a wall can stanch the flow, so the government has recommended several options: Rounding them up and deporting them. Frightening them into leaving. Discouraging reproduction. Even hunting them down. Yes, we are talking about the fearsome Canada geese, those waddling, honking pooping avians that have invaded our office parks and farmlands, golf courses and athletic fields, waterways and airports. “They’re a big-time problem,” said Pete Rizzo, owner of Hudson Valley Wild Goose Chasers in Nyack. “Recreation areas, corporate parks, golf courses, cemeteries, every school athletic field in the Northeast have these problems. I don’t care where you are. There is no shortage of Canada geese.” The U.S. Department of Agriculture, with help from the New York Department of Environmental Conservation and other state and federal agencies, issued an environmental assessment in July that recommends ways to control this non-native population. The report says Canada geese cause about $510,000 in damage yearly in New York. Rizzo thinks the costs are much higher. There are distinct populations. Migratory geese drop by from late September to November and then depart in the spring. Resident Canada geese live in New York yearround. Numbering about 230,000, they are descendants of captive birds from the early 20th century from farms, hunt clubs and government release programs. Resident geese are the big troublemakers. They have an appetite for corn, wheat, rye, spinach and blueberries, so they like to dine on lawns, golf courses and farms. They tend to target newly planted corn fields. They bite off the ends of spinach, leaving the plants unmarketable. They are known to overgraze on grass meant to be used as hay for horses, alpacas and llamas. They trample emerging crops and erode the soil. And all that stuff they eat? Well, there is

no delicate way to put it. The number one complaint about geese is the abundance of feces they deposit. The average wet weight of a single goose dropping on a summer day, according to a 1999 study of Westchester geese, is 0.02 pounds. That doesn’t sound like much, but they are prolific, producing a half-pound a day, according to the study, or one to three pounds a day, according to Rizzo. That’s 183 pounds to half a ton a year of waste per waterfowl. Their fecal matter contains nasty pathogens — coliform bacteria, cryptosporidium and campylobacter — that can cause serious gastrointestinal distress. Large colonies of geese dump large quantities of pathogens and nitrogen onto fields, ponds, pools and reservoirs. Goose diseases and parasites sicken livestock. They can be life-threatening to people with weak immune systems but thus far, the report says, the probability of transmission to humans is believed to be small. They also pose a threat to human safety in the air. They are birds after all and rather large, at 8 to 15 pounds. Yet airplanes are certified against risks from birds weighing up to 4 pounds. About 240 goose-aircraft collisions occur annually, the Federal Aviation Administration estimates. Who can forget U.S. Airways Flight 1549, when Chesley Sullenberger ditched an Airbus in the Hudson River minutes after taking off from LaGuardia Airport. The jet had lost power when four geese were sucked into the engines. There are also aesthetic considerations. The slippery stuff slimes docks and driveways and sidewalks. Businesses often feel compelled to pay good money to clean and disinfect their grounds.

Rizzo said a typical athletic field or 50-acre tract with water can cost $250 to $300 a week to keep the critters away. So, what to do? The preferred methods of managing geese, the agriculture agency says, are nonlethal. They can be sterilized to reduce long-term population growth. Fences and netting can block them from using an area. Their habitats can be altered to make them less welcome. Airports, for example, destroy nesting areas and feeding sites. You can try to scare them with raptor effigies, silhouettes, mirrors or moving disks. You can annoy them with paintball guns, sonic cannons, propane exploders and pyrotechnics. You can repel them with an artificial grape flavoring that they find offensive. They can be captured and relocated into the wild, where they pose less risk for people, livestock and crops. Each method has advantages and disadvantages. Scaring techniques, for example, usually work in the short-term, but geese learn to ignore them. Rizzo uses border collies to “educate” the geese to abandon a location. They see collies as predators and they realize “their ground is no longer safe.” He said he can clear a field of 200 geese in minutes. And after a few close encounters with the dog, they don’t bother to come back. Lethal methods include hunting, breaking their necks, chemically euthanizing them and destroying their eggs and nests. But before you do anything, consider this. Canada geese are protected by federal and state laws. It is illegal to hunt, kill, sell, buy or possess migratory birds or their parts. You will need a government permit to manage your local gaggle.

Food Bank for Westchester launches hunger awareness campaign BY RYAN DEFFENBAUGH rdeffenbaugh@westfairinc.com

mployees and volunteers of the Food Bank for Westchester, wearing bright orange T-shirts, filled a press conference, while elected officials showed off their best orange ties and dresses to kick off September Hunger Action month. At a makeshift podium surrounded by rows of canned goods at the nonprofit’s 38,000-square-foot warehouse in Elmsford, Food Bank for Westchester President and CEO Leslie Gordon said that the group would be “painting the county orange.” “Orange is the color of hunger action and indeed we will take action in many ways this month to spread awareness of the need for food and the fact that there is a very real hunger and food insecurity problem here in Westchester County,” Gordon said. September was designated Hunger Action Month nationally in 2008 by Feeding America, a national network of food banks. Feeding America estimates that 1 in 8 people in the U.S. struggle with hunger. The Food Bank for Westchester estimates that in the county the number is actually 1 in every 5 people. “It may be alarming for some of us to realize that, here in our very affluent county of Westchester, we’ve got a real problem in ensuring that everyone always has enough to eat,” Gordon said. “But we must join and help our neighbors.” The nonprofit enlisted the help of a range of elected officials to do so. “We’re here to stuff this place with all the nonperishables that people can eat in this county,” Westchester County Executive Robert Astorino said. The county will be promoting the food bank’s September campaign through social media, e-blasts and its website. Yonkers Mayor Mike Spano said most people would find it hard to accept “If you were sitting in another country, let’s say in Europe, and somebody said, ‘Do you imagine one in five children go hungry in the richest county, in the richest state, in the richest country on this planet?’” State Sen. Andrea Stewart-Cousins said hunger is a struggle people often avoid discussing. “As a senator, I have people coming in looking for jobs, they’re looking for housing, they’re looking for benefits,” Stewart-Cousins said. “I’ve never had anyone say ‘I’m hungry.’ But I know, if you don’t have a job, if you don’t have a place to live, if your kids are depending on free or reduced lunches, chances are you’re hungry. But people won’t say it. So it is up to us to understand the unspoken needs of our neighbors and make it easy for people to get what they need.”

Spano announced he will take the SNAP Challenge for one week. The challenge requires he buy food using only the monetary equivalent of what a family would receive from the federal government’s Supplemental Nutrition Assistance Program or SNAP. In New York, the maximum allotment is $194 per month. For three meals a day, that adds up to about $2.15 per meal. Spano challenged all other mayors in Westchester to take on the same challenge. White Plains Mayor Thomas Roach, the only other mayor in the room, accepted and said he'd spread the word to other mayors. White Plains will also light several LEDs in its city orange in keeping with the food bank’s theme to spread awareness, Roach said. The Business Council of Westchester CEO and President Marsha Gordon encouraged businesses to help out any way possible, whether by having a donation box, raising money or volunteering at an event. Some of the ways businesses and others are involved with the food bank’s campaign: • The food bank partnered with Pace University to schedule a first-ever Miles for Meals 5K Fun Run, on Sept. 9 at Pace’s Pleasantville campus. • The Cross County Shopping Center in Yonkers will place orange mums throughout the center and the food bank will have a booth to accept donations at the center's annual Fall Flicks outdoor movie series. • More than 20 county restaurants will feature an orange-inspired dish on their menus for a campaign called Eating Orange, in partnership with the lifestyle website Intoxikate.com. • Bow Tie Mount Kisco Cinemas partnered with the food bank and Mount Kisco Interfaith Food Pantry to schedule a Sept. 10 showing of the movie "Wasted! The Story of Food Waste." • PepsiCo Feeds America will have an event at the food bank on Sept. 14. • Broken Bow Brewery in Tuckahoe will host a food and funds drive in honor of J.P Woods on Sept. 16. • White Plains Jazz Fest will host the food bank’s Empty Bowls event on Sept.17 from noon to 5:30 p.m. The event encourages people to buy an artist-made bowl with soup served by local chefs to raise awareness for Hunger Action Month.

ratories and clean rooms at the campus, according to the announcement. Ward said the company has several other letters-ofintent for the property and hopes to start some construction on the manufacturing and warehousing part of the campus within six months. The company also plans to add residential buildings, retail and a hotel to the site. That will be part of an effort to add vibrancy to the campus, through retail such as coffee shops and possibly an educational user, Ward said. “The site needs life. You can’t have 300 acres without life.” The residential portion will be sized similar to the Uno micro-apartments at National Resources’ iPark Hudson in Yonkers. Ward said the company will look to develop about 150 small apartment units on the site and at least 100,000 square feet of retail. Construction on that part of the campus likely won’t start until late next year. National Resources has a history of taking over the former campuses of big-name

companies and turning them into mixeduse developments. In Yonkers, the company converted a former Otis Elevator Co. factory complex into a mixed-use campus with office space and apartments. Tenants include Kawasaki Rail Car Inc., the biotech company ContraFect Corp. and mobile app developer IAC Applications. On Long Island, the company turned a former Lockheed Martin manufacturing center into iPark Lake Success. And in Norwalk, National Resources redeveloped a former PerkinElmer campus into an iPark. The IBM East Fishkill campus was developed by the company in the 1960s and was once home to more than 10,000 employees. But IBM began winding that number down amid hard times in the 1990s. Sarah Lee, CEO of the Dutchess County’s economic development agency, Think Dutchess Alliance for Business, said the National Resources plan represents a chance for new life in the corridor along Route 52. “The part that’s so exciting is the timing

of it,” Lee said. “To be able to bring some life back to that part of Fishkill, then next door you have the sports dome, you have development near there with businesses opening, orthopedics opening there.” Lee was referring to the Sports KingDome, which is being built by Rye Brookbased Air Structures American Technologies Inc. on another former IBM parcel just down the road from the future iPark campus. The dome, scheduled to open before the end of the year, will be more than 300,000 square feet and allow athletes from multiple sports to train year round. “So with the hotel, the residential plans for the National Resources site, there’s going to be a lot of activity down there,” Lee said. In the company’s announcement of the deal, National Resources said it worked for the past six months with the Dutchess County Executive’s Office, Think Dutchess Alliance, town of East Fishkill and Empire State Development to prepare the site with suitable zoning and parcel subdivision for commercial, industrial and mixed-use development. In a statement following the deal’s announcement, Dutchess County Executive Marc J. Molinaro said he was excited to see ownership of the site transferred to a developer with more than $1 billion in past projects. The deal, he said, frees GlobalFoundries “from the burden of real estate development and (allows) them to focus on their core mission: semiconductor manufacturing.” He added: “Thanks to the hard work of the town of East Fishkill, GlobalFoundries and National Resources, we will soon see big things happening on this site.”

entering the structure and encouraged 1,500 workers in a two-day revolt, leading to the National Guard being called to the site. The site is most widely known as the former location of Anaconda Wire and Cable Co., the company that acquired the property in 1929. During World War II, the company manufactured a fire-resistant electrical cable there under a contract with the U.S. Navy. Its manufacturing included polychlorinated biphenyls, the cancer-causing organic chlorine compounds known as PCBs, which led to the contamination of the site. Other toxins on the property include copper, lead and zinc. Anaconda’s facility was closed in 1974 and purchased by Atlantic Richfield in 1977. Though initially Atlantic Richfield and the village planned to cap pollution beneath Building 52, the company shifted its position and determined that to better remediate the site the building would need to be brought down. “Building 52 has a storied history in Hasting’s past, and it is a bittersweet moment to see the building go,” Swiderski said in an email to residents. “Though its profound pollution condemned it to demolition, it still represents a monument to our village’s past industrial might.”

Atlantic Richfield signed an order in 2014 with the state Department of Environmental Conservation in which it agreed to fund the more than $250 million estimated cost of removing the contaminated soil and sediment from the property, designated a federal Superfund brownfield site. The demolition of the structure also comes more than a year after the village signed a consent decree that sparked the cleanup. The July 2016 decree is an update to a 2003 version that settled a lawsuit between Atlantic Richfield, the village and environmental group Riverkeeper and forced Atlantic Richfield to clean the site. Since then factors, including potential storm risks, rising sea levels and a new set of directives issued by the state Department of Environmental Conservation required changes to the agreement. While the village watches as the building is brought to the ground, many continue to question the fate of the other eye-catching structure on the property: a water tower. Situated above a “substantial pocket of pollution,” the water tower has always been slated for removal, Swiderski said, though whether the project includes restoring or recreating a new tower remains to be seen. The village plans to reach out to residents in

the coming weeks to solicit feedback regarding the fate of the water tower. The village also plans to rezone the waterfront parcel from marine industrial use in the coming year, a process that could prove key for area business owners. Peter Rockwood, president of Rockwood & Perry Fine Wine & Spirits at 525 Warburton Ave., said that if the village elects to create a separate downtown area along the waterfront, that could hurt businesses like his. “Frankly, I don't think that will happen,” Rockwood said of the creation of a separate riverfront shopping area. He added that he thinks new recreational or residential development on the postindustrial site would have a positive impact on Hastings’ small businesses. Local business owners agreed that the redevelopment of the waterfront property could spur additional foot traffic to downtown businesses. “It would be nice to see something there that the community could be proud of,” said Sledge, adding that she does not believe the site would be well-suited for a large-scale residential development. “I think that right now, almost anything is a positive change,” she said.

IBM sold the semiconductor division to GlobalFoundries. Lynne M. Ward, senior vice president for National Resources, said the company never lost interest in the property. “There’s a billion dollars of infrastructure there,” Ward said. “That’s the huge electric, huge water capacity, sewer, everything is there. That’s really what was attractive to us.” Earlier this year, GlobalFoundries came back to National Resources to work on a modified plan from the 2013 talks with IBM. The plan from National Resources will look to build on the campus’ strong infrastructure, built up over time by IBM, as well as the site’s easy access to Interstate 84 to attract new manufacturing and transportation tenants, along with residents, shoppers and travelers for the new uses. “This has very good road transportation for high-tech distribution, fulfillment centers,” Ward said. Several high bay spaces will be leased to new users, while build-to-suit warehouses have been designed for those distribution and fulfillment centers, according to the company’s announcement. Ward said the location fills a gap in manufacturing and distribution space between southern Westchester and Dutchess County. “This is your next opportunity once you’re priced out of Yonkers, the Bronx or southern Westchester,” she said. expectations of this (redevelopment) happening anytime soon.” The demolition is expected to be completed by the end of the month, according to Hastings-on-Hudson Mayor Peter Swiderski, and will be followed by a cleanup of debris that could last through November. The full remediation of the 28-acre waterfront property, owned by Atlantic Richfield, a BP PLC subsidiary, is expected to take five years. Stan Avedon, partner at Hastings Velo, a cycling shop at 45 Main St., said the remediation of the area surrounding Building 52 marks the beginning of a new era for the riverfront village. “Being one of the last large undeveloped areas along the lower Hudson River, redevelopment will be very impactful,” he said. Constructed in 1911, Building 52 was originally used as a sheet mill by the National Conduit & Cable Co. and the National Brass & Copper Tube Co. In ensuing years, the industrial property was the site of large-scale and occasionally violent labor union strikes, including one in 1912 in which strikers broke every window of the building. In 1916, a group of 200 women attacked strikebreakers

Is the affordable single-family house dead?

t is poorly understood that there is no such thing as affordable new construction in Westchester and Fairfield counties without huge federal, state and local taxpayer subsidies. In order to make the rents affordable, these grants, soft loans and tax credits can amount to $350,000 for a one- or twobedroom apartment. A sampling of three recent “fair and affordable” apartment projects constructed under the federal consent decree in Westchester revealed that the average cost per unit was $420,000 for mostly one- and two-bedroom rental apartments — about $500 per square foot. The costs are driven not only by expensive land costs but also by the restrictions placed by local and state environmental and building code regulations, and especially local boards seeking to satisfy neighbors who don’t want the apartment buildings in the first place. The complex Low Income Housing Tax Credit program adds more cost. So, in 2015, I had an idea.

Using simple assumptions, adding the cost of land, site work and soft costs, I figured that our nonprofit agency could produce one of these homes on a single-family lot for about $290,000. With a $40,000 down-payment assistance grant from New York state, that would put the price tag at $250,000, affordable to families at or below 80 percent of the area median income, which amounts to $89,000 for a family of four in Westchester County. The New York State Affordable Housing Corp. liked the idea and awarded Community Housing Innovations (CHI) $400,000 in down-payment assistance to develop 10 homes. Our first challenge was to find level

approved lots for less than $100,000. We found one for $90,000 in the town of Cortlandt. The county agreed to pay the cost of the land, allowing the project to be included among the 750 units of fair and affordable housing required by the federal consent decree. It turned out that we needed that additional subsidy as costs multiplied. We could easily have built four houses on the 1  ¼-acre we bought, but zoning wouldn’t allow it and town officials just laughed when we inquired about going to the town board for permission. To make a long story short, it took us one year and $360,000 to complete the home because of the delays and higher site costs. Despite the additional cost, we still pro-

So, with the house completed, I contacted every town supervisor and village mayor in the county, inviting them to see for themselves an affordable single-family alternative to multifamily apartment buildings. Sixuvus members continue to perform worldwide as the Village People, the lawsuit states, and are making it difficult for the public to see Harlem West Entertainment as a legitimate licensee. The buyer, selected by lottery, happens to rent a home a couple of blocks away. I’m not sure what to make of this, except that it may confirm what we already know from decades of public hearings: towns and villages in Westchester really have little interest in clearing the way for affordable housing, whether single family or multifamily. The objection is not esthetics, but economics. Hard to believe this is the same county that, between 1909 and 1937, allowed mailorder houses from Sears, Roebuck & Co., offering bungalows for $1,400 and houses

Village People name. Composer Jacques Morali and singer and actor Victor Willis created the Village People in the late 1970s to perform disco music in clubs. They recruited men to dress and perform as Greenwich Village gay fantasy figures: soldier, police officer, Native American, construction worker, biker and cowboy. The group went mainstream in 1978 with two hits, "Macho Man" and "Y.M.C.A." The performers created Sixuvus in 1987 to manage their work, including two original Village People, Alex Briley (soldier) and Felipe Rose (Indian). Newer Sixuvus members include Eric Anzalone (leather man), Jim Newman (cowboy), Ray Simpson (cop)

While we were able to find one other site for a manufactured home that is nearly complete, it looks like we may have to give back about $320,000 in grants to the state. We are reaching the end of the two years given for us to develop all of the 10 homes and we will have to give the money back if we don’t find sites soon. That is, unless a town or the county itself would like to demonstrate that affordable single-family home ownership can still work by making land available for more manufactured homes. The Village People characters, including two of the originals, have continued to perform the 1970s disco act. Their management company, Sixuvus Ltd., is based in Mount Vernon. But Can’t Stop Productions Inc. of Manhattan says it owns trademarks for the Village People records, characters and entertainment services, and it has granted an exclusive license to a new cast of characters. The Armonk deal was announced by Eric S. Goldschmidt, senior partner at Goldschmidt & Associates, the Scarsdale firm that brokered the lease for the tenant. Goldschmidt broker Lisa Daniel is handling leasing for The Granola Bar and is also leasing agent for the Armonk shopping center at 450 and 475 Main St.

TUTORING CENTER OPENS IN MOUNT KISCO

The Granola Bar, an all-day breakfastand-lunch café and catering business launched four years ago in Fairfield County, has leased a 2,315-square-foot space at 575 Main St. in Armonk Town Center for the company’s fourth location and first to open in Westchester. Launched in 2013 by Westport business partners Julie Mountain and Dana Noorily, the business has grown from its original Westport café to include locations in Greenwich and Stamford. The company expects to open a fifth café this fall on Purchase Street in Rye.

C2 Education has opened a tutoring and test preparation center in Mount Kisco Commons at 195 N. Bedford Road. C2 helps students get into college by preparing them for admissions tests such as the SAT, as well as tutoring them for state Regents Exams and counseling them on college applications and essays. It also offers tutoring for students in grades kindergarten to 12 and for private school entrance exams. “We’re a one-stop shop,” said center director Maureen Doherty. “We cover everything they need.” “A student might come to us for test preparation, but also has a Spanish midterm coming up. We’ll help with that as well.” Doherty said every program is individualized. The price depends on a number of factors and ranges from $40 to $70 an hour. A typical student entering the junior year, for example, will spend 100 to 200

hours on test preparation. The 1,533-square-foot Mount Kisco center currently employs two part-time teachers. One is a retired IBM engineer who teaches math and the other is a recent Carnegie Mellon University graduate who teaches reading. Doherty has 20 years of experience in teaching and counseling, in elementary education and special education, in New York and North Carolina. More teachers will be added as the center grows. Four students have enrolled so far, and Doherty expects enrollment to reach 50 to 75 in a year. The Mount Kisco location at 195 N. Bedford Road was chosen, Doherty said, because it is centrally located for students interested in its services. About 51,000 people live within five miles of the site, according to a Mount Kisco Commons brochure, and the average household income is $203,564. C2 also operates centers in Darien, Eastchester, Greenwich, Hartsdale, Ridgefield and Stamford. C2 founders David Kim and Jim Narangajavana got started in the business in 1997 when they offered private tutoring in their Harvard dorm room. They opened their first location in suburban Baltimore in 2000, and now operate 180 centers that serve 12,000 students nationwide.

NEW JERSEY SCHOOL LEASES LARCHMONT STOREFRONT

One River School of Art and Design, a 5-year-old art education franchise business founded in Englewood, New Jersey, has leased 3,100 square feet of retail space at 2081 Boston Post Road in Larchmont for its first Westchester location. Offering proprietary, project-focused art and digital programs for adults, teens and elementary school students, One River is set to open in January 2018, according to Palladium Management, a Manhattan developer of commercial and multifamily properties which owns the downtown Larchmont property through a subsidiary. ELITE AIRWAYS TO BEGIN FLIGHTS FROM WESTCHESTER

Those hoping to depart Westchester County Airport for a warmer destination this fall now have a new nonstop option to consider when arranging their travel plans. Elite Airways LLC announced a new nonstop jet service between the White Plains airport and Sarasota-Bradenton International Airport on the Gulf Coast of Florida. The service, which will run on Mondays and Fridays beginning on Nov. 10, was designed for convenient weekend and week-long travel, Elite Airways officials said. “The consumer demand for our New York to Florida service continues to be strong,” Elite Airways President John Pearsall said. “Nonstop jet service is a travel time-saver and eliminates the need for connections, both of which contribute to a more enjoyable flying experience, especially during winter months and peak holiday periods.” The airline will offer fares beginning at $179 each way. Perks include a free checked bag, complimentary snacks and beverages, no change fees and no middle seats.

“Elite Airways’ decision to start service out of HPN is recognition of the importance of the Westchester market and we welcome their arrival," said George Oros, Westchester County’s director of economic development. The flights will depart Sarasota-Bradenton at 8 a.m. and arrive at Westchester County Airport (HPN) at 10:30 a.m. The service will then depart Westchester County at 11:15 a.m. and arrive at Sarasota-Bradenton, which is roughly 50 miles from Tampa, at 1:45 p.m. “We anticipate this route to grow as more and more passengers will soon discover the benefits of traveling through two convenient, stress-free airport facilities,” said Rick Piccolo, president and CEO of Sarasota-Bradenton International Airport, which straddles Sarasota and Manatee counties in Florida. Passengers will travel on board the company’s Bombardier CRJ-200 and CRJ-700 jet airliners. Founded in 2006, Elite Airways provides charter and scheduled service throughout the U.S., Canada, Mexico, Caribbean and South America. The company is headquartered in Portland, Maine, with maintenance, crew training, sales and marketing offices in Melbourne, Florida. The airline’s routes include stops in New York City, Newark, Asheville, North Carolina and Orlando, Melbourne and Vero Beach, Florida. SETON PEDIATRIC CENTER COMPLETES 32-BED EXPANSION

The Elizabeth Seton Pediatric Center in Yonkers becomes the largest provider of pediatric subacute care in the U.S. with the completion of a 32-bed expansion for ventilator-dependent children. Seton’s residential treatment center is at 300 Corporate Blvd. South. The $24 million construction and renovations project, which began in fall 2015, added a three-story, 26,000-square-foot building to the 5-year-old center, expanding its space to 201,000 square feet. With the expansion, the center cares for 169 medically complex and technolo�y-dependent children, making it the largest provider of children’s subacute care in the country. Sponsored by the Sisters of Charity of New York, the nonprofit Seton center in 2006 was the first pediatric facility in the state to develop a long-term program for children who are dependent on ventilators. The center in 2012 relocated from Manhattan to the newly built, $138.5 million facility on a 6.5-acre campus in South Westchester Executive Park in Yonkers.

2014. The Mamaroneck woman was sentenced to 20 years to life in prison. Born from tragedy, the organization has been able to provide several opportunities for underserved children, Reish said, including a children’s program room at the Briarcliff Manor Public Library. Foundation funds have also aided the refurbishment of the playground at the Scarborough Presbyterian Children’s Center. The foundation also established an annual scholarship awarded to a Briarcliff graduating senior who has excelled academically and athletically, has shown strong character throughout high school and has given back to the community. “We share a similar mission and that similar bond,” said St. Christopher’s CEO Robert Maher. “Whenever you have an organization or a nonprofit that’s doing good work, you want to support it." For both organizations, the partnership seemed to be a no-brainer. “We have no doubt that we could each support the other,” said Eric Lebenson, chief development officer of St. Christopher’s. “St. Christopher’s could increase the possibilities of a long-lasting legacy in Jake’s name, and 4Jake could set up opportunities on our campuses that allow our residents to lead happy and productive lives.” In its infancy, the partnership will allow the two organizations to work together in their fundraising efforts. Both will support St. Christopher’s upcoming James and Barbara Chin Golf Classic and the 5th Annual 4Jake Foundation Golf Outing. In the future, both organizations said, the partnership could grow and include additional programs or endeavors, including the possible expansion of the animal therapy program at St. Christopher’s. “I could not be more proud to have my son’s charity associated with a finer cause,” Reish said. “We’re really devoted to keeping his memory alive and this foundation and the partnership with St. Christopher’s lets us do that.” Founded in 1881, St. Christopher’s operates campuses in Dobbs Ferry, Valhalla and New Windsor. The organization offers residential, educational, therapeutic and social services to hundreds of children. “We’re just very fortunate that Dr. Reish is considering us a partner,” said Maher, “because the mission we have requires a tremendous amount of fundraising to augment the bare minimum the state provides for the care and education of each child, so we really do need other funds just to make ends meet.”

One in five residents of Westchester County are over the age of 60. Older adults contribute experience and wisdom that enhances our communities, but they also can face new challenges. Most people report that they would prefer to continue to live in their homes during their retirement years. The Center for Aging in Place supports “virtual villages” that provide services and activities to enhance their well being and safety and foster connections to the community. These older adults shop at local businesses, volunteer and advocate for intergenerational improvements like curb cuts and longer lights, contributing to the vitality of the county economy. Volunteer New York!’s RSVP Program engages more than 900 adults age 55-plus as volunteers who tutor struggling students, help adults prepare for new careers and help people live healthier lives. Sometimes an older adult moves in with family when they start needing more help, but that can leave the “sandwich generation” feeling overwhelmed. One resource for

these families is the adult day care program offered by organizations like Family Services of Westchester. Their My Second Home programs in Mount Kisco and at the Lanza Family Center for All Ages in White Plains have an award-winning intergenerational focus that is heart warming and has clinically demonstrated health improvements. The Wartburg in Mount Vernon has been offering a continuum of services for nearly 150 years, from in-home care to assisted living to nursing home and rehabilitation to the Council for Creative Aging that offer seniors opportunities to continue to grow and learn through hands-on arts programs. A

Massachusetts construction company is set to build a $60 million, 160-bed skilled nursing facility at 120 Church St. in downtown White Plains, adding skilled nursing beds to an area the company says has a major need for them. William Nicholson, CEO of The Congress Companies. in Peabody, Massachusetts, said the 110,000-square-foot facility will be built “extremely high-end” and serve a clear need in White Plains. “When you look at greater White Plains, there is only one other nursing home,” Nicholson said. “In Westchester County, there are very few. And that's not just Westchester, but in general the nursing home stock in New York and the nation is older and largely populated by ’60s, ’70s and ’80s vintage buildings.” The White Plains project was initially approved by the city in 2011, but Nicholson said construction had to wait while the

company lined up state Department of Health approvals and construction financing. He described Church Street in downtown White Plains as an attractive location for the facility, with a deep labor force and White Plains Hospital nearby.

The second-generation family business has developed more than 100 skilled nursing and assisted living facilties throughout the eastern U.S., including Wingate at Dutchess in Fishkill and Wingate at Beacon. Designed by The Architectural Team Inc. of Chelsea, Massachusetts, the White Plains facility will offer 76 specialized rehabilitation beds, 42 beds focused on Alzheimer's care and 42 long-term care beds, each with specially designed nursing units. The property will be operated by Epic Healthcare Management, based in Crotonon-Hudson. Epic's other rehabilitation and healthcare facilities include Sky View Rehabilitation and Healthcare in Crotonon-Hudson, Water View Hills in Purdys and Middletown Park Rehabilitation and Healthcare in Orange County. Epic CEO Lizer Jozefovic said building

a new nursing home facility is extremely rare in New York. He described high-end amenities for the facility that include a wraparound dining room with outdoor eating space, underground parking, a firstfloor rehabilitation center and outdoor access from all floors. The company’s management philosophy is to try to design its skilled nursing facilities in the style of luxury hotels rather than second homes, according to Jozefovic. He said that style appeals to the Baby Boomer generation interested in traveling. “‘Homelike’ is a nice word, but that's not an excuse to look like second class; we want it to feel like a hotel that people can feel at home in,” Jozefovic said. Jozefovic said the facility will likely employ between 160 and 200 full-time and part-time workers. The jobs will include nurses, certified nursing assistants, licensed practical nurses, administrative, rehab and maintenance employees. The Congress Cos. hosted a groundbreaking for the project on Sept. 7. Nicholson said construction will take between 20 and 22 months to complete.

Supplies for pets affected by Hurricane Harvey being collected at the Edwards-Dowdle Funeral Home in Dobbs Ferry.

HELPING THE ‘OTHER’ HURRICANE VICTIMS In Dobbs Ferry on Sept. 3, while the remnants of Hurricane Harvey were dropping rain on the Hudson Valley, an effort was underway to collect supplies to help victims of the recent Gulf Coast hurricane and flooding who sometimes are overlooked — pets. While many dogs, cats and other pets were rescued from Harvey’s floods along with their owners, others became separated and were being cared for in permanent or makeshift animal shelters. Food, bowls, collars, leashes, carrying cases and blankets were among the supplies being collected at the Edwards-Dowdle Funeral Home. The effort was in cooperation with Furbridge, an Ardsley-based nonprofit active in preventing animal cruelty and helping with pet adoptions. The Pet Goods store on Central Avenue in Scarsdale donated more than 1,000 items and provided discounts to customers wishing to contribute. The funeral home provided breakfast for people dropping off supplies and also was handling the packing and shipping of the supplies to the Society for the Prevention of Cruelty to Animals in Texas. Joseph Casario, owner and manager of the Edwards-Dowdle Funeral Home, said “We’re certainly concerned with the people of Houston and we’ve made donations to help them, but pets are part of the family and if you’re going to take care of a family, why differentiate? Take care of the whole family.”

LAND TRUST COMPLETES 200TH EASEMENT Westchester Land Trust (WLT) on Sept. 1 announced the permanent protection of 15.8 acres in Bedford, through a conservation easement donated to WLT, its 200th. The latest easement brings the total of the land protected by WLT through conservation easements to 5,380 acres. A conservation easement is a voluntary legal agreement between a landowner and a land trust that permanently restricts the development of a property in order to protect the land’s conservation values. WLT did not identify the owners of the 15.8 acres, saying they wished to remain anonymous. “We are grateful that these visionary landowners have chosen to protect their property in perpetuity. This easement expands a significant corridor of protected land in the town of Bedford, where WLT first got its start 29 years ago. With the completion of our 200th easement, I would like to salute all the landowners, donors, municipal officials, volunteers and staff members who have supported our mission over the years to make it possible. It’s a great day for land conservation in Westchester,” said Bruce Churchill, WLT’s chairman of the board. The property lies within the Mianus River watershed, a region noted for its ecological and biological significance. While the land covered by WLT’s latest conservation easement is not open to the public, the landowners have reserved the right to allow horseback riders to use the bridle trails on the property.

ARC AGAIN EARNS EXCELLENCE DESIGNATION Arc of Westchester, which serves about 2,000 children, teens and adults with intellectual and developmental disabilities, has again received a Seal of Excellence certificate and designation from the Standards for Excellence Institute. Arc first received the three-year accreditation in 2013, when it became the first New York state organization to hold this designation. RIBBON CUTTING AT PUTNAM HOSPITAL CENTER There was a ribbon cutting at the Putnam Hospital Center in Carmel to mark the installation of a new 3-D mammography unit. The installation was made possible by a $150,000 pledge by the Putnam Hospital Center Auxiliary. The equipment produces images in three dimensions, which provides greater clarity and accuracy when looking for signs of breast cancer. “I’m proud of what the auxiliary accomplished,” auxiliary co-chair Peg Lindblom said. “This is one of the examples of what we have done over the years and what we will continue to do. We are very proud of this particular gift because it will benefit so many women.” Research shows 3-D mammography increases the detection of invasive cancers by 41 percent and decreases unnecessary callbacks for further testing by 40 percent. The auxiliary’s donation came from money raised through the service of volunteers in the hospital gift shop and the Eagle Eye thrift shop in Brewster. The Putnam Hospital Center Auxiliary was formed in 1963 and has raised more than $7 million in support of equipment and programs.

IONA STUDENTS, FACULTY, MAKE PRESENTATIONS Seventeen undergraduate research students from Iona College in New Rochelle, along with their faculty mentors, made presentations to the international chemistry community at the 254th National Meeting of the American Chemical Society (ACS) in Washington, D.C. The faculty members were Sunghee Lee, who heads the chemistry department and Rodney Versace, assistant professor of chemistry. The students presented posters summarizing the results of research they had conducted. The material covered several studies ranging from the way certain substances interact with water to the effect cholesterol may have on the interaction of ions with membranes in the body. The students are in Iona’s graduating classes of 2018, 2019 and 2020. Those studying chemistry included Alessandra Armetta, Samuel Braziel, Gabriella Di Domizio, Alyssa Gayapa, Anneliese Jagaranth, Gregory Maier, Michael Morales, Mariama Njie, Brona O’Sullivan and Jonathan Warner-Clement. Jennifer Mebes Flagg of Chappaqua has been appointed coordinator of the Westchester County Fair Campaign Practices Committee. The nonprofit was formed in 1991 to promote honesty and fairness in Westchester’s political campaigns. It typically hears complaints from candidates who believe their opponents have been dishonest in campaign literature or gone so far as to defame them. In the position of coordinator, Flagg will act as liaison between the committee, candidates who file complaints and those facing allegations of unfairness. Flagg takes over from Miriam Cohen of Larchmont, who was coordinator for 10 years and will remain on the committee. Flagg is co-president of the League of Women Voters of New Castle, a member of the New Castle Sustainability Advisory Board and a board member of the Chappaqua Summer Scholarship Program.

Alan Zuckerman, president of the construction company Verticon Ltd., has assumed the additional title of CEO of the company, which is based in Monroe.
