GRNSW News PROPOSED NEW LICENSING FRAMEWORK EXPLAINED Regulatory News 21/04/2017 Greyhound Racing NSW (GRNSW) advises that it intends to issue a discussion paper on a new licensing framework for the NSW greyhound racing industry. The intent of the new licensing framework is to assist in ensuring the highest standard of care is given to greyhounds at all stages of their life cycle. The new framework will tackle deficiencies in the current licensing framework where there are licensing gaps at crucial stages in a greyhound’s development and addresses the limitations of the current framework regarding minimum standards of entry into the industry. The framework also addresses a range of key recommendations made by the Greyhound Industry Reform Panel which stated that a new licensing scheme was required to support improved animal welfare. The changes proposed in the new licensing framework involve new licence categories, tiered licences and competency requirements, and reflect a process that the other two racing codes have undertaken for several years. The proposed new licence categories are licences for whelpers, rearers and educators. This will ensure young greyhounds are always in the care of a licensed person during the crucial stages of their development. In addition, licenses for owners are also proposed. This will ensure those who purchase greyhounds take ultimate responsibility for them and remain engaged in both the industry and the entire lifecycle of their greyhounds. A tiered licensing scheme will require all participants to maintain minimum standards of performance related to the care, career longevity and welfare of their greyhounds. Participants who demonstrate evidence of good management practices and positive outcomes through an assessment of their performance and experience, may be given the opportunity to have a greater number of greyhounds in their care, should they want. Under a tiered licensing scheme, new participants to the industry will have to undertake a staged approach on their way to obtaining a full license. As with a driver’s licence, as the new participant grows in knowledge, skills and experience, the restrictions associated with lower tiers will be gradually lifted for them. In addition, it is proposed there will be competency criteria for all licenses. New entrants to the industry will have to undergo education aligned to the nationally-endorsed racing training package (applicable to all three racing codes) and demonstrate their understanding of the relevant competency units prior to being issued a full licence.

Existing participants will also need to meet competency standards, but will be given the opportunity, where appropriate, to demonstrate their current competencies which they have developed through previous learning and experience in the industry. GRNSW encourages participants to view the new licensing framework as a significant improvement on current practices that will improve animal welfare outcomes and standards that are demanded by the community. All participants are strongly encouraged to provide feedback on the proposed changes when the discussion paper is released and become engaged in the changes so that they receive the best outcomes for themselves and their greyhounds. It is expected that the discussion paper will be available in May.

AGRA Special Australia’s greatest champion? Neil Brown

The mighty Zoom Top what a greyhound, for those lucky enough to see her race the “ Fawn Flash “ left a lasting impression. You have to ask the question has there ever been a better greyhound grace our tracks? I don't think so for sheer versatility she stands alone as the best ever. It's amazing that she raced some 35 years ago but the legend lives on and so it should. I count myself privileged to have seen her race and win the N.C.A. Cup at Sandown Park in 1969. The night of the heats was the night I met an idol an icon. I got to pat the champion and chat with her owner-trainer-breeder the late Hec Watt. In my teens at the time I position myself in the owner-trainers car park selling form guides, there was no way I was going to miss out being close to the champion, what a thrill it was, one I'll never forget. Whelped August 1966 by Black Top from Busy Beaver she was one of five pups bred at Rossmore by Hec and Leah Watt. All the pups in the litter won races with her sister Busy's Charm an outstanding greyhound in her own right, she won 52 races. Zoom Top commenced racing at just 14 months of age she won a maiden over 500 yards at Goulburn on October 21,1967 first prize $10. In that early race period she won just seven races of her first 21 starts. She raced very green and was competing against older dogs in top grade when most pups would be starting their careers. Her greatness was about emerge on March 16, 1969 over 732 at Harold Park she lead most of the way for a hollow victory by 15 lengths in 43.50, just .30 outside the long standing track record. Trainer Hec Watt then decided to run her in the Wentworth Park Gold Cup. In a stunning victory over Only Ten she gave him five lengths lead and won by two.

The following week Zoom Top defeated Only Ten again, this time at Harold Park. She ran 43.30 just .10 outside Bright Pleasure's track record. It was only the third time a greyhound had run that quick a time at Harold Park. Following those victories Zoom Top won at Muswellbrook in their championship over 548 and the Association Cup over 732 at Harold Park. She then ran a gallant second in the Winter Stake final over 457 meters following up two days later to record track record time at Beenleigh over 795 meters, returning to Grafton to win the Cup there over 402. She again won at Grafton over the 675 meters followed by a top grade win at Harold Park over 457. All of the above races took place in the space of 21 days. If that wasn't enough Hec Watt put her over the 292 metre straight course at Richmond for the Oaks she won the heat and final in 16.10,just .20 outside the track record. Zoom Top finished the year off with wins in the Dapto Silver Collar 507 metres, Sydney Cup over 722 at Wentworth Park in track record time of 43.20. Then in front of 14,000 people won the St.Leger over 530 metre at Wenty establishing a new Australian record for stake earnings of $17,798 and won the first of her two NSW Greyhound of the Year titles. Zoom Top's race performances of 1968 is an example of what she was capable of and how versatile a greyhound she was. Any distance, any track, any surface it all came the same to “Sweetie”. In 1969 the situation was similar winning feature events all over the country in track record times being adored by all that came to see her race. A number of the feature wins over the longer journey she won for a second time like her 50 th race win from 96 starts in 1969 was the Association Cup final. Watt answered many requests to take Zoom Top to different tracks and areas such was the demand for her presence she hardly let anyone down creating new figures on most occasions. She raced as brilliant through her 100th start as she did in the early part of her career. Zoom Top broke the Newcastle record in the final of NSW District Distance Championship and at her 100th start equalled the track record for 676 metres at Maitland. Later winning her second successive Queensland Distance Title at Beenleigh over 795 metres breaking her own track record while notching her 11 th straight distance victory.

AGRA Special Australia’s greatest champion In the twilight of her grand career in 1970 she broke her own 457 metre record at Temora, won a top grade sprint at Olympic Park in time just .30 outside the record and went within .10 of the eight-year-old Orange 494 track record. On March 14,1970 Zoom Top won race number 68, when she took out the Singleton Gold Cup over 640 metres. Five starts later her long and remarkable career came to an end when she ingloriously finished last at Wentworth Park over 722 metres. She had severely pulled a muscle in her back leg. Zoom Top raced 136 times for 68 wins, 25 seconds and 14 thirds. She won an Australian record $59,032 in prizemoney. In today's terms it may be the equivalent of over $400,000 or even more in prizemoney. She contested 64 races over distances 617 to 695 metres for 39 wins, 13 seconds and five thirds. She was unplaced just seven times of these two were fourths and three could be attributed to injury. Zoom Top raced on 27 different tacks, winning on 24 of them, she set or equalled 15 track records and won races from 292 metres to 795 metres, winning from every box including boxes nine and ten at Richmond when the club raced up the straight. Zoom Top made 17 of the 21 major finals she contested winning 11. Those wins included Wentworth Park Gold Cup 68, 69 Association Cup 68, 69 Richmond Oaks 68, Dapto Silver Collar 68, Sydney Cup 68, Summer Cup 68, NSW St Leger 68, Olympic Park Distance Championship 69 and NCA Cup at Sandown 69. Zoom Top died of a stroke at the age of 13 and was buried under a fruit tree on the Watt's property at Ballina in northern New South Wales . Very few past champions are mentioned in the same breath as Zoom Top perhaps only Chief Havoc. One thing is for certain we will never see the likes of her again. Handy fourth, from Box two over 515 metres at Sandown (SAP) on April 23, beaten 7.56 lengths in the race won by Evanta Nemo (29.95). Could be on the improve with more experience and worth following. BOMBASTIC TIM (Black dog, March 2015 Cosmic Rumble x Ronray Flyer), trained at Devon Meadows by Karen Pitt, for Marilyn Duncan. Eight starts now, for a win over 520 metres at Cranbourne, March 22, by 5.11 lengths over Sir Jay Jay (30.75). Struck trouble at next two starts, over 515 metres at Sandown (SAP, on April 2 and 9, before handy third there, April 23 from box one, beaten 0.76 lengths in the race won by Serendipitous (30.12). Appreciated the inside draw after missing the start and not being able to get across from box eight at his two previous starts there.

A night at The Meadows You know what? Some years back I said it’d be fun to visit all the dog tracks in the world, and then write about them. I had no idea what I was talking about. I should live so long. I wear a size two hat and a size twenty-two shoe. Little Elsie and I have been to at least half the tracks in the United States, the one and only track in Mexico, the one and only track in Canada, and tracks in England, Wales, Scotland, New Zealand, and most recently, Australia. As far as size goes, Australia is just about the same size as the contiguous (contiguous, not contagious) 48 states of the United States. Australia consists of two territories and six states. Kind of like Canada. The territories are Capital Territory and Northern Territory. The six states are Queensland, South Australia, New South Wales, Tasmania, Victoria, and Western Australia. Is dog racing popular in Australia? The population of the United States is around three hundred million people; the population of Australia is around twenty million! I read somewhere that we had that any illegals running around. The United States had at last count 37 dog tracks, maybe less, as of the recent announcement Wichita will close. Australia? Well, let’s see. Victoria lists the following tracks: Ballarat, Bendigo, Cranbourne, Geelong, Healesville, Horsham, The Meadows, Sale, Sandown, Shepparton, Traralgon, Wangaratta, Warragul and Warrnambool. Little Elsie and I visited Healesville and The Meadows. Tasmania: Hobart, Launceston, and Devonport. South Australia: Angle Park, Gawler, Barmera and Kulpara. Canberra, the capital, one track named, what a coincidence, Canberra. Northern Territory has one track, at Darwin. New South Wales has Albury, Appin Way, Armidale, Bathurst, Border Park, Broken Hill, Bulli, Casino, Cessnock, Coonabarabran, Coonamble, Cowra, Dapto, Dubbo, Forbes, Gosford, Goulburn, Grafton, Gunnedah,

Kempsey, Lismore, Lithgow, Maitland, Morree, Moss Vale, Mudgee, Muswellbrook, Nowra, Orange, Potts, Richmond, Singleton, South Coast, Tarnworth, Taree, Temora, Wagga Waga, Wauchope, Wentworth Park, Wyong, and Young. Queensland has the following tracks: Brisbane, Bundaberg, Cairns, Capalaba, Gold Coast, Ipswich, Mackay, Rockhampton, and Townsville. Western Australia lists Cannington, Mandurah, and Northam. 74 tracks in Australia by my count. Most US tracks run full programs five or six days a week all year long. Australian tracks run a full program one day a week. Whatever. I think it is safe to say that dog racing in Australia is popular. An evening at The Meadows would confirm anybody’s suspicions. The place was packed. Roger and Vicki had reserved a table overlooking the track. Arch and Ruth Miller joined us. Roger Clark is Australia’s Greyhound breeding guru and columnist for the Australian weekly National Greyhound Form, Australia’s number one national Greyhound newspaper which covers all aspects of Greyhounds, breeders, owners, trainers, punters, and comes out every Thursday. Arch Miller is the director of Millers Muzzles, Australia’s manufacturer and exporter of Wire Muzzles. Continued Page 25

Roger Clark, coincidentally, was the man behind the Original Australian Nylon Muzzles. Next, after a wine and conversation, we took the stairs down to meet the track manager, Margaret Long. Once again, unlike the tracks in the states, the Aussies seem to cater to families and kids. At The Meadows, on the ground floor, we ran across something like a baby sitting service, where kids were involved in serious make-up. Little Elsie took a picture.

the elevator, and Roger introduced us to what was known as the betting ring, on the bottom floor of The Meadows. In the old days, when there were lots of bookmakers, they used to be set out in a circle, or a big rectangle, and since then the area has always been known as the betting ring. At one time in the 1970’s fifty bookmakers operated at Olympic Park, the forerunner of The Meadows, and sixty-five at the other city track Sandown. “Win only, Each Way, Concession, and Place only,” Roger said, and my mind attempted to assimilate that information. We found ourselves upstairs in the restaurant at our table again.

Then we all stepped into the waiting elevator, on our way to meet various club officials in attendance. The elevator door closed, and we stood around, first on one foot, then the other, clearing our throats, as the elevator proceeded to do absolutely nothing. Margaret poked one button, then another. No up. No down. And yet another! Doors don’t work, either. When it began to dawn on us we might spend the rest of our lives in there, you could feel it get kind of tense, and hot, it was very close in there, but after a moment, a very long moment if you ask me, Margaret found the correct button, and the door opened, and not to worry, and we all stepped out, having gone nowhere, and headed for the stairs. My good eye caught a couple of kids rushing around the corner, and so I had to conclude that kids at the track might not be all as advertised. Kids, in the final analysis, are kids. I just had a hunch those kids had something to do with the elevator. Just a hunch, you understand. Margaret went off to find somebody to check out

I noticed on my program that Field Trials were to be conducted at 6:30 pm with tickets by 6:15 pm. “Hey Roger,” I said, “What’s this Field Trials thing? Coursing? Bird dogs? Tickets? What tickets? Speeding tickets?” Roger said, “Field Trials are trials with more than one dog, up to eight dogs, as compared with Solo Trials, one dog only.” Roger did not address my tickets question, and so I remained ignorant on that issue. Then I ran across Booked Pen Trials. “Hey Roger, old boy, what’s a Booked Pen Trial? Does it take place at the local library?” Little Elsie gave me a nasty look, like do not try to be funny, it does not become you. “No,” Roger said with his best Australian patience. Booked Pen Trials are booked outside the Normal Public Trials.” Normal Public Trials? Roger paused, took a deep breath and said, “I think it would be a shame if you don’t migrate out here. I’ll find you a property up the road where you can train a few Greyhounds. You’d love racing here!” Continued Page 26 - 25-

Next, Eddie Caruana, the Chairman of The Melbourne Greyhound Racing Association (MGRA) dropped by our table to visit. He proceeded to take us on a tour of the entire facility, from the clubhouse to the mezzanine, tote facilities in the Betting Ring downstairs, and in the Dining Room upstairs, up where what we would call simulcast is conducted, down to trackside, over to what we call the paddocks or jinny pit, and Little Elsie and I must have met just about everybody.

GRV News VALE – IAN VIGOR

Ian and his wife Elaine bonded over their love of greyhound racing, which was then passed onto their daughter Del, who just as quickly shared the passion her parents had for greyhounds. Del and her husband Pete have watched their children Hayden, Pierce, Larrah and Adam grow into the sport of greyhound racing under the watchful eye of their Pa. Larrah has been Ian’s shadow for the past 13 years, soaking up years of greyhound knowledge and love – and now aspires to one day train greyhounds like her Pa. Ian and Elaine’s two sons Warren and Cameron chose another speedy path Ian led them down – cycling. Ian raced road bikes professionally for many years, which rubbed off very quickly on his sons. Fellow trainer and close friend David Burnett believes that greyhound racing has lost one of its best individuals. “Nothing was ever too much for Ian, whether it be traveling across the state with his dogs or helping out a friend, Ian was always there,” “Ian shared a lifetime worth of greyhound knowledge with me and I cant thank him enough for the time he spent helping me.” “Ian has been a mentor to me for more than 20 The greyhound racing community is saddened by years,” the loss of Ian Vigor after he passed away on Friday Ian and his wife Elaine trained a number of April 21, holding his granddaughter Larrah’s greyhounds for Burnett in the past few years, including hand (pictured above). Ian had a strong affiliation with the Geelong Greyhound Racing Club as a committee member. During his time with the Club Ian ran the bar and helped with trials after the races and on weekends. Ian was also a member of the RADB panel as well as being on the bench at the Country Court for Inquiry’s and Appeals.
