n 2012, New York state’s economy showed signs of life. New York’s economy has gained 83,500 private sector jobs in 2012, despite losing 29,100 jobs last month due to Hurricane Sandy, according to numbers from the New York State Department of Labor. Between October and November 2012, the state unemployment rate fell from 8.7 to 8.3 percent. The Department of Labor said that the full impact of Hurricane Sandy may not be reflected in the statistics. The month-to-month job loss numbers differ from the country, which gained 147,000 jobs between October and November. The 0.4 percent month-to-month decline in unemployment was the steepest since 1976. From November 2011 to November 2012, New York state’s private sector gained 88,000 jobs, a 1.2 percent increase. The Putnam-Rockland-Westchester area gained 3,900 jobs, a 0.8 percent increase, ranking seventh among metro areas in the state. The same tri-county area had a November 2012 unemployment rate of 6.6 percent, down from 6.9 percent in the previous month, but up from 6.4 percent in November 2011. Putnam’s November 2012 unemployment rate was 6.2 percent, good for second in the state, while Rockland’s unemployment rate was 6.4 and third in the state. Westchester was sixth with an unemployment rate of 6.7 percent. Westchester’s unemployment rate was down from 7.1 percent in October 2012, but up from November 2011’s rate of 6.4 percent. Over the past year in New York state, professional and businesses services, which include management of companies and enterprises and employment services, gained 55,000 jobs, while educational and health services gained 27,800 jobs. Construction had the biggest loss, losing 17,400 jobs, while manufacturing lost 7,000 jobs. The construction losses were concentrated in specialty trade contractors, losing 12,400 jobs. In the Putnam-Rockland-Westchester region, over the past year, professional and business services gained 12,400 jobs, while education and health care gained 2,200 jobs. Construction lost 4,300 jobs, while manufacturing lost 800 jobs. Leisure and hospitality gained 600 jobs, while government shed 1,400 jobs. The Poughkeepsie-Newburgh-Middletown region gained 2,500 jobs from November 2011 to November 2012, an increase of 1.2 percent. Month-to-month, the region’s private sector

gained 1,800 jobs, a 0.9 percent increase. Professional and business services increased by 100 jobs, a 0.4 percent increase month-to-month and increased by 800 jobs year-to-year, a 3.6 percent increase. Education and health services gained 1,100 jobs monthto-month, a 2 percent increase, and 1,600 jobs year-to-year, a 3 percent increase. Manufacturing was flat month-tomonth, but increased year-to-year by 500 jobs, or 2.9 percent. Construction lost 100 jobs over the past month, and 300 jobs over the past year, a decrease of 3.4 percent. Allison Madison, who runs ReinhardMadison Approach Staffing L.L.C., an employment agency, said that she saw the job market gradually improving, but not at a rate people would like. “The economy was in such a deep hole,” Madison said. “It’s going to take a long time to dig our way out of it. We are seeing some growth.” Madison said she noticed more companies hiring full-time employees versus temporary employees, and that more employed people are looking to change careers. “That’s a good indication, if people have confidence that they can improve their situation,” Madison said. “The job market is warming. It’s not a complete thaw.” Madison said that a lot of companies were waiting for the election and are now waiting out to see whether Congress can strike a deal before the fiscal cliff. “Once these issues are resolved, people will at least have a plan of action to make decisions about hiring,” Madison said. “I am optimistic about 2013 being an improvement.” Larry Gottlieb, director of economic development for Westchester County, said that 2012 was a strong year for Westchester, and that there was job growth in Westchester’s strong areas. Gottlieb said that Westchester is in a good position to take advantage of an improving economy and predicts that 2013 will be the year of mind and body. “We will see job growth in areas connected to health care and life sciences,” Gottlieb said. “With the Affordable Care Act and fiscal cliff resolution, this will help people who give financial advice, sell insurance or are involved in the movement of wealth. Professional services will have a resurgence or accelerated growth.” Gottlieb said many questions still need to be answered if 2013 is to have a better economy with job growth. “The economy is like an amusement park,” he said. “Businesses prefer riding the roller coaster, even with its ups and downs, because you can see and prepare for sudden changes in direction. Businesses hate the haunted house because you are fumbling around in the dark, not knowing what will happen next. We are in a haunted house economy.”


Newburgh power plant to close

n the wake of its bankruptcy restructuring, Houston-based Dynegy Inc. is closing its coal-powered Danskammer Generating Station in Newburgh, laying off 68 employees. Dynegy, which generates and sells electricity, sent out a Worker Adjustment and Retraining Notification (WARN) in midDecember announcing the closing of the

Dynegy owes $17 million to the Marlboro school district, which had threatened cutbacks and layoffs if the bill was not paid. The sale of the plants was approved by Judge Cecelia Morris in Bankruptcy Court on Dec. 21, with Dynegy agreeing to pay its overdue tax bills at closing, which will occur within six months. Employees at both sites returned to work Dec. 17 after a monthlong strike, with disagreements over pensions and retirement benefits. LDH plans to keep the Roseton employees. Per the sale, the assessed value of the properties will be reduced by 50 percent in

Newburgh, resulting in millions of dollars in losses for the taxing entities. Dynegy is waiting for approvals from the New York Public Service Commission and the Federal Energy Regulatory Commission before officially retiring the plant. Danskammer has operating since 1951, while Roseton began operating in 1974. On Nov. 7, 2011, Dynegy Holdings and four of its subsidiaries filed for Chapter 11 bankruptcy protection in the Southern District Court of New York in Poughkeepsie. In July 2012, Dynegy Inc., the parent company, filed for Chapter 11. On Sept. 30, Dynegy Inc. and Dynegy Holdings merged, with Dynegy Inc. being the surviving entity. The company emerged from bankruptcy Oct. 1. The four subsidiaries, which comprise Dynegy Northeast Subsidiaries – which owned Danskammer and Roseton – remain in bankruptcy. At its 2001 peak, the company had 6,100 employees and $24.3 billion in assets, and now has 1,200 employees and $8.3 billion in assets. Its revenue has plunged to $1.6 billion in 2011 from $42 billion in 2001.

Adjacent Roseton Generating Station, a gas and oil plant, will continue operations. Danskammer was a 493-megawatt plant while Roseton is a 1,200-MW plant. One MW is enough to power 800 homes. Arts community feels impact of funding cuts

hen county officials first proposed budget cuts for arts funding, Leigh Mickelson, executive director of Clay Art Center in Port Chester, was among those lobbying to keep existing funding intact. “It was hard. I was there for the budget hearings,” said Mickelson, who made an appeal to legislators to save the limited pool of money that fulfills many of the financial needs of arts organizations throughout Westchester. “We even had our kids write letters to legislators to show how important the arts are.” In the end, the effort failed to prevent funding cuts, and $285,000 was eliminated from the arts funding portion of the 2013 budget. The Clay Art Center was directly impacted by the cuts. “We were sup-

posed to get a $5,000 challenge grant from ArtsWestchester and it has been reduced to $2,285,” said Mickelson. ArtsWestchester, a nonprofit organization that promotes the visual and performing arts in Westchester, is grateful the cuts weren’t deeper. According to Janet Langsam, CEO of the organization, “$500,000 was actually put back into the arts budget.” But, she added, “unfortunately, it’s not enough.” Langsam said since the economic downturn, donations have decreased and government funding has steadily declined. ArtsWestchester received $1.535 million in 2012, and next year they’ll get $1.250 million. The drop off in funds makes it harder for the arts to survive. “The Paramount just closed,” Langsam said, referring to the once-celebrated theater in Peekskill that was forced to suspend operations Oct. 4. She added, “Everybody is hanging on with some difficulty.”

One of ArtsWestchester’s responsibilities is determining who gets how much of the county funding. Since 1975, the organization has been the county’s designated arts council and is one of several united arts funds in the nation. ArtsWestchester provides grants and support to organizations like the Clay Art Center, which has used challenge grants to provide programming for homeless kids, mentally disabled adults, as well as cancer and Alzheimer patients. Another arts organization that has benefited from the funds ArtsWestchester distributes on behalf of the county is the New Rochelle Council on the Arts. Judith Weber, council president and working artist, said the cuts were “disturbing” because it means the arts are somehow less valuable. “Some people think of the arts as frivolous, but we create jobs,” Weber said. “We encourage people to spend money and generate revenue. I mean, we’re not just the feel-good part of the com-

Social media and the power of one The other day I read an article in The New York Times about many college graduates and other young people ages 18 to 24 with some formal education but without a college degree being homeless. Many of them have been employed at several jobs, only to be let go because of the economy. Some of them still have low-paying jobs that don’t meet their limited financial requirements. One person the article mentioned, Lance Fuller, a 2010 University of Florida graduate in journalism had started a blog, Voices of a Lost Generation. Following a link in the article, I went to his site and was impressed with his content. His writing style was clear and concise and his arguments were well constructed. In fact, the article I read was so appealing that I figured I might hire him to write some content for me for some of my clients. Through Facebook, I also contacted a friend in Ireland who is building a social media team and recommended Lance to him. (Remember, at this point, I still had not spoken or interacted with Lance.) My friend was also impressed with Lance’s writing style, but told me that he had just hired two writers. Nonetheless, he had some upcoming jobs and might hire Lance to do some freelance writing for him, too.

There are several interesting conclusions to be drawn from this. First, there is a wealth of talent that is available and just waiting to be hired. The employment picture for 18- to 24-yearolds in many cases is rather bleak and they are hungry for a chance. Any company willing to hire a qualified young adult might be well rewarded. Second, it was very difficult to reach Lance and as of the time that this article was written, I still have been unable to contact him. I have tried to reach him through his blog and the society it sent me to. I even looked him up on Facebook and messaged him. No response anywhere. This really makes we wonder what students learn in college. Yes, they learn the basics they need for their majors and minors. And by the time they get to college, most of them are extremely proficient using parts of Facebook, Twitter, YouTube and a host of other social media sites. And yet, they don’t know the first thing about marketing themselves or even understand the need to provide a simple email address. Here is a situation where employment is a real possibility – sight unseen – and yet the individual cannot be reached. Students, my son included, post highly personal comments online despite knowing this can hurt their employment prospects. Although they are able to reach almost any-

ArtsWestchester participated in a study by nonprofit organization Americans for the Arts called “Arts & Economic Prosperity IV.” According to the study, the arts sector in Westchester has generated $156.44 million as of 2010. That figure totaled $96.8 million from nonprofit arts and culture organizations, plus $59.6 million in event-related audience spending. The arts community is also responsible for generating 4,800 jobs in the county. That’s significant, but not the only reason the arts are important. Mickelson, whose Clay Art Center has been around since 1957, said, “Everybody should have opportunity to express themselves through the arts.” You can’t put a monetary value on that, she added. “Children especially need to have that joy and fulfillment they can get through the arts.”

Unfortunately, this behavior is not relegated to the young. It is very common in many online businesses and websites. While relatively few businesses post personal or insulting comments online, they also don’t use social media effectively to help their business. A recent client we just picked up, a law firm, dithered for almost two years before agreeing to the rebuilding of its website and the implementation of a social media marketing plan. For well over four years, its website and online presence had generated no new business or quality leads. Yet, they implemented few changes and totally missed any opportunities for new business it might have generated. If your business has a website – and it should, you must know your analytics. If someone asks, your marketing person should be able to immediately report the number of visitors, conversions and the amount of time they remain on your website. They should even know which pages were the most popular and what interested your viewers and what did not. A sharp marketing person could even augment these insights by examining competitors’ websites and determining areas of interests and importance for their

viewers. Remember, this is your business and by not examining your analytics and ensuring your website and social marketing remains interesting and effective, you too, are also missing potential opportunities. Rather than end 2012 on a sour note, I enclose my two prognostications for 2013 and social media. One is that there will be a continuing emphasis on great content. In fact, many recent discussions have focused on how much content is needed to be able to close a sale. My second prediction is that visually attractive articles, sites and videos will become much more the norm. While “content is king” articles will always be important, I expect them to be trumped by image and video content by the end of 2013. So, if your analytics reports that your website is unproductive, make sure to update it with the images and videos that will attract and convert your targeted audience. ask andi Keep up with delivery commitments Looking at our operations, I get concerned. Sales were up this year and we struggled sometimes to meet delivery commitments. Even heading into our slowest period, we ended up being late. What’s worse, I’m not sure what to do now, while it is slow, to get ready for what I believe will be an even stronger year next year.

Thoughts of the day: When making promises, your word is your bond – protect it. Figure out where the problem is – in sales, in operations or in the handoff. Beef up operations – get ready to handle 120 percent of next year’s sales forecast. Your customers rely on the promises your company makes. They will pay for promises they can count on. And they will ask for price reductions from unreliable vendors – if they don’t switch vendors in favor of someone more reliable. Make sure your company’s margins and customer base are

safe from losses due to missed promises. Whenever there is a missed commitment, make note of it. Figure out where problems come from before jumping to solutions. Here are some questions you might want to ask: • Did sales overcommit on delivery promises? Did they have to check with operations and get agreement before making an aggressive commitment? Or did they just make a promise in order to get the sale and then hand the problem to operations to solve? • What about operations? Did equipment break? Supplies come in late? Did personnel shortages cut into production? • Did operations agree to dates they had no chance of meeting? Is the workload accurately planned out? Which delivery targets get missed frequently: Specific products? Repeat clients? Special orders? • What about the handoff from sales to operations? How often do the two groups get together to share information? How well do they work out disagreements? • What about customers contributing to the problem? Do certain customers make unreasonable demands? Is it the standard orders, or only custom ones that get into trouble? • When there is a potential delivery

problem, is there a method by which operations openly informs everyone? When a delay looks imminent, do salespeople have a say on who gets priority? Done with questions? Now work on solutions. Start by writing out delivery standards for each product. Extend delivery times on products that are frequently late. Make it policy that commitments outside the norm have to be approved by a manager. Consider putting salespeople who consistently ask for exceptions on a rotation in operations to help them get a better understanding of what’s going on. When the problem stems from operations, take a look at workflow. Look for bottlenecks. Software systems can help with planning. Increase inventory stock on items that frequently come up short. Consider replacing equipment that breaks – a new lease may cost less than repairs. Staff up and cross train to handle 110 percent. Once a delivery problem is identified, focus on communication. Give people crucial planning information. Meet to discuss who to prioritize and who can wait. Keeping internal and external customers informed can bolster good will under difficult circumstances. Be willing to cite a worst-case scenario.

Saying there’s going to be a slight delay and then going back a second and third time with additional delays can eat into good will that was established by providing the first update. Make sure sales tells operations about goals they’ve set. Give operations a say in what should be sold and what quantities it can handle. Match operations budgets to sales forecasts. Verify that problem products, services and clients are worth the trouble. Beware of people who focus on anything other than themselves. But if 90 percent of your problems come from 10 percent of products, services or customers, consider that dropping the problems might make things flow more smoothly and save money. Region reaps more the second time around

he Mid-Hudson Regional Economic Development Council did it better the second time around, as judged by Albany officials, presenting a strategic plan with a beefed-up list of priority projects for the seven-county region that recently earned a top award in the state’s 2-year-old regional economic development funding competition. A total of $92.8 million in state agency funds will be awarded to 84 private and municipal projects in the region. That is a nearly 39 percent increase from the region’s share of state funding a year ago, when Gov. Andrew Cuomo launched a consolidated interagency funding application process and created 10 economic development regions to compete for winner’s shares of state capital grants and employer tax credits. The mid-Hudson region was a runnerup with its strategic plan in 2011. In addition to grants for individual projects, the region as a best-plan award winner in 2012 can tap up to $21.5 million in tax-exempt federal industrial development bonds that state and local government entities can issue to finance economic development, infrastructure and community revitalization projects. The region also will have $4.5 million in Excelsior Jobs Program tax credits for businesses in targeted industries that invest in facilities in the region and create or retain jobs. The state’s largest awards will support construction and rehabilitation projects to provide affordable housing for older residents in two counties. In Westchester County, the New Rochelle Industrial Development Agency was awarded $9.5 million to rehabilitate Maple Terrace, a 100-unit low-income housing complex for senior citizens. In Orange County, the Newburgh Housing Authority will receive $10 million for the purchase and renovation of Burton Towers, a 126-unit apartment complex for low-income seniors. The Middletown Industrial Development Agency was

awarded $7 million for a development project to acquire and rehabilitate Southeast Towers, a 106-unit apartment complex for seniors. Eighteen of the 22 priority projects backed by the mid-Hudson council this year in its strategic plan were awarded funding. In 2011, the council recommended only three priority projects and only one of them, a biotechnology business incubator at New York Medical College in Valhalla, was funded. Two priority projects denied state funding a year ago were among 20 projects that recently won awards of $1 million or more. Marist College President Dennis J. Murray, who co-chairs the mid-Hudson council, returned to Poughkeepsie from a Dec. 19 awards ceremony in Albany with word that the Cloud Computing and Analytics Center that Marist plans to develop on its campus in partnership with IBM Corp. was awarded a $3 million grant. It was the council’s second attempt to secure funding for the estimated $42.4 million project. The center at Marist will give businesses access to emerging technologies and enable their growth through three components: a workforce development cloud to provide information technology education and train-

ing, a cloud computing incubation and analytics center to nurture startup companies in the region, and an analytics cloud that will make advanced business IT tools available and affordable to companies. The center also will be a part of the New York State High Performance Computing Consortium. In the town of Thompson in Sullivan County, The Center for Discovery, the county’s largest employer, was awarded a $2.5 million grant for its proposed $36 million Regional Children’s Assessment Center, a 60-bed specialty hospital for children with autism, severe developmental disabilities and medically complex conditions. The health care development is expected to create 300 permanent and 120 construction jobs. The private institution’s project was denied state funding last year. The sole repeat award winner in the region was New York Medical College in Valhalla, which will receive $1 million for its iBio-NY incubator for startup biotech companies. The college received $4 million in last year’s inaugural funding round for the initial stages of the project, estimated to cost $14 million. Two days after the Albany awards were announced, New York Medical College officials and faculty were joined by state and

county officials and Westchester business leaders for the construction launch in a vacant laboratory and research building on the Grasslands campus. The renovated building also will house a federally funded regional biotech business training center that the college will operate with the Hudson Valley Economic Development Corp. and Westchester Community College. In New Rochelle, White Plains and Yonkers, health care and urban redevelopment projects were among the region’s million-dollar award winners. The city of White Plains was awarded $2 million to redevelop the Post Road corridor, a project that includes improvements at White Plains Hospital, renovations to the Winbrook housing complex, a mixed-use development and parking garage. The city of New Rochelle was awarded a $1 million grant for Sound Shore Medical Center’s approximately $35 million project to construct a medical office and ambulatory services building and a parking structure on the hospital campus. New Rochelle also will receive a $1 million grant for infrastructure improvements needed for Forest City Residential Group’s planned redevelopment of industrial land on Echo Bay as residential, retail and public space. In Yonkers, first-year Mayor Mike Spano’s push to revive stalled redevelopment downtown and on the city waterfront was boosted by approximately $5.1 million in state funding awards. Developer Glenwood POH L.L.C. was awarded $1 million for an initial $50 million project to stabilize buildings at the long-vacant Glenwood power plant on the Hudson River. The developer has proposed to create 256,475 square feet of hotel, restaurant and entertainment space in the existing historic buildings. The estimated $175 million project is expected to create 1,800 construction jobs and an estimated 955 permanent jobs. The city of Yonkers was awarded $2 million for the first phase of a private developer’s planned $22 million rehabilitation of five commercial properties on downtown Mill Street as residential and retail space. Developer Nick Sprayregen, managing member of Yonkers Rising Development L.L.C., has said he wants to create a music and arts destination on the downtown cul-de-sac. In tandem with the Yonkers Rising project, the city was awarded $921,425 to uncover another segment of the Saw Mill River in the Mill Street area and create a new downtown public space. Manufacturing, once the mainstay of employment in Yonkers, will be assisted by a $1.15 million state grant to Kawasaki Rail Car Inc. at i.Park Hudson, the former Otis Elevator factory complex. Kawasaki will invest $16 million to expand its manufacturing operation there and create 80 jobs.

irst published in The Economist in 1955, Parkinson’s Law says, “Work expands to fill the time available for its completion.” C. Northcote Parkinson was a British naval historian, later elected a research fellow at the University of Cambridge. Parkinson’s Law evolved from his observation of the propensity of the British Crown to hire more and more people to achieve the same results. He wondered what happened to the “free” time now available to those who were responsible for the results before the new hires? Parkinson discovered they were just as busy as before. Although economic output had not increased, everyone found ways to expand the work and remain busy. He observed the continued increase in the number of employees at the Colonial Office while the number of Colonies decreased. As the Colonial Office reached the greatest number of staff, it was folded into the Foreign Office because of a lack of colonies to administer. When Jack Welch took over GE he knew that Japanese manufacturers had improved quality and could compete at lower prices. To remain in business, GE would have to change. Welch understood Parkinson’s Law and cut GE’s bureaucracy. Business leaders reported to senior VPs, who reported to executive VPs, all of whom had staffs of their own. Once completed, only 14 business leaders reported directly to three people, Welch succeeded using this simple law and you can too. The 80/20 Rule asserts that a minority of causes leads to a majority of the results and was discovered by Italian economist Vilfredo Pareto while measuring patterns of wealth and income in England. Pareto found that most of the wealth went to a small percentage of people and soon postulated that the world wasn’t just unfair, but predictably unfair. Pareto found the same pattern everywhere. Twenty percent of workers did 80 percent of the work. Twenty percent of customers produced 80 percent of sales. Twenty percent of sales produced 80 percent of profits. This is true in your organization and the world today. In 1951, Joseph Moses Juran identified quality losses as stemming from only a small number of causes. Although Detroit was not interested in being retrained, Japan embraced Juran’s hypothesis and became the giant that decimated the American automobile industry applying the 80/20 Rule.

In the early 1990s, Corning began turning away customers. Business was down, yet they were turning it away. That strategy restored Corning to profitability while others failed. How could that happen? Using the Pareto Principle, Corning found that half of their 450 products contributed 96.3 percent of their sales. The other half grossed less than 4 percent and actually lost money. They had 1,000 suppliers, but only 200 provided 95 percent of the company’s

materials. Corning eliminated more than half its product line and it cut its suppliers to a few dozen. Like Welch, by using Parkinson’s Law you can identify and eliminate busy work. Like Corning and Juran, using the Pareto Principle you can find that 20 percent, that valuable minority, which bring you 80 percent of what you want. May 2013 bring you even greater success as you apply this simple law and principle.

Retail industry hopes best is yet to come

T

he retail industry capped 2012 with reportedly the weakest holiday sales growth since 2008. According to MasterCard Advisors SpendingPulse, between October and December sales increased 0.7 percent compared with a 2 percent increase last year. In Westchester, some anticipated those numbers would be a bit better, in part due to the most recent addition to the retail landscape, Ridge Hill. The outdoor shopping center marked 2012 by celebrating its first full year in operation. At 1 Ridge Hill Road in Yonkers, the shopping mecca sits on 81 acres with 1.3 million square feet of retail space, which so far has 75 percent occupancy. The mixed residential and commercial complex has tenants, including Whole Foods Market, REI, National Amusements Inc.’s Cinema de Lux, Dick’s Sporting Goods, L.L.Bean, The Cheesecake Factory, and WESTMED Medical Group. Two of the complex’s flagship stores, Lord & Taylor, which opened in April, and T.J. Maxx, settled into Ridge Hill hoping to benefit from its fresh design as an open-air shopping plaza. Aries Deitch & Endelson Inc. brokered the deal that landed T.J. Maxx in Ridge Hill. Martin Deitch, a partner in the Hartsdale firm, said although the site is a “work in progress” they are convinced it will be a popular retail site. “It takes time; it’s like a painting being painted, like a piece of art,” Deitch said. “When the sales indicators come out I think everybody will pleased.” Although the final numbers for the year in retail aren’t in,

Ridge Hill developer Forest City Ratner reportedly estimated more than $20 million in annual sales and income tax revenue from the complex. That still promises to be a significant contribution to the county sales tax revenue. In Westchester, those receipts totaled more than $411 million as of Nov. 30. That’s up from $403 million last year around the same time. Much of that revenue is generated by the store clusters, most notably malls and shopping plazas like Ridge Hill and the newly revamped Cross County Shopping Center at 800 Mall Walk in Yonkers. But small shops contributed as well. One of the main shopping destinations for those who avoided the malls this year was Central Avenue, the strip that runs from Yonkers up to White Plains. Salvatore D’Errico and his family have run D’Errico’s Log Cabin Jewelers at 509 Central Ave. in Greenburg since the 1990s and have benefitted from the shopping tradition Central Avenue consumers seem committed to. D’Errico said Westchester shoppers “do want to shop local,” but added the customer has changed in the past four years. “We’re here 15 years (and) the customer is a little bit more finicky,” he said. “They are looking for more of a relationship and taking more care while shopping. It’s been happening since 2008.” D’Errico said the change in customer has translated into a more conscious shopper – one who isn’t as “reckless with their credit card,” adheres to a budget and shops with a purpose. And although small shops have struggled through the economic downturn, he said many have been able to adjust by focusing on client needs. “The mom and pop shops like the clothing store right up

The family actually considered moving their jewelry shop into Ridge Hill, but decided it wasn’t necessary because D’Errico’s was up from

Overall, the retail industry is still trying to regroup after the holiday sales slide. ShopperTrak, a retail technology company that tracks shoppers and analyzes data, forecasts holiday sales for the months of November and December will increase by about 2.5 percent over last year, which is down from its September estimate of 3.3 percent. The company lowered its expectation after evaluating several factors, including the impact of Hurricane Sandy. Deitch said he remains optimistic, believing the emergence of Ridge Hill and renovation of Cross County will ultimately help “revitalize” the retail industry in the county. New trends emerging in the office market

T

his year has been in many ways a continuation of past trends in the Westchester office market, but some encouraging new trends are beginning to emerge. As usual, small lease transactions less than 10,000 square feet have dominated the market and the average lease size is less than 5,000 square feet. This has been the case for many years. Deal velocity continues to be very low. Most leases are intra-county relocations, or what I call “rearranging the deck chairs,” with little or no net absorption of space. Many transactions have been renewals, including eight of the 10 largest leases in the third quarter, according to market reports by CBRE. New tenants from out of the area coming into the Westchester market are few and far between. IBM, which has been returning leased space to the market since the mid1980s, continues to do so. It will vacate the entire 248,000-square-foot 19 Skyline Drive building in Hawthorne at the end of this year, as well as 43,805 square feet

at 3 Skyline Drive. It has also put 200,000 square feet of space on the market at its headquarters in Somers. To put this in perspective, IBM’s shrinkage this year alone is adding almost a half-million square feet to a market with a bit over 5 million square feet available for lease. On the plus side, medical uses have soared. Montefiore Medical Center has become a voracious acquirer of space. The hospital, which has been continually expanding its back-office space in Yonkers, bought the 300,000-square-foot Kraft Foods Research and Development Center in Tarrytown and will phase into occupancy over a period of years as Kraft phases out. This certainly represents a good repurposing of what would have been a very difficult property to re-lease. And Montefiore is aggressively looking for hundreds of thousands of additional square feet of administrative office space in Westchester. WestMed has recently expanded to about 110,000 square feet at Ridge Hill in Yonkers and occupies a total of more than 400,000 square feet in the county. foot office building at 500 Westchester Ave. as a cancer treatment center. The biotech firm Histogenetics has bought two adjacent buildings on Corporate Park Drive in Harrison, the firstgeneration suburban office park developed in the early 1970s. One was bought from its lender and the other was a very expensive ground-up rebuild by Nokia, which closed its Westchester office in a corporate contraction. The Histogenetics purchases take more than 200,000 square feet of vacant space off the market. With the site of one former office building on Corporate Park Drive already redeveloped as a hotel and the site of two more rumored to be under negotiation to be redeveloped as multifamily residential, this entire former office park could have a new life that will extend well beyond normal business hours. The Journal News downsized from 200,000 square feet to 30,000 square feet and relocated to 1133 Westchester Ave. in White Plains. Its former headquarters was demolished to make way for a 200,000-square-foot LifeTime Fitness facility. This is another example of an outdated building making way for a new use, with a cooperative rezoning and quick approval by the town of Harrison. White Plains has gotten on the bandwagon and rezoned the south side of I-287 to allow additional uses in those office parks, including retail and multifamily. All of the above are good examples of what the Westchester County Association’s Blueprint for Westchester is calling for as a way to reduce the amount of outdated office space for lease, in order to make our commercial real estate market healthier. While leasing velocity has been in line with recession-era norms so far this year, the fourth quarter is busy with mid- to large-size deals that will greatly help the 2012 market statistics. PepsiCo, which has recommitted to Westchester County with plans for a $243 million renovation and expansion of its Purchase headquarters, has just leased approximately 240,000 square feet at 1111 Westchester Ave, which was vacated by Starwood at the beginning of the year. This new space will serve as swing space during the multiyear Purchase

renovation and could also serve as longterm additional space. As of this writing, a number of leases of 15,000 to 70,000 square feet are poised to be signed by year end. These will make the

Acorda seals deal for nasal spray developer

Acorda Therapeutics Inc. in Ardsley has closed on its $6.8 million acquisition of Neuronex Inc., a privately held, North Carolina-based company developing a nasal spray formulation of diazepam. Dr. Ronald Cohen, president and CEO of Acorda, which develops and markets drugs used to treat multiple sclerosis and other neurological diseases, in a press release called the nasal spray product “an important addition to our pipeline. … This product leverages our existing sales, marketing and medical organizations, which have proved highly successful in bringing novel neurological therapies to market.” Acorda is developing the diazepam nasal spray to control bouts of acute repetitive seizures in selected patients with epilepsy. Dr. Enrique Carrazana, Acorda’s chief medical officer, said up to 175,000 persons in the U.S. suffer from acute repetitive seizures despite being on antiepileptic medication regimens. He said the nasal spray product, if approved by the U.S. Food and Drug Administration, “will represent a major contribution to patient care.”

Acorda also agreed to pay Neuronex up to $18 million as regulatory and manufacturing milestones are reached and up to $105 million for specified sales milestones. Acorda also agreed to pay royalty-like payments on sales tiered in the upper single-digit to lower double-digit range. The Ardsley company also will take over existing Neuronex licensing agreements with third parties and pay them up to $11 million in regulatory and sales milestone payments and single-digit sales royalties. Acorda plans to submit a new drug application to the FDA for the nasal spray in 2013.

New workforce training help for businesses

With the high demand for a workforce with the right skills to meet business needs, a White Plains firm has been tapped by the Westchester-Putnam Workforce Investment Board (WPWIB) to manage the employment and training needs of area businesses and help them obtain grant money. Westchester County Executive Robert P. Astorino said Hospitality Resource Group Inc. will work separately with the health care, manufacturing, green jobs, life sciences, business services and hospitality sectors. The firm will be paid $42,500 for the year with a two-year contract renewal option. More than 1,000 Westchester residents have received specialized training in WPWIB programs, and businesses in the county have received more than $640,000 in state and

federal aid to offset the costs of employee training. Hospitality Resource Group will help businesses access available government funding to help them train new and current workers. The WPWIB may also subsidize some of the job-training costs.

Hurricane Sandy and drought in the U.S. spiked global economic losses from disasters in the second half of 2012 and will bring losses for the year to $140 billion for natural catastrophes and man-made disasters, Swiss Re Group economists estimated. Insured losses from disasters in 2012 are expected to reach roughly $65 billion worldwide, about $60 billion of which is the result of natural catastrophes. Swiss Re analysts called the year’s loss tally “moderate” when compared with 2011, when earthquakes and flooding resulted in more than $120 billion in insured losses worldwide. The 2012 estimate, though, is above the 10-year average. An economist at the global insurance and reinsurance company headquartered in Switzerland said the top five insured loss events of 2012 were in the U.S., led by Hurricane Sandy, estimated to have caused $20 billion to $25 billion in insured property and business interruption losses. TAL International Container Corp. will receive a $290,000 assist from the state to renovate its world headquarters in Purchase. Empire State Development directors on Thursday approved the economic development grant to fund part of renovation costs at the company’s 27,718-square-foot office space at 100 Manhattanville Road on the Centre at Purchase campus. Empire State officials said the renovations aid serves to keep the company in New York, where it has 67 full-time employees and two full-time contract employees and plans to add one full-time position. One of the largest leasers of intermodal freight containers, TAL International operates 17 offices in 11 countries and approximately 216 third-party container depot facilities in 39 countries. – John Golden

ON HEALTHCARE With passage of the Affordable Health Care Act, change is clearly on the horizon. Major uncertainty for employers, employees and healthcare providers is the “new normal.” With everything moving at warp speed, “everyone needs to be at the table for an adult conversation,” Bill Harrington, chairman of the Westchester County Association, noted at the WCA’s Second Annual Healthcare Summit last September. He announced that the Blue Ribbon Task Force on Healthcare reform is now working on what they hope will be a template for healthcare reform in our region going forward. “The WCA has formed a new, integrated consortium that includes businesses, providers and insurers, along with academic partners, to create the best model to deliver high quality, reasonable cost healthcare. The WCA has a significant seven-year healthcare advocacy track record which will serve us well in this process.” Close to 350 people attended WCA’s second healthcare summit that featured headliners HHS Policy Secretary Rima Cohen, and other notables: Emme Deland, a senior vice president at New York-Presbyterian Hospital; Rick Wald, national leader for Deloitte’s employer health reform strategy practice; Dr. Kyu Rhee of IBM and Joel Seligman of Northern Westchester Hospital. Representing the insurance industry were Paul Marden of UnitedHealthcare and John Caby of NY Empire BlueCross BlueShield, while Harold Iselin of Greenberg Traurig offered insight into the creation of the NY State Health Insurance Exchanges.

Westchester’s Triple A credit rating, pushing us off a fiscal cliff, we took a full page ad in The Journal News and made use of social media to make our views known. “Shame on You” also decried the BOL’s lack of transparency as they produced a budget leaving virtually no time for public input and comment. • Organized a lively debate between Assemblyman George Latimer and challenger Bob Cohen, who were both seeking the seat vacated in the 37th District by Suzi Oppenheimer. • Invited Senator Kirsten Gillbrand to “talk tech” at a program exclusively for WCA members. In her prepared remarks, she expressed interest in creating an Infrastructure Bank, advancing bio tech, nano tech, and energy tech in New York, and a new electric grid to make New York more competitive again. • Continued to fight for mandate relief and pension reform.

Grant for Garner Arts Center

The Preservation League of New York State recently announced a $7,724 grant to the Garner Arts Center to complete a state and national register historic district nomination for the Garnerville Arts and Industrial Center Complex. The Garner Print Works, now the site of the Garner Arts Center, was built in 1828 and is named after the Garner brothers, the second owners of the calico printing plant. At one time, the plant employed nearly 800 workers and grew to include the printing and dyeing of wool, cotton and linen. It closed briefly during the depression but was brought back to life in the 1930s by the Garnerville Holding Co., the owner of the complex, which includes more than 30 buildings. The not-for-profit Garner Arts Center (previously the GAGA Arts Center) was formed in 2008 to sponsor cultural programs at the Garnerville Industrial Terminal through events, festivals, student educational opportunities and open gallery space. In late summer 2011, heavy rains from Hurricane Irene forced a huge volume of water and debris through the mill raceway at the core of the complex. The main gallery and many studios sustained damage and the complex was named to the League’s Seven to Save list of endangered places for 2012-13. Following the Seven to Save designation, Garner Arts Center received a technical assistance grant of $3,000 from the Preservation League to complete a feasibility study to convert Building No. 35, the former cafeteria, into its new main gallery space. Photoencaustics group exhibition

Galerie BMG at 12 Tannery Brook Road in Woodstock has mounted a photoencaustic group exhibition for viewing from now through Feb. 11. Regular gallery hours are Friday through Monday noon to 5 pm or by appointment.

Encaustic, an ancient Greek medium, using wax to add translucent layers, which alter and transform the original image, is a combination artists included in this group exhibition incorporate. They start with fine art photography as the original medium and combine it with the encaustic process, employing their own distinctive techniques of painting, etching, drawing and collage to create their unique, one-of-a-kind images. The exhibition includes Leah MacDonald’s sensuous narratives of women, Rita Bernstein’s dream-like explorations of the complex mysteries of the human psyche, botanical compositions by Christa Kreeger Bowden, portraits by Hope Kahn, and photomontage landscapes by Kara Taylor. Credits, Clients and Awards Cosimo’s Restaurant Group, one of the Hudson Valley’s premier restaurant groups, recently opened its newest eatery, The Pizza Shop, at 703 Route 9 in Fishkill, with plans to expand the chain throughout the Hudson Valley in the near future.
