Central law yet to be enforced, tenants pay massive deposits

Many people find it beyond their means

Tenants in Bengaluru have to pay more than three months of rent as a security deposit as the Karnataka government has not implemented the Union government’s Model Tenancy Act, 2021

According to the Model Tenancy Act, a landlord can charge rent for only two months in advance as a security deposit for residential places The law has not yet been implemented in Karnataka, where the Rent Control Act of 1999 is still in force

Most landlords are asking for a minimum of three months of rent as a security deposit, which is around Rs 45,000, and the rent for the first month is approximately Rs 15,000, which is beyond my budget.” Temporarily he is staying in a PG accommodation

Biju N, a landlord who is trying to rent out his 2BHK house in Indiranagar, said: “A tenant must pay Rs 50,000 in advance as the security deposit and one month’s rent of Rs 15,000 It is common among landlords to charge at least three months of rent as a deposit along with the first month’s rent in advance ”

Madhu Kumar, who is trying to rent out his 2BHK home in Eshwar Layout, Indiranagar, said: “A tenant needs to pay at least four months’ rent, that is Rs 1,08,000, as a deposit and one month’s rent of Rs 27,000 in advance ”

Keshav Sidappa, a house broker, said that, to get a house in Bengaluru, a tenant usually has to pay five or six months of rent, which is around Rs 50,000, as a security deposit and a minimum of one month’s rent.

Vending zones have not been allotted Very few vendors have the vending licence issued in 2019 when the Town Vending Committee (TVC) was formed under the municipal corporation

The vendors have been sitting in a haphazard manner in the market, blocking roads and causing huge traffic congestions

The vendors are often asked to move away from the place Most of them are from poor or lowermiddle class families, and vending is their only source of income

According to The Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, a Town Vending Committee (TVC) that is supposed to look after street vendors should be formed in every district under the Municipal Corporation

Minor girl raped by two youths in Hyderabad

A minor girl was allegedly kidnapped and raped by two youths in the old city of Hyderabad The accused sexually assaulted the 13-year-old victim for two days in a hotel after kidnapping and drugging her. She was kidnapped on Tuesday when she had gone out to buy medicines.

B S Prahallad, BBMP Chief Engineer, Road Infrastructure, said: “The BBMP has hired batch mix plants that would work simultaneously to resolve the pothole situation Owing to unprecedented rain, we are unable to fill every pothole because the weather is not conducive So we are trying to implement the idea of wet mix and cement so that it stays across all weather

“Even if the installation of pipes and cable wires cannot be avoided, we will try to reach out to people who have complained We get complaints even from local MLAs over potholes , but there are certain protocols due to which depressions over the roads cannot be avoided We admit that the civic body needs to work towards improving the situation, but we need to strike a balance between procuring utilities and maintaining good roads ”

As per the Act, the TVC should conduct regular surveys and issue vending licences to eligible vendors The vending zones should be marked and spaces should be allotted to street vendors to carry out their business The street vending licence also helps the vendors to avail loan under PM Swanidhi to develop and support their business.

A total of 1,800 street vending licences were issued in the survey conducted in 2019 The survey is required to be held every three years, but it has not taken place yet after 2019
