Bradford pans ‘kangaroo court’ BY CATHERINE WATSON

CASEY councillor Kevin Bradford is weighing his options after a councillor conduct panel found ‘‘reasonable grounds’’ for a finding of serious misconduct against him. The panel, set up to consider 18 allegations against him, last week directed Cr Bradford to take leave of absence from the council for two months. With the council due to go into caretaker mode for the election from tomorrow (Tuesday) the suspension would apply to the next council term if Cr Bradford were re-elected. The finding does not prevent him standing for re-election. He told the Weekly he would speak to several people over the weekend before deciding whether he would stand again. Nominations close at noon tomorrow. Cr Bradford described the panel hearing as a ‘‘kangaroo court’’, with unsworn evidence admitted and the process weighted against him. ‘‘It was a prosecutory hearing without rules of evidence. Witnesses were unsworn. They were able to say whatever they wanted to say as a statutory declaration. ‘‘In one case, Lorraine Wreford [a former councillor and mayor and now a state Liberal MP] didn’t even provide a statutory declaration and was still able to give verbal evidence.’’ Cr Bradford said the councillor conduct panel process was supposed to be an informal process with no legal representation and he was shocked when he saw the council had on hand a solicitor who advised Casey mayor Sam Aziz throughout the hearing. He said the hearing must have cost the council well over $50,000, counting the cost of the two panel members and the solicitor. ‘‘The whole process has been a very well orchestrated, vindictive campaign that led to a kangaroo court to ensure I am not on the council.’’ At last week’s council meeting, Cr Aziz defended the council’s decision to have a solicitor present at the hearing. ‘‘It was our choice to have a lawyer involved. If Cr Bradford had

chosen to have a lawyer, he could have.’’ After the meeting Cr Aziz said he was pleased with the outcome of the panel hearing. ‘‘By requesting the Municipal Association of Victoria to form a councillor conduct panel, the council brought these matters to the fore and dealt with them in a rigorous, transparent fashion. ‘‘The council has full confidence in the process, which has dealt with misconduct by Cr Bradford and also provided the avenue for consideration by VCAT.’’

CASEY Council has referred a finding of serious misconduct against Cr Kevin Bradford to the Victorian Civil and Administrative Tribunal. The decision follows a hearing by an independent panel, which was appointed by the Municipal Association of Victoria to investigate 18 allegations by the council against Cr Bradford. The two-man panel found there were ‘‘reasonable grounds’’ for the VCAT to make a finding of serious misconduct against Cr Bradford in relation to obtaining and disclosing commercially sensitive information on the Cranbourne GP Run to Leader Newspapers in 2009. When the VCAT considers the matter, it will be the fourth official inquiry into the same events. In 2010, the Ombudsman found Cr Bradford had misused his position. The Local Government Inspectorate later found insufficient evidence for a prosecution. The panel, which heard from 30 witnesses over four days in July, also found three additional allegations of misconduct against Cr Bradford proved ‘‘on the balance of probability’’. ■ Bullying and verbal abuse of former councillor Janet Halsall during her year as mayor in 2007-08. ■ Harassment and bullying of Casey CEO Mike Tyler from 2006-12. ■ Use of foul and insulting language in the council chambers. It did not support 14 other allegations against Cr Bradford. At last week’s council meeting, there were angry exchanges between mayor Sam Aziz and Cr Lynette Keleher before councillors voted 6-4 to refer the findings of serious misconduct to the VCAT. Cr Keleher described the panel hearing as ‘‘a farce and a free-for-all’’.

Ron is one of those unsung heroes who cares about the surroundings he lives in and tries to do something about it. Like spending a whole day sweeping and shovelling dirt and mud off a pathway behind the children’s centre, oval and school at Lynbrook — because he cares. He is saddened and angry that the beautiful wetlands are so clogged and dirty, with rubbish, silt, dead rushes, broken branches and weeds — and nobody is doing anything. They need to be cleaned up urgently. Well done, Ron, for caring and for trying so hard. There are lots of Rons out in the community, many self-employed people who give up their time to do things in the community: CFA, SES, community meetings, volunteers everywhere. From people out on a walk taking a plastic bag with them picking up rubbish as they go to people away for days because they can help those in floods or fires — well done to all of you.

Uncertainty follows TAFE cuts

CARA Dykes-Johnson and her classmates at Chisholm Institute’s Cranbourne campus are the human face of TAFE funding cuts. The 18 year old, who lives at Devon Meadows, is nearing the end of her first year of a multimedia and design course but her plans have suddenly become uncertain. Ms Dykes-Johnson doesn’t know if the Cranbourne campus will continue beyond next year. She doesn’t know if her course will continue. If it does, she doesn’t know whether she will be able to afford the fees. A leaked cabinet-in-confidence paper from the state government reveals that three Chisholm campuses, including Cranbourne, are ‘‘at risk’’. Course fees will rise a total of 70 per cent next year, with some fees for some courses — not yet known — to rise by much more. The job cuts and fee rises are in response to a $30 million cut in Chisholm’s budget since November. ‘‘If the fees only go up a few hundred dollars I can probably manage,’’ Ms Dykes-Johnson said. ‘‘If they go up much more, I won’t be able to. ‘‘It is hard on us. We just try and focus on our studies.’’

studying community services and allied health — a prelude to nursing — were in limbo after Swinburne TAFE withdrew the courses because of the TAFE cuts. He said the allied health students were now applying to the Berwick Technical Education Centre. If they were successful, it would mean changing schools at the end of the year. ‘‘They’re in limbo. It’s not easy for them. There’s a great degree of uncertainty, which is never good for students. ‘‘In the past we’ve had a large uptake of TAFE spaces from our school but in some cases the cost of those courses could rise from $600-$700 to $6000-$7000. The places might still be there but they might not be affordable.’’ Mr Duncan said the TAFE cuts were of great concern to schools. ‘‘It seems like a deliberate ploy to try and diminish vocational pathways for students.’’

Few know, care about council elections BY PAULINA OLSZANKA and CATHERINE WATSON ELECTIONS for Casey Council will be held next month but it appears few Casey residents know about them and even fewer care. The Weekly asked shoppers at Fountain Gate shopping centre a series of questions last week to gauge the level of awareness and interest. The results might be disconcerting for those contemplating standing in the election. Only one person knew there was an approaching election and no one could name their current councillors. There was also confusion over what local government is actually responsible for. First-time voters Rhiannon Toranto and her friend Lauren Deves said they would vote to get rid of Julia Gillard. Two respondents mentioned crime and public safety concerns as the biggest local issue while another mentioned the need for better public transport in Casey, all issues under state government control. If there was one hopeful aspect of the exercise it was that everyone intended to vote — if only to avoid a $70 fine for not voting. Just under 40,000 registered Casey voters — around 27 per cent — failed to vote at the 2008 election.

AS many motorbike riders have discovered, it’s not falling off that hurts, it’s hitting the ground. Paul Adams had plenty of time to reflect on this about five years ago when confined to a wheelchair for three months after a bad fall. That’s when the former Australian motocross champion and Hallam businessman came up with his plan: a giant indoor arena with a soft loam floor for motorbike and BMX riders. He’s been working towards it ever since. Several years ago he got as far as getting a planning permit for the arena before the land sale fell through. It didn’t put him off the idea. He said the arena would be an asset for Casey. ‘‘This could be a venue of state significance. We could hold the Australian BMX championships there.’’ His current design is for a 12,000-squaremetre indoor arena measuring 65 by 180 metres with a 13.6-metre roof to allow for jumps. Similar arenas exist overseas but Mr Adams plan goes ahead, the Casey arena would be the biggest in the southern hemisphere. Structural walls in the design are designed to contain the noise. There is a perimeter slab for a

walkway, but the interior floor is a soft loam designed for an easy landing. Mr Adams envisages the arena would be available for other sports and events including rodeos and other equestrian events, farming expos and BMX events. The search is now on for a suitable threehectare site, preferably in an industrial area and within an easy drive. Mr Adams wants Casey council to identify, or supply, the site. ‘‘They have plenty of suitable land. There are a couple of scenarios: I could do it as a business venture on my own or the council could provide the land and retain the profits,’’ he said. Last week, Cr Amanda Stapledon presented a petition containing more than 500 signatures asking the council to support the plan and provide a site. Council officers will seek more information and prepare a report for councillors.

The stuff of legend: Birdwatchers are making a beeline for the Moonlit Sanctuary to see the orange-bellied parrots.

Parrots find a rare haven ’m doing my best not to be over-awed by the occasion but it’s not easy. The last time I felt remotely like this was in 1981 when Prince Charles drove past and looked straight at me. Even that fades into insignificance . . . you’re much more likely to meet a prince in the wild than you are an orange-bellied parrot. An orange-bellied parrot sounds like something out of a Monty Python skit, and the parrot really has become the stuff of legend. In 2004, it halted a wind farm and these days it’s used as a kind of shorthand for greenies who allegedly find traces of an orange-bellied parrot any time they want to stop a new development. Australian experts believe there is a single population of less than 50 birds left in the wild, making it the world’s most critically endangered parrot and one of the world’s rarest birds. And here I am looking at seven of them, in Pearcedale’s Moonlit Sanctuary. Serious bird-watchers have been beating a path to Moonlit since the birds arrived a couple of weeks ago. Last week, one man came from Adelaide just to see the parrots. I’m far from an expert but I’ve heard so much about this bird for so long that I find myself unexpectedly thrilled to see one at last. I notice that Weekly photographer Gary Sissons, who is much more knowledgeable about birds, is grinning too. It’s not just the bird’s rarity but its

HAPPYSANCTUARY SOMETIMES Michael Johnson has to pinch himself to be sure he’s not dreaming: he really is running an animal sanctuary. As a child, inspired by Gerald Durrell’s My Family and Other Animals, he dreamed of working in a zoo or running a sanctuary. Life got in the way, as it does for most of us, and he went to work in the family boat-building business. It was only after a divorce that he stook stock and decided that if he was ever going to do it, now was the time. Eleven years ago, Mr Johnson bought a 10-hectare bare paddock at Pearcedale and started work on his dream. These days it houses wallabies, wombats, snakes, dingoes and a host of birds, endangered and otherwise, and attracts

gorgeousness: the yellow and green body and face with a violet blue edge to the wing. It’s only when they take off that you notice the splash of orange on the belly. They could have been designed by Walt Disney. Sanctuary owner Michael Johnson shares the joy: he says his heart soars when he watches them flying. One of the real pleasures for him is knowing that this area, just 500 metres from Western Port, is actually the parrot’s winter territory. ‘‘That helps from a climatic point of view and makes it easy to get their natural food.’’

a steady stream of school and tour groups. At least half the visitors are from overseas. The sanctuary has also won a host of awards: a Victorian Tourism Award for ecotourism and a Zoo Aquarium Association of Australia award. Asked if running a sanctuary is a profitable business, Mr Johnson laughs. ‘‘What do they say? If you want to make a small fortune, just start with a big one.’’ No, he says, it will never make a fortune but it does make him — and visitors — extremely happy. Sitting near the wetlands, with Cape Barren geese honking behind him and a Tammar wallaby and her joey lying in the sun nearby, he says, ‘‘This is exactly what I envisaged.’’

In fact, neighbours of the sanctuary have been bringing in saltbush, glassworts and other marsh plants that grow on the edge of the bay to supplement the diets of the very important guests. Until the early 1900s the parrots were common in south-eastern Australia. They have disappeared from NSW and are now found only in south-west Tasmania (where they return to breed) and a coastal strip of Victoria and South Australia. Securing the birds from the official breeding program at the Healesville Sanctuary

was a real coup for Moonlit and recognition that it can play an important role in the protection of endangered species. In the early years of the captive breeding program, there was a very low success rate, with most of the young birds dying, but the survival rate has improved as the recovery team has learned more. There are now more than 200 captive-bred birds and the team is working towards building numbers up to some 350 with a view to releasing 20-30 captive-bred birds into the wild each year. The director of the orange bellied parrot recovery program, Dr Peter Menkhorst, visited Moonlit for the official launch of the parrot exhibition. He had good news for the guests about the wild population: at least 14 young birds fledged last season. The seven parrots at Moonlit are all past their prime breeding age but certainly not beyond breeding and Mr Johnson is hopeful they will produce young. Next year the sanctuary will build an off-limits breeding facility for 10 pairs — the only one actually within orange-bellied parrot habitat. After that, who knows? Perhaps, if numbers build up, wild orange-bellied parrots will one day visit Moonlit Sanctuary to forage for food. For more information about the recovery program, visit birdlife.org.au/projects.

Plan for pool to link community

Curbs put on wrecks, cigs

IT could be time to think about getting rid of any car wrecks out the back. A local law, passed at last week’s Casey Council meeting, makes it illegal to have more than one unregistered vehicle on a suburban property without a permit. And residents used to a quick puff as they enter council premises had better put that on the back burner. From February 1, it will be illegal to smoke within 10 metres of a building on council land. The restrictions on unregistered cars and smoking were among a number of local law additions and amendments passed at last week’s council meeting. Former councillor Paul Richardson, who has been banned from asking questions in public question time, presented an oral submission. Mayor Sam Aziz warned him several times not to mention individuals and at one stage threatened to evict him from the council chambers. The new laws passed unanimously.

IT’S been a couple of dry years for pupils of River Gum Primary School since their school pool closed, with a repair bill estimated at more than $400,000. After unsuccessfully appealing to the Education Department and Casey Council for help, the school has decided to launch its own fund-raising campaign. School council president Brad Moroney said the school wanted the pool to become a resource for the Hampton Park community. ‘‘We’ve been looking to see how we can engage the whole community and we think the pool ticks all the boxes,’’ he said. There are five schools in the area, none with a pool, so it will be well used. Mr Moroney said various community groups could also be invited to use it. ‘‘There’s an opportunity for the local Muslim community, especially the women, because the pool area can be closed off.’’ Assistant principal Latham Burns said reopening the pool was a priority. ‘‘We value our students receiving swimming lessons. It’s not just convenience — research shows children can drown if they don’t know how to swim.’’ She said many of River Gum’s pupils were from different cultural backgrounds and would not learn

to swim except at school. Hampton park resident Mojo Samam said the pool could be a great facility. ‘‘My kids used to be able to walk to the pool. All the school kids in the area used to come,’’ he said. ‘‘What would it take to fix it? $1 or $2 each from everyone in Casey. ‘‘Let everyone use it. It could help to connect people.’’

River Gum Ward councillor Lynette Keleher said she hoped the council would back the school. ‘‘Swimming is a life skill. I think every kid in this country should have access to swimming lessons and a swimming pool. ‘‘I can’t swim, my kids can’t swim and many migrant kids can’t swim. ‘‘I’d love to see it up and running again.’’

INBRIEF For safety’s sake, secure animals Cranbourne police are appealing to hobby farmers and other residents to secure their animals after a spate of accidents in the past few weeks. Two horses escaped from a paddock and were struck by a truck and killed on the Western Port Highway near Pearcedale about 1am last Friday. On September 19 a sheep fell off a trailer near the corner of Hallam Road and Claude Avenue in Hampton Park. The owner was apparently unaware the animal had fallen. It is now in the Casey Council pound. Acting Sergeant Ian Bucher said people’s lives were being put at risk by owners failing to secure their animals.

Library plans on track Narre Warren South residents could have a library in the Casey Central shopping centre by 2015 with a shopfront branch planned as part of extensions. A report to the council states the library would need to be at least 1200 square metres to serve a Narre Warren South and Cranbourne North population of more than 30,000. Extension work is expected to be finished to tie in with the Narre Warren-Cranbourne Road duplication.

Cash bonuses from Fair Work Dozens of workers in Melbourne’s south and south-eastern suburbs have been back-paid a total of $262,500 following random audits by the Fair Work Ombudsman. The largest recovery was

$74,400 for 35 security industry workers at Berwick. A Hallam labourer was underpaid $9300. Individual underpayments ranged between $38 and $10,800.

Shed fire under investigation CFA crews from Cranbourne, Pearcedale, Devon Meadows and Langwarrin took less half an hour to extinguish a large shed fire in Pearcedale early last Wednesday. The cause of the fire is being investigated.

FRANK Frood is looking for the good Samaritans who picked him up when he was knocked off his motorbike two weeks ago. First, he wants to thank them, then he wants to ask exactly what happened. Mr Frood said he had just turned from Pound Road onto the South Gippsland Highway about 8am on Monday, September 10, when a truck went through a red light behind him. ‘‘I saw him getting closer and closer behind me. Next thing I knew I was under the wheels and getting tumbled about.’’ He said he thought he was going to die but he was flung clear, along with his motorbike. The truck did not stop but several other drivers helped him up and he managed to push the damaged motorbike to his home, just around the corner in Pound Road. He said he did not report the incident to police at the time as he had no description and there was no ambulance involved. Magpies prevail in classic duel BY BRAD McGRATH NARRE Warren has turned the tables on arch rival Cranbourne in a classic MPNFL Casey Cardinia League grand final at Edwin Flack Reserve on Saturday. The Magpies defeated the gallant Eagles 22.13 (145) to 19.9 (123) to bring home their fifth premiership in seven seasons and reverse last season’s grand final loss to Cranbourne. The plucky Magpies had solid contributors all over the ground, with Jackson Parker being awarded the VCFL medal for best afield, skipper Michael Collins producing a typically gutsy performance and star forward Kerem Baskaya booting six goals. Magpies coach Chris Toner said the clash between the two league heavyweights had been one of the best he had seen. ‘‘It was a terrific game of footy and it was a great game,’’ he said. ‘‘We were fortunate to be in front at the end.’’ When Cranbourne settled in the second term they suddenly found themselves five goals in front with Norm Walker medallist Marc Holt dominating, bringing up six majors before halftime, and Justin Berry again producing on the big stage. A boilover looked likely. But the Magpies had a steely resolve with Andy Soumilas, Parker and damaging ruckman Steve Watson all lifting and helping their team edge within 10 points by half-time. Toner suspected his team would be good enough to run over the top of the Eagles with his players far fresher after taking the easy route to the grand final courtesy of their victory over the

Scorpions coach resigns: ‘It’s family first’ BY BRAD McGRATH REIGNING VFL coach of the year Brett Lovett has quit the Casey Scorpions. Lovett, 46, said the rigours of coaching at VFL level, family and business commitments meant he would not see out his two-year contract with the Scorpions. ‘‘I just decided that the time was right to put more time into the family and business,’’ he said. ‘‘The level of the VFL is going up every year and the players require a lot of time with game reviews and editing tapes.’’

Lovett took on the Scorpions’ top job last summer when Brad Gotch took an assistant coaching role with Port Adelaide in the he AFL. Scorpions general manager Brian Woodman said Lovett had made an outstanding contribution in his one season with the club. ‘‘We’re disappointed to lose such a fine football person, but we understand his reasons,’’ he said. ’’It’s about him wanting to spend more time with his family and also putting more into his nursery business. ‘‘Brett is first and foremost a genuine family

man so we can see how he’s come to this decision.’’ Woodman said the Scorpions will work closely with alignment partner Melbourne to find Lovett’s replacement. Lovett said that towards the end of the VFL season he knew he could not continue in the role. The former Melbourne star’s son, Jake, is a promising footballer and is in line to be selected with TAC Cup team Dandenong Stingrays. ‘‘At the end of the season — like any player or coach — you either commit or you don’t,’’ he said. ‘‘My son had been trialling with the Dandenong Stingrays’ squad and I couldn’t go. My wife

took him out there and that’s all great. ‘‘But it’s crazy doing what I’m doing when, at the age Jake is at, I should be supporting him. ‘‘I’ve got two daughters as well.’’ While the Lovett family will take priority for now, the former Frankston Dolphins and Sandringham mentor would not rule out a coaching return in the future. ‘‘I’m 46 now and I don’t know how long you can coach for,’’ he said. ‘‘At the moment I’m just going to spend some time with the kids but you never know down the track what will happen.’’

Relegation not all bad

Hoping for an ice time away BY ROY WARD A CRANBOURNE youngster is looking to take his talents to North America to further his dream to be a professional ice hockey player. Damon Parolin, 12, is desperate to make the most of his skills as an ice hockey player but after making several Victorian under-age sides, he and his mother Jenny see few opportunities available in Melbourne to help him develop his game. So the Parolins are looking at sending Damon to Canada, the spiritual home of the sport, to attend a boarding school with a dedicated ice hockey training program. The fees for such schools are high — more than $20,000 per year — but the curriculum at these schools includes several hours of ice hockey training each morning followed by school classes from lunchtime until 6pm. A few of his teammates from his junior club, The Flyers, are looking at doing a similar thing. The Parolins had a school in mind for Damon but it fell into financial problems earlier this year so they are now looking at another similar school. Jenny Parolin said a year in such a program would give her son the equivalent of eight or nine years in ‘ice time’ if he was just playing in Melbourne. She said such schools were only available to younger teenagers so Damon would need go in the next 12 months. The youngster said he loved his sport, which he fell into after watching the older brother of one of his friends play ice hockey a few years ago. “It took me a few months to get used to playing,” he said. “But after having people in my team help me out I got into it.” Parolin plays either centre forward or left wing and was a member of the Victorian under-13 side earlier this year. “It was really awesome, really exciting,” the youngster said. “It was pretty hard to get a feel for the speed, it was faster than I pictured but was good in the end.” He also said he loved playing at the new Melbourne Icehouse where the Flyers play some of their matches.

“There are a few future stars just in Damon’s side alone,” she said. “But it’s such a small sport there just isn’t the resources to train the kids.”

CASEY Comets coach Joe De Martino believes being relegated to state league 3 south-east could be a blessing in disguise as the team goes through a rebuilding phase. The Comets brought the curtain down on their soccer season on Saturday with a 3-0 loss to Noble Park which confirmed their position on the bottom of the ladder in state league 2. De Martino said his goal would be to push the Comets’ youth into the senior line-up and develop a winning culture. ‘‘Being relegated may just give us the opportunity to develop our younger players. There’s a good crop of young players coming through and I’m hoping that because we’re playing in division 3 and not division 2, they can develop a winning culture and then carry that through. ‘‘We’ll only have one goal in mind and that is to win the league next year.’’ De Martino, who took over from Doug Chisholm mid-season, is yet to be re-signed for next year but is hopeful of winning the position by the end of October. ‘‘I’ve expressed my desire to coach the team next year,’’ he said. The Comets rested several topliners from the clash against Noble Park, including David Terek and Nagus Henry as they begin the rebuild. Youngsters Johnny Negassi and Hamish and Scott Miller showed enough to suggest they would be part of the Comets’ future. The Comets trailed 1-0 with 15 minutes to go but with nothing to play for, De Martino changed the team’s structure in a bid to score and win the game. — Brad McGrath
