egmans Food Markets Inc., a grocer based in Rochester known for its cult-like following, is targeting a stretch of the vacant office buildings on the Platinum Mile in Harrison for its first
Westchester location. The company filed plans jointly with the building’s owners, Normandy Real Estate Partners LLC., on Dec. 6 for a 125,000-square-foot, two-story grocery store, with a cafe area and 736 parking spaces on a 20-acre lot in Harrison. The application also includes an 8,000-square-foot standalone retail building. Wegmans representatives con-
firmed the location and released a press statement after being contacted by the Business Journal on Dec. 14. “We look forward to the day when we can welcome customers into our Harrison store and help them make delicious, easy meals,” said Ralph Uttaro, Wegmans senior vice president of real estate. “Harrison is an ideal place for us to deliver on our
evelopers and Yonkers city officials recently joined in a ceremonial groundbreaking at Larkin Plaza, a $190 million mixed-use development project in downtown Yonkers. On the south side of the city’s 4-year-old Van der Donck Park and Saw Mill River walkway, Larkin Plaza is a joint venture of Yonkers-based Rising Development LLC and RXR Realty LLC, the Long Island-based real estate company and longtime commercial office landlord in Westchester. The development takes its name from the formerly rundown plaza in front of the city’s downtown Metro North train station. Demolition work on the site began this summer and vertical construction is set to begin immediately. The plaza, which is a public-private partnership between the development companies and the city, is expected to be completed in the fourth quarter of 2018. “What’s great about Larkin Plaza is that it’s precisely the type of development we need in Yonkers to meet the growing demand of people who want to live here,” Yonkers Mayor Mike Spano said at the groundbreaking. Once completed, Larkin Plaza will include a 25-story building with 280 rental apartments and a 17-story, 159-unit building. A
new plan by the city of White Plains for its downtown transit district envisions open space, street-level retail and pedestrian-friendly blocks serving as a grand entrance to the city from its Metro-North train station. And while the strategic plan is thinking long term, some of the desired development in the area is already on its way. The city’s plan for the district comes following a yearlong community review process, funded by a state grant. The plan, presented to White Plains residents Dec. 12 at the Reckson Building at 360 Hamilton Ave., addresses how the city can push developers toward transit-oriented development principles. Transit-oriented development, an urban planning concept increasingly embraced in Westchester communities, stresses mixeduse residential buildings and walkable streets with easy access to train stations or other forms of mass transit. The White Plains transit district includes the Bee-Line TransCenter that routes county buses, the Metro-North train station, a parking garage and surface lot near the station, White Plains Fire Department Station No. 2, the Westchester County Center, the west portion of the central business district, the east portion of the Battle Hill neighborhood and parts of the Bronx River Parkway. It’s a district that White Plains Mayor Thomas Roach described as in need of improvement to create a “better sense of arrival.” “Right now when you come into the train station, it looks kind of like Emerald City, you see all this glass and steel, you don’t see any real life,” Roach said. “We can do something that does justice to our city and that’s certainly what we are looking to do.” The transit district has already been targeted by developers. The owners of White Plains Mall on Hamilton Avenue in the district have proposed a mixed-use makeover for the decades-old mall that includes a craft food hall, public space and 600 apartment units. Beyond that, there’s been repurposing of old buildings and new construction along the formerly industrial Westmoreland Avenue and a $250 million, 561-unit mixeduse apartment tower complex at 55 Bank St. that’s already in the first phase of construction. “We’ve seen more growth in the downtown study area in White Plains than in the city as a whole and in Westchester County, and that’s no surprise either,” White Plains Planning Commissioner Christopher

Gomez said. “From 2000 to 2015, I think I wouldn’t be wrong in saying we kind of led in the region, at least in Westchester, in really constructing that (transit-oriented development) opportunity and new housing starts.” To help develop a long-term plan to grow the transit district, the city received a $1 million grant from the New York State Energy Research and Development Authority in 2015 to fund a study of its uses. That study has included a series of community forums on the district, online questionnaires and additional study and consulting led by the international planning firm WSP | Parsons Brinckerhoff. Gomez walked White Plains residents in attendance through the main goals of the strategic plan for the district.

Plans call for dedicated bicycle lanes, a bike-share program, bike corrals for storage and cycle tracks and bike lanes that are physically separated from the street. For pedestrians, the plan pitches new crossing lanes to improve access to the station from the Battle Hill neighborhood and safety and aesthetics improvements on existing sidewalks.
ADDING OPEN SPACE, AMENITIES AROUND STATION
A central gathering space near the station, such as a park, could be used as a new public green for the city, Gomez said. “Think big, right? Think Pike Place (Market) in Seattle,” Gomez said, referencing a public market that is a major destination for both tourists and residents in Seattle. “We can have an opportunity in White Plains for something like that.” Gomez said the city’s challenge is to try to “weave back the urban fabric” around the station. That means residential uses, retail opportunities, streetscaping and small parks throughout the district. Other changes at the station would target maximizing existing parking and updating the taxi, shuttle and pick-up area to increase efficiency.
IMPROVEMENTS TO METRO-NORTH STATION
Michael Shiffer, vice president of planning for MTA Metro-North Railroad and a member of the city’s stakeholder task force, said White Plains represents the
second-busiest station Metro-North operates, responsible for about 13 percent of all Harlem Line ridership. Shiffer said Metro-North is examining potential plans for the future of the station, which “doesn’t happen overnight.” “There’s different levels of investment with getting the station from what might currently be something that functions but is not very appealing to something more appealing, and then something that people can be very proud of,” Shiffer said. The state has hired an architecture firm to “refresh” several Metro North stations, Shiffer said, but designs have not been finalized. The first phase of renovation, he added, will change the look and feel of the station without major structural changes. “I think what we see in the very short term with the station enhancement will, in that short term, show very nicely with improvements in the plaza,” Shiffer said.
ECONOMIC DEVELOPMENT
The different development scenarios offered by the city focus on 4.5 acres of land around the train station that White Plains controls. What Gomez described as the preferred scenario, from public comments and technical analysis, envisions a public square between Bank Street, the train station and Hamilton Avenue, with mixed-use development projects with street-level retail surrounding the open space. The next step for the district involves finalizing the strategic plan, developing a transit district zone for the White Plains Common Council to approve and then issuing requests for interest from developers for the areas targeted for development. Roach said that by rethinking the zoning, the city can incentivize development to focus on transit-oriented principles. “What you’re hearing is a change in approach to zoning to go to a form-based code, which gets to design of the buildings and how we want them to look instead of just accepting what developers bring in,” Roach said. “We want to be in a position to talk to developers frankly about what we want to see as a city.” The city is expected to post the final strategic plan to its website before the end of the month.

Ailing Avon moves NYC jobs to Rye, changes sales tax deal BY BILL HELTZEL bheltzel@westfairinc.com

estchester County has agreed to amend a 2011 sales tax deal with Avon Products in the hope of preserving jobs in Rye for a few years as the beauty products company restructures globally and tries to reverse declining revenues. The Westchester County Industrial Development Agency shortened the term of the 15-year agreement made five years ago and reduced the number of jobs the company must retain to qualify for a tax exemption. Avon expects to be a “presence in Westchester for the foreseeable future,” James Scully, Avon’s chief financial officer and chief operations officer, told the IDA on Dec. 8. He defined “foreseeable” as three to five years. “But beyond that it is difficult for us to know what will happen,” he said. Avon has closed its office in Manhattan and moved about 100 senior people to Rye
and 80 to a research and development facility in Suffern, where the company built its first factory in 1897. Last December, after three years of declining revenues and profits and an $8 billion drop in market capitalization, Avon sold its North American business to Cerberus Capital Management. It announced a threeyear turnaround plan. Headquarters would be moved to London, costs would be cut by $350 million and the quarterly common stock dividend would be suspended. “We’ve struggled for a period of time and it’s gotten worse since 2012 to 2015,” Scully told the IDA board. Most of Avon’s profits come from emerging markets overseas, and a strong dollar has resulted in $1 billion in foreign currency losses. Last year Avon recorded $6.1 billion in revenue. The future looked brighter in 2011, when Avon had more than $10 billion in annual revenue. That year, Avon asked the IDA for sales tax exemptions worth an estimated $16.6 million over five years at the Rye facility.
The plant at 601 Midland Ave., next to the Rye train station, has been in operation since the late 1950s. It houses the global data center, financial services and accounting, a distribution center and general corporate offices. By 2011, the two-story, 173,315-squarefoot building was in serious need of interior renovations if it were “to remain a viable location for Avon in the long term,” the company said that year in its IDA application. Avon asked for a 15-year tax exemption on $17.7 million in renovations and $44.8 million a year in software investments. It pledged to retain 668 jobs. The alternative was to move operations to Connecticut or Atlanta. “Without this abatement,” the company said, “Avon will face a financial imperative to relocate their facility to another state where tax abatements are substantial.” Avon got the exemption. Since then, renovation plans, which had grown to a $20 million to $30 million project, have been dropped. Avon has invested only $5 million in Rye, for ongoing repairs and maintenance and to relocate the Manhattan staff. The company in 2014 eliminated 130 jobs at its 44 S. Broadway office in downtown White Plains, which closed after Avon aborted the rollout of a global program to change the company’s order service system, and axed 12 employees at its Rye facility. McCullough, Goldberger & Staudt in White Plains, asked the IDA to cut five years off the length of the 2011 agreement, ending the deal in 2021 instead of 2026. He asked to cut the number of jobs that must be retained to keep the tax exemption, to between 450 and 500. If jobs fall below that threshold, he asked that repayment of tax benefits be prorated from 100 percent in the first year to 20 percent in the fifth year of the new agreement. The alternative, observed IDA Vice Chairman Kevin Plunkett, is to get into a “recapture battle” over tax benefits to enforce the 2011 agreement and “discourage Avon from even considering Westchester. And they’ve been good corporate citizens since 1956. So the options are clear to me.” The board adopted Avon’s request unanimously.

N
ew Jersey-based developer Heidenberg Properties Group has been granted final site plan approval by the town of Carmel for the renovation and expansion of the Lake Plaza Shopping Center. Located off Route 6 at the intersection of Baldwin Lane in Mahopac, the new development will include the construction of a 54,000-square-foot Stop & Shop. To make way for the grocery store, the company will demolish a 24,000-square-foot Key Food supermarket and 7,800-square-foot CVS Pharmacy. The new building will expand Lake Plaza Shopping Center from 141,000 square feet to nearly 165,000 square feet. Heidenberg Properties anticipates starting construction in the spring, with new and expanded tenants opening shortly thereafter, either in late spring or summer of 2017. “This timeline remains a bit fluid because of all the moving pieces going on,” said Jason Lazar, Heidenberg’s vice president of operations.
Carmel Town Supervisor Kenneth Smith said the redevelopment of the shopping center is “long overdue.” “This project will hopefully revitalize and rejuvenate a local shopping destination that in recent years has experienced a decline in shopping activity,” he said, adding that several retail stores have closed their doors, leaving a number of vacant storefronts. In addition to the new supermarket, Heidenberg Properties will renovate the shopping center’s facade, repave the parking area and upgrade the site’s lighting. Heidenberg Properties officials said the shopping center will have a more modern look and a better traffic flow with 716 parking spaces. The company anticipates adding “a variety of new inline tenants.” According to the company’s website, an existing 77,980-square-foot Kmart will remain in its storefront at 987 Route 6 in the Lake Plaza center. Other tenants will include a nail studio and spa, a wine and spirits retailer, a pizzeria and a Pet Valu store. More than 21,000 square feet of retail space remains available. Smith said he hopes the improvements will transform the area into a modern, more
aesthetically pleasing shopping destination. “This transformation from an old to a new look should attract new retail businesses and more importantly, bring back the consumers,” he said. Though Lazar declined to disclose the cost of the project, he said both Heidenberg and Stop & Shop are making “significant investments” in the redevelopment. The Mahopac Stop & Shop will serve as a prototype for the grocery chain’s future stores and feature an expanded footprint with a new layout. “When they can design it from ground up, they’re getting what they believe will be the very best product,” Lazar said. Stop & Shop operates 419 stores throughout New York, New Jersey, Massachusetts, Connecticut and Rhode Island. It is one of 22 brands and 6,500 grocery and specialty stores operated by Ahold Delhaize. Heidenberg Properties Group is a Closter, N.J.-based real estate developer that owns and manages open-air shopping centers and retail properties in the eastern U.S., including Kohl’s at Staten Island, Plaza 48 in Queens, Tops Plaza in Greenville and South Port Shopping Center in Shirley.
AILES UNLOADS PUTNAM COUNTY NEWSPAPERS ELIZABETH AILES, WIFE OF FORMER Fox News chief Roger Ailes, has sold the two newspapers she owned and published in Putnam County, the newspaper recently announced Tuesday. The two papers, the Putnam County Courier and the Putnam County News & Recorder, were sold to its editor-in-chief and associate publisher Douglas Cunningham for an undisclosed amount, according to the report on the Putnam County Courier’s website. The article called the sale the “capstone” of Elizabeth Ailes’ 20-year career in broadcasting and cable television. Roger Ailes was forced to step down as chairman of Fox News earlier this year following a high-profile sexual harassment suit from former Fox News anchor Gretchen Carlson. The Ailes family owns a home in Garrison. The Ailes bought the 50-year-old Putnam County News and Recorder broadsheet in 2008 and the 175-year-old Courier a year later. Elizabeth Ailes has owned and published the newspapers since. include a three-story parking garage with a 539-vehicle capacity. Scott Rechler, chairman and CEO of RXR Realty, said the development will provide a top-quality alternative to the highpriced housing in New York City while creating jobs, services and tax revenue for residents of Yonkers. “This really is a remarkable place,” Rechler said of Yonkers. “It has all the ingredients that you want to see to really make it a 21st century city.” During the ceremony, city and development officials also paid tribute to Rising Development founder Nick Sprayregen, who died in July. Sprayregen was a major downtown landlord who paid roughly $30 million to acquire an assemblage of commercial and residential properties that encompass more than 3 acres in the heart of the city’s downtown redevelopment area. “The vision that Nick had to amass these properties and to bring this all together is something that we’re very grateful for,” Spano said. In memory of the late developer, a rooftop terrace shared by the development’s two towers will be named after Sprayregen. “I’m sure he’s thrilled that Yonkers, the

community he recognized (had) so much promise, is taking this important step forward,” Rechler said. Rising Development, now helmed by CEO Tim Rutledge, continues to move forward with Sprayregen’s vision for the city. One block from Larkin Plaza, the development company demolished a building at 36 Main St. in October, where an exterior brick wall had borne a section of a three-part,

Mill Street, a one-block, dead-end lane behind Main Street and Warburton Avenue, has been redeveloped into a public area and walkway named Mill Street Courtyard. now underway. Its centerpiece is 2 Mill St., a former warehouse being converted into 40 live-work lofts for artists and entrepreneurs and retail space. City officials said the Larkin Plaza project stands as one of the largest private developments in downtown Yonkers in decades and will complement the substantial public and private investment the city’s downtown has seen in recent years.

The plan was in response to a shrinking commercial tax base in the region that got its platinum nickname from the major companies, such as Texaco, IBM and General Foods, that opened headquarters
along Westchester Avenue and I-287 following a development boom in the 1960s. The Platinum Mile’s commercial properties represented 60 percent of Harrison’s tax revenue 30 years ago, but just 12 percent by 2012, according to the town’s master plan The Wegmans location would be down the street from a 421-unit residential building developed as a partnership between Normandy Real Estate Partners and Pennsylvania-based luxury home developer Toll Brothers. That project, scheduled to begin construction early next year, will convert mostly vacant Exchange office buildings at 103 and 105 Corporate Park Drive. Frank S. McCullough Jr., a senior partner at McCullough, Goldberger & Staudt LLP in White Plains, which is representing Normandy and Wegmans on the application and represented Normandy on the residential conversion, hinted last month about more development to come in the corridor. “Stay tuned,” he said at a Nov. 17 presentation hosted by the Commercial Investment Division of the Hudson Gateway Association of Realtors in White Plains. “Because in the next month or so we will have a major application for what is the remaining large parcel of the Harrison I-287 corridor.” The application from Wegmans and Normandy is on the agenda for the Harrison Planning Board’s Dec. 20 meeting.

The grocery store chain generates a huge amount of national attention relative to its size. A Buzzfeed food article hailed it as the “Greatest Supermarket The World Will Ever Know.” The Washington Post ran an article last year headlined “Why Wegmans really is the best supermarket in the U.S.” The chain’s 47,000 employees are consistently rated among the happiest, according to lists from Fortune and Forbes magazine that both place Wegmans in the top 10 best places to work nationally. The company had annual sales of close to $8 billion in 2015, it reported on its website. The Harrison location would follow several other expansions by the company in the tristate region. Wegmans will open two New Jersey locations in 2017 and a store in Brooklyn’s Navy Yard at an undetermined date. The current office buildings on the tar-

The buildings, part of Normandy’s Exchange portfolio, are expected to have an overall occupancy rate of about 2 percent next year, according to the filing to the Harrison Planning Board. The Wegmans location on the Platinum Mile would follow a plan from the town of Harrison to revamp its I-287 corridor, referred to as the Platinum Mile. And so nearly 130 years since Vassar Hospital opened in Poughkeepsie with its four wards of 10 beds each and three private rooms boasting river views, Vassar Brothers Medical Center now is looking to July 2019, when it opens the doors to a 696,000-square-foot, seven-level inpatient

n employee at the Westchester headquarters of the Leukemia & Lymphoma Society has been charged with steering jobs to a temporary staffing company in exchange for $274,000 in kickbacks. An indictment against Nimesh Patel, 45, of Woodcliff Lake, New Jersey, and Dilip Vadlamudi, 45, of Carmel, Indiana, was
unsealed Dec. 7 in U.S. District Court in Manhattan. They are accused of conspiracy to commit wire fraud and money laundering from 2012 to 2014. Patel worked for a large, national nonprofit health care organization, unnamed in the indictment but referred throughout as the “Society” — headquartered in Westchester. A spokeswoman for the Leukemia & Lymphoma Society in Rye Brook confirmed that Patel had worked for the nonprofit.
Vadlamudi owns a temporary staffing company in Indiana, also unidentified in the indictment that places information technology professionals. His LinkedIn page describes him as president of Pyramid Technology Solutions Inc. in Indianapolis. Patel was authorized to hire temporary IT employees and approve the invoices. Vadlamudi’s firm was one of three vendors the nonprofit used for hiring temporary IT workers on an as-needed basis. The organization paid Vadlamudi $2.2 million for about 36 workers. In 2014, the nonprofit hired a law firm to investigate allegations of bribery and kickbacks in the IT department. Patel denied ever receiving money from

Vadlamudi, according to the indictment, and told the nonprofit’s investigators that they had little contact with one another. Actually, the government said, the men had a close personal relationship and had exchanged 790 emails in five years. Patel allegedly set up a shell company, Dots Consulting Inc., opened a bank account and began depositing large sums from the bank account of a second company controlled by Vadlamudi. The men exchanged emails that described their transactions, the government says, including a code that referred to the amount of kickback to be paid per employee per hour. In October 2012, for instance, Patel messaged Vadlamudi, “I am all set up on my side. Please send me the details on your side ASAP please.” Vadlamudi replied, “Based on the spreadsheet you sent it seems that the amt is 9219.” Nine days later, $9,219 was deposited in the Dots bank account. Patel allegedly used the kickbacks for a down payment on a residence, a life insurance policy and credit card bills. The government says Patel also gave Vadlamudi inside information, for example, alerting him that a competitor had donated $3,000 to sponsor the nonprofit’s 2013 holiday party. “Just want to give you a head up,” Patel messaged, “so you know how to play it when it comes to you. Please treat this as very confidential.” The case was investigated by the U.S. Postal Inspection Service. The prosecution is being led by Assistant U.S. Attorney Richard Cooper.

ethel Methodist Home Inc. is taking over the bankrupt Westchester Meadows retirement community in Valhalla, with financial assistance from the Westchester County Local Development Corp. The LDC, a public authority associated with the county, approved revenue bonds with a principal amount total estimated at $30 million, but not to exceed $48 million, on Dec. 8. The bonds will refinance a bridge loan that was used to buy the facility and to pay for renovations. The new financing consists of a mix of tax-exempt and taxable revenue bonds. Cross Point Capital LLC of Charlotte, North Carolina, has agreed to buy the bonds. Bethel bought the retirement home for $16.1 million cash and the assumption of liabilities from the previous owner, Hebrew Hospital Senior Housing Inc., in a transaction approved by U.S. Bankruptcy Court for

the Southern District of New York. Bethel also has borrowed $6 million from Wilmington Trust, according to a mortgage filed in November, and it is putting $2 million of its own equity into the project. The retirement community has been renamed The Knolls, and Bethel is promoting it to attract additional residents. It has 120 apartments, 10 “enriched housing” apartments, 20 skilled nursing beds, a dining facility, an indoor pool and medical facilities on 29.5 acres at 55 Grasslands Road in Valhalla. About 76 of the apartments, or 63 percent, are occupied. The Knolls expects to break even on the investment within two years, a Bethel representative told the LDC. Bethel plans to make “mostly cosmetic” improvements, according to its LDC application, such as paint, carpeting, finishes, apartment upgrades, siding and roof repairs. Construction is expected to be finished in 18 months. Dining options and the wellness pro-
gram also will be enhanced. Bethel says it will retain about 50 fulltime employees and fill another 10 housekeeping and maintenance positions when it reaches full capacity. The LDC also approved a mortgage recording tax exemption of $208,000. Westchester Meadows was financed with a $48.1 million tax-exempt bond issued through the Westchester Industrial Development Agency. It opened in 2002 but incurred net operating losses from the time it opened, according to court filings. Losses began to worsen in 2008 during the national financial crisis. From 2008 to 2013, the retirement community lost about $4.7 million. Last year, Hebrew Hospital filed for Chapter 11 bankruptcy, listing assets of $36 million and liabilities of $65 million. Bethel Methodist Home is a nonprofit organization, founded in 1911. It operates senior living facilities in Ossining and Croton-on-Hudson, where it is based. It also provides respite and hospice services, adult day care and home care.
COUNTY AGENCIES BACK $604M IN PRIVATE INVESTMENT WESTCHESTER COUNTY DEVELOPMENT AGENCIES THIS year supported $604 million in private investment and helped create or retain about 2,179 jobs. Those numbers, highlighted in a yearend report recently presented to the Westchester County Industrial Development Agency, include projects by the IDA and the county Local Development Corp. Examples of 2016 IDA projects include: Tax-exempt bonds for Million Air Two for $80 million in renovations and upgrades to its corporate aviation facility at the county airport, creating 52 jobs. Tax relief of $1.1 million for Sheldrake Station Development LLC for a $35 million, 100-unit apartment project on distressed property in Mamaroneck. Tax relief worth $2.8 million for Saber Dobbs Ferry LLC, the developer of Rivertowns Square in Dobbs Ferry. The tax exemptions will support construction of a $l0.7 million movie theater, restaurant and bar that will create 80 construction jobs and about 200 full-time and part-time theater jobs. The LDC enables nonprofit organizations to save money by financing projects with tax-exempt bonds. Examples of 2016 LDC projects include: A $284 million tax-exempt bond to finance Westchester Medical Center’s ambulatory care pavilion in Valhalla, creating 225 construction jobs and 180 hospital jobs. Refinancing a $40 million tax-exempt bond and issuing a new $4 million taxable bond for Sarah Lawrence College. The original bond financed construction of Campbell Athletic Center. The new financing is expected to save the college $7 million over the next five to six years and minimize annual tuition increases. Taxable and tax-exempt bonds worth an estimated $30 million but not to exceed $48 million, and $208,000 in tax relief, to help Bethel Methodist Housing Inc. take over the bankrupt Westchester Meadows retirement community in Valhalla. Bethel says it will retain 50 jobs and add 10. The IDA board also renewed a marketing services contract with Thompson & Bender for $102,000 for one year. The public relations firm promotes the development agencies at various real estate events. Next year, Liz BrackenThompson said, the firm will focus on explaining the advantages of relocating in Westchester to Manhattan companies in the fast-growing TAMI sector, referring to technology, advertising, media and information. —Bill Heltzel

Building thriving companies is all about building in work-life balance, because of the other things good work-life balance causes those companies to build. It’s stressful and tiring to stay on point day after day. Changing the scenery can often translate into a change in perspective. Whether it’s overnight, a few days, a week, or months that you take off, stepping away gives you a chance to recharge your batteries. Even if you replace mental activity with a physical workout, that’s a well-needed break from the constant intellectual demands of business. The human brain, when on point and trying to control and critically process information, gets tired. The brain needs breaks to help it stay on point. Look at getting away as a chance to assess priorities and adjust focus. Boost confidence, productivity and competence by letting go of those tightly held reins on the company. Taking a holiday from work allows your brain to work differently. Often solutions bubble to the top when your attention is diverted and the pressure to focus on problems lets up. Those are the “aha” breakthrough moments that seem like gifts.

ew York state will offer new and existing life science companies and their angel investors up to $550 million in tax credits, capital grants and investment capital in an effort to spur the growth of a life science research cluster in the state, whose epicenter could be Westchester County, where the state’s largest biotech company is headquartered, and the mid-Hudson Valley region. Gov. Andrew M. Cuomo on Dec. 12 announced the initiative, which also will include $100 million in matching capital for early stage companies from privatesector investors partnering with the state. Cuomo’s office said he will announce those public-private partnerships during his 2017 State of the State address next month. The life sciences sector, as state officials noted, spans the fields of biotechnology, pharmaceuticals and biomedical and life
systems technologies and includes organizations and institutions largely focused on various stages of research, development, technology transfer and commercialization. Under Cuomo’s proposed program, the state will provide a total of $250 million in state income tax breaks to companies expanding research and development. Existing businesses creating new jobs would be eligible for an annual allocation of $10 million in Excelsior tax credits. New life science businesses could receive a 15 percent refundable tax credit on all new qualifying research and development expenditures. Small businesses in the life sciences industry could be eligible for a 20 percent credit. Angel investors would receive a tax credit equaling 25 percent of their investment, with a maximum credit of $250,000 per investor. Let them deal with problems, create solutions and figure out how to keep things moving along productively. When you get back, assess what went well in your absence. If there were problems, resist the temptation to step in to fix things. Ask people to brainstorm with you to create the solutions that they can build to make things run more smoothly. As you practice getting away from the business in order to gain perspective and refresh, think also about how valuable the same would be for your employees. They deal with the same pressing, time-sensitive challenges. As you unload, be careful that your employees don’t get more wrapped up in work, trying to meet new challenges and fill in the gaps your absences create. Consider company trips, company spon-
sored sabbaticals and increasing time off. Challenge employees to build their support networks, so they can get away more. Look for opportunities to increase loyalty and engagement by supporting employee work–life balance. The effort your brain puts into focusing on tasks and managing everything from productivity to emotions to relationships depletes precious energy reserves. Unless you take time out to rest and recharge, your control centers in the brain wear down. would provide $200 million over 10 years in capital support for life science companies. And the state will make available taxfree more than 3.2 million square feet of innovation space and 1,100 acres of developable land at 45 colleges and universities across the state under Cuomo’s budget proposal. In the seven-county mid-Hudson Valley region, a total of 70,270 square feet of space will be offered at seven private and public colleges, although no land acreage is targeted for development here. The largest available spaces are at the financially distressed College of New Rochelle, where 20,334 square feet is available, and Sullivan Community College in Loch Sheldrake, where 18,496 square feet of space will be offered. For early-stage life-science businesses, the state would pledge an additional $100 million in investment capital, to be matched by private-sector investors. Cuomo also announced plans to establish life sciences internship, researcher recruitment and entrepreneurial mentoring programs designed to attract top researchers to work with the state’s academic centers and medical schools and help new firms succeed and grow in New York.
The state initiative will be guided by a life sciences advisory board, drawn from leaders in life science disciplines in both industry and academia, whose members will be announced in Cuomo’s State of the State address. Applauding the governor’s $650 million initiative, The Business Council of Westchester President and CEO Marsha Gordon in an announcement to members credited Dr. Leonard Schleifer, founding president and CEO of Regeneron Pharmaceuticals Inc., with “helping to drive this bold and innovative initiative.” Schleifer also serves under Cuomo as co-chair of the state’s Mid-Hudson Regional Economic Development Council, and Gordon is a regional council member. At Regeneron on the Landmark at Eastview life sciences campus near Tarrytown, Schleifer leads the state’s largest and fast-expanding biotech employer. Westchester also is home to BioInc@NYMC, a biotechnology business incubator on the New York Medical College campus in Valhalla. And the Hudson Valley Economic Development Corp. in New Windsor for several years has led NY BioHud Valley, a marketing initiative and public and private partnership to develop a biotech industry cluster in the region.

bout $83 million in state money has been awarded to 105 development projects in the mid-Hudson Valley region, including $12 million to public and private-sector projects in Westchester County, Gov. Andrew Cuomo announced in Albany on Dec. 8. The grant money was awarded in the latest round of funding in the state’s Regional Economic Development Council initiative, a competitive program among 10 regions of the state launched by Cuomo at the start of his administration to spur jobs creation and economic development. State agencies in this sixth application round approved more than $700 million for capital projects statewide. The 21-member Mid-Hudson Regional Economic Development Council represents Westchester, Rockland, Putnam, Orange, Dutchess, Ulster and Sullivan counties. The council was designated a “Top Performer” in this round of funding. Five regions judged top performers each received about $80 million in state funds, while the remaining five regions each received about $60 million. Finger Lakes, Mohawk Valley, Capital Region and New York City were the other regions to receive the top designation. Last year, the mid-Hudson region received $90.4 million supporting 109 projects. In 2014, $82.8 million went to 118 projects in the region. In total, the region has been awarded $475.9 million for 574 projects, out of more than $4.6 billion in funding the state has awarded over six years. In Yonkers, The Armory Foundation, a Manhattan nonprofit, was awarded $2 million for an indoor sports and event center proposed to be built on the roof of the Kawasaki Rail Car factory building in the i.park Hudson complex at 29 Wells Ave. The $15 million project would add 137,000 square feet of recreational space. Developers expect the project to generate $1 million in tourism spending and attract 100,000 visitors per year, according to the mid-Hudson council’s 2016 progress report. The Armory Foundation manages New
Balance Track & Field Center at The Armory in Manhattan’s Washington Heights neighborhood, which annually hosts more than 100 track and field competitions for more than 125,000 athletes and 500,000 visitors. “We are confident this state-of-the-art facility will be invaluable to Yonkers and all Hudson Valley residents, significantly benefiting student-athletes, while encouraging recreational use and tourism and creating quality new jobs,” Norbert Sander, president of the Armory Foundation, said in a press release. Marsha Gordon, president and CEO of The Business Council of Westchester and a member of the Mid-Hudson Regional Economic Development Council’s executive committee, said the region was the “big winner” in this funding round and highlighted the Yonkers sports center. “This project, which is being developed by Joe Cotter of National Resources, will further transform the city’s downtown,” she said in a statement following the awards. Elsewhere in the region, Merlin Entertainments PLC received $3 million for the Legoland development project in Goshen, a $500 million, 153-acre theme park. Rejected in Haverstraw in Rockland County, the proposed project in Orange County is still under review by town officials. Following are projects by private-sector companies and nonprofits in the mid-Hudson Valley that were awarded $500,000 or more by state officials in this funding round.
DUTCHESS COUNTY
Beacon Institute for Rivers and Estuaries was awarded a $500,000 grant from the state Office of Parks, Recreation and Historic Preservation for its project to convert part of an abandoned factory building at Dennings Point in Beacon into a multipurpose public asset that includes a picnic pavilion and to stabilize and restore adjacent Hudson River shoreline. The Boys and Girls Club of Newburgh was awarded $500,000 for its purchase of the Columbus Trust Bank building in the city’s East End Historic District as the new home of the Center for Arts and Education. The Foundation for Vassar Brothers Medical Center in Poughkeepsie was awarded $2.5 million for the second phase of its $500 million patient pavilion construction project. The new pavilion will replace the hospital’s semi-private medical and surgical rooms with 264 private rooms

and include 30 ICU rooms, a new emergency department and new operating rooms and interventional suites. Marist College was awarded a $1 million grant for the second phase of its Fulton Technology Crossroad project to redevelop a former waste recycling center in Poughkeepsie as the college’s Center for Innovation and Entrepreneurship and provide office space, advance technology and other resources for small and medium-size businesses.
POUGHKEEPSIE WATERFRONT
Development LLC will receive $2 million for its proposed $18 million redevelopment of a 14-acre parcel on the city’s southern waterfront. The plan calls for expansion of the city’s marina; a high-end marina club with a restaurant and pool; an 80,000-square-foot mixed-use building with a spa, tourism shops and 35 luxury apartments, and two open green spaces. Poughkeepsie-Highland Railroad Bridge Co. Inc. will receive $500,000 from the state Office of Parks, Recreation and Historic Preservation for a new welcome center at the east entrance to the Walkway Over the Hudson State Historic Park. T-Rex Hyde Park Owner LLC, the developer of Bellefield at Hyde Park, was awarded a $2 million grant toward the second phase of a $23-million redevelopment of the park opposite the Culinary Institute of America campus. Second-phase construction will include a 10,000-squarefoot restaurant, 15,000-square-foot spa and 48,000 square feet of retail space on the ground floor of a 40-unit market-rate rental apartment building. The project is led by T-Rex Capital Group LLC, headquartered in Stamford.
ORANGE COUNTY
Safe Harbors of the Hudson Inc. was awarded a $500,000 New York Main Street grant from New York State Homes and Community Renewal to design and build a new roof on the Ritz Theater in downtown Newburgh for future redevelopment. Star Kay White Inc., based in Congers, will receive a $2.25 million grant toward a new manufacturing facility in the Warwick Valley Office and Technology Park in
Orange County and $350,000 in Excelsior Jobs Program tax credits for the expansion. Tuxedo Hudson Management LLC, an affiliate of the Tuxedo Hudson Co., was awarded $750,000 for the second phase of a TuxedoSloatsburg corridor revitalization project to develop a stretch of Route 17 in Orange and Rockland counties as a tourist-attracting gateway to the Catskills.
ROCKLAND COUNTY
Jawonio Inc., a nonprofit provider of services for people with developmental disabilities, mental illness and chronic medical conditions, was awarded $825,000 for the final phase of construction of its new consolidated campus in New City. Urban Electric Power Inc., a technology startup company, was awarded a $1 million grant to expand its pilot facility into a full-scale battery manufacturing plant on the former Pfizer Inc. campus in Pearl River. The company manufactures rechargeable zinc manganese dioxide batteries.
ULSTER COUNTY
Health Alliance of the Hudson Valley in Kingston was awarded $500,000 to build a medical simulation center and learning lab for students in an unused ambulatory center at the health Alliance Medical Village. Rupco Inc. will receive $1 million for its planned redevelopment of a vacant 70,000-square-foot factory in Kingston for repurposing as a film and television production and post-production studio by an anchor tenant. Star Estate Development Group, an affiliate of Star Estate Distillery, was awarded $750,000 to relocate its Star Vodka brand from Oregon and establish a craft distillery in the town of Esopus, where it will expand its spirit production lines and develop a 25-room boutique hotel, event space and small organic farm.
WESTCHESTER COUNTY
AKRF Inc., an environmental planning and consulting firm, was awarded $500,000 for a project with the city of New Rochelle to convert two downtown one-way streets, Huguenot and Main, into two-way streets. Historic Hudson River Towns, a nonprofit municipal consortium based in Westchester, will receive a $500,000 grant toward its project to create the Sing Sing Prison Museum in Ossining. The museum would be housed in the 1936 Prison Power House with access to the original 1825 cellblock. Touro College of Dental Medicine, which opened this year in Valhalla on the New York Medical College campus, was awarded $750,000 for the primary care and multispecialty dental clinic it plans to open for Hudson valley residents.

2017 could be a good year for the economy and investors
I
am optimistic about the domestic economy for 2017. While consumer confidence has been on the rise since the presidential election, we should not forget that GDP growth over the past three quarters has been increasing, signaling the potential for higher growth in 2017. With job growth also running at a moderately good pace and
unemployment below 5 percent, there are signs that the stage is being set for an economic rebound in 2017. According to the most recent GDP report, consumer spending continues to be a driver of economic growth. Consumer attitudes have remained positive, above the long-term average, thus I expect consumers to continue increasing spending in line with
income. To me, that is an indicator that investors should consider consumer cyclical stocks, for example. One aspect of the overall economy that might experience a boost and of particular interest to our regional economy is the aerospace and defense industry. While investors should keep in mind that there are still many unknowns when it comes to which policies will be enacted, Presidentelect Donald Trump has indicated expansions throughout our military. Some analysts have estimated that Trump’s proposals to the military would

cost about $55 billion to $60 billion extra per year over four years, for the basics, with full implementation more in the range of $300 billion over the same four years. For example, his previously stated plans include boosting today’s Army significantly, adding more ships and submarines for the Navy, more aircrafts for the Air Force and increasing the number of Marines, among other initiatives. It remains to be seen if Presidentelect Trump will pursue these previously stated objectives. Just as significant is how Congress may respond, particularly with the 2011 spending caps in place. Still, industries impacted by potential increases in the defense budget may be an area worthy of investor consideration, for those willing to accept the associated risks and willing to research which companies may offer the greatest opportunities. There is another area worthy of investor consideration: cybersecurity. If the current climate is any indication, it seems reasonable to expect that cyber incursions will continue to be a major issue in 2017 and beyond. In fact, a recently released report strongly advised the Trump administration to make cybersecurity a high national priority, with hiring and training of cyber experts and other investments in the hightech industry. Here too, investors should be especially cautious, making sure a company’s offerings are realistic and deliverable — at a profit. With anticipated stronger overall growth momentum, potential for increased prices for oil, combined with the new administration’s promise for increased domestic production across the energy sector and the dollar’s appreciation against other major currencies, a case can be made for inflation to hit or even exceed central bank targets over the next two years. This could in turn lead to improved opportunities for markets and investors. As always, however, there are never any guarantees. All investors should be mindful of changing economic conditions and ever vigilant in monitoring their portfolios. Meanwhile, we exit 2016 with a recordbreaking stock market run. A year ago, who would have believed that a Dow Jones Industrial Average of 20,000 would actually be within sight as we close out the year? What unforeseen and unpredictable factors may arise in the months ahead to influence the stock market and the economy? Now is the time to reevaluate our objectives and remain flexible and able to make any adjustments in investment strategy that may quickly arise. CELEBRATING THE POWER OF PARKS The Westchester Parks Foundation held its Annual Reception on Dec. 1 at the Kensico Dam in Valhalla, using the backdrop of the Westchester’s Winter Wonderland attraction to underscore the event’s theme, “Celebrate the Power of Parks.” (See our separate item about Winter Wonderland.) This year’s honorees were the Westchester Knicks, Eastern Land Management and Thompson & Bender. “Westchester’s Winter Wonderland is such a great example of how we are bringing the community together at one of our most enjoyed county parks,” said Joanne Fernandez, chairperson of the nonprofit foundation. “The reception gave us an opportunity to celebrate parks and thank those who have been our cheerleaders.” The foundation’s mission is to encourage continued investment in Westchester County’s 18,000 acres of parks, trails and open spaces.
Westchester Knicks and Eastern Land Management were recognized for their commitment to the community, as well as their support of the foundation and work with the county’s parks department on various programs. The Westchester Knicks is affiliated with the New York Knicks in the National Basketball Association. Eastern Land Management provides commercial landscape management services throughout the New York metro area. Thompson & Bender was recognized for its dedication to Westchester parks, in particular promoting the programs and initiatives of the foundation. Thompson & Bender is an advertising, marketing and public relations agency. Joseph Stout, executive director of the foundation, praised the award recipients by saying, “Their dedication to our mission and to stewardship and park initiatives has helped grow and enhance our organization and the parks we use every day.”

Young London was born prematurely at the medical center’s Maria Fareri Children’s Hospital. She was only 34 weeks old at birth and the hospital staff is credited with saving her life. In addition to food, rides and costumed characters, there’s a 70-foot by 90-foot ice rink sponsored by the New York Rangers, aptly named “RangersTown.” Entertainment is presented inside an 800-person circus tent. There are pony and camel rides on the weekends. General admission for Westchester’s Winter Wonderland is $15 per person; ages 5 and under are free (ticket price allows for unlimited access to amusement rides, ice skating and rentals, as well as visits with Santa Claus). LUNG CANCER SURVIVORS GATHER AT PHELPS

November was Lung Cancer Awareness Month, and a group of lung cancer survivors who had been treated at Phelps Hospital went back to the hospital to join with family, friends, physicians and other health care providers for a “Celebration of Life.” They were welcomed to the event at James House, on the Phelps campus by Avraham Merav, their thoracic surgeon and chief of thoracic surgery at the hospital. The survivors shared their stories and reconnected with those who were responsible for their recovery, while expressing gratitude for a newfound appreciation of life. Daniel Blum, president and CEO of Phelps, told the group that the hospital’s oncologists are now “…developing the Northwell Cancer Institute at Phelps Hospital,
which will open next year, ensuring that our community will continue to have access to the best in cancer care.” Westchester Lung Nodule Center was established at Phelps in 2012 to promote the detection of lung cancer at an early stage when it is most curable. People at high risk of developing lung cancer are screened with low-dose CT scans, which have been shown to detect cancer and save lives to a greater degree than chest X-rays. Phelps also offers support and treatment for smokers who are trying to quit, with the goal of preventing lung cancer from occurring in the first place. Phelps is accredited as a Community Hospital Cancer Program by the American College of Surgeons’ Commission on Cancer.

More than 300 high school students and parents visited Eastchester High School Dec. 8 for the second health care careers interactive fair sponsored by NewYorkPresbyterian Lawrence Hospital. Students from public and private high schools throughout Westchester were invited to gain hands-on experience and speak directly with doctors and other health professionals about career options. Using mannequins, students observed demonstrations of how seriously ill patients are intubated and wounds sutured and then got to try it themselves. They were invited to learn the structure of the heart, insert a
scope in a mannequin’s knee with the guidance of an orthopedic surgeon, and use laparoscopic instruments as if they were performing an actual surgery. Professionals participating in the fair included physicians, surgeons, physical therapists, pharmacists, dietitians, and first responders. In addition to operating a 288-bed hospital, NYP Lawrence provides additional support and care to area residents through NewYork-Presbyterian Medical Group Westchester, a multispecialty physician practice, as well as ColumbiaDoctors, the faculty practice of Columbia University Medical Center.
WRAPPED IN LOVING ARMS Abbott House, the Irvington-based nonprofit serving foster children, families and the developmentally disabled, recently held its Loving Arms Award Dinner at Tappan Hill in Tarrytown. Television journalist Meredith Vieira was the emcee for the evening. “Rarely are children in foster care and developmentally disabled adults asked about what dreams they have for their lives. Instead, many see their futures as being limited by their circumstances or their disabilities. But every one of the developmentally disabled adults and the foster children Abbott House cares for has their own unique potential and dreams,” she said. Longtime supporters Eliot and Doris Minsker received The Friend of Abbott House Award for their long-time support to enhance the lives of the developmentally disabled adults. The Gamma Xi Zeta Chapter of Zeta Phi Beta Sorority received The Dignity of Family Life Award for its involvement with Abbott
House. The chapter has members in Westchester, northern Bronx and southern Connecticut. James L. Kaufman, Abbott House’s president and CEO, said “The Loving Arms Award dinner is not just about raising money. It is about helping people understand that they too, can be part of something really special and make a big impact in the lives of those we care for. It’s about getting people to care about the vulnerable kids, families, and adults who are often invisible.” Anthony Martinez, a White Plains barber who volunteers as a basketball coach and mentor to children spoke about his experience as a foster child at Abbott House. “I was just scared, like real, real scared. I think I was six or seven years old. My mom was strung out on drugs. My dad, I really didn’t know. He died when I was 4. But at Abbott House, you start fresh. They helped us. They gave us a chance to decide if we wanted to be good or bad. Abbott House saved my life.”
Melissa Salgado, a board-certified veterinarian specializing in critical care and emergency medicine has joined the Valley Cottage Animal Hospital. She is credentialed as a “Veterinary Criticalist.” In addition to veterinary school, a criticalist must complete a minimum of three additional years of intense training in emergency, surgery and critical care through completion of a residency program. Then, a board certification examination is administered by the American
College of Veterinary Emergency and Critical Care. Diane Tortorice, co-owner of the Valley Cottage Animal Hospital said, “Dr. Salgado’s specialized training over the past several years makes her uniquely qualified to oversee our emergency service.” The hospital is accredited by the American Animal Hospital Association which named it one of the top four animal hospitals in North America. The hospital is open 24 hours a day, seven days a week.
BRUSATI NAMED TO SUNY POST Gerianne Brusati has been named vice president for student services at SUNY Orange in Middletown. Brusati has been overseeing student services on an interim basis for the past 20 months. Her division includes the areas of admissions, financial aid, registration, academic advising, student activities, career and internship services and a host of other things, including supervising the college’s wellness center. As interim vice president, Brusati guided her staff through the initial implementation of SUNY Orange’s most recent strategic plan, and expanded the college’s student services presence on the Newburgh campus. This past February, SUNY Orange secured a grant to develop an Educational Opportunity Program that will provide access, academic support and financial aid counseling to low-income and academically underprepared students. In 2015, SUNY Orange was awarded a $1.1 million TRIO Student Support Services grant through the U. S.
Department of Education to increase the persistence, retention, graduation and transfer rates of low-income first generation students and students with disabilities. Dr. Kristine Young, SUNY Orange president, said she believes in developing staff talent and promoting from within and, “Gerianne has demonstrated to me firsthand…that she is more than capable of guiding our student services division in the development of a comprehensive, compassionate and adaptable services model that supports our diverse student population.” Brusati was instrumental in SUNY Orange’s acquisition of a $1.88 million U.S. Department of Education Title III “Strengthening Institutions” grant which enabled restructuring its student services programs, particularly on the Middletown campus into a “one-stop” center called Student Services Central. Prior to joining the SUNY Orange administrative team, Brusati spent 27 years with The New School in New York City.
FUNDRAISER BENEFITS OPEN DOOR FOUNDATION Knollwood Country Club in Elmsford and its members recently teamed up with Open Door Family Medical Centers at its annual charity fundraiser. This year’s event, It’s a Small World, helped jump-start the Open Door Medical Centers Baby Box program, raising more than $36,000. Open Door is a federally qualified health center that provides top-quality, prevention-focused health care for low-income people in Westchester and Putnam counties regardless of ability to pay or insurance status. The Junior League of Central Westchester (JLCW) characterizes its fundraising efforts on #GivingTuesday (the global day of giving back, Nov. 29) as an unprecedented success. As part of this initiative, the JLCW raised more than $10,000 and secured an additional donation of 2,500 diapers for the JLCW’s Westchester County Diaper Bank. The diaper donation came through a challenge initiated by one of JLCW sponsors, the GEICO local office in Yonkers, which agreed to match each monetary donation received by the JLCW on #GivingTuesday with a donation of 50 diapers. The JLCW’s Westchester County Diaper Bank provides free diapers to help needy families who often are forced to choose whether to buy food, pay rent or buy for diapers.
